Intimidation grows
By DAVID HILL,
Local Democracy Reporter
Death threats, abusive emails and
disinformation are an increasing threat
to local democracy.
Waimakariri Mayor Dan Gordon says
he is concerned the growing
intimidation and threatening
behaviour may turn people off standing
in next year’s local government
elections.
‘‘We must ensure local government
continues to attract good, community
minded people to stand, as well as
attract skilled and qualified staff, and
they won’t put their hands up if they
feel the risk to themselves or their
family is too great.
‘‘We encourage the democratic
process,and firmly believe in people’s
right to disagree.
‘‘But there is afringe element, in our
community who believe in awide array
of conspiracy theories and share
disinformation rampantly while
pretending to be advocates for
ratepayers.’’
The Waimakariri District Council has
been aparticular target of conspiracy
theories and disinformation since
Covid restrictions.
Councillors and staff have been on
the receiving end of intimidation
tactics, letters and emails, ‘‘often nasty
with unreasonable demands’’, Mr
Gordon said.
It has led to the council beefing up its
security during council meetings and
hearings, and its internet security,
adding to the rates burden.
Agrowing number of requests under
the Local Government Official
Information and Meetings Act
(LGOIMA) meant the council had
considered employing adedicated staff
member to process the requests.
Mr Gordon said the council believed
in ‘‘transparency in our decision
making’’.
But some requests could take weeks
of time and resources to gather the
information.
‘‘It is expensive, with ratepayers
ultimately paying it and at the end of
the day alot of the requests are based
on unfounded and ludicrous conspiracy
theories.’’
Hurunui Mayor Marie Black and
Kaikōura District Council chief
executive Will Doughty say their
councils had not experienced an
increase in threatening behaviour, but
did have the same level of security
concerns seen in Waimakariri.
Environment Canterbury corporate
and public transport services director
Giles Southwell said the council had
not seen an increase in behaviour such
as death threats and abusive emails.
‘‘Being in the public sector, and
sometimes conducting business that
doesn't make everyone happy, can
cause tension and an escalation in risk.
‘‘We are aware councils around the
country are often subject to abuse of
this kind.’’
There has not been anoticeable
increase in LGOIMA requests.
Local Government New Zealand
(LGNZ) chief executive Susan
FreemanGreene said elected members
were facing an increasing level of
intimidation and abuse.
‘‘This is arising trend that affects
everyone elected in our democracy –
whether you’re an MP or alocal
councillor.’’
While MPs and Government
Ministers had access to security
resources through Parliamentary
Security, this was not available to
mayors and councillors.
‘‘Mayors and Councillors are out and
about in their communities all the
time,’’ Ms FreemanGreene said.
‘‘They are often much more visible
and accessible than the local MP.’’
This year, LGNZ has organised panel
discussions inviting the police and
NetSafe to support councils in
addressing these issues.
Arecent LGNZ poll found 53 percent
of councillors said the abuse was worse
than ayear ago.
In addition, 65% faced abuse online,
39% faced it at community events, and
33% faced it doing everyday activities
like shopping or collecting children
from school.
Anunexpected phone call from aParis
Olympic official, while Jimmy Regan
was on holiday in Normandy, was an
exciting precursor to aday he will never
forget.
The English language teacher and
musician, whosefather Sean lives in
Woodend, was on summerbreak with his
wife Jess and two boys, Enzoand Sacha,
when he received an emergency call
asking if he could return to Chantilly
immediately to replace an Olympic
Torchbearer who had pulled out at the
last minute.
It was ashock for Jimmy who teaches
at the InternationalEnglish Bilingual
School, Montessori De L’Oise, in
Chantilly.
He had been one of 20,000 people
nominated for the role, and his name
was one of 5000 drawn by ballot to go
before aselection panel, but he was not
chosen.
He thought nothing more about it.
‘‘I didn't know what to say, mainly
because Iwas on my summerholidays,
fivehours from Chantilly, so Ihad to
very quickly decide whether it was even
possible for me to get there,’’ Jimmy
says.
‘‘I told the caller that Ineeded some
time to work out the logistics of getting
back to Chantilly that night, and then
returning to the westcoast of Normandy
the next afternoon for aconcert that I
was booked to perform at 7pm.’’
Afew minuteslater, after working out
atravel schedule,hecalled the official
‘‘and happily replied, yes’’,toher
request. The next thingJimmy knew he
was arriving at the spectacularly
beautiful Château de Chantilly, a
historic French château, in Chantilly, 50
Special day ... Jimmy Regan, whose father Sean Regan lives in Woodend, running his
section of the Paris Olympics Torch Relay at the spectacular Château de Chântilly, in the
town of Chantilly, 50 kilometres north of Paris, on July 18.
kilometresnorth of Paris, preparing for
his section of the run which was the last
of the day on July 18.
‘‘Each section is very short, only
around 300m,’’ he says.
‘‘I just had to run up the path leading
to the castle entrance, and stop at the
top of the stairs overlooking the gardens.
‘‘I was overwhelmedwith gratitude for
even being there, but to also be given the
best section was hard to believe,’’ he
says.
‘‘It was agreat privilege.’’ But also
stressful.
‘‘My brain was in astate of overload. I
forgot to run, and walked for the first
50m before remembering that Ishould
be running,’’ he says.
‘‘Besideshaving the crowds to wave
and smile at, there were several officials
instructions, so it was quite
overwhelming.
‘‘I can barely remember it. Ifelt
enormously honoured and humbled, but
it was hard to register that it was
actually happening.’’
After his run and the subsequent
debriefing, there was no time to wind
down as Jimmy had to quickly jump back
in his car and drive back to Normandy
for his concert ‘‘which Iperformed in a
state of disbelief at what Ihad just
experienced over the past 24 hours’’.
The Paris Olympics Torch Relay
began its journey around France on May
Wind taken out of Mt Cass project
ByROBYN BRISTOW
Adecision by the Marlborough Lines
Limited Board not to approve equity
funding for the proposed Mt Cass Wind
Farm in North Canterbury has left the
project having to explore future options.
However, the wind farm continues to
receive strong support from its other
shareholder, MainPower, as well as from
one of New Zealand’s reputable debt
funding partners.
MainPower told the North Canterbury
News it is unable to provideany more
information on the project at this stage,
‘‘duetocommercial sensitivities’’.
Energy Marlborough Limited, a50
percent joint venture partner of the Mt
CassWind Farm (MCWF), was unable to
gain approval from its owner,
Marlborough Lines Limited, to fund the
project.
Mt Cass Wind Farm chief executive
Todd Voice says the entire team are
disappointed the project hasnot been
able to achieve financial close as
anticipated.
‘‘The wind farm would help meet the
growing demand for renewable energy
and support New Zealand to meet its
decarbonisation goals.
‘‘We havespent years working on the
details, and it wasasurprise when our
partnercouldn’t gainthe necessary
approvals for this important
investment.’’
The project to build the South Island’s
largest wind farm at Mt Cass near
Waipara (north of Christchurch), is
shovelready and was nearing financial
close before the set back.
Mr Voice says the farm would generate
up to 94.6MW of electricity —enough to
power 40,000 homes, and save around
100,000 tonnes of greenhouse CO2
emissions each year.
The MCWF Board is now investigating
options for the future of the project,
including finding anew equity partner or
owner.
‘‘There’s alot to work through over the
next few months as we explore options to
deliver the wind farm.
‘‘We appreciate there’s alot of
community interest and we will provide
an update on the project’s future as we
know more,’’ Mr Voice says. Key
suppliers are also on board and have
supported areview of options to find a
suitable partner to progress the project.
Old station to make way for cars
By JOHN COSGROVE
The Waimakariri District Council has
bought the old Rangiora Police station for
$1.3m.
Waimakariri Mayor Dan Gordon says it
is ‘‘a strategic, longterm purchase’’.
