Clarity on after
hours sought
By DAVID HILL,
Local Democracy Reporter
The community needs clarity
around when anew Rangiora
after hours medical facility will
be built, says Waimakariri MP
Matt Doocey.
The Associate Health
Minister welcomed news South
Link Health Group has
obtained aconsent to build a
new medical centre at the
Rangiora Health Hub on
Ashley Street.
But the notforprofithealth
provider has yet to announce
when the build will start or set
atimeframe for its completion.
The Ministry of Health
entered into an agreement with
South Link Health Group in
2021, following apetition
calling for after hours
healthcare being presented to
the former CanterburyDistrict
Health Board (CDHB) two
years earlier.
‘‘It is now time the
community got some clarity for
when construction will start,
and when it will open because
the community has been
waiting for along time,’’ Mr
Doocey says.
ASouth Link Health Group
spokesperson says the provider
has been busy completing the
merger of two medical
practices and ‘‘future proofing’’
the operation ahead of building
the new medical centre.
Now known as Rangiora
Medical, the practice will
continue to operate from two
locations, Good Street and
Victoria Street, until the new
facility opens.
In the meantime,
recruitment of medical
professionals remains a
challenge, the spokesperson
said.
‘‘There just isn’t enough GPs
to go around,’’ she says. ‘‘We
are in agood position of being
anotforprofit, which is areal
point of difference for us. But it
doesn’t make it any easier.’’
Mr Doocey says the
Government increased funding
in Budget 2024 for the training
of GPs. It will allow for more
places at the Auckland and
Otago University medical
schools, while anew medical
school was opening at Waikato
University ‘‘with afocus on
serving rural and regional New
Zealand’’.
Waimakariri Mayor Dan
Gordon says he is keeping in
regular contact with South
Link Health Group and hopes
to hear an update soon.
‘‘The new centre, which
received abuilding consent last
month, will mean our residents
have access to extended hours
of medical care as well as hightech
imaging radiology right
here in North Canterbury.
‘‘This project is the result of
huge investment and
commitment from South Link
Health Group, Pacific
Radiology and the local GPs.
There is no doubt Rangiora
Medical has faced its fair share
of setbacks, but the passion and
dedication from those involved
in this project has been
unwavering.’’
South Link Health Group,
which is anetwork of 26
medical practises, is
responsible for funding and
constructing the new facility. It
will include full radiology
services (ultrasound, CT and
MRI scans), GP services, a
pharmacy, and urgent after
hours healthcare.
In an old black and white photo
dating from 1917, an eightyearold
girl happily shows off her new
British teddy bear.
Over 100 years later it has
helped build the foundation of a
teddy bear hospital in Kaiapoi.
The young girl was Kaiapoi
resident Suzanne Irvine’s
grandmother Florence Fransden,
and for over 107 years ‘‘OldTed’’
the teddy bear has been watching
over generations of the Irvine
family.
The care of Old Ted over the
years inspired the former CTV
camerawoman to start her Teddy
Bear Hospital.
Afew years ago she started
making and repairing teddy bears
parttime, but her love for
repairing and restoring old
heritage bears saw her opening
the teddybearhospital.co.nz.
The mohair British Teddy Bear
was made by the Terry Toy
Company in East London and had
travelled to aCanterbury toy shop
sometime before 1914.
In 1917 he was purchased by
some of Florence’s family
members who bought him to aid
in her recovery from anearfatal
bout of illness and athree month
stay in hospital.
When the photo was taken in
1917, three of her brothers went
off to WW1, never to return.
‘‘Old Ted sat on asmall chair in
the lounge of the family home on
Moorhouse Ave.
‘‘My dad was an only child and
he wasn’t allowed to play with
him, and neither were we ever
allowed to touch him.
‘‘That’s why he was in such good
condition, as he just sat there, out
of the sun,’’ Suzanne says.
The excitement, drama and
unpredictability of live theatre came into
play at the final rehearsal of Rangiora
High School’s latest theatrical production
We Will Rock You.
Technical issues delayed the start of
the rehearsal and performers quickly
learnt that even the softest backstage
whisper will be picked up by the live
microphones they all wear.
But oncethe show got under way one
thing became clear.
This musical is no amateur high school
production.
It is aslick, polished, highly enjoyable
show that could easily run in acity
theatre and the talented young
performers in it are stars in the making
with abright future in theatre if they
choose.
The show’s coproducer Bex McLean,
who is director of performing arts and
teacher of commerce and dance at
Rangiora High School, was thrilled with
the rehearsal.
‘‘It was brilliant with great energy from
students, plus their hair/makeup and
costumes, along with the sound and
lighting aspects, were all just awesome,’’
she said.
‘‘There were afew technical
difficulties, but you always expect that
when you have so many movingparts to
bring together, and the tech crew hustled
and handled it so well, as did the
performers and band.’’
The result comes after many months of
planning, preparation and hard work
from everyone involved in the production
including director Bryony Jamison, a
highly regarded, widely experienced
Old Ted now sparkling after hospital stay
From Page 1
Old Ted was later passed on to
Suzanne’s father Martyn Irvine, a
retired carpenter, and in time he will
passhim on to Suzanne who has
recently restored him to his former
glory.
‘‘Four generations of my family have
worked on ‘Old Ted' to preserve his
stability.
‘‘There were old stitches on his ears
which my greatgrandmother would
have done.
‘‘Grandma kept him together sewing
him up when the stitches failed over the
years.
