Methodology<br />

Data from professi<strong>on</strong>al social media site, L<strong>in</strong>kedIn, a range of job advertisement sites, <str<strong>on</strong>g>and</str<strong>on</strong>g> official<br />

sources, such as the World Bank, were used to underst<str<strong>on</strong>g>and</str<strong>on</strong>g> the dynamics of <strong>founders</strong> of <strong>high</strong><strong>growth</strong><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>high</strong> potential <strong>growth</strong> firms from supply, <str<strong>on</strong>g>and</str<strong>on</strong>g> dem<str<strong>on</strong>g>and</str<strong>on</strong>g> perspectives. In the case of<br />

dem<str<strong>on</strong>g>and</str<strong>on</strong>g> side data, this was used as an <strong>in</strong>dicative comparator of those people with similar skill<br />

sets to <strong>founders</strong>, given the unique positi<strong>on</strong> <strong>in</strong> the labour market of the ‘founder’ role. A range<br />

of alternative titles to founder was used to attempt to capture the broadest range of <strong>founders</strong><br />

<strong>in</strong> respective ecosystems - for example, Owner <str<strong>on</strong>g>and</str<strong>on</strong>g> founder, Founder <str<strong>on</strong>g>and</str<strong>on</strong>g> CTO, Founder <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

manag<strong>in</strong>g director, <str<strong>on</strong>g>and</str<strong>on</strong>g> so <strong>on</strong>.<br />

We use the broad def<strong>in</strong>iti<strong>on</strong> of startups, to capture these firms, ‘...a <strong>company</strong> built to grow fast’<br />

(YC, cited from Dealroom, 2021). This data was segmented by country, <str<strong>on</strong>g>and</str<strong>on</strong>g> comb<strong>in</strong>ed with<br />

other <strong>in</strong>formati<strong>on</strong> such as disability <strong>in</strong>clusi<strong>on</strong>, I&D <strong>in</strong>dex scores, the proporti<strong>on</strong> of women <strong>in</strong><br />

employment, <str<strong>on</strong>g>and</str<strong>on</strong>g> other c<strong>on</strong>textual <strong>in</strong>formati<strong>on</strong>.<br />

The follow<strong>in</strong>g report uses professi<strong>on</strong>al social media data from L<strong>in</strong>kedIn, al<strong>on</strong>gside job<br />

advertisement <strong>in</strong>formati<strong>on</strong> for <strong>Kenya</strong>, Rw<str<strong>on</strong>g>and</str<strong>on</strong>g>a <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>Ethiopia</strong> to explore <str<strong>on</strong>g>GESI</str<strong>on</strong>g> from a <strong>high</strong>-<strong>growth</strong><br />

ecosystem perspective - <strong>in</strong> do<strong>in</strong>g so, we seek to <strong>in</strong>form, guide, <str<strong>on</strong>g>and</str<strong>on</strong>g> make suggesti<strong>on</strong>s for changes<br />

<strong>in</strong> policy <str<strong>on</strong>g>and</str<strong>on</strong>g> practice to enhance diversity, equality <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>clusi<strong>on</strong> mov<strong>in</strong>g forwards.<br />

<strong>Kenya</strong>, known for its burge<strong>on</strong><strong>in</strong>g startup culture, leads the pack with a significant number of<br />

<strong>founders</strong> actively c<strong>on</strong>tribut<strong>in</strong>g to its grow<strong>in</strong>g entrepreneurial ecosystem. <strong>Ethiopia</strong> reflects a<br />

develop<strong>in</strong>g entrepreneurial envir<strong>on</strong>ment with a mix of seas<strong>on</strong>ed <str<strong>on</strong>g>and</str<strong>on</strong>g> novice <strong>founders</strong>. Rw<str<strong>on</strong>g>and</str<strong>on</strong>g>a,<br />

often lauded for its progressive policies <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>clusive ec<strong>on</strong>omic strategies, shows promis<strong>in</strong>g<br />

trends regard<strong>in</strong>g social <strong>in</strong>clusi<strong>on</strong> am<strong>on</strong>g its entrepreneurs. But also it exhibits the largest<br />

gender gap am<strong>on</strong>g <strong>high</strong>-<strong>growth</strong> <strong>founders</strong>, with a pr<strong>on</strong>ounced male dom<strong>in</strong>ance, despite more<br />

balanced gender distributi<strong>on</strong> with respect to women enterprise <strong>founders</strong> more generally.<br />

Despite c<strong>on</strong>certed efforts towards gender <strong>in</strong>clusi<strong>on</strong>, significant disparities persist across all<br />

three countries. Both <strong>Kenya</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>Ethiopia</strong> <strong>in</strong>dicate small, though unfortunately not remarkable,<br />

improvements based <strong>on</strong> the data toward greater <strong>in</strong>clusivity <strong>in</strong> their <strong>high</strong>-<strong>growth</strong> founder<br />

entrepreneurial l<str<strong>on</strong>g>and</str<strong>on</strong>g>scapes.<br />

