Journey:
A Personal Tale
of Resilience and
Success
As I reflect on my journey as an
entrepreneur, I cannot help but think
about the pivotal moments and
experiences that have shaped me
into the person I am today. My path
to success has been a winding one,
filled with challenges and triumphs
that have ultimately defined my
approach to business and life.
Early Beginnings in Seattle, WA
I was born in Saint Lucia, a beautiful island in the
Caribbean, but my family later immigrated to Seattle,
Washington. My parents had dreams of starting
their own businesses, and those dreams became a
significant part of my early life. I remember my father’s
attempts to become an entrepreneur, often involving
ventures like mail order businesses and flea markets.
Those early experiences had a lasting impact on me. I
found myself right beside my father at times, helping
him with some of the operations of his ventures.
One vivid memory that stands out is our involvement
in selling warm, Native American-influenced ponchos
at flea markets. I would create posters for these
ponchos using markers, and together, we would
spend time at the booth, engaging with customers
and selling our products. Looking back, I realize that
these experiences during my formative years played a
significant role in shaping my entrepreneurial spirit and
my drive for success.
Working for My Parents
Between 1995 and 1997, I had the opportunity to work
for my parents. The business that they gave me the
responsibility to manage was facing challenges, and
my mother expressed her disappointment regarding its
performance. She was concerned that it was draining
resources from their other successful enterprise, Shop
N Save. It was during this time that I learned the value
of resourcefulness and innovation. I was determined
to find solutions to the problems we faced, and I
embraced the challenge of being left to figure things
out independently.
Despite being just 23 years old at the time, I introduced
new approaches to the business. However, these
changes were met with resistance from my parents.
They felt my methods were too aggressive and
questioned decisions such as purchasing a full
container of plywood when we had limited physical
space. I understood the long lead times associated
with importation and the importance of having
adequate inventory. Eventually, tensions escalated, and
in July 1997, my father made the brash decision to let
me go.
The Birth of True Value Hardware
After being terminated, I realized that I had developed

valuable skills and a passion for
business. In 1998, I embarked
on a new journey by founding
True Value Building & Hardware
Supplies Ltd.. With humble
beginnings, we started with a
single warehouse and a vision
to offer exceptional customer
service.
Our core values were centered
around customer-centric
approaches and continuous
improvement. We knew
that the key to success was
understanding our customers,
offering the best products, and
providing excellent service.
Despite initial challenges, we
stayed true to these principles
and gradually built our reputation
in the industry.
Over time, we expanded our
product offerings, improved
credit terms, and focused on
customer satisfaction. Our
dedication paid off, and our
reputation grew in the hardware
retail sector. In 2006, we
welcomed our patrons to a
modern air-conditioned facility.
Overcoming Challenges in
Entrepreneurship
Every entrepreneur faces
challenges on their journey to
success, and I am no exception.
Throughout my career, I have
encountered various obstacles
and setbacks, but I have always
believed in navigating around
challenges, mitigating issues, and
moving beyond them.
One particularly challenging
moment was our involvement
in land acquisition in Southern
Shores development commercial
community. Despite obtaining
necessary approvals, we were
informed that we could not
proceed due to the infringement
of airspace regulations. It was
a significant setback and a
difficult time for us, but I did not
let it deter me. We ultimately
capitalized on the opportunity to
develop what is now True Value
Building & Hardware Supplies
Ltd. This facility far exceeded the
prospective vision for the former
investment.
Another trying period was
between 2013 and 2017 when
a change in how the bank
managed our accounts led
to exorbitant penalty interest
charges. Despite always honoring
our loan commitments, we were
presented with an ultimatum
that affected us significantly.
During this time, it was crucial to
maintain our standards and not
let distress become a reason to
abandon our principles.
The Family and the Future
Family has always been an
integral part of my journey.
I have worked to strike a balance
between my work and personal
life, cherishing the moments we
spend together. Our Sundays, in
particular, are a time when we
gather for a family luncheon, a
tradition that has helped us stay
connected and enjoy each other’s
company.
Two of my three children, Kristin
and Kenneth, have become
actively involved in the family
business, True Value. They joined
the company not because of
expectations but because they
have come to share a passion for
the business and have developed
valuable skills in the process. It is
fulfilling to see them contribute
to the company’s growth, and
I believe they will continue our
legacy of success.
A Legacy of Values and
Philanthropy
As I consider my legacy in the
business world, I envision it as
one built on the foundations of
strong values, a commitment to
continuous improvement,
and a passion for giving back to
the community. I am dedicated
to supporting various causes,
including education, healthcare,
and social development. Through
our philanthropic efforts, we hope
to make a positive impact on the
lives of those less fortunate.
In conclusion, my entrepreneurial
journey has been shaped by the
early lessons I learned from my
parents, the challenges I faced
along the way, and the values
I have upheld. I believe that
success in business is not just
about financial gains but also
about the positive impact we can
have on the lives of others.
I hope my story serves as an
inspiration to aspiring
entrepreneurs, encouraging them
to stay committed to their goals,
overcome challenges, and build
a legacy that reflects their values.