The two story building at 309 High
Street, is on 2747sqm of land beside and
behind the Rangiora Town Hall.
It was closed in 2019 for seismic
strengthening.
However, investigations showed the
building was irreparable and in 2021
Police deemed it surplus to its needs.
Police then moved to atemporary
location in Southbrook while continuing to
look for anew site.
The property was offered to NgāiTahu
under the Treaty of Waitangi settlement
process.
The iwi had been working with the
council on possible collaborative options
for the site.
NgāiTahu sold the site to Paenga
Kupenga Limited (NgāiTūāhuriri’s
economic arm), which then onsoldthe site
to the council.
Mr Gordon says properties like this
seldom come up and the council decided
to act to protect the space around the town
hall and western gateway to Rangiora and
put in place aplan that will make best use
of ‘‘this great space’’.
‘‘When we put together the Rangiora
Town Centre Strategy, locals and business
owners told us they wanted to see
Rangiora remain inviting, attractive, have
good parking, and be apleasant and
vibrant place for people to shop.
‘‘This purchase will allow for both
growth in population and demand for
commercial and community spaces in the
Council and will be demolished to create more parking spaces on the southern side of the
township as the community nears 100,000
residents by 2050, as well as provide for
more parking spaces in the short term.’’
The sale was funded by transferring
funds from an existing budget for
Rangiora Town Centre development.
Acouncil spokesman says it is looking at
demolishing the 1240sqm building and will
be tendering for this in September or
October.
‘‘Ideally the demolition will take place
later in the year or early next year, and
construction of additional car parking will
be put in place shortly after that,’’ he says.
RangioraAshley Community Board
Chair Jim Gerard says the land used to
belong to the council before it was aPolice
station, so it is fitting to see it back in
community ownership.
‘‘The Town Hall has always been an
anchor tenant of Rangiora, and this
purchase is an opportunity to further
enhance this unique character area,
provide parking, and make sure this
entrance to the Rangiora town centre
continues to thrive.’’
Smokey fires causing angst for some
By SHELLEY TOPP
Environment Canterbury(ECan) has
received ahigh number of complaints
about poor air quality and smoke pollution
in the Oxford/Cust area in the last few
months.
Callers have been forced to stay inside
to escape the ‘‘putrid, toxic’’ and invasive
smoke from outdoor burns drifting
through the Oxford and Cust areas,
particularly in Cust Valley.
‘‘Some people have experienced watery
eyes, itchy throats, and asthma symptoms
because of the smoke, while others are
annoyed that their washing smells smoky
or that their backyard gets covered with
ash,’’ Brian Reeves, ECan’s northern
region compliance team leader says.
‘‘Reports like this suggest that the
burning going on in this area is not in line
with outdoor burning rules.’’
Many of the complaints received relate
to the burning of wet organic material
which is not permitted
‘‘Burning wet organics, like freshly
felled trees for example, generates much
more smoke than adry burn.
‘‘That is when you get thick, black smoke
that causes areal nuisance to the
surrounding community, Mr Reeves says.
‘‘The smoke contains small particles
that can irritate the nose and throat, and
even have more serious health impacts
over time.’’
He also wants to remind people that
rubbish fires are not permitted either.
‘‘No matter how large your property is,
you must not burn rubbish. Burning
rubbish releases toxic chemicals into the
air.’’
Materials that must not be burned in
Canterbury include plastic, metals,
batteries, painted or treated wood, rubber,
coated wire, oil, chemicals, tar and
bitumen, materials containing asbestos, or
containers that have stored hazardous
materials.
‘‘Of particular concern in the rural
environment is the burning of bale wrap
and other household rubbish,’’ he says.
Attending to smokerelated complaints
is expensive for ECan.
Last year more than 850 smokerelated
complaints were lodged with ECan for the
Canterbury region. The year before that, it
was nearly 900.
‘‘At around $350 per call out, the cost to
the ratepayer can really add up,’’ Mr
Reeves says.
‘‘It benefits everyone in the community
to get this number down.’’
It is not amatter of overreporting.
‘‘Callers are often reluctant to inform on
their neighbours, and only do so when the
smoke has become areal problem.’’
Mr Reeves says people should consider
alternatives like mulching, composting or
recycling before lighting afire. If none of
those are an option they should go to
checkitsalright.nz to check the rules about
lighting an outdoor fire. If smoke is
causing anuisance call ECan on 0800 765
588 (24 hours) or use the Snap Send Solve
app to report an issue from your mobile.
Apartnershipgrows student participation
ByROBYN BRISTOW
The growing cost, and amount of
fundraising needed to get pupils to camps,
has prompted Hanmer Springs
businessman, Jason Fletcher (Fletch), to
lend ahelping hand.
Mr Fletcher, the owner of Hanmer
Holiday Homes (HHH), has formed a
contract partnership with the Hanmer
Springs School, worth $30,000 (+gst), to
ease the financial burden of camps on
parents and caregivers,byensuring anil
bill for the next three years.
Known for his active involvement inthe
community, Fletch, manages multiple
businesses in Hanmer Springs, is deputy
chief of the volunteer fire service, referees
Golden Oldie rugby, and is the lead singer
in alocal band.
Typically,aschool camp costs about
$300 per student.
Previously, the Hanmer Springs School
Home &School (parent association)
fundraised about 50% of the amount,
leaving parents with abill of around
$120$150for the noncurriculum aspects
of the camp.
For many families across the country, a
bill of $150, or more if they have multiple
children attending school camps, poses a
financial challenge.
Some families pay off the bill in
installments overseveral weeks,while
others may find it impossible to pay.
Most schools have asmall hardship
budget to assist these families.Incertain
cases, families with the meanstodoso,
sometimes anonymously donate towards
the camp fees of another family at their
school.
The school board and Hanmer Holiday
Homes consulted with accountants and
advisors to ensure the dealwas structured
correctly and the contract accurately
reflected their intentions.
When the question of paying gst arose, a
TKCtshirts onwhich the school has put the Hanmer Holiday Homes logo front and centre.
couple of options were considered —
Hanmer Holiday Homes could make a
‘donation’ to the school, exempting it from
paying gst on the $10,000 and allowing it to
claim back some of it as adonation, or they
could establish a‘partnership’ with the
school andcontribute an additional 15%.
Fletch says while this initiative initially
aimed to share his earnings with an
organisation in need within the
community, the more he thought about it,
what he really wanted was to create a
partnership with the school, and see it
flourishover the coming years.
Hanmer Springs School and its parent
community is immensely grateful to Fletch
and the HHH team for its generous
commitment, says John McBride, the
school principal. He says the school is
incredibly fortunate to be in the position it
is thanks to HHH.
‘‘Just acouple of years ago, our school
faced significant financial challenges.
This partnership further alleviates that
pressure. While many people may
perceive Hanmer as an upscale
destination —agem of North Canterbury
where families and friends gather for
weekends, stay in beautifulholiday homes,
enjoy the pools, and dine out —our
community can only thrive due to the
hardworking people who clean those
homes, cook in our pubs and restaurants,
or work in our retail shops and activity
centres.
‘‘Many of the children attending our
school come from these families, and as
someone who grew up in aworkingclass
family myself, Iunderstand how much our
whānau will appreciate this incredibly
kind and generous commitment from
Fletch and the HHH team,’’ Mr McBride
says.
The school has anew Outdoor Ed &
Service programme running with its Year
7/8 class this year, and has planstospread
it down through the school over the
coming years —The Kārearea Challenge.
To complete the challenge, each term
students need to participate in one schoolorganised
outdoor activity, complete five
hours of community service, five hours of
ahobby or passion project, five hours of
mindfulness, and read at least one novel.
Viewing platforms allow greater access
By JOHN COSGROVE
5
Newly constructed viewing platforms
at North Canterburybeaches are
proving very popular.