A c<strong>on</strong>siderable caveat <strong>in</strong> c<strong>on</strong>duct<strong>in</strong>g this exploratory research is the availability <str<strong>on</strong>g>and</str<strong>on</strong>g> skew of<br />

data. In us<strong>in</strong>g professi<strong>on</strong>al social network data from L<strong>in</strong>kedIn, an <strong>in</strong>herent bias towards those<br />

whose exist<strong>in</strong>g social c<strong>on</strong>necti<strong>on</strong>s use digital platforms (tend<strong>in</strong>g towards people <strong>in</strong> documented,<br />

permanent work), <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>founders</strong> from <strong>high</strong>er socio-ec<strong>on</strong>omic backgrounds.<br />

A thorough review of exist<strong>in</strong>g literature sheds light <strong>on</strong> the systemic barriers <str<strong>on</strong>g>and</str<strong>on</strong>g> challenges faced<br />

by underrepresented <strong>founders</strong> <strong>in</strong> these regi<strong>on</strong>s. It exam<strong>in</strong>es best practices <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>terventi<strong>on</strong>s<br />

aimed at promot<strong>in</strong>g <str<strong>on</strong>g>GESI</str<strong>on</strong>g>, the impact of these <strong>in</strong>itiatives, <str<strong>on</strong>g>and</str<strong>on</strong>g> case studies showcas<strong>in</strong>g successful<br />

efforts. The literature review underscores the importance of address<strong>in</strong>g f<strong>in</strong>ancial, socio-cultural,<br />

legal, <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>frastructural challenges to foster a more <strong>in</strong>clusive entrepreneurial envir<strong>on</strong>ment.<br />

Identify<strong>in</strong>g research gaps is crucial for shap<strong>in</strong>g future studies <str<strong>on</strong>g>and</str<strong>on</strong>g> policies. The report <strong>high</strong>lights<br />

several key areas need<strong>in</strong>g attenti<strong>on</strong>, such as the limited focus <strong>on</strong> <strong>high</strong>-<strong>growth</strong> firms, the necessity<br />

of <strong>in</strong>tersecti<strong>on</strong>al analysis, <str<strong>on</strong>g>and</str<strong>on</strong>g> the scarcity of l<strong>on</strong>gitud<strong>in</strong>al studies. It also po<strong>in</strong>ts to the need for<br />

more sector-specific research, case studies, <str<strong>on</strong>g>and</str<strong>on</strong>g> an explorati<strong>on</strong> of the role of <strong>in</strong>formal networks<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> alternative f<strong>in</strong>anc<strong>in</strong>g models <strong>in</strong> support<strong>in</strong>g disadvantaged entrepreneurs.<br />

Practical recommendati<strong>on</strong>s derived from the reviewed literature emphasise leverag<strong>in</strong>g<br />

technology <str<strong>on</strong>g>and</str<strong>on</strong>g> data, promot<strong>in</strong>g data-driven decisi<strong>on</strong>-mak<strong>in</strong>g, <str<strong>on</strong>g>and</str<strong>on</strong>g> ensur<strong>in</strong>g access to affordable<br />

f<strong>in</strong>ance. Exp<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>in</strong>g female-led venture capital communities, establish<strong>in</strong>g clear gender diversity<br />

goals, <str<strong>on</strong>g>and</str<strong>on</strong>g> creat<strong>in</strong>g diverse co-<strong>in</strong>vestment funds are also suggested to enhance support for<br />

underrepresented entrepreneurs.<br />

While significant progress has been made towards promot<strong>in</strong>g gender <str<strong>on</strong>g>and</str<strong>on</strong>g> social <strong>in</strong>clusi<strong>on</strong> with<strong>in</strong><br />

the entrepreneurial ecosystems of <strong>Kenya</strong>, <strong>Ethiopia</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> Rw<str<strong>on</strong>g>and</str<strong>on</strong>g>a, substantial gaps rema<strong>in</strong>. There<br />

is a discernible effort towards gender <strong>in</strong>clusi<strong>on</strong>, though disparities rema<strong>in</strong>. Rw<str<strong>on</strong>g>and</str<strong>on</strong>g>a exhibits<br />

the largest gender gap am<strong>on</strong>g <strong>founders</strong>, with 85% male <str<strong>on</strong>g>and</str<strong>on</strong>g> 15% female founder distributi<strong>on</strong>.<br />

<strong>Ethiopia</strong> shows the most balanced gender distributi<strong>on</strong>,with 23.3% female <str<strong>on</strong>g>and</str<strong>on</strong>g> 76.7% male,<br />

