Drought and funding cuts causing angst
By DAVID HILL,
Local Democracy Reporter
North Canterbury farmers fear
funding cuts could leave them high
and dryinthe middle of adrought.
Hurunui Mayor Marie Black says she
was concerned at the timing of cuts to
the Ministryfor PrimaryIndustries
(MPI), when local farmers areinthe
midst of an adverse event.
Drought was declared in the district
in March and therehas been no
significant rainfall since January.
‘‘The loss of support through MPI is
aconcern.
‘‘It is about the messaging for our
community at atime of critical need.
‘‘I am concerned about what support
is available through MPI for farmers.’’
She was disappointed with the
response from Kaikōura MP Stuart
Smith to questions about the funding
cuts, when he addressed arecent
council meeting.
‘‘It would be nice to fund
everything,’’ Mr Smith said.
‘‘What we need to be doing is
focusing our efforts to fix the problem
permanently with irrigation.
‘‘The funding is ending and that is
the consequence.’’
He said it was time for the Hurunui
Irrigation Project to be completed.
The project was established more
than 20 years ago and is now
administered by Amuri Irrigation Ltd.
But MrsBlack says focusing on
irrigation did not address the
immediate needs.
‘‘Maybe he didn’t understand what
we arefacing,’’ MrsBlack said.
‘‘Farmers arefacing the impact of a
lack of rain, on top of high interest
rates, rising costs and low commodity
prices.’’
Farmers were resilient, having
survived droughts, earthquakes,
weather events and Covid19 in recent
years, but there were limits.
She says the North Canterbury
Rural Support Trust has been
organising events to support farmers,
with moreevents planned.
The Hurunui Adverse Events
Drought conditions ... Hurunui farmers are facing an uncertain winter, with no significant rainfall since January.
Committee has been meeting
fortnightly since March to monitor the
situation.
Committee chairperson Dan Hodgen
says the situation facing farmers is ‘‘as
tough as we have seen’’.
‘‘Because we are facing multiple
challenges at once, the tools we would
normally apply like destocking or
buying in feed are alot more costly.’’
The one saving grace was the good
early summer conditions, which
allowed farmers to produce extra feed
supplies.
But feed supplies were fast running
out.
He is also concerned about funding
cuts.
‘‘They are telling us they have got it
under control, and Iguess we have to
take their word for it.’’
He called on the Government to
make more funding available to the
North Canterbury Rural Support
Trust and wondered if there could be
some help with transport costs.
The Hurunui Adverse Events
Committee was due to host Associate
Agriculture Minister Nicola Grigg this
week, while Mr Smith is arranging for
Parliament’s primary production
select committee deputy chairperson
Miles Anderson to visit Hurunui next
month.
Federated Farmers North
Canterbury meat and wool
chairperson Sara Black says weather
forecasts indicate there is no
significant rainfall expected over the
next two months.
‘‘It is hard to find any silver linings
at the moment.
‘‘If we get rain now, it will be awet
and muddy winter, but if we don’t get
PHOTO: SUPPLIED BY DAN HODGEN
rain it will be adifficult spring.’’
The last thing farmers need is a
dumping of snow.
Federated Farmers has set up afeed
helpline to support farmers.
Agriculture Minister Todd McClay
says no frontline staff had been
affected by MPI’s staffing changes.
By declaring amediumscale
adverse event in March, Mr McClay
says $170,000 of extra funding was
made available to rural support trusts
in drought affected areas.
‘‘I have asked the Ministry for
Primary Industries to work closely
with the rural support trusts to
continue monitoring the situation and
consider what additional support is
needed.’’ He expected to make an
announcement in the coming week.
Milestone for Baptist Church
BySHELLEY TOPP
Visitors from the Solomon Islands,
Northern Australiaand all around
New Zealand are heading to Kaiapoi
this weekend for the Kaiapoi Baptist
Church’s 125th anniversary
celebrations.
The threeday celebration begins
tomorrow (on Friday June 14) with an
evening of worship at the church, says
Kaiapoi’s Wayne Orchard, a
longstanding member of the church.
The next day an informal afternoon
tea will be held at the church to give
everyone attending the anniversary a
chance to meet and share memories.
There will also be an exhibition of
photos in the church showcasing its
history.
‘‘It is about coming together for a
gatheringand acatch up,’’ Wayne says.
‘‘We haven’t seen some of the people
visiting for the anniversary for years.’’
The celebration ends on Sunday,
June 16, with achurch service starting
at 10am. There will be singing, guest
speakers and acelebration to
recognise 125 years of service in the
Kaiapoi community.
Thechurch was established during
the late 1800s when agroup of
believers formed afellowship and
began worshipping as the Kaiapoi
Baptist Church.
On March 20,1899, the foundation
stone was laid for anew church
building at 67 Fuller Street, and on
May 21 the new building was opened,
beginning arich history of community
service which will provide much to
reminisceabout duringthe
anniversary celebrations.
Mission work has played an
important role in the church’s history.
This has included missions in the
Kaiapoi community, special events for
children, activities, camps, youth
services for young people, and
campaigns catering for adults.
Overseas work has also been
important. The Solomon Islands
became afocus, starting in 1956 when
Edgar and Dorothy Pollardleft
Kaiapoi for missionary workthere,
while others from the church have also
served there.
By the early 1970s the original
church building was no longer fit for
purpose and work began on
constructing the present daybuilding
which is believed to have opened on
July 1,1978.
The Person to Person Help Trust
was established during the 1980s and
the house behind the church was
converted for use as achild care
facility.
It is now afully licenced and
registered early childhood centre.
The church was also proactive
helping in the community after the
2010 earthquakes, which flattened
much of Kaiapoi, and later after the
2011 earthquakes.
‘‘We have awide pool of skilled
people who were able to provide help
in many ways,’’Warren says.
Soldier’sBlock in the spotlight
By ROBYN BRISTOW
Work to bring the Soldiers’ Block, at the
Queen Mary Hospital Historic Reserve
in Hanmer Springs, back to life, has
begun.
Restoration and earthquake
strengthening led by local Hanmer
Springs builder O’Brien Construction, is
under way.
The work is expected to take nine
months to complete, with many Hanmer
Springs locals employed on the site as
part of the construction team..
Before work began last Wednesday,
the building was blessed by Rāwirī
Manawatu from Ngāti Kurī.
Hurunui Mayor Marie Black says it is
ahuge milestone for the Hanmer
Springs community as the construction
phase begins for the longawaited
project —a‘‘vision for our community
for so long’’.
‘‘The Soldiers’ Block is synonymous
with healing, right from the start of the
building’s history as aplace for soldiers
to heal mentally and psychologically
from the horrors of World War 1, and
including when it gave hope to so many
as adrug and alcohol treatment centre
during the 1970s.’’
The Soldiers’ Block was opened in
1916 to rehabilitate the soldiers
returning from World War 1, and later
became asuccessful national drug and
alcohol treatment facility.
Chief Strategy and Community officer
Judith Batchelor says Mike Gilles from
Heritage New Zealand visited the site
on last Wednesday and would be
working closely with O’Brien
Construction throughout the
restoration.
‘‘The site is fenced off and access to
that part of the Queen Mary Hospital
Historic Reserve will be restricted
while these works are undertaken.’’
Work begins ... Zoe Cuff, who is part of the construction team undertaking the ninemonth
restoration project, works on the restoration of the Soldiers’ Block.
PHOTO: SUPPLIED
The restoration and earthquake
strengthening is part of a$3.5 million
redevelopment of the building.
It is being funded by aLotteries grant,
$1.5 million from the Government’s
Better Off funding, development
contributions and agrant from the
council’s Earthquake Prone Buildings
Fund.
Hanmer Springs Community Board
chairperson Mary Holloway said
previously the town is ‘‘really excited’’
progress is finally being made, after the
Queen Mary Historic Reserve was
vested in the council back in 2010.
‘‘Having the project under way is
going to be ahuge boon for Hanmer and
for the hospital site to be the beating
heart of the village again will be pretty
special. Eventually it will be Hanmer’s
Hagley Park.’’
Hanmer Springsbased councillor
Tom Davies says the project will breathe
new life into the reserve.
‘‘It is great for Hanmer, Hurunui and
New Zealand that buildings of such
significance are both preserved and
brought back to auseful purpose.’’
Flood resilience funding welcomed by ECan
By DAVID HILL,
Local Democracy Reporter
Central Government funding to
assist with flood resilience has
been welcomed by
Environment Canterbury.
The regional council has
received cash from the new
regional infrastructure fund as
part of Budget 2024.
Environment Canterbury
acting chairperson Craig
Pauling said the new cofunding
arrangement ‘‘is a
great start’’.
‘‘Coinvestment is something
we’ve been pushing for along
time, along with the rest of Te
Uru Kahika –Regional and
Unitary Councils Aotearoa.
