Solar farm could power
about 11,000 homes

THE GREEN LIGHT has been
given to build a 111ha solar farm
near Leeston.
The project has faced strong
opposition from nearby residents
who claimed it could cause
environmental harm to the soil.
Developer KeaX has been granted
resource consent for the solar farm
after its first attempt was declined in
March last year for not meeting the
standard to pass the highly productive
land requirement.
KeaX, which is based in Leeston,
is likely to start building the 111ha
farm off Buckleys Rd and Branch
Drain Rd within the next 12 months.
Managing director Campbell
McMath said the solar array will
produce enough electricity to power
about 11,000 of the district’s 29,900
homes.
It will have about 140,000 tracking
solar panels, which follow the sun
as it moves across the sky, capable
of generating up to 50 megawatts
of AC power and 75 megawatts of
DC power. Excess electricity would
be fed back into the grid via the
Brookside substation.

all requirements to get resource

A RECORD number of people
have had their say on the
council’s 10-year plan as large
rates rises loom.
More than 1500 residents and
organisations submitted over
the past month on the draft
2024-34 Long Term Plan (LTP),
more than double the number
of submissions made on the last
LTP three years ago (660).
The high number of
submissions came after the
council proposed an average
rates rise of 15.6 per cent for this
year and three double-digit rises
over the next three years with
the average rates bill pass $7000
by 2034.
Councillors will hold hearings
over the next two weeks with
200 people due to speak to their
submissions from Friday.
Councillors will debate the
submissions and make changes
to the plan from May 22-24
before the final LTP is adopted
on July 3.
As part of submissions,
residents were asked to have
a say on three big decisions:
Public transport; Waihora
Whata Rau – Leeston’s new
library, service centre and
community facility and
upgrades to Leeston Park; and a
new sports and recreation centre
proposed for Darfield.
Mayor Sam Broughton
thanked everyone who
submitted and said they will
considered as part of the final
plan.
“This turnout shows that our
community is committed to
making their mark on our next
10 years,” Broughton said.
“We have some tough
decisions before us, and every
piece of feedback will help shape
what goes into our final plan.”

is planning to spend about $1.5
billion over the next 10 years on
capital works projects.
Submissions closed on
Thursday, a day after councillors
were briefed by council’s
executive director infrastructure
and property, Tim Mason, on
the savings found.
He said council staff have
identified about $45 million in
savings from the capital projects
budget.
“We have a large and complex
programme of work and I’m
pleased that we have identified
around $45 million in potential
cost savings, including $15m of
savings in the potential carry
over projects in the list provided
at Wednesday’s workshop.”
Mason said the carry over
projects are those
which had been
rolled forward
from one financial
year to the
next. A number
of projects had
been rolled over
due to not being

a priority.
Mason said the $45 million
in potential savings will have
little impact on rates as the work
is loan-funded and only the
interest component is covered
by rates.
In its original draft, it was
going to breach its 220 per
cent debt ceiling in year four
of the LTP. Mason said it has
now adjusted the timing of
projects to ensure it has a more
manageable level of debt.
At the same time,
229 submissions were
received on the new ward
structure, names and future of
community boards as part of
the representation review, which
will be collated and considered
by the representation review
committee later this year.

A house bus was destroyed in a fire
on Lawford Rd near West Melton.
Fire crews from the Wigram,
Kirwee, Rolleston and West Melton
stations battled the blaze for about 90

The Leeston Volunteer Fire Brigade
was called to two fires lit without
permits. A crew put out a camp fire at
Coes Ford on Friday and a backyard

Student’s astronaut dreams a step

WHEN AMBER Collishaw was
a young girl, she used to look at
the stars and dream of one day
becoming an astronaut.
In July, the 17-year-old will be
a step closer to her goal when
she spends two weeks at the
United Space School in Houston,
Texas.
She will be one of 48 people
globally selected to participate
in a range of activities, including
planning a simulated mission
to Mars.
Amber, who lives in Rolleston,
has always loved space and
would spend time in her backyard
gazing at the stars.
“I used to go camping out in
the garden and look up at the
sky,” she said.
With her sister Hazel, they
built a telescope out of toilet
rolls, which later got upgraded
to a real telescope.
“We used to look up at the
stars and occasionally we’d find
planets . . . Mars was quite a
big one, always look for the red
planet.”
At the space school Amber
will take part in planning a simulated
mission to Mars and will
connect via a video link with
astronauts on the International
Space Station, which is orbiting
the Earth.

application, Amber had to
write two essays – one about
space travel and the other a
personal profile. She then had
an interview with a panel of
Nasa staff.

