FURTHER EXPLANATION OF FOREGOING ELECTION<br />
AT ANNUAL MEETING<br />
Dear <strong>SRMA</strong> Homeowners,<br />
It has been brought to the attention of management that there has been concern over not having an<br />
election at this year’s Annual Meeting of the Membership. Prior to sending out the Annual Meeting<br />
Notice, there was a Candidate Solicitation period open for ten days. During that time, the Solicitation<br />
was emailed to residents several times. Unfortunately, there were no candidate submissions from any<br />
interested parties prior to the deadline date.<br />
Per the <strong>SRMA</strong> Bylaws, any Member interested in being considered for election to the Board must submit<br />
their interest and nomination by the nomination deadline date, set by the Board. In this case, that date<br />
was Monday, March 25th, 2024.<br />
Since no candidate nominations were received, I conferred with Association counsel on how to proceed.<br />
It was confirmed that with no nominations, there would not be an election as the Bylaws required<br />
nominations to be received by the deadline date and the Bylaws also o not provide for nominations to<br />
be taken from the floor of the meeting. The Board may also operate with five (5) seats.<br />

Dear Steiner Ranch Residents,<br />
The Amenity Center parking lots at Towne Square and Bella Mar<br />
will be undergoing asphalt seal coating and striping on Thursday<br />
and Friday, <strong>April</strong> 18 & 19, 2024.<br />
Please note that these repairs will impact traffic at both Amenity<br />
Centers for these TWO days as the parking lots will need to be<br />
closed in order to complete the repairs.<br />

The best way for children to learn another language is through immersion. “Campamento de<br />
Español” combines all the benefits and fun of a typical summer camp program with a fabulous,<br />
fun immersion experience in the Spanish language.<br />

This is a call to serve the community on the Architectural Control Committee for the Steiner Ranch<br />
Master Association, Inc. We are looking for three(3)members interested in serving on the Committee.<br />
These positions will be appointed by the Board to fill the recent vacancies on the Committee.<br />
The Committee fulfills an important role for <strong>SRMA</strong> by evaluating homeowner project submittals for<br />
completeness and compliance with the <strong>SRMA</strong> Community Guidelines and Governing Documents. This<br />
ensures that desired improvements will not violate community rules, restrictions and/or regulations<br />
while also ensuring that any allowed improvement will remain harmonious and within the character of<br />
the aesthetics of Steiner Ranch.<br />
Individuals with a background in construction, home building, architecture, engineering, design and/or<br />
landscaping are encouraged to apply.<br />

Texas oak wilt and how to prevent it!<br />
Oak wilt, one of the most destructive tree diseases in the United States, is killing oak<br />
trees in central Texas at epidemic proportions. Oak wilt is an infectious disease caused<br />
by the fungus Bretziella fagacearum, which invades and disables the water-conducting<br />
system (xylem) in oaks.<br />
Prevent New Infections!<br />
Remove and dispose of oak wilt-infected red oaks immediately.<br />
Avoid wounding oak trees, including pruning, from February through June.<br />
Paint all wounds and fresh stumps immediately regardless of season.<br />
Red oak wood that is suspected of infection should not be stored.<br />

The History of Steiner Ranch<br />
Prior to the 1980s, the Steiner Ranch peninsula was a<br />
working cattle ranch, owned and operated by Buck Steiner<br />
and his family. After the land sold in the mid-80’s, the new<br />
owners created a habitat conservation plan (HCP) that<br />
allowed them to clear endangered species habitat needed<br />
to develop the subdivision.<br />
The developers obtained a permit for the HCP from the US<br />
Fish and Wildlife Service that allowed the “incidental take”<br />
of endangered species habitat and placed a conservation<br />
easement over 819 acres as mitigation. The easement was<br />
donated to Travis County for management and dedicated<br />
to the Balcones Canyonlands Preserve.<br />
Today, the conservation easement protects many of<br />
the woodlands that surround the community while<br />
providing residents with natural settings, scenic vistas,<br />
and access to hiking trails. The preserves are habitat for<br />
a diverse variety of wildlife, including the endangered<br />
golden-cheeked warbler.<br />
The Steiner Ranch Master Association, Steiner Ranch<br />
Residential Owners Association, and UT Golf Club<br />
Community HOA own the underlying interest in the lands<br />
within the conservation easement, as well as additional<br />
open spaces that adjoin preserves and residences.<br />
Mature juniper-oak<br />
woodlands are essential to<br />
the federally endangered<br />
golden-cheeked warbler<br />
and many other species.<br />
The golden-cheeked warbler is one of the endangered species the<br />
BCP was created to protect. It’s the only bird that nests<br />
exclusively in Texas, so every one is a native Texan.<br />