WoodendSefton Community Board
chairperson Shona Powell says since
two structures at Waikuku and
Pegasus Beaches were completed she
has received many good comments
about them opening up beach access
for people with mobility issues.
‘‘It’s been achallenge building them
on the beaches in what the builders
called achallenging dynamic
environment, but they are up there
now for everyone to use.’’
She says the platforms have been
planned for many years and after the
hiccup of Covid, work finally began
earlier this year.
‘‘I’m glad they are finished as now
the wonderful beaches we have here
can now be open to everyone.
‘‘Each year Isee many people with
mobility issues struggling to get to the
beach, to spend time out in the sun
with their families and relax as they
enjoy our outdoors, but now thanks to
the hard compact bases on the
walkways and the wide open decking
everyone can now access the beach
area.’’
New footpaths at both beaches have
been constructed with acompacted
dense material to allow wheelchairs
and those with mobility issues to
safely walk up to apoint overlooking
the beaches.
Peter Boyle, amember of the
Waimakariri Access Group, says many
of his group have already been out to
both beaches to test the new decks.
‘‘They arebrilliant and everyone is
happy with them. It’s good to now be
able to get to the beaches instead of
struggling just to get over the dunes to
see the water.’’
He says being able to reach the
beaches hasn’t been an option for
many disabled or mobility
compromised people for years.
‘‘Being able to get out into the
countryside, to breath the sea air and
enjoy the sun helps also with mental
health issues in alot of people and
now those who struggle with their
mobility can easily reach these decks,
sit down on the benches and take it all
in.
‘‘It is great for families as they can
now go to the beaches together.
‘‘They are good for people with
mobility issues and better for
everyone,’’ he says.
Mrs Powell says the next step for the
council and community board is to
landscape around the decks, then look
at the installation of effective and
suitable beach matting to further
enlarge the beach access possibilities
for people with mobility issues.
Mr Boyle says he is looking forward
to when he can reach the water with
ease, but for now he’s happy to sit on
the decks with the sun on his face and
enjoying the view of the coastline.
Enjoying community
While Parliament has been in recessI
have enjoyed getting out and about in
the community and meeting with
individual constituentsinmyoffices in
Kaiapoi and Rangiora.
It’s been goodtobeable to catch up
withmany of you, including members of
the Oxford Dementia Support Group
who kindlyhosted me for morning tea.
We had athorough discussion about
how dementia care could be better
supported in Waimakariri, and Iam
hopeful that the upcoming health select
committee inquiry into aged care
provision will lead to improved access
to respite beds, and easier navigation of
the services available.
As New Zealand’s firstMinister for
Mental Health, it was aprivilege to
announce recently that the firstround
of the Governments $10 million Mental
Health and Addiction Community
Sector Innovation Fund is opening for
applications.
This will offer an opportunity for nongovernmental
and community
organisations to access government
funding.
The Fund will supportinnovative
community providers of mental health
services to scale up their already
successful operations so they can reach
more Kiwis.
This is about powering up community
groups already doing agreat job, by
getting money out of Wellington and
into these grassroots organisations.
Ialso announced the Government’s
five Mental Health and Addiction
Targets, which reflect my priorities to
improve access to mental health and
addiction support, grow the mental
health and addiction workforce,
Matt Doocey
Authorised by Matt Doocey MP, Parliament Buildings, Wellington.
strengthen focus on prevention and
early intervention and improve the
effectiveness of mental health and
addiction support.
These important targets will help lift
the focus and provide clear
expectations for health system
performance, improve outcomes for
people with mental health and
addiction needs, and supportpeople to
stay well.
Judging by the comments I’ve been
receiving, Iknow Iwas not the only
residentinWaimakariri excited to host
my colleague, Transport Minster
Simeon Brown, in the electorate to
announce that our first seven Roads of
National Significance will get under
way in the next three years.
Of course, most exciting is the fact
that one of the first cabs off the rank will
be the Belfast to Pegasusmotorway,
including the Woodend Bypass.
This new roading infrastructurewill
be agamechanger for anyone in or
around Waimakariri and Ican’t wait to
see it through to completion.
Ihave had alot of positive feedback
about this announcement, so Iknow a
lotofyou are also excited to finally see
this project coming to fruition after the
previous Labour Government cancelled
it on their watch.
Lastly, I’ve also had alot of positive
feedback on our Government’s plan to
assess primary school children more
consistently across the country.
Parents Ihave spoken to are happy to
hear they willhave aclear indication of
how their child is progressing
academically, and the good news is
many New Zealand schools arealready
using the testing tools proposed.
It was my pleasure to host the
Belgian Ambassador, His
weekend.
We were also joined by the
Honorary Belgian Consul to New
Zealand Lieve Bierque, as well as
members of the districts RSAs and
the Waimakariri Passchendaele
Advisory Group.
It was awonderful occasion to
acknowledge the twinning
relationship, between Waimakariri
and the Zonnebeke Municipal
Council in Belgium.
Atthe end of theyear anumber of
us fromthe Waimakariri District
will be travelling on apersonally
Armistice Day.
It will be my third trip to
Zonnebeke and Iamsolooking
forward to returning.
Ihad the privilege of attending the
100th anniversary of the Battle of
It was amomentous occasion to be
there, where members of CCompany
from Kaiapoi,and DCompany from
Rangiora, formed part of the
Canterbury regiment, which fought
in the area. At least seven local men
lost their lives in Zonnebeke.
On Sunday we celebrated the
placement of the Elisabeth Plaques,
which recognise the service of
foreign women who had performed
outstanding services, in aid of
Belgian refugees, and the military
during the Great War.
We remembered Helen Elizabeth
Lane, BarbaraMorrison, Jean
AlexandraBurtand Rosina Tabart,
for their service in Belgium and to
our countryduring WWI.
We visited two of their gravesites
and the Ambassador and Ilaid
flowers on their graves.
We are honoured that Queen
Elisabeth of Belgium created a
medal in her name to mark such
service.
It is fitting given our special
relationship between Zonnebeke
and Waimakariri that Rangiora RSA
has been selected, to be the host for
these Elisabeth Plaques.
We can never thank those who
made the supreme sacrifice during
WWI and other conflicts since but
we can remember them always.
The best way we can do this is by
coming together, forging these deep
connections and honouring our
shared histories.
Fight to continueagainst aproposed landfill near Oxford
By DAVID HILL,
Local Democracy Reporter
ANorth Canterbury community leader
hasvowed to continue the fight a
proposed landfill near Oxford.
The OxfordOhoka Community Board
wasdisappointed to hear Woodstock
Quarries Ltd has decided to appeal
against adecision to decline aresource
consent, deputy chairperson Thomas
Robson said.
Hearing Commissioners declined an
application to create alandfill and
expand an existing quarry site last
month, sayingthe applicant provided
‘‘insufficient information’’.
‘‘The community made it very clear
to us that they are overwhelmingly
opposed to alandfill in the beautiful
Oxford back country,’’ Mr Robson said.
‘‘We will continue to advocate for
them in the Environment Court.’’
Woodstock QuarriesLtd lodged
resourceconsent applications in 2021
with Environment Canterbury and the
Waimakariri District Council to
develop alandfill and expand an
existing quarry at 513 Trigg Road, View
Hill, near Oxford.
The OxfordOhokaCommunity Board
was among those who submitted
against the proposal, raising concerns
about traffic, fire safety, dust,
operational logistics and amenity
effects.
The Commissioners found the
project posed ‘‘unacceptable risk to
nationally and regionally significant
biodiversity and cultural values’’.
Atotal of 397 submissions were
received, with 395 in opposition.
Opponents questioned the need for
another landfill when the Kate Valley
Landfill near Waipara, in North
Canterbury, had capacity.
Woodstock Quarries Ltd director
Darryn Shepherd confirmed his
company had appealed the decision,
but declined to comment.
Learning about money in anon digital way
9
Learning about how mathematics
through handling cash was one of the
key learning points discovered by
children at last Friday's annual Kidsfest
market in Rangiora.
