Memorial Day in Lockbourne<br />

The Hamilton Township High School band played each military branch theme at the<br />

Lockbourne Memorial Day Commemoration on May 27. This enabled each veteran<br />

to stand and be recognized by the audience when their branch theme was played.<br />

Lockbourne veteran Bennett Smith Jr., known as Ben Smith, was honoree at the<br />

Lockbourne Memorial Day Commemoration on May 27. Smith served in the U.S.<br />

Marine Corps from 1974 to 1986. He was stationed at Marine Corps Air Stations<br />

If your child knocks out a tooth<br />

CW celebrates McGill Park ree Season Shelter House opening<br />

The city of <strong>Canal</strong> <strong>Winchester</strong> held a grand opening<br />

ceremony of its McGill Park three season shelter<br />

house on May 23.<br />

The city began construction of the 84 acre McGill<br />

Park, located at 6725 Lithopolis-<strong>Winchester</strong> Road, in<br />

2021. The first section opened in July 2022 with<br />

amenities including soccer fields, a nature themed<br />

playground, walking trails, and an open shelter<br />

house. Construction on the three season shelter<br />

house began in September 2023.<br />

“The open shelter houses at our other parks are<br />

constantly in use during the warmer months,” said<br />

<strong>Canal</strong> <strong>Winchester</strong> Mayor Joe Steager. “This new<br />

facility will be a step up from that, giving renters<br />

access to a warming kitchen, sink, and restrooms.<br />

Adding overhead doors and a gas fireplace makes it<br />

rentable for more of the year, too.”<br />

The three season shelter house will be available<br />

to rent daily from 8 a.m. to 10 p.m. The shelter house<br />

has seated capacity for 62 and maximum capacity of<br />

123. Picnic style tables are included inside the main<br />

gathering space. Renters also have access to two<br />

charcoal grills and additional seating on the adjacent<br />

patios.<br />

Hourly rental rates are available for residents<br />

and non-residents. Reservations can be made on the<br />

city of <strong>Canal</strong> <strong>Winchester</strong> website at canalwinchesterohio.gov<br />

