Insurers ramp up premiums for flood-risk homes

A QUARTER of houses in high 

flood-risk areas are attracting 

extra insurance premiums of 

hundreds or even thousands of 

dollars, new Treasury data shows. 

And nationally, insurance premiums 

have increased by nearly 

30 per cent in just 18 months, 

with more insurers now pricing 

down to address level as their 

risk modelling becomes more 

sophisticated. 

The Treasury data also shows 

high-risk properties in floodprone 

areas of Christchurch are 

struggling to get more than one 

online insurance quote. 

Experts have previously 

warned insurance will become 

prohibitively expensive or impossible 

to get at all for some properties 

as the risk from climate 

change-driven weather events 

continues to rise. 

Actuarial consultancy Finity 

has monitored insurance 

premiums on behalf of Treasury 

since late 2022, for a dataset of 

properties chosen to match New 

Zealand’s natural hazards profile. 

The addresses are real but 

other information, such as 

property age, sum insured and 

construction materials, has been 

randomised so that the ‘houses’ 

in the dataset are not real people’s 

homes. 

The monitoring has expanded 

since October 2023 to include 

1710 properties in suburbs 

around the country that are 

known to be flood-affected, either 

by river or surface flooding. 

The most recent report, based 

on April 2024 data but released 

this week, showed that insurance 

remained widely available. 

For homes in the seismic 

dataset, 93 per cent could get an 

online quote from at least two of 

the four underwriters included 

in the Finity monitoring (IAG, 

Tower, AA Insurance and Vero). 

The exception was Canterbury, 

where nearly half of properties 

could not get more than a single 

quote.

quotes from at least two underwriters 

– but 25 percent of those 

were quoted an additional flood 

premium of at least $250. 

In the most extreme cases, the 

flood premium was up to $4500, 

although the vast majority of 

elevated flood premiums were 

less than $1000. 

Despite broad availability, 

properties in some flood-affected 

suburbs did struggle to get 

multiple online quotes.

SAM DARRY was just three-monthsold 

when he got his first look at the All 

Blacks environment: Mum Katrina was 

the team’s nutritionist, and at times he 

would be in a front pack when she went 

about her work. 

Fast forward 24 years and the now 

2.03cm, 110kg lock made his All Blacks 

debut against Fiji in San Diego on 

Saturday, coming off the bench for the 

last 20 minutes in the 47-5 win. 

Katrina was there too, in her second 

stint as the ABs nutritionist – a role she 

has had since 2008 – while dad Hunter 

and brother Tom all made hurried 

trips to San Diego when Sam became a

possibility to make the 23-man side for 

the Fijian test. 

The family is from West Melton, where 

Sam and siblings Tom, Charlotte and 

Alice, played their junior rugby. 

Sam went on to play for Christ’s 

College, HSOB, and is now at the Blues. 

“Until you get onto the field, you’re not 

an All Black. It was great to see him get 

across the chalk,” Hunter told the The 

Star as he headed home from the United 

States earlier this week. 

“It was a real special moment. I was 

just so excited for him.” 

Hunter had been in Auckland with 

friends – including Star columnist 

Bevan Sisson – for the previous 

weekend’s England test and a few rounds 

of golf.

properties that at least some 

insurers are likely using flood 

risk as a driver for underwriting 

criteria,” the report authors said. 

A previous monitoring report 

from November 2023, also 

released this week, noted that 

three out of seven insurance 

companies included in the 

monitoring appeared to be pricing 

to flood at an address level. 

“The other four do not appear 

to be varying prices materially 

to reflect localised flood risk.”

A PASSENGER on a flight to 

Christchurch yesterday 

with a toy gun in carry-on 

luggage was taken off board 

and their belongings were 

rechecked. 

A man on board the affected 

flight from Wellington said 

Aviation Security (AVSEC) called 

the Jetstar flight JQ287 back 

to the gate following concerns 

“someone might have a gun”. 

He said it took a long time for 

the plane to pull away – before 

the plane’s captain addressed 

passengers on the intercom 

saying they had to go back 

at AVSEC’s request, The New 

Zealand Herald reported. 

They were told AVSEC 

missed something, and believed 

someone on board might have 

had a gun in their carry on, 

and they needed to rescreen, 

he said. 

The plane went back to the gate, 

and a passenger was escorted by 

staff off the plane. 

The passenger said the 

rescreening process took a while, 

estimating they were waiting for 

45 minutes. 

He said the pilot then came out 

and told passengers security had 

also increased by sometimes 

thousands of dollars since 

monitoring first began in 

September 2022, prior to 

Cyclone Gabrielle. 

Nationally, the average 

cheapest online quote for the 

properties in April was $1839, an 

annual increase of 15 per cent, 

and up 29 per cent since monitoring 

began. 