‘‘Flooding is the country’s
most common natural hazard,
and urgent action is needed to
ensure our communities are
resilient"
The country’s regional
councils have been advocating
for central Government
support for river resilience
projects for several years. It
led to the ‘Before the Deluge'
report, which was released just
before Cyclone Gabrielle
struck parts of the North Island
last year.
Councillor Pauling said
Environment Canterbury
identified seven priorities for
the region, which were put
forward in the report.
‘‘We will continue to work
with the Government to
progress projects to help
safeguard lives, property and
vital infrastructure across
Waitaha, as well as help us
with overall river resilience
including biodiversity and
biosecurity outcomes.
‘‘I am looking forward to
keeping the conversations with
the Government going and
getting these initial pieces of
work started.’’
Included in the initial
funding round will be
upgrades to critical and aged
flood management
infrastructure across the
region to make it more
resilient to the changing
climate.
Further work on the
Rangitata flood resilient
programme and projects in
South Canterbury will also be
funded.
The Government is still
working through the amount of
support which will be offered
to each project.
Four-years backed
By DAVID HILL,
Local Democracy Reporter
North Canterbury’s mayors are
backing calls for afouryear council
term.
Local Government New Zealand
(LGNZ) has established an electoral
reform group to consider changes to
increase voter participation and
implement fouryear terms.
It will be led by Nelson Mayor Nick
Smith, aformer Government
Minister.
Waimakariri Mayor Dan Gordon
said his council supported moving to
afouryear term.
‘‘It is not the biggest priority, but it
would certainly make adifference.
‘‘It has been long advocatedfor and
the Future for Local Government
Review panel recommended it.’’
He said elections were costly and
by holding them less often, councils
would have more time to implement
their work programmes.
Long Term Plans would also likely
be moved to fouryearly, instead of
every three years, which would take
the pressure off council staff, he said.
Hurunui Mayor Marie Black said
she also support fouryear terms.
‘‘I never really agreed with it for a
long time, but now Isee the value,
because it is costly to have elections
and Ithink the volume of work and
outcomes over afouryear term would
be greater.’’
She said councillor remuneration
would need to be considered, as four
years would be amajor commitment
for councillors jugglingother
employment.
Kaikōura Mayor Craig Mackle said
fouryear terms wereneeded for
central Government, but he also
supported local government making
the change.
LGNZ president Sam Broughton
said afouryear term would ‘‘double
the amount of usable time’’ for
councils.
He said the first year after an
election was spent getting systems in
place and for new councillors
learning their roles, while the second
year was spent working work on Long
Term Plans.
‘‘And then the followingJanuary
you start thinkingabout the next
election.’’
Mr Broughton said indications
werethe Government was
considering having areferendum on
fouryear terms, which would likely
include changing central government
terms as well.
‘‘It is unusual around the world to
have athreeyear term. Most
countrieshave afouryear or even a
fiveyear term.’’
The electoral reform groupwill
focus on increasing voter turnout,
transitioning to fouryear terms,
considering the ways people can vote,
who should administer local
elections and how they arebest run.
Local Government Minister Simeon
Brown said the Government was
preparing aBill on fouryear terms,
Comedies provide drama
It is not Strictly come Dancing, but for the
hapless members of the Little Grimley
Theatre Group, it is enough to entice
people out of their armchairs.
Rangiora Players is in final rehearsals
for its production, Strictly Sex Factor (on
Ice) and Murder in little Grimley .
These two comedies by English
playwright David Tristram follow the
hapless, (and hopeless), members of The
Little Grimley Theatre Group as they
battle the odds to stage their productions.
The first, Strictly Sex Factor (On Ice)
sees the Grimley group wondering why so
few people are turning up to their shows.
It finally dawns on them that rather
than coming out to see what they produce,
their potential audience is sitting at home
on the sofa, watching such epic TV shows
as Strictly Come Dancing, XFactor, and
Dancing on Ice.
Thus, it occurs to Chairman Gordon that
maybe Grimley ought to try and emulate
these shows, with glamour, moonlight,
music, romance, and dazzling, tight, sexy
sequined costumes and not forgetting the
glittery balls.
Whale count is back
By DAVID HILL,
Local Democracy Reporter
Have you ever thought of counting
whales as part of your winter getaway?
The Great Kaikōura Whale Count is
back from June 27 to July 10 and the
Kaikōura Ocean ResearchInstitute
Inc (KORI) is seeking volunteers.
The initiative began in 2020, when
tourism companies were not operating
due to Covid restrictions.
The whale count was held for three
years before taking ayear off due to a
lack of funds, but KORI director Dr
Jody Weir said funding has been
secured from the Kaikōura District
Council.
‘‘We get people from all over the
country. Each year we have run it we
get close to 200 volunteers.’’
The objective was to get an idea of
the number of whales migrating
between feeding grounds in the
Southern Ocean near Antarctica and
breeding grounds in amoretropical
climate.
‘‘In May 2020 we didn’t have
WhaleWatch and DolphinEncounter
running, but we still had these whales
migrating and there were people not
working, receiving government
subsidies,’’ Dr Weir said.
‘‘So employers were sending people
outtohelp and there were tourists
stuck here.’’
In the first season there wasfunding
from the Kaikōura District Council
and KORIwas able to combine it with
research it was doing for the
Department of Conservation.
Over the three years it was run,
KORI noticed an increase in the
number of whales, including
Of course, unexpected things happen to
hamper the thespians,asthey attempt to
stage aproduction that would make the
TV producers envious. And if that wasn't
enough, the second half of the show is a
murder mystery come whodunnit entitled
Murder! in Little Grimley.The Grimley's
play is, it seems, based on real life. Which
leaves everyone pondering: the
quarrelsome quartet have been in some
sticky situations over the years, but can
they possibly get away with murder?
President David Bukley says these plays
have been hilarious to watch during
rehearsals, and is proud to bring them to
alocal audience.
It’s no surprise David Tristram is one of
the United Kingdom’s most popular and
performed comedy playwrights. On
average, one of his 29 published plays is
being performed somewhere in the world
every single day.
Strictly Sex Factor (On Ice) and Murder
in Little Grimley open at Rangiora
Players Little Theatre on Saturday, June
15. Visit Rangioraplayers.org.nzfor
further details.
humpbacks, and therewas alarge
number of calves.
‘‘On the best day in 2022 we counted
40 humpbacks and therewere orca,
sperm whales and blue whales,’’ Dr
Weir said.
‘‘This is consistent with
international markers which show
humpbacks are coming back.
‘‘Kaikōura was once based on
whaling and this northernbay used to
be full of southernright whales, but
now we celebrate if they come through.
‘‘We are hoping it will become a
more welcoming place for whales.’’
KORI has received agrant from the
council to help pay for some
internships, so it can bring in students
to help run initiatives, including the
whale count.
Each day between June 27 and July
10 there will be spotters looking out for
whales at the monitoring station on the
Kaikōura Peninsula between 10am
and 4pm (weather permitting).
Atraining session will be held at the
KaikouraMuseum on June 27, and
there will be free festivities to
celebrate the whales on Saturday,
June 29, and Sunday, July 7.
Amber Jellyman, 18, never imagined she
would be working as apainting
apprentice this time last year.
That was until Kaikōura painter Shane
Calvert offered her ajob.
The Kaikōura youth is in her first year
of athreeyear apprenticeship as a
painter, thanks to the support of the
Kaikōura Mayors’ Taskforce for Jobs
programme.
‘‘I wasn’t really looking for ajob at the
time,’’ Ms Jellyman said.
‘‘I just needed to find something to do to
get out of school. Ididn’t think Iwould be
doing this, but Idon’t regret it.’’
She is one of several young people
being supported into apprenticeships
through the programme, with Mr Calvert
taking on two apprentices.
The programme has helped her to get
the tools of the trade and assisted her in
attending some courses.
She said she likes working at different
locations around the district.
Workmate Ryan Jarvis said he has been
impressed with Ms Jellyman’s work ethic.
‘‘She has only been painting for ayear,
but her skill level is of athird year
apprentice.’’
After working as amechanic for five
years, Courtney Burke found herself
unemployed when her employer closed
down.
But the Kaikōura Mayors’ Taskforce for
Jobs programme helped her find ajob as
an apprentice diesel mechanic for Sam
Lewthwaite of Lewthwaite Diesel
Services.
Mayor Craig Mackle said the
programme checked in on local
businesses to see if any positions were
coming up.
‘‘After talking with Sam we decided to
track her (Courtney) down.
‘‘It is abig step up from amechanic to
well.’’
The programme has assisted her to
attend courses, including gaining her
WTR (wheels, tracks and rollers) and
class 2licences for heavy vehicles, and
provided $2000 worth of tools.
‘‘I was pretty happy with cars, but it is
nice to have an extra step ahead,’’ Ms
Burke said.
After growing up in Hanmer Springs,
Ms Burke completed an automotive
course through the Ara Institute of
Canterbury, before starting an
apprenticeship with Arthur Burke Ltd in
Amberley.