<strong>in</strong>dicat<strong>in</strong>g more balanced gender representati<strong>on</strong> am<strong>on</strong>g <strong>Ethiopia</strong>’s <strong>founders</strong>.<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> outcomes of <strong>in</strong>itiatives aimed at promot<strong>in</strong>g <str<strong>on</strong>g>GESI</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> case studies <str<strong>on</strong>g>and</str<strong>on</strong>g> examples <strong>in</strong> Rw<str<strong>on</strong>g>and</str<strong>on</strong>g>a,<br />

<strong>Kenya</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>Ethiopia</strong>.<br />

A total of 73 studies focus<strong>in</strong>g <strong>on</strong> barriers <str<strong>on</strong>g>and</str<strong>on</strong>g> challenges faced by underrepresented <strong>founders</strong> <strong>in</strong><br />

access<strong>in</strong>g resources, networks, fund<strong>in</strong>g, <str<strong>on</strong>g>and</str<strong>on</strong>g> support with<strong>in</strong> the entrepreneurial ecosystems of<br />

<strong>Ethiopia</strong>, <strong>Kenya</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> Rw<str<strong>on</strong>g>and</str<strong>on</strong>g>a were reviewed. The studies looked at how factors such as gender,<br />

age, ethnicity, <str<strong>on</strong>g>and</str<strong>on</strong>g> disability <strong>in</strong>tersect to create unique challenges for the underrepresented<br />

entrepreneurs operat<strong>in</strong>g <strong>in</strong> these countries. F<strong>in</strong>d<strong>in</strong>gs revealed that disadvantaged entrepreneurs<br />

across the three countries are faced with a range of barriers <str<strong>on</strong>g>and</str<strong>on</strong>g> challenges which make it<br />

challeng<strong>in</strong>g for them to start, grow, <str<strong>on</strong>g>and</str<strong>on</strong>g> susta<strong>in</strong> their bus<strong>in</strong>esses. The key barriers can be broadly<br />

categorised <strong>in</strong>to f<strong>in</strong>ancial, socio-cultural, legal, <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>frastructural challenges.<br />

A total of 40 academic studies c<strong>on</strong>ducted <strong>in</strong> <strong>Ethiopia</strong>, <strong>Kenya</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> Rw<str<strong>on</strong>g>and</str<strong>on</strong>g>a focus<strong>in</strong>g <strong>on</strong><br />

best practices <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>terventi<strong>on</strong>s aimed at promot<strong>in</strong>g gender equality <str<strong>on</strong>g>and</str<strong>on</strong>g> social <strong>in</strong>clusi<strong>on</strong><br />

<strong>in</strong> entrepreneurship <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>novati<strong>on</strong> ecosystems were reviewed. The studies focused <strong>on</strong> key<br />

<strong>in</strong>itiatives, programmes, <str<strong>on</strong>g>and</str<strong>on</strong>g> policies that have been put <strong>in</strong> place to support underrepresented<br />

<strong>founders</strong> <strong>in</strong> access<strong>in</strong>g opportunities <str<strong>on</strong>g>and</str<strong>on</strong>g> overcom<strong>in</strong>g barriers. Across the three countries, the key<br />

<strong>in</strong>itiatives aimed at promot<strong>in</strong>g <str<strong>on</strong>g>GESI</str<strong>on</strong>g> <strong>in</strong>clude access to f<strong>in</strong>ance, <strong>in</strong>stituti<strong>on</strong>al support, policy <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

legal frameworks, digital literacy <str<strong>on</strong>g>and</str<strong>on</strong>g> tra<strong>in</strong><strong>in</strong>g programs. Efforts have also been made to allocate<br />

a percentage of public procurement opportunities to disadvantaged entrepreneurs.<br />

The review also looked at 25 academic studies look<strong>in</strong>g at impact <str<strong>on</strong>g>and</str<strong>on</strong>g> outcomes of <strong>in</strong>itiatives<br />

aimed at promot<strong>in</strong>g <str<strong>on</strong>g>GESI</str<strong>on</strong>g> with<strong>in</strong> the three countries. F<strong>in</strong>d<strong>in</strong>gs revealed that the countries have<br />

put <strong>in</strong> place key policies <str<strong>on</strong>g>and</str<strong>on</strong>g> practices aimed at promot<strong>in</strong>g equal opportunities for disadvantaged<br />

<strong>founders</strong> thereby promot<strong>in</strong>g <str<strong>on</strong>g>GESI</str<strong>on</strong>g>. Such efforts have played a robust role <strong>in</strong> levell<strong>in</strong>g the play<strong>in</strong>g<br />

field for underrepresented entrepreneurs enabl<strong>in</strong>g them to have improved access to resources<br />

ultimately boost<strong>in</strong>g their participati<strong>on</strong> <strong>in</strong> ec<strong>on</strong>omic activities.<br />

