Wetland bought in a$2.25 million buy up<br />

Amajor wetland has been bought by the<br />

Hurunui District Council to provide<br />

flood protection for the Amberley and<br />

Amberley Beach communities.<br />

The wetland takes up alarge part of a<br />

89.3 hectare block of bare land to the<br />

north of Amberley, which the council<br />

has bought for $2.25million.<br />

remaining productive land outside of<br />

the wetland area, could be subdivided<br />

or sold with the proceeds offsetting the<br />

purchase price.<br />

She says the wetland will divert flood<br />

water away from the Eastern Drain.<br />

‘‘The wetland is acrucial component<br />

of the Amberley stormwater plan that<br />

was developed after the 2008 floods,’’<br />

she says.<br />

Amberley and Amberley Beach<br />

experienced widespread flooding in<br />

2008, as aresult of a1­in­50 year rainfall<br />

event.<br />

With the ground saturated, the event<br />

was then closely followed by a1­in­25<br />

year event, causing additional<br />

problems, Mrs Black says.<br />

‘‘The wetland will operate as a<br />

reservoir for waters diverted from the<br />

Eastern Drain, and provide additional<br />

flood protection for the east side of<br />

Amberley and the Amberley Beach<br />

area,’’ she says.<br />

The council has engaged with<br />

Environment <strong>Canterbury</strong> to plan the<br />

future of the wetland, its enhancement,<br />

and its possible development as avisitor<br />

attraction.<br />

‘‘We will be working closely with ECan<br />

on the diversion of the flood waters to<br />

ensure it meets regulatory<br />

requirements.’’<br />

The land is commonly known as<br />

Amberley swamp, and was of interest to<br />

ECan, Mrs Black says.<br />

She stresses the primary reason for<br />

buying the bare land is to divert flood<br />

water away from Amberley and<br />

Amberley Beach.<br />

Council’s chief operating officer Dan<br />

Harris says the 2008 flooding was largely<br />

caused by excessive inflows to<br />

Amberley’s Eastern Drain, causing<br />

flooding to the eastern side of Amberley.<br />

This then flowed down into the<br />

Amberley Beach area.<br />

Ohoka subdivisiondrags on amid legal discussions<br />

The fate of amajor housing<br />

development proposed in <strong>North</strong><br />

<strong>Canterbury</strong> will not be known for<br />

several months as legal discussions<br />

drag on.<br />

Rolleston Industrial Developments<br />

Ltd appealed against the Waimakariri<br />

District Council’s decision to decline<br />

its private plan change for an 850­home<br />

development at Ohoka, near Rangiora.<br />

The Environment Court held aprehearing<br />

conference on April 22, with<br />

the Judge subsequently directing the<br />

parties to report to the court by July 31.<br />

Ohoka residents have previously<br />

opposed the housing development<br />

amid fears it would ruin the character<br />

of the rural town.<br />

However, the developers say the new<br />

subdivision will provide homes and an<br />

economic boost to the district.<br />

The latest legal delay will allow for<br />

an update on the progress of the<br />

Waimakariri District Council’s District<br />

Plan Review.<br />

Waimakariri <strong>May</strong>or Dan Gordon has<br />

previously expressed his frustration<br />

that the council was required to<br />

consider such alarge development<br />

while it was in the middle of aDistrict<br />

Plan Review.<br />

In July 2022, Mr Gordon called for a<br />

moratorium to private plan change<br />

requests while acouncil is reviewing<br />

its District Plan and raised the matter<br />

with then Environment Minister David<br />

Parker. The council notified its draft<br />

District Plan in November 2021, before<br />

receiving the private plan change<br />

request.<br />

Councillors voted unanimously to<br />

reject the proposed 850­home<br />

development on a156 hectare site in<br />

November, following a<br />

recommendation from independent<br />

commissioners.<br />

The site has not been identified as<br />

suitable for development in either the<br />

proposed District Plan or the Greater<br />

Christchurch Spatial Plan. Previous<br />

reports prepared by the council<br />

identified the site as unsuitable for<br />

rural residential housing, let alone a<br />

large urban development.<br />

Six parties have been confirmed for<br />

the hearing, including Rolleston<br />

Industrial Developments Ltd, the<br />

Waimakariri District Council, the<br />

Oxford­Ohoka Community Board, the<br />

Ohoka Residents Association, the<br />

Mandeville Village Limited<br />

Incorporated and Environment<br />

<strong>Canterbury</strong>.<br />

Two Kāinga Ora projects have<br />

delivered 12 new homes to the<br />

Waimakariricommunity.<br />

At 61 to 65 Church Street, three<br />

existing homes have been replaced<br />

with seven new three, four,and fivebedroom<br />

homes.<br />

Around the corner at 5to7Lindon<br />

Street, twoexisting homes have made<br />

way for five two and three­bedroom<br />

homes.<br />

Kāinga Ora is boosting the supply of<br />

homesinthe Waimakariri District by<br />

acquiringnew homes also, and has<br />

recently bought six new homes at 38<br />

Percival Street, Rangiora, from alocal<br />

developer.<br />

<strong>Canterbury</strong> Regional Director, Liz<br />

Krause says these 18 new homes are a<br />

prime example of how Kāinga Ora is<br />

working to renew its housing stock<br />

acrossthe region to provide more<br />

homes to those in need.<br />

‘‘Increasing the number of homes on<br />

some sites means we can make better<br />

useofour properties, and more people<br />

can live in areas like Rangiora, that<br />

have good transport options, and are<br />

close to schools, shops and other local<br />

amenities.<br />

‘‘Thesenew homes are well­suited to<br />

the modern lifestyles of our customers<br />

and they’re also warmer and drier,<br />

helping keep power bills down.<br />

‘‘The homes also come with their own<br />

off­street parking, and some meet full<br />

universal design standards, meaning<br />

they can be adapted to be accessible for<br />

people of all abilities, at any stage of<br />

life, Liz says.<br />

place at Kāinga Ora properties across<br />

Rangioraand Kaiapoi with demolition,<br />

site preparations and construction<br />

having begunfor afurther five sites.<br />

portfolio will go some way to meeting<br />

the need for more homes in the<br />

‘‘As we progress these<br />

redevelopments, we’rekeeping<br />

neighbours, the local community and<br />

key stakeholders informed with<br />

updates on progress,’’ she says.<br />

‘‘Now we’ve delivered these first<br />

three projects, we’rereally looking<br />

forward to deliveringafurther 31 new<br />

homes in Kaiapoi and Rangiora by the<br />

end of this year.’’<br />

Five existing homes will be replaced<br />

in Princess Place, and Williams Street,<br />

Kaiapoi with 10, two­bedroom homes;<br />

one three­bedroom home, one fourbedroom<br />

home and two five­bedroom<br />

homes.<br />

At 6Princess Place, and 203 Williams<br />

Street, Kaiapoi, two existing homes will<br />

make way for seven one­bedroom<br />

homes.<br />

At 8Tyler Street, Rangiora, ahome is<br />

being replaced with three one­bedroom<br />

homes, while down the street at 14, an<br />

existing three­bedroom home is being<br />

retained and the land subdivided to<br />

provide an additional two­bedroom<br />

home.<br />

At 11 to 15 Tyler Street three existing<br />

homes will make way for: two, twobedroom<br />

homes; one three­bedroom<br />

home; two four­bedroom homes and<br />

one five­bedroom home.<br />

Kāinga Ora, the country’s public<br />

housing landlord with over 70,000<br />

properties providing homes to nearly<br />

185,000, has delivered 9000 new public<br />

homes in recent years.<br />

It has more than 6600 under<br />

construction or contract.<br />

Race Unity Day competition well supported<br />

Hands were the best description of<br />

weaving people together used by young<br />

artists competing in the annual Race<br />

Unity Day poster competition held by<br />

the Waimakariri District Council.<br />

The competition attracted over 200<br />

entries from primary, and high school<br />

students in the Waimakariri District, the<br />

competition was designed topromote<br />

and support Race Unity Day, aday<br />

initiated by the Human Rights<br />

Commission in 1999.<br />

It was the second year that the<br />

competition has been organised by<br />

CarolynBoswell of the Community<br />

Development Department of the<br />

council.<br />

The poster competition is an initiative<br />

of Woodendresident Rohiyeh<br />

Faramarzi who is amember of the<br />

Baha’iFaith. Unity in Diversity is one of<br />

the key principals of the Baha’i Faith.<br />

It was supportedbyArtisan Bakery<br />

Rangiora,Pak’n’Save Rangiora, New<br />

World Rangiora and <strong>North</strong> Book<br />

Rangiora.<br />

The awards ceremony was held in the<br />

conference room at the MainPower<br />

Stadium.<br />

Prizes were presentedtothe young<br />

artists by Candy Zhang from the Ministry<br />

of Ethnic Communities,who expressed<br />

her appreciation for this praiseworthy<br />

initiative.<br />

once again featured on the national stage.<br />

Aconsistent winner of awards over<br />

many years, Karikaas Natural Dairy<br />

Products,which is celebrating 40 years of<br />

cheesemaking in <strong>2024</strong>, won two trophies<br />

at the NZ Champions of Cheese Awards<br />

Gala Dinner in Hamilton last week.<br />

The first woman national president of<br />

Grey Power NZ Federation has<br />

resigned citingthe heavy burden of the<br />

role as well as coping with family<br />

issues.<br />

Jan Pentecost of Sefton has stepped<br />

away from leading the national body<br />

encompassingover 45,000 members.<br />

‘‘I resigned because Iamexhausted.’’<br />

She says, on occasions, the past three<br />

