A team of volunteers gathered at<br />

Ebenezer M.E. Cemetery in Galloway on<br />

May 22 to beautify the grounds for the<br />

annual Memorial Day ceremony.<br />

According to local resident and cleanup<br />

organizer Bill Dawson, there are at least<br />

a dozen known individuals who served<br />

in the U.S. military who lay at rest in the<br />

small cemetery on Johnson Road. He<br />

said the annual beautification effort is<br />

just a small way for the volunteers to<br />

honor their lives and their service to the<br />

county. Shown here straightening the<br />

the Little Free Library located inside<br />

of the cemetery for the community and<br />

regularly helps the Pleasant Township<br />

road crew maintain the grounds at the<br />

Mobile syringe<br />

service planned<br />

The Safe Point Syringe Service<br />

Program’s mobile unit could soon begin to<br />

operate on the westside.<br />

Representatives with the only legal<br />

comprehensive harm reduction program in<br />

Franklin County recently attended a<br />

Greater Hilltop Area Commission meeting<br />

to seek support as they try to expand their<br />

outreach services.<br />

According to prevention specialist<br />

Carlin Gilroy, Safe Point believes the<br />

implementation of the syringe service program’s<br />

mobile unit could be beneficial to<br />

the community as recent data collected by<br />

local health officials have shown an<br />

increase of reported overdoses calls and<br />

suspected overdose deaths in the area.<br />

“As a comprehensive harm reduction<br />

program, what we try to do through our<br />

services is to get people to use more safely<br />

and keep them healthy and alive,” he said.<br />

Much like the Safe Point brick and mortar<br />

location that has been in operation at<br />

1267 West Broad St. since 2019, the<br />

syringe service program’s mobile unit will<br />

offer a variety of health and education<br />

services. Although the primary function of<br />

the mobile unit will be to serve as a syringe<br />

The Leadership<br />

of the Ohio<br />

House of<br />

Representatives<br />

Managing the legislative work that gets completed<br />

by the Ohio House of Representatives takes a hierarchy<br />

of leadership. In a previous column, I described<br />

the responsibilities of our House Speaker,<br />

Jason Stephens of Lawrence County. He presides<br />

over the legislature during our meetings, directs<br />

legislative procedures, and appoints committee<br />

chairs and members. Today I will describe the<br />

remaining House officers and summarize their<br />

responsibilities.<br />

The Speaker Pro Tempore becomes the temporary<br />

Speaker in the absence of the Speaker. The position<br />

for this General Assembly is held by Scott Oelslager<br />

of Canton, a 34-year veteran of the legislature.<br />

The Majority Floor Leader (or, simply, Majority<br />

Leader) develops and implements the legislative<br />

agenda of the majority (Republican) caucus. Bill<br />

Seitz of Cincinnati, a 20-plus year legislator, currently<br />

holds that position. The Assistant Majority<br />

Leader assists the Majority Leader in these endeavors.<br />

Jon Cross of Findlay fills this position.<br />

The Majority Whip is Jim Hoops, a third-term legislator<br />

from the northwest corner of Ohio. He is responsible<br />

for monitoring legislation and securing<br />

votes for a given bill’s passage. It’s been my experience<br />

thus far that he keeps a pulse of each representative’s<br />

support (or lack thereof) of a measure,<br />

rather than tries to persuade support. I never have<br />

been instructed to do anything but vote my conscience<br />

on any bill; the Whip simply keeps track of<br />

intended votes. The Assistant Majority Whip is<br />

Sharon Ray of Medina. The term Whip originated in<br />

the Parliament of Great Britain and derives from the<br />

”whipper-in” at a fox hunt.<br />

The leadership of the minority party (Democratic)<br />

caucus consists of the Minority and Assistant Minority<br />

Floor Leader and the Minority and Assistant Minority<br />

Whip. Their roles are similar to those of their<br />

majority counterparts. The current Minority Leader<br />

is Allison Russo of Upper Arlington, and the Assistant<br />

Minority Leader is Dontavius Jarrells of Columbus,<br />

whose district abuts ours on the north and east.<br />

The Minority Whip is Dani Isaacsohn of Cincinnati<br />

(the only freshman legislator in leadership) and the<br />

Assistant Minority Whip is Michele Grim of Toledo.<br />

Although the entire House votes on all the leadership<br />

positions, legislators typically (but not always)<br />

defer to their respective party selections, especially<br />

