Neighbours plead for action<br />
over location of scrap yard<br />

PEOPLE LIVING next to a<br />
Woolston scrap metal yard<br />
piled high with wrecked cars<br />
have renewed their calls for<br />
the company to relocate as the<br />
regional council considers a<br />
resource consent application.<br />
The National Steel yard on<br />
Garlands Rd was the site of<br />
a major blaze two years ago,<br />
when hundreds of old cars<br />
were engulfed in flames in a<br />
suspected arson.<br />
Environment Canterbury<br />
investigated the site in 2021 after<br />
receiving complaints from the<br />
public.<br />
The investigation found<br />
contaminated stormwater was<br />
running from the site and could<br />
enter the Ōpāwaho Heathcote<br />
River, in breach of the Resource<br />
Management Act, so ECan<br />
issued an abatement notice<br />
ordering the company to apply<br />
for resource consent.<br />
National Steel filed its<br />
application last November,<br />
although ECan was yet to decide<br />
if it would be publicly notified<br />
because it was waiting for more<br />
information from the company.<br />
Neighbour Phil Campbell<br />
said he was concerned about<br />
industrial run-off from the scrap<br />
yard getting into the river, which<br />
would be at odds with council<br />
efforts to improve water quality.<br />
“There will be oil and petrol<br />
residue in the cars being<br />
crushed, and they’re piled right<br />
next to the river,” he said.<br />

Campbell said he felt<br />
vibrations and heard the rumble<br />
of diggers and cars being<br />
crushed, often from early in the<br />
morning until late at night, from<br />
his family home just across the<br />
road.<br />
“I hear it while I’m reading<br />
to the kids at night. It feels like<br />
heavy industrial activity right<br />
next to a residential area. I’m<br />
sure there’s a better place for it,”<br />
he said.<br />
While Campbell supported<br />
businesses that recycled cars<br />
and scrap metal, he said he<br />
had reported concerns about<br />
National Steel to the city council<br />
and wanted public consultation<br />
on the resource consent<br />
application.<br />
“We have to be part of that<br />
process,” he said.<br />
Annette Kaldor, who has lived<br />
opposite National Steel for three<br />
years, said she could not sleep on<br />
the night of the fire and had her<br />
car packed ready to leave.<br />
“It was very scary. I could see<br />
big blasts going up and I felt the<br />
heat from my driveway,” she<br />
said.<br />
Kaldor said she also wanted<br />
the scrap yard moved and<br />
neighbours should be able to<br />
have their say.<br />
“Smells of rusty metal waft<br />
into my house, there could<br />
be another fire, and it looks<br />
terrible,” she said.<br />
“We should be consulted.<br />
Especially after the fire, and with<br />
the type of business it is.”<br />

on Garlands Rd was legally<br />
permitted because it was within<br />
an industrial zone.<br />

Stagnant market, other projects<br />
behind apartment build delays<br />

projects will determine when<br />
work starts on the Fletcher<br />
Living apartments on the old<br />
Four Square site in Redcliffs.<br />
A start date is still up in the<br />
air, with high mortgage interest<br />
rates and cost of living pressures<br />
contributing to the current<br />
stagnation of the city’s real estate<br />
market.<br />
When the resource consent<br />
was being worked through,<br />
Fletcher Living started new<br />
projects in Halswell and Lincoln<br />
which has also delayed the start<br />
of the Redcliffs apartment build.<br />
“The consenting process took<br />
longer than initially anticipated<br />
as we were required to go<br />
through a consultation and<br />
hearing panel review process,” a<br />
Fletcher Living spokesman said.<br />
“We are currently evaluating<br />
market conditions with respect<br />
to a possible start date. Market<br />
conditions and other projects<br />
will determine when work<br />
starts on the Fletcher Living<br />
apartments on the old Four<br />
Square site in Redcliffs.”<br />
Architectural plans for<br />
the residence remain largely<br />
unchanged from the original<br />
proposal.<br />
The first and second floors of<br />
the former supermarket will be<br />
dismantled to build apartments.<br />
The ground floor car park will be<br />
retained, with space provided for<br />
a commercial retail or food unit<br />
on the Augusta St corner.<br />
Fletcher Living will be<br />
updating Redcliffs residents at a<br />
public meeting on August 5. The<br />
meeting will also canvass other<br />
matters in the area including the<br />
ongoing development of Barnett<br />
Park, the effect of rising sea<br />
levels on the area’s infrastructure<br />
and its potential implications for<br />