andahalf years for her as president<br />

were atrial.<br />

‘‘With Covid, conflict between board<br />

members, and some bias towards me<br />

because of my gender, plus, of course,<br />

the very heavy workload, have all<br />

forced me to look at not continuing on<br />

in the role.’’<br />

Mrs Pentecost had been the national<br />

secretary for the 10 years prior to<br />

taking on the mantle of the national<br />

president, but says she felt at times<br />

some of the boards older members<br />

were too comfortable with past<br />

stereotypes of the roles of women in<br />

committees.<br />

‘‘It was like any national body Iguess.<br />

‘‘Being the first woman in the role<br />

wasn’t ever goingtobeeasy, it was also<br />

impacted by circumstances in my<br />

personal life that arose seven months<br />

ago.’’<br />

Her husband of almost 60 years,<br />

Tony, has grade three prostate cancer<br />

andalthough the seven months of<br />

treatment appears to have been<br />

successful, he is now displaying<br />

memory loss. Thismeans she is unable<br />

to attend board meetings because she<br />

needs to be at home to look after him.<br />

‘‘I have to re­charge my batteries now<br />

for whatever the future holds for Tony<br />

and I.<br />

‘‘Tony has been my absolute support<br />

for all our nearly 60 years of marriage<br />

so it is my turn to help him now and do<br />

everythingwecan to slow the<br />

progression of his condition.’’<br />

Her fondest memories of the time<br />

spentaspresidentofGrey Power have<br />

been the huge amounts of kindness and<br />

respect she received from members.<br />

‘‘Many of them are doinghuge<br />

amounts of work at the local level, and<br />

‘‘There are still alot of issues we<br />

need to be looking at, issues such as<br />

digital exclusion, aged care facilities<br />

and care at home,<br />

‘‘That is the goal of Grey Power to<br />

advocate for aged people at both the<br />

national and local levels, to talk to<br />

politicians and bureaucrats to make<br />

them see our point of view about<br />

upcoming legislation, and local bylaws,<br />

and how they impact on the aged<br />

Woodend billboarddebate<br />

AWoodend motorist says along<br />

line of advertising billboards<br />

on farm land near the southern<br />

entrance to Woodend is atraffic<br />

hazard.<br />

The man, who does not want<br />

to be named, says the billboards<br />

are aserious distraction for<br />

motorists and he is concerned<br />

they will cause an accident.<br />

He says he has complained to<br />

the Waimakariri District<br />

Council about the billboards<br />

and has been told they have<br />

received other complaints<br />

about the issue.<br />

However, other motorists<br />

questioned who use this stretch<br />

of highway regularly don’t seem<br />

to be too bothered by the<br />

billboards, saying they hardly<br />

even notice them, couldn’t say<br />

what was written on them, and<br />

do not find them adistraction.<br />

One even questioned why<br />

people would bother<br />

advertising there because the<br />

billboards don’t seem to be very<br />

effective.<br />

Community Board chair Shona<br />

Powell, says she has not<br />

received any complaints about<br />

the billboards, and she does not<br />

find them adistraction when<br />

driving along that stretch of<br />

road.<br />

AWaimakariri District<br />

Council spokesman says the<br />

signs the complainant is<br />

referring to have been installed<br />

in that area along State<br />

Highway 1for several yearsand<br />

the council has recently<br />

received acouple of concerns<br />

these signs are similar in<br />

nature to others around<br />

the District where<br />

enforcement of the<br />

signage rules would put<br />

additional costs on<br />

ratepayers for little or no<br />

change in the signs<br />

themselves.❜<br />

regarding their legitimacy and<br />

location.<br />

If the signs are located within<br />

the road reserve, Waka Kotahi/<br />

NZ Transport Agency has the<br />

power to decide on any action<br />

required if deemed necessary.<br />

If the signs are located on<br />

private property, they are<br />

governed by the Waimakariri<br />

District Plan (DP), the<br />

spokesman says.<br />

However the fence lines are<br />

not always indicative of alegal<br />

boundary and it is ‘‘currently<br />

difficult to precisely determine<br />

the location of some signs’’<br />

without conducting asurvey.<br />

‘‘Any signs located on private<br />

land, that did not relate to an<br />

activity at the address, would<br />

not currently meet the DP rules<br />

which would mean the<br />

landowner would require a<br />

resource consent to legitimise<br />

applying for and uplifting (if<br />

granted) aresource consent for<br />

breaching the DP signage<br />

rules.’’<br />

This option would be acostly<br />

exercise for the individual<br />

landowner.<br />

However the council<br />

considers the current position<br />

of the signage to be arelatively<br />

low risk for local traffic.<br />

‘‘At ageneral level, these<br />

signs are similar in nature to<br />

others around the District<br />

where enforcement of the<br />

signage rules would put<br />

additional costs on ratepayers<br />

for little or no change in the<br />

signs themselves,’’ the<br />

spokesman says.<br />

‘‘The council’s current<br />

preference is to maintain the<br />

status quo rather than<br />

undertaking asurvey to<br />

determine the location<br />

between Waka Kotahi and the<br />

private landowners, as this<br />

would be asubstantial cost to<br />

its ratepayers.’’<br />

The council does have the<br />

discretion to enforce any rule<br />

within the District Plan.<br />

‘‘However, council in the first<br />

instance would consider<br />

working with property owners<br />

and Waka Kotahi to legitimise<br />

the signs should it decide this<br />

Eight Waimakariri<br />

environmental projects are<br />

set to receive afunding<br />

boost, including three<br />

wetland projects near<br />

Kaiapoi.<br />

The Waimakariri Zone<br />

Committee has<br />

recommended eight<br />

projects receive ashare of<br />

the remaining balance of<br />

$66,000 from its 2023/24<br />

action plan budget.<br />

were received for projects<br />

totalling $150,000.<br />

‘‘Nine of the projects met<br />

the criteria.<br />

‘‘Some of the projects have<br />

only been allocated partial<br />

funding to meet the budget<br />

that we have, but we hope it<br />

will be enough to at least<br />

complete aspects of those<br />

projects.’’<br />

Three wetland projects<br />

north of Kaiapoi are among<br />

those set to receive funding.<br />

Two allocations of $15,000<br />

have been recommended for<br />

abittern and īnanga<br />

(whitebait) rushland project<br />

and for afencing and<br />

planting project at nearby<br />

O’Kair Lagoon, on the side<br />

branch of the McIntosh’s<br />

Drain waterway.<br />

Anearby Pohio Wetland<br />

project has also received<br />

$11,700.<br />

Hunters Stream at<br />

Springbank, between<br />

Waimakariri Biodiversity<br />

Rivercare Group received<br />

$9000 towards its ongoing<br />

estuary shorebird<br />

monitoring in July last year.<br />

Each of the 10 <strong>Canterbury</strong><br />

water zones were allocated<br />

$75,000 from Environment<br />

<strong>Canterbury</strong>’s 2023/24 annual<br />

plan to distribute to projects<br />

which support the<br />

implementationoftheir<br />

local zone action plan.<br />

The final decision on the<br />

funding will be made at the<br />

next Environment<br />

<strong>Canterbury</strong> water and land<br />

committee meeting next<br />

been forecast,this has not materialised<br />

across the district and the extreme dry<br />

We are committed to help and guide our<br />

districtthrough, and urge contact with the<br />

Rural Support Trust as atrusted ally<br />

As many ofyou will be aware our<br />

council has just completed the<br />

engagement and consultation for the<br />

Long­Term Plan.<br />

Under the Local Government Act 2002,<br />

the council is required to use the Special<br />

Consultative Procedure and it was<br />

satisfying to me that we received good<br />

attendance at the public meetings held in<br />

Hanmer Springs, Cheviot and Amberley.<br />

As acouncil we were focused on<br />

reaching as many people as possible.<br />

Iwant to show appreciation to my fellow<br />

elected members who attended various<br />

community meetings to ensure our<br />

residents and ratepayers had the<br />

opportunity to understand the issues, and<br />

the process,<br />

Last but notleast Iamencouraged<br />

many have taken the time to read, listen<br />

and understand the draft LTP and submit<br />

your thoughts for councillors to evaluate<br />

and consider.<br />

This is an important time as together,<br />

we shape the future of the Hurunui<br />

District for the next 10 years and beyond.<br />

We are indeed fortunate to live in a<br />

districtthat is bountiful in its natural<br />

attributes, with wonderful people that do<br />

so much to enable our place to flourish.<br />

Let’s take amoment to celebrate what<br />

we have got, not focus on what we haven’t.<br />

Board by-election<br />

Aby­election is being held to fill an extraordinaryvacancy on the Hanmer<br />

Springs Community Board.<br />

The vacancy has arisen because of the recent passing of Richard Tapper.<br />

Nominations are open and information and nomination forms are available<br />

on the Hurunui District Council website.<br />

Nominations close on <strong>May</strong> 30.<br />

If there is only one nomination that person will be elected unopposed. If there<br />

is more than one nomination an election will be held. Voting will closeatnoon<br />

on Friday, July 26.<br />

If the position is contested the likely cost of the by­election will be $17,000 to<br />

$20,000.<br />

If it is not contested, then it is expected it will cost about $4000 to $6000.<br />