programme we have set up structures to support

various types of assistance including interest-free

GAP certified by the Ministry of Agriculture.
Health and Wellness: We support various
health causes and have developed strong
partnerships with cancer awareness and diabetes
management organizations. Apart from our direct

Who Is Miller Tobierre
From Mom’s Store
to True Value:
How My Roots
Shaped
My Business
From the quaint town of Vieux Fort,
my journey in the world of business
began. Growing up, I watched my
mom manage a small store, carefully
weighing items for sale and always
reminding me that “credit in your
business will kill it.”
Meanwhile, my dad’s venture involved animals in
Vieux Fort, on the base, and in Canelles. The hustle
of selling animals left an indelible mark on me,
shaping my early experiences and sparking my
Initially, I dreamt of becoming an engineer,
captivated by my brother and brother-in-law’s
expertise in dismantling and rebuilding Caterpillar
engines. It was an entirely different path, and
business was not on my radar. However, everything
changed when I crossed paths with Debbie.
Before the inception of True Value, I gained
valuable experience working at my sister’s business
for about three years. It was in 1987, that my life
took a different turn when I met Debbie. We
migrated to the United States and started a family,
repatriating to Saint Lucia in 1995. We then started
working for her family, and after two years and four
months, due to circumstances we ventured out on
our own and opened our business.
My leadership style is often described as silent but
steady. Having built this business from the ground
up, I always remember my first set of customers
and their needs, and this hands-on approach
continues to define my service to others. In the
business, I actively engage in the mechanical and
technical aspects, utilizing my skills to train others.
The idea for the location for True Value came
about due to the fact that the warehouse building
that housed Playboy Enterprises had been vacated
for some time. I saw an opportunity and was
enthusiastic about renting the space. Debbie, on
the other hand, had her reservations. Nonetheless,
I took the initiative, collected the keys to the
space on the Vieux Fort Laborie Highway,
and with the support of a group of friends, we
transformed the empty space into our very own
humble beginnings. We gained the interest of an
investor and used the funds for the purchase of
a truck and materials required to build an office.
This marked the beginning of our entrepreneurial
journey.
Reflecting on the early days of True Value, we
were blessed to have the support of the Vieux
Fort community. With Debbie taking charge of the
accounts and my expertise in the industry, the
initial challenges were manageable. The journey
was made smoother with Debbie’s dedication and
support.

Now, True Value is celebrating
its 25th anniversary, and the
memories and achievements
associated with this milestone
are truly heartwarming. As I look
back, I cherish the friendships
we’ve built with customers
across Saint Lucia. Many of the
families we served in the early
years have now become loyal
patrons, with their children and
grandchildren continuing to be
part of our extended True Value
family.
Throughout my journey, I’ve been
inspired by my mother, a shrewd
businesswoman who always
had money through her prudent
financial practices. Her influence
on my life and approach to
business has been profound.
Balancing personal life and the
demands of a growing business
has been a challenge. I miss the
days when I could enjoy
the simple pleasures, like going
to the beach, boating and
fishing. Now at the age of 58,
as I approach retirement, I look
forward to embracing these joys
and taking the time to fish, visit
different beaches, and travel.
My wife, Debbie, has played a
pivotal role in our family
and the success of True Value.
Her remarkable ability to stay
on top of everything amazes
me. Her dedication and sharp
memory ensure that I am wellinformed
about the business,
even when I am not in the office.
Her contributions and
accomplishments are a source of
immense pride for me.
In conclusion, my journey in
the business world has been
a testament to the values
instilled in me by my family
and the unwavering support of
the community. True Value has
thrived because of the strong
foundation of family, hard work,
and a commitment to customer
satisfaction. As the journey
continues, I eagerly anticipate

The Saint Lucia Air and Sea Ports Authority as a
national, statutory entity can easily attest to the value
of such a statement. This is due to the responsibility
we hold in managing our very important port
sectors. These are vital in travel, trade, and the supply
chain but also the development of enterprise and
industry throughout the length and breadth of our
238 square miles.

