District alters policy on therapy animals<br />

An English labrador retriever named Mattis is changing lives<br />

— and policy — in the South-Western City Schools District.<br />

For the last seven years, the certified therapy dog has been<br />

visiting schools in the district with his handler, Franklin County<br />

Sheriff Deputy Darrah Metz. Working in tandem, they have<br />

taught thousands of students about internet safety and saying<br />

‘no’ to drugs, while also providing behavioral counseling, mental<br />

health support, and grief support for struggling youth.<br />

The duo say that even though they have loved each school<br />

they have visited, they have a special affinity for Westland High<br />

School.<br />

Since 2017, Mattis and Metz have been serving as the relief<br />

school resource officers at the high school on the westside. The<br />

staff say their dedication to the school community cannot be<br />

understated.<br />

Wanting to express her support in seeing Mattis and Metz as<br />

more permanent fixtures at the school, guidance counselor<br />

Christina Shore did something she considered to be out of character<br />

for her: signing up to speak before the district’s board of<br />

education on its existing ‘animals on district property’ policy.<br />

At a public meeting in January, Shore went before the board<br />

to seek a reevaluation of the policy by including language allowing<br />

certified therapy dogs to be on school premises. She told the<br />

board that the impact the therapy dog and its human handler<br />

have had on the school community was too important to allow<br />

vagueness in official policy.<br />

“Deputy Metz understands our community, our student population,<br />

and the specific needs that are unique to Westland High<br />

School,” said Shore. “More importantly, she wants to be here.”<br />

In regard to Mattis, Shore said she considered him “critical”<br />

to the work of school counselors as he brings a “calmness” with<br />

him when he interacts with students who are upset or displaying<br />

escalating behaviors.<br />

“I have personally observed the dynamics in the room change<br />

when Mattis arrives,” she said. “He brings a calmness and at<br />

times a distraction so that we all get a chance to step back, take<br />

a deep breath, and begin to talk more rationally.”<br />

She went on to tell the board members that she believes certified<br />

therapy dogs could be a positive influence at any school<br />

and she wanted to see Mattis and Metz continue to be one at<br />

theirs.<br />

At its regular meeting in early April, the board unanimously<br />

agreed to revise its ‘animals on district property’ policy. It<br />

includes clarifying language permitting certified therapy dogs to<br />

be on school grounds under certain conditions.<br />

According to Evan Debo, the district’s executive director of<br />

communications, to qualify as a therapy dog, the canine must<br />

come with official documentation of certification as a therapy dog<br />

from one of these organizations: The American Kennel Club,<br />

Intermountain Therapy Animals (R.E.A.D), Alliance of Therapy<br />

Dogs, Bright and Beautiful Therapy Dogs, Love on a Leash, Pet<br />

Partners, Therapy Dogs International, or another certification<br />

program recognized by the AKC.<br />

Additionally, he said therapy dogs and handlers must provide:<br />

•Documentation of an educational purpose for the therapy<br />

dog and a regular appraisal period for continuation.<br />

•Documentation that the therapy dog is not younger than 1<br />

year old and is properly licensed according to local requirements.<br />

•Documentation from a licensed veterinarian that the therapy<br />

dog is current on its vaccinations and immunizations, is free<br />

from fleas and ticks, is in good health, is housebroken, and does<br />

not pose a danger to the well-being of students or staff.<br />

•Documentation of an insurance policy that provides liability<br />

insurance for the therapy dog while on district grounds.<br />