cold water on aproposed hot pools<br />

venture on Kaikōura’swaterfront.<br />

The Kaikōura District Council<br />

entered into alease agreement with<br />

Kaikōura Springs Ltd in 2022 on the<br />

former Kaikōura Lions Community<br />

Pool site on the Esplanade, allowing<br />

the Christchurch­based company to<br />

develop ahot pools and wellness<br />

centre concept.<br />

At the time, the council believed it<br />

was Crown­ownedland, and it was<br />

acting with the approval of the<br />

Department of Conservation.<br />

During public consultation in<br />

February it became clear the land had<br />

been vested in the council some years<br />

ago, rendering the process to date<br />

‘‘null and void’’, chief executive Will<br />

Doughty says.<br />

‘‘We sort our own legal advice and<br />

we have made the decision to stop the<br />

process and regroup.<br />

‘‘We have informedKaikōura<br />

Springs Ltd and we will continue to<br />

work with them and hopefully we can<br />

achieve agood outcome.<br />

‘‘It is clear thereisstrong support<br />

for ahot pools in Kaikōura.’’<br />

Mr Doughty said as the site was<br />

reserve land, legislation required the<br />

council to develop areserve<br />

management plan before proceeding,<br />

which will be subject to public<br />

consultation.<br />

was ‘‘frustrating’’.<br />

‘‘We are extremely disappointed<br />

and frustrated with the outcome after<br />

3.5 years of work and asignificant<br />

financial investment.’’<br />

They say the hot pools and wellness<br />

project was expected to create 35 jobs<br />

and provide employment during the<br />

winter months.<br />

The company’s initial feasibility<br />

study indicates there would be<br />

‘‘significant visitor volume’’ to the<br />

pools and wellness centre.<br />

‘‘We still believe in the Kaikōura<br />

Springs project, however, its planning<br />

hinges on an easily accessible location<br />

close to or within the village, and with<br />

the iconic Kaikōura mountain and<br />

ocean views,’’ the directors said.<br />

The council’s recent consultation<br />

found overwhelming support for<br />

developing ahot pools and wellness<br />

centre in the town, although there<br />

were asmall number of submissions<br />

opposed to the site.<br />

Areserve management plan will<br />

determine what activities can be<br />

carried out on the site.<br />

The site was previously home to the<br />

Kaikōura Lions Community Pool,<br />

which was severely damaged in the<br />

November 2016, 7.8 magnitude<br />

earthquake.<br />

It was subsequently replaced by the<br />

Kaikōura Aquatic Centre, which<br />

opened in 2021 on Scarborough Hill.<br />

Soldiers Block development to startsoon<br />

The awarding of acontract, to restore an<br />

iconic Hanmer Springs building, to a<br />

local contractor is set to boost local<br />

employment opportunities.<br />

O’Brien Construction has won the<br />

contract to restore the historic Soldiers’<br />

Block in the Queen Mary Historic<br />

Reserve, as part of a$3.5 million<br />

redevelopment.<br />

The contract is to restore and<br />

earthquake strengthen the building.<br />

Hurunui District Council chief<br />

executive Hamish Dobbie says he is<br />

pleased the contract has been won by a<br />

local business.<br />

won locally as the money stays in the local<br />

‘‘To be able to bring it (Soldiers’ Block)<br />

back to life will be somethingquite<br />

special.’’<br />

O’Brien Construction has previously<br />

worked on large projects with the<br />

Hanmer Springs Thermal Pools and Spa.<br />

Mr Dobbie says work is expected to<br />

begin by the end of the month and is likely<br />

to take 12 months.<br />

The Soldiers’ Block was opened in 1916<br />

to rehabilitate soldiers returning from<br />

World War 1, and was later used as adrug<br />

and alcohol treatment facility.<br />

The $3.5 million project is being funded<br />

by aLotteries grant, $1.5 million from the<br />

Government’s Better Off funding,<br />

development contributions and agrant<br />

fromthe council’s Earthquake Prone<br />

Buildings Fund.<br />

Hanmer Springs Community Board<br />

chairperson Mary Holloway said the town<br />

is ‘‘really excited’’ progress is finally<br />

being made, after the Queen Mary<br />

Historic Reserve was vested in the<br />

council back in 2010.<br />

‘‘Having the project under way is going<br />

to be ahuge boon for Hanmer and for the<br />

hospital site to be the beating heart of the<br />

village again will be pretty special.<br />

‘‘Eventually it will be Hanmer’s Hagley<br />

Park.’’<br />

Hanmer Springs­based councillor Tom<br />

Davies says the project will breathe new<br />

life into the reserve.<br />

‘‘It is great for Hanmer, Hurunui and<br />

New Zealand that buildings of such<br />

significance are both preserved and<br />

brought back to auseful purpose.’’<br />

Other proposed developments on the<br />

site include plans for Te Rūnanga o<br />

Kaikōura to build awharenui on the site.<br />

A2022 report, prepared as part of a<br />

Richard Tapper was celebrated as a<br />

Chef across the world.<br />

He was apublished author, anatural<br />

born story­teller, qwaand an eloquent<br />

and engaging writer.<br />

Richard was passionate about print<br />

media and its permanence in aworld of<br />

electronic likes, and short attention<br />

spans.<br />

He was aheart­breaker across<br />

continents.<br />

His collection of wives included some<br />

rather notable dancers, opera singers<br />

and models.<br />

Richard spent his best years becoming<br />

infamous on Lord Howe Island and<br />

throughout Sydney. His deep, gentle<br />

voice and perfect diction, along with his<br />

lifetime of wild adventures, drew in<br />

audiences and made him acaptivating<br />

speaker.<br />

He took any opportunity to deliver a<br />

soliloquy, and anyone listening would<br />

hang on every word.<br />

He had an adoring throng of fans in<br />

many parts of his much loved South East<br />

Asia, where he would still spend our<br />

winter every year, supporting the locals.<br />

His vision to raise Hanmer Springs<br />

from acamping holiday spot to ahighend<br />

restaurant and retail destination<br />

began with bringing Supid Misra and<br />

Anette Paes (ex­Oberoi Hotel) to town —<br />

and Malabar Restaurant was born.<br />

Solidly booked in advance, pre­social<br />

media, Malabar attracted adifferent<br />

class of visitor. And Hanmer Springs saw<br />

itself differently because of it.<br />

The local Bar and Restaurant scene<br />

took off and the new retail developments<br />

provided adifferent type of holiday<br />

experience Hanmer Springs could now<br />

offer, in line with the world class<br />

Thermal Pools complex.<br />

The potential he saw in Hanmer<br />

almost two decades ago elevated<br />

Hanmer to what you enjoy today —a<br />

thriving village of hospitality, retail and<br />

recreational pursuits.<br />

As the Editor of the Pinkie, Richard<br />

was the spirit level of Hanmer Springs —<br />

the barometer on change.<br />

The cool head (and sometimes the hot<br />

head) between the people and Local<br />

Government. He took the plight of others<br />

seriously and it affected him deeply.<br />

He loved agood fight on behalf of the<br />

underdog.<br />

He supported everything, reported<br />

everything and gave the locals a<br />

common institution —our weekly<br />

'Pinkie'.<br />

Being cleverly part newspaper/part<br />

local directory made it the most widely<br />

consumed and referred to print media<br />

in the District.<br />

You would be hard pressed to find a<br />

coffee table in the area devoid of a<br />

recent edition of the Pinkie.<br />

And true to form, when the Pinkie<br />

came under threat from competition, he<br />

didn't put up the price —hemade it free!<br />

Brakes on flyride<br />

The fate of aproposed flyride in Hanmer<br />

Springs may not be known for months.<br />

An Environment Court hearing to<br />

consider an appeal against aconsent<br />

being granted to install and operate a<br />

gravity­based recreation activity at<br />