on a first come, first served basis, and<br />

must be booked 10 days in advance.<br />

Construction at the park continues with work<br />

having already started on pickleball courts. Future<br />

phases of McGill Park will add more attractions such<br />

as multi-purpose fields, a dog park, and an event<br />

center.<br />

There’s little CW can<br />

do about panhandlers<br />

Despite complaints, when it comes to<br />

panhandlers in <strong>Canal</strong> <strong>Winchester</strong>, the<br />

city’s hands are tied in shooing them off of<br />

public street corners and rights-of-way<br />

since their activity falls under the U.S.<br />

Constitution’s precepts of free speech.<br />

<strong>Canal</strong> <strong>Winchester</strong> City Councilman<br />

Richard Moore said a resident sent an<br />

email saying she was concerned about a<br />

significant increase in panhandling, especially<br />

in front of the PNC bank building,<br />

Chipotle, and a car wash.<br />

“It looks to be a group that comes and<br />

leaves together,” said Moore during a May<br />

20 council work session.<br />

Councilwoman Jill Amos said she saw<br />

panhandlers on four different street corners<br />

the previous weekend.<br />

Law Director Thaddeus Boggs said his<br />

office looked into the issue a number of<br />

times over the course of several years and<br />

said little can be done to get panhandlers<br />

off of streets and parking lots.<br />

“The courts have said–pretty uniformly–panhandling,<br />

in and of itself, is a protected<br />

speech,” said Boggs. “There are really not<br />

ways to regulate panhandling as such. But<br />

if they are in a place in the roadway that is<br />

a danger to themselves or others (they can<br />

be told to move) or if they are on private<br />

property and have been told they are not<br />

allowed to be there, it becomes an issue of<br />

trespass.”<br />

However, Boggs said if a panhandler is<br />

in a public place like a right-of-way, sidewalk,<br />

median, or grassy area, there is<br />

nothing the sheriff’s office is empowered to<br />

do with respect to removing them.<br />

“You do not need a permit to panhandle,”<br />

said Boggs, who said the city of<br />

Dublin, in an effort to curb the activity,<br />

installed signs at corners attractive to panhandlers<br />

saying, ‘There is a Better Way to<br />

Give.’”<br />

Boggs suggested the city could discuss<br />

the situation with the sheriff's office and<br />

property owners to see what level of dissuasion<br />

with which they might be comfortable.<br />

“It seems to be the same group of people,”<br />

Amos said. “I offered them a list of<br />

services, but they only wanted cash.<br />

Other CW news<br />

•The city of <strong>Canal</strong> <strong>Winchester</strong> is moving<br />

forward with a $3.4 million contract<br />

with Complete General Construction for<br />

Phase 6 of Gender Road improvements.<br />

The project enhances safety and<br />

improves pedestrian mobility on Gender<br />

Road through the U.S. Route 33 interchange.<br />

The anticipated start date is July<br />

and the project continues into 2025.<br />

Council approved waiver of second and<br />

third readings in order to meet project contract<br />

provisions and the Ohio Department<br />

of Public Transportation’s timeline.<br />

•<strong>Canal</strong> <strong>Winchester</strong> is adding another<br />

Community Reinvestment Area to its<br />

inventory, bringing the total to three post-<br />

1994 and two pre-1994 CRAs, with a resolution<br />

establishing the Violet Point CRA.<br />

Development Director Lucas Haire said<br />

the area is generally bounded by Diley<br />

Road to the west, Kings Crossing and the<br />

<strong>Canal</strong> <strong>Winchester</strong> corporation limits to the<br />