•Documentation that the handler has completed a background<br />

check consistent with board policy and is prepared to be<br />

The Westgate neighborhood is gearing<br />

up to hit a momentous milestone.<br />

Get ready to step back in time as the<br />

neighborhood celebrates its 100th birthday<br />

with a roaring 20s-themed cocktail party<br />

open to the public.<br />

The Westgate Centennial Celebration<br />

will take place from 7 to 10 p.m., <strong>May</strong> 18 at<br />

3058 West Broad St. The event will feature<br />

music, hors d’oeuvres, “prohibition punch,”<br />

photo opportunities, silent movies and a<br />

Black Jack table with prizes available. The<br />

party also will include a cash bar, as well<br />

as centennial pint glasses and<br />

“Celebrating Westgate” books available for<br />

purchase. Guests are invited to come<br />

dressed as a flapper, gangster or silent-era<br />

film star, though dressing for the time<br />

period is not required to attend.<br />

The 1920s, a period known for its jazz<br />

and the prohibition era, culminated with<br />

the stock market crash that reverberated<br />

globally. Yet the decade also marked the<br />

birth of a new neighborhood in Columbus<br />

when a few houses appeared on Binns<br />

Boulevard in 1923. By 1924, builders were<br />

developing the Westgate addition.<br />

Bill, Part III<br />

As I wrote in a previous communication with you<br />

in February, I introduced House Bill 364, a<br />

measure to allow the noncommercial distribution<br />

of milkweed seeds to promote monarch butterfly<br />

population growth, in the Ohio House of<br />

Representatives. The idea for the bill originated<br />

with David Donofrio, Grove City resident and vice<br />

president of the Ohio Prairie Association (OPA).<br />

As is part of the legislative process, the measure<br />

was referred to the House Agriculture Committee.<br />

HB 364 had its first hearing in the Agriculture<br />

Committee on February 6. As is customary, the<br />

first hearing was reserved for sponsor testimony,<br />

which means that the authors of the bill summarize<br />

it for committee members and answer their<br />

questions about it. The measure’s second hearing<br />

took place on Tuesday, April 23. Because no<br />

opposition to the bill has surfaced, the committee<br />

chair, Rodney Creech from Preble County, decided<br />

to schedule both proponent and<br />

opponent testimony for the same day, which is<br />

customary when no opposition is anticipated.<br />

Because a representative of the OPA answered<br />

questions during the first hearing, the only additional<br />

proponent testimony submitted for the<br />

second hearing came from conservation and<br />

gardening associations. The two written testimonies<br />

(folks have the option of presenting testimony<br />

in person or in writing) cited the<br />

assistance the measure would provide for the<br />

monarch butterfly population and that their volunteer<br />

organizations would welcome the opportunity<br />

to distribute milkweed seeds among their<br />

members. Rep. Creech cited the dozens of supportive<br />

emails he had received from folks around<br />

the state and said that he had heard not one opposing<br />

comment about the proposal.<br />

The next step in the process will be a vote by the<br />

Agriculture Committee in its next meeting, which<br />

probably will occur in early <strong>May</strong>. If approved, the<br />

bill then will proceed to the entire House for its<br />

consideration. Stay tuned for continued updates<br />

on the progress of HB364.<br />

Last week the House acted on a number of bills.<br />

The most prominent among them was HB 230, a<br />

measure that increases penalties for fentanyl trafficking,<br />

requires schools and colleges to incorporate<br />

instruction and policies on fentanyl<br />

awareness and abuse prevention, and authorizes<br />

the collection of oral fluids as evidence in OVI<br />