She moved to Kaikōura three years ago.
The Mayors’ Taskforce for Jobs
programme is funded by the Ministry of
Social Development, with the
Government announcing $18 million in
funding over two years.
Kaikōura joined the programmed in
2020 and this year it was funded with the
goal of placing 38 young people (up to age
24) into sustainable employment by June
30.
Coordinator Aysia McMillan said 40
youth have been placed in jobs so far.
Milestones celebrated
This week Ialso attended the
celebration of the 100th anniversary of
the Royal Agricultural Society of NZ
with my verygood friend Mayor Phil
Mauger and President Rachel Walker.
For 100 years the Royal Agricultural
Society has been nurturing and
showcasing the excellence that defines
our agricultural community.
A&P Showsare more than just events.
They are atestament to our history,
our values and our way of life as New
Zealanders and especially as
Cantabrians.
It was wonderful to be there and
celebrate that milestone.
Finally it was wonderful to see people
from this District recognised in the
Kings Birthday Honours. Mrs Arihia
DarrylBennett, Mr Bernard Lawrence
Power (Bernie) and Mrs Elizabeth Hera
Cunningham, who although doesn’t live
in our District has along history of
working with our Council in her role at
Environment Canterbury, Civil Defence
and Greater Christchurch Partnership.
Iamdelighted to have known and
worked with these people, and to see
them recognised for their exemplary
service and dedication is fantastic.
Arihia Bennett honoured
It has been abusy start to the month in
the Waimakariri District.
Ithoroughly enjoyed celebrating 150
years of the Rangiora Fire Brigade over
Kings Birthday Weekend.
It was several days of
commemorationswhich included
dinner and dance, and an excellent
static display.
It was great to see some fantastic fire
appliances and equipment from over
the 150 years.
Iwas really impressed with the
vintage 1926 Leyland and 1873 Steamer.
The Waimakariri District is so well
served by the highly skilled and diligent
volunteer fire brigades within it.
Ialso had the privilege of attending
the Oxford Volunteer Fire Brigades
Honours Evening.
Iworked out that with justthose
receiving honours on Saturday night
there was almost 300 years of combined
service.
That is just incredible.
Asignificant contributor to those
years of service is David Frampton who
has recently announced his retirement
from the brigade.
Dave alone has contributed 42 years
to the Oxford Volunteer Fire Brigade.
Ireally do enjoy attendingthe
Honours evenings for the brigades.
Iwill be at Swannanoainacouple of
weeks, which Iamalso looking forward
to.
NC Mayors commit
tostay with LGNZ
and work together
By DAVID HILL,
Local Democracy Reporter
North Canterbury’s mayors say there
arebenefits in workingtogether.
While other councils are debating
the merits of Local Government New
Zealand (LGNZ) membership, the
Waimakariri, Hurunui and Kaikōura
councils remain committed for now.
LGNZ president Sam Broughton
and chief executive Susan Freeman
Greene recently visited the
Waimakariri and Hurunui councils to
promote the benefits of working
together.
Waimakariri Mayor Dan Gordon is
the zone five (top half of the South
Island) chair and amember of the
national council.
‘‘Our position is we are stronger
together,’’ he said.
‘‘We may not agree with every
position, but we have an opportunity
as amember of LGNZ to shape its
advocacy .
‘‘LGNZ has the capacity for sharing
resourcing, advocacy on behalf of
councils and making submissions.
‘‘We are capable of letting our own
voice be heard, but there are more
opportunitieswhen working together,
especially for smaller councils.’’
The Christchurch City Council has
been considering its future in LGNZ,
while several councils including
Auckland Council and the West Coast
RegionalCouncil resigned their
memberships last year.
The Christchurch, Waimakariri and
Selwyn councils work together as part
of the Greater Christchurch
Partnership. Selwyn’s Mayor is LGNZ
president Sam Broughton.
‘‘I respect Christchurch to make
their own decision on that,’’ Mr
Gordon said.
‘‘They are our friends and it is their
call.’’
Hurunui Mayor Marie Black said
her council had not discussed its
membership for sometime.
Her view was, itwas better ‘‘to be
inside the tent’’.
She said LGNZ has an important
role in ensuring ‘‘local voices are
heard’’.
he was also asupporter of LGNZ.
‘‘We see the benefits in working
‘‘LGNZ has been really good at
getting the message out nationally
about the pressures on Long Term
Plans, so people can see it is not just
local ratepayers being picked on.
‘‘Being part of LGNZ definitely
works for us.’’
Mr Broughton said local government
was facing anumber of challenges.
‘‘The last 12 months have been
particularly challenging and it seems
like there are awhole lot of things
being thrown at us.
‘‘Long Term Plans used to see rates
rises of three or four percent and
anyone above 10% was unusual, but
this year there were few councils
below 10%.’’
He said LGNZ provided national
advocacy, presented parliamentary
submissions on behalf of members and
had the capacity to provide councils
with readymade policies and
suit local communities.
Chance encounter leads to Harikoa exhibition in Kaiapoi
By SHELLEY TOPP
Achance encounter at the
Kaiapoi Art Expo has led to
Harikoa,anew exhibition of
paintings and ceramics in
Kaiapoi’s Art on the Quay
Gallery.
The exhibition is a
collaboration between two
Kaiapoi women, with paintings
by Victoria Dowall and ceramics
by Katie Jenssen.
The women were both
exhibiting work at the expo,
loved each other’s mahi toi/art
work and decided to collaborate
for an exhibition.
They contacted Jackie Watson,
coordinator of Art the Quay
Gallery and also chairwoman of
the Waimakariri Arts Trust
which organises the expo, to see
if it would be possible to exhibit
their work in the gallery.
The answer was ‘‘yes’’, but not
for some time as the gallerywas
fully booked with exhibitions
until 2024.
The long wait gave the women
time to consider what kind of
work they wanted to create for
their exhibition and how they
would present it.
The result is astunning
collection of paintings and
ceramics focusing on Kiwiana, te
reo Māori, and food.
‘‘We wanted our art to make
people happy. We named our
exhibition Harikoa, the Māori
word for happiness, so it is good
to see so many people smiling,’’
Victoria said at last week's
exhibition opening.
Victoria began making and
selling her art while she was at
the University of Canterbury
where she received aBachelor of
Arts with adouble major in Art
History with aminor in Classical
Studies. Her involvement with
art was ‘‘put on the back burner’’
when she got married and had
children, but the death of her
mother five years ago made her
realise ‘‘life is short and you
should follow your dreams while
you can’’.
Katie has abackground in
environmental science but comes
from along line of artisans.
Happiness is ... Kaiapoi artists Victoria Dowall (left), and Katie Jenssen,
‘‘My nana Ingeborg Jenssen
was astudio potter and painter
who moved from her native
Norway and settled in Napier for
the remainder of her life.
‘‘Her father, Lars Skaugen, was
an incredible and prolific woodcarver
and her mother, Astrid,
was amagnificent weaver,’’ Katie
says.
In 2015, at the age of 24, Katie
moved in with her nana and what
she found there changed her life.
‘‘Her home was covered ceiling
to floor with the most beautiful
pieces of art, from her family and
from artists whom she met along
the way.
‘‘I couldn’t help but be
inspired, not just by the level of
skill in these pieces, but by the
stories behind them.
‘‘Her husband, my grandfather,
Finn Jenssen, had passed away
10 years before. He too was
creative and her righthandman,
in life, love and art but when he
died she stopped potting.’’
Katie jumped at the
opportunity to pick up her
grandmother’s artistic mantle.
‘‘I fell in love with clay and now
dedicate all of my time to it. I
primarily work on the wheel, but
Ialso use moulds made by my
nana and grandad and carving
techniques from my greatgrandfather.’’
She also uses embroidery
thread in some of her work, to
honour her greatgrandmother
Astrid and women artisans
before her.
Honda New Zealand contributes another $25,000 for forest
BY SHELLEY TOPP
Honda New Zealand has donated
another $25,000 towards the
development of Kaiapoi’s Honda Forest.
The Honda Tree Fund has spent $4.4
million funding the planting of more
than 750,000 trees throughout New
Zealand, from Kaitaia to Bluff, since its
inception in 2004.
The planting projects include afiveyear
partnership with the Waimakariri
District Council establishing the Honda
Forest on former red zone land.
The partnership, which began in May
2019 with acommunity planting day
attended by Honda New Zealand
managing director Nobuya Sonoda, was
supposed to end this year. However, the
company has chosen to extend funding
for another year.
This was because of the special nature
of the project, Honda NZ’s general
manager customer, and Tree Fund
manager, Jody BewsHair, from
Auckland, said at acommunity planting
day held at the forest last Saturday
morning.
‘‘The Honda Forest is one of my
favourite TreeFund projects,’’ she said.
‘‘It really fills your cup. You get to meet
so many really fantastic people.’’
It was also great to be part of
developing the forest which has become
alovely and highly valued community
asset, she said.