“I was just walking out of the
school gate, just about to head
home and I looked down at
my phone and congratulations
came up.
“I kind of just stopped where
I was and stared at my phone.
My friend was next to me so I
stared at her, then I screamed.
“Next moment I was apparently
shouting ‘I got into Nasa’.
I was screaming, trying to call
my parents.
“I had to sit down and give
myself a good 20 minutes before
I could carry on and process
what happened.”

solar farm decision

on the environment associated
with the proposal, subject to
conditions being met, will be no
more than minor.”
A petition earlier this year
indicated about 100 residents were
opposed to the application, but
only eight could submit against it
because it was a limited notified
resource consent, meaning only
people directly affected could
make submissions.
Resident Wendy Thomson,
who could not make a submission
opposing the solar farm, said the
decision to grant the consent was
“heartbreaking”.
“I’m gutted it’s gone ahead. I’m
really unhappy about the decision
and we’re all heartbroken.”
At the hearing in March,
resident Ray Henderson argued
the solar panels would leach metals
into the soil.
But Bonis said Henderson’s data
was “misleading” and disregarded
it when making his decision.
McMath said the land on which
the solar array will be built would
still be used to graze animals. He
said projects like this also provide
a “stable” income for farmers who
lease out their land.
“It’s great to see the co-existence
of agriculture and renewable
(energy) generation,” McMath
said.
“We are leasing the land from
the farmer. The farmer brings in
a stable income (from the lease)
so doesn’t need to worry about
fluctuation in dairy or crop
pricing.”

ONE OF the largest sports clubs
in the district says the council
has forgotten about it.
In the 2021-31 Long Term
Plan, the council committed
to a feasibility study into a new
facility for Affinity Gymnastics
in Rolleston but it was never
done.
Said Affinity president Ryan
Jones: “They have done more
than forgotten
us, they’ve
blatantly ignored
us.
“The council
committed to
investigate the
feasibility of a
new building,
but it seems they
had a change of
mind before it even got off the
ground.”
Jones received an apology
from Mayor Sam Broughton and
council chief executive Sharon
Mason when he met with them to
discuss the planned new facility.
Mason told Selwyn Times the
gymnastics club slipped through
the cracks.
“We’ve acknowledged that in
the previous LTP, a commitment
was made. And to be fair with
the restructure and the change
of personnel, it fell through a
crack, and we’ve owned it and
apologised for that,” Mason said.
Jones said Affinity never
wanted a “free building”.
“I’ve always maintained to
council that if we were lucky
enough to be given access to a
purpose-built facility, we’d pay a
commercial rent.”

recreation club in the district.
Selwyn United is the only
club with more members than
Affinity. Jones said Affinity’s
membership fluctuates between
600 and 700.
Jones said the club will
consider building its own facility
if the council offered some
reserve land.
“If we were gifted land by the
council, then I would gratefully
accept that. Then
I would kick
into gear raising
funding.”

No further
extension
for hut
residents

UPPER SELWYN Huts residents
have been denied further
extensions from the council to
consult over their future.
Residents had requested a further
12-month extension to consult
and work with the council on
their new deed of licences, which
will be signed off in August.
About 100 hut owners are fighting
the council over their planned
eviction from the Crown-owned
land by 2039.

said not receiving the extension
was devastating.
“They’ve (council) obviously put
in a stake in the ground,” Evans
said.
Under the timeline, the residents
have till July 15 to give feedback
on the new deed of licence.
The final licence will be released
on August 7, with the council to
vote on it at its August 14 meeting.
The new licence will be active
from October 1.
Selwyn Times asked the council
what the specific reasons were for
rejecting the extension request but
they did not respond.

reporting from council staff – not
less.
As part of council changes
there may be less reporting back
to councillors about ongoing
projects.
It comes at a time when the
council is about to attempt
one of its largest capital works
programmes, with almost $1.5
billion of planned
spending over
the next 10 years
and $150 million
in the next 12
months.