for the Leader and Whip positions. The current<br />

make-up of the House is 67 Republicans and 32<br />

Democrats. The Senate manages itself similarly.<br />

There are 26 Republican and 7 Democratic Senators<br />

in the 135th General Assembly.<br />

House of Representatives, which consists of parts of<br />

West, Southwest, and South Columbus, Grove City,<br />

Urbancrest, and portions of Franklin and Jackson<br />

Townships. He reports regularly on his activities in this<br />

On May 24, Columbus City Attorney Zach Klein announced<br />

Barons Bus and Greyhound Lines, operators of the Wilson Road<br />

bus terminal, have agreed to a plan to drastically reduce operations<br />

at the premises while the search for a long-term interstate<br />

terminal site continues. The agreement will prohibit the pickup<br />

and drop off of passengers at the Wilson Road facility, limiting<br />

operations only to ticket sales and bus transfers. Pickup and drop<br />

off will move entirely offsite. Heightened safety and security measures<br />

will remain in place.<br />

“Signing a court order to drastically reduce operations, address<br />

congestion and overcrowding issues, and maintain strict safety<br />

and security measures at the Wilson Road Terminal is a win for<br />

neighbors and the city,” said Klein. “From the start, I’ve said that<br />

our priorities are to make this site safe and secure for passengers<br />

and surrounding neighbors and to work toward a long term solution<br />

that moves operations to a permanent, more appropriate site.<br />

This agreement is a positive next step on both fronts.”<br />

According to the terms of the preliminary agreement, within<br />

the next 30 days, Barons must submit an updated site plan to the<br />

city for review. Within 120 days of the order, Barons and<br />

Greyhound must transition the property to be used for ticket sales<br />

and bus passenger transfers only. Klein said that the 120-day window<br />

will allow for existing tickets and schedules to be honored.<br />

Additionally, terms of the agreement prohibit operators from<br />

scheduling any layovers of more than two hours and scheduling to<br />

have more than four buses on the property at any one time.<br />

For the next six months, Barons and Greyhound are required to<br />

maintain at least two properly licensed security guards at all<br />

times, and in addition, the operators will be required to reduce<br />

outdoor amplified sound between 10 p.m. and 7 a.m., maintain<br />

cameras, lights and security systems, offer restrooms with running<br />

water, conduct daily trash pickup, and have drinking water<br />

available for passengers.<br />

Pickup and drop-off locations will move entirely to alternative<br />

locations according to the agreement, including one location at the<br />

John Glenn Columbus International Airport, another at The Ohio<br />

State University campus, and a third, to-be-determined location<br />

that operators will work with COTA and the city to identify within<br />

the 120-day transition period.<br />

In addition to alternative pickup and drop off sites and a reduction<br />

in operations at the westside terminal, the agreement also<br />

lays the groundwork for a continued permanent site selection<br />

process, including terms that require operators to disclose at any<br />

time the progress of their efforts to find a more appropriate location<br />

for a permanent terminal.<br />

“The city has been in regular communication with neighbors<br />

throughout this process, and we are encouraged by the steps operators<br />

have agreed upon to address many of the issues that have<br />

plagued this property,” said City Attorney’s Property Action Team<br />

Chief Steve Dunbar. “If at any point we see Barons or Greyhound<br />

deviate from this plan or refuse to work with the city, we will not<br />

hesitate to bring them before the court and hold them accountable.<br />

Safety and access to these services remain our priority.”<br />

A status conference between the parties is set for early July.<br />

<strong>Westside</strong> Community Summer Bash<br />

A Step in the Right Direction will host its annual <strong>Westside</strong><br />

Community Summer Bash from 12 to 4 p.m. <strong>June</strong> 9 at the<br />

Westgate Park Indoor Shelter, 3271 Wicklow Road. From community<br />

resources and free food to bounce houses and face painting,<br />

there’s something for everyone to enjoy. Also rounding out this<br />

day of fun, the Columbus Wizards men’s professional basketball<br />

team has partnered with A Step in the Right Direction to host<br />

sports entertainment for everyone to enjoy.<br />

The <strong>Westside</strong> Community Summer Bash isn’t just a party; it’s<br />

