Intimidation grows<br />

Death threats, abusive emails and<br />

disinformation are an increasing threat<br />

to local democracy.<br />

Waimakariri Mayor Dan Gordon says<br />

he is concerned the growing<br />

intimidation and threatening<br />

behaviour may turn people off standing<br />

in next year’s local government<br />

elections.<br />

‘‘We must ensure local government<br />

continues to attract good, community<br />

minded people to stand, as well as<br />

attract skilled and qualified staff, and<br />

they won’t put their hands up if they<br />

feel the risk to themselves or their<br />

family is too great.<br />

‘‘We encourage the democratic<br />

process,and firmly believe in people’s<br />

right to disagree.<br />

‘‘But there is afringe element, in our<br />

community who believe in awide array<br />

of conspiracy theories and share<br />

disinformation rampantly while<br />

pretending to be advocates for<br />

ratepayers.’’<br />

The Waimakariri District Council has<br />

been aparticular target of conspiracy<br />

theories and disinformation since<br />

Covid restrictions.<br />

Councillors and staff have been on<br />

the receiving end of intimidation<br />

tactics, letters and emails, ‘‘often nasty<br />

with unreasonable demands’’, Mr<br />

Gordon said.<br />

It has led to the council beefing up its<br />

security during council meetings and<br />

hearings, and its internet security,<br />

adding to the rates burden.<br />

Agrowing number of requests under<br />

the Local Government Official<br />

Information and Meetings Act<br />

(LGOIMA) meant the council had<br />

considered employing adedicated staff<br />

member to process the requests.<br />

Mr Gordon said the council believed<br />

in ‘‘transparency in our decision<br />

making’’.<br />

But some requests could take weeks<br />

of time and resources to gather the<br />

information.<br />

‘‘It is expensive, with ratepayers<br />

ultimately paying it and at the end of<br />

the day alot of the requests are based<br />

on unfounded and ludicrous conspiracy<br />

theories.’’<br />

Kaikōura District Council chief<br />

executive Will Doughty say their<br />

councils had not experienced an<br />

increase in threatening behaviour, but<br />

did have the same level of security<br />

concerns seen in Waimakariri.<br />

Environment <strong>Canterbury</strong> corporate<br />

and public transport services director<br />

Giles Southwell said the council had<br />

not seen an increase in behaviour such<br />

as death threats and abusive emails.<br />

‘‘Being in the public sector, and<br />

sometimes conducting business that<br />

doesn't make everyone happy, can<br />

cause tension and an escalation in risk.<br />

‘‘We are aware councils around the<br />

country are often subject to abuse of<br />

this kind.’’<br />

There has not been anoticeable<br />

increase in LGOIMA requests.<br />

Local Government New Zealand<br />

(LGNZ) chief executive Susan<br />

Freeman­Greene said elected members<br />

were facing an increasing level of<br />

intimidation and abuse.<br />

‘‘This is arising trend that affects<br />

everyone elected in our democracy –<br />

whether you’re an MP or alocal<br />

councillor.’’<br />

While MPs and Government<br />

Ministers had access to security<br />

resources through Parliamentary<br />

Security, this was not available to<br />

mayors and councillors.<br />

‘‘Mayors and Councillors are out and<br />

about in their communities all the<br />

time,’’ Ms Freeman­Greene said.<br />

‘‘They are often much more visible<br />

and accessible than the local MP.’’<br />

This year, LGNZ has organised panel<br />

discussions inviting the police and<br />

NetSafe to support councils in<br />

addressing these issues.<br />

Arecent LGNZ poll found 53 percent<br />