Conical Hill Reserve was held behind<br />

closed doors in Hanmer Springs in<br />

March 18.<br />

Following the hearing, the Judge<br />

Lauren Semple has directed parties to<br />

file their closing submissions by June 11.<br />

The hearing was first held in February<br />

last year and was adjourned until<br />

November, when it was postponed due<br />

to illness.<br />

It was transferred to Hanmer Springs<br />

due to alack of capacity in Christchurch.<br />

Aresource consent was granted to the<br />

Hanmer Springs Thermal Pools and Spa<br />

by aHurunui District Council appointed<br />

commissioner two years ago.<br />

But it was appealed to the<br />

Environment Court by The Friends of<br />

Conical Hill Incorporated.<br />

If successful, it would be the latest<br />

adrenaline venture for the <strong>Canterbury</strong><br />

tourist town.<br />

During the consent process,<br />

submitters opposed to the flyride said it<br />

would have avisual impact on the<br />

recreation character, biodiversity and<br />

horse trails in the area.<br />

Concerns were also raised about<br />

parking, traffic congestion, noise, the<br />

risk of fire, and devaluation of<br />

properties.<br />

Supporters believed the venture<br />

would bring value and benefits to the<br />

Hanmer Springs community and the<br />

wider district, and promote the village<br />

as afun, healthy and interactive place to<br />

visit.<br />

scandalous flirt, afountain of<br />

knowledge, an enthralling penpal, a<br />

sophisticated person, with impeccable<br />

taste.and with adry, intellectual wit and<br />

He wasn't shy about having an opinion.<br />

For almost 20 years we have shared<br />

discussions and debates over two long<br />

blacks in the AM, two pints of Monteiths<br />

in the PM and hilarious emails at all<br />

hours.<br />

He summed himself up best in his<br />

recent interview: ‘Fiercely local'.<br />

He would have preferred ‘Devilishly<br />

Suave'.<br />

Richard was agreat friend, deeply<br />

appreciated and ahuge loss to our<br />

Sailing adding to learning<br />

Toilet upgrade<br />

yacht, adds to the learning<br />

experience for students<br />

attending the Lighthouse<br />

programmeatRangiora High<br />

School.<br />

Learning how to read the<br />

wind, operate the sails and<br />

tillers and be in charge of<br />

something by themselves helps<br />

develop life skills for the<br />

teenagers on the programme.<br />

Last week several were<br />

standing on the side of Lake<br />

Pegasus operating DragonForce<br />

65 scale RC yachts loaned by the<br />

McLeod family.<br />

Murray McLeod is ateacher at<br />

the programme and thought<br />

learning how to sail using the<br />

toy yachts would be abonusfor<br />

the students.<br />

‘‘These are RC yachts from my<br />

sons and I, and we come here<br />

each week to sail them on the<br />

lake with the students.’’<br />

Each school term, four<br />

students are invited to attend<br />

the programme.<br />

They learn how to guide the<br />

modelboats around the lake as<br />

away of developing hand eye<br />

coordination skills.<br />

‘‘It also helps them learnhow<br />

to co­operate with othersasthey<br />

sail, and it gets them working<br />

together,’’ says Murray.<br />

During the mid­winter<br />

months, the students learn how<br />

to build the yachts at the school.<br />

Rangiora High School has had<br />

apolicy of inclusive education<br />

since the early 1990s. The<br />

Lighthouse programme<br />

coordinates individualised<br />

programmes for students with<br />

extra needs to learn alongside<br />

theirmainstream peers. They<br />

are supported where necessary<br />

by kaiāwhina (learning<br />

assistants) to attend these<br />

classes.<br />

Kaikōura could have new<br />

public toilets ready for the<br />

summer.<br />

The KaikōuraDistrict<br />

Council has placed an order<br />

for new prefabricated units<br />

to replace the existing West<br />

End toilet, increase<br />

capacity at the Mill Road<br />

toilet, and provide atoilet<br />

for Churchill Park.<br />

Chief executive Will<br />

Doughty said the existing<br />

West End toilet block<br />

required ongoing<br />

maintenance and no longer<br />

met the ‘‘modern<br />

expectations of public<br />

toilets’’.<br />

‘‘We hope they will be<br />

ready for Christmas, so this<br />

gives us enough time to get<br />

them ordered, delivered<br />

and installed.<br />

‘‘It is really great that we<br />

can get that going.’’<br />

The community has been<br />

requesting apublic toilet at<br />

Churchill Parkfor some<br />

time, while the Mill Road<br />

toilets at the northern end of<br />

Kaikōurawere heavily used<br />

by travellers, Mr Doughty<br />

said.<br />

The project will be funded<br />

by a$900,000 grant from the<br />

previous Government’s<br />

‘‘Better Off’’ fund and a<br />

$135,860 grant from the<br />

MinistryofBusiness,<br />

Innovation and<br />

Employment’s Tourism<br />

Infrastructure Fund.<br />

Thirteen Kaikōura<br />

organisations are set to<br />

receive afunding boost.<br />

Mr Doughty said 22<br />

applications were received<br />

from local organisations for<br />

the council’s $100,000<br />

discretionary grant, with 13<br />

successful.<br />

He said $39,000 will be<br />

allocated to the sport and<br />

recreation sector, $27,500 to<br />

heritage organisations,<br />

$18,500 to the arts, $10,000 to<br />

community organisations<br />

and $5000 for environmental<br />

projects.<br />

‘‘It represents quite agood<br />

mix of the various<br />

organisations in our<br />

community,’’ he said<br />

Most of the unsuccessful<br />

applicants did not meet the<br />

funding criteria, but there<br />

wereother funding avenues<br />

they could apply for, Mr<br />

Doughty said.<br />

The KaikōuraDistrict<br />

Council’s discretionary<br />

grant will be confirmed in<br />

the <strong>2024</strong>/34 Long TermPlan,<br />

when it is adopted at the<br />

June council meeting.<br />

Open season<br />

for fires<br />

An open fire season was declared in<br />

the Fire and Emergency New<br />

Zealand’s <strong>Canterbury</strong>District on<br />

Tuesday, <strong>May</strong> 7.<br />

To date there has been amix of<br />

restricted and prohibited fire seasons.<br />

This change applies to the<br />

<strong>Canterbury</strong>plains, Banks Peninsula,<br />

<strong>Canterbury</strong>foothills and coast, and<br />

<strong>Canterbury</strong>hill and high country.<br />

Department of Conservation land<br />

will return to arestricted season, the<br />

all­year round default setting.<br />

An open fire season means people<br />

can light outdoor fires without a<br />

permit approved by Fire and<br />

Emergency.<br />

District Manager Dave Stackhouse<br />

says while the fire risk will continue to<br />

decrease as conditions continue to<br />

cool, people should still make sure any<br />

outdoor fire they light is well<br />

controlled and safe.<br />

‘‘Only burn on calm days and be<br />

mindful of smoke drifting across<br />

neighbouring properties and<br />

roadways,’’ he says.<br />

‘‘Burn no more than two small sized<br />

burn piles at any time, and make sure<br />

these have a10­metre clearance from<br />

any combustibles like trees,<br />

shelterbelts and structures.<br />

‘‘Create afive­metrefire break<br />

around the fire of green grass or bare<br />

earth. You should have awater source<br />

nearby andmonitor the fire.<br />

‘‘This is particularly important in<br />

the top of <strong>North</strong> <strong>Canterbury</strong> where<br />

conditions are dry from Cheviot<br />

throughtoCulverden, Mr Stackhouse<br />

One of Waimakariri’s most prolific artists,<br />

who has had work in many public<br />

exhibitions,now has asolo show in<br />

Kaiapoi.<br />

Mandy Palmer’s All Shapes and Sizes<br />

exhibition opened at the Art on the Quay<br />

Gallery in the Ruataniwha Kaiapoi Civic<br />

Centre, on Thursday evening last week.<br />

The exhibition is acelebration of<br />

diversity, she says.<br />

‘‘It doesn’t matter what shape or size<br />

you are, everyone has beauty.’’<br />