Damian Scott and Andy Haden, both of
Kaiapoi, who were walking their dogs
through the park on Saturday morning
said it was a‘‘fantastic space’’ now .
‘‘It was bad for along time after the
earthquakes,’’ Andy said. ‘‘We walked
through it every day even when it was
broken.’’ But now they often do two walks
aday with their dogs. ‘‘It is lovely,’’ Andy
said. Saturday’s planting day was hosted
by the Waimakariri District Council’s
Greenspace team.
NEWS
The North Canterbury News, June 13, 2024
Programme weaving community together
Caleb was only eight when Peter became
his Big Brother.
Although he was living with his
mother, he was identified as achild who
would benefit greatly from having a
positive male role model to look up to,
and afriend to spend quality oneonone
time with.
When matched with Peter in 2014 —
through the Big Brothers Big Sisters of
North Canterbury youth mentoring
programme —hedidn't know Peter
would soon become one of the most
significant people in his life.
Meeting up once aweek, Caleb and
Peter would go for bike rides and spend
time on the water.
Peter also provided his mentee the
opportunity to participate in community
activities where he got to spend time
with other safe and trusted adults, who
over the years, got to know him and care
about him.
In his early teens, Caleb’s mother met
someone and made the difficult decision
to move overseas to pursue the
relationship.
Leaving her son in the care of family
friends, Peter continued to see Caleb on
aregular basis.
After anumber of years and avariety
of living situations, Peter has remained
one of the most consistent and reliable
people in this young person’s life.
It was Peter who encouraged Caleb to
set goals for himself, who talked about
what he would like to do with his future,
and it was with Peter's unwavering
support that saw Caleb accepted into
Ara Institute of Technology, to study
Automotive Engineering.
As Caleb gets ready to turn 18, and his
time in the Big Brothers BigSisters
programme comes to an end, the youth
mentoring charity shines alight on a
friendship that has been life changing.
Big Brothers Big Sisters manager Ellie
Le Gros says, it is asignificant
understatement to say Peter has had a
positive impact on Caleb.
‘‘He has been the stake in the ground,
the safe harbour, the definition of steady
and secure for ayoung boy who was in
desperate need of someone’s care and
13
attention,’’ she says.
When aperson volunteers to become a
mentor, they are advised its aminimum
oneyear commitment.
‘‘Almost all of our mentors reach their
oneyear milestone, and many go on to
mentor for longer, but it is extraordinary
that amatch lasts as long as Caleb and
Peter’s nine and half years.’’
As part of National Volunteer Week,
the charity is celebrating the Big
Brothers and Big Sisters of North
Canterbury —the threads weaving our
community together.
Volunteers the heart of Satisfy Food Rescue
Like all good stories, this one begins
with asmall group of volunteers, acar,
some guts, and awhole lot of passion.
Nearly 10 years ago, ahandful of
concerned individuals came together,
driven by the alarming statistic that onethird
of all food ends up as waste.
They decided to take action.
Today, Satisfy Food Rescue boasts 50
dedicated volunteers who join forces
with 10 employed staff each week,
rescuing an average of 36.2 tonnes of
food every month.
Without these passionate volunteers,
Satisfy would cease to exist.
Since 2014, Kaiapoibased Satisfy
Food Rescue has served as avital link,
collecting surplus food that would
otherwise end up in landfills or as
animal feed and redistributing it to
community organisations aiding those
in need.
Their partnerships with local groups,
including the Oxford &District Lions,
Belfast Rotary, Food Secure North
Canterbury and other volunteerrun
organisations, amplify their impact,
creating arobust network of support
throughout the Waimakariri, Hurunui,
and Christchurch districts.
Chairperson Phillipa Hunt says there
is a‘‘really cool’’ structure at Satisfy.
‘‘Our organisational chart is almost
upside down, with our volunteers at the
top because they are the engine of our
organisation, and we love to celebrate
them.
‘‘Each volunteer has such passion for
what they do, and I’m really proud of
that— it means that everyone is so
connected and takes ownership of what
we do.’’
With around 50 volunteers helping
each week, whether it'sassisting drivers
with food collection, sorting food in the
warehouse, or aiding recipient
organisations during distribution, their
passion and dedication are the lifeblood
of Satisfy’s mission to reduce waste and
feed those in need.
‘‘Volunteering is apowerful force that
transforms communities, ignites
change, and offers essential support to
those in need.
‘‘Satisfy understands this better than
anyone, proudly boasting that 54
percent of their volunteers have
dedicated between 4and 9years to their
cause,’’ says Phillipa.
‘‘Furthermore, new volunteers who
have come on board recently, as Satisfy
has experienced significant growth, now
account for 25% of their team.
‘‘Amid anationwide decline in
volunteer numbers, Satisfy’s high
retention rates and growing team are
testaments to the passion and
commitment of their volunteers.’’
Satisfy’s volunteers ensure that 48
local organisations, such as food banks,
community meal providers, and schools,
can support those in need with free,
edible surplus food.
This collective effort reaches over
200,000 children, families, and
individuals per year, providing them
with nutritious meals and reducing food
waste.
To date, Satisfy's volunteers have
helped rescue 1.3 million kilograms of
edible surplus food equivalent to over
3.8 million meals.
But the impact of volunteering goes
beyond practical benefits —itfosters
personal growth and fulfillment, builds
strong communities, and creates lasting
connections among people from all
walks of life.
‘‘The camaraderie and friendships
formed within our teams are adriving
factor behind our incredible volunteer
retention record,’’ says Phillipa.
‘‘As we celebrate Volunteer Week
between 16th to 22nd of June this year,
we honour the profound importance of
volunteering and the difference it
makes in our community.
‘‘Each weekday team at Satisfy is like
its own family, united by acommon
purpose and an unwavering
commitment to helping others.
‘‘Their volunteers passion and
dedication ensure that Satisfy can
continue its vital work.’’
Pressure is coming off property investors
The reversal of Government policies is
taking the pressure off residential
property investors.
One way is through reinstating interest
as adeductible expense.
From April 1, 2024, residential
property investors can claim 80 percent
of their home loan interest which
increases to 100% in April 2025.
This is often the largest expense, and
has been putting pressure on property
investors in previous years to sell their
rental property portfolios, or at least
reduce them.
The Government has also reduced the
Brightline property rule to two years.
This means investors who have
purchased two years before July 1, 2024
can sell their property on or after the
July 1, 2024 and not be liable to pay tax on
the profits.
Analysts are predicting that banks may
lower interest rates in the coming year.
Combined, these changes may see an
increase in popularity of rental property
investment.
However, it is not all happy sailing.
Other restrictive rules have come into
play.
As confirmed by the Reserve Bank in
May, property investors will have their
debttoincome ratio capped at seven
times their gross income, meaning they
can only borrow seven times their gross
income.
For example someone with an annual
gross income of $120,000 can borrow up
to $840,000.
However, if they have other home
loans, or debt (credit cards, boat or car
loans) and want to borrow more to buy a
residential investment property, that
loan added to all their other borrowings
cannot exceed $840,000.
Investors might have missed akey
result of Ringfencing rules: excess
deductions from alossmaking rental
property can't be claimed until they have
aprofitable one again.
It may be that the repairs fall into the
capital improvement category.
The difference between capital
improvements and repairs is that repairs
are essentially areplacement of what is
already there.
Construction industry on notice from IRD
In alast chance warning to the
construction sector, Inland Revenue is
telling businesses and sole traders to do
the right thing and get on top of their
tax obligations.
Inland Revenue’s Richard Philp says
if people do the right thing, Inland
Revenue will help them.
If they don’t, Inland Revenue will
find them and start followup action.
‘‘Most people and businesses in New
Zealand pay tax in full and on time, but
there is acore group who don’t.
‘‘We’re not blind to the fact that
businesses in the construction sector
havestruggled with increases in the
cost and availability of materials, and
labour shortages over the last few
years.
‘‘But we also know that while some
are struggling just to keep up with the
everyday grind, others are actively
avoiding their tax obligations.’’
Tax debt is high in the construction
sector.
IRD data shows that underdeclaring
income, often via cash jobs, is
commonplace, Mr Philp says.
‘‘Eachyear across all sectors,weget
nearly 7000 anonymous tipoffs about
cash jobs and the like.
‘‘Construction is the industry most
often anonymously reported to Inland
Revenue.
‘‘That shows alevel of concern by
New Zealanders and their belief that
paying the correctamount of tax is the
right thing to do.’’
Inland Revenue took a‘softly, softly’
approach across the board during the
pandemic years, but that’s now
changed.
‘‘We ran acampaign last yeartohelp
construction businesses do theright
thing and now we’re taking an even
firmer approach.
“The message is cut the excuses, ask
us for help if you need it, and don’t stick
your head in the sand or you could find
yourself talking to someone from our
audit team, or worse still, staring down
aprison sentence as several people in
other sectors have this year.