cases. The bill has the full support of law enforcement<br />

and is one method of combating the proliferation<br />

of this illegal drug that continues to<br />

make its way across the U.S. southern border.<br />

modeled after a speakeasy and to have a lot of fun.”<br />

Futty lives in the Westgate neighborhood with her husband,<br />

John, in a home built in 1940. Although she says her neighborhood<br />

is occasionally referred to as a “street car suburb,” she says that’s<br />

not historically correct.<br />

“Street cars only went to Hague Avenue,” she said.<br />

“Automobiles in the 1920s were catching on, so a lot of these<br />

homes were built with driveways and garages. If you look at houses<br />

east of Hague Avenue, most do not have garages because they<br />

were built before this era. Westgate was built as a modern neighborhood.”<br />

As self-proclaimed history buffs, the Futtys say they have a<br />

deep interest in the neighborhood’s past, which began when in<br />

1923 the Heed & Holt Co. offered lots in the Broadview Addition<br />

that was described as “an exclusive residential district” on 70<br />

acres of farmland west of Hague Avenue and south of West Broad<br />

Street, John Futty said.<br />

“By the end of that year, it was advertising the neighborhood’s<br />

first homes for sale, a row of five houses on Binns Boulevard,” he<br />

said. “A year later, in June 1924, the Pavey-Johnson Co. began<br />

selling lots in an addition immediately west of Broadview that it<br />

dubbed the Westgate Addition, which began at Westgate Avenue.”<br />

The construction of houses in the Broadview and Westgate<br />

additions boomed in the 1920s, with a news article estimating that<br />

nearly 2,300 residents lived in the area west of Hague and south<br />

of Broad, he said.<br />

“The neighborhood - bounded by Hague, West Broad, Demorest<br />

Road and Sullivant Avenue - is a combination of the Broadview,<br />

Westgate, Camp Chase Heights and Westgate Park real estate<br />

developments,” John Futty said. “But it ultimately all became<br />

known as Westgate.”<br />

through the end of business day on <strong>May</strong> 10 on the Westgate<br />

Neighbors Association’s website at westgateneighbors.org/100-<br />

years. Tickets are $10 for WNA members and $15 for the general<br />

public.<br />

“There’s a real electricity in the air around the event and our<br />

neighborhood turning 100,” Mari Ann Futty said. “We’re a tiny<br />

corner of Columbus and we want to make things better for people,<br />

and for people to have fun and be proud.”<br />

solely responsible for the therapy dog and the therapy dog’s care,<br />

cleaning, feeding, and cleanup while on district grounds.<br />

•Agreement that the therapy dog and handler will abide by<br />

school rules and any specific rules for the therapy dog’s presence<br />

on district grounds.<br />

While the existing policy was not solely revised to accommodate<br />

Mattis and Metz, Debo said their collaboration with the school<br />

staff and community did add to the discussion.<br />

“Through their collaboration with students, staff, and programs,<br />

K-9 Mattis and Deputy Metz, while serving in an interim<br />

capacity to start the year, quickly accelerated conversations about<br />

how this dynamic may be used to benefit stakeholders,” he wrote<br />

in an email. “To date, this tandem continued to establish themselves<br />

in their first year as really the first blueprint on how successful<br />

this new venture could be in helping students and staff.”<br />

According to Metz, Mattis averages about 30 deployments for<br />

therapeutic purposes per week, helping students “process what<br />

they are feeling in a given moment” and instead of sending upset<br />

students home, “are able to retain them and get them back to<br />

class.”<br />

She said Mattis’ retention rate is 97 percent.<br />

Metz said she and Mattis look forward to continuing to be a<br />

part of the community at Westland.<br />

and staff while providing a safe and secure learning environment.”