of councillors said the abuse was worse<br />

than ayear ago.<br />

In addition, 65% faced abuse online,<br />

39% faced it at community events, and<br />

33% faced it doing everyday activities<br />

like shopping or collecting children<br />

from school.<br />

Anunexpected phone call from aParis<br />

Olympic official, while Jimmy Regan<br />

was on holiday in Normandy, was an<br />

exciting precursor to aday he will never<br />

forget.<br />

The English language teacher and<br />

musician, whosefather Sean lives in<br />

Woodend, was on summerbreak with his<br />

wife Jess and two boys, Enzoand Sacha,<br />

when he received an emergency call<br />

asking if he could return to Chantilly<br />

immediately to replace an Olympic<br />

Torchbearer who had pulled out at the<br />

last minute.<br />

It was ashock for Jimmy who teaches<br />

at the InternationalEnglish Bilingual<br />

School, Montessori De L’Oise, in<br />

Chantilly.<br />

He had been one of 20,000 people<br />

nominated for the role, and his name<br />

was one of 5000 drawn by ballot to go<br />

before aselection panel, but he was not<br />

chosen.<br />

He thought nothing more about it.<br />

‘‘I didn't know what to say, mainly<br />

because Iwas on my summerholidays,<br />

fivehours from Chantilly, so Ihad to<br />

very quickly decide whether it was even<br />

possible for me to get there,’’ Jimmy<br />

says.<br />

‘‘I told the caller that Ineeded some<br />

time to work out the logistics of getting<br />

back to Chantilly that night, and then<br />

returning to the westcoast of Normandy<br />

the next afternoon for aconcert that I<br />

was booked to perform at 7pm.’’<br />

Afew minuteslater, after working out<br />

atravel schedule,hecalled the official<br />

‘‘and happily replied, yes’’,toher<br />

request. The next thingJimmy knew he<br />

was arriving at the spectacularly<br />

beautiful Château de Chantilly, a<br />

historic French château, in Chantilly, 50<br />

‘‘Each section is very short, only<br />

around 300m,’’ he says.<br />

‘‘I just had to run up the path leading<br />

to the castle entrance,and stop at the<br />

top of the stairs overlooking the gardens.<br />

‘‘I was overwhelmedwith gratitude for<br />

even being there, but to also be given the<br />

best section was hard to believe,’’ he<br />

says.<br />

‘‘It was agreat privilege.’’ But also<br />

stressful.<br />

‘‘My brain was in astate of overload. I<br />

forgot to run, and walked for the first<br />

50m before remembering that Ishould<br />

be running,’’ he says.<br />

‘‘Besideshaving the crowds to wave<br />

and smile at, there were several officials<br />

and photographers calling out<br />

instructions, so it was quite<br />

overwhelming.<br />

‘‘I can barely remember it. Ifelt<br />

enormously honoured and humbled, but<br />

it was hard to register that it was<br />

actually happening.’’<br />

After his run and the subsequent<br />

debriefing, there was no time to wind<br />

down as Jimmy had to quickly jump back<br />

in his car and drive back to Normandy<br />

for his concert ‘‘which Iperformed in a<br />

state of disbelief at what Ihad just<br />

experienced over the past 24 hours’’.<br />

The Paris Olympics Torch Relay<br />

began its journey around France on May<br />

6and will end when the torch is<br />

delivered to the games opening<br />

ceremony on the River Seine in Paris, at<br />

5.30am this Saturday (NZ time).<br />

Wind taken out of Mt Cass project<br />

Adecision by the Marlborough Lines<br />

Limited Board not to approve equity<br />

funding for the proposed Mt Cass Wind<br />

Farm in <strong>North</strong> <strong>Canterbury</strong> has left the<br />

project having to explore future options.<br />

However, the wind farm continues to<br />

receive strong support from its other<br />