FV presents FV Clip, a line that
combines technology and design
for user comfort
Buenos Aires, June 30, 2022. FV, a leading company in
Argentina and Latin America in the manufacture and
marketing of high-tech faucets, presents FV Clip, a
line that mixes technology and design with the aim of
providing greater comfort and functionality to the user.
“We are one of the few Argentine companies that
have an Industrial Design Department, made up of
an interdisciplinary team of professionals who are
dedicated exclusively to the creation of new products,”
says Diego Viegener, Commercial Manager of FV, and
adds: “The uniqueness of FV Clip makes it a modern,
bold and elegant product.”
FV Clip faucets
With its minimalist design of simple strokes and black
or chrome finish, FV Clip achieves a sculptural-looking
morphology that gives a glimpse of rebellion. Among
the innovative features of the faucet, it’s smooth and
intuitive electronic operation stands out: the user must
press the command to turn it on and off, turn it to adjust
the water temperature to the desired level and press
and turn it at the same time to regulate the water flow.
All this makes the user experience more comfortable.
Also, the FV Clip faucet has three quick and concrete
accesses to the water temperature so that the
consumer has superior and immediate functionality.
By pressing the electronic command once you access
a temperature of 12°C, pressing it twice at one of 30°C
and, if it’s done three times, at one of 38°C. The sink
also has a cleaning and diagnostic function that, like the
rest of the functions, is accompanied by the LED ring
that provides a subtle visual response and indicates the
increase of temperature.
Shower FV Clip
The Clip line includes a new outdoor wall shower with a
tactile thermostatic control that allows you to select the
temperature. Once chosen, the thermostat maintains
it constantly, ensuring the comfort of the user. Also,
by pressing the commands of the electronic panel,
the water outlet flow can be regulated between the
3 established modes: low, medium and high. FV is a
company with 100 years in the Argentine market and
its products are marketed in more than 25 countries,
where they are recognized for their quality, reliability,
innovative design and cutting-edge technology.

PARALLEL GROWTH
I sometimes think that I have a true affinity with True
Value. The birth, growth and development of True
Value mirrors so much of my own journey in political
life. True Value opened its doors for business in
October 1998, seventeen months into
the electoral term of the Saint Lucia Labour Party in
office. I remember the occasion well, as I was invited
to cut the ribbon to signal the company’s entry into
business. I was deeply worried.
At the time Debbie was twenty-seven years old, and
Miller, her husband and business partner, was thirtythree
years old. They were, I thought, novices in
business. More worrying was that they had chosen
to enter into a highly competitive business, the
retailing of building and hardware supplies. It was
a small, closed space. They met some formidable
competitors, including their own parents who
owned and operated a hardware supply and retail
business, “Builder’s Choice”. I admit that
I underestimated their grit, determination, and
passion to succeed.
Debbie and Miller quickly proved me wrong. They
revolutionized their approach to retail services.
They understood that they needed a loyal customer
base, so from the onset of their business they
invested heavily in developing special ties with their
customers. For example, from the outset of their
operations, they provided their customers with free
transport for building materials. This really was vital
in a community that was so isolated and widely
dispersed. Free transport has been a hallmark of
their business to this day.
Truth be told, Debbie and Miller symbolized the new
generation of Vieux Fortians entering into the world
of business.
PIONEER IN WORKERS’ RIGHTS
They understood too that they needed a loyal base
of workers. Theirs was not just a training ground for
workers, many of whom started their working lives
at True Value but moved on to more prestigious
positions in other companies.
True Value was a pioneer in workers’ rights. A
position at True value was coveted as True Value
was known to pay its staff far better wages than its
competitors.
They did the unthinkable and invested in a
restaurant at the business to provide both their