Primary school children were invited
to make and sell items at the market
held in the grounds of the Rangiora
Borough School.
Organisers say there were 60 stalls set
up by 9am, selling various handmade
sweets and repurposed goods.
Caryn Hardy of Swannanoa, says the
market was agood place for her
daughter Imogen (9) to learn how to
trade, haggle and barter in anondigital
way.
‘‘She and her friends spend acouple of
days making their sherbet packets,
gumballs, lolly necklaces and toffee
apples, plus looking up the history of the
confections, so that they knew the story
behind what they were selling.’’
‘‘Then they learnt how to handle
money which is agood thing for them to
learn.’’
Krystal Percy of Rangiora agreed,
saying her daughter Sierra (7) enjoyed
learning about business in anondigital
way.
‘‘This sort of venture is agreat way for
children to learn about business and
how they have to undertake some hard
work to make aprofit.’’
Sierra says it was fun learning how to
handle money and apply the
mathematics skills she has learnt as a
student at RBS.
‘‘It was fun and enjoyable day as I
learnt how to work in ashop today,’’ she
says.
School parent helper Samantha Gray
says the other purpose of the day was to
raise funds to allow year 7and 8pupils
at the school to travel to Wellington for
aseries of threedaylong camps later in
the year.
Book seller ... Felicity Newsom (15) of
Cashmere, who was selling hand made
notebooks and stationary products made by
her grandfather, Christchurch bookbinder
Blair Cartwright.
PHOTOS JOHN COSGROVE.
‘‘The money raised today will help to
get the children to Wellington where
they will visit the Beehive, Weta Studios
Te Papa and ride the cable car. It will be
afunfilled activity for all, as many have
never flown or left Rangiora before.’’
Sweet ... Sevenyearoldfriends and
pupils at Rangiora Borough School, Sierra
Percy (left) and Juliette Webby, with the
hand made lolly chains and cupcakes they
had on sale.
Budding entrepreneurs ... Learning about commerce and maths were (from left) Mena
(13) and Maicy (8) Paintin of Christchurch, and Imogen Hardy of Swannanoa (9), at the
annual Kidsfest market held at the Rangiora Borough School last week.
North Canterbury Glass strives to serve
Being abusiness owner is much more
than looking for ways to make money,
according to North Canterbury Glass
owner Ray Barrow.
‘‘It’s ajourney of ups and downs and
looking to abetter future for all those
around you.
‘‘It’s all about the customer service
and how you treat them, your staff and
whānau and how they support you. You
must embrace these essential
foundations to make your business
successful.’’
He says the impression you leave on
people when they meet you is often
more influential than the sales you
make.
‘‘It'sall about the personal
connection.
‘‘If you treat others with respect by
Flexi-beds stripped
By DAVID HILL,
Local Democracy Reporter
Rangiora has suffered another blow in
the community’s bid for 24 hour
healthcare.
Te Whatu Ora Health New Zealand
has confirmed four flexibeds at the
Rangiora Health Hub havebeen
decommissioned for respite care.
The loss of the respite careservice
comes on top of delays to the promised
urgentafter hours healthcare facility
planned for the health hubsite.
Waimakariri Mayor Dan Gordon, who
is also Waitaha CanterburyPHO
(primaryhealth organisation) deputy
chair, said he was unaware of the
decision.
He said he would be contacting Health
NZ for an explanation.
The respite care servicehas not been
offered since August 2022, with Health
NZ citing staffing shortages at the time.
In April last year, Health NZtold Local
Democracy Reporting the beds had been
supported by dual registered midwives
and nurses, who were in short supply.
But Health NZ’s Canterbury executive
director of nursing, Becky Hickmott,
said the area was now commissioned for
clinic rooms, hearing screening, Day
Assessment Unit appointments and
overflow for maternity beds.
‘‘The services for patients requiring
respite care is offered by aged
residential care facilitiesinNorth
Canterbury where the appropriate level
of care can be maintained.’’
Associate Health Minister Matt
Doocey said the RangioraHealth Hub
was ‘‘not an aged care facility’’.
‘‘The provision of respite beds, trained
staff and adequate resources is
appropriately being lefttothe aged care
sector.
‘‘We are very fortunate in North
Canterbury to have anumber of aged
residential care facilities,and still more
being built.
‘‘I anticipate thesefacilities will be
able to accommodate patients seeking
respite care.’’
Last year, the Waimakariri MP blamed
the then Labour Government for the loss
of the respite care service, saying it had
not acted fast enough to address staffing
shortages.
No date has been announcedfor the
construction of the new medical centre,
Rangiora Medical, at the Rangiora
Health Hub.
South Link Health Group entered into
an agreement with the Ministry of
Health in 2021 and at the time it was
announced the new facility would open
the following year.
But the project has been beset by
delays, partly due to Covid.
South Link Health Group has obtained
the necessary resource and building
consents from the Waimakariri District
Council.
When built, the new facility will
include full radiology services
(ultrasound, CT and MRI scans), GP
services, apharmacy, and urgent after
hours healthcare.
Trust takes ownership of units
By DAVID HILL,
Local Democracy Reporter
AKaikōura community trust is hoping to
find amore permanent solution to the
town’s housing woes.
Te Whare Putea Charitable Trust plans
to take over the ownership of seven
temporaryaccommodationunits it has
been managing for five years, as afirst step
to become an accredited community
housing provider.
The Kaikōura District Council approved
aproposal last month to sell the units to
the trust for $1 and to extend the lease on
the Beach Road site to February 2027.
The trust’s manager,Barbara Timms,
said in astatement it wouldallow the units
to remain in the community and helps
towards addressing future local housing
need for people of all ages,’’
Council chief executive Will Doughty
said the council will now work through the
lease and any commercial arrangements
with the trust.
He said the council also owned some
elderly housing units and there was
limited Kāinga Ora housing in the town, as
well as the seven units at Beach Road.
‘‘Between the three of them there is a
range of options, but there is awaiting list
on all three of them, so it shows there is a
need for this type of housing.’’
The seven temporaryunits were
the Rangiora Scottish Dance Club on
Monday evenings in the winter, before
retiring recently.
However, she still teaches asmall
Tuesdayafternoons.
Audrey, aged 85, was also afamiliar
installed on the Beach Road site by the
Ministry of Business, Innovation and
Employment following the 7.8 magnitude
earthquake in 2016, before being sold to
the council for $1 in 2019. Te Whare Putea,
alocal social serviced agency, has been
managing the units for the last five years
and paying a$200 lease to the council.
Selling the units meant the council
would no longer be liable for maintenance
or insurance costs.
The trust plans to upgrade the units,
while applying to become acommunity
housing provider,aprocess expected to
take 12 to 18 months. It also planned to
relocate the units to amore permanent
site.
The Kaikōura Housing Forum,
established after the 2016 earthquake, has
identified anumber of pressures on
housing, including the high cost of
accommodation and few available rental
properties.
It found 12 local households on the
public housing register,while others were
living in ‘‘insecure or inappropriate
accommodation’’, areport to last month’s
council meeting said. With the district’s
ageing population, it was predicted more
people would retire as tenants rather than
homeowners, potentially adding to the
challenges.
Big smiles andpersonalities among friends
Step inside aroom full of women with big
This is the way it is when Nyree Bowen
Lilly, from Christchurch, Pauline Stark,
from Rangiora, Elaine Smith, from
Kaiapoi, Barbara Dawson, from Waimate,
Dallas Rees, from Northwood, and
Lorraine Smith (no relation to Elaine),
from Kaiapoi, get together.
The women have known each other for
55 years.
All met when they were living in
Kaiapoi, and are in their 70’s now except
for ‘‘the baby’’ of the group, Barbara, who
is 68.
Their cheerful enjoyment of life and
each other’s company is testament to the
value of maintaining longterm
friendships.