“Now is the last chance for people
working in construction to sort their tax
affairs and avoid finding themselves
before the courts.’’
Since April, IRD has been contacting
40,000 construction customers with
outstanding debt, overdue tax returns,
or both.
About 2500 of these customers have or
are being text or emailed asking if they
would like support to get their
outstanding tax sorted.
‘‘Those who reply yes will be
contacted via phone, by adedicated
team of compliance officers.
‘‘Our compliance officers will also be
doing site visits in high construction
areas in key locations across New
Zealand.
‘‘Our audit team will also be looking
to select anumber of customers to
follow up and investigate. Do the right
thing and get your outstanding debt and
returns sorted now.’’
sector nail tax this year is available at
MainPower Stadium avaluable local asset
By ROBYN BRISTOW AND
SHELLEY TOPP
19
Demand at MainPower Stadium is
growing as local and national
organisations recognise its value.
The indoor Stadium in Rangiora, is
attracting tournaments for sports
ranging from basketball and handball to
volleyball and futsal.
Many local clubs are using it for their
weekly competition, while arange of
national sports associations are
returning as they enjoy the spacious
courts, and supporting facilities.
The Trident Home Tactix have already
played one of its ANZ premier netball
games at the stadium earlier this year,
which was asellout.
It has asecond match scheduled for
July 14 against the Avis Magic, which is
also asellout even with additional
seating being added.
The Tactix are enjoy astrong homecourt
advantage at MainPower Stadium
thanks to its ‘‘intimate’’ seating layout,
providing an ‘‘electrifying atmosphere’’
which has seen them remain unbeaten at
the venue.
The team also enjoys having all the
facilities they needed under the one roof,
while spectators enjoy the boutiquetype
facility allowing them to be close to the
action.
In early May Canterbury Handball
hosted the inaugural matches of the
newly created Handball League
Aotearoa at MainPower Stadium.
Atotal of 120 athletes from eight men’s
and women’s regional representative
handball teams from Auckland,
Wellington, Canterbury and Otago
gathered in Rangiora for the first ‘‘Super
Weekend’’ of this new high performance
national league.
Justin Cope from Canterbury Handball
says MainPower stadium is an amazing
venuefor handball.
‘‘Handball requires alarge court (40m
x20m) and there are very few facilities in
the greater Christchurch area that can
offer both the dimensions needed to host
ahigh performance competition, and the
court markings,’’ he says.
The court is the same size as an
international size futsal court, which
MainPower Stadium has permanently
marked out.
‘‘All we needed was the friendly crew
at MainPower Stadium to add afew
additional handballspecific court
markings, which they were very happy to
do, and wewere ready to go. ‘‘At previous
venues we have needed to compromise
on the size of the court and spend time
marking out the court ourselves.’’
He says the MainPower team was
excellent to deal with and really ‘‘bent
over backwards’’ to help run what was a
very successful tournament.
‘‘We're definitely going to be making
more use of the Stadium for handball.’’
Canterbury is returning to the stadium
for another sports tournament over
Matariki weekend —June 28 to 30 —the
third tournament it has held at the
stadium.
The tournament will run from 8am to
6pm in involve 36 Afghan Volleyball and
futsal teams from across New Zealand/
Aotearoa, and Australia, as they compete
at New Zealand’s largest Afghan Multi
Sports event. There will also be
traditional Afghan delicacies available
from food stalls. It is believed to be New
Zealand’s largest Afghan Multi Sport
event
Basketball has also been taking centre
stage at the facility. It continues to
nurture young basketballers and grow its
talented players through North
Canterbury Basketball Association’s
weekly competition and the growing
number of national tournaments it hosts.
The under 20, fourday Foot Locker
national basketball tournament was held
recently, with astrong North Canterbury
contingent in the Canterbury women’s
team.
The team went through unbeaten,
defeating Tauranga 6861 in the grand
final.
The North Canterbury members of the
squad included the managers, Tony and
Linda Loffhagen, head coach Sam
Watkins, and assistant coach Lauren
Whittaker who was named Most Valued
Player at the nationals tournament last
year. Lauren is studying in the United
States on abasketball scholarship, but is
back home at the moment on asemester
break from Gonzaga University in
Washington.
Two other North Canterbury members
of the successful squad, were Ashlyn
is based in Alaska at the University of
Alaska Anchorage, and Ivy is based in
Florida at Florida Southwestern State
College, but they have also returned
home while on semester breaks.
Ashlyn was in the top six overall point
scorers at the National tournament and
because of this she was selected for the
Women’s All Star Five Tournament
Team, which consists of the five women
players voted best at the tournament.
The other North Canterbury women’s
players in the successful Canterbury
team included Emma Loffhagen, Evie
Leeson (who was also named defensive
player of the tournament) and Aliyah
Newton.
Canterbury teams dominated the
tournament with the Canterbury AMen’s
team also winning gold in its final,
beating Waikato 9880.
The King’s Birthday weekend
tournament, which was hosted by the
North Canterbury Basketball
Association, catered for 25 teams and 267
athletes competing in 79 games.
School lunch queries
By DAVID HILL,
Local Democracy Reporter
Changes to the school lunch programme
could create headaches for three North
Canterburyschools.
Te Kura oTuahiwi, Kaiapoi Borough
School and the Karanga Mai Young
Parents’ College will continue to receive
free school lunches next year, but the
revised programme is set to be more
complex, the principals say.
The Government is predicting it will
save $107 million from the Ka Ora, Ka Ako
/healthy school lunches programme from
next year.
While year 1to6students will continue
under the same scheme, year 7 to 13
students will be funded differently.
Schools will need to order food weekly
with a$3per student budget and prepare
the food onsite.
All three Waimakariri schools are
supporting alocal business, Lazy Lunches,
which provides arange of nutritious meals
from bread rolls to hot chicken with rice,
or pizza on pita bread.
Kaiapoi Borough School and Te Kura o
Tuahiwi are both year 1to8schools, so will
likely need to run both schemes.
Te Kura oTuahiwi principal Dot Singh
said the school had no kitchen and she was
unsure how it would prepare lunches for
its year 7/8 students.
‘‘I need to know what the food is because
we don’t have the facilities to cater for it or
aperson to do it.’’
At this stage there was no funding for the
food preparation, so either an existing
staff member or whānau may need to
volunteer their time.
Kaiapoi Borough School principal
Hayden van Lent said he was pleased the
scheme was continuing.
‘‘I am grateful that we have not
completely lost the lunch in schools
programme and the Ministry will be
continuing with most of what is currently
in place.
‘‘It makes areal difference for our
tamariki, whānau and community. We
won't know what it will mean for our year
7/8s until September when the Ministry
has completed the procurement process.’’
Karanga Mai Young Parents’ College has
up to 20 high school students with young
children on its roll.
Director Ruth Robertson said she was
unsure how the new system would work at
the college.
‘‘Our young mums have limited incomes
so they tend to prioritise their young ones,
with the cost of buying nappies and
formula. They often haven’t eaten in the
morning, so having ahealthy lunch makes
abig difference, and anumber of them are
breastfeeding.’’
She said research has shown the
importance of good nutrition for young
people when learning. Kaikōura’s Te Kura
o Hāpuku, ayear 1to6Māori immersion
school with around 16 students, is also part
of the programme.
Scientist urges caution on
Canterbury sea level rise
By DAVID HILL,
Local Democracy Reporter
Caution is needed when predicting sea
level rise along Canterbury’s coastline,
says an Environment Canterbury
scientist.
Environmental science and hazards
senior scientist Justin Cope says sea
level measurements can vary from one
year to the next.
He was responding to comments made
by Kaikōura Zone Committee
chairperson Ted Howard, who warned
the town’s coastline could be threatened
sooner than anticipated after measured
sea level rise in 2022 was 4.4mm and last
year was 7.6mm.
‘‘We do need to be abit careful about
taking sea level measures from
individual years, as there can be
significant annual variability,’’ Mr Cope
said.
‘‘Factors like seasonal differences, the
climate and water temperature can
cause average sea level to vary
significantly from yeartoyear (+/
100200mm).
‘‘To even out this annual variability,
sea level rise is assessed over longer
periods of time (50+ years).’’
He says the latest New Zealand data
showed sea level rose 0.21 metres on
average between around 1900 and 2020,
which was roughly in line with the
2.6mm per year average rise between
2005 and 2015.
There was also adifference between
‘‘relative sea level rise’’ experienced
locally and ‘‘global sea level rise.
‘‘The global sea level rise is what you
see quoted in international reports from
bodies like the Intergovernmental Panel
onClimate Change (IPCC),’’ Mr Cope
says.
‘‘This is sea level measured from the
centre of the earth. Relative sea level
rise is the important one locally, as it
combines global sea level rise with the
up and down movement of the land.
‘‘So, if land is sinking, you get ahigher
rate of relative sea level rise. If land
rises (either slowly, or quickly as was the
case in Kaikōura) you get areduction in
the rate of relative sea level rise.’’
