FUTURE
Since 2013, Future Caucus has served over 1,800
Gen Z and millennial legislators across the country,
activating young leaders to bridge the partisan
divide and transform American politics.
PRESIDENT'S
LETTER
Since our founding in 2013, Future Caucus has built the largest
organization of young lawmakers in the country. As of today, we
have officially served 1,800 legislators, and our network continues
to scale. After 10 years doing this work as Millennial Action
Project, we rebranded to Future Caucus precisely because of
this growing network of millennial — and now Gen Z — elected
officials and the promise of a better future that they represent.
Future Caucus members have a hunger to make our politics
more productive. Our job is to feed this appetite for change.
As new generations step into positions of public trust, they
want to govern effectively. They are the reason I’m hopeful
about our civic culture, and why I’m so excited for the next
10 years of our work together.
I am incredibly proud of what we are accomplishing: connecting
and catalyzing a new generation of policymakers committed to
working across divisions to drive results. In the next decade,
we’ve set an ambitious goal to recruit 50% of all young
lawmakers to build a culture of collaboration in their governing
bodies. We are well on our way to achieving this cultural tipping
point, but getting there will require all of us working together. I
know this community is up for the challenge.
LAYLA ZAIDANE
PRESIDENT & CEO
The best way to defend democracy is to make democracy deliver.
Today’s problems cannot be solved with yesterday’s solutions.
That’s why Future Caucus leaders are vital. They harness a
generational capacity to spark, embrace, and advance new ideas
and new approaches to make our democracy more responsive.
Our legislators see collaboration with colleagues, rather than
conflict with colleagues, as the best path to deliver results for
individuals, families, and communities.
OUR NEW
BRAND
In November 2023, as our organization celebrated 10 years of transcending
political polarization, one thing was clear: the mission to build a healthier
democracy is bigger than one single generation. It was time to evolve
Millennial Action Project to a new identity FUTURE CAUCUS.
OUR EVOLUTION IS ABOUT MORE THAN JUST A NEW NAME.
Thanks to the many lawmakers, alumni, partners, and donors who weighed in
on our brand identity, we zeroed in on the spirit of what excites our movement
about this work. We further shaped our new brand through comprehensive
market research and robust brand equity analysis. Now, as Future Caucus, we are
positioned to activate millennials, Gen Z, and the generations who follow into a
pipeline of leaders equipped to build a more productive democracy.
Today, our work expands beyond what we could have dreamed at our
founding, and as Future Caucus, we can continue to lean into shaping
what tomorrow holds.
Our new name evokes the hope, promise, and optimism of the lawmakers in our
network. It articulates a shared responsibility for ushering in a better tomorrow.
As a known and trusted brand already used for our Congressional and state
chapters, it’s an elegant way to bring the best of our past into our future.
TRAINING THE FUTURE
CAUCUS NETWORK
In 2023, Future Caucus launched
a leadership curriculum
specifically tailored to meet
the needs of young legislators.
This suite of training programs
focuses on leadership skills,
mental well-being, and bridgebuilding,
empowering them to
be effective leaders ready to
cultivate bipartisan relationships.
Future Caucus and the Greater Good Science Center
(GGSC) at the University of California, Berkeley
partnered to develop an intensive coaching and
professional development cohort with members of
the Oklahoma State Future Caucus. These sessions
were designed to help this bipartisan cohort
develop concrete tools that link skills like legislative
negotiations, committee work, and constituent
communications with deeper competencies of
mindfulness, diversity, equity and inclusion (DEI), and
emotional intelligence.
Future Caucus is dedicated to nurturing the leadership potential of Gen Z and millennial
legislators through a comprehensive array of trainings, workshops, fellowships, and
leadership development experiences. Our programs are intentionally crafted to address the
unique challenges and opportunities encountered by young individuals in elected positions.
Our leadership development curriculum integrates three primary theories:
Emotionally intelligent
leadership
Relationship
leadership
The social change
model of leadership
NATIONAL PARTNERSHIPS
This approach emphasizes the legislator’s development as a leader, the importance of
cultivating relationships for effective leadership, and the acquisition of skills necessary
for leading at all levels to drive positive social change.
Future Caucus partners with organizations across the country to bring resources
and capacity-building opportunities to our legislators.
Events like Future Summit are an important
hard work of bridge-building is not alone. Other
young people have their back, Future Caucus has
their back, and there are millions more people out
there who want to see them succeed. Our job is
to connect them to those tools, to those people,
they were elected to resolve.”
REP. CHRISTINA HASWOOD
(D-KS) Age: 28 District: KS-10
Growing up, Representative Christina
Haswood (D-KS) struggled with
poverty, relying on public resources
for housing, school lunches, and tribal
clothing programs. Her upbringing
provided a unique advantage in
understanding the economic struggles
facing many in her generation and
disadvantaged constituents within her
Kansas district.