a platform for locals to discover and engage with invaluable community<br />

resources. Attendees will have the opportunity to explore<br />

and connect with essential services and information vital for community<br />

well-being.<br />

exchange program for individuals who<br />

actively use injectable substances, the<br />

health care workers will also provide<br />

health navigation services, testing for sexually<br />

transmitted infections, risk reduction<br />

counseling, and naloxone distribution. The<br />

mobile unit can also provide wound care for<br />

its clients and it will also carry condoms to<br />

decrease the risk of sexually transmitted<br />

diseases in the community.<br />

Gilroy said the syringe service program’s<br />

mobile unit would be stationed in<br />

the parking lot of a partner agency. The<br />

mobile unit would be at that location,<br />

which has yet to be determined, once a<br />

month for a set day and time period.<br />

“It would be a two hour block once a<br />

month (at that location only) so that people<br />

would know that they could come and<br />

receive our services,” he said. “And that<br />

would be the only place we would be in the<br />

neighborhood.”<br />

Gilroy said the syringe service program’s<br />

mobile unit would be able to serve<br />

30 individuals. He estimated the individuals<br />

who access the syringe exchange service<br />

could receive upwards of 75 syringes if they<br />

return used syringes for safe disposal. The<br />

participants would also receive a sharps<br />

disposal container to collect their used<br />

syringes in order to keep the needles off the<br />

streets.<br />

The syringe service program’s mobile<br />

unit has been operating at the Primary<br />

One Health location at 1905 Parsons Ave.<br />

on the second Friday of each month from 10<br />

a.m. to 12 p.m. The mobile unit has also<br />

been operating at Community Medical<br />

Services, 1151 S. High St., on the third<br />

Thursday of each month from 10 a.m. to 12<br />

p.m. as well as the Lutheran Social<br />

Services Health Center, 245 N. Grant Ave.,<br />

on the third Thursday of each month from<br />

6 p.m. to 8 p.m.<br />

Gilroy said Safe Point health care workers<br />

and volunteers often conduct community<br />

cleanup events in the areas where they<br />

operate the mobile unit. He said thus far,<br />

there has been no indication that their<br />

services have caused an increase in needles<br />

found in the neighborhoods or an uptick in<br />

criminal activity.<br />

As a part of their operational contract<br />

with the Columbus City Council, the Safe<br />

Point Syringe Service Program’s mobile<br />

unit requires letters of support from the<br />

local area commissions and neighborhood<br />

groups to set up a location in their communities.<br />

recently received an endorsement from the<br />

North Hilltop Neighborhood Association<br />

and were hoping the members of the<br />

Greater Hilltop Area Commission would<br />

give their support as well.<br />

The commission said at their meeting in<br />

May they were in favor of the expanded<br />

presence of Safe Point in the community.<br />

As a former member of the Project Open<br />

Hand board, commissioner Jennie Keplar<br />

said she has seen firsthand how bloodborne<br />

illnesses can affect entire families<br />

and communities. She said she believes the<br />

mobile syringe exchange unit could have a<br />

“positive impact” on the region.<br />

“This could have a very positive impact<br />

not just on the people actively using drugs,<br />

but also the families on the Hilltop whose<br />

family members are using the services of<br />

sex workers along Sullivant Avenue,” she<br />

said.<br />

Commissioner Keith Neal said he was<br />

also in support of the expanded outreach<br />

around the westside<br />

Movie in the Park<br />

Prairie Township will host a free movie<br />

in the park at 8 p.m. <strong>June</strong> 14 at the Prairie<br />

Township Sports Complex, 1503 Galloway<br />

Road. Residents can gather at sunset to<br />

watch “Teenage Mutant Ninja Turtles:<br />

Mutant Mayhem. For more information,<br />

Concerts in the Park<br />

Prairie Township will host Concerts in<br />

the Park. These free concerts will run from<br />

6 to 8 p.m. at the township’s sports complex,<br />

1503 Galloway Road. On <strong>June</strong> 15,<br />

Mother Hubbard will perform. Tim Castle<br />

will take the stage on July 20, and Avec<br />

Amour will perform on Aug. 10. For additional<br />

Free summer meals at library<br />

Columbus Metropolitan Library (CML)<br />

has partnered with Children’s Hunger<br />

Alliance to provide students 18 and<br />

younger with free meals this summer at 17<br />

CML locations. The Hilltop Branch, located<br />

at 511 S. Hague Ave. in Columbus, will<br />

offer free student meals Monday through<br />

Saturday from 11:15 to 11:45 a.m. and<br />

from 3:15 to 3:45 p.m. Visit<br />

17, out here using drugs too,” he said.<br />

“What programs do you have for those not<br />

yet 18?”<br />

Gilroy said state law does not allow Safe<br />

Point to serve individuals who are under<br />

the age of 18. However, Troy Miller, the<br />

associate director of prevention programs<br />

at Safe Point’s co-oversight organization<br />

Equitas Health, said health navigators can<br />

provide referrals to other resources but<br />

they cannot distribute supplies to anyone<br />

under 18.<br />

With the commission giving a unanimous<br />

endorsement, their letter of support<br />

will be sent to city officials to let them<br />

know Safe Point has their approval to operate<br />

in the Hilltop. Safe Point program manager<br />

Elizabeth Onzima said the program<br />

still has a “few more steps to climb” before<br />

it can begin operating its mobile unit but<br />

they hope to be in the community soon.<br />