propagate seeds from natives for<br />

of coastal adaptation, Jane<br />
Morgan, will speak about the<br />
city council’s rising sea level<br />
management plan.<br />
The residents’ association has<br />
also asked insurance companies<br />
to speak about rising sea levels<br />
and the water table and what<br />
implications that could have on<br />
the insurability of properties in<br />
low-lying areas.<br />

Martin Ward: “The Redcliffs<br />
village is within a city council<br />
flood management area,<br />
with a large overlap with the<br />
liquefaction management area<br />
as well. That’s double the<br />
concerns.<br />
“We’d like to know how the<br />
insurance companies respond to<br />
that when setting the premiums.”<br />
Ward said the event is an<br />
excellent opportunity for the<br />
association to get feedback from<br />
residents on ongoing projects<br />
and concerns. It would also help<br />
with community bonding.<br />
“At the end of the day it’s about<br />
community building. A big part<br />
of what we do as an association is<br />
bringing people together.”<br />
In addition to the various<br />
presentations, there will also be<br />
expo-style meet and greet stands<br />
for organisations including<br />
the Redcliffs Tennis Club, Mt<br />
Pleasant Pottery Group and the<br />
Christchurch Yacht Club. Drinks<br />

regulations, although it had<br />
programmed a district plan<br />
review of industrial and residential<br />
zoning.<br />
A council spokesperson said<br />
none of the complaints received<br />
since then had amounted to any<br />
breaches.<br />
The council currently had<br />
no plans to change Woolston’s<br />
zoning, but staff would provide<br />
advice about managing the<br />
“interface” between industrial and<br />
residential zones, they said.<br />

Johanson said the regional council<br />
should publicly notify the consent.<br />
“It would seem inherently unfair<br />
if the community did not get a<br />
say.”<br />
He said current planning rules<br />
were inadequate.<br />
“The fact that a massive<br />
dumping yard for scrap metal and<br />
cars can be established adjacent<br />
to a residential neighbourhood<br />
without any resource consent<br />
required highlights a gap in the<br />
city’s district plan,” he said.<br />

THE FINAL earthquakerelated<br />
project at Mona Vale<br />
is set to start, with repairs and<br />
strengthening work on the bath<br />
house about to get under way.<br />
Contractor Armitage Williams<br />
will be on site from next<br />
week. Work is expected to be<br />
completed by summer.<br />
The bath house, which uses<br />
crafted timber framing and<br />
glazing bars, rather than steel<br />
framing, was closed to the public<br />
after the earthquakes.<br />
Due to budget constraints<br />
the work was to be deferred to<br />
2029, however the Friends of the<br />
Christchurch Botanic Gardens<br />
began a fundraising campaign<br />
last year to help with repair costs<br />
amid fears the building would<br />
suffer further deterioration.<br />
“We are thrilled that our<br />
fundraising efforts have allowed<br />
this restoration to be brought<br />
forward. Many Cantabrians supported<br />
our campaign which began<br />
with an Edwardian Garden<br />
Party very fitting for this beautiful<br />
garden and homestead,”<br />
said Mona Vale sub-committee<br />
convener Jeanette Christensen.<br />
The Waimāero Fendalton-<br />
Waimairi-Harewood Community<br />
Board has also been<br />
instrumental in helping fund the<br />
restoration.<br />
“It’s been a true community<br />
effort to get to this point and<br />
is a testament to what can be<br />
achieved when we all work together<br />
towards a common goal,”<br />
said community board chair<br />
Jason Middlemass.<br />
“To have this lovely building<br />
play its part in the fabric of<br />
Christchurch life again, and to<br />
have all the structures at Mona<br />
Vale restored to their original<br />
glory, is wonderful.”<br />