“If something was agreed to in
a long term or annual plan, the
only time we’d see it again would
be if there was a major hiccup,”
Broughton said at the briefing.
He added that there may still
be a need to inform local ward
councillors of a project’s start.
Miller said he wanted more
reporting, not less, until he can
build trust in council staff.
“One of our jobs as governors
is to hold to account and I’m
personally struggling with a lack
of confidence in the ability to
deliver,” Miller said.
“If I had absolute confidence
the projects I approve here can
be delivered on time, on budget,
to appropriate standard and time
frame, I’d go ‘sure, delegate away’,
but as a governor I haven’t got that
confidence at the moment.
“So to me, I’m about tightening
the delegations up, and getting
more reporting back to us about
these projects because there’s

While council said the
pipeline was completed on
time and within budget,
Miller said this was because
the council kept increasing the
budget.
“The Malvern pipeline went
horrendously over budget (and)
was poorly managed.
“In fact, our consultants missed
out critical pieces of infrastructure
in the original design which we
had to pick up the cost of.’’
Miller said sealing Perymans
Rd for dust reasons and then
closing the intersection to traffic
did not make sense.
“So two decisions put
together have resulted in a road
being sealed, which is now closed,
which has one resident on it.
$375,000 of spending – great for
one resident, their own sealed
driveway.”
In a response to Miller,
Broughton said it was up
to councillors to trust
staff, otherwise they will not
improve.
“If we have not been good at
trusting staff and delegating
to them then we’ve created a
culture where every decision has
come to us so staff haven’t had
the opportunity to develop that
decision-making because we’ve
always said just come back and
ask us,” he said.
While Miller agreed with
Broughton, and said staff were
doing a good job, he said it should
be a process that happens slowly
and over time.
“I see ourselves as the
benevolent parents here who
keep a watchful eye over the very
industrious children down there
who work extremely hard for us
and we are very proud of them.
“But when your kids get a
driving licence, you don’t hand
them the keys to your Ferrari on
day one, you give them a nice
Toyota Corolla and you see how
they drive that.”

Lincoln University graduations
hit an all-time high this year
LINCOLN UNIVERSITY
will award 1012 qualifications
at its graduation ceremony on
Friday, the highest in its 146-year
history.
It is an increase of 35 per cent
on last year’s 753 qualifications
conferred.

Uni appoints
four new
professors
FOUR LINCOLN University
academics have been promoted to
the position of professor.
They are Wanglin Ma, Department
of Global Value Chains and
Trade; Jim Moir, Department of
Soil and Physical Sciences; James
Ross, Department of Pest Management
and Conservation and
Emma J Stewart, Department of
Tourism, Sport and Society.
Ma is an associate professor of
applied economics, specialising
in agricultural and development
economics. He is ranked as one of
the top three economists (Authors
10) in New Zealand.
Moir’s research focuses on soil
fertility, investigating nutrient
cycling in grazed grasslands,
including plant nutrition.
Ross is an associate professor of
wildlife management. He is recognised
in his field for developing
and testing new pest control and
monitoring tools, and is a science
adviser for many ongoing pest
control programmes.
Stewart is a leading international
geographer in the field of
nature-based tourism, in particular
polar tourism, where she is
globally recognised as the most
prolific researcher of all time in
the field.
The promotions took effect on
May 1.

The nitrates in our Springston South
well have been rising ever since we moved
here in the mid 90s.
Over the past few years myself and concerned
locals have organised two nitrate
testing days at our local hall.
At the last one in 2022, 43 per cent
of tests were at 5mg/l level or above for
nitrate.
The New Zealand College of Midwives
issued a news release in 2021 with advice
for women about this 5mg/l level: “If
drinking water exceeds this threshold,
pregnant women should consider
accessing an alternative water source . . .”
The NZCM has the health of babies
and their mothers as their top priority, so
their precautionary approach to nitrate
in drinking water is worthy of attention.
It’s not just Greenpeace who is concerned
about it.

I read your article about nitrate levels in
the Selwyn District (Selwyn Times, May
1) and have for many years wondered why
on earth did the various councils and
ECan ever allow dairying on land that’s
more suited for cropping, due to the high
drainage ability of the soil and the need for
very large and regular amounts of water
and nitrates needed to grow grass for the
milking cows. It doesn’t make sense.