‘‘My dad tidied him upand replaced
the eyes, and now I’ve cleaned him up
and strengthened him so he’s looking as
bright and sparkly as he was when he
first came into our family.’’
Suzanne says Old Ted has ashine on
his fur now that he never had before.
Sixty years of sitting near an open fire
had coated Old Ted’s fur in black
Powerful performance ... Jacob Coxhill, aformer Rangiora High School pupil, aged 23,
School of Performing Arts.
She is also working as an apprentice
with the Jesters and the Court Theatre in
Christchurch.
The hope is the production will
promote the arts at Rangiora High School.
It certainly has the quality to do that,
and Bex is hoping the North Canterbury
community will take the opportunity to
support everyone involved with the show
by attending it and telling their friends
about it.
smokey ash and tar.
So far she is working on a23yearold
Lion attacked by adog, a70yearold
rabbit and an 85yearold teddy bear
suffering from abug infestation
problem.
‘‘I love repairing the old teddy bears,
I’ve only been in business for four
weeks and people from all over are
calling me up, surprised there is ateddy
bear hospital service here in Kaiapoi.’’
‘‘That one Ihad to put in the freezer
for 48 hourstokill off all the bugs, now
I'm thawing him outbeforethe
restoration work starts.’’
Suzanne says she has been surprised
by the demand for her skills.
‘‘It’s been crazy the demand, with
many calls coming from Canterbury and
just as many from cities up north.’’
She says Old Ted epitomises the
physical longevity of heritage family
bears.
‘‘They honour the legacy and heritage
they represent in afamily’s history.
We Will Rock You,which is based on the
music of British rock band Queen, tells
the futuristic story of agroup of
‘‘Bohemians’’.
The Bohemians are fighting to restore
freedom of thought in an Orwellian
society where ‘‘Planet Earth’’ has been
renamed ‘‘Planet Mall’’, and all noncomputer
generated music has been
banned.
The show, in the Rangiora High School
hall, runs until Saturday (June 22).
Tickets are $25 per person through the
online ticketing platform Humanatix.
‘‘It’s time for people to dig out these
old bears from storage and create a
lasting family heirloom for future
generations to enjoy.’’
In 1890, William J. Terry founded his
toy factory, based in east London. The
company was already famous for its soft
toys before producing its first teddy
bears in the early 1900s. Englishbears,
like Old Ted, usually had glass eyes
with painted backs. The webbed claw
stitching on the bear's paws is another
characteristic of English bears. W.J.
Terry died in 1924 and his son took over
the company but just before the Second
World War, the factory was shut down.
Made between 1905 and 1908 from
shaggy mohair and stuffed with wood
wool and kapok, these dolls set the
standard for British toy bears.
Certified Terry bears like Old Ted,
now sell at international auctions for
over NZD$2000 while many others
reside in museums suchasthe Victoria
&Albert Museum.
Helping farewell pets peacefully
By ROBYN BRISTOW
Saying goodbye to much loved petscan
be one of the hardest decision pet owners
have to make.
Veterinarian Janine Cumming is
helping make this decision easier by
offering apeaceful and personal
farewell in the comfort of people’s
homes.
Janine, who is North Canterburybased,
has begun ahome euthanasia
service, to help pet owners farewell their
friends in adignified, respectful and
stressfree environment in their own
homes.
She says euthanising animals is one of
the most important things avet has to do.
‘‘It is such aprivilege and people are so
grateful.’’
Janine says it is the ‘‘most beautiful
feeling’’ when people are able to farewell
their pet in the comfort of their own
home.
It ensures the animal’s last memory is
not the sterility of aclinic environment,
which some hated visiting.
‘‘I understand that some animals have
alot of anxiety and fear surrounding
visiting the vet clinic, and therefore
being at home and saying goodbye can
make this already difficult process a
little easier,’’ she says.
Janine decided to offer an at home
euthanasia service, after having to put
some of her own family’s much loved
older dogs to sleep in her own home, and
seeing how stressfree and peaceful the
process could be.
It was an environment in which she
could explain what was happening to her
Loved pets ... Janine Cumming with the
family dog, Falcon.
young daughter Neva, and help her
understand that it was all ‘‘part of life’’,
which was a‘‘really important part of
learning’’.
‘‘I realised how lucky my family was to
have this service readily available to us.
‘‘I believe every pet deserves a
dignified transition, surrounded by love
and familiarity in their home
environment.’’
Janine, who worked as avet in a
Christchurch veterinary practice for
about 20 years, decided about three years
ago to start up an animal chiropractic
service —Animal Motion NZ —and work
part time at the clinic.
When deciding to offer pet euthanasia,
she then gave up work at the practice.
‘‘It fits in nicely with the animal
chiropractic service, and flexible enough
for me to do both, as there are no set
hours.’’
Clients can contact her through her
lovedpets.co.nz website.
Janine then reaches out to the client,
chats to them about the service if they
wish, and makes atime.
She also offers to have their pet
cremated, and to return their ashes to
the family home.
‘‘About 70 percent do cremation, others
bury their pet at home.
‘‘I can take away all those decisions,
and get it all sorted for them.’’
Janine says vets used to do alot of
home visits, but with busy schedules now
many were unable to spare the time.
Being such abig occasion, it was
important that the pet owners were not
rushed.
Several vets are now referring clients
to her.
‘‘As aveterinarian, Iunderstand the
deep bond we share with our pets, and
the difficult decisions we have to make.’’
Council engagement awinner
The Hurunui District Council has
earned aTaituarā Excellence Award
for its Amberley Beach Coastal
Adaptation Project.
