Alum Creek Drive to expand<br />

For decades, Alum Creek Drive was a two lane rural<br />

road, but the once sleepy road has expanded over the<br />

years along with area development and there are plans<br />

to widen the road even further to accommodate more<br />

traffic and growth.<br />

According to Carla Marable , director of communications<br />

for the Franklin County Engineer’s Office the<br />

project will add an additional through travel lane<br />

(widening the road from four to six lanes) in each direction<br />

between State Route 317 and Groveport Road to<br />

improve safety and capacity.<br />

“The two bridges just north of Bixby Road that carry<br />

Alum Creek Drive over Big Walnut Creek will be<br />

replaced,” said Marable. “The project will also construct<br />

a sidewalk and a shared-use path as well as<br />

improvements to the existing transit facilities in the<br />

corridor.”<br />

The estimated cost of the project is $50 million.<br />

Work on the project could take place sometime from<br />

2028 to 2033.<br />

“Construction is currently anticipated to begin in<br />

early 2028,” said Marable. “Construction is anticipated<br />

to complete in late 2029.”<br />

“We continue to seek additional funding from other<br />

sources for this project,” said Marable.<br />

“The additional proposed through lane will improve<br />

capacity and reduce congestion,” said Marable.<br />

“Intersection upgrades along the corridor will improve<br />

safety. Additionally, providing separated facilities for<br />

pedestrians and bicyclists will improve safety for all<br />

vulnerable road users.”<br />

When asked what will the economic impact of the<br />

project would be on existing nearby businesses,<br />

Marable said, “Alum Creek Drive provides the primary<br />

connection between the Rickenbacker International<br />

Airport and Norfolk <strong>South</strong>ern Intermodal Terminal to<br />

the USDOT’s National Highway and Primary Freight<br />

Highway Systems. This is the first and last mile for<br />

Shooting in CW<br />

On March 23, the Fairfield County<br />

Sheriff’s Office responded to a 9-1-1<br />

call of shooting at 144 N. High St. in<br />

<strong>Canal</strong> <strong>Winchester</strong>.<br />

Upon arrival Sheriff’s Office<br />

deputies were advised that a car full of<br />

suspects had attempted to break into a<br />

vehicle and the vehicle owner responded<br />

outside. The suspect vehicle fled<br />

north on North High Street and fired a<br />

single round from the fleeing vehicle at<br />

the victim. The shot struck a parked<br />

vehicle in the area and no one was<br />

injured. The suspect vehicle was located<br />

a short time later and a short pursuit<br />

with a neighboring agency<br />

ensued. It was learned the suspect<br />

vehicle was stolen out of the Columbus<br />

Addressing Ohio's Housing Crisis:<br />

A Call to Action from State Senator<br />

As a State Senator representing the people of Ohio, I am<br />

deeply concerned about the housing crisis that is<br />

impacting our state. From urban centers to rural<br />

communities,Ohioans are struggling to find affordable<br />

and stable housing options. This crisis affects not only<br />

individuals and families, but also the overall economic<br />

health of our state. It is time for us to come together and<br />

take action to address this pressing issue.<br />

One of the primary challenges facing Ohio is the lack of<br />

affordable housing options for our residents. Many<br />

hardworking Ohioans are spending a disproportionate<br />

amount of their income on housing, leaving little room<br />

for other essential expenses. This financial strain not<br />

only affects individual households but also undermines<br />

our state's ability to thrive economically.<br />

To tackle the issue of affordable housing availability, we<br />

must first recognize the importance of collaboration<br />

among stakeholders. Public-private partnerships are<br />

the key to solving this crisis. By working together, we<br />

can leverage our collective resources and expertise to<br />

make meaningful progress.<br />

The public sector plays a crucial role in addressing the<br />

affordable housing shortage by implementing policies<br />

that support the development of affordable housing<br />