RESEARCH: Last week Selwyn Times reported the district council is looking
to spend $5.3 million over 10 years investigating how to lower nitrates in
water supplies with higher levels. Recent testing showed levels in Darfield
and Kirwee were over 5mg/l, a level Greenpeace found worrying.

Secondly, the statement from the
Greenpeace spokesperson regarding the
risks of nitrate levels above 5mg/l and
pre-term births for babies of “pregnant
people”.
I find that term offensive in the fact
there’s ample evidence to show that
biologically only women because of their
physical attributes are designed and have
the ability to become pregnant.
To dismiss the word “women” from
that statement denies what women are
and implies that any person can become
pregnant, which is biologically and
physically untrue.

boards, is a gross abuse of process and a

Fastier took over the role

projects are front of mind
for many schools, including
Lincoln High.

information is required from
third parties – as is the case here.”
The investigation will be carried
out by an independent external

GIDEON BANKS is an accidental
businessperson who is now helping
others take the accidental out of their own
businesses.
In 2003 Gideon Banks was a Zoology
student at university in Nigeria, when
an interest in graphic design led to a gig
designing websites. With the web industry
booming, his side project quickly morphed
into a start-up company of 38 staff, with
Gideon at the helm.
He’s now had an accomplished career
leading teams in the digital marketing
space, but reflecting on those early years,
he acknowledges the importance of
mentoring in helping others navigate their
entrepreneurial path.
“You don’t want to lose opportunities or
spend months or years trying to figure it all
out, when someone has already done it, and
has the formula they could just give you.”
Gideon arrived in New Zealand in
2014 and has lapped up this country’s
entrepreneurial spirit. His experience
managing teams led him to Business
Mentors New Zealand, and he now
regularly mentors small business owners.
Gideon says established business
professionals possess hidden knowledge
they may not be aware of. It’s what he
refers to as “unconscious competence’’. By
mentoring others, they can help unlock
doors for people starting out.
He says the independent spirit of New
Zealanders means we are not always good at
asking for help.
“Kiwis like to build things on their own,
and that’s great. The only thing is you can do

it much faster and better with some help.”
He says being a mentor also helps his own
personal and professional growth and keeps
him attuned to emerging trends in business.
One of the greatest rewards comes
from identifying quick wins for mentees.
Simple actions like implementing Google

improvements in quick time.
While mentors may not have all the
answers, their role is vital in providing
guidance and an avenue for idea
exploration.
“As a mentor you have a sense of
responsibility, and I think that sense of
responsibility is something that helps the
business community as a whole.”

Sports Trust iBike programme.
Najib Real Estate and Southbridgebased
vegetable producer, Oakley’s, have
combined to support the continued delivery
and growth of the programme.
Najib managing director Nathan Najib
said it was important to support programmes
and community organisations.
“We know how hard community
organisations work for the betterment of
the community.
“We also know how hard it can be to
raise funds for programmes and events
which are for the greater good, so we
saw the opportunity to partner alongside
Oakley’s and support the Selwyn Sports
Trust,” he said.
“We have already started discussions
with the trust to see how we can provide
additional benefits back to the community
over and above our sponsorship.
“One idea we are really excited about
is the establishment of a bike fund to
help those families who might not be in a
position to purchase a bike.
“We’ll be working with the trust on
how to deliver this support.”
Oakley’s chief executive Robin Oakley
saw the difference the programme was
making in the 30 schools across the
region and wanted to ensure it goes from
strength to strength.
“The decision to support this programme
is a no-brainer from Oakley’s
perspective, as we see the huge benefits
of getting young people on bikes in a safe
way that will build their confidence.
“As a local Selwyn business growing
produce, health and wellbeing is a huge
focus for us and knowing that young
people will get support to learn to ride
safely, and be active at the same time, is
so important to their development”.
The iBike programme was piloted in
2022 with support from the council and
was officially launched in March.
Trust operations manager Mitch Prendergast
said the success of the cycling
programme comes down to the support
of the community and the delivery team.
“The Selwyn Sports Trust is a non-profit
charity whose sole focus is getting the
community active. We simply can’t do
this mahi without the support of partners
like Robin Oakley and Nathan Najib.”

