Neighbours plead for action
over location of scrap yard
• By Phoebe Utteridge
PEOPLE LIVING next to a
Woolston scrap metal yard
piled high with wrecked cars
have renewed their calls for
the company to relocate as the
regional council considers a
resource consent application.
The National Steel yard on
Garlands Rd was the site of
a major blaze two years ago,
when hundreds of old cars
were engulfed in flames in a
suspected arson.
Environment Canterbury
investigated the site in 2021 after
receiving complaints from the
public.
The investigation found
contaminated stormwater was
running from the site and could
enter the Ōpāwaho Heathcote
River, in breach of the Resource
Management Act, so ECan
issued an abatement notice
ordering the company to apply
for resource consent.
National Steel filed its
application last November,
although ECan was yet to decide
if it would be publicly notified
because it was waiting for more
information from the company.
Neighbour Phil Campbell
said he was concerned about
industrial run-off from the scrap
yard getting into the river, which
would be at odds with council
efforts to improve water quality.
“There will be oil and petrol
residue in the cars being
crushed, and they’re piled right
next to the river,” he said.
HAZARD: National Steel’s
neighbours in Woolston,
like Phil Campbell, say
allowing a scrap metal yard
to operate next to houses is
bad planning – but the yard
is in an industrial zone.
PHOTOS: PHOEBE
UTTERIDGE
Campbell said he felt
vibrations and heard the rumble
of diggers and cars being
crushed, often from early in the
morning until late at night, from
his family home just across the
road.
“I hear it while I’m reading
to the kids at night. It feels like
heavy industrial activity right
next to a residential area. I’m
sure there’s a better place for it,”
he said.
While Campbell supported
businesses that recycled cars
and scrap metal, he said he
had reported concerns about
National Steel to the city council
and wanted public consultation
on the resource consent
application.
“We have to be part of that
process,” he said.
Annette Kaldor, who has lived
opposite National Steel for three
years, said she could not sleep on
the night of the fire and had her
car packed ready to leave.
“It was very scary. I could see
big blasts going up and I felt the
heat from my driveway,” she
said.
Kaldor said she also wanted
the scrap yard moved and
neighbours should be able to
have their say.
“Smells of rusty metal waft
into my house, there could
be another fire, and it looks
terrible,” she said.
“We should be consulted.
Especially after the fire, and with
the type of business it is.”
National Steel’s business
on Garlands Rd was legally
permitted because it was within
an industrial zone.
Stagnant market, other projects
behind apartment build delays
• By Jenn Loh
MARKET conditions and other
projects will determine when
work starts on the Fletcher
Living apartments on the old
Four Square site in Redcliffs.
A start date is still up in the
air, with high mortgage interest
rates and cost of living pressures
contributing to the current
stagnation of the city’s real estate
market.
When the resource consent
was being worked through,
Fletcher Living started new
projects in Halswell and Lincoln
which has also delayed the start
of the Redcliffs apartment build.
“The consenting process took
longer than initially anticipated
as we were required to go
through a consultation and
hearing panel review process,” a
Fletcher Living spokesman said.
“We are currently evaluating
market conditions with respect
to a possible start date. Market
conditions and other projects
will determine when work
starts on the Fletcher Living
apartments on the old Four
Square site in Redcliffs.”
Architectural plans for
the residence remain largely
unchanged from the original
proposal.
The first and second floors of
the former supermarket will be
dismantled to build apartments.
The ground floor car park will be
retained, with space provided for
a commercial retail or food unit
on the Augusta St corner.
Fletcher Living will be
updating Redcliffs residents at a
public meeting on August 5. The
meeting will also canvass other
matters in the area including the
ongoing development of Barnett
Park, the effect of rising sea
levels on the area’s infrastructure
and its potential implications for
Cynthia
Roberts
Jane
Morgan
insurance premiums.
Redcliffs resident and ecologist
Dr Cynthia Roberts will give
a presentation on predator
control and the variety of rare
and threatened plant species in
Barnett Park.
FUTURE: An
architect’s
drawing of the
new building
planned for the
former Four
Square site taken
from the Fletcher
Residential
resource consent
application to the
city council.