Lastly, the literature review looked at a total of 33 case studies <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>dustry publicati<strong>on</strong>s across<br />

different parts of the world. The articles focused <strong>on</strong> key advocacy efforts aimed at support<strong>in</strong>g<br />

disadvantaged entrepreneurs. F<strong>in</strong>d<strong>in</strong>gs revealed that key measures have been put <strong>in</strong> place aimed<br />

at driv<strong>in</strong>g systemic change <str<strong>on</strong>g>and</str<strong>on</strong>g> creat<strong>in</strong>g more equitable opportunities for underrepresented<br />

entrepreneurs. The studies made recommendati<strong>on</strong>s which can boost the participati<strong>on</strong> of<br />

disadvantaged <strong>founders</strong> <strong>in</strong> ec<strong>on</strong>omic activities. These <strong>in</strong>clude <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> educati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> skills<br />

development, mentorship <str<strong>on</strong>g>and</str<strong>on</strong>g> network<strong>in</strong>g opportunities, opportunities, gender <strong>in</strong>clusive policies<br />

A number of research gaps were identified dur<strong>in</strong>g the literature review. Below is a discussi<strong>on</strong> of<br />

various research gaps identified dur<strong>in</strong>g the review:<br />

1. Limited Studies <strong>on</strong> <strong>high</strong>-<strong>growth</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>high</strong>-<strong>growth</strong> potential firms.<br />

Majority of studies are focus<strong>in</strong>g <strong>on</strong> micro, small <str<strong>on</strong>g>and</str<strong>on</strong>g> medium enterprises with very limited focus<br />

<strong>on</strong> <str<strong>on</strong>g>GESI</str<strong>on</strong>g> as it perta<strong>in</strong>s to owners <str<strong>on</strong>g>and</str<strong>on</strong>g> people work<strong>in</strong>g <strong>in</strong> <strong>high</strong>-<strong>growth</strong> firms. This leaves a research<br />

gap that needs to be addressed s<strong>in</strong>ce SMEs <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>high</strong>-<strong>growth</strong> firms are not syn<strong>on</strong>ymous <str<strong>on</strong>g>and</str<strong>on</strong>g> are<br />

faced with unique challenges <str<strong>on</strong>g>and</str<strong>on</strong>g> opportunities.<br />

2. Lack of <strong>in</strong>tersecti<strong>on</strong>al analysis.<br />

Majority of the studies reviewed focused <strong>on</strong> a s<strong>in</strong>gle dimensi<strong>on</strong> of diversity, for <strong>in</strong>stance the<br />

<strong>in</strong>fluence of gender/age <strong>on</strong> access to resources. Accord<strong>in</strong>gly, there exists a research gap tak<strong>in</strong>g<br />

an <strong>in</strong>tersecti<strong>on</strong>al approach, focus<strong>in</strong>g <strong>on</strong> how overlapp<strong>in</strong>g multiple forms of marg<strong>in</strong>alisati<strong>on</strong><br />

(educati<strong>on</strong>, disability, ethnicity, religi<strong>on</strong>, marital status, age, race) <strong>in</strong>fluence entrepreneurial<br />

outcomes of disadvantaged entrepreneurs. Underst<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>in</strong>g how such overlapp<strong>in</strong>g dimensi<strong>on</strong>s<br />

impact access to key resources by disadvantaged entrepreneurs <str<strong>on</strong>g>and</str<strong>on</strong>g> opportunities is crucial<br />

<strong>in</strong> the development of nuanced <strong>in</strong>terventi<strong>on</strong>s. Interest<strong>in</strong>gly, limited studies focused <strong>on</strong> the<br />

<strong>in</strong>fluence of entrepreneur’s race <strong>on</strong> access to valuable resources, yet it’s such a key issue which<br />

entrepreneurs are c<strong>on</strong>stantly faced with when seek<strong>in</strong>g key resources <strong>in</strong>clud<strong>in</strong>g fund<strong>in</strong>g.<br />

3. Scarce l<strong>on</strong>gitud<strong>in</strong>al studies.<br />

There are limited l<strong>on</strong>gitud<strong>in</strong>al studies track<strong>in</strong>g progress made as well as entrepreneurial<br />

outcomes of disadvantaged entrepreneurs over a period of time. Accord<strong>in</strong>gly, there is a need<br />

to carry out l<strong>on</strong>gitud<strong>in</strong>al studies that can track <str<strong>on</strong>g>and</str<strong>on</strong>g> provide proper underst<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>in</strong>g of l<strong>on</strong>gterm<br />

progresses <str<strong>on</strong>g>and</str<strong>on</strong>g> various challenges faced by underrepresented entrepreneurs. Such<br />

underst<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>in</strong>g is key for policy ref<strong>in</strong>ement.<br />

4. Limited studies <strong>on</strong> sector specific challenges <str<strong>on</strong>g>and</str<strong>on</strong>g> opportunities.<br />

Majority of the studies reviewed generalised the various sectors <strong>in</strong> which underrepresented<br />

entrepreneurs operated thereby miss<strong>in</strong>g unique dynamics <strong>in</strong> various sectors. Additi<strong>on</strong>ally, there<br />

is a need to c<strong>on</strong>duct research <strong>on</strong> the performance of disadvantaged entrepreneurs <strong>in</strong> emerg<strong>in</strong>g<br />

sectors such as renewable energy, biotechnology, <str<strong>on</strong>g>and</str<strong>on</strong>g> creative <strong>in</strong>dustries.<br />