north, just east of the city limits, and Basil<br />

Western Road to the south.<br />

“This is the first step in creating a new<br />

community reinvestment area,” said<br />

Haire. “It’s the majority of the property<br />

that was recently rezoned to limited manufacturing<br />

and includes some parcels south<br />

of Kings Crossing Boulevard. There are<br />

four single family homes located within the<br />

291 acres of the CRA. Two of them have<br />

homes that were constructed prior to 1900.<br />

There are two old farmhouses there, so<br />

that meets the (state) criteria of homes<br />

being historically significant (due to age).”<br />

The resolution allows the city to create a<br />

CRA permitting real estate tax exemptions<br />

for commercial and residential properties<br />

on a case-by-case basis.<br />

•Council also approved a resolution<br />

naming the new three-season shelter<br />

house in McGill Park the Peggy Wood<br />

Pavilion.<br />

“The Wood Foundation donated<br />

$500,000 to the city for the development of<br />

McGill Park a number of years ago,” said<br />

City Administrator Matt Peoples. “Now<br />

that we’re opening the shelter house, we<br />

would like to recognize the Wood<br />

Foundation.”<br />

to Fortress Obetz, 2015 Recreation Trail,<br />

from 6-9 p.m. every Thursday (weather<br />

allowing) to Aug. 22. The event features<br />

live musical performances, local food<br />

trucks, vendors, and weekly giveaways.<br />

Four bars are strategically placed throughout<br />

the venue. It also showcases cars,<br />

trucks, jeeps, exotics, and motorcycles.<br />

Honoring the military has deep roots in<br />

Hamilton Township with such close proximity<br />

to a former active duty air base<br />

where Tuskegee Airmen took flight and B-<br />

52s once waited on the tarmac.<br />

Today, honoring the military takes<br />

many forms and for one Hamilton Schools<br />

teacher and one Hamilton Schools staff<br />

member, they proudly joined a March<br />

Honor Flight Columbus trip transporting a<br />

group of veterans to Washington, D.C. to<br />

visit service and war memorials.<br />

“My father retired from the Air Force<br />

after serving in Vietnam,” said Susan<br />

Sewell, the district’s athletic secretary and<br />

Hamilton graduate. “We based our roots<br />

here in Hamilton Meadows like a lot of military<br />

families did. I spoke with Judy<br />

McClelland, who has been a volunteer for<br />

Columbus Honor Flight for many years,<br />

and has a daughter who works here in the<br />

district. It was a great conversation and I<br />

couldn't wait to fill out my application to be<br />

a Guardian.”<br />

Guardians are volunteers who accompany<br />

veterans during the trip in the air and<br />

on the ground. In February, Sewell<br />

received an email from Columbus Honor<br />

Flights Executive Director Beth Johnson<br />

wanting to know if she was available for<br />

their March 28 flight/mission.<br />

Hamilton Township High School<br />

teacher Corey O’Brien said Johnson also<br />

asked him to go on the HFC Mission 129<br />

because he is a combat veteran and his dad<br />

was a Marine who served during Vietnam.<br />

“My father passed away last year, which<br />

also marks the 50th anniversary of the<br />

Vietnam War,” said O’Brien. “Mission 129<br />

was occurring over our spring break, so we<br />

wouldn’t miss any school. HTHS has<br />

already hosted a meeting for students<br />

interested in volunteering to become high<br />

school student Guardians for missions next<br />

spring. There is no charge for high school<br />

Guardians, but it is typically $450 for others<br />

to go as Guardians.”<br />

O’Brien and Sewell participated in a<br />

Guardian training session at Honor Flight<br />

Columbus’ office two weeks prior to the<br />

mission. Their main responsibility was to<br />

attend to the needs of the pair of veterans<br />

in their care and take pictures.<br />

Upon arrival at Ronald Reagan<br />

National in D.C., the entourage boarded<br />

private tour buses and proceeded to various<br />

locations, including the Air Force Memorial<br />

and the Marine Corps (Iwo Jima) War<br />

Memorial.<br />

At Arlington National Cemetery they<br />

watched a changing of the guards ceremony<br />

and continued their tour at the Navy<br />

“It was a day filled with emotions,” said<br />

Sewell. “All of our Vietnam veterans<br />

received a pin from their Guardians–On<br />

Behalf of a Grateful Nation, We Thank You<br />

for your Service. I chose to ‘pin’ my veterans<br />

at the Vietnam War Memorial. It was a<br />

special moment and I will remember it forever.”<br />

When the aircraft transporting the<br />

Honor Flight participants arrived back in<br />

Columbus much later the same day, they<br />

were greeted with a water cannon salute by<br />

fire trucks stationed on the flight line.<br />

“Once we exited the airplane, we walked<br />

out towards baggage claim and we were<br />

greeted with the largest welcome home<br />

tunnel I have ever seen,” said O’Brien. “It<br />