a rampaging Southbridge didn’t
score in the last seven minutes
of their match on Saturday – it
was because the referee called the
game off.
It wasn’t for an incident or
unruly spectators, it was simply
because they had already posted
a century of points from 15 tries
and 12 conversions against a
hapless Woodend.
The record books will show a
101-10 win, in which fullback
Boston Horn bagged a hat-trick
of tries.
“We kind of stuck to our game
structure there and got them
out wide and, yeah, it was good,”
Horn said.
“The boys turned up.”

instances in which Southbridge
ran up a similarly big score.
“Against Rolleston and Hornby
. . . we had to find a way to
put the third number on the
scoreboard – we didn’t have the
electronic one back then,” Carter

And then it just all kind of fell
into place, everything kind of

Foulkes almost didn’t answer the call

ZAK FOULKES nearly didn’t
answer the call that would send
him to Pakistan with the Black
Caps.
The 21-year-old was called up
as a replacement after an injury
to fast bowler Adam Milne,
but he was wary of unknown
numbers after a scam call the
previous day.
“I didn’t have Steady (Black
Caps coach Gary Stead)’s number
saved, so I was a bit skeptical
to answer the call, but thankfully
I did.”
The last minute inclusion
meant a mad scramble to get
ready before departure.
“I got the call on the Wednesday,
then I had to rush to Lincoln
(NZC high performance centre)
and get my Pakistan visa, and
then we were on the plane on
Friday.
“So we had a couple of days to
sort everything out.”
Foulkes was given the nod
after an impressive season for
Canterbury, taking 59 wickets in
all formats to be named players’
player of the year.
He managed three
appearances for his home
club, Darfield; coach Shannon
McAleer said he even paid his
subs for the season.
“I love my club here at Darfield

and I’ve got a good group of
mates which I’ve grown up with
there,” Foulkes said.
“It’s a bit niggly with our
schedules, but I try help out
where I can.”
Foulkes grew up in a cricketmad
family, where his father
Glen played for Canterbury
Country, and brothers Liam and
Robbie have represented both
Darfield and Country.
“Obviously a few backyard battles,”
he said.
Telling them he’d made the
Black Caps was a special moment.
“I don’t think he (Glen)
stopped smiling until I left really,
so it was pretty cool, they’re

He said he was happy with his
performances on tour, where
it took until his last over in his
second and final match to take a
wicket.
“It was a long time coming,
just cool to get it under my belt.”
Foulkes hasn’t spoken to the
Black Caps selectors about where
he sits ahead of the winter.
“I’m sure stuff like that might
come, but I’m pretty happy with
where I’m sitting at the moment,”
he said.
Right now he’s in England
until September playing
for Lytham as an overseas
professional in the Liverpool and
District competition.
“Fults (Canterbury coach Peter
Fulton) actually played here a
few years ago,” he said.
“So he put me on to the club,
and then went from there.
“Really different to New
Zealand, but it’s a really cool
experience, just soaking it all in.”

McCarthy-Dempsey are used
to competing against each
other on the sports field. But on
Friday they will be competing
for a top accolade at Athletics
Canterbury’s awards night.
Kirsty McCarthy-Dempsey, 18,
and her sister Jody, 17, are finalists
in the interclub female field
athlete award after their performances
for Selwyn Athletic this
season.
They are among eight athletes
from the club who are finalists
for awards.
Jody, a heptathlete, is also a
finalist for hurdler of the year
and combined events athlete of
the year.
Despite both athletes favouring
similar events, there’s no
sense of sibling rivalry.
“Even if one of us got (the
award) and the other one didn’t,
we’ll still support each other no
matter what,” Jody said.
She said it meant a lot to be a
finalist.
“It feels pretty good to have
people behind you back you
and know how far you’ve come
through the journey of your
athletics.”
Kirsty, who competes in discus,
shot put, javelin and hammer
throw, said the nomination
was a surprise.
“It’s actually quite shocking to
be honest. I didn’t really expect it.”
The sisters, from Sandy Knolls,
have participated in athletics
together for the last nine years.
Kirsty said they have always
been inseparable.
“With her being my younger