Canterbury (28.5 per cent), 

Tasman (23 per cent) and the 

West Coast (22.5 per cent) 

experienced the biggest annual 

increases.

luggage holds up flight

said a spokesperson. 

“That passenger was found to 

have a toy gun in their carry-on 

and was offloaded from the 

aircraft.” 

AVSEC said the flight was 

delayed due to a “suspected 

security threat”. 

“To ensure the safety of the 

flight and all passengers on 

board, a passenger was removed 

from the flight to be rescreened, 

along with their belongings.” 

There was no risk to other 

passengers’ safety, said a 

spokesperson.

A police investigation is under 

way after a man turned up at 

Christchurch Hospital with a 

gunshot wound. Police were 

called to the hospital about 

9.50pm on Tuesday when the 

man arrived with the injury. 

Chris Lynch Media reported 

it is understood the man had 

two bullets in his skull and 

fragments in his shoulder and 

sternum, but he was able to 

talk to emergency staff about 

what had happened. A police 

spokesperson said his injuries 

were not life-threatening and 

they were making inquiries to 

establish what occurred.

Said Sisson: “We went over to 

Waiheke Island on the Sunday

opportunity to watch your son

Orana Park vindicated by 

no evidence of neglect

ORANA WILDLIFE Park 

has welcomed the findings of 

an investigation showing no 

evidence of animal neglect. 

The Ministry of Primary 

Industries has cleared the park, 

after a rapid assessment of procedures 

and staff training. 

After finishing its rapid assessment 

on Tuesday, MPI will 

continue to look into how deaths 

and injuries have been handled 

at the park. 

“It proves to us what we already 

know, that we take animal 

welfare very seriously,” said Orana 

Wildlife Trust board member 

Ken Hughey. 

The MPI investigation was 

launched after a series of animal 

welfare complaints were reported 

in a 1News investigation with 

current and former Orana park 

staff expressing concerns about 

animal deaths and injuries 

which had never been brought 

to light. 

Hughey said it has been a “really 

tough time” since the 1News 

report, but was confident in the 

MPI investigation process. 

RESPONSE: An investigation has found no evidence of 

animal neglect at Orana Wildlife Park.

“It was a pleasure to work with 

MPI and we will continue working 

with them. Our doors are 

always open,” he said. 

The assessment included a 

welfare check on each animal 

and interviews with all senior 

zoo keepers, and a review of the 

park’s processes. 

The park’s animal welfare 

processes were also reviewed. 

MPI head of compliance and 

response Glen Burrell told Stuff 

there is a slightly underweight 

tiger, but the zoo has a plan to 

address the issue and there is no 

evidence of neglect. 

There were six vacancies at the 

zoo, but MPI determined there 

are enough staff to provide an 

acceptable standard of care. 

Burrell said staff were found 

to be knowledgeable, adequately 

trained, and committed to their 

work with exotic animals. 

MPI has asked for zoo records, 

including all deaths and injuries 

to animals and what follow up 

actions were taken. Burrell said 

these will be assessed but will 

take more time. 

He said although the complaints 

were largely historical, 

they were serious. On Tuesday, 

MPI committed to auditing the 

zoo’s performance every three 

months instead of once a year. 

The checks will increase in 

frequency if they find evidence 

of animal welfare issues, he said.

attack of 

elderly man 

POLICE ARE appealing for help 

to track down the person who 

assaulted a man in his 70s on the 

Port Hills at the weekend. 

They are particularly interested 

in any dash cam of a brown 

or light beige Kombi-style van 

from anyone travelling on the 

Dyers Pass Rd to the west side 

of Summit Rd between 11pm 

Saturday and 7am on Sunday. 

The man was attacked at the top 

of the Rapaki Track, police said. 

He was taking photos at night on 

the Summit Rd. 

He remains in a serious 

condition in hospital with head 

and facial injuries. 

The attack is believed to have 

happened between 11pm Saturday 

and 7am Sunday. Police said it 

appears to have been unprovoked. 

Police also said the attacker 

had two dogs with him and was 

driving a Kombi-style van.

Telco calling 

for voluntary 

redundancies

staff to consider taking voluntary 

redundancy, just weeks 

after becoming the naming 

rights sponsor of the underconstruction

A WORLD-FIRST study has 

used imaging technology to 

reveal the largest differences yet 

discovered in the structures of 

male and female brains. 

Canterbury University faculty

findings could have important 

implications for mental health.

brain scans from more than 

1000 adults aged between 22 and 

35. The scans revealed distinct 

differences in the cellular

major role in mental health, such 

as the thalamus, hippocampus

A NEW RESEARCH project will explore 

whether children’s use of digital devices 

influences their behaviour growing up. 

Canterbury University senior lecturer 

Dr Megan Gath has received one of 

two Canterbury Medical Research 

Foundation emerging researcher 

fellowships. 