shareholder, MainPower, as well as from<br />

one of New Zealand’s reputable debt<br />

funding partners.<br />

MainPower told the <strong>North</strong> <strong>Canterbury</strong><br />

<strong>News</strong> it is unable to provideany more<br />

information on the project at this stage,<br />

‘‘duetocommercial sensitivities’’.<br />

Energy Marlborough Limited, a50<br />

percent joint venture partner of the Mt<br />

CassWind Farm (MCWF), was unable to<br />

gain approval from its owner,<br />

Marlborough Lines Limited, to fund the<br />

project.<br />

Mt Cass Wind Farm chief executive<br />

Todd Voice says the entire team are<br />

disappointed the project hasnot been<br />

able to achieve financial close as<br />

anticipated.<br />

‘‘The wind farm would help meet the<br />

growing demand for renewable energy<br />

and support New Zealand to meet its<br />

decarbonisation goals.<br />

‘‘We havespent years working on the<br />

details, and it wasasurprise when our<br />

partnercouldn’t gainthe necessary<br />

approvals for this important<br />

investment.’’<br />

The project to build the South Island’s<br />

largest wind farm at Mt Cass near<br />

Waipara (north of Christchurch), is<br />

shovel­ready and was nearing financial<br />

close before the set back.<br />

Mr Voice says the farm would generate<br />

up to 94.6MW of electricity —enough to<br />

power 40,000 homes, and save around<br />

100,000 tonnes of greenhouse CO2<br />

emissions each year.<br />

The MCWF Board is now investigating<br />

options for the future of the project,<br />

including finding anew equity partner or<br />

owner.<br />

‘‘There’s alot to work through over the<br />

next few months as we explore options to<br />

deliver the wind farm.<br />

‘‘We appreciate there’s alot of<br />

community interest and we will provide<br />

an update on the project’s future as we<br />

know more,’’ Mr Voice says. Key<br />

suppliers are also on board and have<br />

supported areview of options to find a<br />

suitable partner to progress the project.<br />

Old station to make way for cars<br />

The Waimakariri District Council has<br />

bought the old Rangiora Police station for<br />

$1.3m.<br />

Waimakariri Mayor Dan Gordon says it<br />

is ‘‘a strategic, long­term purchase’’.<br />

The two story building at 309 High<br />

Street, is on 2747sqm of land beside and<br />

behind the Rangiora Town Hall.<br />

It was closed in 2019 for seismic<br />

strengthening.<br />

However, investigations showed the<br />

building was irreparable and in 2021<br />

Police deemed it surplus to its needs.<br />

Police then moved to atemporary<br />

location in Southbrook while continuing to<br />

look for anew site.<br />

The property was offered to NgāiTahu<br />

under the Treaty of Waitangi settlement<br />

process.<br />

NgāiTahu sold the site to Paenga<br />

Kupenga Limited (NgāiTūāhuriri’s<br />

economic arm), which then on­soldthe site<br />

to the council.<br />

Mr Gordon says properties like this<br />

seldom come up and the council decided<br />

to act to protect the space around the town<br />

hall and western gateway to Rangiora and<br />

put in place aplan that will make best use<br />

of ‘‘this great space’’.<br />

‘‘When we put together the Rangiora<br />

Town Centre Strategy, locals and business<br />

owners told us they wanted to see<br />

Rangiora remain inviting, attractive, have<br />

good parking, and be apleasant and<br />

vibrant place for people to shop.<br />

‘‘This purchase will allow for both<br />

growth in population and demand for<br />

commercial and community spaces in the<br />

Sold ... The former Rangiora Police Station has been bought by the Waimakariri District<br />

Council and will be demolished to create more parking spaces on the southern side of the<br />