For these women every day is agift to be
enjoyed.
‘‘Life is for living,’’ they say, and they are
grateful for every day they are given.
All of them are natural talkers who
enjoy holding the floor and making each
Hunters to gather at Mandeville Tavern
Keen hunters can take ashare of a
$10,000 prize pool next month at the
annual Mandeville Tavern deer and pig
hunt.
An impressive line up of animals is
expected at the hunt which runs from
Friday, August 16, with the final weigh
in at 2pm at the tavern in Raven Quay,
Kaiapoi, on August 18.
Tavern owner Lindsay Peters, who
has owned the pub for more than three
decades, says the traditional hunt
attracts seasoned hunters, and agreat
bunch of young hunters aged 16 years
All are keen to take aim at pigs and
deer over the duration of the hunt and
The hunt is confined to pigs and deer.
Although only Elaine and Lorraine still
live in Kaiapoi they all remain in close
contact. At the centre of that connection is
their Queen Bee, Nyree, ‘‘the true
romantic’’ in the group who is aWahine
including The Wahine: asurvivor's tale,
and afast talker with asense of theatre in
Nyree says. ‘‘Never afraid to see, share,
and shout atantrum in the mix.
‘‘But always ready to support, solve and
soothe. We are acircle of lifelong friends
that cannot be broken.’’
Being born during the babyboom years
(from 1946 to 1964) is possibly the secret to
their longstanding friendship, Nyree
believes.
‘‘For us girls, we had to connect daily,
sharing experiences, talking, and catching
up person to person. This was our reality.’’
However the arrival of social media,
smart phones and reality television
changed that. ‘‘Sadly, the world is different
now, and human connection is lacking,’’
Nyree says. They catch up regularly, and
recently met at Elaine’s daughter’s cafe,
Out The Gate, in Kaiapoi, after the My
Kitchen Rules competition on television.
Elaine's daughter, Lee Barrington, and
grandson, Luke, were contestants in the
competition and they celebrated the
achievement.
Barbara says connecting with this
special group of friends is ‘‘precious’’ to
Sharenanigans boardgame alearning tool
By JOHN COSGROVE
17
Ayoung entrepreneur from Woodend,
is aiming to transform the way families
discuss and engage with investing.
Alli Kennedy is the founder of
Sharenanigans, and she has launched a
PledgeMe campaign with agoal of
raising $40,000 to start manufacturing
her innovative and competitive board
game.
Sharenanigans is aboard game for
ages 8and above, based on the
fundamentals of investing in shares.
Alli says competitors select agoal
card whichdetails their aims, and this
can simulate long or short term
investment options.
‘‘The players then take turns to buy or
sell shares in four main industry
sectors,aiming to follow the old
investment rule of ‘buy low –sell high’,’’
Alli says.
She got the idea for ashares
investment game four years ago when at
the University of Canterbury studying
for aBachelor of Commerce.
‘‘It was during alecture where we all
had to pitchaproblem and solve it.
Mine was about the lack of
understanding about investing in
shares Ihad noted within my own age
group and my parents.’’
Two years later Alli had an ‘Aha’
moment when she realised she could
help educate people about investing in
shares through agame.
It started out as an app, but Alli soon
changed it over to aboard game which
her friends and backers felt would offer
amore tactile feel to the game and the
playing experience.
Now after two years and dedication
spent designing and finetuning the
game with the help of supporters
Antony &Mates Digital, Creative, and
Advisory studio in Christchurch,
producing templates and constructing a
working mockup to test on her many
friends and family, Allie has the first
real physical version of her game in
hand.
‘‘It’s been along road but thanks to
elements like the Fat Cat and Wolf
cards, Sharenanigans is ablast to play
and ultracompetitive. Many of the
players Iapproached want to play again
and again, and continue learning,’’ she
says.
To bring her dream to reality, Alli has
launched aPledgeMe.co.nz
crowdfunding campaign, and she is
hoping to raise enough finance to
complete an initial production run for
the game.
‘‘It is only the start as Iknow Ihave
many long hours on the road ahead of
me, selling the game to shops and
schools, but Iamhoping it will start to
educate children and their parents
about investing in the share market.’’
Museum funding debated
By DAVID HILL,
Local Democracy Reporter
Amuseum levy may be considered to fund
arts, culture and heritage in the Kaikōura
district.
The option of atargeted rate was
discussed at arecent Kaikōura District
Council workshop, as councillors
considered how to support the Kaikōura
Museum and the Mayfair Arts and Culture
Centre.
For now, the two organisations are
funded from the council’s discretionary
grants fund, which is limited to $100,000 a
year and is open to any local community
organisation.
Chief executive Will Doughty said the
council would need to consult on a
targeted rate as part of the annual plan or
Long Term Plan process.
While the council had an obligation to
fund the museum, it may need to consider
achange to its strategic priorities to put
more of focus on arts and culture.
The advantage of funding the museum
and the Mayfair separately, would leave
more funds available in the discretionary
fund for community organisations, he said.
Deputy Mayor Julie Howden said the
museum played avaluable role in the
community in preserving the past and
storing archives.
The councillors also discussed whether
to revise the criteria for the discretionary
fund.
Options included setting alimit of
$10,000 for asingle grant and whether to
divide funds across different categories
including sports, the arts and community
organisations.
Councillor Howden said councillors
tried to ‘‘cover all the bases’’ anyway.
It was also suggested acouncillor be
appointed to screen the applications, a
role Cr Vicki Gulleford has been filling.
The Kaikōura Museum is run by the
Kaikōura Historical Society and has been
housed on the ground floor of the council
building since November 2016.
The former Mayfair Theatre suffered
extensive damage in the 7.8 magnitude
earthquake in 2016.
After extensive fundraising, it reopened
in 2020 as an arts and culture centre,
hosting art exhibitions and live shows, as
well as movie screenings.
Staff will now bring areport to the
August council meeting for councillors to
consider ahead of next year’s annual plan
process.
Age-friendly
Hurunuisurvey
Hurunui residents are
being asked to design a
community where
older residents feel
safe, valued and able to
participate in local
democracy.
The district’s Age
Friendly survey is now
live for feedback from
residents of all ages
and walks of life.
Council’s Community
Development
Facilitator Vanessa
Nelmes says it is
important to ensure the
survey asks the right
questions, with
retirees from arange of
backgrounds invited to
provide insight into the
questions asked.
‘‘The feedback and
ideas we receive will
help shape Hurunui's
Age Friendly Plan,
which will ensure our
older residents needs
are considered when
council decisions are
made.
‘‘We had to know we
were asking the right
questions, and we are
grateful to all who
donated their time to
shape the surveys
questions,’’ Ms Nelmes
says.
Hurunui District
Mayor Marie Black
says older people have
so muchtocontribute,
butinthe rush of
modern life, seniors
couldfeel they’re
withoutavoiceorthey
don’t have an
opportunity to
contribute their views.
‘‘We want to make
sure that doesn’t
happen in Hurunui.
‘‘We want to create
an age friendly plan
that meets the World
Health Organisations
framework for aging
with wellbeing,’’ Mrs
Black says.
Ms Nelmes says
residents across all
demographics aged 60
yearsold and over, are
invited to fill in the
survey.
‘‘Aging affects us all.
‘‘We are hearing our
seniors want to be able
to remain in the district
they callhome as they
get older.
‘‘Its important we
shape the development
of Hurunui to ensure
that all our residents
can age with dignity.’’
Twinning relationship celebrated in Rga
TheWaimakariri District's
twinning relationshipwith
Zonnebeke, Belgium, was
celebrated last weekend with a
visit from the Belgian
Ambassador.
Waimakariri Mayor Dan Gordon
Belgian Consul to New Zealand
Lieve Bierque and members of the
The highlight of the
Ambassador’s visit was the
ceremonial placement of the
RSA.
