Over A Century of Making Impact<br />

The 2024 National Urban League Conference is an event that will bring together leaders from across the country to explore the challenges and strategies to<br />

deal with the problems of systemic barriers to equality and opportunities for all Americans. Also, it will address the importance of civic engagement and the<br />

threats to democracy.<br />

National Urban League: Leading<br />

the Struggle for Democracy<br />

In these perilous times, where the future of the nation’s<br />

journey to becoming “A More Perfect Union” is<br />

in question, this November, Democracy is on the ballot,<br />

and citizens must decide to become civically engaged.<br />

Civil Rights leaders from across the nation will<br />

convene at the National Urban League Conference in<br />

New Orleans from July 24th-27th to educate, inform,<br />

and inspire that the struggle for equality, justice, and<br />

freedom continues.<br />

During this several-day event, where empowerment<br />

of the NUL Conference will explore the challenges of<br />

systemic racism, discrimination, and barriers to opportunities<br />

in every aspect of the current social and<br />

economic landscape and bring together leading innovators<br />

and trailblazers in business and industry, government,<br />

and community.<br />

Additionally, this year’s conference is especially significant.<br />

It marks a special homecoming for National<br />

Urban League President and CEO Marc H. Morial,<br />

who was elected to the first of his two terms as Mayor<br />

of New Orleans 30 years ago. Where his leadership<br />

and vision helped reduce crime, created economic opportunities<br />

for many, and was a champion in fighting<br />

for justice and fairness for all citizens. This is what he’s<br />

brought in his tenure as CEO of the National Urban<br />

League since being chosen to lead the organization.<br />

William “Bill” Rouselle, Jr., native<br />

and proud New Orleanian who<br />

broke barriers and changed the<br />

lives of countless people through<br />

his motto of “Speak Truth to the<br />

People”, fought a fight grounded<br />

in hope and optimism for equity<br />

among all people.<br />

Born in New Orleans on August<br />

3, 1946, his life in the media is rooted<br />

in a desire for the truth, a commitment<br />

to change, and a will to<br />

leave this world a better place. The<br />

son of a public school teacher, Bill<br />

grew up in Uptown New Orleans.<br />

Nurtured by the rich New Orleans<br />

culture, he developed a love for his<br />

city, its people and a commitment to<br />

speaking truth to power!<br />

For 40 years, Rouselle and his<br />

company provided public relations,<br />

marketing, and advertising services<br />

to a long list of clients including<br />

Liberty Bank, Total Community Action,<br />

The City of New Orleans, Entergy,<br />

New Orleans Public Schools,<br />

and New Orleans East Hospital.<br />

One of the City’s leading political<br />

strategists, he managed successful<br />

campaigns for Public Schools and<br />

City Millage Elections, as well as<br />

numerous political candidates such<br />

as Dorothy Mae Taylor, the first<br />

William “Bill” Rouselle Jr<br />

Black Woman Legislator in Louisiana,<br />

U. S. Senator – Mary Landrieu,<br />

Mayors Ray Nagin, Mitch Landrieu,<br />

and the first Female African American<br />

Mayor of New Orleans, LaToya<br />

Cantrell to name a few.<br />

A 1967 Honors Graduate from<br />

Xavier University, Rouselle landed<br />

a publishing intern position with<br />

Time, Inc. in New York. That next<br />

year, he became the first African<br />

American on-air news reporter in<br />

New Orleans at WDSU TV.<br />

After leaving WDSU, he would<br />

be appointed as Deputy Director of<br />

the City’s Human Relations Committee<br />

where he engineered the<br />

passage of a local Public Accommodations<br />

Ordinance, opening restaurants<br />

and bars to all citizens.<br />