She will also offer insight on
the extensive work volunteers
have been doing to collect and
propagate seeds from natives for
planting.
City council team leader
of coastal adaptation, Jane
Morgan, will speak about the
city council’s rising sea level
management plan.
The residents’ association has
also asked insurance companies
to speak about rising sea levels
and the water table and what
implications that could have on
the insurability of properties in
low-lying areas.
Said committee member
Martin Ward: “The Redcliffs
village is within a city council
flood management area,
with a large overlap with the
liquefaction management area
as well. That’s double the
concerns.
“We’d like to know how the
insurance companies respond to
that when setting the premiums.”
Ward said the event is an
excellent opportunity for the
association to get feedback from
residents on ongoing projects
and concerns. It would also help
with community bonding.
“At the end of the day it’s about
community building. A big part
of what we do as an association is
bringing people together.”
In addition to the various
presentations, there will also be
expo-style meet and greet stands
for organisations including
the Redcliffs Tennis Club, Mt
Pleasant Pottery Group and the
Christchurch Yacht Club. Drinks
and snacks will be available from
a cash bar.
• The community night
will be held at Club
Redcliffs, 9 James St on
August 5 from 5.30pm.
Presentations start at
6.30pm
A hilarious and heartwarming story about finding love where you least expect it. If
herself face-to-face with the most handsome man she’s ever encountered. And he’s
someone comes running out of a door, yelling something about a huge mistake, and
sends the dreamy stranger back down to earth. In a twist of fate, Delphie is offered
a deal in which she can return to her previous life and reconnect with the mysterious
No plans for zoning change – council
• From page 1
The company had applied to
release treated stormwater into
the river, which required consent
because the site was contaminated,
and within a community drinking
water protection zone.
National Steel general manager
Brett Howlett said he did not
understand why neighbours had
not approached the business about
their concerns.
He said publicly notifying the
consents would only draw out
what had been a very lengthy
and expensive
process.
National Steel
had worked
with councils to
address concerns,
there was no
smell coming
from the yard and
the company was
being blamed for
offensive odours
Brett
Howlett
coming from other businesses,
Howlett said.
He said the 2022 fire was caused
by arsonists and the company had
taken steps to mitigate fire risk
and improve the appearance of the
yard.
ECan consent planning
manager Aurora Grant said
the application would only be
publicly notified if the effects on
the environment were “more than
minor”.
Public interest was not one of
EYESORE: A large fire broke out at the National Steel yard in 2022, which police believe
may have been caused by arson.
the criteria for publicly notifying a
resource consent application.
ECan said there was currently
no run-off from the scrap yard to
the road, stormwater network or
the Heathcote River.
The city council had received
eight official complaints about
the yard since it opened in 2018,
including reports of excessive
noise, rubbish and concerns about
oil and petrol run-off into the
nearby river.
Following the 2022 fire, the
council said investigations into
complaints about the yard had
not revealed any breaches of
regulations, although it had
programmed a district plan
review of industrial and residential
zoning.
A council spokesperson said
none of the complaints received
since then had amounted to any
breaches.
The council currently had
no plans to change Woolston’s
zoning, but staff would provide
advice about managing the
“interface” between industrial and
residential zones, they said.
Linwood Ward councillor Yani
Johanson said the regional council
should publicly notify the consent.
“It would seem inherently unfair
if the community did not get a
say.”
He said current planning rules
were inadequate.
“The fact that a massive
dumping yard for scrap metal and
cars can be established adjacent
to a residential neighbourhood
without any resource consent
required highlights a gap in the
city’s district plan,” he said.
Ōpāwaho Heathcote River
Network chair Quentin McDonald
said it was unfortunate potentially
polluting industrial activity was
still allowed near the river, but the
group understood the difficulty of
changing zoning rules.
He said consequences of
unexpected events like fires should
be evaluated when consents
were granted to businesses near
ecologically-sensitive areas.
“The Ōpāwaho Heathcote River
is unfortunately already one of the
most polluted
urban rivers in
New Zealand and
needs protection,”
he said.