These plaques, named after
Queen Elisabeth of Belgium,
commemorate the extraordinary
contributions of foreign women
who aided Belgian refugees and
the military during the Great War.
Mr Gordon expressed immense
pride in Rangiora RSA being
chosen as the site for these
significant plaques.
‘‘It is fitting, given our special
relationshipbetween Zonnebeke
and Waimakariri, that Rangiora
RSA has been selected to host the
Elisabeth Plaques.
‘‘We can never fully repay those
who made the ultimate sacrifice
during WWI and subsequent
conflicts, but we can ensure they
are always remembered.
Photographic adventure
By SHELLEY TOPP
The beauty of colour in the ‘‘Land of the
Long White Cloud’’ is portrayed with skill,
drama and love in aphotographic
adventure on show in Rangiora’s
Chamber Gallery. The New Zealand
Collection takes the viewer on ajourney
of discovery through the natural beauty of
Aotearoa as seen through the
photographic lens of Emanuele Del
Buffalo.
It is adeclaration of love for New
Zealand by Emanuele, who was born in
Italy.
‘‘The photographs (in this exhibition)
are the result of many years of waking up
early, getting cold, getting wet and staying
up most of the night, exploring the
magnificent sceneries throughout the
seasons and meticulously choosing those
that most represent this paradise on
earth,’’ he says.
The awardwinning landscape, wildlife
and travel photographer, who now lives in
Christchurch, is founder of the EDB
Photography Lab, and began his close
bond with New Zealand in 2011 when he
arrived in Christchurch which had been
devastated by earthquakes.
His skill in composition and lighting
enables him to convey the most intricate
details of nature in his photographs, while
his passion for the natural world also
translates into his photography, giving his
work asense of authenticity and depth
that has resonated with viewers
worldwide.
The Collection also includes some of
Emanuele’s captivating iris photography.
Roading targeted
By DAVID HILL
Local Democracy Reporter
Councillors hope to complete at least
some of their ambitious roading
programme after belatedly adopting the
Hurunui Long Term Plan on Monday,
July 15.
The Hurunui District Council had
deferred adopting the 10year budget for
the region by the June 30 deadline, after
it failed to get the level of funding it
sought from Waka Kotahi New Zealand
Transport Agency.
But councillors accepted a
recommendation from council chief
executive Hamish Dobbie to stick with an
average rates rise of 10.98 percent, so the
council could at least complete some of
its roading programme.
While Waka Kotahi’soverall funding
had increased, Hurunui’s allocation was
not enough to fund the upgrades needed
to ensure the resilience of the district’s
roading network, Mr Dobbie said at a
council meeting on June 25.
But Waka Kotahi director regional
relationships, James Caygill, said the
Hurunui District Council’s funding
request for the next three years was too
costly.
He said it was almost double the
council’s funding allocation for the
2021/24 period.
Councillors adopted the Long Term
Plan on Monday with 10 votes in favour,
while councillor Garry Jackson
abstained.
CrJackson said he could not support
increasing staffing costs above the level
of inflation, while he found the proposals
for the development of the Queen Mary
Heritage Reserve in Hanmer Springs did
not meet the ‘‘standard of rigor’’ in
financial management expected.
Mayor Marie Black said she was
pleased with the Long Term Plan
process.
‘‘This is apiece of work we have been
involved in for avery long time, as
elected members, in partnership with
our staff and with our community.
‘‘We tried something alittle bit
different by going out as elected
members and engaging directly with our
community and on reflection Ithink it
was agood decision.’’
The council had consulted on a
proposed average rates rise of 12.37%,
before instructing staff to go through the
budgets with afine tooth comb.
The staffing allocation was pruned
back from 155.41 to 150.05 full time
equivalents and the councillors’ mileage
allowance also had atrim.
But the pain is expected to continue,
with a14.49% rates hike predicted for the
2025/26 financial year.
The council consulted on investment in
roading, the development of the Queen
Mary Historic Reserve and rating for
stormwater activities.
Provision has also been made to
replenish the coastal bund at Amberley
Beach. Abund is atype of embankment
which protects against the sea.
Amberley Beach ratepayers will be
levied $303.56 ayear, an increase from
$258.83 ayear, which was requested by
the residents’ group.
Chief financial officer Jason Beck said
the council had received an
‘‘unmodified’’ report from Audit New
Zealand, which concluded the
information provided in the Long Term
Plan was ‘‘fit for purpose’’.
Lobby group ponders future
With its mission accomplished, acoalition
of councils is considering its future.
The group Communities for Local
Democracy (C4LD) was established to
oppose the previousGovernment’s
proposed water reforms.
But with the legislation now scrapped,
Waimakariri Mayor and cochairperson
Dan Gordon said it was time to look
ahead.
‘‘Yes, we intend to discuss with the
member councils C4LD’s future, now that
its core mission has been achieved.
‘‘Right now the sector is focusing on the
Coalition Government’s water and other
reforms.’’
He said the Government’s approach
closely aligned with C4LD’s preferred
model, ‘‘as set out in our submissions to
the select committee that considered the
previous Government’s legislation’’.
While the task of lobbying Government
was normally taken up by Local
Government New Zealand, regional
organisations like mayoral forums, or
direct discussions with Government, Mr
Gordon said there could be arole for
C4LD going forward.
‘‘But we are yet to have that
discussion.’’
No date has been set for the group’s
next meeting, but Mr Gordon said the
group planned to set adate ‘‘in due
course’’.
Car parks under review
By DAVID HILL
Local Democracy Reporter
Car parking needs to be ‘‘accessible
and userfriendly’’, say Rangiora and
Kaiapoi business owners.
The Waimakariri District Council is
planning to develop parking
management plans for the district’s
two main town centres over the next 12
to 18 months.
Kaiapoi Promotions Association
acting chairperson Martin Pinkham
said parking has not been adequately
provided for as the town centre has
developed.
Mr Pinkham said the situation was
‘‘complicated’’ as the main shopping
area was centred on the town’s main
access route, Williams Street, which
had around 15,000 vehicle movements
aday.
‘‘People who are abit older don’t like
parking in the main street because
they don’t feel safe.’’
He said the car park behind the
Ruataniwha Kaiapoi Civic Centre and
Library was often full, while the recent
commercial developments to the north
of the river were developed without
adequate parking.
New subdivisions such as
Silverstream and Sovereign Palms
were several kilometres from the town
centre and there was no viable public
transport system to provide
connections.
Mr Pinkham suggested ashuttle
service could be introduced to support
the growth in Kaiapoi and Rangiora.
Rangiora’s town centre also has its
challenges, but local business owner
Karl Howarth said there were good
parking options, for now.
‘‘I don’t think there is amassive issue
with parking at the moment,’’ Mr
Howarth said.
‘‘But we want to keep avibrant town
centre and we don’t have aviable
public transport service, so people are
reliant on their cars.’’
He said aparking building needed to
be part of the council’s long term
planning.
Speaking at last week’s council
meeting, the council’s strategy and
programme senior advisor Heike
Downie said $80,000 has been set aside
in the 2024/34 Long Term Plan to
develop the parking management
plans.
She said the National Policy
Statement for Urban Development
removed the requirement for private
developers to provide parking, which
placed pressure on existing parking
supply.
The potential for aparking building
in Rangiora was identified in the
council’s North of High Street
Development Plan, developed
following the 2010 and 2011
earthquakes.
Council staff have already held
workshops with the KaiapoiTuahiwi
and RangioraAshley community
boards and planned to engage with
local businesses over the next few
months.
Acommunity survey was also
planned, Ms Downie said.
ASouthbrook (Rangiora)
development plan is also in the
pipeline.
The council also plans to begin
conversations with the OxfordOhoka
and WoodendSefton community
boards about parking needs.
North Canterbury News, July 25, 2024
Rural access threatened as bridges age
ByDAVID HILL,
Local Democracy Reporter
Future access to rural communities could
be under threat if North Canterbury’s
ageing bridges are not addressed.