was something our veterans never got to<br />

have when they came home all those years<br />

ago. Over 1,500 people lined all the way<br />

through the airport cheering all our veterans<br />

and waving U.S. flags and signs of<br />

appreciation. It was the most amazing<br />

thing I ever witnessed. They walked<br />

through a long line of cheering folks who<br />

made them feel valued, and acknowledged<br />

their service/sacrifice.”<br />

Veterans also received mail bags filled<br />

with letters from family and friends and<br />

students. It is a practice Columbus Honor<br />

Flight organizes for each flight.<br />

“Coming from a family with military<br />

background, this experience explained a lot<br />

of things that I might never have known,”<br />

said Sewell. “Being able to talk with my<br />

two veterans and hear about their experience<br />

in Vietnam was quite eye opening. We<br />

have to be able to tell their stories for the<br />

next generations. I wish so much I could<br />

have had this experience with my own<br />

father. I wore his dog tags on my trip so I<br />

feel like he was with me the whole day.”<br />

O’Brien said the experience was amazing<br />

and emotional for him and he was<br />

thankful to be able to listen to stories told<br />

by the father and son duo–Don and Larry<br />

Lusk–he accompanied on the trip as a<br />

Guardian.<br />

“They are incredible human beings, and<br />

being able to be a part of this journey with<br />

them was an honor,” said O’Brien. “My<br />

stepmom buried some of my dad’s ashes at<br />

the Vietnam Wall and at the Three<br />

Servicemen Statue. Being able to visit him<br />

a year after his death was difficult, yet<br />

meaningful.”<br />

According to O’Brien, the high school<br />

invited Honor Flight Columbus to participate<br />

in their annual Military Appreciation<br />

Nights during boys basketball games and<br />

had student volunteers act as Guardian<br />

Assistants, who help veterans in wheelchairs<br />

when they return to John Glenn<br />

Airport.<br />

“Students have written letters and<br />

made thank you cards for the veterans as<br />

part of the Mail Call experience of the<br />

Honor Flight Columbus event,” said O’Brien.<br />

“Funds were raised by selling military t-<br />

shirts and Starkiss popsicles from Obetz<br />

Dairy Queen.”<br />

Money raised from popsicle/t-shirt sales<br />

was matched by Obetz Dairy Queen, which<br />

enabled HTHS to sponsor two veterans to go<br />

on a trip.<br />

“Our commitment and dedication was not forgotten,<br />

and we’ve maintained our connection/relationship<br />

to Honor Flight Columbus,” said O’Brien.<br />

“Now that it is back up and running, Hamilton<br />

Township High School will be sending high<br />

schoolers to act as Guardians for Honor Flight<br />

Columbus for next year in the Spring.”<br />

Honor Flight Columbus is a non-profit<br />

organization dedicated to honoring America’s<br />

veterans. The trips are free for any qualified<br />

veteran. More than 129 flights have transported<br />

over 9,300 veterans. The organization<br />

is funded by donations from various businesses,<br />

foundations, school organizations, and<br />

grateful Americans.<br />

Applications are accepted from adults age 65<br />

and over, who served at least one day of full<br />

time active duty, outside of any basic training<br />

active duty. For scheduling, top priority is given<br />

to WWII, Korea and terminally ill veterans.<br />

Veterans are placed on a waiting list and<br />

are booked in the order in which their applications<br />

in the Park of the summer and were invited to enjoy the<br />

Touch-A-Truck event as well at Stradley Park on May 17. Kids<br />

took turns trying on firefighters’ heavy uniforms and posing<br />

with the event’s living statue.<br />

First responders invited kids of all sizes to explore their public<br />

safety vehicles, even allowing them to honk the horn.<br />

The Leadership<br />

of the Ohio<br />

House of<br />

Representatives<br />

Managing the legislative work that gets completed<br />

by the Ohio House of Representatives takes a hierarchy<br />

of leadership. In a previous column, I described<br />

the responsibilities of our House Speaker,<br />

Jason Stephens of Lawrence County. He presides<br />

over the legislature during our meetings, directs<br />

legislative procedures, and appoints committee<br />

chairs and members. Today I will describe the<br />

remaining House officers and summarize their<br />

responsibilities.<br />

The Speaker Pro Tempore becomes the temporary<br />

Speaker in the absence of the Speaker. The position<br />

for this General Assembly is held by Scott Oelslager<br />

of Canton, a 34-year veteran of the legislature.<br />

The Majority Floor Leader (or, simply, Majority<br />

Leader) develops and implements the legislative<br />

agenda of the majority (Republican) caucus. Bill<br />

Seitz of Cincinnati, a 20-plus year legislator, currently<br />

holds that position. The Assistant Majority<br />