In the mid-70s, Bill hosted a<br />

weekly TV show on the public<br />

television station, WYES TV called<br />

Nation Time, while also serving<br />

as Producer for the Free Southern<br />

Theater. During this period, Rouselle<br />

joined the board of the New<br />

Orleans Jazz and Heritage Foundation<br />

following a protest for Black<br />

involvement in the event. He would<br />

eventually serve as president and<br />

help oversee the development of<br />

the festival into one of the world’s<br />

premier music events.<br />

Rouselle later worked as Director<br />

of the Parent Community Alliance,<br />

an organization developed<br />

to organize parents to be more<br />

involved in public school policy.<br />

He learned about community organizing<br />

in this role under the tutelage<br />

of Oretha Castle Haley, his<br />

most important mentor. In the late<br />

70’s, Bill headed the Ad Hoc Committee<br />

for Accountable Police,<br />

which won increased civilian oversight<br />

of police involved in brutal<br />

citizen interactions.<br />

In the early 1980s, Rouselle<br />

worked at the Black Collegian<br />

Magazine, a Black-owned and operated<br />

national publication based<br />

in New Orleans. Then in 1984, he<br />

and former Black Collegian Editor,<br />

Kalamu ya Salaam opened the<br />

doors of Bright Moments Public<br />

Relations Firm.<br />

In the 1990s and early 2000s,<br />

while managing the day-to-day operations<br />

of Bright Moments, Bill<br />

hosted the Sunday Journal Radio<br />

Show every Sunday from 7 to 9 AM<br />

on WYLD FM Radio. He simultaneously<br />

hosted a weekly TV show<br />

on the Cox Cable Access Channel<br />

called The Liberty Network – sponsored<br />

by Liberty Bank. Both shows<br />

featured news analysis, feature interviews<br />

and hard hitting, honest<br />

dialogue between the host and the<br />

viewing and listening audience.<br />

In 2007, Rouselle was honored<br />

with the local advertising industry’s<br />

highest honor, the Silver Medal,<br />

presented by the New Orleans Ad<br />

Club and in 2021, Rouselle received<br />

the Public Relations Society’s<br />

Lifetime Achievement Award. He<br />

served on many boards, including<br />

Black Education for New Orleans<br />

(BENOLA), the New Orleans Jazz<br />

Orchestra and the New Orleans<br />

Citizens Committee.<br />

A member of the Franklin Avenue<br />

Baptist Church, where he<br />

served on the Usher Board, he is<br />

survived by his wife, Ethel Davis<br />

Rouselle; 6 children and 7 grandchildren.<br />

through 8th came<br />

from places near and far to<br />

have a good<br />

time on July 12th, 13th and<br />

14th, 2024. Some classmates<br />

had not seen one another for<br />

over 57 years. Over the weekend,<br />

more than 40 classmates<br />

and significant others enjoyed<br />

a wonderful<br />

a spirit filled Mass at St.<br />

David’s Catholic Church on<br />

Sunday followed by a relaxing<br />

afternoon Brunch. In a spirit of<br />

The Class of ’67 also has the<br />

distinction of being the Inaugural<br />

Kindergarten Class with<br />

schools. The 1967 Class also<br />

spearheaded<br />

integration at several of the<br />

Catholic private high schools<br />

Amistad Research Center Receives Prestigious<br />

Award from the National Archives<br />

Recently, the National Archives<br />

awarded the Amistad<br />

Research Center $150,000 for<br />

the long-term preservation<br />

and digitization of the Most<br />

Worshipful Prince Hall Grand<br />

Lodge Masons records, the<br />

most complete set of historical<br />

records relating to Prince Hall<br />

Freemasonry in Louisiana.<br />

These records highlight<br />

the significant role African<br />

American freemasonry played<br />

as part of Civil and Political<br />

Activism to attain equal<br />

rights from Reconstruction,<br />

through the Jim Crow Era,<br />

the Modern Civil Rights<br />

Movement, and beyond into<br />

the late 20th Century.<br />