The award recognises the council for
setting anew standard for community
engagement in the face of climate
change,
The Department of Internal Affairs
Award for Excellence in Community
Engagement recognises projects
demonstrating outstanding results
through excellent community
engagement or empowerment.
The Amberley Beach Coastal
Adaptation Project centred around
open and inclusive conversations with
the small Amberley Beach community.
These conversations focused on the
impact of climate related events in
their coastal community, including
rising sea levels, coastal erosion, and
the potential for ground water, river,
and rainrelated flooding.
Through collaborative dialogue, the
council and residents defined the
challenges they would face over the
next 100 years.
Raymond Horan, Taituarā Chief
Advisor, says the project was a
reminder great community engagement
didn’t require abig budget or lots of
staff, ‘‘even on acomplex or potentially
divisive issue’’.
‘‘Sixtysixcouncils have acoastline,
just for climate change, but seismic risk
and recovery, and insurance retreat.
‘‘The judges were impressed by the
range and quality of the stories that
councils entered into this category.’’
Hurunui District Council’s
dedication to open communication sets
anew standard of community
engagement in climate action.
Anose trained for disasters
ByJOHN COSGROVE
Findingpeople buried under
earthquake debris or trapped in
collapsed buildings is what aselect
group of Canterbury dogs train most
weekends for.
Their training is so they can do the
job quickly and safely when the need
arises, in locations that are often too
dangerous for their handlers to enter.
Run entirely by volunteers, the
Southern Training Group for the
Urban Search and Rescue(USAR)
Search Dog Association holds onsite
trainingexercises to keep their dogs at
operational status.
Five dogs and their handlers spent
the weekend searching for hidden
victims inside Rangiora Racecourse
buildings and in anearby quarry
rubble pile.
The dogs were either qualified or
workingtowards being declared
operational.
USAR national dog trainer Colin
Howard says only six dogs nationally
are fully trained for this type of work,
as it takes 12 to 24 months to train a
dog.
Their training involves manyhours
spent by their volunteer owners
working with their dogs, teaching them
ways to search based on smell or sound
across terrains as open as office blocks
or as rugged as quarry piles.
Jenny Gardner of Waipara and
Poppy, athreeyearold collie, are
already operational, meaning they can
be called out at any moment to a
disaster area to search for survivors.
‘‘I have always wanted to be involved
in helping my community. Working
with Poppy is agreat way to make that
happen,’’ says Jenny.
Jenny has been involvedwith USAR
for three and ahalf years and has
Ihave learnt so much. The situations
Poppy andItrain in are always very
challenging and exciting. It is great
watching her work as she is avery
smart dog.’’
Jenny says training the search dogs
isn’t easy as it takes many people to
make it work. ‘‘Ownerscan’t do it on
their own, they need help and support
from many to achieve the result of an
operationally qualified search dog,
who will find people in some the worst
places you can imagine.’’
Charges looked at
for official requests
By DAVIDHILL,
Local Democracy Reporter
ANorth Canterbury
council is considering
charging for official
information requests, as
it struggles to keep up
with demand.
In areport to recent
council committee
meeting, Waimakariri
District Council
governance team leader
Thea Kunkel said the
council had responded to
nearly 300 requests for
information in the last 12
months, received under
the Local Government
Official Information and
Meetings Act.
Councillors were due to
workshop adraft
charging policy this
month, before adopting it
at the next month’s
council meeting.
Chief executive Jeff
Millward said the
requests were adding to
staff workload.
‘‘We are making sure
we respond to them
promptly, but it is causing
quite abit of work.’’
The legislation allowed
for councils to charge for
costs associated with
processing arequest, but
to date hasn’t charged for
an official information
request.
But three recent
requests were
‘‘considered substantial’’.
Staff advised there
would be acharge if the
work was under taken,
the report said.
The council received 71
requests between March
and May, compared to 61
for the same period last
year and 32 in 2022.
Staff have spent 194
hours responding to
requests over the last
three months and it was
estimated to have cost the
council $8588.
Charging guidelines
provided by the Ministry
of Justice suggested staff
time be charged at $76
per hour, with no charge
for the first hour.
The requests were for
information on arange of
topics.
These included
drainage, proposed solar
farms and other consent
applications, property
purchases, security at
council facilities, threats
to councillors and staff,
and annual plan
processes.
One recent request
wanted information
regarding Kintyre Lane
in Ohoka from 2007
onwards.
Staff estimated it would
take more than 40 hours
to collate the information.
Safety improvements canned
By DAVID HILL,
Local Democracy Reporter
Motorists could be paying atoll to drive on
the Woodend Bypass when it is completed.
Meanwhile, planned safety
improvements to the area have been
canned for now, as officials review the
planned work as part of the Woodend
Bypass design.
The Government is considering a
proposal for its promised roads of national
significance to be partially funded by a
toll.
New Zealand TransportAgency Waka
Kotahi said the Woodend Bypass has been
confirmed as one of the first five roads of
national significance and that asafety
review will be undertaken.
Associate TransportMinister Matt
Doocey said the Government has backed
recommendations by Waka Kotahi to
introduce tolls in its Government Policy
Statement on Land Transport.
‘‘As aGovernment, we are open to a
wide range of funding tools to ensure we
are able to deliver the roads that will allow
kiwis and freight to get to where they want
to go quickly and safely.’’
Safety improvements for Woodend’s
Main North Road were announced in
December 2022, as part of a$35 million
funding package for State Highway 1
between Saltwater Creek and Cam River,
with work due to begin this year.