Leader assists the Majority Leader in these endeavors.<br />

Jon Cross of Findlay fills this position.<br />

The Majority Whip is Jim Hoops, a third-term legislator<br />

from the northwest corner of Ohio. He is responsible<br />

for monitoring legislation and securing<br />

votes for a given bill’s passage. It’s been my experience<br />

thus far that he keeps a pulse of each representative’s<br />

support (or lack thereof) of a measure,<br />

rather than tries to persuade support. I never have<br />

been instructed to do anything but vote my conscience<br />

on any bill; the Whip simply keeps track of<br />

intended votes. The Assistant Majority Whip is<br />

Sharon Ray of Medina. The term Whip originated in<br />

the Parliament of Great Britain and derives from the<br />

”whipper-in” at a fox hunt.<br />

The leadership of the minority party (Democratic)<br />

caucus consists of the Minority and Assistant Minority<br />

Floor Leader and the Minority and Assistant Minority<br />

Whip. Their roles are similar to those of their<br />

majority counterparts. The current Minority Leader<br />

is Allison Russo of Upper Arlington, and the Assistant<br />

Minority Leader is Dontavius Jarrells of Columbus,<br />

whose district abuts ours on the north and east.<br />

The Minority Whip is Dani Isaacsohn of Cincinnati<br />

(the only freshman legislator in leadership) and the<br />

Assistant Minority Whip is Michele Grim of Toledo.<br />

Although the entire House votes on all the leadership<br />

positions, legislators typically (but not always)<br />

defer to their respective party selections, especially<br />

for the Leader and Whip positions. The current<br />

make-up of the House is 67 Republicans and 32<br />

Democrats. The Senate manages itself similarly.<br />

There are 26 Republican and 7 Democratic Senators<br />

in the 135th General Assembly.<br />

House of Representatives, which consists of parts of<br />

West, <strong>South</strong>west, and <strong>South</strong> Columbus, Grove City,<br />

Urbancrest, and portions of Franklin and Jackson<br />

Townships. He reports regularly on his activities in this<br />

position and his campaign has paid for this communication<br />

with you.)<br />

Township considers<br />

vacating part of Bixby Road<br />

The Madison Township trustees are considering a request to<br />

vacate a portion of Bixby Road right of way.<br />

The area is part of the Barr property on the west side of Bixby<br />

Road north of U.S. Route 33, which has been annexed into<br />

Columbus for residential development, according to Madison<br />

Township Administrator Susan Brobst.<br />

“Part of the vacating will be to turn some land over to the Ohio<br />

Department of Transportation (ODOT) for the future interchange<br />

and the rest will go to the Barr parcel,” said Brobst. “Currently<br />

there is nothing (no road, no buildings, etc.) in the area being<br />

vacated.”<br />

She said the request came from the developer, but it involves<br />

ODOT, the Franklin County Engineer, and the township, then<br />

ultimately, the request must be approved by the Franklin County<br />

Commissioners.<br />

“We are just waiting until ODOT gets the necessary documents<br />

to the engineer for review,” said Brobst. “This is a complex multistep<br />

process.”<br />

The trustees could vote on the issue once the documentation is<br />

ready.<br />

Madison Township Public Works Superintendent Dave<br />

Watkins said, since ODOT is involved in this process, the County<br />

Engineer is working with all agencies to coordinate maps, legal<br />

descriptions, etc. The timeline for having these documents has yet<br />

to be finalized, however, it could be as early as the next trustees<br />

meeting. A resolution would be asked to be approved.<br />

Other Madison Township news<br />

•The trustees approved the purchase of a Ring-O-Matic 550VX<br />

HiCFM vacuum excavator from Best Equipment Company Inc., at<br />

a cost of $109,283, plus freight $1,450, less dealer discount of<br />

$10,869, for a total payment of $99,864.<br />

Watkins said a vacuum (trailer) excavator purchase was<br />

included in this year’s budget. He said this piece of equipment is<br />

used to safely and efficiently clean out the storm drains, without<br />

the employee needing to climb in and out of a manhole.<br />

•Fire Marshal Scott Hite’s retirement letter was accepted by<br />

the trustees. He is retiring at the end of July after 36 years of<br />

service.<br />

Obetz Summer Camp<br />

Obetz Summer Camp starts <strong>June</strong> 17 with two camp sessions<br />

for kids ages 6-8 and 9-11. The camp is designed to nurture creativity,<br />

teamwork, and a love for the outdoors through various<br />

activities ranging from arts and crafts to field trips. There is a<br />

limit of 14 children per age group. Scheduled from Monday to<br />

Thursday, the camp for 6-8-year-olds runs from <strong>June</strong> 17 to July 2,<br />

while the 9-11-year-olds camp runs from July 15 to Aug. 1.<br />

Registration is now open for residents with Obetz Black Cards.<br />