She will lead a research project 

examining the long-term impact of 

screen media use on children’s wellbeing, 

social and behavioural adjustment, 

and the ability to form positive peer 

relationships. 

Data will be sourced from the Growing 

Up in New Zealand study which includes 

a large sample of youth spanning over 15 

years.

the effects of biological factors, such as 

hormones and genetics, and the effects of

have very different expectations of each

Watts and Woodward are also involved 

in the Adolescent Brain and Cognitive 

Development Study (ABCD), which is 

following more than 10,000 American 

adolescents from age 9-10, with MRI scans 

every two years for at least 10 years. 

Said Watts: “With the longitudinal 

nature of ABCD and such a large sample 

size, we will be able to determine how 

these sex differences emerge and develop 

during this critical period. 

“In addition to imaging, this study 

includes extensive information about

leading to improved outcomes.”

screen time is okay, and what they should

digital devices in a healthy way.

helping to build a stable 

workforce of homegrown 

midwives. 

After talking to midwives who’d 

studied at Ara, Candice Milner also did 

her midwifery training at Ara. “They 

raved about the degree. They spoke 

of the wide scope of learning – be it 

creative, communicative, aural, visual 

or practical experience. A common 

thing I heard was that you never come 

out the other side the same person and 

I’d certainly agree.” 

Candice, who works for Rata 

Midwives in Christchurch, would like 

to see more people get into midwifery 

and encourages anyone who’s 

considering the Ara degree to “just do 

it - dive in”.

Port company, Customs try to keep 

urban explorers out of war tunnel 


URBAN EXPLORERS have been 

climbing down a cliff face in 

Lyttelton to access a World War 2 

tunnel system. 

But authorities are trying to 

stop them, because they fear 

someone will fall. The tunnels are 

also on restricted Lyttelton Port 

Company land. 

A number of urban explorers 

had been caught trying to access 

and coming out of the tunnels, a 

port spokesperson said. 

LPC has called the police in 

some instances, who have taken 

details and issued two trespass 

notices. 

“Anyone who enters is potentially 

committing an offence. The 

land is also very steep and dangerous 

to climb and creates a risk 

to those attempting to enter,” the 

port spokesperson said. 

Urban exploring is a worldwide 

hobby with groups like Urbex 

New Zealand investigating abandoned 

buildings and structures. 

Urbex members made an 

impact by going into the earthquake-damaged 

Christ Church 

Cathedral in 2014, sparking 

outrage, with photos showing the 

deteriorating building’s interior. 

The groups have also visited 

derelict film sets and Ripapa 

Island while it was closed in 2016, 

taking photos at the island’s heritage 

sites, the pā, a quarantine 

station and a prison.

Work started on the tunnel 

system in June 1943 when war 

raged in the Pacific. The tunnels 

were to store oil if the Allies 

had to move ships and other 

naval assets away from the 

Japanese advance. 

By September 1944

system stopped when it was 

clear the Allies were winning the 

Pacific theatre. 

The tunnel system has been 

blocked off since the Maritime 

Security Act was passed in 2004 

to stop the public accessing it for 

security reasons.

New phase 

of play for 

Lancaster 

Park 

THE NEXT stage of the 

Lancaster Park redevelopment 

has kicked off with a planting 

day. 

More than 11,000 native trees 

and shrubs will be planted 

this season by the city council, 

residents and stakeholders on 

the western side of the former 

stadium site. A secondary path 

will also be built through the 

area. 

The planting day last 

week was held with the new 

city council parks in-house 

maintenance team, to coincide 

with the mawharu phase of 

the maramataka (Māori moon 

calendar). The maramataka 

is traditionally used to guide 

activities such as planting and 

this time of year is a time of 

high energy, and a good time for 

planting and connection with 

the wider community. 

City council head of parks 

Rupert Bool said the planting 

launched the next stage of the 

park’s redevelopment. 

“We know how important 

Lancaster Park is to 

Christchurch and so it’s been 

great to have a whole array of 

people contribute – from the 

entire council parks unit, chief 

executive and mayor to local 

residents, stakeholders and 

the community.”

My name is Maria Lemalie and I am the

My passion and connection to the

That was the last time they

hooker Tane Norton, fullback

takes on added significance – he 

is playing his 100th match for

Thomas, who joined the club 

10 years ago, said he’d gladly

“My kids are welcome

always at the club. People know 

my kids and vice versa, other 

people have kids and we’re just

Linwood won their last three 

regular season games to clinch 

the final playoff spot and have 

since upset Lincoln University 

in the quarter-finals, HSOB in 

the semis and most recently 

Marist Albion 32-29 in the 

preliminary final, thanks to a 

last-minute penalty from Josh 

Jennings. 

Linwood head coach Brendan 

Nolan said the community 

support in their run to the final 

had been outstanding. 