The award­winning Eyrewell Forest<br />

figurative artist has had alifelong love of<br />

art and has always carried apencil and<br />

paper around with her to do drawings of<br />

people and places that catch her eye.<br />

But she had always considered herself<br />

to be just ahobby artist until the death of<br />

her father Tama at 56.<br />

‘‘He was very young. We lost him far too<br />

early so Ijust decided life is short.’’<br />

The shock of her father’s untimely<br />

death made her realise she wanted to<br />

focus on her art work, and her solo<br />

exhibition is aculmination of that journey<br />

‘‘I draw, Ipaint, Iscribble,’’ she says. ‘‘I<br />

see beauty and tiny details all around me<br />

and Iamoften inspired by my own<br />

experiences in life as adaughter, sister,<br />

wife, mother and friend.<br />

‘‘To me it’s all about just doing the art.<br />

The more Icreate, the more Iamlearning.<br />

‘‘I have painted many different subjects<br />

including landscapes,and still life's, but<br />

always find myself returning to drawing<br />

people and animals.<br />

‘‘The human form and all its intricacies<br />

greatly inspire me.’’<br />

Mandy is involved with several local<br />

arts organisations both as an exhibitor,<br />

and an exhibition co­ordinator, and is<br />

passionate about artists supporting<br />

artists.<br />

Landfill had capacity and the Burwood<br />

Resource Recovery Park landfill in<br />

Christchurch was closed in 2019 due to a<br />

lack of use.<br />

The Oxford­OhokaCommunity Board<br />

submittedagainst the landfill, raising<br />

concerns about traffic effects, fire<br />

safety, dust, operationallogistics and<br />

amenity effects.<br />

Meanwhile,Environment <strong>Canterbury</strong><br />

has received aresource consent<br />

application for aproposedmanaged fill<br />

landfill by Protranz Earthmoving Ltd.<br />

The Christchurch­based company<br />

plans to establish the landfill at its<br />

quarry at White Rock, near <strong>North</strong><br />

Loburn, in <strong>North</strong> <strong>Canterbury</strong>.<br />

‘‘The applicant has requested public<br />

notification and we are now working<br />

through the application,’’ Ms Grant said.<br />

Around 100 residents attended a<br />

public meeting in Loburn in February to<br />

express their concerns about the<br />

proposed landfill.<br />

Residents were concerned about the<br />

risks to groundwater and the Karetu<br />

River, which adozen households rely on<br />

for drinking and stock water.<br />

They also believed the quarry was<br />

unstable due to the limestone and<br />

porous rock, and the underground<br />

springs.<br />

Protranz general manager Shaun<br />

Coakley said the company has<br />

completed site investigations and was<br />

completing technical reports to address<br />

factors such as stability, ground<br />

conditions and groundwater seepage.<br />

The Waimakariri District Council has<br />

also received aresource consent from<br />

Protranz to construct and operate a<br />

managed fill landfill.<br />

commissioned for the 2023 Auckland<br />

Photography Festival, is now apopular<br />

attraction at the Oxford Gallery Toi o<br />

Waimakariri.<br />

Tamatea ­Dusky Sound 1995 was<br />

curated by one of New Zealand’s most<br />

widely acclaimed photographersMark<br />

Adams, who has work in the exhibition,<br />

and is also atrustee of the Oxford Gallery<br />

Toi oWaimakariri.<br />

The exhibition was commissioned by<br />

Two Rooms Gallery in Auckland.<br />

The Oxford exhibition of the work<br />

opened last month and closes on Sunday,<br />

<strong>May</strong> 12.<br />

Visitors to the gallery have been<br />

captivated by the powerful beauty of the<br />

photographs in the exhibition with one,<br />

Michael Molloy, of Pegasus, who is also a<br />

photographer,calling the work ‘‘just<br />

The exhibition has also received critical<br />

acclaim from aleading New Zealandart<br />

authority, Warren Feeney, who is editor of<br />

Art Beat, calling it a‘‘must see exhibition’’.<br />

The large­scale images in the exhibition<br />

are a20th century response to an historic<br />

event in 1773, when Captain James Cook<br />

visited Tamatea ­Dusky Sound. He met a<br />

group of Māori people, who were<br />

portrayed by his artist William Hodges, in<br />

aseries of paintings and drawings.<br />

These 18th century images represent the<br />

arrival and beginning of European vision<br />

and professional painting in New Zealand,<br />

and are considered to be of crucial historic<br />

importance.<br />

The 12 images in the Tamatea ­Dusky<br />

Sound 1995 exhibition reflect the modernday<br />

experience of that earlier place and<br />

time, by four highly acclaimed New<br />

Zealand photographers—Darren Glass,<br />

Ian Macdonald, Haruhiko Sameshima,<br />

and Mark.<br />

They travelled into Tamatea/Dusky<br />

Sound in <strong>May</strong> 1995 to engage with the<br />

environment, reflect on the cross­cultural<br />

history in that remote fjord of the<br />

Fiordland National Park all those years<br />

ago, and photograph what they saw.<br />

Selected photographs from their 1995<br />

journey have also been shown at the<br />

Auckland, Christchurch and Dunedin Art<br />

Galleries.<br />

Oxford’shistory being brought to life<br />

If you use amagnifying glass at the<br />

Oxford Museum, you can see how the<br />

captain of the fielding cricket team<br />

arranged his players on aday in 1965<br />

when an aerial photo was snapped high<br />

above Oxford.<br />

image shows in high resolution,<br />

intricate detail, along the main street<br />

of Oxford. It includes the cricket match<br />

in progress at the time in Pearson<br />

Park.<br />

‘‘The detail is amazing. It is the<br />

clearest photo Ihave ever seen,’’ says<br />

Museum photography researcher and<br />

treasurer Michelle Doody.<br />

The museum has enlarged the<br />

historical aerial image, acquired from<br />

aproperty search website, to an<br />

expansive three metres long by 1.8m<br />

wide, and mounted it by the museum’s<br />

entrance.<br />

‘‘It allows you to look in the<br />

backyards of every house along the<br />

street and nearby areas,’’ says<br />

Michelle.<br />

‘‘I love looking at it because it shows<br />

me where the early historical Oxford<br />

houses were located in 1965, and now I<br />

can match them with later or earlier<br />

photos, as they have changed over the<br />

years.’’<br />

Michelle has been working her way<br />

through hundreds of images offered up<br />

by the community after she appealed<br />

for old photos to use in the museum’s<br />

photo display ayear ago.<br />

‘‘We have had many images loaned to<br />

us to scan in, and return, so that they<br />

stay within families in the district.’’<br />

She says all the scanned photos are<br />

being logged into asearchable<br />

database, open to members of the<br />

public and museum visitors to peruse.<br />

helped me sort out locations for photos<br />

loaned to us, to give them captions and<br />

some historical context.’’<br />

Since the appeal last year, Michelle<br />

has come across manyphotos<br />

showcasing life in the district.<br />

She says it has been amazing seeing<br />

what people photographed in the early<br />

part of the 20th century.<br />

Horse and hound events were very<br />

popular around the turn of the century,<br />

parades markingthe ends of conflicts,<br />

anniversaries and the <strong>Canterbury</strong><br />

Centenary, plus family picnics and<br />

farming activities are also depicted in<br />

the old photos.<br />

The museum has also enlarged a<br />

hand drawn 1879 Crown survey map of<br />

the Oxford area showing all the<br />

original properties, and who owned<br />

them.<br />

This 1.4m by 1.2m enlargement is<br />

mounted on the wall of the Museum<br />

and has helped Michelle, and the other<br />

staff, locate where everyone was then<br />

and now.<br />

‘‘One thingitshows is just how many<br />

properties were owned by women in<br />

local entertainers in the spotlight this<br />

month to celebrate New Zealand Music<br />