Banks
Peninsula MP
Vanessa Weenink
Yani
Johanson
said she met
with Ōpāwaho
Heathcote
River Network
members, local residents, and
councillor Yani Johanson earlier
this year to discuss their concerns.
“[The issue] was very much
highlighted by the fires and the site
is a real eyesore,” she said.
Howlett said Johanson and
Weenink’s comments were
“unprofessional and unjust”,
because the company’s industrial
activity was permitted and the
fire was “totally beyond National
Steel’s control”.
Bath house
last part of
Mona Vale
restoration
THE FINAL earthquakerelated
project at Mona Vale
is set to start, with repairs and
strengthening work on the bath
house about to get under way.
Contractor Armitage Williams
will be on site from next
week. Work is expected to be
completed by summer.
The bath house, which uses
crafted timber framing and
glazing bars, rather than steel
framing, was closed to the public
after the earthquakes.
Due to budget constraints
the work was to be deferred to
2029, however the Friends of the
Christchurch Botanic Gardens
began a fundraising campaign
last year to help with repair costs
amid fears the building would
suffer further deterioration.
“We are thrilled that our
fundraising efforts have allowed
this restoration to be brought
forward. Many Cantabrians supported
our campaign which began
with an Edwardian Garden
Party very fitting for this beautiful
garden and homestead,”
said Mona Vale sub-committee
convener Jeanette Christensen.
The Waimāero Fendalton-
Waimairi-Harewood Community
Board has also been
instrumental in helping fund the
restoration.
“It’s been a true community
effort to get to this point and
is a testament to what can be
achieved when we all work together
towards a common goal,”
said community board chair
Jason Middlemass.
“To have this lovely building
play its part in the fabric of
Christchurch life again, and to
have all the structures at Mona
Vale restored to their original
glory, is wonderful.”
Botanic Gardens and Garden
Parks acting director Nicky
Brown said getting under way
with the work was an important
milestone.
“Once complete, all of Mona
Vale will be open for the whole
community to enjoy for years
to come. We cannot say thank
you enough to the Friends of the
Gardens and the community
board for their support.”
The bath house will be used for
small events and will house
a semi-tropical collection of
plants.
Originally designed to
replicate an Edwardian
conservatory, it once held an
indoor swimming pool as well as
a rare collection of sub-tropical
plants imported by wealthy
heiress Annie Townend.
A keen gardener, Townend
bought the property – then
known as Karewa – for $6000
pounds in 1905. She changed
its name to Mona Vale, added
another nine acres and built the
two bridges and the gatehouse.
The bath house was built
between 1905 and 1914 and
St Margaret’s nets historic double win
• By Sam Coughlan
ST MARGARET’S College has
made history at the South Island
secondary schools junior netball
tournament.
The school’s year 9 and year 10
teams won their competitions at
the event – the first time a school
had won both in the same year.
Leanne Chambers, who
coaches the year 9 team and
coached the current year 10 team
last year, said it was a special moment
for her and the school.
“It was a pretty awesome
experience, seeing the hard work
that they (the year 10s) put in
with me last year as year 9s, not
always seeing the results, but seeing
them learn as netball players.
For them to come through and
win a tournament was amazing.
“And then for my (year 9) team
to do the same, a very special
moment for St Margaret’s netball
and for me personally.”
The tournament was held last
week at Ngā Puna Wai.
The year 10 team’s 36-30 triumph
over Dunedin’s St Hilda’s
Collegiate was the first time St
Margaret’s had won the competition.
Chambers said it was a huge
honour for the year 9 team to
take the title, hailing the improvements
they had made.
The final against St Andrew’s
was a close-fought match with St
Margaret’s winning 27-22 – a big
improvement from when they
met STAC in the Saturday competition
the week before, when
they lost 38-22.
“We went from a 16 goal loss
on the Saturday prior to a win
at South Island tournament
over STAC by five goals,” said
Chambers.
“So a big turnaround in that
one week.
“They took on board all the
little things that I helped them
with on where we went wrong on
that Saturday, and my goodness,
they looked a different team
when we played those impressive
STAC girls in the final.”