Hurunui District Council chief
executive Hamish Dobbie says ageing
bridges across the region will cost millions
to replace, but councils can't afford to do
the work alone.
He says many of the bridges and culverts
around New Zealand were built by the
former Ministry of Works in the 1950s to
1970s to open up New Zealand’s rural
hinterland.
It means the bridges are starting to come
to the end of their life.
But there has beensignificant
underfunding in infrastructure since the
1970s, with councils left to pick up the
slack.
The Hurunui district alone has 286
bridgesand culverts, with around onethird
needing to replaced over the next 30
years.
‘‘We probably need about $3 million a
year just for bridges,’’ Mr Dobbie says.
‘‘At the moment we get $200,000 ayear
for bridge maintenance.’’
The bridges in need of upgrades include
Conway River bridge on Inland Road,
estimated to cost around $20 million, to
smallerbridges and culverts expected to
cost less than $1 million.
The Conway River bridge replacement
has been listed in the Canterbury
Regional Land Transport Plan with a
fourth equal priority ranking with several
projects.
But no date has beenset.
The bridge is on an important route,
with oversized vehicles havingtouse
Inland Road if they are unable touse the
State Highway 1tunnels south of
Kaikōura.
‘‘It is alocal bridge we fund for the
End of life ... The Conway River bridge on Inland Road, between Kaikoura and Waiau, in the Hurunui district, is coming due for
replacement.
benefit of the country,’’ Mr Dobbie says.
The Hurunui District Council’s entire
2024/25 roading programme was $14
million, which included a$5millionWaka
Kotahi New Zealand TransportAgency
subsidy.
The ratepayer was footing the
remaining $9 million.
‘‘As acountry we need to have amature
conversation about infrastructurefunding
andsome of those conversations will be a
bit more confronting,’’ Mr Dobbie says.
He would like the ability to loan fund
bridge replacement work, provided Waka
Kotahi contributes its 52 percent share.
Waka Kotahi director regional
relationships James Caygill says the
agency is aware of the problem.
‘‘It is ahuge challenge. Every council
has bridges they want to work on.’’
He says bridgereplacement is funded
separately from maintenance, but it is a
matter of establishing how urgent the
work is. Waka Kotahi manages 4751
bridges and large culverts on the country’s
state highways (based on 2023 numbers).
The agency has an ‘‘endoflife’’ bridge
replacement programme, with nine state
highways bridges being replaced in the
2024/27 National Land Transport
Programme, including two in Canterbury.
‘‘It is extremely difficult to predict the
exact ‘endoflife’ dates for abridge for a
variety of factors, and hence predictions in
PHOTO: FILE
the 10, 20 and 30 year ranges often come
with significant margins of error,’’ aWaka
Kotahi spokesperson says.
Waka Kotahi has abridge inspection
process to ensure state highway bridges
and culverts are inspected every two
years.
‘‘In some cases this may mean placing
speed or weight restrictions on some
bridges, at which point operatorsofoverweight
vehicles may have to use
alternative routes better suited to them.’’
Speed and weight restrictions are only
employed as alast resort, the
spokesperson says.
Volunteerssought for weeding in riverbed
By SHELLEY TOPP
The AshleyRakahuri Rivercare
Group (ARRG) is calling for volunteers
to help the endangered birds who
breed along the AshleyRakahuri
River, by taking part in two weed
removal days next month.
Weed invasion is abig problem for
the birds breeding along the river, in
the AshleyRakahuri Regional Park,
because they will only nest on weedfree
gravel, so it is important to clear
the weeds beforethe startofthe
breeding season.
Previous volunteer days, held
earlier this year to clear weeds from
the most favoured nesting sites have
been successful and enjoyable, says
ARRG volunteer Nick Ledgard.
‘‘This is mainly because the
dominant weed, yellow lupin, is
readily removed by hand.
‘‘It is also an excellent opportunity
QUALITY FENCING
BUILT TOYOUR BUDGET!
to learn more about what ARRG does
to assist the birds.’’
The next weedpulling volunteer
days will be held on Sunday, August 4,
and Sunday August 11, starting at 9am
and finishing at mid day.
The riverbed site chosen for
clearing is alongside the Cones Road
bridge in Rangiora.
Those interested in volunteering
can gather in the picnic area at the
south end of the bridge.
The weedclearing area is in easy
walking distance, so anyone, of any
age, is welcome, but please do not
bring your dog.
Gloves will be needed, and asmall
handsaw and/or grubber might be
useful, but not essential.
‘‘Make sure you have appropriate
clothing for the day, plus footwear
(which might get wet),’’ Nick says.
‘‘There is no need to register your
interest –just turn up by 9am.’’
‘‘The Wool Fadge Scheme is aprime
example of our efforts to deliver practical
and innovative solutions that not only
address asignificant waste issue, but also
support the agricultural community and
aligns with New Zealand's broader goals
for sustainability.’’
Farmers in New Zealand have long
been adept at repurposing wool fadges for
various uses on their farms, often reusing
them multiple times to maximise their
use. However, despite these efforts, the
options for recycling or further
repurposing have remained somewhat
limited.
Nature the best tech
The answer to tackling climate change is
staring us in the face, Jim Childerstone
writes.
Recent reports through the mainstream
media indeed paint agrim picture for our
future survival.
Tipping points towards heating up
Planet Earth are coming at us thick and
fast.
Time is running out, according to
leading climatologists,partly though
lagging technologies,population
explosion and economics based on
consumerismand growth.
The Otago Daily Time’s regular
commentator Gwynn Dyer observes
(4.6.24) ‘‘It was technology that got us into
this global climate crises (in the first
place), and it will be technology that gets
us out of it.’’
‘‘Specifically, technology that let us go
on living in ahigh energy civilisation
without burning fossil fuels and
technology that keeps the heat from
overwhelming us while we work towards
that goal.’’
The oftmentioned alternative energy
producers —wind, solar, nuclear etc —
now produce afraction of the energy
required and still take time to develop,
with considerable impacts on the
environment and carbon footprint.
And let’s face it: every electronic
device, mechanised tool and EV transport
requires lithium/cobalt and rare metals to
make them work.
Yet all pundits, experts and many
commentators seem to be asking ‘what is
the most immediate system to hold
greenhouse gas emissions at low levels
while alternative fuels and technology
catch up?’
Technology nerds need time, plant set
up and production of materials to make it
work.
Practical, common sense solutions sit
right under the noses of thepublic and
their leaders —namely in the waste
streams, landfills, community recycling
yards, woodbased products and forestry
residues.
It is this country’s basic resource: trees.
And while we are at it, let’s not forget
trees sequester carbon. Timber products
retain carbon.
That energy from wood biomass emits
under a20th of greenhouse gasses
compared to coal.
Converted coal burning boilers,
throughout the OtagoSouthland area,
including Fonterra plants, now burn wood
chip and pellet fuels.
Yet adrive around cutover harvested
forests finds they sport heaps of rotting
slash on landings and skid sites.
Researchers have estimated only about
25% of wood residues have been
processed into chip fuels for heat energy.
There has so far been nil response from
firms involved with biomass production,
such as Pioneer Energy, who had been
trialling use of wilding pine in the Pukaki
area. It is now involved with amajor
Old adversaries to meetagain in semi finals
RUGBY
By LINDSAY KERR
GlenmarkCheviot and Kaiapoi
will again contest the North
Canterbury rugby’s senior
competition title after semifinal
wins last Saturday over
Ohoka and Ashley respectively.
Kaiapoi, at home, headed off a
determined Ashley XV in an
entertaining game winning
2215, while GlenmarkCheviot
came from behind in the second
half to comfortably account for
Ohoka 346.
Both clubs have been habitual
finalists in recent times.
They have individually or
together been in this position
dating back to 2018.