“It’s truly uplifting for our 

group to know that it means so 

much to a lot of people.’’

getting themselves to this point

Sydenham in their preliminary 

final, winning 36-31 after wing 

Angus Henare scored in the 

dying moments, to make their 

first final since 2017. 

O’Brien said the close game 

had prepared them nicely for this 

week’s final test. 

“Our whole mantra this year 

has been about improving weekon-week, 

so if you can improve 

from the last game, you’re 

obviously going to get better. 

“For us it’s probably just 

continuing to execute what we’re 

trying to achieve. I don’t think 

there’s ever been a perfect game 

of rugby played, but we’ll keep 

pushing to get as close as we can 

to that marker.”

AS THE END of the club 

season arrives this weekend, 

coaches would have made slight 

adjustments to their game 

strategy now they know who 

they will face in the final. 

That means working out who 

is fit, what the bench will look 

like and which players will 

make the greatest impact. 

Ultimately, who gets selected 

is often the difference between 

winning and losing. 

One thing coaches may have 

had to navigate is the tricky 

selection of returning personnel 

for the playoffs who may have

been unavailable for a number 

of weeks, but are now able to

Do you stick with the players 

who got you to the finals, or

do you back a player who is one 

of the best in the team to make 

a much needed impact, in a 

game that for many will be the 

highlight of their amateur career? 

It is a very fine line indeed. 

I’m in the pick the best 

available players camp – taking 

into account if it will affect your 

rhythm or not. 

We were in a situation a few 

years ago where a Crusader was 

eligible to play in our club finals 

at Rugby Park. Do we play him 

or not? 

Due to the representative 

season and a small injury break, 

he had only played a handful of 

club games during the year but 

was now ready to return for a 

grand final. 

There are many varied 

opinions on how this should 

be addressed but our process 

was to first speak to the player 

involved. 

Was he happy to play? Yes. 

Secondly, talk to the leadership 

group/captain and discuss if 

this happened, how would they 

feel – what would the consensus 

be for the team? 

In this case they were happy 

for him to play as they rightly 

wanted the best chance to win. 

Lastly, talk to the player 

who wouldn’t be making an 

appearance on game day – 

explain the reasons. Though 

he was missing out and keen 

to play, he understood our 

position and realised it was 

team first, and he had made a 

great contribution to the season 

already.

The sides have met three times 

this season – for a win apiece 

and a draw. Hornby won the 

most recent match 24-10 in 

round 12. 

The winner on Saturday will 

progress to the grand final in 

two weeks, while the losing side 

gets second chance against the 

winner of the minor semi-final 

between Halswell Hornets and 

Riccarton Knights. 

The two teams have met in 

the grand final in seven of the 

last eight years – with the Keas 

winning six of those clashes, 

including getting up 16-14 to 

claim the trophy last year.

results held no bearing on this

“We’ve got a job to do this 

weekend. Over those games, 

most of them could have gone

Snowy River Mine is currently expanding our mining crews and we 

welcome applications for Underground Mining Crews to work 

alongside our current crews. 

Our Mining crews are multi skilled and trained to undertake a variety 

of tasks including operating mobile equipment such as loaders, 

trucks and IT’s. Our crews also undertake installation of ground 

support, mine services and charging explosives to support our mine 

development activities. 

Mining crews work on an attractive 7on/7off rotating days and nights 

roster and can benefit from bus transport to/from Greymouth, private 

health insurance, and access to our Employee Assistance Program. 

Experience in mining is not essential as full training will be provided. 

Those with transferable skills such as working with heavy machinery 

or in forestry or farming will be highly regarded as will any previous 

mining experience in either hard rock or coal. 

Satisfactory completion of a pre-employment medical including 

drug and alcohol testing, and clean police clearance is part of the 

recruitment process. Federation Mining has a zero tolerance for drugs 

and alcohol and daily testing will be mandatory onsite. Federation 

Mining is a smoke free workplace. A clean driving record and ability to 

drive a manual vehicle is necessary for this role.

become permanent in the next stage of funding for Federation Mining.

CHRISTCHURCH’S new organic 

waste plant is now one step closer. 

Ecogas has lodged a resource 

consent application with the 

city council and Environment 

Canterbury for its organics processing 

plant in Hornby, which 

will replace the troubled Bromley 

facility in mid-2026. 

The proposed plant would 

be built on Aruhe Rd, a heavy 

industrial-zoned area. 

Both councils are currently 

processing the application and 

will decide whether it will be open 

for public submissions. 

Hornby Ward councillor Mark 

Peters said it should be. 

“Legally it’s up to the councils 

as to how they weigh that up. Personally, 

I would certainly be open 

to the idea of it being opened up 

bring rubbish in from Sumner 

to Scarborough. 

The scheme has been 

running since June and the