But Mr Doocey said it made sense to
have another look at the work programme.
‘‘When you look at the Woodend safety
improvement programme, it was in
response to Labour cancelling the bypass,
so it is right to relook at that programme in
the context of the new motorway.’’
Waka Kotahi had previously advised the
safety improvements were on hold,
pending the revised GPS on Land
Transport.
The former Labourled Government
Roading solutions ... Transport Minister Simeon Brown (left) visited Woodend last year
to discuss transport issues with AA Canterbury /West Coast district councillor Alan Turner
and Waimakariri MP Matt Doocey.
PHOTO: FILE
included the Woodend Bypass in its GPS
on Land Transport announced in August
last year.
Funding was also announced in
December 2022 for a$6million project,
including cycleways linking Kaiapoi,
Woodend and Pegasus, as part of Waka
Kotahi’s Transport Choices Programme.
But the programme was axed last
December by the Nationalled
Government.
Mr Doocey said the proposed cycleways
and an underpass at the Pegasus
roundabout would be considered as part of
the final bypass design.
‘‘When you look at the Christchurch
Northern Corridor, the (Christchurch to
Kaiapoi) cycleway was an important part
of it, so Ithink it would make sense to
consider the cycleways and an underpass
as part of the bypass design.’’
WoodendSefton Community Board
chairperson Shona Powell said she
welcomed news about the bypass, but the
safety improvements were needed now.
‘‘It will take several years to build the
bypass. It is just getting frustrating.’’
Waimakariri Mayor Dan Gordon said he
had been seeking clarity about the
promised safety improvements without
success.
But he welcomed Mr Doocey’s
comments that the cycleway and underpass
would be considered as part of the
final design.
‘‘It makes total sense to construct this as
part of the works and Iknow the
community would be thrilled to have these
included.
‘‘This is an incredibly important project
for our district and Iamdelighted by the
depth of consideration the Government is
giving to it.’’
He would also like to see acycleway
cliponadded to the State Highway 1
bridge over the AshleyRakahuri River.
Mayor Marie Black
Fundingroading and
impacts in the future
Ratepayers frequently contact councilto
raise matters relating to roading.
The strategic approach for elected
members was to respond through the
LongTerm Plan, and haveamuch
stronger focus on improving the state of
our roading network.
Council proposed an ambitious
roadingprogramme to deliver amuchneeded
investment in roading.
Last week we received the indicative
allocation of funding from New Zealand
TransportAgency (NZTA) for 20242027,
and although this allocation sits
favourablyagainst the 20212024
formula, it barely covers inflation and
has tighter definitions for the
expenditure.
It does not match the funding required
to drive substantial improvements in our
roading network.
Also, we have recently heard from
NZTA that they are proposingachange
to the Emergency work investment
policy which will impact on what, and
when, we can apply for additional
roading funding to supportworks
required after an event.
Natural events such as weather bombs
already places significantfinancial
pressure on the Hurunui District
Council to meet the required service
levels, and find any additional roading
budget following an emergency.
NZTA proposed changes will shift the
qualification of funding from 1in10
year, to 1in20 year eventstatus, and to
halve the uplift in emergencyfunding
from 20 percent to 10%.
This will inevitably shift the financial
burden to ratepayers.
The meaningofMatariki
The stars were used as signals.Ifthe
stars were clear and bright it was a
signal that afavourable and productive
season lay ahead.
Matariki is an important celebration
of all that is good about life on earth, and
to show respect on the land that we live.
Connecting with the stars reminds us
of ourwhakapapa and those who have
passed to the heavens.
While for some the celebration of
Matariki is new, it is very closely aligned
to the guidance of our forebears and the
hope that the stars will in fact bringa
favourable and productive season.
Whatever this meanstoyou, Ihope you
can look forward to the new season of
promise.
LETTERS TO THE EDITOR
Ahuge thank you
Dear Editor,
Some 20 months ago Iwas diagnosed
with adisease that seems to appear far
too regularly these days. However, this
letter is not all about me, but is about the
excellent care Ihave received from,
primarily, Pacific Radiology Southern
Cross, Burwood Radiology plus the
Respiratory, Urology, Radiation and
Oncology units at at Christchurch
Hospital.
The doctors, nurses and staff have all
been so professionalintheir approach
and we have also had some fun along the
way.
The empathy and compassion they
have displayedtoboth my family and
myself has been absolutely top drawer.
These people obviously go on shift with
the mindset of having apositive impact
on their patients care. They deserve
every accolade that may be bestowed on
them.
We as afamily will never forget what
they have done for us.
Ahuge thank you to you all.
drought decimating not just the land but
bank balances of those farming which
Time for the Hurunui Irrigation
Project to be completed huh? Both it
and the Glenmark scheme were
Treasury casualties of the mid 80s and
onward and no “party” has
acknowledged the massive contribution
both have made, and are still making, to
the economy, e.g. over $20 minexcise
tax per year from the paltry 1300 ha of
vines surrounding Waipara which would
be adrop in the “milk bucket” of the
returns from the Amuri scheme!
Lake Sumner is already a“pumped”
hydro scheme in waiting (every time a
NW spills over the Alps!) and thousands
of years old technology awaits to be used
to harness it for power AND irrigation.
Iwas the local Fed Farmers Chairman
during the 1970s prolonged drought and
we at least had agovernment in tune
with the land and people who were not
slow in authorising free cartage, by rail
from Otago for any feed to help which
were unshipped and distributed at
Waipara.