She won the South Island
competition last year and took
part in the Rural Games in
Palmerston North in March,
and said it’s a lot of fun.
“I was telling my friends
about it, I was like, ‘oh yeah, I
actually went up to Palmerston
North just to throw a
gumboot’.
“They’re like, ‘what? Just for
throwing a gumboot?’ I’m like,
‘yeah, I didn’t realise it either
until I actually did it’.”
Kirsty paid tribute to her
younger sister’s dedication.
“It’s a huge accomplishment
(to be nominated) and with the
throwing (javelin and shot put)
that Jody’s done, she’s thrown
like some big metres as well,
like even further than me.
“And she’s done that much
training and I’ve seen it
and I’ve helped to coach her
through and I can see how
much hard work she’s put into
it.”

Young driver makes
tracks from US to
Europe race circuit
WHEELS: Jacob Douglas has bought a lawnmower and
started a property maintenance business to help fund his
racing career.

JACOB DOUGLAS has switched
from racing in the United States
to Europe for the remainder of
the year.
The Lincoln 18-year-old
is set to start his first race at
Zandvoort, near Amsterdam, in
mid-July.
Douglas will drive for Chris
Dittmann Racing in the
final four rounds of the GB3
championship, which is held
across England and Europe.
He competed in the USF 2000
championship with Pabst Racing
last year with the goal of moving
up to the 2024 USF Pro 2000
championship as part of the road
to IndyCar but he was not able to
secure a seat with the team.
Douglas hopes to return to the
US next year.
“We’re doing GB3 as a
development year to go abroad
from America and gain some
experience in different tracks
and cars and take that back to
USF Pro next year,” Douglas
said.
“We’re there to do the best we
can.
“We certainly want to be up at
the sharp-end.”
Instead of living in the US
full-time, Douglas will now
travel between New Zealand and
Europe for races.
To help fund his campaign,
he has started a property
maintenance business in
Lincoln.
“I couldn’t get a job anywhere
because I’m always away, so I
bought a lawnmower and have
been painting fences,” Douglas
said.
He will race against
Christchurch driver Louis Sharp
in GB3. Sharp currently leads the
championship.
Douglas has been doing
simulator work in the lead up to
his first race weekend.

Booming industrial business park
IPORT in final stage of development
The final stage of Rolleston’s IPORT development is now up for grabs and is the last opportunity for
small operators to buy prime commercial and industrial land in the high-growth industrial area.

IPORT is a 150-hectare master
planned business park in one of the
largest industrial areas in the country.
Unique to the development is its
shared boundary with Lyttelton Port
Company’s inland port, Midland Port

It’s also adjacent to the 180-hectare
Izone southern business hub and
together the two have fuelled record
growth in Canterbury and the wider
Selwyn region.
Since IPORT opened in 2017,
Rolleston has become a key
transport hub for not only Canterbury,
but the entire South Island.
“About 92% of Canterbury’s
exports transit through Rolleston,
so it’s the natural axis for road
connections west, south, and north
of Christchurch, and rail to the West
Coast, south, and north,” says IPORT
director Tim Carter of the Carter
Group.
“The main attraction is its prime
location in one of Canterbury’s fastest
growing districts and Selwyn District
Council commercial rates are one
tenth of the price of equivalent sites in
Christchurch City.
“Our final development stage is
mainly small lots, which is a great
opportunity for smaller businesses
or developers to get their foot in the
door and take advantage of being
located in a large-scale business
park.”
Lisa Fleck was one of the first to
take the plunge when her business,
Jones Road Auto, bought into IPORT
in 2018. Lisa and her husband Nigel
have had their auto repair business
since 2012 and were previously
leasing a much smaller workshop in
nearby Rolleston before they decided
to take a risk and build their own.
“It was a huge challenge for us
to shift from leasing a premises to
owning our own building. It was a
little bit terrifying as a ‘mom-andpop’
business,” says Lisa.
“Being here at IPORT has given us
fantastic profile. It’s a great place
to be in business and we have just
grown and grown.”
Before Jones Road Auto moved into
IPORT it had five staff and now the
team has grown to more than 20. The
business has even run out of room
in the current premises and have
recently invested in two more sites to
expand the business.
“Carter Group has been fantastic
to work with – the team were really
supportive and helpful in getting us
into those extra two sites at IPORT,”
says Lisa.
“Getting that foot in the door
changes you from being a little mum
and dad business where you work
really hard until the day you die, to
actually building a commercial legacy
and a future.
“We’re in a totally different position
now by taking that risk and it’s been
a thousand percent worth it for us.”
For Jim Burnard from Construct It,
the main appeal of IPORT was the
availability of small industrial sites
and he says there’s a lot of demand
in Canterbury.
“I get calls all the time from clients
who want land that isn’t actually
available in Christchurch, which is
quite surprising,” says Jim. “We have
so little commercial and industrial
land despite being a flat city, and
a lot of the smaller block sizes just
aren't available.
“I really appreciate the fact that
IPORT has listened and that they
have developed a good mix of
section sizes – it’s much needed.”
Construct It is a design and build
commercial construction company
specialising in concrete. Jim bought
into IPORT early last year and after
recently finishing his first build,
he has already purchased more
sections for his own business and
has a number of future builds either
planned or underway on behalf of
clients.
“We're a commercial builder and
this district is where the commercial
growth is going to be in the next 10
to 20 years, so it made a lot of sense
to make sure we were established in
IPORT sooner rather than later.”
Jim has previously built mainly on
the north side of Christchurch and
says he’s had numerous problems
with construction and geo-technical
issues.
“The ground was always a problem
once you started to dig, but Rolleston
doesn't have any of that,” says Jim.
“The whole process is great – Carter
Group are easy to deal with and it
just runs really smoothly.”