5. Scarce research <strong>on</strong> the role of <strong>in</strong>formal networks.<br />

Much research has looked at the role of formal networks <str<strong>on</strong>g>and</str<strong>on</strong>g> mentorship programs <strong>in</strong> assist<strong>in</strong>g<br />

disadvantaged entrepreneurs yet there exist limited studies <strong>on</strong> the role of <strong>in</strong>formal networks <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

social capital. The role of family, community network <str<strong>on</strong>g>and</str<strong>on</strong>g> local support groups have received little<br />

attenti<strong>on</strong> from researchers <strong>on</strong> entrepreneurial wellbe<strong>in</strong>g of underrepresented groups yet they<br />

are key <strong>in</strong>gredients. Underst<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>in</strong>g how support from these quarters varies across regi<strong>on</strong>s can<br />

be crucial <strong>in</strong> the provisi<strong>on</strong> of new <strong>in</strong>formati<strong>on</strong> key <strong>in</strong> underst<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>in</strong>g effective support systems<br />

required by underrepresented entrepreneurs.<br />

6. VCs <str<strong>on</strong>g>and</str<strong>on</strong>g> expatriate bias.<br />

Far more <strong>in</strong>-depth studies regard<strong>in</strong>g how biases play a significant role <strong>in</strong> creat<strong>in</strong>g fund<strong>in</strong>g<br />

More studies need to explore the effectiveness of key entrepreneurial <strong>in</strong>terventi<strong>on</strong>s aimed<br />

at support<strong>in</strong>g disadvantaged entrepreneurs put <strong>in</strong> place by various stakeholders <strong>in</strong>clud<strong>in</strong>g<br />

governments. This will be key <strong>in</strong> provid<strong>in</strong>g proper underst<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>in</strong>g of the impact of such<br />

<strong>in</strong>terventi<strong>on</strong>s mak<strong>in</strong>g it possible to identify areas of improvement.<br />

Future research could usefully explore ways <strong>in</strong> which underrepresented entrepreneurs can<br />

capitalise <strong>on</strong> relevant technologies to support <strong>in</strong>clusive entrepreneurial engagement through<br />

access to f<strong>in</strong>ancial products, digital tools, <strong>on</strong>l<strong>in</strong>e marketplaces <str<strong>on</strong>g>and</str<strong>on</strong>g> e-learn<strong>in</strong>g platforms. For<br />

<strong>in</strong>stance, more research can explore the c<strong>on</strong>tributi<strong>on</strong>s of f<strong>in</strong>tech soluti<strong>on</strong>s <strong>on</strong> the f<strong>in</strong>ancial<br />

<strong>in</strong>clusi<strong>on</strong> of disadvantaged entrepreneurs.<br />

B. Limited comparative studies between rural <str<strong>on</strong>g>and</str<strong>on</strong>g> urban entrepreneurship.<br />

There is a need to carry out studies compar<strong>in</strong>g underrepresented entrepreneurs operat<strong>in</strong>g <strong>in</strong><br />

urban <str<strong>on</strong>g>and</str<strong>on</strong>g> rural areas. Such studies are key <strong>in</strong> comparis<strong>on</strong> of access to key resources, market <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

support systems thereby putt<strong>in</strong>g <strong>in</strong> place necessary <strong>in</strong>terventi<strong>on</strong>s.<br />

Gaps <strong>in</strong> policy <str<strong>on</strong>g>and</str<strong>on</strong>g> practice<br />

A number of practice-based recommendati<strong>on</strong>s aimed at address<strong>in</strong>g gender equality <str<strong>on</strong>g>and</str<strong>on</strong>g> social<br />

<strong>in</strong>clusi<strong>on</strong> were made from the key publicati<strong>on</strong>s reviewed. These <strong>in</strong>clude:<br />

1. Leverage the latest technologies <str<strong>on</strong>g>and</str<strong>on</strong>g> data.<br />

Enhanc<strong>in</strong>g diversity <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>clusi<strong>on</strong> <strong>in</strong> entrepreneurship spaces can be significantly bolstered by<br />

leverag<strong>in</strong>g the latest technologies <str<strong>on</strong>g>and</str<strong>on</strong>g> data. Integrati<strong>on</strong> of the right technologies is <strong>in</strong>strumental<br />

<strong>in</strong> mak<strong>in</strong>g entrepreneurship spaces more <strong>in</strong>clusive, equitable, <str<strong>on</strong>g>and</str<strong>on</strong>g> supportive of diverse talent.<br />