The National Archives<br />

Grants Program is carried out<br />

through the National Historical<br />

Publications and Records<br />

Commission (NHPRC). The<br />

purpose of NHPRC is to promote<br />

the preservation and use<br />

of America’s documentary heritage<br />

essential to understanding<br />

the nation’s democracy, history,<br />

and culture.<br />

“In February of this year,<br />

the Amistad Research Center<br />

(ARC) and the Louisiana Prince<br />

Hall Masons engaged in a Conversation<br />

in Color Public Program<br />

to discuss the Masons’<br />

involvement in the Civil Rights<br />

Movement. This NHPRC<br />

Grant helps the ARC reach its<br />

mission to provide public access<br />

of rare documents to our<br />

stakeholders worldwide,” said<br />

NEW ORLEANS<br />

The NAACP ACT-SO (Afro-Academic<br />

Cultural, Technological and<br />

Scientific Olympics) is an enrichment<br />

program, grounded in Social<br />

Justice, and dedicated to breaking<br />

the cycle of poverty by providing<br />

opportunities for 9th – 12th graders<br />

who are guided to engage in<br />

critical, evaluative dialog with community<br />

members in their areas of<br />

expertise. Through competition<br />

and enrichment programs, New<br />

Orleans ACT-SO encourages high<br />

academic and cultural achievement<br />

among high school students.<br />

Over 210 of our youth in the<br />

Greater New Orleans area and beyond<br />

registered to participate in<br />

our local competition in April 2024,<br />

in one or more of the 33 ACT-SO<br />

competition categories.<br />

As a result of that competition,<br />

NAACP ACT-SO sent 28 Gold<br />

Medalists to the NAACP National<br />

Convention in Las Vegas, Nevada<br />

(July 10th through July 14, 2024),<br />

to compete for scholarships and<br />

national recognition. The students<br />

represented 25/33 categories. All<br />

students rendered outstanding performances!<br />

EPA Provides $50 Million Grant for New Orleans to Tackle<br />

Pollution, and Effects of Climate Change.<br />

New Orleans is set to receive almost<br />

$50 million in federal funding<br />

to counteract pollution and climate<br />

change. The money comes as part<br />

of an Environmental Protection<br />

Agency Program funded by the Inflation<br />

Reduction Act, part of President<br />

Biden’s Investing in America<br />

Program.<br />

New Orleans is one of three cities<br />

across the nation chosen as a<br />

grant recipient. With the funds,<br />

New Orleans aims to reduce the<br />

harm from Greenhouse Gas Emissions<br />

in the city over the next five<br />

years. Key aims for the funding include<br />

improving air quality, alleviating<br />

urban heat islands and reducing<br />

the city’s carbon footprint, which<br />

helps reduce the impacts of climate<br />

change.<br />

“As New Orleans works to reduce<br />

our emissions contributing<br />

to climate change, this substantial<br />

funding will fuel seven Pivotal<br />

Greenhouse Gas Reduction Measures<br />

that align with a cross-section<br />

of goals from the City’s Climate<br />

Action Plan and the Southeastern<br />

Louisiana Priority Climate Action<br />

Plan” Mayor LaToya Cantrell said<br />

in a statement.<br />

In addition, the initiatives include<br />

increasing energy efficiency<br />

in city buildings, solar panel<br />

installations, improved access to<br />

transportation options such as<br />

walking and biking paths as well<br />

as increasing native plant populations<br />

in the city.<br />

not to seek re-election. Congressman<br />

Black Women Rally Behind Kamala Harris to<br />

Save Democracy After Biden Steps Aside<br />

Democrats and the rest of the nation<br />

are once again turning to Black<br />

women to lead the charge in saving<br />

democracy, and they have again<br />

stepped to the plate and swung for<br />

the fences. Following President<br />

Joe Biden’s announcement that he<br />