units. This may include zoning changes to allow for<br />

increased density and the construction of affordable<br />

housing, incentives for developers to invest in affordable<br />

housing projects, and partnerships with nonprofit<br />

organizations to create housing opportunities for<br />

low-income residents.<br />

The private sector also has a crucial role to play in addressing<br />

the affordable housing shortage, particularly<br />

by investing in workforce housing solutions. Investing<br />

in workforce housing solutions can take various forms,<br />

including providing financial support for affordable<br />

housing initiatives aimed specifically at workers in key<br />

industries. By recognizing the importance of stable<br />

housing for their employees, businesses can not only<br />

attract and retain talent but also contribute to the overall<br />

well-being of the communities in which they<br />

operate.<br />

As Chair of the Senate Select Committee on Housing, I<br />

am committed to advocating for policies that promote<br />

access to safe, affordable housing for all Ohio residents.<br />

This includes increasing funding for affordable housing<br />

programs, advocating for regulatory reforms that<br />

support housing development, and championing<br />

initiatives that address the root causes of the housing<br />

crisis.<br />

But I cannot do this alone. I urge all Ohioans to join me<br />

in this important effort. Contact your local elected<br />

officials, engage with community organizations, and<br />

support businesses that prioritize workforce housing.<br />

The housing crisis in Ohio is not insurmountable, but it<br />

will require concerted action and commitment from all<br />

of us. Let us rise to the challenge and work together to<br />

build a brighter future for our state. Together, we can<br />

make a difference and ensure that every Ohioan has a<br />

place to call home.<br />

millions of tons of cargo entering and leaving the Midwest.<br />

Improvements to the corridor will ensure safe and efficient traffic<br />

flow to the supply chain which is vital to the region’s economy.”<br />

Concerning the project’s future economic impact on commercial<br />

development in the area, Marable said the area surrounding Alum<br />

Creek Drive is part of the Rickenbacker Global Logistics Park.<br />

“This consists of five campuses that offer more than 80 million<br />

square feet of distribution space,” said Marable. “The surrounding<br />

area has the capacity to expand an additional 30 million square<br />

feet. Per the MORPC Rickenbacker Area Study, employment<br />

growth in the area is expected to grow by 7,700 jobs between 2017<br />

and 2040. These jobs will be in warehousing and manufacturing<br />

and related office. This project will allow the people in these jobs<br />

to efficiently and reliably get to their place of employment.”<br />

Regarding potential future detours as a result of the project,<br />

Marable said there are multiple options for maintaining traffic<br />

being considered.<br />

“However, Alum Creek Drive will not be completely closed during<br />

construction,” said Marable. “At a minimum, two southbound<br />

lanes and one northbound lane of traffic are planned be maintained<br />

at all times. This will lead to increased congestion and<br />

delay during construction. Therefore, the use of other secondary<br />

routes to/from I-270, including State Route 317, U.S. Route 23,<br />

and U.S. Route 33, will be encouraged.”<br />

She added that the current super load activities should be completed<br />

prior to the beginning of construction.<br />

“If super load activities occur during construction, they will be<br />

coordinated with ODOT and the project team,” said Marable.<br />

Obetz and Hamilton Twp. response<br />

•When asked what impact the improvements to Alum Creek<br />

would have on future economic development in his city, Obetz City<br />

Administrator Rod Davisson said, “Not sure on this project yet. It’s<br />

not even designed as far as I know. I believe Franklin County is<br />

running it and we are a contributing entity. I think it’s not ripe<br />

yet. Should become more clear over the next several years.”<br />

•At the Feb. 14 Hamilton Township trustee meeting, the<br />