Note on Wildfire Risk: Wildfire experts who studied fire behavior in<br />
local conditions found the best way to reduce a wildfire from starting<br />
in the mature, juniper-oak woodlands of the BCP is to maintain a<br />
closed forest canopy. This prevents the growth of high-ignition fuels,<br />
like grasses.<br />
Contrary to popular myths, wildfires are less likely to ignite in juniperoak<br />
forests than in clearings, where sunlight stimulates the growth of<br />
grasses and other fine fuels.<br />
The best technique for preventing wildfire in preserves is to remove<br />
dried, woody debris, fine fuels, and low tree branches, known as<br />
“ladder fuels,” while keeping the canopy closed along preserve<br />
boundaries.<br />
The greatest risk to homes during a wildfire is from<br />
embers and the best way to protect from embers is<br />
to create defensible space or “hardening” your home.<br />

Steiner Ranch and the Balcones Canyonlands Preserve<br />
Travis County, Texas<br />
About the Balcones Canyonlands<br />
Preserve (BCP)<br />
The BCP was created through a community-based effort to protect<br />
endangered species habitat while facilitating development in<br />
western Travis County. It was established in 1996 through a<br />
U.S. Fish & Wildlife Service-approved Balcones Canyonlands<br />
Conservation Plan developed by Travis County and the City of<br />
Austin. This plan provides a streamlined process for developers to<br />
mitigate the removal of endangered species habitat in exchange<br />

for permanently protecting more than 30,000 acres of habitat<br />
for the endangered golden-cheeked warbler, formerly endganger<br />
black-capped vireo, six endangered karst arthropods, and 27 species<br />
of concern. Many partners protect and manage the BCP, including<br />
Travis County, City of Austin, City of Sunset Valley,<br />
Lower Colorado River Authority, The Nature<br />
Conservancy, Travis Audubon Society, and private<br />

What Can Residents Do<br />
General Rules: Residents of Steiner Ranch can do their part to protect<br />
the integrity of the preserve by following rules posted at trailheads<br />
and as identified below. Steiner Ranch has several greenspaces,<br />
and not all greenspaces are necessarily part of BCP. Refer to the map<br />
at traviscountytx.gov/bcpmap to determine if your residence<br />
abuts the BCP.<br />
Vegetation clearing – No vegetation may be cut on the<br />
BCP. If there is an issue (e.g., there is a fallen tree or limb<br />
from the BCP onto private property), please contact Travis<br />
County Natural Resources staff for assistance. Please note<br />
that tree removal opens the tree canopy and promotes the<br />
growth of grasses, which are more easily ignited than live<br />
trees and increase wildfire risk. See note on wildfire risk on<br />
back panel.<br />
Dumping – Dumping yard trimmings, building materials,<br />
or other trash onto the BCP is prohibited. Hitting golf<br />
balls onto the preserve is considered dumping. Piles of<br />
dead brush and grass increase wildfire risk by adding fuel<br />
within the wildland-urban interface. It is the home owner’s<br />
responsibility to ensure their landscape contractors are<br />
not accessing or dumping landscaping materials onto<br />
the BCP.<br />
Fencing – All lots adjoining the BCP are required to be<br />
fenced with no gates into the preserve. Existing<br />
back-of-lot gates must be locked or welded closed.<br />
Access – BCP access is only allowed through authorized<br />
trailheads. Please stay on designated trails at all times<br />
and follow the posted rules. Off-trail use is not permitted.<br />
Steiner Ranch trail maps can be found on the Steiner<br />
Ranch Master Association’s website under the tab:<br />
Amenities and then Trails. The three BCP trails at Steiner<br />
Ranch are J-Canyon, Powerline Hill, and Eastridge Trail.<br />
Dogs – Dogs are permitted on trails but must be leashed<br />
and in the owner’s control at all times.<br />
At home: The BCP and other greenspaces are part of what makes<br />
Steiner Ranch special. They provide a wealth of benefits, including<br />
temperature and erosion control, improved mental wellness, water<br />
regulation, and air quality protection. You can do your part and help<br />
protect this unique treasure by:<br />
Using only native or locally adapted plants in landscaping<br />
to prevent the spread of invasive plants onto the BCP.<br />
Reducing or eliminating the use of pesticides and<br />
insecticides as they kill both target and non-target<br />
animals indiscriminately.<br />
Never feeding wildlife or pets outside because it may<br />
attract nuisance species, such as raccoons, coyotes,<br />
skunks, etc. Always keep cats indoors for their protection<br />
and for bird conservation.<br />
Turning off outside spotlights and floodlights at night<br />
and practicing dark skies friendly practices (idatexas.org).<br />
Lights pointed into the BCP is prohibited.<br />
Never discharging pool water into the BCP, as the<br />
discharge contains pollutants such as chlorine, acid,<br />
chlorides, and other chemicals that can damage the<br />
preserve and kill wildlife.<br />
Practice “Leave No Trace” principles to minimize your<br />
impact on nature by planning ahead, leaving what you<br />
find, disposing of waste properly, respecting wildlife,<br />
and being considerate of others.