Illegal hunting upsetting Hurunui farmers
ByJOHN COSGROVE
Hurunui farmers and the police are
concerned about illegal hunting
activities along the Conway and
Charwell Rivers in the Hurunui
district.
Several Hurunui farmers worry
someone may be injured as illegal
spotlight hunters in vehicles
callously shoot deer andsheep along
the river banks.
One farmer, who has been farming
there over eight years and asked not to
be named, says he is distressed by the
numbers of dead deer and sheep he’s
seen abandoned on the river beds and
banks.
‘‘There are lots of deer and pigs on
the properties surrounding me and
this attracts shooters.
‘‘Some are on properties used for
dedicated deer stalking businesses,
but some hunters are continuing to
drive up and down the river beds at
night using spotlights and shooting
anythingthat moves even though this
is illegal.
‘‘Recently Icame across three sheep
carcasses, all shot and left there on
the river beds. There were also a
couple of deer carcasses nearby.’’
He says the drivers come in from the
bridges on State Highway 1and SH 70.
It is illegal to carry acenterfire
rifle along ariver bed unless going to
DOC land, but there is no DOC land
there, he says.
It is alsoillegal to spotlight hunt in a
river bed which is treated the same as
Farmers say they have sat in the
many huts located on paddocks higher
up from the river banks, and watched
the spotlight shooters in action at
night.
‘‘It has been on going for yearsbut
this was the first time we have found
dead sheep.’’
Another farmer discovered many
dead sheep carcasses recently
‘‘My sheep sometimes get through
the fences and wander out on to the
river beds. They are tagged and
therefore private property and yet
these shooters still shoot them.
‘‘I know the river beds are full of
deer and feral pigs, but why shoot my
sheep?’’
Aneighbour of his discovered the
latest bunch of sheep shot.
‘‘There were eight lying on several
spots along the river bed, some had
been gutted or dismembered. It was
obvious they had been shot to order for
their meat.’’
He says it is not uncommon for
farmers in the district to find they are
short adozen or so sheep at times
throughout the year.
Atotal of 30 two tooths wererecently
reported missing off anearby farm.
He says hunters are quickly moving
away from using spotlights as they can
now legally purchase and use high
powered thermal imaging units now.
He says these poachers aresmart ,
but he and others are becoming more
proactive about catching them or
reporting them on the police rural
lookout app.
Official sources say hunters need
permission from the land owner to be
there, and river beds are always an
issue as many are managed by Land
Information New Zealand.
Toitū Te Whenua /LINZ head of
Crown Property, Sonya Wikitera, says
LINZ is not issuing permits for
recreational hunting on riverbeds
they manage on behalf of the Crown.
‘‘It is illegal for the public to
spotlight on any DOC, or LINZ land,
and we ask that the public reportany
suspicious spotlighting to the police
immediately.’’
Sergeant Rob Irvine, the Hurunui
subarea supervisor, says police are
awareofillegal hunting practices in
Hurunui, including in the Cheviot
area and it remains aproblem that
police can and do respond to.
Enquires are ongoing into these
reports.
‘‘Police are awareoffurther illegal
hunting reports posted to social media
platforms.
‘‘We ask when posting on social
media about this activity you also
report it to Police with as much detail
as possible, as soon as possible.’’
Police are urging residents to keep
an eye out for suspicious or unusual
activity, and report any illegal or
suspected illegal hunting, either to
police on 111 if it is happening now,
and through 105, or the rural lookout
app if it’s after the fact. The app is
available to download on the Apple
App Store or Google Play store.

Rural health recruitmentchallenges remain
By DAVID HILL,
Local Democracy Reporter
Recruiting medical professions into
rural areas remains achallenge, says a
North Canterbury mayor.
Health Minister Dr Shane Reti says
Health New Zealand has made good
progress in recruiting staff, but
Hurunui Mayor Marie Blacksays rural
areas are missing out.
Mrs Black says it is reassuring to
know progress has been made in
recruitment.
However she says there is little
evidence of it in ‘‘primary health
provision in country areas’’.
The Hurunui districthas been doing
its bit to encourage health students to
consider working in rural areas, she
says.
Third year Otago Medical School
students have been visiting the district
eachAugust for several years.
The initiative has been running for 10
years, with the students visiting
medical centres, St John, District
Nurses, police, the North Canterbury
Rural Support Trust and alocal
preschool.
‘‘If we can grow our own people, that
is the best solution,’’ Mrs Black said.
Training more health professionals is
apriority in Budget 2024, with $22
million set aside for doctor training.
‘‘That will take us from an intake of
589 this year to an intake of 614 from
next year,’’ Dr Reti said.
‘‘We are also progressing acost
benefit analysis for aproposed third
medical school through Waikato
University, which will focus on primary
and rural care.’’
While overseastrained medical
professionals make avaluable
contribution, Dr Reti said training
young New Zealanders was more
sustainable in the long term.
‘‘Health workforce shortages are a
problem in every country around the
world.
‘‘That is why it is so important we
invest in training doctors and other
health professionals here in New
Zealand.’’
In the year to December 2023,Health
NZ recruited more than 200 fulltime
equivalent senior doctors, 2500 nurses,
nearly 100 midwives, and more than 230
scientific and technical staff.
There were still shortages in mental
health, critical care and midwifery, Dr
Reti said.
Waimakariri Mayor Dan Gordon says
he is pleased the Government is
addressing workforce shortages.