Africarena (2023) suggests that the adopti<strong>on</strong> of AI tools <str<strong>on</strong>g>and</str<strong>on</strong>g> mach<strong>in</strong>e learn<strong>in</strong>g can play a<br />

robust role <strong>in</strong> the achievement of <strong>in</strong>clusivity efforts. Data can be used <strong>in</strong> the identificati<strong>on</strong> of<br />

key trends, gaps <str<strong>on</strong>g>and</str<strong>on</strong>g> areas of improvement while digital platforms can be utilised for tra<strong>in</strong><strong>in</strong>g,<br />

communicati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> collaborati<strong>on</strong> mak<strong>in</strong>g it possible to reach a wide audience <strong>in</strong>clud<strong>in</strong>g<br />

underrepresented entrepreneurs (Tech Talent Charter, 2023). Additi<strong>on</strong>ally, Extend Ventures<br />

(2023) proposes that venture funds need to make data <strong>on</strong> their <strong>in</strong>vestments publicly available for<br />

easy track<strong>in</strong>g mak<strong>in</strong>g it easier for <strong>in</strong>clusive report<strong>in</strong>g <strong>on</strong> <strong>in</strong>dustry performance <strong>on</strong> diversity.<br />

2. Integrati<strong>on</strong> of data-driven decisi<strong>on</strong>-mak<strong>in</strong>g practices.<br />

This is key to creat<strong>in</strong>g a more equitable venture fund<strong>in</strong>g l<str<strong>on</strong>g>and</str<strong>on</strong>g>scape that recognises <str<strong>on</strong>g>and</str<strong>on</strong>g> avails<br />

resources to deserv<strong>in</strong>g <strong>in</strong>dividuals regardless of their gender. Jaggi <str<strong>on</strong>g>and</str<strong>on</strong>g> Retterath (2024) urges<br />

<strong>in</strong>vestors to implement more data driven decisi<strong>on</strong> mak<strong>in</strong>g throughout their funnel if they plan to<br />

elim<strong>in</strong>ate gender biases <strong>in</strong> VC fund<strong>in</strong>g. This can be attributed to the fact that <strong>in</strong>dividual bias is<br />

challeng<strong>in</strong>g to identify <str<strong>on</strong>g>and</str<strong>on</strong>g> counter. Additi<strong>on</strong>ally, a more <strong>in</strong>clusive visi<strong>on</strong> of the <strong>in</strong>vestment sector<br />

needs to be promoted – by showcas<strong>in</strong>g female models, <strong>high</strong>light<strong>in</strong>g n<strong>on</strong>-traditi<strong>on</strong>al paths to<br />

Bill <str<strong>on</strong>g>and</str<strong>on</strong>g> Mel<strong>in</strong>da Gates Foundati<strong>on</strong> (2024) propose that governments should pursue regulatory<br />

reforms that remove the barriers faced by resp<strong>on</strong>sible lenders that are try<strong>in</strong>g to serve<br />

disadvantaged entrepreneurs while still protect<strong>in</strong>g them from predatory lenders. Rather than<br />

treat<strong>in</strong>g small microf<strong>in</strong>ance lenders the same as large banks, regulatory systems should <strong>in</strong>crease<br />

m<strong>in</strong>imum capital requirements <str<strong>on</strong>g>and</str<strong>on</strong>g> compliance expectati<strong>on</strong>s al<strong>on</strong>g with the size <str<strong>on</strong>g>and</str<strong>on</strong>g> complexity<br />

of the f<strong>in</strong>ancial <strong>in</strong>stituti<strong>on</strong>. Additi<strong>on</strong>ally, governments should develop <strong>in</strong>novative f<strong>in</strong>anc<strong>in</strong>g<br />

<strong>in</strong>struments such as revenue-based f<strong>in</strong>anc<strong>in</strong>g which is an uncollateralised, n<strong>on</strong>-dilutive fund<strong>in</strong>g<br />

whilst also <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> digital <strong>in</strong>frastructure so that f<strong>in</strong>ancial <strong>in</strong>stituti<strong>on</strong>s can adopt digital tools<br />

that make it easier to add customers <str<strong>on</strong>g>and</str<strong>on</strong>g> assess creditworth<strong>in</strong>ess. Accord<strong>in</strong>gly, governments<br />

have direct roles to play <strong>in</strong> putt<strong>in</strong>g <strong>in</strong> place <strong>in</strong>clusive f<strong>in</strong>ancial policies which can support<br />

underrepresented entrepreneurs.<br />

4. Exp<str<strong>on</strong>g>and</str<strong>on</strong>g> female-led VC communities.<br />

Better flow of venture capital fund<strong>in</strong>g to female founded companies can be enhanced through<br />

expansi<strong>on</strong> of female-led VC communities, <strong>high</strong>light<strong>in</strong>g successful VC fund<strong>in</strong>g for female<br />

bus<strong>in</strong>esses <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>fr<strong>on</strong>t<strong>in</strong>g stereotypes (World Ec<strong>on</strong>omic Forum, 2023). Key ecosystem actors<br />