would not run for the Democratic<br />

nomination, the Network Win with<br />

Black Women organized a Zoom<br />

call to show how prepared and determined<br />

Black women were to<br />

take on this enormous challenge.<br />

The call, held on Sunday, was a<br />

powerful display of unity and determination,<br />

with Black women leaders<br />

from across the nation voicing<br />

their unwavering support for Vice<br />

President Kamala Harris.<br />

The Zoom call reportedly drew<br />

an astounding 40,000 attendees and<br />

featured an impressive lineup of<br />

speakers, including Reps. Joyce Beatty,<br />

Maxine Waters, and Jasmine<br />

Crockett. The leaders passionately<br />

emphasized Black women’s critical<br />

role in the upcoming election and<br />

shared personal stories about Harris<br />

that underscored her qualifications<br />

and leadership qualities. Other<br />

notable attendees included DC<br />

Mayor Muriel Bowser, Maryland<br />

Senate hopeful Angela Alsobrooks,<br />

Civil Rights Leader Bernice King,<br />

and Black Voters Matter Co-Founder<br />

LaTosha Brown.<br />

The call highlighted the urgency<br />

of fundraising and voter registration<br />

as critical strategies for supporting<br />

Harris’s campaign. The<br />

participants raised over $1 million<br />

during the call. “We have a plan.<br />

This is not arbitrary. We are ready.”<br />

asserted Holli Holiday, one of the<br />

call’s moderators.<br />

Enthusiastic attendees expressed<br />

their readiness to work<br />

tirelessly to elect Harris. “This is<br />

work. Roll up your sleeves; we got<br />

work to do,” one attendee insisted.<br />

Another attendee declared, “Fired<br />

up and ready for this moment led<br />

by an Intergenerational Legion of<br />

Black Women. Let’s get to work.<br />

Let’s gather our sons, daughters,<br />

nieces, and nephews. Let’s do what<br />

Black women do!”<br />

After exiting the race, President<br />

Biden’s made it clear that his vice<br />

president should be the party’s<br />

nominee. “My very first decision<br />

as the party nominee in 2020 was to<br />

pick Kamala Harris as my vice president,”<br />

Biden said. “And it’s been<br />

the best decision I’ve made. Today,<br />

I want to offer my full support and<br />

endorsement for Kamala to be our<br />

In the hours following Biden’s<br />

announcement, Harris’ campaign<br />

saw a surge of support, with about<br />

$50 million in grassroots donations<br />

pouring in. Democratic officials nationwide<br />

quickly followed Biden’s<br />

lead, voicing their endorsements<br />

for Harris. Governor Roy Cooper<br />

of North Carolina praised Harris,<br />

saying, “Kamala Harris should be<br />

the next President. I’ve known her<br />

since our days as AGs, and she<br />

has what it takes to defeat Donald<br />

Trump and lead our country<br />

thoughtfully and with integrity.”<br />

Governor Kathy Hochul of New<br />

York added her voice to the chorus<br />

of support: “I’m proud to stand beside<br />

Kamala Harris. She is the right<br />

candidate to unite our country; I am<br />

confident she will deliver for New<br />

Yorkers. Let’s get to work.”<br />

Governors Janet Mills of Maine,<br />

Gavin <strong>News</strong>om of California, and<br />

Jared Polis of Colorado echoed similar<br />

sentiments, highlighting Harris’s<br />

capacity and readiness to lead.<br />

Senator Tammy Baldwin of Wisconsin<br />

declared, “I’m proud to endorse<br />

VP Kamala Harris for President.<br />

Today is a new beginning for<br />

our party and our country, and I’m<br />

excited to keep working together to<br />

lower costs for Wisconsin families,<br />

grow our Made in America economy,<br />

and restore our fundamental<br />

rights and freedoms.”<br />

Harris has repeatedly stated the<br />

importance of the 2024 election. “I<br />

will do everything in my power to<br />

unite the Democratic Party—and<br />

unite our nation—to defeat Donald<br />

Trump and his extreme Project<br />