“Safe Point is in discussions with a local<br />

health organization to establish and get a<br />

(memorandum of understanding) signed<br />

for that partnership in the Greater Hilltop<br />

area,” she wrote in an email. “There will be<br />

more details to come, but it is our hope to<br />

begin services before the end of summer<br />

should all go to plan.”<br />

The South-Western City Schools board of education<br />

was presented with an update of the five-year financial<br />

forecast at its regular meeting on May 13. It was summarized<br />

by Treasurer Hugh Garside as showing little<br />

change from last year’s projections which showed a<br />

rise in expenditures, a relatively flat revenue stream,<br />

and a positive cash balance through fiscal year 2028.<br />

“I would say that we are right on target to where we<br />

thought we would be,” he said. “But I will also add that<br />

we are going to finish the year a little better financially<br />

than we initially anticipated.”<br />

He explained that when he is putting together the<br />

five-year financial forecast, which is a hypothetical<br />

representation of a district’s financial future based on<br />

historical trends and known facts, he does it in a conservative<br />

manner as a way to mitigate unwanted surprises.<br />

“We always try to be within a<br />

2 percent margin of our projected<br />

revenues and within a 2 percent<br />

margin of our projected<br />

expenditures.”<br />

He said that if the actual<br />

numbers come in around that<br />

projected goal of the 2 percent<br />

range, it could mean a bottomline<br />

difference between $10-$11<br />

million. He pointed out that the<br />

district is within those margins<br />

in the updated forecast.<br />

“Our overall revenues and<br />

Forecast holds steady in South-Western<br />

our overall expenditures are within the 2 percent margin,”<br />

he said. “And I do expect our cash balance will be<br />

better than anticipated from the forecast that was presented<br />

in November.”<br />

In regard to the cash balance, Garside said the district<br />

always wants to maintain a “three to six month”<br />

window of a positive cash balance to pay salaries and<br />

other operating expenses. He noted that the district<br />

will have that positive cash balance through fiscal year<br />

2028.<br />

“The reason why we want to be in that (three to six<br />

month window) with the cash balance is because if a<br />

storm comes — if the economy comes down or something<br />

bad happens — we won’t have to make cuts or<br />

have any big changes with our programs. We know<br />

that we can sustain the storms.”<br />

Garside attributed some of the stability in the cash<br />

balance to “fiscal responsibility” from district officials<br />

and better than expected sources of revenue. For<br />

example, he said the district saw a “better than expected”<br />

return on investment earnings which has helped<br />

the district financially.<br />

“Our average interest rates increased from 2.5 percent<br />

in the last fiscal year to 4.6 percent this fiscal<br />

year,” he said.<br />

The district’s overall earnings in fiscal year <strong>2024</strong><br />

was around $12.5 million, which is an increase of $6<br />

million from the previous fiscal year.<br />

“Those are positives for our school district,” he said.<br />

According to the forecast, the district will have a<br />

positive cash balance of $259.7 million, $253.6 million,<br />

$240 million, $207 million, and $168.5 million in fiscal<br />

years <strong>2024</strong> through 2028.<br />

Five candidates to be interviewed for SWCS superintendent position<br />

The South-Western City School District<br />

Board of Education has identified five candidates<br />

who will be invited for first-round<br />

interviews for the district’s open superintendent<br />

position. The candidates were<br />

finalized during a May 22 special meeting.<br />

On March 11, Superintendent Dr. Bill<br />

Wise announced his plans to step down<br />

from the position at the conclusion of the<br />

2023-<strong>2024</strong> school year.<br />

The board of education will interview<br />

the following candidates:<br />

•Randy Banks, assistant superintendent<br />

at Worthington City Schools<br />

•Dr. Todd Hoadley, superintendent at<br />

Tolles Career and Technical Center<br />

•Dr. Jamie Lusher, deputy superintendent<br />

for South-Western City Schools<br />

•Chris Papouras, superintendent for<br />

Euclid City Schools<br />

•Dr. Walter Skaggs, superintendent of<br />

St. Clairsville-Richland City Schools<br />

The board has spent much time evaluating<br />

each applicant based on the merits of<br />

their experience, leadership acumen, and,<br />

most importantly, based on input from the<br />

community.<br />

“We were incredibly impressed by both<br />

the quality of leadership and experiences of<br />

applicants who made their candidacy<br />

known to us through the submission of<br />

their application for the superintendent<br />

position,” said Chris Boso, board president.<br />

“On behalf of the board, we would like to<br />

extend our sincerest appreciation to all<br />

candidates who submitted an application<br />

to us and for their interest in investing<br />

their time, talents, and energy into our students,<br />

schools, and community. In the<br />

weeks to come, we are excited to get to<br />

know interviewees on a more personal level<br />

and to hear how they plan to help generations<br />

of students succeed and reach their<br />

post-secondary dreams under their proposed<br />

leadership plans.”<br />

First-round interviews took place May<br />

28-29. Following those interviews, the<br />

board will then evaluate candidates further<br />

and extend second-round interviews to<br />

finalists scheduled for <strong>June</strong> 3 and <strong>June</strong> 4.<br />