Since the championships
inception in 1905, the combined
side with the Glenmark banner
have won more titles than any
other club, winning 37 and
Kaiapoi second, claiming 15.
Since the inception of the
grand final system in 1983, these
sides have faced each other on
eleven previous occasions.
KaiapoiAshley
Ashley was in this game for the
full 80 minutes and will rue the
lack of kicking success in the
first half.
These opportunities would
have provided additional and
timely momentum to get them up
for apossible win over Kaiapoi.
In the opening spell,Ashley
scored two well executed tries to
Kaiapoi’s one, but Kaiapoi went
to the break 1110 ahead after
adding two penalty goals.
Kaiapoi set the
scene with atry after a
movement that started from the
kick off.
From that point however,
Ashley knuckled down to the job
in hand. The forwards took the
battle to their opponent and
began to dominate at scrum
time.
After eight minutes they were
rewarded with atry scored by
centre Corban Mechen following
aclever pass from fullback
Anthony Tavendale that put him
clear.
Two handy penalty attempts
from Ashley in quick succession
were not converted but when
given the same opportunity
shortly after, Taine Lawson's
penalty attempts were
successfulfor Kaiapoi and took
them out to an 115 advantage.
The Ashley forward
dominationcontinued and on
the cusp of half time they were
rewarded with aMatt Couch try.
This came after he pounced on a
gap in the Kaiapoi defence.
Kaiapoi’s second half began
with purpose.
Lawson added his third
penalty after fiveminutes, which
was quickly followed by a
Nathan CassidyRichards try
from aline out near the Ashley
line.
Ashley showed that it was still
in the fight and following amaul
near the Kaiapoiline captain
Louis James went over to score
his teams third unconverted try.
With the score at 1915 and
still 20 minutes to run, the
Kaiapoipack began to return the
favour that Ashley had dealt to
them in the first half.
Its domination effectively kept
it on attack.
With 10 minutes to run, Ashley
broke out with aTavendale kick
that gaveAshley an attacking
chance deep into the Kaiapoi
territory.
Successfully repelled by
Kaiapoi, it had the last say with
another penalty to Lawson in
injury time giving them aseven
point advantage.
There were few stars in this
game. Kaiapoi number eight
Chris Smith was always present
for his team’s off the ruck and
maul moves, Lance Taylor
always read the defence lines
well at full back, and the
accurate boot of Taine Lawson
were features.
Matt Couch was astand out
performer in the Ashley back
line and its front row ofthe Louis
James and the Duckworth
brothers Luke and Josh, made
life difficult for its opponents,
particularly inthe first half.
Kaiapoi 22 (Zachray Andrews,
Nathan CassidyRichards tries.
Taine Lawson 4penalties) beat
Ashley 15 (Corban Mechen, Matt
Couch, Louis James tries).
GlenmarkCheviot vOhoka
Adifficult bus trip to Cheviot
was in store for Ohoka as it set
about plotting areturn trip to the
far north of the catchment area
to faceGlenmark Cheviot.
It had been aseason of
contrasts for both teams.
After aslow start, Glenmark
Cheviot, ran out as winners of
the combined country
competition, and followed this
by an unbeaten run in the North
Canterbury round robin
championship.
This had included a
comfortable win over Ohoka.
Ohoka had an encouraging
start to its season and at one time
had headed its division in the
countrywide competition, but
has struggled in recent times.
For an all important North
Canterbury semi final, Ohoka
threw everything at the
combined side in the first half ,
taking the early exchanges to
them.
They kicked two penaltygoals
before GlenmarkCheviot
responded with aconverted try.
The second half however
belonged to GlenmarkCheviot
when it realised Ohoka had
come to play and to win. The
forwards began to dominate and
laid aplatform to run in four
more tries to win 346.
One of the stand out
performers for Glenmark
Cheviot was mid fielder Guy
Jensen, who excelled under the
high ball and ahigh tackle rate.
Senior Band Colts
An unbeaten Ohoka side will
face Kaikoura in the senior B
grand final.
This comes after both teams
beat last years grand finalists.
Ohoka defeated Kaiapoi 297
and Kaikoura won 2716 over
Ashley. Kaikoura return to grand
finals day after winning against
Ohoka in 2022.
The Colts grand final will see
Ohoka line up against Hurunui.
The semi final results
Despite the day starting out cold,
foggy and muddy underfoot, alarge
contingent of North Canterbury racers
showed up to the track near Rolleston
determined to dominate their classes.
Amberley father and daughter
combination, Ian Ffitch and Jordis
Dillon, both scored multiple top
placings to win their categories
outright.
Jordis won the women’s class while
Ian picked up the 450 and the Premier
class trophies.
Apupil at Avonside Girls, Jordis,
aged 18, says this year she found the
competition in the women’s class of the
TT series very challenging.
‘‘There was never an easy moment
when challenging some of the women I
was up against. It was the same for all
competitors racing in this TT series, as
there were many great battles to watch
in all classes.’’
She says it was great to see more
women racing at the event.
‘‘To see the numbers of women
competing grow, in what used to be a
maledominated sport, was also a
pleasing observation for me and great
for the sport.
‘‘I'm very happy with my results as it
is only my first year in the women’s
class since I’ve moved up from juniors
last year.’’
Association president and Jordis’s
father, Ian Ffitch is alongtime
campaigner in the offroad motorsport.
He’s been competing in ATV races
for over 30 years, starting in the 1980s,
and he says he still loves it.
‘‘It was great to see Jordis dominate
the woman’s category, watching her
win 10 out of the 11 races held over
three rounds of the annual TT
competition was so special.
‘‘She will be someonetowatch out
for at the national level in the coming
years.”
He says overall it was another
successful TT series, which was
enjoyed by all age groups and families.
‘‘There was alot of good hard racing
over the series, racing on three
different track types.’’
The first round was held in Oxford
and was swift and flowing.
Round two was held in Timaru on a
very tight and technical track, and the
final round at Rolleston, amixture of
both the other tracks.
‘‘The day started out with the track
greasy from overnight rain and lowhangingfog,
before quite afew holes
appeared making it pretty rough later
in the day.
‘‘It was good to see young talent
coming through in all the grades, but
most importantly everyone having
fun.’’
The Canterbury ATV Association is
the oldest and largest ATV Club in the
country and attracted good fields in all
their age categories for the final of
three rounds of the annual club TT
Championship. They will be hosting
the New Zealand TT nationals in early
September.
Champion. .. Jordis Dillon, aged 16, of
Amberley, won 10 out of the 11 races held
over three rounds to take championship
honours for the women’s section of the
Specific answers are hard to come by.
Leaders in the Forestry IndustriesAssociation
and Forest Owners Association have attempted to
point out the benefits of timber as amajor national
industry and mitigation for climate change, but
with little political impact. It is the one immediate
available resource to cut carbon emissions,
according to past NZFOA president Grant Dodson,
of Dunedin City Forests.
It also believes multistory buildings would
benefit by substituting engineered timber beams
for construction purposes.
Plants in both islands are producing laminated
products suitable for local projects. Little need to
import steel products from overseas.
Yet designers and engineers insist on imported
steel beams and other mined metals in their plans.
And we now learn schemes are afoot to erect
AT THE LIBRARY
mega wind farms in the southern provinces using
traditional steel towers, yet some 88 countries are
seriously looking at woodbased towers following a
Swedish design.
It is plainly obvious we have the expertise to halt
our own emissions using our natural and exotic
forestry resources.
Perhaps Shane Jones could latch on to the
proposed Fasttrack Bill to pave the way for the
Australian Foresta Group to set up its Bay of Plenty
plant to produce torrefied wood pellets, chemicals
and rosins to boost our onshore forestry industries.
Two plants are being investigated in the South
Island.
Huntly Power Station has stated that it much
preferred to burn wood pellets instead of coal for
electricity generation.
It is all rather basic, isn’t it?
