Blocked pipes blamed for<br />

repeated surface flooding<br />

FRUSTRATED New Brighton<br />

residents believe a lack of<br />

drainpipe maintenance is leaving<br />

the area needlessly exposed to<br />

flooding.<br />

Heavy rain fell in the city last<br />

Tuesday morning, resulting in<br />

shin-deep flooding across parts of<br />

New Brighton.<br />

The flooding subsided within<br />

a couple of hours after local<br />

authorities rushed to clear the<br />

outflow pipes which had left parts<br />

of Marine Pde and Pacific Rd<br />

awash. The affected roads had<br />

been reopened by the afternoon.<br />

An update from city council<br />

staff on the day explained leaves<br />

blocked some sumps which had<br />

slowed the drainage of surface<br />

water.<br />

“Out east we are aware of a<br />

couple of locations where surface<br />

flooding occurred, however,<br />

contractors were on site early<br />

managing traffic and clearing the<br />

key outfalls.<br />

“Once this occurred, the water<br />

drained away quickly.”<br />

Some residents say it has<br />

become the norm when there was<br />

heavy rain.<br />

But North Beach Residents’<br />

Association chair Kim Money<br />

said the lack of maintenance<br />

for sand-blanketed outfall pipes<br />

could leave homes vulnerable.<br />

“It will go into houses,” she<br />

said.<br />

“It’s certainly something that<br />

frustrates me immensely because<br />

I understand it is something that<br />

is a relatively easy fix.<br />

“The longer it takes the council<br />

and (Citycare) to come and clear<br />

the outfall drains on the beach,<br />

the larger the buildup of water on<br />

Marine Pde.<br />

“It needs to be addressed<br />

straight away . . . it affects<br />

residents all the time.”<br />

Money explained the buildup<br />

issue was symptomatic of an<br />

“accreting” shoreline.<br />

A NIWA report commissioned<br />

by the city council in 2018<br />

suggested the majority of the<br />

city’s coastline was experiencing<br />

accretion, where the shoreline<br />

builds up as the coast advances<br />

seaward.<br />

“As soon as we get those ocean<br />

outfall pipes covered in sand, the<br />

water just can’t get out from the<br />

street,” Money said.<br />

“The frustrating thing is that<br />

this whole thing is avoidable, by<br />

clearing the outfalls before the<br />

rain comes.”<br />

Money said a proposed<br />

extension of the outfall pipeline at<br />

Cygnet St could mitigate some of<br />

the problems, or reallocating the<br />

maintenance burden to coastal<br />

community park rangers.<br />

The council said in a statement<br />

the flooding was due to leaves<br />

blocking grates and the ocean<br />

outfall being covered in sand.<br />

8.<strong>30</strong>-9am and cleared the grates<br />

and ocean outfall at the end of<br />

Cygnet St.<br />

The surface flooding was all<br />

cleared before noon.<br />

Prior to any significant<br />

events city council contractors<br />

proactively clear key drains,<br />

grates and outfalls.<br />

“When we clear the outfalls<br />

along the coast, our contractors<br />

need to do this following a high<br />

tide as if we do this at the wrong<br />

stage of the tide, then they will<br />

just get covered in sand again,” a<br />

city council spokesperson said.<br />

FIXING earthquake damage<br />

and improving emergency<br />

resilience for the key route in<br />

and out of New Brighton is a step<br />

closer.<br />

The Gateway to New Brighton<br />

project has now been approved<br />

by a hearings panel and will see<br />

major upgrades to Pages Rd, a<br />

new bridge and improvements to<br />

surrounding streets.<br />

Other key upgrades<br />

include:<br />

• A new T-intersection<br />

and traffic lights to replace<br />

the roundabout at Pages<br />

Rd, Hawke St and Seaview<br />

Rd<br />

• No vehicle access to<br />

the T-intersection from<br />

Owles Tce and New<br />

Brighton Rd<br />

• A lane change on Pages Rd<br />

westbound from one to two lanes<br />

• Intersection modifications,<br />

kerb buildouts, pedestrian<br />

crossings and parking changes<br />

on surrounding streets<br />

“This bridge is the most significant<br />

transport project in our<br />

city and is a lifeline to the east,”<br />

Donovan<br />

panel chair and Coastal Ward<br />

councillor Celeste Donovan said.<br />

“It will significantly improve<br />

traffic flow after events such as<br />

the fireworks and allow for a<br />

quicker emergency evacuation.<br />

“The new bridge and road will<br />

be more resilient to future earthquakes<br />

and the effects of climate<br />

change, replacing the nearly 100<br />

year old bridge damaged in the<br />

earthquakes.<br />

“It’s been a huge concern<br />

for the community,<br />

so we need to deliver it<br />

without further delays.”<br />

The current roundabout<br />

area will become a<br />

pocket park featuring the<br />

existing palm tree, and<br />

the traffic lights will be<br />

moved slightly north.<br />

MOVING FORWARD: The plan to replace the earthquake-damaged Pages Rd bridge and<br />