South-Western and OhioHealth partner for new work-based program<br />

OhioHealth, a nationally recognized, not-for-profit,<br />

healthcare outreach of the United Methodist Church,<br />

announces a new working relationship with South-<br />

Western City Schools to find the next generation of young<br />

talent.<br />

With the new collaboration, OhioHealth will work<br />

directly with the school district through a Work-Based<br />

Learning program, creating formal critical-roles pathways<br />

for seniors. The goal is to prepare students for roles in<br />

nursing, pharmacy, patient service associate, medical<br />

assistants and more. The program has already hired two<br />

dozen student interns from the district and other educational<br />

organizations in a Patient Support Assistant-intern<br />

(PSA-i) role.<br />

“To continue to be the leader in local healthcare, we<br />

have to be the leader in finding the best and brightest<br />

young talent,” said Mindy Sanford, OhioHealth senior<br />

advisor, workforce development partnerships and programs.<br />

“We believe with this collaboration with quality<br />

education entities, we have tapped into a young professional<br />

pipeline, with an eye to a long healthcare career, and a<br />

desire to serve our patients and live the OhioHealth mission<br />

and values that make our organization special.”<br />

Pre-nursing students will apply, interview, and have<br />

WNA Scholarship Program<br />

The Westgate Scholarship Program is open to all<br />

West High School seniors and any Westgate resident<br />

seeking continued education. Those interested can<br />

around the westside<br />

the potential to be selected into the OhioHealth program.<br />

In this program, pre-nursing students complete their state<br />

tested nursing assistant certification by the end of their<br />

junior year. The senior year will be half classwork, the<br />

other half working in their paid PSA-i role.<br />

In June, OhioHealth and Columbus State Community<br />

College announced an innovative partnership that will<br />

double the number of professionals trained in five healthcare<br />

fields, addressing a critical need for patient care specialists<br />

throughout central Ohio. As part of this new collaboration,<br />

the program will serve as a potential feeder program<br />

to the larger OhioHealth and Columbus State<br />

Community College partnership.<br />

“We are thrilled for our South-Western Career<br />

Academy (SWCA) students to partner with<br />

OhioHealth on innovative solutions to address the<br />

health care and workforce needs of our community,”<br />

said Christine Galvin, director of career-technical<br />

education at South-Western City Schools<br />

District. “This relationship will provide our students<br />

with invaluable hands-on clinical experiences<br />

by allowing them to go directly from the<br />

classroom to the hospital floor. OhioHealth and<br />

South-Western City Schools have a shared focus on<br />

learn more about eligibility requirements and the<br />

application process on the Westgate Neighbors<br />

Association website or by emailing HGT@westgateneighbors.org.<br />

Applications are due on <strong>May</strong> 10 and<br />

the winner will be notified by <strong>May</strong> 30.<br />

Rapid Resource ribbon cutting<br />

The Franklin County Commissioners<br />

hosted a ribbon-cutting and open house on<br />

April 18 at the newest iteration of their<br />

Rapid Resource Center concept at the new<br />

James A. Karnes Corrections Center on the<br />

westside.<br />

The Rapid Resource Center is designed<br />

to support inmates and their families as<br />

they leave incarceration and return to the<br />

community, and to help address the causes<br />

and challenges that brought them into contact<br />

with the criminal justice system in the<br />

first place.<br />

“Our new jail is designed to allow us to<br />

support its residents with programming, as<br />

well as to be safer for both the people who<br />

are incarcerated and the staff, and the<br />

Rapid Resource Center is an extension of<br />

that,” said board of commissioners president,<br />

Kevin Boyce. “It’ll be staffed largely<br />

with people who have experiences facing<br />

the same challenges as those who are being<br />

released, and who can help with everything<br />

from a phone charger and a warm coat to a<br />

referral for a substance abuse treatment<br />

program.”<br />

The Rapid Resource Center is a welcoming,<br />

judgement free, space, which inmates<br />

and their families are encouraged to visit<br />

upon their release, and its services are promoted<br />

on screens in the jail. The center’s<br />

staff can provide referrals to health, mental<br />

health, and addiction treatment services,<br />

as well as Narcan and fentanyl test<br />

strips and other harm reduction supplies.<br />

Visitors can also find help at the center<br />

with applying for benefits, obtaining a<br />

birth certificate or reinstating a drivers<br />

license, connecting with emergency food,<br />

shelter, or transportation, or even finding<br />

workforce training or help applying for a<br />

job.<br />

“Since we designed this new Rapid<br />

Resource Center from the ground up, we<br />

were able to purpose-build it to be of the<br />

most service to our residents,” said commissioner<br />