“Once complete, all of Mona<br />
Vale will be open for the whole<br />

a semi-tropical collection of<br />

indoor swimming pool as well as<br />
a rare collection of sub-tropical<br />
plants imported by wealthy<br />
heiress Annie Townend.<br />
A keen gardener, Townend<br />
bought the property – then<br />
known as Karewa – for $6000<br />
pounds in 1905. She changed<br />
its name to Mona Vale, added<br />
another nine acres and built the<br />
two bridges and the gatehouse.<br />

St Margaret’s nets historic double win<br />

ST MARGARET’S College has<br />
made history at the South Island<br />
secondary schools junior netball<br />
tournament.<br />
The school’s year 9 and year 10<br />
teams won their competitions at<br />
the event – the first time a school<br />
had won both in the same year.<br />
Leanne Chambers, who<br />
coaches the year 9 team and<br />
coached the current year 10 team<br />
last year, said it was a special moment<br />
for her and the school.<br />
“It was a pretty awesome<br />
experience, seeing the hard work<br />
that they (the year 10s) put in<br />
with me last year as year 9s, not<br />
always seeing the results, but seeing<br />
them learn as netball players.<br />
For them to come through and<br />
win a tournament was amazing.<br />
“And then for my (year 9) team<br />
to do the same, a very special<br />
moment for St Margaret’s netball<br />
and for me personally.”<br />
The tournament was held last<br />
week at Ngā Puna Wai.<br />
The year 10 team’s 36-30 triumph<br />
over Dunedin’s St Hilda’s<br />
Collegiate was the first time St<br />
Margaret’s had won the competition.<br />
Chambers said it was a huge<br />
honour for the year 9 team to<br />
take the title, hailing the improvements<br />
they had made.<br />
The final against St Andrew’s<br />
was a close-fought match with St<br />
Margaret’s winning 27-22 – a big<br />
improvement from when they<br />

“We went from a 16 goal loss<br />
on the Saturday prior to a win<br />
at South Island tournament<br />
over STAC by five goals,” said<br />
Chambers.<br />
“So a big turnaround in that<br />
one week.<br />
“They took on board all the<br />
little things that I helped them<br />
with on where we went wrong on<br />
that Saturday, and my goodness,<br />
they looked a different team<br />
when we played those impressive<br />
STAC girls in the final.”<br />
Chambers said the two teams<br />
were drumming up a rivalry.<br />
“They definitely are our rivals,<br />
along with the blue and golds<br />
from Rangi Ruru around the<br />
corner as well, it’s always a good<br />
contest with the independent<br />
schools within the Merivale<br />
area.<br />
“We very much enjoy that<br />
rivalry and it’ll be interesting<br />
when we come up against<br />
them in the Wednesday school<br />
competition and in our Saturday<br />
club competition again over the<br />
next six weeks as we head into<br />
the end of the season.”<br />
Christchurch Girls’ High<br />
School and Rangi Ruru placed<br />
fourth in the year 9 and year<br />
10 competitions respectively.<br />
Girls’ High went down 38-29 to<br />
Dunedin’s Columba College in<br />
their third-place playoff, while<br />
Rangi Ruru lost 40-32 to Central<br />