trustees approved sending a letter of support for the Alum Creek<br />

Drive widening project to the Franklin County Engineer. Trustee<br />

Chairman Chris Hann said the township is not contributing any<br />

money to the project as the trustees feel that the jurisdictions that<br />

benefit from the widening should pay for the project. He said<br />

Hamilton Township gains no benefits from the widening of Alum<br />

Creek Drive and that the trustees are happy to submit the letter<br />

endorsing it, but they have no money to help pay for it.<br />

Sims’ VFW essay well received<br />

Established in 1947, the VFW’s Voice of Democracy audioessay<br />

program provides high school students with the opportunity<br />

to express themselves in regards to a democratic and patrioticthemed<br />

recorded essay.<br />

Each year, nearly 25,000 students in grades 9-12 from across<br />

the country enter to win their share of more than $1 million in<br />

educational scholarships and incentives awarded through the program.<br />

The national first place winner receives a $35,000 scholarship<br />

Reese Road to close<br />

According to the Franklin County<br />

Engineer, starting <strong>April</strong> 1, Reese Road will<br />

be closed for bridge replacement, affecting<br />

the area between Rathmell Road and<br />

Bixby Road. This project, outside of<br />

Obetz’s jurisdiction, is expected to last<br />

approximately 165 days, contingent on<br />

weather conditions. Detour routes:<br />

•For southbound traffic on Reese Road:<br />

Head west on Rathmell Road, then south<br />

on Lockbourne Road, continue east on<br />

Rohr Road, and north back to Bixby Road<br />

to reconnect with Reese Road.<br />

•For northbound traffic: The detour<br />

will follow the same route in reverse order.<br />

Obetz Police get grant<br />

from body armor program<br />

According to Obetz Mayor Angela Kirk,<br />

the Obetz Police Department will receive a<br />

$24,000 grant from the Ohio Law<br />

Enforcement Body Armor Program. The<br />

grant enables the department to equip its<br />

officers with the latest body armor technology,<br />

ensuring they have the protection<br />

needed. Kirk said the funding will be go<br />

towards purchasing state-of-the-art body<br />

armor vests, ensuring that officers are provided<br />

with the highest level of protection<br />

against threats in the line of duty.<br />

“The city of Obetz strongly emphasizes<br />

the safety and well-being of its law<br />

enforcement personnel, and this grant further<br />

exemplifies the city’s commitment to<br />

its officers,” said Kirk.<br />

Legislative<br />

Aide<br />

The Legislature currently is on recess and will return<br />

just after Easter. I have asked my Legislative Aide,<br />

Teddy Smith, to introduce himself in this issue’s column<br />

and let us know what his responsibilities are.<br />

I am Teddy Smaith, the Legislative Aide for Representative<br />

Dave Dobos. Although I now work for the<br />

State of Ohio, I was born in downtown Chicago, Illinois<br />

in 2001. I spent the first 18 years of my life in<br />

the city and suburbs of Chicago, before deciding to<br />

attend The Ohio State University, where I earned a<br />

bachelor’s degree in political science with a focus<br />

on American Politics. While at OSU, I fell in love with<br />

the city of Columbus and knew I wanted to spend<br />

the beginning of my post-grad career here. So, I applied<br />

to be a Legislative Aide in the Ohio House of<br />

Representatives. After interviewing with a few Representatives,<br />

I was offered the position by Representative<br />

Dobos and accepted without a second<br />

thought.<br />

I’ve now been working for Rep. Dobos and the<br />

House since October 2023, and the position has<br />

provided me with great experience in my field. My<br />

responsibilities focus on helping the Representative<br />

serve his constituents as best he can. Many are clerical<br />

duties, such as following up on constituent requests,<br />

setting up and preparing him for meetings,<br />

communicating event invitations, and keeping track<br />

of his schedule. I also assist him with the legislative<br />

process. For example, when working on a new<br />

piece of legislation, I am typically the main point of<br />