John O’Grady. “The ‘exitthrough-the-giftshop’<br />

model ensures that<br />

as many people as possible stop in to see us<br />

and that we’re able to help make the transition<br />

back into the community as smooth<br />

as it can be for them.”<br />

The Rapid Resource Center at the other<br />

county jail facility on Jackson Pike has<br />

been operating since 2021 and is staffed<br />

around the clock six days per week and 8<br />

a.m. to 5 p.m. on Sundays. More than<br />

18,000 individuals have received services<br />

there, and Rapid Resource Center staff also<br />

follow up with recently released residents<br />

to ensure a continuum of care. There’s even<br />

a Bridge Transitional Housing program<br />

that provides a limited number of recently<br />

incarcerated homeless residents with a<br />

place to stay for a few days while they work<br />

with staff on a longer-term housing plan.<br />

“Jails are often occupied by individuals<br />

who are dealing with various crises.<br />

Spending time incarcerated can only worsen<br />

the challenges that they and their families<br />

are already facing,” said commissioner<br />

Erica Crawley. “The Rapid Resource<br />

Center is a valuable resource that enables<br />

these individuals to address the root causes<br />

of their problems, empowering them to succeed<br />

once they return to the community.<br />

This, in turn, can potentially prevent<br />

future encounters with the justice system.”<br />

A number of county and community<br />

partners work with the commissioners’<br />

office to ensure that the county’s Rapid<br />

Resource Centers are a success, including<br />

Primary One Health, Southeast Behavioral<br />

Health, Basecamp Recovery, Alvis House,<br />

the March Program, Cornerstone Promise,<br />

COTA, and the sheriff’s office, all of which<br />

are invaluable assets in supporting the<br />

transition of residents as they leave the<br />

jail.<br />

The new Rapid Resource Center at the<br />

James A. Karnes Corrections Center will<br />

be open soon, and the ribbon-cutting and<br />

open house was timed to coincide with<br />

Second Chance Month and National<br />

Reentry Week in which partners throughout<br />

the community celebrate returning citizens<br />

and promote resources to help them<br />

be successful.<br />

The Community Health Action Network<br />

and Prairie Township teamed up to bring<br />

health and wellness resources to the<br />

community at their annual Senior Health<br />

Fair held on April 27. According to<br />

Michael Pollack, director of the Prairie<br />

Township Community Center, more than<br />

40 organizations from across the region<br />

came to the event to provide exercise<br />

demonstrations, massages, screenings<br />

and other health and wellness advice to<br />

area residents. Among the vendors who<br />

were there to encourage attendees to<br />

maintain an active lifestyle were representatives<br />

with Franklin County Public<br />

Health. Here, Unity Johnson, a healthy<br />

food access coordinator, demonstrates<br />

how their popular Smoothie Bike operates.<br />

An ode to the power of music<br />

I say this knowing I will sound like a<br />

flower child who just got back from a weeklong<br />

festival out in the desert, but I believe<br />

that music is one of the closest things we<br />

have to magic in this world. Just think<br />

about it for a minute. How many times<br />

have you heard a specific lyric, note, or<br />

song and were immediately transported<br />

back into a particular period — or a moment<br />

— in your life? For better or worse, music<br />

has the ability to unlock a part of our brain<br />

and allow us to relive that day and experience<br />

the emotions as if it were happening<br />

all over again.<br />

In the new romantic fantasy film, “The<br />

Greatest Hits,” writer and director Ned<br />

Benson takes the occasionally wistful<br />

music-induced jump into the past and<br />

treats it literally, creating a world in which<br />

the lead character can travel back in time<br />

to see their recently deceased partner at<br />

the drop of a needle on a vinyl record. It is<br />

a premise that admittedly sounds rather<br />

corny but the movie mostly works because<br />

it is an earnest exploration of grief, love,<br />

and our efforts to move on after heartbreak.<br />

The film begins with a vivid montage of<br />

long-time partners Harriet (Lucy Boynton)<br />

and her boyfriend Max (David Corenswet)<br />

that captures their most blissful moments<br />

together. We see them frolicking on the<br />

beach with their sweet and scruffy dog,<br />

playing card games when inclement weather<br />

keeps them inside, spending lazy days<br />

snuggled up on the couch or in bed, and<br />

attending numerous concerts together<br />

because they share a love of music. This<br />

idyllic sequence is swiftly interrupted by<br />

the muffled sound of crunching metal and<br />

then it transitions into a blank-faced<br />

Harriet curled up on the couch alone in a<br />

dimly lit apartment, staring at a bulletin<br />

board with dozens of pictures of her and<br />

Max together in happier times, the time<br />

when he was alive.<br />

Upon closer examination of the material<br />

in the room, we see there is something different<br />

about the bulletin board and the<br />

dimly lit apartment. Scattered across the<br />