improve surrounding streets has been approved by a hearings panel and will now go to<br />

the full council for approval.<br />

built further north from its<br />

current position, so the existing<br />

bridge can be used during the<br />

construction period.<br />

A number of changes to the<br />

project’s original design plan<br />

were also proposed by the panel,<br />

such as including space for additional<br />

parking on Hawke and<br />

Rawson Sts and on Seaview Rd.<br />

The panel requested staff<br />

report back on safety and cost<br />

implications for the removal of<br />

the kerb build-out outside the<br />

police station and recommended<br />

changing the shared path on<br />

Seaview Rd to a footpath and<br />

separated cycle lane.<br />

The panel also requested staff<br />

report back to the council on a<br />

location for a pedestrian refuge<br />

island and wider footpaths on<br />

Hardy St to make the streets<br />

safer for surrounding schools.<br />

The panel’s recommendations<br />

will be presented to the full<br />

council for final approval.<br />

We turned to Cameron as we wanted the high profile that we knew would come<br />

from listing with him. What we didn’t realise prior to dealing with him and his<br />

amazing team is how geniune he is. Everything happened when it was meant to<br />

Rose winner honouring her heritage<br />

A FATHER’S love for his Irish<br />

homeland motivated the national<br />

winner of the Rose of Tralee to<br />

enter the event.<br />

Keely O’Grady, 21, was awarded<br />

the <strong>2024</strong> title in Invercargill on<br />

Saturday night after years of<br />

encouragement from her father<br />

“to stay connected to her Irish<br />

culture”.<br />

Surprised by her win, the Canterbury<br />

representative credited her<br />

father’s persistence for exploring<br />

her Irish identity.<br />

The Rose of Tralee celebrates<br />

young women of Irish heritage in<br />

New Zealand.<br />

“As soon as I turned 18, I was<br />

messaged by my dad every year to<br />

enter but the timing’s never been<br />

quite right because of my university<br />

studies,” O’Grady said.<br />

“I finally entered and was inspired<br />

by my dad and just wanted<br />

to make him proud of me.”<br />

O’Grady will complete her<br />

bachelor of speech and language<br />

pathology degree from Canterbury<br />

University while undertaking<br />

her Rose of Tralee duties.<br />

She was chosen from 10 other<br />

hopefuls to represent New Zealand<br />

at the International Rose<br />

of Tralee festival held in Tralee,<br />

Ireland in August.<br />

The festival was formed in 1959<br />

and is held annually in Ireland. It<br />

celebrates women and appoints<br />

a female ambassador for Irish<br />

culture and heritage.<br />

“10 new friends that were some<br />

of the smartest and most talented,<br />

kind girls that I’ve met in my life”<br />

made the competition a “meaningful<br />

experience”, she said.<br />

O’Grady was thankful for<br />

being selected and vowed to use<br />

the opportunity to promote “selfdevelopment<br />

and confidence” to<br />

young girls.<br />

Neighbouring homes up<br />

for auction on same day<br />

THE OWNERS of three<br />

neighbouring properties are<br />

selling their houses at exactly the<br />

same time and it’s no coincidence.<br />

The new builds located in<br />

Prestons Park were deliberately<br />

launched for sale on the same day<br />

last week and will be sold at the<br />

same auction by the same real<br />

estate agent, One Roof reported.<br />

Harcourts Grenadier listing<br />

agent Andrew Steel said he hoped<br />

marketing numbers 35, 41 and<br />

43 Timara Cres at the same time<br />

would attract more buyers. They<br />

will be auctioned on June 13.<br />

Steel, who has already sold<br />

about 20 properties in the Prestons<br />

Park subdivision, including<br />

five houses on Timara Cres, said<br />

he pitched his idea to the different<br />

owners and they were all on<br />

board.<br />

“It’s not often you get three<br />

houses for sale in the same street.<br />

Yes, they are new builds, but<br />

they are smaller-type builders or<br />

developers,” he told One Roof.<br />

“What I’ve said to them individually<br />

is ‘look, each of your<br />

houses are different and I see the<br />

pulling power of you all having a<br />

campaign together’.”<br />

While it was a calculated risk,<br />

he did not think the houses<br />

would be competing against each<br />

other because they were unique<br />

and at different price points.<br />

The two three-bedroom<br />

ownership.<br />

“I think new builds are a real<br />

attraction because it’s all built to<br />

the latest codes.”<br />

Recent sales in the street<br />

include two four-bedroom, twobathroom<br />

due to resourcing constraints.<br />