contact for any organizations or constituents who<br />

may be advising the Representative on the bill. I<br />

also keep track of any changes the bill may need before<br />

it can be sent to the Clerk’s office and placed in<br />

a committee. In addition to legislative duties, Representative<br />

Dobos’ position as Vice Chair of the<br />

House Transportation Committee means I hold the<br />

title of Vice Clerk. As Vice Clerk, I am responsible for<br />

taking the minutes at every Transportation Committee<br />

meeting, keeping a record of every bill and testimony<br />

that passes through the committee, and<br />

helping the Clerk (the legislative aide of the committee<br />

chair) with any committee-related issues that<br />

may arise. Being the Legislative Aide for Rep. Dobos<br />

has been a rewarding challenge for me, and I could<br />

not have asked for a more fulfilling opportunity so<br />

quickly after graduating. If you ever have any questions,<br />

As we grow older, a number of<br />

factors may cause gums to recede,<br />

leaving the upper portion of<br />

the root exposed and vulnerable.<br />

Although this shrinking of the<br />

gums, called gingival recession, is<br />

age-related, it is not found in<br />

every older adult and varies in degree<br />

with each individual.<br />

Gum recession and exposed<br />

roots may be the ultimate result<br />

of a build-up plaque that was not<br />

adequately removed. Also, improper<br />

or aggressive tooth brushing<br />

can irritate the gums and<br />

gradually cause them to recede. A<br />

patient’s root sensitivity can range<br />

from mild to severe and be triggered<br />

by heat, cold, touch, and<br />

certain spicy foods.<br />

Treatment of sensitivity begins<br />

with fluoride, which is absorbed<br />

by the root, remineralizes the<br />

tooth surface, and lessens the<br />

pain. If you don’t find relief with a<br />

fluoride rinse, your dentist may<br />

prescribe a gel containing a<br />

higher fluoride concentration. In<br />

more extreme cases, your dentist<br />

may recommend coating the root<br />

with a protective veneer.<br />

Local Eastland-Fairfield Career Center students<br />

have qualified to compete at the SkillsUSA state leadership<br />

conference in <strong>April</strong>.<br />

The SkillsUSA Ohio State Championships brings<br />

instructors, and vendors together in over 100<br />

contests in all 16 career pathways to showcase career<br />

Hamilton welcomes<br />

educators from Chicago<br />

The Libertyville School District, located<br />

outside of Chicago, flew a team of eight language<br />

arts educators to visit Hamilton<br />

Local Schools’ elementary and intermediate<br />

buildings. The teachers observed<br />

Hamilton’s K-5 core language arts curriculum,<br />

Amplify CKLA, in action. The<br />

Hamilton elementary teachers, along with<br />

Lockbourne village offices renovated and will include a museum<br />

A 1950s era building in<br />

Lockbourne, home to municipal<br />

offices and council space for decades,<br />

is getting a facelift and splitting purposes<br />

between village business and a<br />

museum honoring the town and<br />

Lockbourne Air Force Base.<br />

Residents remember playing in<br />

Boot Jack Park, so named because of<br />

its shape, before the municipal office<br />

was built. It initially housed a<br />

garage to service village vehicles<br />

that shared space with a front office<br />

where council meetings were held as<br />

well.<br />

While a nearby former schoolhouse<br />

and masonic temple was<br />

returned to its original condition to<br />

serve as an event center, current<br />

Lockbourne administrators and<br />

council members discussed moving<br />

council chambers to the two-story<br />

brick structure.<br />

“We discussed this for a year,”<br />

said Mayor Christie Ward. “We had<br />

to wait until the handicap ramp was<br />

put in the event center where council<br />

now holds meetings. The administrative<br />

offices will be moved to the renovated<br />

area, along with a conference<br />

room for meetings. The cost for renovation<br />

is approximately $20,000.”<br />

However, like two other largescale<br />

renovation projects–the event<br />

center and memorial park–much of<br />

the work and re-outfitting the office<br />