customers and staff with lunches
and other takeaway meals. It still
baffles me that the restaurant has
survived.
FACING THE
CHALLENGES
To be sure, the business had
its challenges, especially after
the recession which swept the
world. Banks were unkind and
ungenerous. To survive, True
Value had to make painful and
difficult decisions to reduce
overheads. True Value had to
downsize to survive. Some
staff had to be sent home. I
saw Debbie’s tears and Miller’s
consternation. We spent hours
discussing the issues, the
challenges, the options. But they
survived and amazingly, became
stronger.
DIVERSIFICATION
One thing Debbie and Miller
understood was that
comparatively speaking, Saint
Lucia’s economy was relatively
small. It was therefore vital that
True Value diversify by using its
core business as a strength and
an asset. They understood that
new synergies had to be created.
They chose to enter
into real estate development and
gave birth to the “Emerald Vista”
development. I had the honour to
cut the ribbons when “Emerald
Vista” entered the market. I did
think it was a risky development.
Despite the economic downturn
and other challenges, temporary
setbacks and disappointments,
Debbie and Miller persevered
and today, “Emerald Vista” is a
powerful testimony of their vision
and understanding that the Saint
Lucian economy had moved into
a new era.
Few understand, as Debbie and
Miller do, that to survive in this
new, incredible world, innovation
is key.
INTEGRATION OF
CHILDREN
There is so much that I admire
about Debbie and Miller Tobierre.
I watched their children grow and
develop. Unlike so many Saint
Lucian families who had difficulty
in involving and integrating their
children into their business’
operations, they both decided
to be different, perhaps because
of their own experiences, and
ensured that their children
became part of the operations
of True Value. Today, two of their
children, Krissy and Kenneth, are
part of the management team of
True Value.
POWERFUL LEADER
To my mind, the single most
powerful explanation for the
success of True Value has been
“leadership”. Theirs has been
shared leadership.
Miller and Debbie knew and
understood their respective
abilities and strengths. They
yielded to their individual
strengths in the management of
the business. Personal differences
were never allowed to interfere
in the management of the
company. Debbie was, for all
practical purposes, the “face” of
the company, interacting with the
public, negotiating with suppliers,
handling their workers, arranging
the designing and construction
of homes, and handling the
finances of the business. Miller on
the other hand, focused on the
internal operations of the
business, advising on the ordering
of supplies and new merchandise,
assessing the readiness of the
market for new businesses,
handling and maintaining the
heavy equipment of the company,
and organizing the company’s
warehouses.
A PRICE FOR
FRIENDSHIP
This testimony of mine confirms
that I have enjoyed a remarkable
and wonderful friendship with
the True Value Family. I may,
therefore, be accused of bias,
which I gladly admit.
They have suffered for me and in
my name. All manner of calumny
has been thrown at them, some
too distasteful, perverse, and
simply malicious to repeat. Yet,
never once did Miller, Debbie,
their parents and children flinch,
doubt or disown the friendship
that we have shared over the
years. I am grateful for their
amazing loyalty and friendship.
We have not heard the last of
True Value. They are pioneers
and know and understand that to
survive, new and different
platforms are vital and necessary.
In that, they have my blessings.

In November of 2020, amid the unprecedented challenges presented by the global Covid
pandemic, I was honored to assume the position of Managing Director at the Bank of Saint
Lucia. It was a time of great uncertainty, yet also of profound opportunity. As the world
around us adapted to new realities, I eagerly embraced the chance to renew connections
with our valued customers face-to-face. Among these cherished reunions was with the
indomitable Debbie Tobierre of True Value Hardware, a meeting that would rekindle
memories of past encounters and illuminate the paths we had traveled.
Our first encounter traced back to a time when I helmed the Vieux Forte Branch of
Barclays Bank PLC. Debbie, fresh from the halls of academia and bursting with zeal,
was beginning her foray into the familial legacy of hardware. I vividly recall her incisive,
pointed queries, a testament to a mind that refused to accept the status quo without
scrutiny. She was a beacon of ambition and resolve, challenging the established dynamics
between our institution and her burgeoning enterprise.
Thus, upon our reacquaintance, I was not surprised to hear of the trials and triumphs that
Debbie navigated to sculpt True Value Hardware into a paragon of success. Her journey,
marked by relentless dedication and visionary leadership, has firmly established her as a