Reassuring and nostalgic winter fare<br />

some warm, rich and<br />
comforting food to<br />
nourish and sustain.<br />
Chicken, lemon and<br />
artichoke soup<br />
The stock is crucial here. Give it<br />
time, letting the broth, aromatics<br />
and chicken simmer gently for<br />
almost an hour. It is the heart<br />
and soul of the soup.<br />
Ingredients<br />
Serves 4<br />
700g Jerusalem artichokes<br />
3 Tbsp peanut oil<br />
For the stock:<br />
1 onion<br />
800g bone-in chicken thighs<br />
a handful of chicken wings<br />
1 lemon<br />
2 medium carrots<br />
5 small tufts of thyme<br />
1 stick of celery<br />
6 black peppercorns<br />
4 thick coins of ginger<br />
To finish:<br />
2 Jerusalem artichokes<br />
1 Tbsp peanut oil<br />
a handful of parsley<br />
1 lemon<br />
a few sprigs of thyme<br />
Method<br />
• First make the stock. Peel the<br />
onion, cut it in half and put it<br />
in a large saucepan or casserole<br />
dish. Add the chicken pieces and<br />
wings, carrots, thyme sprigs, the<br />
stick of celery, snapped in half,<br />
the peppercorns, ginger and<br />
thyme. Pour in 2 litres of water<br />
and bring to the boil.<br />
• Lower the heat, partially<br />
cover with a lid and simmer for<br />
50 minutes, checking the water<br />
level from time to time.<br />
• Peel the Jerusalem artichokes,<br />
then cut them into large chunks.<br />
In a large pan heat the peanut<br />
oil, then add the artichokes and<br />
let them cook for 10-15 minutes,<br />
until lightly coloured, stirring<br />
from time to time. Ladle in 1.5<br />
litres of the chicken stock, bring<br />
to the boil, then lower the heat<br />
and simmer for 40 minutes until<br />
the artichokes are fully tender.<br />
• Remove the chicken pieces<br />
from the stock and set aside.<br />
(You may have some stock<br />
left over, so carefully strain it<br />
through a sieve or colander into a<br />
bowl or large jug and discard the<br />
aromatics. Cool, then store it in<br />
the fridge) Remove and discard<br />
the chicken skin. Pull the meat<br />
from the bones, then tear or slice<br />
into strips and set aside.<br />
• Blend the artichokes and<br />
stock with a stick blender<br />
and reduce to a thick, creamy<br />
textured soup. Stir in the<br />
shredded chicken.<br />
• To finish, finely chop the<br />
parsley and stir in. Check the<br />
seasoning, adding salt, pepper<br />
and a squeeze of lemon juice to<br />
taste. Peel and slice the extra<br />
artichokes, then fry them in<br />
the oil in a shallow pan for 7-10<br />
minutes until tender and golden.<br />
Add them to the soup and then<br />
pull the thyme leaves from their<br />
stems and sprinkle on top.<br />
Baked potatoes (or<br />
artichokes) with roast<br />
garlic and herb cheese<br />
The cream-cheese filling works<br />
for both potatoes and artichokes.<br />
If you are using artichokes, slice<br />
them in half and use twice the<br />
amount of olive oil.<br />
Ingredients<br />
Serves 4<br />
1.5kg, small, white fleshed<br />
potatoes<br />
3 Tbsp olive oil<br />
6 plump cloves garlic<br />
For the filling:<br />
200g cream cheese<br />
25g parsley<br />
1 tsp thyme leaves<br />
1 clove garlic<br />
juice of 1 small lemon<br />
1 tsp green peppercorns in brine<br />
Method<br />
• Preheat the oven to 200°C.<br />
• Wash potatoes (or artichokes)<br />
and lay them, snugly but not<br />
touching, in a roasting tin,<br />
pour over the olive oil and add<br />
a crumbling of sea salt and<br />
a grinding of black pepper.<br />
Toss them around with your<br />
hands, making sure the tubers<br />
are lightly coated with oil and<br />
seasoning. Tuck the garlic cloves,<br />
whole and unpeeled, among<br />
them.<br />
• Bake for about 45 minutes<br />
or until tender. (It is worth<br />
continually testing them – the<br />
exact timing will depend so<br />
much on the size and variety<br />
of your potatoes.) When the<br />
garlic has baked for 30 minutes,<br />
remove from the tin and allow to<br />
cool a little.<br />
• Put the cream cheese in a<br />
food processor. Pick the leaves<br />
from the parsley and add to the<br />
cheese, then add the thyme.<br />
• Peel the garlic and squeeze<br />
the soft flesh inside into the<br />
cheese. Squeeze in the juice of<br />
the lemon and process for a few<br />
seconds to a smooth cream, then<br />
transfer to a small mixing bowl<br />
and stir in the peppercorns. (If<br />
you have no processor, chop the<br />
parsley finely then mix with a<br />
wooden spoon.)<br />
• Pile the potatoes on to a<br />
serving plate, split each down the<br />
middle and spoon in some of the<br />
herb filling.<br />