Month.<br />

Six free concerts will be held at the<br />

Rangiora and Kaiapoi libraries<br />

beginning with the Waimakariri District<br />

Council’s Waiata Group performing<br />

today, Thursday, <strong>May</strong> 9, at the Rangiora<br />

Library from 1.30pm to 2pm.<br />

The Rockers of Ages Choir will<br />

perform at the Rangiora Library on<br />

Tuesday, <strong>May</strong> 14, from 2.30pm to 3.30pm<br />

and the <strong>North</strong> <strong>Canterbury</strong> Academy of<br />

Music students will give aperformance<br />

at the Kaiapoi Library on Thursday, <strong>May</strong><br />

<strong>North</strong> <strong>Canterbury</strong>'s economic<br />

development agency has come under<br />

fire for focusingon‘‘hospitality and<br />

cuisine’’, rather than the region's<br />

agriculture sector.<br />

However, Enterprise <strong>North</strong><br />

<strong>Canterbury</strong> chief executiveHeather<br />

Warwick defended the agency's efforts,<br />

saying it focuses its attention on sectors<br />

where help is not already available.<br />

‘‘The agricultural sector is well<br />

served by their industry bodies such as<br />

Dairy NZ, Beef and Lamb NZ,<br />

Horticulture NZ and other industry and<br />

community bodies.’’<br />

Mrs Warwick made the comments<br />

after some councillors said the agency<br />

should do more to showcase<br />

agriculture, during aHurunuiDistrict<br />

Council meeting last week.<br />

Councillor Dave Hislop said he<br />

wantedtosee Enterprise <strong>North</strong><br />

<strong>Canterbury</strong> ‘‘more engaged in the<br />

agricultural sector’’.<br />

Fellow councillor Robbie Bruerton<br />

thought the agency should focus on<br />

‘‘more than just hospitality and<br />

cuisine’’.<br />

Enterprise <strong>North</strong> <strong>Canterbury</strong>isthe<br />

economic development arm of the<br />

Waimakariri and Hurunuidistrict<br />

councils.<br />

Mrs Warwick said 18% of the<br />

businesses the agency has worked with<br />

in the last 12 months are agricultural<br />

businesses.<br />

‘‘We often provide funding to help<br />

business owners in this industry group<br />

to upskill.<br />

‘‘We are currently working on<br />

projects regarding alternativecrops for<br />

farmers who wish to diversify,<br />

regarding sustainability practices as<br />

well as offering businesssupport.’’<br />

She said the councillors’comments<br />

related to anew initiative called ‘‘Move<br />

on Up’’, duringapresentation to the<br />

council earlier lastmonth.<br />

nz, where it is showcasing the stories of<br />

Nine case studies have been<br />

produced so far, including arural GP,<br />

guard at HanmerSprings Thermal<br />

Pools and Spa, ateacher, aboutique<br />

food producer, workers on alarge pig<br />

farm, acouncil worker, acraft beer<br />

producer and those who have moved<br />

out for the rurallifestyle.<br />

There are plans to tell the stories of<br />

people working in the wine industry, as<br />

well as more agriculturalcase studies.<br />

The agency has alsobeen running an<br />

initiative called ‘‘The <strong>North</strong> Course’’<br />

since 2022, where local restaurants and<br />

cafes are encouraged to serve adish<br />

with ingredients from local producers.<br />

Acollaboration of artwork by two friends<br />

with alove of natural materials has<br />

resulted in astunning new exhibition at<br />

Rangiora’s Chamber Gallery.<br />

The exhibition Whakawhiti Crossover,<br />

by Claire Aldhamland and Jan Robertson,<br />

opened in the gallery in the Rangiora<br />

Library last month and will close on<br />

Thursday, <strong>May</strong> 23.<br />

It began with the women taking abeach<br />

walk together and the ‘‘discovery of so<br />

many endless possibilities’’, Claire says.<br />

They wanted to look at where<br />

similarities in their approach to art<br />

making overlapped with materials and<br />

processes.<br />

‘‘As always our work is in response to<br />

natural resources and the joy of working<br />

with, not against, the materials, almost like<br />

aconversation.’’<br />

There are thirty­one pieces in the<br />

exhibition, amix of Claire’s traditional<br />

weaving and Jan’s ceramics.<br />

Jan says she was influenced by ‘‘our<br />

shared love of natural resources’’ for this<br />

exhibition.<br />

‘‘It has been an adventure into the<br />

unknown really with the outcomes not<br />

predetermined, with Claire responding to<br />

what Imade,’’ she says.<br />

‘‘I produced anumber of pots, and then<br />

she has added fibre to some of these.’’<br />

Their recent visit to Birdlings Flat, a<br />

beach settlement near Little River on<br />

Banks Peninsula, proved rewarding for the<br />

women with most of the exhibits in<br />

Whakawhiti Crossover, inspired by the<br />

beach environment that day.<br />

‘‘For example, achunk of bull kelp found<br />

was the influence for the free­formed<br />

shapes, which was adeparture for me<br />

away from more classic forms,’’ Jan says.<br />

safely handle, groom and show an Angus<br />

heifer was the goal for contestants at the<br />

Generation Angus World Forum NZ<br />

Youth Team selection trials near Oxford<br />

recently.<br />

Held at the Timperlea Angusstud over<br />

three days, the 18 young competitors<br />

from all over New Zealand competed for<br />

places, in the two teams, to travel to the<br />

World Angus Forum in Australia next<br />

year.<br />

The Forum is held every fouryears.<br />

The youth trials were the first held<br />

since aNew Zealand team won at the<br />

World Angus Forum in Scotland, in 2017.<br />

Based on the Young Farmers contest<br />

modules covering awide variety of<br />

farming skills, including fencing, tractor<br />

driving skills, carcass cuts, veterinary<br />

skills and questions, clipping, cattle<br />

showing and stock judging.<br />

Fellow committeemember Katherine<br />

McCallum, of Southland, says alot of the<br />

contestants were ‘green’ to showing<br />

because it is not that big in New<br />

Zealand, but the Australians they will<br />

face next year are very dominant in<br />

preparing animals for showing.<br />

‘‘They will definitely have that as part<br />

of their competition format.’’<br />

researchtheir topic and then present it<br />

Century Farm Award for Reed family farm<br />

Having family already in <strong>North</strong><br />

<strong>Canterbury</strong> made emigrating alot easier<br />

for newlyweds William and Mary Ann<br />

Reed, of Devon, when they finally<br />

berthed at Lyttelton in December 1870.<br />

They had set sail three months earlier<br />

aboard the sailing ship Zealandia from<br />

England, alongside hundreds of other<br />

families, and single folk all seeking a<br />

new life in the Antipodes.<br />

Their passage cost them £29 ­ £7 in<br />

cash and the rest in apromissory note to<br />

the Government of the day.<br />

The equivalent today of spending<br />

£14,917.<br />

Luck was with them because Mary<br />

Ann already had brothers, who had<br />

arrived in 1850 and settled at<br />

Horrellville, aflag station on the<br />

Eyreton­Bennett's branch railway line,<br />

32 miles from Christchurch.<br />

The young couple first settled at<br />

Woodend, then moved to Saltwater<br />

Creek, where William, ablacksmith,<br />

found work.<br />

In 1872, John Horrell (eldest brother<br />

of Mary Ann) purchased aland parcel<br />

and the couple moved to Carleton Rd to<br />

farm it.<br />

The Reeds soon bought anearby lot<br />

and built their home and stables there.<br />

Sadly in 1873 alarge paddock fire<br />

burnt some of the stables down, along<br />

with the horses, but the cottage was<br />

saved.<br />

They were forced to take aloan from<br />

John Horrell to keep the farm and<br />

returned to Saltwater Creek, where<br />

William worked as awheelwright.<br />

In 1874, the Reeds purchased John<br />

Horrell’s land parcel and farmed<br />

Carleton Road again. Today it has been<br />

awarded aCentury Farm Award, for 100<br />

years of stewardship on the land.<br />

The 178 acre Carleton Rd farm<br />

became known as Eyre Barton.<br />

More land purchases saw it grow to<br />