Anew medical centre is being
planned in Rangiora to offer urgent and
after hours medical care, but it would
need more medical professionals, he
says.
‘‘I am pleased with the Government’s
announcement that funding will be
allocated to ensure we are training
more doctors and health care
professionals here in New Zealand.
‘‘This will help to alleviate doctor
shortages particularly in the regions
and rural communities.’’
The Kaikōura district faced similar
challenges, and its over 65 population
was expected to increase to onethird
over the next 30 years.
Takahanga Marae has hosted tertiary
health students from around Aotearoa
in recent years for athreeday Noho
Marae visit.
The initiative is apartnership
between Te Tai oMarokura, aMaori
health and social service provider in
Kaikōura, and Hauora Taiwhenua /
Caring for plantings at Balmoral
ByJOHN COSGROVE
The HawardenWaikari Lions
Club held aworking bee in
conjunction with students from
Hurunui College last week where
12 students from the College
assistedthe Lions Club members
with caring for the native trees
and shrubs they helped plant last
year.
The line of trees and shrubs
border the formed walking track
leading up to the historic
Balmoral Lookout which offers
expansive views over the
Culverden, Balmoral Forest and
Hurunui River catchment areas.
Lions member Terry Stevens
says the ongoing drought
conditions in the Hurunui area
have affected the survival rate of
the plantings, but everyone was
happy to see many were still
growing despite the trying
conditions.
The students assisted with
clearing around the plants and
applying amulch of wool
crutchings and dags to keep them
growing.
Terrysays they did agreat job
and the Lions were very
appreciativeofthe student's
assistance.
Glenmark-Cheviot to hostthe grand final
RUGBY
Collated BY PETER WILLIAMS
Itwill be abig day at the Omihi
Domain on Saturday when
GlenmarkCheviot host
Prebbleton in the final of the
Luisetti Seeds Combined
competition.
In very contrasting matches
they were the teams to emerge
victorious from two pulsating
semifinals.
Waihora led throughout its
semifinal against Prebbleton at
Tai Tapu, but at 2415 with only a
few minutes remaining,
Prebbleton scored aconverted
try and aclutch penalty goal in
injury time to take it through to
the final with a2425 win.
GlenmarkCheviot lookedto
make no race of it as it piled on
five first halftries, leading 357 at
one stage.
But Southbridge showed what
atalented and determined side it
was by storming back and closing
to within just six points with four
minutes of play on the clock, but
fallingshort 4135.
Two other North Canterbury
teams secured some silverware
for themselves in the lower
divisions.
Ashley’s victory overKaiapoi
secured it the Canterbury Rugby
Supporters Club Trophy, while
Woodend’s decisive 243 victory
over Saracens in the Plaque
section won it the trophy.
Given three weeks ago they
were languishing at the bottom of
the table without awin, it is
particularly gratifying for the
club to have finished this
competition with two wins.
With no other senior matches
beingplayed this Saturday, it is
hoped North Canterbury rugby
supporterswill head to Omihi for
the Grand Final for the Luisetti
Seeds Cup.
GlenmarkCheviot vSouthbridge
It took Glenmark Cheviot just
two minutes to post the first try. It
stormed immediately on to attack
and from a5metre lineoutitwas
veteran prop, Andrew Zuppicich,
arguably playing the best rugby of
his lengthy career, who barged
over.
Two minutes later,
Southbridge retaliatedwith a
converted try of its own, but from
that point on GlenmarkCheviot
took control, dominating the
territorial battle and piling on a
constant flow of points.
Up front, Harry Allen and
Zuppicich led the way. Flanker
Richard Taylor turned in a‘‘manof
thematch’’effort. Indeed, it
was an impressive performance
from the whole pack. and the
backs did their bit too.
Before the first quarter was
over, the home team had scored
four tries, two of them to fullback
Harry Murray, playing his first
game for five weeks.
He twice exploited gaps on the
blind side to go over untouched.
Mike Keane, playing at firstfive,
also found space on the blind and
his perfectly weighted grubber
kick was gatheredupbythe evervigilant
flanker, James Kellow
for another try in the righthand
corner.
By winningvirtually all the
possession, GlenmarkCheviot
had camped in Southbridge
territory virtually all half,
meaning whenever it was
awarded apenalty kick it was
likely to be inakickable position.
While the freeflowing nature
of the rest of the half was
anythingbut the traditional
finals footy,captain Andrew Hull
did doff the cap to the ‘‘Finals
Blueprint’’ by taking two shots at
goal when they presented
themselves.
The multitalented goalkicking,
hooker, Nick Hide
obliged andwhen rangy lock, Ben
Morriss capped afineindividual
performance by scoring.
GlenmarkCheviot shot out to a
357lead andthe game seemed
all but over as acontest.
However, with halftime up on
the clock acouple of
indiscretions spoiled anear
perfect half from the home team.
Avery easy penalty opportunity
was spurned andtwo phases
later aloopy pass that wenthalf
the width of the field was
gathered by the Southbridge
winger who showed aclean pair
of heels andsprinted the length
of the field, completely against
the run of play, to score between
the posts at the other end.
Southbridge seemed to come
out for the second half witha
differentgame plan and amuch
more attacking intent. Soon after
the resumption it scored a
converted try from aquick tap
penalty andall of asudden it was
‘‘game on’’.
Two further penalties by Hyde
kept Southbridge at arm’s length,
but when the visitors scored a
fifth try (all of which were
converted) GlenmarkCheviot
was left to defend just asix point
buffer for the last four minutes.