He says the 7.8 magnitude earthquake
in 2016 did provide some reprieve from
sea level rise inundation when land was
uplifted.
Prior to the earthquake, most of the
coastline at Kaikōura was sinking at a
rate of around 3mm ayear, which
resulted in arelative rate of sea level
rise of around 5mm ayear (3mm/year
subsidence and 2mm/year sea level
rise).
‘‘We don’t yet know how this longerterm
tectonic subsidence was affected
by the earthquake,
‘‘But it is likely it will return to preearthquake
rates of subsidence, so that
reprieve will start to get eaten into
again.
‘‘We just don’t know yet.’’
The latest protections were for around
0.7 to one metre of global sea level rise
over the next 100 years, depending on
greenhouse gas emissions.
Should the Kaikōura coastline return
to alevel of 3mm per year of land
subsidence, then the ‘‘relative sea level
rise’’ over the next century would
increase to around 1.1 to 1.5 metres, Mr
Cope says.
Life is not slowing down for Vera Scott
Hurunui’s Vera Scott (86) has never been
afraid of taking risks.
‘‘It’s been astrange journey,’’she says of
the path that has led her to retirement in
Hurunui District.
‘‘I have loved this area from day one.’’
Today, Vera is giving back to the
Hurunui community through volunteering
her time and experience in helping to
create an agefriendly community in
Hurunui —aplace where older residents
like herself feel heard and seen.
Vera’s connection with Hurunui began
in August 1965 when she spent her first
night in the district as ayoung bride in
Ken’s family home —about 100 metres
from where she lives today. It was along
way from home.
‘‘I was born in Huddersfield, Yorkshire,
in 1938 and one of my first memories was
being taken into abomb shelter during the
war.’’
They were not easy years. Following her
mother’s death and with her father away,
Vera went to live with her grandmother.
Rationing, and doing without extended
long after the war had ended.
‘‘I never saw abanana, or orange, or
chocolate until 1946.’’
Her marriage to Ken, aKiwi engineer
working for David Brown Tractors in
Huddersfield, brought her across the seas
at the age of 28 to Canterbury, New
Zealand, where she and Ken started up
their company in clean technology
innovation at the height of global fossil
fuel dependence.
In 1995, with aresource consent from
the Hurunui Council, they built a30metre
high biorefinery on their property near
Hawarden.
This was for the experimental
development of Ken’s research in
converting biomass from plants and trees
under highpressure steam into fuels such
as ethanol and next generation chemicals.
‘‘We were feeding biomass through our
demonstration plant under very high
pressure —our neighbours noticed the
odd loud bang,’’ Vera recalls.
Ken’s research attracted attention
around the world, as well as significant
investment. Vera managed the business,
including overseeing 14 engineers
working on research projects over two
sites in Christchurch, and the Hurunui,
until the age of 70.
‘‘We took the risks,’’ she says.
Along the way were many ‘firsts’.
‘‘We bought our first Apple Macintosh
computer in 1984. It was ahuge
improvement on the MS DOS system.’’
Vera and Ken paid $9000 and were
among the first in the world to purchase
the new personal computer that had just
been unveiled.
Hurunui Council’s Community
Development Facilitator Vanessa Nelmes
says achievements like Vera’s are
mirrored across the district.
‘‘That wealth of knowledge and
experience among Hurunui’s seniors is
valuable, and we want to benefit from it as
we map out the Hurunui Age Friendly
Plan.’’
Hurunui Mayor Marie Black says latest
Census data released last week shows that
those aged over 65 now make up 22.5% of
the Hurunui population.
‘‘It’s important we ensure our older
residents have avoice in local council
decisions, and are supported to live life to
the full in the communities they love.’’
Ms Nelmes says asurvey is being
created in partnership with members of
the community, like Vera, to go out to
capture what is important to Hurunui’s
older residents against the World Health
Organisation’s framework in supporting
participation of older residents in
community life.
‘‘We have alarge population of elderly
people,’’says Vera.
Vera Scott
23
‘‘Hurunui is alovely place to be, and a
lot of our older residents want to be able to
stay on in the district.’’
Volunteering at Kitty Kingdom apassion of Zac Wards
Zac Ward says the thing he likes about volunteering at Kitty Kingdom,
in Rangiora, is it makes him feel happy doing something to help animals,
and he has always loved cats.
IamZac Ward.
Karen is the owner of Kitty Kingdom.
Cleaners come in and clean the cages
every day. There are over 100 cats and
kittens to care for.
Karen, has what she calls, ‘‘A Cat TV.’’
This ‘‘Cat TV’’ is abird cage that cats
look at for entertainment.
All the cats are used to dogs because
Karen owns adog. Her dog is called
Volunteersgive countless hours to communities
Volunteers are ‘‘truly our
heroes’’, say North
Canterbury’s Mayors.
As they look ahead to
National Volunteer Week next
week, Waimakariri Mayor Dan
Gordon and Hurunui Mayor
Marie Black have given ashout
out to those who give up
countless hours to serve their
communities.
Mr Gordon said some
organisations have been
serving their communities for
150 years or more.
The RangioraVolunteer
Fire Brigade celebrated its
150th anniversary at Queen’s
Birthday Weekend, while its
Kaiapoi counterpart marked
150 years in 2020.
Both urban and rural fire
brigades in North Canterbury
relied entirely on volunteers.
‘‘They just do an amazing
job. They attend much more
than fires, they attend medical
emergencies and are first
responders,’’ Mr Gordon said.
‘‘They are truly our heroes.’’
It was estimated volunteers
contributed more than one
million volunteer hours to the
Waimakariri district.
‘‘We just couldn’t do what we
do without it,’’ Mr Gordon said.
Mrs Black said her district
was ‘‘full of amazing people’’.
Firefighters left farms and
businesses at amoment’s
notice to respond to callouts.
The Hurunui Volunteer
Rural Fire Brigade has
responded to 40 callouts in
the last five months.
‘‘It is so important to
acknowledge our volunteers
and what they contribute,’’ Mrs
Black said.
‘‘We have so many
committees, sports clubs,
church groups and emergency
service volunteers.
‘‘It is areal value add to our
district.’’
Like firefighters, St John
and Civil Defence volunteers
responded to call outs ‘‘at the
drop of ahat’’, Mrs Black said.
Organisations like the North
Canterbury Rural Support
Trust supported people in a
time of need.
National Volunteer Week
runs from June 16 to 22, with
the theme of Whiria Te
Tangata –Weave the people
together.
The Big Shoutout campaign,
to celebrate volunteers, was
also running throughout the
month of June.
Woodend breaks five year drought with win
Collated BY PETER WILLIAMS
GlenmarkCheviot, the only
North Canterbury team in the
Luisetti Seeds Canterbury
Country combined rugby
competition to advance to the
quarter finals, has secured a
semi finals berth on Saturday.
It will play Southbridge at
Omihi, after beating Darfield
4535 last Saturday. Waihora will
host Prebbleton at Rhodes Park,
Tai Tapu, in the other semi final.
While there was some fine
rugby played under pressure
conditions in the four quarterfinals,
the place to be on
Saturday was Gladstone Park,
where Woodend, claimed its first
victory for five seasons.
CheviotGlenmark vDarfield
GlenmarkCheviot started well,
applying an immense amount of
pressureonDarfield, in its
quarter final match, particularly
at scrum time, earning early
penalties.
Skipper,Andrew Hull, went
allout for maximum points and
kept taking the line out option
even when akickable penalty
was on offer.
Acouple of held ups over the
line gave Darfield abit of respite,
however the pressurewas too
much in the end with George Fox
crossing for the first try of the
match.
This started a‘tit for tat’ battle
where the lead kept changing.
Darfield scored twice, giving the
visitors the lead. Glenmark
Cheviot then levelled the score
with awell worked line out drive,
for Nick Hyde to score.
Darfield grabbed another
converted try 3minutes before
halftime. The home team
immediately stormed back on to
attack and Darfield gave away a
penalty. GlenmarkCheviot went
to the corner again, and after a
well worked back move Matt Earl
crossed in the corner for agreat
momentum shifter, leaving the
match tied 21all at halftime.
The home side scored avital
early try soon after the
resumption, followed by a
penalty to take a10point lead.
The game reached astalemate.
but GlenmarkCheviot then
worked acouple of penalties up
the field, and off the back of its
forwards had atry disallowed,
before Guy Jensen scored in the
corner, giving ahandy buffer.
Darfield responded on the
back of poor discipline scoring
with 10 minutes to play, butitwas
too little too late. Anotable
feature of the match was the
contribution of dynamic hooker,
Nick Hyde, who managed an
individual haul of 20 points,
converting all six tries, some of
them from awide angle, kicking a
penalty and scoring one of the
tries himself.
GlenmarkCheviot 45 (George
Fox (2), Nick Hyde, Matt Earl,
James Richards, Guy Jensen
tries, Hyde 6conversions 1
penalty) beat Darfield 35.