Chambers said the two teams
were drumming up a rivalry.
“They definitely are our rivals,
along with the blue and golds
from Rangi Ruru around the
corner as well, it’s always a good
contest with the independent
schools within the Merivale
area.
“We very much enjoy that
rivalry and it’ll be interesting
when we come up against
them in the Wednesday school
competition and in our Saturday
club competition again over the
next six weeks as we head into
the end of the season.”
Christchurch Girls’ High
School and Rangi Ruru placed
fourth in the year 9 and year
10 competitions respectively.
Girls’ High went down 38-29 to
Dunedin’s Columba College in
their third-place playoff, while
Rangi Ruru lost 40-32 to Central
Southland College in theirs.
Reassuring and nostalgic winter fare
Nigel Slater shares
some warm, rich and
comforting food to
nourish and sustain.
Chicken, lemon and
artichoke soup
The stock is crucial here. Give it
time, letting the broth, aromatics
and chicken simmer gently for
almost an hour. It is the heart
and soul of the soup.
Ingredients
Serves 4
700g Jerusalem artichokes
3 Tbsp peanut oil
For the stock:
1 onion
800g bone-in chicken thighs
a handful of chicken wings
1 lemon
2 medium carrots
5 small tufts of thyme
1 stick of celery
6 black peppercorns
4 thick coins of ginger
To finish:
2 Jerusalem artichokes
1 Tbsp peanut oil
a handful of parsley
1 lemon
a few sprigs of thyme
Method
• First make the stock. Peel the
onion, cut it in half and put it
in a large saucepan or casserole
dish. Add the chicken pieces and
wings, carrots, thyme sprigs, the
stick of celery, snapped in half,
the peppercorns, ginger and
thyme. Pour in 2 litres of water
and bring to the boil.
• Lower the heat, partially
cover with a lid and simmer for
50 minutes, checking the water
level from time to time.
• Peel the Jerusalem artichokes,
then cut them into large chunks.
In a large pan heat the peanut
oil, then add the artichokes and
let them cook for 10-15 minutes,
until lightly coloured, stirring
from time to time. Ladle in 1.5
litres of the chicken stock, bring
to the boil, then lower the heat
and simmer for 40 minutes until
the artichokes are fully tender.
• Remove the chicken pieces
from the stock and set aside.
(You may have some stock
left over, so carefully strain it
through a sieve or colander into a
bowl or large jug and discard the
aromatics. Cool, then store it in
the fridge) Remove and discard
the chicken skin. Pull the meat
from the bones, then tear or slice
into strips and set aside.
• Blend the artichokes and
stock with a stick blender
and reduce to a thick, creamy
textured soup. Stir in the
shredded chicken.
• To finish, finely chop the
parsley and stir in. Check the
seasoning, adding salt, pepper
and a squeeze of lemon juice to
taste. Peel and slice the extra
artichokes, then fry them in
the oil in a shallow pan for 7-10
minutes until tender and golden.
Add them to the soup and then
pull the thyme leaves from their
stems and sprinkle on top.
Baked potatoes (or
artichokes) with roast
garlic and herb cheese
The cream-cheese filling works
for both potatoes and artichokes.
If you are using artichokes, slice
them in half and use twice the
amount of olive oil.
Ingredients
Serves 4
1.5kg, small, white fleshed
potatoes
3 Tbsp olive oil
6 plump cloves garlic
For the filling:
200g cream cheese
25g parsley
1 tsp thyme leaves
1 clove garlic
juice of 1 small lemon
1 tsp green peppercorns in brine
Method
• Preheat the oven to 200°C.
• Wash potatoes (or artichokes)
and lay them, snugly but not
touching, in a roasting tin,
pour over the olive oil and add
a crumbling of sea salt and
a grinding of black pepper.
Toss them around with your
hands, making sure the tubers
are lightly coated with oil and
seasoning. Tuck the garlic cloves,
whole and unpeeled, among
them.
• Bake for about 45 minutes
or until tender. (It is worth
continually testing them – the
exact timing will depend so
much on the size and variety
of your potatoes.) When the
garlic has baked for 30 minutes,
remove from the tin and allow to
cool a little.