322 acres by 1884.<br />

The Reeds continued to purchase<br />

blocks of land nearby, including one<br />

bordering the Carleton Domain in 1895,<br />

which has remained in continuous<br />

family ownership ever since.<br />

In 1898 William and Mary Ann moved<br />

to anew farm, Broadgate, near Darfield.<br />

Their second son, William John,<br />

bought Eyre Barton with his wife Alice<br />

in 1910, and their only son, Bill and his<br />

wife Sarah, owned it from 1929.<br />

During Bill's tenure, the farm reached<br />

asize of 1160 acres.<br />

Through the 1950s and 1960s, the farm<br />

was split between their two sons Ray<br />

and Gordon.<br />

Gordon and his wife farmed the<br />

Western portion before selling it in 1989.<br />

Ray and his wife Gladys farmed the<br />

Eastern portion.<br />

Through the 80s, they too split their<br />

farm between their two sons, David and<br />

Gavin, and themselves.<br />

David and his wife sold their portion<br />

out of the family in 1985.<br />

Gavin and his wife Marie continue to<br />

farm their 550­acre portion today.<br />

Over the years what was farmed has<br />

undergone asteady evolution.<br />

Sheep farming formed the backbone<br />

with Shropshires initially, transitioning<br />

to Corriedales under Bill and Sarah and<br />

Romneys under Ray and Gladys.<br />

Romney Border Finn Texel crosses<br />

were preferred by Gavin and Marie,<br />

before downsizing the sheep farming<br />

operation about 15 years ago.<br />

Angus beef cattle are now grown in<br />

addition to dairy calf grazing.<br />

Cereal cropping has also been<br />

undertaken by all, but with increased<br />

mechanisation greater holdings have<br />

been able to be grown by Gavin and<br />

Marie.<br />

The first combine harvester was<br />

purchased in the late 1950s, and<br />

irrigation was introduced in 1999.<br />

Ryan (Gavin and Marie's son) says the<br />

Century Farms scheme is agreat<br />

opportunity to celebrate the years of<br />

dedication and hard work that his<br />

parents and four generations before<br />

them have put into the farm at Carleton<br />

/Bennetts.<br />

The Reeds will receive their Century<br />

Farm 100­year plaque at afunction held<br />

in Lawrence over the weekend of <strong>May</strong><br />

17­19.<br />

Winterfeed, hay and silage will be<br />

showcased at the annual <strong>North</strong>ern<br />

A&P Association’s winterfeed<br />

competition later this month.<br />

Entries are now open and close on<br />

Thursday, <strong>May</strong> 16.<br />

Winterfeed is the first to come<br />

under the microscope on Tuesday,<br />

<strong>May</strong> 21, and Wednesday, <strong>May</strong> 22.<br />

It will be followed by the hay and<br />

silage competition on <strong>May</strong> 24.<br />

All types of crops, on different soil<br />

types, dryland and irrigated will be<br />

in the spotlight.<br />

No two seasons are the same, with<br />

this year delivering avery dry<br />

summer and autumn, making winter<br />

feed establishment challenging.<br />

An organiser, Will Bailey says this<br />

year summer heat during January<br />

and early February was normal.<br />

‘‘However this year is very<br />

challenging due to the lack of late<br />

summer and autumn rain that we<br />

would normally get to help set up<br />

winter feed crops, resulting in some<br />

very poor dry land crops.<br />

‘‘Also some irrigated crops have<br />

struggled as well.<br />

‘‘There has been lots of heatand<br />

sunshine, but adefinite lack of<br />

moisture,’’ he says.<br />

‘‘We arestill encouraging people<br />

to enter their poorer dryland and<br />

irrigated crops, as everyone is in the<br />

same situation,’’ he says.<br />

The winterfeed judging tour starts<br />

from Farmlands on Flaxton Road,<br />

leaving at 10 am each day.<br />

team in the Luisetti Seeds<br />

Combined Country rugby<br />

competition as it passes the<br />

half­way point.<br />

In Pool Afour teams —<br />

Methven, Glenmark­Cheviot,<br />

Southern and Prebbleton —<br />

have cleared out from the<br />

chasing pack.<br />

Hurunui needs to make the<br />

most of its home advantage and<br />

beat Southern at its Club Day at<br />

Culverden this Saturday to<br />

have any chance of closing the<br />

gap.<br />

In contrast, in Pool B, while<br />

Kaiapoi’s good win over Ashley<br />

on Saturday took it to the top of<br />

its pool on 20 points, it is by no<br />

means acertain qualifier.<br />

There are four teams<br />

snapping at its heels —<br />

Waihora (19), Ohoka (17),<br />

Southbridge (17), and Darfield<br />

(16).<br />

Darfield has won only two<br />

matches, but has 8bonus points<br />

from five matches. Ashley (14),<br />

Celtic (12) and Rakaia (11) are<br />

still in touch with the leading<br />

group.<br />

Southern vGlenmark­Cheviot<br />

Southern came out of the blocks<br />

firing on all cylinders, putting<br />

Glenmark­Cheviot under<br />

immense pressure. The first 15<br />

minutes was spent in<br />

Glenmark­Cheviot’s 22, as the<br />

Southern forward pack<br />

dominated.<br />

However, Glenmark­Cheviot<br />

managed to hold out, and a<br />

strong break from Mike Keane<br />

put the visitors on attack for the<br />

first time, capitalising when<br />

George Fox, Glenmark­<br />

Cheviot’s player­of­the­day,<br />

scored.<br />

Poor discipline meant<br />

Glenmark­Cheviot could not get<br />

any flow into the game,<br />

however it held its narrow lead<br />

till half time.<br />

The home side came out<br />

strongly, again piggy backing on<br />

some poor discipline, and<br />

Southern grabbed the lead with<br />

two penalty goals.<br />

Caleb Beck responded for<br />

Glenmark­Cheviot to put his<br />

side ahead briefly, after some<br />

great injection off the bench, as<br />

the Glenmark­Cheviot team<br />

tired. However, poor discipline<br />

swung the game back in<br />

Southern'sfavour.<br />

Then apiece of individual<br />

brilliance from Ratu Aporosa<br />

Toroca split the Glenmark­<br />

Cheviot’s tired defence in two.<br />

With aone­on­one ahead of<br />

him, he managed to beat the<br />

last defender and put the game<br />

beyond doubt with 10 minutes<br />

to spare.<br />

Alate penalty, right on<br />

fulltime from Caleb Beck, was<br />

sufficient to clinch what could<br />

be avaluable bonus point for<br />

Glenmark­Cheviot.<br />

With the coveted Andrew<br />

Dunbar Memorial Trophy on<br />

the line, there was plenty of<br />

edge to Ashley’s match at<br />

Kaiapoi Park.<br />

The visitors had the best of<br />

the early exchanges,<br />

dominating early possession<br />

and territory.<br />

However it threw away two<br />

gift­wrapped opportunities to<br />

land easy penalty goals, and<br />

when a50/22 from Lance Taylor<br />

put Kaiapoi on to the attack, it<br />

made the most of its<br />

opportunity. Prop Zac Andrews,<br />

with afull head of steam up,<br />

proved unstoppable.<br />

At the 30 minute mark,<br />

Kaiapoi’s forwards and backs<br />

linked well and left­wing<br />

Reuben Tiweka ran round<br />

behind the posts for the only<br />

other try of the half, giving<br />

Kaiapoi a14­nil lead.<br />

Ashley showed it meant<br />

business with full­back, Luke<br />

Gold, carving ahole in<br />

Kaiapoi’s defence, but Kaiapoi<br />

hit straight back when adeftly<br />

placed kick from half­back, Leo<br />

McConchie, was gathered by<br />

Taylor who scored near the<br />

posts.<br />

Soon after Kaiapoi lost the<br />

first of two players to the sinbin.<br />

This meant it played 20<br />

minutes with only 7forwards.<br />

With the Ashley scrum<br />

already gaining the upper<br />

hand, this was amajor<br />

challenge to Kaiapoi, but with<br />

hooker, Ryan Clark, and<br />

Andrews leading the way<br />

Kaiapoi stiffened its resolve.<br />

It was aided when Louie<br />

James crossed unchallenged in<br />

the corner only to inexplicably<br />

drop the ball in the in­goal.<br />

The Ashley team redeemed<br />

itself soon after when Blake<br />

Walesby ran from the base of<br />

the scrum to score, and a<br />

Korbyn Gray penalty closed the<br />