C-HR’s stylish exterior masks some flaws<br />
WHEN IT ARRIVED here seven<br />
years ago, the first generation<br />
Toyota C-HR SUV five-door<br />
hatch, created plenty of buzz with<br />
its edgy styling. The latest iteration<br />
cuts a more mature grown-up<br />
figure, but retains the visual<br />
appeal of its predecessor.<br />
Toyota’s designers have applied<br />
their collective creativity and flair<br />
in equal measure to this model.<br />
A highlight for me is the vehicle’s<br />
distinct “diamond architecture” –<br />
a captivating blend of sharp lines<br />
and smooth curves.<br />
The model range has increased<br />
substantially over the vehicle it<br />
replaces and so have the prices.<br />
The cost of the outgoing model<br />
started $41,290 and hit the ceiling<br />
Motoring with Bob Nettleton<br />
at $44,240 for the top spec AWD<br />
Limited. Pricing for the entry level<br />
GX being road-tested here is about<br />
$1700 more than before at $45,990<br />

much smoother and more refined<br />
it feels, except under hard full<br />
throttle. When accelerating hard,<br />
it becomes uncharacteristically<br />
loud and raucous, with all the<br />
commotion failing to translate<br />
into the marked increase<br />
acceleration.<br />
The extra power and torque<br />
does its best work during in-town<br />
driving, where the test vehicle<br />
coasted for surprisingly long<br />
periods on flat terrain in EV mode<br />
at speeds of up to 50km/h.<br />
The CH-R’s star doesn’t shine<br />
so brightly on the open road and<br />
is a bit languid on the short, sharp<br />
sprints needed to whisk the vehicle<br />
past slower traffic.<br />
Engaging the transmission’s<br />
‘Sport’ mode energises the engine,<br />
but it is far from the fast and feisty<br />
performer you would expect in<br />
such a sporty looking vehicle.<br />
The continuously variable<br />
transmission (CVT) automatic<br />
consistently fronts with seamless<br />
and responsive gear changes, and<br />
rarely puts a gear-shifting foot out<br />
of place.<br />
Passenger space is a huge<br />
improvement and comes with a<br />
decent sized load area behind the<br />
rear seats. This can be extended<br />
with a 60:40 split folding rear seat.<br />
A touch screen audio display<br />
includes satellite navigation<br />
with SUNA traffic updates. A<br />
refreshed Toyota Safety Sense<br />
system adds motorcycle detection<br />
to the pre-collision set up as<br />
well as a driver monitor camera.<br />
Toyota Teammate (advanced<br />
park), panoramic view monitor,<br />
and parking support brake with<br />
rear-cross traffic auto braking are<br />
standard across the range.<br />
Handling through tight and<br />
testy corners, is even more agile<br />
and fluent making for a fun and<br />
engaging drive over undulating<br />
roads.<br />
Here the test vehicle showed<br />
its full range of handling talents<br />
that give many of its rivals plenty<br />
to think about. Electric power<br />
steering is all precision and<br />
accuracy, and nicely weighted,<br />
although blighted a tad by some<br />
steering kickback over badly<br />
corrugated road surfaces.<br />
Across the board, ride comfort<br />
has gone a up a good notch or<br />
two, with the suspension showing<br />
a greater appetite to soak up the<br />
rough stuff dished out by our more<br />
dishevelled roads.<br />