From the Board President to You<br />
Happy Spring!<br />
The Towne Square playground is open and bustling with happy<br />
kiddos. The playgrounds at Majestic Oaks pocket park and<br />
Westridge Park underwent safety inspections. The results<br />
indicated that both playgrounds are not safe for use, so they<br />
have been closed. Please do not fret, plans for replacements<br />
are underway and we will keep everyone posted as<br />
developments are made.<br />
The splash pool and baby pool at Bella Mar were resurfaced<br />
and are ready for use once all of the pools are open in a few<br />
short weeks. We are looking forward to a very enjoyable<br />
swimming season. Our lifeguards will begin work Memorial Day<br />
weekend and be present each weekend all summerlong.<br />
Please check the schedule for home meets for our resident<br />
swim team, the Steiner Stars. Their swim meets are a lot of fun<br />
and a great way to spend time with other families and friends.<br />
The kids would love your support.<br />
Both Towne Square and Bella Mar parking lots will also be<br />
undergoing repairs and improvements. The lots have<br />
undergone repairs and will soon be seal coated later this<br />
month. New lines and striping will be done as well. Please refer<br />
to the calendar on our website for closures and updates. Emails<br />
will also be sent out as reminders.
And the good news we’ve all been waiting for…our landscaping<br />
project is in full swing. The board is now reviewing designs and<br />
we are hoping to get planting this month. We will be starting<br />
with our front entrances and make our way to the monuments.<br />
Our annual Concert in the Park will take place on May 18th. For<br />
years, our residents have expressed concern about excessive<br />
heat hampering the event. The board is trying a different<br />
approach to accommodate and hoping for a mild sunny day.<br />
There will be live music, food, and fun. Included is Steiner<br />
Ranch’s very first talent show! We will kick off our concert with<br />
our annual senior parade. This year we are including our<br />
younger graduates from Kindergarten, 5th grade, and 8th<br />
grade. They will do a walk along part of the parade route<br />
before our high school seniors get in their cars and cruise the<br />
streets. Sign-ups will be available soon. For seniors, we will ask<br />
you to provide the name of the university you will be attending<br />
as we have a little extra special tribute for y’all.<br />