also need to <strong>in</strong>vest <strong>in</strong> relevant educati<strong>on</strong>, tra<strong>in</strong><strong>in</strong>g <str<strong>on</strong>g>and</str<strong>on</strong>g> lifel<strong>on</strong>g learn<strong>in</strong>g of underrepresented<br />

entrepreneurs. On the other h<str<strong>on</strong>g>and</str<strong>on</strong>g>, Giuliani, Coleman, Ebrahim <str<strong>on</strong>g>and</str<strong>on</strong>g> Weis, (2021) argues that<br />

organisati<strong>on</strong>s offer<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g to female entrepreneurs need to focus <strong>on</strong> key areas <strong>in</strong> which<br />

gender gaps persist such as areas <strong>in</strong> which <strong>in</strong>vestors see skills <str<strong>on</strong>g>and</str<strong>on</strong>g> experience difference – lack<br />

of familiarity with pitch<strong>in</strong>g to <strong>in</strong>vestors <str<strong>on</strong>g>and</str<strong>on</strong>g> self-esteem issues.<br />

5. Establish a t<strong>on</strong>e at the top for improv<strong>in</strong>g gender diversity.<br />

Policy makers <str<strong>on</strong>g>and</str<strong>on</strong>g> other key ecosystem actors need to dem<strong>on</strong>strate their commitment to diversity<br />

by sett<strong>in</strong>g clear expectati<strong>on</strong>s while implement<strong>in</strong>g policies that support underrepresented<br />

entrepreneurs. Accord<strong>in</strong>g to the Internati<strong>on</strong>al F<strong>in</strong>ance Corporati<strong>on</strong> (2019), these actors need to<br />

set <str<strong>on</strong>g>and</str<strong>on</strong>g> communicate ambitious gender diversity goals key <strong>in</strong> promoti<strong>on</strong> of gender equality <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

social <strong>in</strong>clusi<strong>on</strong>. Such measures also play robust roles <strong>in</strong> enabl<strong>in</strong>g collecti<strong>on</strong> of necessary data<br />

mak<strong>in</strong>g it possible to assess progress made towards gender <strong>in</strong>clusi<strong>on</strong>. Senior management<br />

team must be held accountable for progress made towards achievement of gender diversity<br />

goals <str<strong>on</strong>g>and</str<strong>on</strong>g> targets. Accord<strong>in</strong>gly, these <strong>in</strong>dividuals must actively pursue gender-diverse talent<br />

for their companies whilst c<strong>on</strong>sistently offer<strong>in</strong>g guidance <str<strong>on</strong>g>and</str<strong>on</strong>g> feedback <strong>on</strong> best practices <strong>in</strong> the<br />

achievement of better gender diversity outcomes.<br />

However, there still<br />

exist gaps which if fully addressed will make it possible for disadvantaged entrepreneurs to<br />

engage actively <strong>in</strong> entrepreneurial pursuits. Address<strong>in</strong>g the gaps identified above is key <strong>in</strong> the<br />

<strong>Kenya</strong>’s entrepreneurial l<str<strong>on</strong>g>and</str<strong>on</strong>g>scape presents a vibrant yet uneven play<strong>in</strong>g field. While the country<br />

boasts 1,674 <strong>high</strong>-<strong>growth</strong>, or <strong>high</strong> potential <strong>growth</strong> <strong>founders</strong>, the representati<strong>on</strong> of women,<br />

black people, <str<strong>on</strong>g>and</str<strong>on</strong>g> ethnic m<strong>in</strong>orities, <str<strong>on</strong>g>and</str<strong>on</strong>g> youth rema<strong>in</strong>s c<strong>on</strong>cern<strong>in</strong>gly low, <strong>high</strong>light<strong>in</strong>g the need for<br />

targeted <strong>in</strong>itiatives to foster an <strong>in</strong>clusive <str<strong>on</strong>g>and</str<strong>on</strong>g> equitable ecosystem.<br />

The gender disparity <strong>in</strong> <strong>Kenya</strong>’s entrepreneurial scene is strik<strong>in</strong>g, with <strong>on</strong>ly 19% of <strong>founders</strong><br />

be<strong>in</strong>g female <str<strong>on</strong>g>and</str<strong>on</strong>g> 64% male. This disparity may be exacerbated by the challenges faced by<br />

women-led funds, through a gender <str<strong>on</strong>g>lens</str<strong>on</strong>g>, operat<strong>in</strong>g <strong>in</strong> Africa. Women entrepreneurs often face<br />

unique obstacles, such as limited access to fund<strong>in</strong>g, networks, <str<strong>on</strong>g>and</str<strong>on</strong>g> mentorship opportunities.<br />