• Put the cream cheese in a
food processor. Pick the leaves
from the parsley and add to the
cheese, then add the thyme.
• Peel the garlic and squeeze
the soft flesh inside into the
cheese. Squeeze in the juice of
the lemon and process for a few
seconds to a smooth cream, then
transfer to a small mixing bowl
and stir in the peppercorns. (If
you have no processor, chop the
parsley finely then mix with a
wooden spoon.)
• Pile the potatoes on to a
serving plate, split each down the
middle and spoon in some of the
herb filling.
C-HR’s stylish exterior masks some flaws
WHEN IT ARRIVED here seven
years ago, the first generation
Toyota C-HR SUV five-door
hatch, created plenty of buzz with
its edgy styling. The latest iteration
cuts a more mature grown-up
figure, but retains the visual
appeal of its predecessor.
Toyota’s designers have applied
their collective creativity and flair
in equal measure to this model.
A highlight for me is the vehicle’s
distinct “diamond architecture” –
a captivating blend of sharp lines
and smooth curves.
The model range has increased
substantially over the vehicle it
replaces and so have the prices.
The cost of the outgoing model
started $41,290 and hit the ceiling
Motoring with Bob Nettleton
at $44,240 for the top spec AWD
Limited. Pricing for the entry level
GX being road-tested here is about
$1700 more than before at $45,990
for the GX 1.8-litre hybrid. Cycle
up the range and your next stop is
the well-appointed GXL retailing
for $49,990 and another $3k, eases
you behind the wheel of the plush
Limited. The performance card in
the C-HR pack is the $55,990 GR
Sport with a zippy 2-litre hybrid
powertrain.
How does it measure up
compared to the old model?
It’s marginally shorter and
wider with a striking, sporty and
planted stance on the road. This is
further embellished by its coupelike
profile, short overhangs and,
Ratings out of 10: Performance 7; Handling 7; Build Quality
Overall points out of 10: 7.5
Incorporating
best motorbuys
www.drivesouth.co.nz
depending on the model, 17, 18 or
19-inch alloy wheels.
This newest C-HR benefits from
a significant upgrade of Toyota’s
proven 1.8–litre hybrid powertrain
headlined by a decent upward
power hike from 90kW to 103kW.
You immediately notice how
much smoother and more refined
it feels, except under hard full
throttle. When accelerating hard,
it becomes uncharacteristically
loud and raucous, with all the
commotion failing to translate
into the marked increase
acceleration.
The extra power and torque
does its best work during in-town
driving, where the test vehicle
coasted for surprisingly long
periods on flat terrain in EV mode
at speeds of up to 50km/h.
The CH-R’s star doesn’t shine
so brightly on the open road and
is a bit languid on the short, sharp
sprints needed to whisk the vehicle
past slower traffic.
Engaging the transmission’s
‘Sport’ mode energises the engine,
but it is far from the fast and feisty
performer you would expect in
such a sporty looking vehicle.
The continuously variable
transmission (CVT) automatic
consistently fronts with seamless
and responsive gear changes, and
rarely puts a gear-shifting foot out
of place.
Passenger space is a huge
improvement and comes with a
decent sized load area behind the
rear seats. This can be extended
with a 60:40 split folding rear seat.
A touch screen audio display
includes satellite navigation
with SUNA traffic updates. A
refreshed Toyota Safety Sense
system adds motorcycle detection
to the pre-collision set up as
well as a driver monitor camera.
Toyota Teammate (advanced
park), panoramic view monitor,
and parking support brake with
rear-cross traffic auto braking are
standard across the range.
Handling through tight and
testy corners, is even more agile
and fluent making for a fun and
engaging drive over undulating
roads.
Here the test vehicle showed
its full range of handling talents
that give many of its rivals plenty
to think about. Electric power
steering is all precision and
accuracy, and nicely weighted,
although blighted a tad by some
steering kickback over badly
corrugated road surfaces.
Across the board, ride comfort
has gone a up a good notch or
two, with the suspension showing
a greater appetite to soak up the
rough stuff dished out by our more
dishevelled roads.