Defining moment in my career
“Self-confidence grows with experience” but we all must begin somewhere, and like many others, I didn’t
always advocate for myself when I was starting out. This is where my defining moment started.
I was working in a high-pressure environment and had been given the opportunity to step up into a much
bigger role with more responsibility. Right there and then was when the opportunity presented itself to
work with this establishment. I was engaged, motivated, and terrified. My biggest obstacle lay in limiting
self-beliefs, and I was actively wearing my ‘fear of failing’ badge daily. The most critical moment for me
was when I felt I had to consciously make the decision to either continue my career trajectory or settle
into what was comfortable. Not allowing fear to dominate my future, I made this life altering choice to let
it all go and follow that trajectory that presented itself. In my short stint with this company, I have come to
realize that I have made the right decision in branching out and the daily support is immeasurable to my

In 2006, the Saint Lucian
Bedding Company (LUBECO),
located in the Vieux Fort
Industrial Estate succumbed
to a major commercial fire
destroying over 50% of its
manufacturing capacity.
The then fire was listed by
underwriters as the largest
commercial loss in the
nation’s history. As many
entrepreneurs do, our family
embarked on a program to
build back better Lubeco and
to remain a vibrant part of the
Saint Lucian landscape. The
company, having extremely
good relations with its vendors
and its creditors, assumed that
financing for the rebuild would
be achieved thus allowing
the business to continue.
Unbeknownst to ownership,
the banking sector sought not
to extend credit to Lubeco on
account of the scale of the
loss or would only acquiesce
to doing so with terms and
conditions that can best be
described as draconian.
Without a sound financial plan,
the future of the company
hung in doubt. Through the
generosity of True Value
Building & Hardware Supplies
Ltd. led by the Tobierre family,
Lubeco was provided a ‘lifeline’
in credited building materials
essential to repair and to
rebuild. In those tumultuous
months full of anguish and
despair my mother was
comforted by Debra Tobierre’s
calming words of; “Stephanie,
don’t worry about it. Lubeco
can settle with us when you
can.” My mother has never
forgotten the kindness and the
gratitude shown to her and our
company in its most desperate
of days. Moreover, she’s never
let down the employees
of Lubeco, nor I forget the
importance of friendship.
Without the unwavering
support of True Value and other
local businesses that came to
our assistance our business
may not have survived or today
be a fraction of its former self.
On behalf of the Allain family,
Lubeco, we are eternally
grateful to the Tobierres and
the staff of True Value for
their exceptional service and
assistance.
Being in business for over
25 years is a milestone that
should never be undervalued
or taken lightheartedly. To

The traditional method of selling Real Estate is that the prospective buyer would have to view the
property in person before purchasing this property. With the onslaught of Covid however and
restricted travel, persons are prepared to purchase properties remotely. Our team at Belle Vue
Properties Ltd have been quite successful in selling properties remotely to clients through videos
mainly. This trend has continued post covid however.
B. WORKING REMOTELY
Working remotely has virtually become the new way of life- this is a boost to our tourism product as
visitors can come and work here remotely and enjoy our beautiful island. They fall in love with the
island and thus want to buy property. Some of our clients who have been working remotely have
bought property from Bellevue Properties. .
C. ANOTHER TYPE OF REAL ESTATE HAS EMERGED IN ST. LUCIA - GOLF.
Thanks to Cabots Development located at Cap Estate, the northernmost part of the island, a world
class golf course development has emerged. In addition however, house plots on the golf course
have been built and the success of the plot sales have been tremendous. The House plots; villas and
townhouses have already sold out in the 1st and 2nd Phase of this breathtaking Golf Course Mecca.
This is a tremendous boost to St Lucia as the island will soon become an International Golf Course
Destination. Cabots 18 Hole Golf Course was officially launched a few months ago ( state the date)
D. CITIZENSHIP BY INVESTMENT PROGRAM has been a very successful initiative by the Government
of St Lucia and has been a great source of revenue for the Government. The purchase of the St
Lucian Passport is a catalyst as it provides visa free access to Schengen territories. There are 3
principal methods of acquiring Saint Lucian citizenship namely the Donation Option, the Bond
Option and the Real Estate Option.

It is an honour to attest to the exceptional service and experience provided

Although some family members encouraged me to build on property which we
already owned, using contractors that we knew, I had confidence that the Optima
Construction team would be able to deliver a quality product. I am exceedingly
satisfied that I have made this decision. During the course of the build, my family
and I were kept informed of progress and all relevant matters related to the project
via various mediums. We were able to move into our villa during May 2021 after
construction commenced in June 2020, despite the adverse effects brought about
by this global pandemic.