This is further compounded by the <strong>in</strong>tersecti<strong>on</strong>ality of gender, race, <str<strong>on</strong>g>and</str<strong>on</strong>g> geography <strong>in</strong> the African<br />

c<strong>on</strong>text, creat<strong>in</strong>g a “triple diss<strong>on</strong>ance” 2 that can h<strong>in</strong>der the success <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>growth</strong> of women-led<br />

enterprises.<br />

Initiatives that address this triple diss<strong>on</strong>ance, such as targeted fund<strong>in</strong>g programs, mentorship<br />

networks, <str<strong>on</strong>g>and</str<strong>on</strong>g> policy reforms, could play a crucial role <strong>in</strong> empower<strong>in</strong>g <str<strong>on</strong>g>and</str<strong>on</strong>g> support<strong>in</strong>g women<br />

entrepreneurs <strong>in</strong> <strong>Kenya</strong>.<br />

Representati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> white privliege<br />

The data reveals a dom<strong>in</strong>ance of the White ethnic group (68%) am<strong>on</strong>g <strong>high</strong>-<strong>growth</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>high</strong><br />

potential <strong>growth</strong> <strong>founders</strong>, followed by Asian (20%), M<strong>in</strong>ority (7%), <str<strong>on</strong>g>and</str<strong>on</strong>g> Black (1.4%). This ethnic<br />

compositi<strong>on</strong> does not represent <strong>Kenya</strong>’s diverse populati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> could <strong>in</strong>dicate barriers for certa<strong>in</strong><br />

ethnic groups <strong>in</strong> entrepreneurship.<br />

A past article by Quartz 3 <strong>high</strong>lights how white privilege can disadvantage Black <strong>founders</strong> lead<strong>in</strong>g<br />

African startups. The article cites examples of Black entrepreneurs fac<strong>in</strong>g discrim<strong>in</strong>ati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

challenges <strong>in</strong> secur<strong>in</strong>g fund<strong>in</strong>g <str<strong>on</strong>g>and</str<strong>on</strong>g> support, despite hav<strong>in</strong>g promis<strong>in</strong>g ideas <str<strong>on</strong>g>and</str<strong>on</strong>g> bus<strong>in</strong>esses.<br />

“...<strong>in</strong> 2019, <strong>on</strong>ly 6% of startups that secured more than $1<br />

milli<strong>on</strong> <strong>in</strong> <strong>Kenya</strong> were led by local <strong>founders</strong>, accord<strong>in</strong>g to<br />

Viktoria Ventures 4 ,a Nairobi-based c<strong>on</strong>sult<strong>in</strong>g <str<strong>on</strong>g>and</str<strong>on</strong>g> fund<br />

management firm. And 70% percent of startups <strong>in</strong> <strong>Kenya</strong><br />

2018 were led by white <strong>founders</strong>, despite expats mak<strong>in</strong>g up<br />

<strong>on</strong>ly 0.15% of the <strong>Kenya</strong>n populati<strong>on</strong>, accord<strong>in</strong>g to analysis<br />

by Roble Musse 5 .”<br />

Data from Antler <strong>in</strong>dicates 68 percent of <strong>founders</strong> were African or of African orig<strong>in</strong> 6 . Scrut<strong>in</strong>y of<br />

the data raises serious questi<strong>on</strong>s about the fundamentals with<strong>in</strong> <strong>in</strong>vest<strong>in</strong>g circles as a problem<br />

effort from various stakeholders, <strong>in</strong>clud<strong>in</strong>g the government, private sector, educati<strong>on</strong>al<br />

of educati<strong>on</strong> st<str<strong>on</strong>g>and</str<strong>on</strong>g> a better chance of succeed<strong>in</strong>g <strong>in</strong> runn<strong>in</strong>g enterprises. Look<strong>in</strong>g at the Antler<br />

research, out of the total of 114 unicorn, ‘so<strong>on</strong>icorn’ <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>growth</strong>-stage <strong>founders</strong>’ data analysed,<br />

90 percent of the <strong>founders</strong> have at least <strong>on</strong>e degree, 2 percent have dropped out <str<strong>on</strong>g>and</str<strong>on</strong>g> 16 percent<br />

have an MBA degree or <strong>high</strong>er. The University of Cape Town <strong>in</strong> South Africa sh<strong>in</strong>es brightly with<br />

the largest number of alumni CEOs who have raised fund<strong>in</strong>g <strong>in</strong> Africa <strong>in</strong> 2021.<br />

Antler data po<strong>in</strong>ts to the fact that, of unicorn <strong>founders</strong>, <strong>on</strong>ly 30 percent received their <strong>high</strong>er-level<br />

educati<strong>on</strong> degrees at African universities, with the rest go<strong>in</strong>g to universities outside the c<strong>on</strong>t<strong>in</strong>ent.<br />

The majority of <strong>founders</strong> across all three countries fall with<strong>in</strong> the 26-40 age bracket. <strong>Kenya</strong><br />

boasts a more experienced founder base, while <strong>Ethiopia</strong>’s entrepreneurial ecosystem is younger<br />

but grow<strong>in</strong>g.<br />