deficit to just four points.<br />

However Kaiapoi rose to the<br />

challenge, with atry off the<br />

bench for Zane Carey, then<br />

another to Taine Jacobs­<br />

Lawson, who had astrong game<br />

both off the kicking­tee and in<br />

directing play from the pivot<br />

For Ashley, Matt Couch on<br />

the wing was always adanger<br />

while Eli Coulston, in his first<br />

impressed when inserted off<br />

Ohoka’s unbeaten run came to<br />

an end on Friday night in a<br />

high­scoring affair at Darfield.<br />

Darfield’s first try came after<br />

just four minutes, but Ohoka’s<br />

reliable goal­kicker, Scott Allin<br />

reminded the home team of the<br />

dangers of infringing anywhere<br />

in its own half when he landed<br />

three penalties in quick<br />

succession.<br />

Darfield wrested the lead<br />

back in the 26th minute, and led<br />

19­9 at half­time, and never<br />

really looked in danger of<br />

defeat from that point on.<br />

However, on each of the three<br />

occasions Darfield scored in<br />

the second half, Ohoka replied<br />

with atry of its own to close the<br />

gap, but in the end it had to be<br />

acknowledged Darfield, having<br />

scored six tries to Ohoka’s<br />

three, deserved the victory.<br />

front with astoic performance<br />

being well­supported by lock,<br />

Max Lines while Siaosi Fifita<br />

confirmed his growing<br />

reputation as a‘‘super sub’’ by<br />

scoring atry off the bench, as he<br />

has done in virtually every<br />

match to date this season.<br />

Prebbleton vOxford<br />

The hosts, Prebbleton, proved<br />

too strong for agallant Oxford<br />

team on Thursday night. Both<br />

teams started strongly with<br />

some big hits from both sides.<br />

Oxford found itself hard on its<br />

defensive line with the ball,<br />

when Prebbleton stripped the<br />

ball in the tackle, and ran under<br />

the sticks for the first try of the<br />

game.<br />

In the 18th minute<br />

Prebbleton’s other winger<br />

notched its second try.<br />

Prebbleton was getting nearly<br />

all the ball but Oxford<br />

redoubled its defensive efforts.<br />

With Ben Foster, Jack Classen<br />

and Stuart Feary to the<br />

forefront, it held the score at<br />

0­14for nearly 40 minutes, but<br />

eventually the dam burst and<br />

Prebbleton ran in afurther four<br />

converted tries in the last<br />

Methven vHurunui<br />

Hurunui pulled up short on<br />

Friday night at Methven, after<br />

conceding alate try which<br />

broke the deadlock. Its attack<br />

was dynamic early on.<br />

Aburst from Digby Heard<br />

created field position for lock,<br />

Isaac Francis, to bash over from<br />

short range after 4minutes.<br />

Heard was in the action again,<br />

gathering aMatt Hickey chip<br />

kick, and tip toeing 40 metres<br />

down the touchline to score<br />

their second.<br />

Methven regathered in the<br />

second half, monopolising<br />

possession and territory,<br />

eventually scoring in the 60th<br />

minute. Jono Schwass then got<br />

Hurunui to 19­10, scoring under<br />

the posts from aquick ruck<br />

snipe.<br />

However, Methven mounted<br />

apenalty goal comeback to<br />

level proceedings.<br />

Scores remained tied until<br />

Methven’s Bede Fisher, made a<br />

line break and provided a<br />

brilliant offload to Xavier<br />

Bartlett, who evaded one<br />

defender to score the winning<br />

try.<br />

Despite ahorrendous penalty<br />

count, there were many<br />

positives for Hurunui.<br />

Centre Josh Cavanagh,<br />

threatened often, tearing into<br />

space where it appeared and<br />

provided crisp distribution to<br />

his outsides. Inside<br />

combination of Schwass and<br />

Hickey showed good game<br />

awareness, distributing and<br />

kicking well. Prop, Richard<br />

Earl, produced his busiest<br />

display of the season, earning<br />

himself man of the match.<br />

SaracensvHornby<br />

There was elation at<br />

Southbrook Park last Saturday<br />

after Saracens won its first<br />

game of the season beating<br />

Hornby 45­19.<br />

The scoreline however did<br />

not paint an accurate picture of<br />

how the game initially<br />

unfolded, as up until the final<br />

20 minutes Hornby was well in<br />

contention.<br />

Atthis point its superior<br />

scrum had begun ademolition<br />

job on Saracens, and whether<br />

the home team could survive<br />

was in question.<br />

There were signs of this in<br />

the first spell, but Saracens<br />

withstood this, and gained<br />

sufficient tidy ball to run out to<br />

a21­7 halftime lead.<br />

Hornby’s try resulted from a<br />

push over, whereas Saracens’<br />

three first half tries came from<br />

aline out drive, acharge down<br />

and aforward rumble near the<br />

line.<br />

Hornby began the better in<br />

the second half, scoring atry<br />

after Saracens dropped aball<br />

on defence.<br />

Saracens struck back<br />

immediately when full back<br />

Ollie Bithray came into the<br />

back line and made an extra<br />

attacker. With the score at<br />

26­14, Saracens situation<br />

looked comfortable, asituation<br />

that was confirmed moments<br />

later when Bithray scored<br />

again.<br />

The Hornby forwards<br />

however again took control,<br />

and when they scored again to<br />

close to 19­33 doubts whether<br />

the margin was enough<br />

resurfaced.<br />

Saracens used what ball it<br />

gained to good effect, with its<br />

backs seizing on half gaps in<br />

Hornby’s defence resulting in<br />

two tries in the last 10 minutes.<br />

Road and drainage maintenance along<br />

Tram Road<br />

As part of the Council's road anddrainage<br />

maintenance programme, our contractorCORDE has<br />

been carrying out high shoulder removal alongTram<br />

Road,between Oxford Road andTwo Chain Road.<br />

High shoulder is soil and grass build up on the edge<br />

of the road, which stops the water getting off the<br />

pavement into swale.Water sitting on thepavement<br />

can cause pavement deterioration so it's important<br />

to remove this. This work involves removing the soil<br />

and grass build-up adjacent to the road, to allow<br />

water to drain from the road surface.<br />

Works are happening from Monday 6<strong>May</strong> until<br />

Friday 10 <strong>May</strong> between 7am and 6pm.<br />

Thousands of tonnes nolonger<br />

being landfilled<br />

Each of Waimakariri’s residents on average is<br />

dumping almost 70kg less rubbish when compared<br />

to 2017.<br />

While on apersonal basis that’s quite the feat,<br />

when considered across the District that’s 4,685<br />

tonnes less rubbish!<br />

Council’s 2023 Waste Assessment showed adrop<br />

in per-capita waste from 325kg/capita to 256kg/<br />

capita since the last assessment in 2017.<br />

Avisual audit at Southbrook Resource Recovery<br />

Park by Waste Not Consulting also indicated that<br />

the optional organics bin collection service has<br />

resulted in asignificant decrease inorganic waste<br />

going to landfill.<br />

Solid Waste Asset Manager Kitty Waghorn said<br />

this is agreat result for Waimakariri.<br />

“Of the councils whose waste has been audited by<br />

the same consultant, we are one of the lowest in<br />

New Zealand for per-capita waste.”<br />

Since its launch in 2019, 70% of properties eligible<br />

for the organics kerbside service now have agreen<br />

wheelie bin.<br />

Households can choose the organics bin size that<br />

suits them best out of the 80L, 140L and 240L<br />

size range, but Kitty said there are many simple<br />

ways that households can reduce the amount of<br />

food scraps and garden waste that makes it into<br />

those bins each week.<br />

“Things like the choices people make at the<br />

supermarket, through to composting at home and<br />

setting up worm farms.”<br />

The results from the 2023 Waste Assessment will<br />

be used to identify key issues and priority areas<br />

that will influence Council’s new draft Waste<br />

Management and Minimisation Plan which is up<br />

for review later this year.<br />