A NOTE FROM THE EXECUTIVE DIRECTOR<br />
I hope this communication finds everyone happy, healthy, and having enjoyed the<br />
exceptional Bluebonnets and wildflowers this Spring! I also hope we are all ready for<br />
<strong>April</strong> showers and even more flowers in May!<br />
This month’s update on community management has to do with spring cleaning,<br />
enhancements, and continued maintenance of the Association. Our request of the<br />
<strong>SRMA</strong> Membership is that you partner with us and do the same around your home.<br />
Together, we will keep <strong>SRMA</strong> truly vibrant!<br />
Violation compliance drives are in full swing as we come out of Winter and into Spring.<br />
Please take a look at your property and address maintenance items such as painting<br />
trim, staining/painting of fences, and removal of any unsightly articles that may be on<br />
the lot.<br />
<strong>SRMA</strong> Management and the Board absolutely understand that we are in Stage 2 Water<br />
Restrictions under WCID-17. With that in mind, we are asking residents to address<br />
landscaping specifically by pruning dead foliage off of shrubs, ornamental grasses,<br />
trees and removing landscaping that may be dead altogether. We also request that<br />
residents and tenants keep within the aesthetic and character of <strong>SRMA</strong> and keep<br />
lawns mowed, trimmed, and lawns and landscape beds weed free.<br />
We also ask that you be mindful of power washing limestone, stone, brick, stucco,<br />
driveways and sidewalks, when necessary and within the guidelines of the water<br />
restrictions.<br />
It is important to again mention as a reminder that any project you wish to undertake<br />
on the outside of your home or on your lot (Front Yard, Back Yard, or Side Yard) is<br />
required by the Community Declarations to be approved by the Association<br />
Architectural Control Committee prior to being done. Please call or email us in the<br />
office to learn about the process if you need any help.<br />
In case you missed it, the March Board Meeting was held on March 20th at 7:30 PM at<br />
Towne Square. We had 7 homeowners in attendance in-person and none in<br />
attendance by Zoom. We highly encourage everyone to attend these meetings<br />
however you can as it really will help keep you informed about many things going on<br />
in the community!<br />
At the Board Meeting, updates on the many projects happening around <strong>SRMA</strong> were<br />
given. We were happy to announce in March that the Bella Mar Leisure and Tot Pools’<br />
replaster was completed as was the Towne Square Playground installation and the<br />
crack fill portion of the asphalt repairs at both of those amenity centers.<br />
Please make special note that on <strong>April</strong> 18th and 19th, both the Towne Square and Bella<br />
Mar Amenity Center Parking Lots will be closed all day for seal coating and striping<br />
work. The extended closure periods are to allow the seal coat material to cure properly<br />
before we allow traffic on the roadway surface once again.
Elsewhere in the Association, all of the entry gates at the gated neighborhoods have<br />
gone through their quarterly maintenance schedules, and all of the Association<br />
playgrounds have been inspected.<br />
The playground inspections unfortunately found that the West Ridge and Majestic<br />
Oaks Playgrounds would need to be closed until further notice. The Board is looking at<br />
replacing these playgrounds and is coordinating with the <strong>SRMA</strong> Parks & Rec<br />
Committee to create master park plans for the future - this is an exciting time to live in<br />
<strong>SRMA</strong>!<br />
With Spring in full swing, we are auditing areas that need to be painted and stained<br />
and you will soon see that work going on. We are aiming at painting all of the<br />
subdivision gates, amenity center wrought iron fencing, hand rails, and more! You will<br />
see staining work going on at some of the mail kiosks and the sign “pergolas” on<br />
Quinlan and around <strong>SRMA</strong> soon as well.<br />
Tree trimming has ceased for the rest of the Spring and for Summer until Oak Wilt<br />
Season and the Golden Cheeked Warbler and Black Cap Vireo nesting seasons are<br />
over. We will still be proactive in having brush and fire fuels picked up and disposed of<br />
in common areas like the Right Of Ways along Steiner Ranch Blvd and Flat Top Ranch<br />
Rd, while we also continue to address any missed storm damage and hazard branch<br />
trimming needed in areas such as the medians on the main thoroughfares, in pocket<br />
parks, and at the main parks and amenity centers.<br />
As I mentioned last month, plumbing, electrical repairs and maintenance are a<br />
constant ongoing endeavor. Three new dog stations were installed at Las Brisas,<br />
Majestic Oaks, and on on Quinlan Park between the Bluffs’ gates. Masonry repairs at<br />
Bella Mar will be happening soon, and you may have noticed that new trashcan<br />
enclosures have been installed all around Towne Square. Street signage, stop signs,<br />
speed limit signs and monument and neighborhood lighting continues to be audited<br />
monthly. Austin Energy has fixed the street lights on QPR that have been out for quite<br />
some time and also replaced a streetlight that was removed last <strong>April</strong> due to vehicle<br />
accidents both on QPR and at the Bella Mar roundabout.<br />
The Board continues work on updating the Residential Design Guidelines in relation to<br />
Architectural requests and in reviewing and updating the Association Governing<br />
Documents (think Bylaws, Declarations, and Policies) as well.<br />
There is so much else in the works and being done that it’s impossible to list it all here.<br />