Time to assess your garden’s limits
Autumn is a good time
to assess the limitations
of your garden, in
preparation for winter
Vegetables
Some questions to consider
are whether the climate during
summer suited outdoor
tomatoes, runner beans or
onions, and whether winter
greens were planted at the right
time.
Something to consider is improving
the vegetable gardens by
having raised beds. Not only do
raised beds ensure better drainage
and increased soil warmth,
they also enable the gardener to
add a layer of clean soil and/or
compost each year to improve
productivity.
To protect the vegetable plot
from wind, make a shelter from
manuka scrub, pine branches or
commercial wind-break netting.
If you have hedges, trim
them now to remain tidy for
the next six months. Do not cut
those from conifer and cypress
families too severely, or whole
sections will die back.
This is the time to clean up
garden rubbish. Destroy any
diseased material, then compost
the remainder at home or at a
community green-waste depot.
Vacant ground can now be dug
REPLENISH: Remove all rhubarb stems and leaves – if you haven’t already – and apply a
mulch of manure or compost.

over and lime can be applied at
the rate of 100g per sqm.
Laundry powder scoops make
a good measure for lime and
other fertilisers. Alternatively,
sow empty plots with a green
manure, lupins, oats or barley for
digging in during October.
If you have not done so, remove
all stems, leaves and weeds
from rhubarb and apply a mulch
of stable manure, cow manure or
compost. Blood and bone lightly
forked in is also useful.
Where winter vegetables are
growing, control weeds by hoeing
the ground as often as soil
conditions allow. This also helps
control excess moisture in the
soil and lets oxygen penetrate the
upper levels, where minute life
forms convert organic material
into plant foods.
Flowers
Prepare areas for new plantings
before the soil becomes
sodden with winter rain. Fresh
cow manure can be added to
retain moisture in light, sandy
soils, while stable manure containing
sawdust or straw, or a
rich garden compost, is best for
heavy clays. Mix lime into the
topsoil, but avoid mixing it with
the manure.
Perennial plants that have
grown into large clumps can be
lifted, divided and replanted in
ground enriched with compost
or well-rotted manure. Hollyhocks,
lupins, delphiniums
and red hot pokers (Kniphofia)
look good as the back row
in a perennial border, while
asiatic lilies, japanese anemone
(Anemone hupehensis, A. vitifolium
and A. tomentosa), phloxes,
paeonies, gaillardia, chrysanthemum
and michaelmas daisies
look good in front of them.
Dianthus, lower-growing
bright annuals, polyanthus,
violas and bedding geraniums
can be used in the front. Alternatively,
catmint (Nepeta) or
ladys mantle (Alchemilla mollis)
are good perennial choices if a
single-colour edging is wanted.
Fruit
In the glasshouse, remove most
of the leaves from tomato plants
to divert plant foods up from the
roots into the fruit.
Alternatively, cut off a portion
of stem with the fruit attached and
hang in a warm place to ripen.
Plants can be pulled up to
give the soil a rest. Mustard or
oat seeds can be sown in the
greenhouse and dug in later.