Woodend vSpringston
The celebratory bells rang late
into the night at the Woodend
Rugby Club where an electrified
crowd witnessed its home team
break afiveyear losing streak,
deservedly beating Springston
2814.
Woodend showed immediate
dominance with Connor Swaine
scoring two tries in the 8th and
18th minutes. Brother, Jordie
Swain converted both. Over the
past three weeks building up to
this victory, coaches Andrew
Retallick and Zac Guilford have
developed agameplan
emphasising quick passes and
robust defence.
Woodend's forward pack
played acritical role, securing
multiple turnovers and
maintaining asolid scrum. It led
14nil at halftime.
Despite astrong comeback
from Springston in the second
half, Woodend's defence held
firm. Fullback Jordie Swain and
wing Joel Stockwell scored in the
second half, with Jordie Swain
adding extra points with his boot.
Captain Dan Devlin, who has
been with Woodend throughout
the recent challenging seasons,
expressed immense pride in his
team's performance.
‘‘This victory is not just about
today. It's about the hard work
and commitment shown over the
past five years. We've built a
strong foundation, and today's
win is atestament to our
resilience.’’
Fans erupted in celebration as
the final whistle blew. The win
has rekindled hope and
enthusiasm within the club,
setting apositive tone for the
remainder of the season. The
club is eager to build on this
momentum and achieve further
successes.
Woodend 28 (Connor Swaine (2),
Joel Stockwell tries Jordie
Swaine 1try 4conversions) beat
Springston 14.
Ashley vOhoka
Form suggested the clash
between Ashley and Ohoka at the
Loburn Domain would be closely
contested, but proved to be far
Versatility ... Hooker, Nick Hyde stood up as GlenmarkCheviot's
from the case. Ohoka started
strongly and did all the early
attacking, but Ashley’s resolute
defence was up to the task. Then
from the moment that Ashley
swooped on adropped pass in
the eleventh minute and swept
the length of the field for atry
against the run of play, there was
only one team in it.
The foundations for Ashley’s
convincing victory were laid up
front where Josh Duckworth,
Matthew Peak and Matt
Kippenberger all had strong
games, but the stars of the show
were in the backline. Korbyn
Gray on the wing was hungry for
work both on attack and defence,
but it was fullback, Anthony
Tavendale who really caught the
eye. Having returned from a
lengthy rehabilitation period a
couple of weeks ago, his return
has added anew dimension to
Ashley’s performance.
He was rewarded by scoring a
hattrick of tries. With Tavendale
alongside Gray, Matt Couch and
Luke Gold, amajor contributor in
whatever position he plays,
Ashley’s backline will cause
opponents plenty of headaches in
the remainder of the season.
Ohoka would be very
disappointed with its
performance. It never got into the
match, conceding 36 unanswered
points before replacement
forward Zane Paterson bullocked
his way over for aconsolation try
after aquick tap penalty.
Ashley 36 (Anthony Tavendale
(3), Josh Duckworth, Tyler Power,
Caleb Hazeldine tries, Korbyn
Gray 3conversions) beat Ohoka 7
(Zane Paterson, try, Scott Allin
conversion.
Lincoln vHurunui
Ascoreless first half reflected a
struggle where both sides
applied pressure but couldn’t
convert. Hurunui gave itself
plenty of chances, only to lose the
ball at the last pass then have to
scramble as Lincoln showed its
ambition to attack from deep in
its own half. The home side
touched down 2minutes after
halftime, on the back of some
dynamic individual work by
winger Lynden Duggan. Hurunui
struck back soon after through
second five, Logan Topp. A
converted try, extended Lincoln’s
lead to 9points.
Hurunui rallied and with 7
minutes remaining, Cale Dobby
crashed over off alineout drive,
but was deemed held up, then
Ryan Nesbitt was denied also,
this time for accidental off side.
Finally, Logan Topp barged over
for his second try in the last play
of the game. Topp starred in his
side’s close loss. He was
enormous on defence and
typically powerful with ball in
hand.
Lincoln 14 beat Hurunui 12
(Logan Topp 2tries, 1conversion)
Hornby vSaracens
Saracens started the better
scoring through Nathan Goodwin
after only five minutes. It
dominated possession and
territory but made far too many
handling errors at costly times
having only an Oscar Burney
penalty to show for their
supremacy. Hornby finally
managed to get some ball at the
right end, and scored to narrow
the deficit to 78 at the break.
Much of the second half was
riddled with errors and
penalties.
But Hornby grabbed the lead
through aconverted try.
Saracens reacted quickly to a
wobbly lineout with Nathan
Goodwin scooting down the
sideline to offload to Oscar
Burney who scored and
converted his own try to take a
narrow 1514lead with 10
minutes to play. Hornby had two
kickable penalties, but oddly
went for the lineout. Araking
kick down the field following a
turnover eased the pressure for
Saracens who held on for the
narrowest of wins. Willy Kerr
once again lead from the front,
showing the young forward pack
the way.
Hornby 14 lost to Saracens 15
(Nathan Goodwin try, Oscar
Burney try, conversion, penalty).
Kaiapoi vOxford
Oxford struck first in the first half
when Jessie Houston went over
for one of two tries, as Kaiapoi,
playing into the wind found it
difficult to get out of its own half.
Both sides made anumber of
handling errors meaning
momentum was hard to come by.
Eventually Matty Tuatagaloa
went over from aset piece scrum
for Kaiapoi.
Just as Kaiapoi was beginning
to find its feet, Houston went over
for his second try for Oxford.
After losing captain Jacob
Hurring to ashoulder injury,
Kaiapoi continued to apply
pressure to the Oxford scrum,
and was rewarded with a
pushover try to number 8Chris
Smith. Kaiapoi led at the break
1210.
The second half was all
Kaiapoi. It played the territory
game well, camping in Oxford’s
half for long periods. Its
discipline was better than
previous weeks and eventually
this turned into points. Kaiapoi
43 (Matty Tuitangaloa (2), Chris
Smith, Reuben Tiweka, Ryan
Clark, Isaiah SolomonRitchie,
Sid Coster tries, Lance Taylor 4
conversions) beat Oxford 10
(Jesse Houston 2tries)
Caitlin surprisedatRAS award
By JOHN COSGROVE
Lining up on stage for the announcement
of the Royal Agricultural Society of New
Zealand (RAS) Rural Ambassador of the
Year award on Saturday night, Caitlin
Rhodes of Waimakariri, says she
honestly felt there was no chance she
would win.
‘‘There were so many others there
whose answers were amazing.
‘‘I thought Iwas very lucky just to be
there, but they had amuch better shot at
it than Idid.’’
Then her name was calledout as the
RAS Rural Ambassador of the year for
2024.
Caitlin was representing the Central
District of the society. It is an areathat
stretches from Nelson to the Waitaki
River coast to coast.
The 22yearold trainee teachersays
she was shocked to win the award.
‘‘I’m still processing it, but Iamlooking
forward to the opportunities it offers
me.’’
Caitlin had to makeitthrough several
selection processes at the district level to
reach the national final held last
weekend as part of the RAS centenary
celebrations in Christchurch.
She presented aspeech basedonthe
topic of what things would be like 100
years from now.
‘‘We all presented on the topic from a
different angle, so it was great to see how
the others approached the assignment.’’
Caitlin has completed her degree at
Lincoln and is now studying to be a
secondary school teacher specialising in
agricultural subjects.
‘‘Ilove the business side of farming, it’s
my passionand who would have thought
this would be my career path afew years
ago.’’
Caitlin was introduced to agricultural
studies and farm life through her studies
at Rangiora High School’sagricultural
education programme.
‘‘I probably wouldn't be here if it wasn’t
for Rangiora High School and Phil and
Kay Worthington. They introduced me to
farm life in ahandson way andnow I
want to learn how to teach others about
farming.’’
For the next year Caitlin will attend
both the RAS executive board meetings
and Northern A&P Show board meetings
to broaden her understanding of how
A&P shows are managed.
She is looking forward to expanding
her knowledge aboutbreeding and
Banks under fire by Fed Farmers
Banks are doing ahuge disservice to
agriculture, and to the local economy, by
leaning on farmers to pump up their
massive profits, Federated FarmersNorth
Canterbury president KarlDean says.
‘‘North Canterbury’s sheep and arable
farmers inparticular have more than
enough challenges on their plates at
present without getting grief from their
banks.’’
Federated FarmersNorth Canterbury is
right behind the national organisation’s
push for the government to launch an
independent inquiry into rural banking.
Dean expects Canterbury’s MPs to also
back the call.
‘‘Farmers want to know our local MPs
understandthe pressures we’re under and
that they’re willing to doing something
about it.’’
He says the feedback he has been getting
from farmers is that banks are becoming
more strict on how —oreven whether —
they’ll lend.