floor are dozens of crates of vinyl records<br />

marked ‘tested’ and ‘untested’ and pinned<br />

across the bulletin board are strings and<br />

sticky-notes full of scribbles. It looks like<br />

something a conspiracy theorist would<br />

have when trying to link ideas together,<br />

but we soon discover the reason for her<br />

apparent descent into madness.<br />

During the car accident that took Max’s<br />

life, Harriet was injured and spent six days<br />

in a coma. The traumatic brain injury she<br />

sustained somehow rewired her synapses<br />

and she can now travel back in time to<br />

relive moments of her relationship with<br />

Max — but only when she hears the specific<br />

lyrics, notes, or songs that are attached to<br />

those memories. Sounds romantic, right?<br />

Well, not so much.<br />

In the two years since Max died and<br />

Harriet gained the ability to time travel,<br />

she has become both<br />

obsessive and reclusive.<br />

In addition to<br />

constantly playing<br />

the records that will<br />

allow her to dip into<br />

the past, she has<br />

become obsessed<br />

with the theory that there are songs out<br />

there that could change his fate. At the<br />

same time, she is terrified to venture outside<br />

of her apartment because hearing a<br />

specific lyric, note or song could propel her<br />

into the past and cause her harm in the<br />

present.<br />

Since she knows her life has become<br />

extremely unhealthy — a fact that her best<br />

friend Morris (Austin Crute) repeatedly<br />

points out to her — she has started to<br />

attend grief support meetings to try to<br />

come to terms with her sorrow and the<br />

guilt associated with her inability to alter<br />

Max’s death. While there, she meets a kind<br />

and sweet man named David (Justin H.<br />

Min) who tries to help her see that life can<br />

be good again even with all the heartbreak<br />

and tragedies. Although we know that the<br />

budding relationship between Harriet and<br />

David is doomed from the start, Boynton<br />

and Min have such great chemistry together<br />

that it makes this romantic dramedy<br />

even more bittersweet.<br />

As with most other time traveling<br />

movies, there are a few inconsistencies<br />

with the rules but “The Greatest Hits” does<br />

manage to provide simple explanations of<br />

the mechanisms and how conceivably<br />

Harriet could save Max’s life. Some have<br />

argued that the continued attempts to alter<br />

the past goes against the overarching message<br />

of grief being temporary but I found<br />

that it fits into the mindset of the lead<br />

character.<br />

“The Greatest Hits” is only streaming on<br />

Hulu as of right now — occasionally physical<br />

copies of original films on streaming<br />

platforms will end up in the library system<br />

— but if you ever get the opportunity to<br />

watch this movie, please do. It has a<br />

unique premise, charming and effective<br />

performances and is a serene love letter to<br />

our brain’s relationship with music.<br />

City of Columbus allocates funding for summer youth programming<br />

announced $20.8 million in funding for<br />

summer programming for Columbus youth.<br />

“Our children have been through so<br />

much these last few years — coming out of<br />

the pandemic and adjusting to a changed<br />

society — and it is vital that they see themselves<br />

in our city’s future,” said Ginther.<br />

“By providing them with structure and stability,<br />

and helping them to develop new<br />

skills, we are building a brighter tomorrow<br />

for teens and kiddos across Columbus<br />

while ensuring the kind of growth that is<br />

both dynamic and inclusive.”<br />

Of the $20.8 million in funding, $8.6<br />

million is being awarded to 90 community<br />

organizations that submitted funding<br />

requests as part of an open, competitive<br />

application process held from Feb. 21<br />

through March 20. Funding proposals were<br />

then evaluated by an interdepartmental<br />

review committee comprised of representatives<br />

from both the administration and<br />

Columbus City Council, which ultimately<br />

devised the recommended allocations.<br />

Programs receiving financial support<br />

promote academic achievement, career<br />

readiness skills and non-violent conflict<br />

resolution, all of which empower youth to<br />

learn, grow and develop during the summer<br />

months and beyond. Ordinances<br />

authorizing the $8.6 million in city funding<br />

will be considered by Columbus City<br />

Council at the April 29 meeting.<br />

“A safer community and a stronger<br />

workforce begins with keeping our young<br />

people on track over the summer,” said<br />

Hardin. “The programs provide opportunities<br />

for kids in every neighborhood to learn,<br />

grow and build community, whether<br />

through athletics, STEM exposure, job<br />

training, enrichment camps and so much<br />

more.”<br />

These investments will join an additional<br />

$12.2 million that has already been<br />

approved for a number of city-sponsored<br />

summer programs, including police and<br />

fire cadet classes, the Columbus Recreation<br />

and Parks APPS Job Readiness Program,<br />

summer camps, youth sports and partnerships<br />

with community organizations.<br />