13-18 May 2024
The general public is to be advised that a New
Zealand Army Exercise will be conducted at the
West Melton Rifle Range over the period of
13-18 May 2024.
The exercise will involve up to 100 personnel of
the 3rd Combat Service Support Battalion from
Burnham Military Camp.
Training will involve soldiers working from West
Melton Rifle Range where they will throw
Grenades and fire blank rounds as part of
Exercise Whakatipu.
Grenades will be used from 10am until 4pm.
Blank firing may occur at any time during
the exercise.
The New Zealand Army takes fire risk seriously and
will ensure fire mitigation is present.

An exam centre’s smooth and successful running is essential for all students participating
in these examinations. With this in mind, Rolleston College seeks an Examination Centre
Manager to run the NCEA and NZ Scholarship examinations 2024.
The Examination Centre Manager (ECM) is responsible to the New Zealand Qualifications
Authority (NZQA) for the conduct of the NZQA examinations held in November / December
each year. As ECM, you will be responsible for managing all processes relating to
conducting secondary examinations according to NZQA procedures, including employing
sufficient supervisors to ensure reliable supervision while efficiently using the minimum
number of supervisors.
Upon appointment, all ECMs must complete an online training programme and attend a
one-day training session with NZQA in August. This will allow you to plan and complete
several administrative tasks to prepare for the exams from August and October. You must
be fully available to work for the entire exam period between November 5th to November
29th. As such, the role requires a high level of organisational skills with great attention to
detail, strength in following processes precisely, confidence in leading people of all ages,
and proficiency in using a computer and learning to use new computer programmes are
essential qualities for this role.

Police say the 25-year-old
from Burnham recorded 1026
micrograms of alcohol per
litre of breath. The lega limit is

A DARFIELD farmer has
spoken of watching a man leap into
the flooded Hawkins River to try and
save himself after a helicopter winch
rescue operation failed.
Rod May had taken his tractor to
the scene on Greendale Rd, to try and
reach the middle-aged man who had
been clinging to the branches of a tree
in the rising waters on Sunday night.
The man had driven into the
flooded river, escaped from his car
and ca led emergency services from
his ce lphone which he managed to
keep with him.
Ultimately, a second helicopter
winch operation plucked the man
to safety after he was swept downstream.
It was a happy ending to the
ordeal which had lasted more than
three hours. The rescue was among
several in Canterbury on Sunday in
flooded rivers.
May said he and his family had just
had dinner when a neighbour alerted
them. Arriving about 8.50pm, he saw
the floodwaters were too high for the
tractor, however, he used its lights for
i luminating the site where the man

four times by youth believes a
family group conference was a
waste of time.
The meeting involved one
of the teens, a 13-year-old,
his family, Oranga Tamariki,
police and four other victims,
including another dairy
owner.
Facilitated by Oranga
Tamariki, youth justice family
group conferences are
intended to help youth take
responsibility and leave them
with a plan for the future.
While the victims could
speak a the meeting, Sangeet
Mehta said the decision had
already been made as to what
would happen with the youth.
The victim’s views did not

A BAR patron who won $1200
on the pokies may have been
targeted by thieves moments after
she co lected the money.
A group of men who were in
the bar a the same time are the
focus of police inquiries. It is
believed they watched her being
paid, and then quickly swooped.
The incident happened at The
Famous Grouse Hotel in Lincoln
two weeks ago.
After she was paid out a the
bar, the men who had been
si ting nearby went over and
congratulated her. While she was
distracted the money disappeared
from her handbag. She only
realised it was gone after she left
the hotel.
Police have taken CCTV
security camera footage from the
hotel which shows the men going
over to the woman and mobbing
her in a congratulatory way. The
footage also captures a hand from
one of the men going towards the
bag.
Police say they may have
identified one of the group but
aren’t saying anymore about
the incident. The Selwyn Times
understands the men are from
the Amberley area.

operating commercial-level greyhound racing. Most