Some local supporters’
Rampaging run ... GlenmarkCheviot winger, Jake Vincent fends off a
it survived and will be back to do
it all again this Saturday.
Southbridge 35.
Ashley vKaiapoi
Aclosely contested Division 2
curtainraiser between Ashley
and Kaiapoi, won by the home
team 3026, set the scene
perfectly for the senior match,
being even throughout. Tight
forwards, Sam Regan (Ashley)
and Zac Andrews (Kaiapoi)
traded early tries.
If anything,Ashley had the best
of the first half. It was helped in
no small measure by Kaiapoi’s
illdiscipline –they were down to
13 players at one point. The best
try of the half came when Luke
Gold, showing his versatility by
filling in at halfback, latched on
to asimple 8to9move, delivered
awelltimed pass to Anthony
Tavendale who celebrated his
50th appearance for Ashley by
hitting the gap at speed and
scoring on the right edge.
This allowed Ashley to take a
157 lead into the second half, but
the game really sprung to life
when Lance Taylor, playing at
half back, caught the home side
napping with aquick tap which
created anumerical overlap for
Jared Gilmore to score in the
corner.
Taylor’s excellent conversion
and subsequent penalty gave
Kaiapoi the lead for the first time
in the match, and the game’s
intensity lifted with Ashley
launching aseries of attacks
which went unrewarded because
of Kaiapoi’s excellent defence.
Eventually, though, Ashley did
find away through when Gold
attacked the line and displaying a
slightof hand with aperfectly
timed pass, feeding Matt Couch,
who went over unchallenged.
Ashley also got good value from
their bench which was
highlighted when Blake Walesby
ran 30 metres before being
tackled just short of the line. The
subsequent pop pass fed to the
evergreen Andre Barrett, filling
in as reserve hooker, saw him
score afairytale try that will get
longer in running metres the
more times it is told.
Kaiapoi was rewarded late in
the piece with aintercept try to
Max Dunbar who relished every
opportunity he had on attack.
For the purist the battle of the
two number 6’s was ahighlight of
the game with both having ahuge
work rate. Kaiapoi’s Gilmore was
outstanding over the ball at ruck
time while Nick Sim was
industrious, and particularly
stoic on defence for Ashley.
Ashley 30 (Sam Regan, Matt
Couch, Andre Barrett tries,
Anthony Tavendale 1try, 1
penalty, Cannan Elvines, 1
penalty, 1conversion, Corbin
Mechin 1conversion) beat
Kaiapoi 22 (Zach Andrews, Jared
Gilmore, Max Dunbar tries,
Lance Taylor 1conversion, 2
penalties).
Hurunui vRakaia
Rakaia scored inside the opening
five minutes which set the tone
for the rest of the first half.
Mistakes in general play and
poor defence gifted the visitors
too many opportunities to strike
as they added two more triesto
their advantage before halftime.
The second half saw Hurunui
make some inroads with
possession, and it struck back
twice, through Digby Heard.
Rakaia then extended its lead
again, with winger Laisiasa
Bogitini finding space on the
edge and racing over to score.
Hurunui finally found some
hard earned attacking
momentum after that, and
swinging the ball from sideline to
sideline saw it make some metres
and eventually score again
through Logan Topp. Jono
Schwass closed the eventual
deficit to 7, identifying a
mismatch on the shortside, and
linking with Gus Waghorn, to
dive over in the corner. Manofthematch,
Louie Bethell, carried
hard in close quarters and
brought ahard edge to the
contest with his chop tackling,
while Logan Topp’s physicality
with ball in hand set the platform
to go wide.
Hurunui 29 (Isaac Francis, Digby
Heard (2), Logan Topp, Jono
Schwass tries Heard 2
conversions) lost to Rakaia 36.
Ohoka vOxford
Oxford kept the ball close and
treasured possession. Its reward
Ohoka responded positively with
agood try to Tom Taylor, after
some good forward drives, but
Oxford dominated the second
quarter scoring three further
tries —Muir completing ahattrick.
This gave the visitors avery
handy 247 halftime lead.
After aspirited halftime
speech from their coach, Ohoka
responded with two converted
tries, narrowing the gap to just
three points.
It looked like Ohoka might take
the lead, but Oxford fought well,
and in the 77th minute the
irrepressible Dan Brooker
scored his second try of the day to
put Ohoka away.
Kurt Johnstone, Zane
Patterson, Ricky Allin, and
George Wedlake all impressed
for Ohoka while, as usual,
Brooker had an outstanding
Seedlings planted
Agroup of Year 5Swannanoa School
students saw their year long native
seedling project come to fruition when
they planted their seedlings at Brian and
Rosemary Whyte’s Swannanoa farm in
North Canterbury last month.
The students have been raising native
seedlings in agreenhouse at their
school.
The greenhouse and plants were
provided by Waimakariri Irrigation
Limited (WIL) as part of abiodiversity
project which aims to enhance and
improve ecological values throughout
the 44 000hectare area covered by the
irrigation scheme.
WILs biodiversity project lead Dan
Cameron says the students were excited
to get involved with planting their
seedlings, and it was positive to see
parents join the planting day.
‘‘We have been working together with
the school for acouple of years now.
‘‘The idea is for the students to grow
their own seedlings and for them to
decide which project they would like to
contribute the plants to once they are
mature enough to plant out.
‘‘In this case, we had 160 plants from
the school with the remaining 367 plants
grown in agreenhouse on Brian and
Rosemary’s property.’’