The continuing drought in the Hurunui
district, worries about feeding animals
through winter, poor returns and high
farm input costs, not least for transport of
feed and animals, are weighing heavily on
farmers’ minds and mental health.
‘‘The higher interest costs farmers pay
compared to someone with abig mortgage
on ahouse is out of whack, and just adds
to that stress,’’ Dean says.
‘‘As abusiness you expect to pay more,
but you don’t expect as muchextra as
some farmers are being asked to cough
up.’’
It knocks farmers’ confidence and
willingness to invest, but it also puts
agricultureatadisadvantage in terms of
outsidersinvesting in the sector, and puts
off new blood and young farmers from
stepping up their involvement.
‘‘We’ve got legitimate questions about
rural banking and whether there’s
sufficient competition.
‘‘It’s essential an independent inquiry is
launched to get answers and hopefully
change.’’
The select committee now considering
whether an inquiry is deserved can be in
no doubt just how farmers are feeling,
Dean says.
The Federated Farmers’ May 2024
Banking Survey showed the number of
farmers satisfied with their banking
relationship has nosedived from 80
percent five years ago to just 51% today.
The survey also found arecord high
number of farmers feel they have come
under undue pressure from their banks.
Alarmingly, only one in five farmers feel
they have been adequately supported by
their banks during this time of high
interest rates.
Royal Agricultural Society celebrates 100 yrs
By JOHN COSGROVE
The Royal Agricultural Society of New
Zealand (RAS) celebrated its
centenary over the weekend.
In 1924 Christchurch hosted the first
meeting of the RAS.
In memory of that occasion, the
annual conference returned to
Christchurch for its 100th celebrations.
It was hosted by the Eastern District,
and attended by over 80 delegates
representing the six districts in the
country.
Operations manager Christine
Roberts says it was great to see all the
past presidents and life members who
managed to attend the weekendlong
celebrations.
‘‘To see everyone there and catch up
with many old friends made it a
wonderful weekend.’’
RAS president Rachel Walker
opened her centenary speech by saying
she was glad to see so many people
there who had helped advance the
organisation since King George V
granted the royal seal in 1924.
‘‘They have helped the society to
grow in both the good times and in the
tough times.’’
The Royal Agricultural Society
(RAS) is a‘Royal’ chartered
organisation that oversees and
supports 94 annual A&P shows and
events across New Zealand, each with
its committee and show plus 66
kindred and breed societies.
Christchurch Mayor Phil Mauger
spoke about the role of the countless
numbers of volunteers who work hard
to make each annual A&P Show the
best it can be.
‘‘It is important for A&P shows to
help city people understand where
New Zealand’s wealth comes from and
Milestone ... Acentenary cake marked the 100year milestone of the Royal Agricultural Society of NZ. Cutting the cake are Waimakariri
to educate generations on where their
food is produced.’’
Waimakariri Mayor Dan Gordon said
the A&P shows continue to be the
bridge between the country and the
town and for him, they were ahighlight
of his annual calendar.
At the official opening, the centenary
booklet, compiled by Maria Barta, was
unveiled.
New RuralWomen CEO
Marie Fitzpatrick will be taking up the
role of chief executive from July, the
Board of Rural Women NewZealand
(RWNZ) has announced.
‘‘We’re really pleased to welcome
Marie.
‘‘She comes from arural background,
having spent some of her childhood in
Central Otago, and has an eclectic CV
which will benefit the diverse range of
work Rural Women New Zealand is
involved in,’’ RWNZ national president
Gill Naylor says.
‘‘Government advocacy is an important
part of our work, and Marie brings
several decades of experience in and
around the public sector, most recently in
the leadership team at Fisheries New
Zealand in the Ministry for Primary
Industries.
‘‘Likewise, charitable community
service is another strand of our work and
Marie has awealth of knowledge in this
area as cofounder of the Good Bitches
Baking Charitable Trust. ‘‘Her
experience growing the charity from a
few friends baking for the community to a
nationwide network of more than 3000
volunteers will be invaluable as we
continue on our journey to grow our
membership.
Marie Fitzpatrick says she is excited to
take up the role.
‘‘I am passionate about building a
sense of community, equity and
supporting the health and wellbeing of
New Zealanders,’’Marie says.
‘‘I feel really honoured to be given the
opportunity to lead Rural Women New
Zealand into its centenary year and
beyond, as we continue to make apositive
impact in our rural communities.’’
With the help of many, she sorted the
multitude of A&P shows records and
observations by society members into a
historical booklet detailingthe history
of the RAS.
Former president Ken McKenzie
(19951998) said it was ‘‘a humble
pleasure’’ to attend the centenary
celebrations as he helped cut the
memorial cake.
Over the weekend, attendees
discussed what the future holds for
A&P Societies.
Operations manager Christine
Roberts says this involved looking at
ways to increase the support to each
show, looking at ways to improve the
diversity of exhibitors and build on
numbers attending, plus discussing
what the next 100 years may hold.
The North Canterbury News, June 13, 2024
OxfordFCshortlisted fornational award
33
Oxford FC has been selected as afinalist
in the New Zealand Sport &Recreation
Awards 2024.
Oxford Football Club president Keith
Gilby says he is overjoyed the club is in
afinalist in the Community Impact
category.
‘‘It hasn’t totally sunk in yet as we are
one of the smallest football clubs in the
country to be nominated for such a
major award.’’
Sport NZ Group chief executive
Raelene Castle says the judging panel
were highly impressed by the calibre of
entries.
‘‘There was arecord number of
entries this year, showcasing the
amazing work happening right across
our sector. And the standard of the
entries was incredible, making it hugely
challenging for the judges to select only
three finalists in each category.’’
She says the work the three
Community Impact finalists have
carried out within their respective
communities is beyond impressive.
Mr Gilby says the club is immensely
proud its #FreeKidsFootballNZ
programme has been highlighted on a
national stage.
‘‘Our selection as an award finalist
underlines the immense work our
volunteer parents and grandparents
must undertake every year to ensure
that our children have access to
affordable local sport options within our
community.’’
He says the club, like many in New
Zealand’s rural communities, faces
unique funding challenges compared to
those experienced by urban clubs.
The Sport &Recreation Awards 2024
awards will be announced at afunction
in Auckland on Monday June 24.
Mr Gilby says the club’s latest
programme is Walking Football.
‘‘We know how important sport is to
maintaining mental wellbeing, so we
have appointed awellbeing officer, Don
Benn, to the club committee.’’
Oxford FC is the first community
based football club to have an officer
specifically focused on member and
player wellbeing.
Don also looks after the walking
football programme, which is aFootball
NZ initiative.
‘‘The obvious benefits of the game are
it’s physical and mental health
attributes, it’s agreat way to get out and
exercise as there is no running, no high
kicks, no sliding tackles, but playing it
will allow you to work up agood sweat
and makes you feel better about
yourself.’’
‘‘We noticed that parents come down
to support their children at training, but
they all sit around on benches or in their
cars. So we decided to offer the walking
football concept as it is targeted at older
age groups of people, who are not as
mobile or physical as they used to be.’’
Local resident Daryl Pearce came
down to try it out last Thursday evening
and says he had alot of fun.
‘‘I haven’t played soccer since Ileft
school and it was fun to get back in the
spirit of the game.
‘‘The rules are simple and even
though you are just walking it is agood
low impact workout.’’
His partner Bron Meredith also says it
is avery good social exercise as it leads
by example. ‘‘Children can see their
parents out exercising and having alot
of fun with sport.’’
The games are held each Thursday
evening from 4pm to 5pm at Pearson
Park in Oxford and Don says everyone is
welcome to come along and have ago.
Drinking?Don’t Drive. It’s Time to GetOur
Heads Around it.
We’re continuing toget behind the wheel after
drinking, with alcohol being amajor factor
contributing to deaths and serious injuries crashes
in North Canterbury.
Most vehicle deaths and serious injuries in the
region occurred on major rural roads and alcohol
was afactor in almost 30% ofthese incidents.
In response, NZPolice, NZTA and partners,
including Waimakariri District Council are coming
together this June to collectively target people in
Canterbury who continue tothink it’s ok to drink
and then drive.
People will be reminded of the consequences
through education and advertising, backed up on
the ground byPolice vehicle checks, enforcement
and driver education.
Waimakariri Mayor Dan Gordon says asa
community we don’t tolerate drink driving.
“Together, we need to shift our attitudes and
behaviours away from ‘I’ll just have one or two’.
“After any alcohol, nomatter how little, weshould
be reconsidering whether getting behind the wheel
is the best idea.”
Drink driving has asignificant impact not only on
the driver themselves, but onpassengers and
people using the road around them. Around 40%
of people injured incrashes involving alcohol were
not the drink driver behind the wheel.
“For along time there has been plenty of
information available on how toarrange asafer
ride home. There’s just no excuse now. This June,
Waimakariri District Council is joining forces with
road safety partners to target people who continue
to drink and drive and put us all atrisk.”