and museum spaces will be accomplished<br />

through donations.<br />

“The office furniture and cubicles<br />

have been donated through the<br />

assistance of Mannick and Smith<br />

Group,” said Ward. “The staff will<br />

repaint the walls with donated<br />

paint.”<br />

As for the museum side of the<br />

building where the municipal office<br />

was originally located, the<br />

Lockbourne Heritage Society is collecting<br />

artifacts on the history of the<br />

Ohio and Erie <strong>Canal</strong> and<br />

Underground Railroad era village<br />

and the former active duty military<br />

base.<br />

“Lockbourne is rich in history and<br />

we want to share that history,” Ward<br />

said. “It is not just the village history,<br />

but Lockbourne Air Force Base as<br />

well. We have been working with<br />

some of the Hamilton Township<br />

High School Leadership students on<br />

compiling a history of the village in<br />

preparation of opening the museum.<br />

We hope to open it by the end of summer.<br />

Regular opening hours will be<br />

Monday through Thursday from 9<br />

a.m. to noon, but we can open the<br />

museum at other times for small special<br />

events and groups.”<br />

CW man sentenced<br />

A <strong>Canal</strong> <strong>Winchester</strong> man was sentenced<br />

in U.S. District Court to 60 months in<br />

prison for making interstate threats to<br />

local law enforcement, court officials, businesses<br />

and schools.<br />

Yousif Mubarak, 27, was convicted following<br />

a jury trial in August 2023 of seven<br />

counts of making interstate threats.<br />

“Threats are more than mere words,<br />

they have significant consequences, as<br />

illustrated by the sentence imposed today,”<br />

said U.S. Attorney Kenneth L. Parker.<br />

According to court documents and trial<br />

testimony, in September 2021, Mubarak<br />

made at least 87 threatening phone calls<br />

from the state of Washington, where he<br />

resided for a short time, to a Franklin<br />

County Municipal Court Judge who previously<br />

presided over his court case.<br />

Mubarak told the judge that he would<br />

find her, that he had private investigators<br />

following her and that she should watch for<br />

cars following her. Mubarak said, “I will<br />

find you even if that means I die,” and<br />

threatened to kill the judge himself. In<br />

many of the messages, Mubarak identified<br />

himself by name and left his callback number.<br />

Beginning on Sept. 12, 2021, and continuing<br />

until the early morning hours of Sept.<br />

13, 2021, Mubarak also placed numerous<br />

threatening calls to businesses and schools<br />

in the <strong>Canal</strong> <strong>Winchester</strong> and Pickerington<br />

areas.<br />

He called to make threats to employees<br />

at the Brew Dog, Home Depot and Best<br />

Western businesses in <strong>Canal</strong> <strong>Winchester</strong>.<br />

On Sept. 12, 2021, at about 10 p.m., officers<br />

and agents with the Fairfield County<br />

Sheriff’s Office, Columbus Division of<br />

Police and FBI visited the last known<br />

address of Mubarak in <strong>Canal</strong> <strong>Winchester</strong>.<br />

Mubarak observed the officers in his Ring<br />

doorbell camera and taunted the officers<br />

throughout the interaction. Twenty minutes<br />

later, Mubarak called a dispatcher in<br />

Fairfield County and told her, in part, “you<br />

can die” and “she would get two bullets in<br />

the head.”<br />

The defendant called the Franklin<br />

County Sheriff’s Office more than 100<br />

times in a 12-hour span.<br />

Around 7 a.m. on the morning of Sept.<br />

13, 2021, Mubarak called in a bomb threat<br />

to <strong>Canal</strong> <strong>Winchester</strong> Middle School. He<br />

told a school employee: “I have placed several<br />

bombs in your building” and “I would<br />

get your women and children out now.”<br />

Approximately 20 minutes later,<br />

Mubarak called Pickerington North High<br />

School and said there were two suicide<br />

bombers inside the school.<br />

Mubarak was charged federally and<br />

arrested on Sept. 22, 2021. A federal grand<br />

jury indicted him in November 2021 and<br />

that indictment was superseded in June<br />

2022.<br />