Dan was also heartened to get positive
feedback from another WIL shareholder
who attended the planting day who
indicated interest in holding asimilar
planting day at their farm.
‘‘The key to the success of this type of
project is that farmers can see what
their peers are doing and then put up
their hand to get involved.
‘‘The idea is for it to happen locally,
and organically, as it is about farmers
and the community working together
with the irrigation cooperative to
improve the environment for everyone.
Other local schools involved in the
biodiversity improvement project
including, West Eyreton School and Cust
Preschool, will be planting their native
seedlings at reserves and along riparian
margins near Oxford this month.
Disestablishment welcome
Federated Farmers welcomes the
Government announcement the He Waka
Eke Noa partnership will be
disestablished immediately.
‘‘The previous Government were too
focused on pricing farmers, driving blindly
towards unachievable, political,
unscientific methane reduction targets,’’
Federated Farmers president Wayne
Langford says.
‘‘There was acomplete disregard for the
significant and unjustifiable costs this
would place on hardworking farming
families and the wider New Zealand
economy.’’
Mr Langford says Federated Farmers
would never accept aplan that would see
20 percent of sheep and beeffarms, and 5%
of dairy farmers, priced out of existence.
‘‘From day one Federated Farmers
made it clear that we had three firm
bottom lines when it comes to climate
policy that we were unwilling to
compromise on,’’ he says.
‘‘As soon as it became clear He Waka
Eke Noa wasn’t going to be able to meet
those bottom lines, that’s when we walked
away from the negotiating table.’’
Federated Farmers’ bottom lines were
that methane targets would be reviewed,
viable and costeffective tools would be
available for farmers, and no emissions
leakage would occur.
‘‘There is aclear acknowledgement that
Kiwi farmers are going to need tools and
technology so we can reduce emissions
without reducing our production or
exports.
‘‘It’s positive to see the Government
continuing to support the development of
these practical tools that are of critical
importance to the New Zealand economy.’’
Plantings protecting significant sites
During the last seven years
over 5000 native seedlings
have been planted as part
of Waimakariri Irrigations
biodiversity project.
The project was
launchedin2018 after 297
sites of ecological interest
were identified across the
irrigation schemes
44,000hectare command
area.
Fourteen projects are
under way with two
projects at the Cust River,
three projects at Burgess
Stream and one project
each at the Old Eyre and
Hunters streams.
WIL biodiversity project
lead Dan Cameron says the
initiative aims to protect
existing areas of ecological
significance while also
identifying sites for
restoration that can
improve biodiversity
across the entire
catchment.
‘‘It’s not about doing
projects here and there.
We focus on areas of
significance and look at
sites that are connected to
shareholder land and the
wider catchment.’’
The concept of
connectivity is key to Dan’s
work, and he believes this
will drive the success of the
project over the long term.
‘‘Connectivity is akey
Ecological sites ... WIL biodiversity project lead Dan Cameronwith WIL CEO Brent Walton at
principle of biodiversity,
and we can’t work on
habitat creation and
restoration in isolation.
‘‘We need to consider
connections between each
site to eventually create an
ecological corridor that
provides pathways for
nativefauna to follow.
‘‘This is alongterm
projectover 30 to 40 years
that extends beyond the
irrigation scheme.’’
We havealready
included local schools in
this project and over time
will broaden the scope to
other organisations and the
wider community.
WIL CEO Brent Walton
says the map of key sites
producing during the 2018
biodiversity survey has
proved to be auseful tool
for engaging with
shareholders.
‘‘Having this map of all
the sites has given our
farmers avisual idea of
NairnElectrical, proudlysupportingrural Canterbury since1975.
how the work that they are
doing on their farms
connects with the entire
catchment.
‘‘If we work our way up
from the mouth of the
Waimakariri River there
are areas where we have
connections, and if we can
fill in those areas, we can
create agood pathway.’’
The project has used
technology such as drones
to efficiently gather data
from each restoration site
Public Notices
which then can be shared
via mapping software. Dan
says technology is also
helpful for practical
aspects such as planting
near farm infrastructure.
‘‘We use the drone
together with mapping
software which provides
data and metrics to track
our progress.
‘‘It is very efficient, and
we use it to measure
everything including
practical issues such as
which native plants will fit
under pivots.’’
While improving and
protecting biodiversity is a
regulatory requirement for
WIL, Brent and the cooperative
view ecological
restoration as part of their
commitment to the broader
community.
‘‘Primarily, it’sthe right
thing to do.
‘‘When you look at it from
acatchment approach
what we do here on our
farms impacts anonWIL
shareholder and the
community downstream.
‘‘We want to improve
what we already have here
in terms of biodiversity,
and then work together
with other organisations
and the community to
create those longterm
connections from the sea to
the mountains.’’
CHRISTADELPHIANS
“The Key ofknowledge (Luke 11:52)
BIBLE PROPHECY AND THE
BIRTH OFISRAEL
Throughout history, Israel, the people, have been
a focus in World events. They have been treated
inhumanely in Pogroms(Russian-devastation,orriot),
mob attack against the persons and property of a
religious, racial or national minority, banishment and
forced conversion. But still, after centuries of attempted
genocide, they remain a vital people who have
contributed to mankind, in all the arts, music, science
and medicine. Israel, the land, although renamed by
Emperor Hadrian as Palaestina, orPalestinian Syria,
so that Israel would be ‘lost’ to the World, has been
brought back from ignominy. What isthe explanation
for this amazing event? The Bible is the only place
that prophetically reveals the movements of Israel, the
people and the land.