Born in Lawrence, Kansas following
her parents' relocation from the
Navajo Nation reservation in Arizona,
Haswood’s journey is deeply rooted
in her community. From her early
education to the initial stages of her
college career, Haswood’s continuous
connection to the district, as well as
her heritage, form the bedrock of her
commitment to public service.
Haswood’s entry into politics was
not merely a personal choice but a
response to a collective call from
her community. Encouraged by
former Kansas State Representative
Ponka-We Victors and other women
in the Native American community,
she overcame initial doubt about her
age and limited political experience
to run for office.
“What convinced me was that I
can bring representation to other
Native American and BIPOC [Black,
Indigenous and people of color] folks
in Kansas, that we belong in these
spaces, and if I win or lose, I can still
bring that little bit of inspiration that
once was brought to me,” Haswood
said. “That’s when I decided to throw
my hat in the ring to run for office.”
INNOVATION LAB
In September 2023, Future Caucus launched the Innovation Lab, marking a
significant stride toward shaping the trajectory of policy making for years to come.
The Innovation Lab serves as a hub for policy education and bridge-building on
the issues that matter most to the next generation and the future of our
democracy. Future Caucus members now have access to a policy library,
live briefings, on-demand experts, and connections to other
lawmakers working on the issues they care about.
This fills a critical gap state lawmakers face:
where to find unbiased, evidence-based ideas
to solve generational challenges.
Months of exhaustive research—including interviews, focus
At the heart of our mission lies the belief that storytelling is an essential tool for increasing
public trust in democracy. By amplifying the impactful work of lawmakers within our Future
accountability, and a deeper connection between representatives and the communities
they serve. Through these stories, we bridge the gap between policy and public perception,
illuminating the tangible ways in which
collaboration and effective governance
contribute to a healthier, more functional
democracy. In a time when trust in
institutions and public officials is paramount,
our storytelling emerges as a powerful
State Rep. Dawson Holle made history
in North Dakota when he became the
youngest elected lawmaker in the state’s
history at the age of 18 while still attending
high school. Hailing from Bismarck, Holle
— also a fifth-generation dairy farmer —
seized the opportunity to represent District
31, channeling his passion for dairy farming
into a political journey he has embraced
wholeheartedly.
In his conversations with lawmakers on
drafted legislation around milk sale reform,
Holle faced continued divisions within his own
Republican party, prompting him to reach
across the aisle to North Dakota Democrats.
“I went to the other side of the aisle just to
have a friendly conversation,” Holle recounted.
“They were all gung-ho for it. I’m like, ‘well,
even better, I guess then that works.’ And if I
wouldn’t have had that conversation, I never
would have known what they felt about this.”
In an effort to showcase examples of exceptional public leadership among our nation’s
young legislators, Future Caucus launched the Young Lawmakers' Storybank, "which
highlights inspiring examples of how healthy conflict in the political sphere can lead to
powerful solutions. This curated database of stories about young lawmakers governing
effectively provides a playbook for transcending toxic polarization and scaling an
effective approach to problem solving.
NATIONAL GOVERNORS ASSOCIATION: DISAGREE BETTER CONVENING
In September 2023, the National Governors Association (NGA) welcomed bipartisan
governors, national experts, and students to Manchester, New Hampshire to tackle the
issue of polarization in America. The event marked the kickoff to NGA President and Utah
Gov. Spencer Cox’s “Disagree Better” initiative.
Future Caucus partnered with NGA on this yearlong initiative and joined the Manchester
convening in order to share tools, tactics, and ideas for governors to promote healthier
political discourse and unity. Layla Zaidane amplified the work of the Future Caucus
network to key leaders including Maine Governor Janet Mills, New Jersey Governor Phil
Murphy, Rhode Island Governor Dan McKee, and Vermont Governor Phil Scott.
WHERE WE GO
FROM HERE
We have ambitious goals.
Onward.
Our next steps will empower more young elected leaders to govern
collaboratively, harness their collective energy to wield their very
real political power, and turbo-charge the incentive structure that
encourages elected officials to forge relationships and solutions
across divides.
Over the next five years, we’ll scale the Future Caucus network to
reach more than 50% of all state legislators under the age of 45, with
a goal of recruiting 1,000 new lawmakers into our network.
Second, we all know the future is uncertain. We need our governing
bodies to not just be functional — they must be ready and able to
lean into emerging opportunities, anticipate threats, and navigate
disruption. We want to help Future Caucus members take urgently
needed action on gridlocked issues like energy and the environment
and respond nimbly to emerging threats and opportunities around AI.
Our Innovation Lab is an important first step in catalyzing that action.
Finally, we will do more to amplify these remarkable young leaders in
order to restore trust in democracy. Our goal is to tell 10,000 stories
of Future Caucus — as individuals and as a collective movement — to
their constituents, especially to the 67% of America More in Common
dubbed "the Exhausted Majority."
Thank you for your support building this future.