The sale was funded by transferring<br />

funds from an existing budget for<br />

Rangiora Town Centre development.<br />

Acouncil spokesman says it is looking at<br />

demolishing the 1240sqm building and will<br />

be tendering for this in September or<br />

‘‘Ideally the demolition will take place<br />

later in the year or early next year, and<br />

construction of additional car parking will<br />

be put in place shortly after that,’’ he says.<br />

Rangiora­Ashley Community Board<br />

Chair Jim Gerard says the land used to<br />

belong to the council before it was aPolice<br />

station, so it is fitting to see it back in<br />

community ownership.<br />

‘‘The Town Hall has always been an<br />

anchor tenant of Rangiora, and this<br />

purchase is an opportunity to further<br />

enhance this unique character area,<br />

provide parking, and make sure this<br />

entrance to the Rangiora town centre<br />

continues to thrive.’’<br />

Smokey fires causing angst for some<br />

Environment <strong>Canterbury</strong>(ECan) has<br />

received ahigh number of complaints<br />

about poor air quality and smoke pollution<br />

in the Oxford/Cust area in the last few<br />

months.<br />

Callers have been forced to stay inside<br />

to escape the ‘‘putrid, toxic’’ and invasive<br />

smoke from outdoor burns drifting<br />

through the Oxford and Cust areas,<br />

particularly in Cust Valley.<br />

‘‘Some people have experienced watery<br />

eyes, itchy throats, and asthma symptoms<br />

because of the smoke, while others are<br />

annoyed that their washing smells smoky<br />

or that their backyard gets covered with<br />

ash,’’ Brian Reeves, ECan’s northern<br />

region compliance team leader says.<br />

‘‘Reports like this suggest that the<br />

burning going on in this area is not in line<br />

with outdoor burning rules.’’<br />

Many of the complaints received relate<br />

to the burning of wet organic material<br />

which is not permitted<br />

‘‘Burning wet organics, like freshly<br />

felled trees for example, generates much<br />

more smoke than adry burn.<br />

‘‘That is when you get thick, black smoke<br />

that causes areal nuisance to the<br />

surrounding community, Mr Reeves says.<br />

‘‘The smoke contains small particles<br />

that can irritate the nose and throat, and<br />

even have more serious health impacts<br />

over time.’’<br />

He also wants to remind people that<br />

rubbish fires are not permitted either.<br />

‘‘No matter how large your property is,<br />

you must not burn rubbish. Burning<br />

rubbish releases toxic chemicals into the<br />

air.’’<br />

Materials that must not be burned in<br />

<strong>Canterbury</strong> include plastic, metals,<br />

batteries, painted or treated wood, rubber,<br />

coated wire, oil, chemicals, tar and<br />

bitumen, materials containing asbestos, or<br />

containers that have stored hazardous<br />

materials.<br />

‘‘Of particular concern in the rural<br />

environment is the burning of bale wrap<br />

and other household rubbish,’’ he says.<br />

Attending to smoke­related complaints<br />

is expensive for ECan.<br />

Last year more than 850 smoke­related<br />

complaints were lodged with ECan for the<br />

<strong>Canterbury</strong> region. The year before that, it<br />

was nearly 900.<br />

‘‘At around $350 per call out, the cost to<br />

the ratepayer can really add up,’’ Mr<br />

Reeves says.<br />

‘‘It benefits everyone in the community<br />

to get this number down.’’<br />

It is not amatter of over­reporting.<br />

‘‘Callers are often reluctant to inform on<br />

their neighbours, and only do so when the<br />

smoke has become areal problem.’’<br />

Mr Reeves says people should consider<br />

alternatives like mulching, composting or<br />

recycling before lighting afire. If none of<br />

those are an option they should go to<br />

checkitsalright.nz to check the rules about<br />

lighting an outdoor fire. If smoke is<br />

causing anuisance call ECan on 0800 765<br />

Apartnershipgrows student participation<br />

The growing cost, and amount of<br />

fundraising needed to get pupils to camps,<br />

has prompted Hanmer Springs<br />

businessman, Jason Fletcher (Fletch), to<br />

lend ahelping hand.<br />

Mr Fletcher, the owner of Hanmer<br />

Holiday Homes (HHH), has formed a<br />

contract partnership with the Hanmer<br />

Springs School, worth $30,000 (+gst), to<br />

ease the financial burden of camps on<br />

parents and caregivers,byensuring anil<br />

bill for the next three years.<br />

Known for his active involvement inthe<br />

community, Fletch, manages multiple<br />

businesses in Hanmer Springs, is deputy<br />

chief of the volunteer fire service, referees<br />

Golden Oldie rugby, and is the lead singer<br />

in alocal band.<br />

Typically,aschool camp costs about<br />

$300 per student.<br />

Previously, the Hanmer Springs School<br />

Home &School (parent association)<br />

fundraised about 50% of the amount,<br />

leaving parents with abill of around<br />

$120­$150for the non­curriculum aspects<br />

of the camp.<br />

For many families across the country, a<br />

bill of $150, or more if they have multiple<br />

children attending school camps, poses a<br />

financial challenge.<br />

Some families pay off the bill in<br />

installments overseveral weeks,while<br />

others may find it impossible to pay.<br />

Most schools have asmall hardship<br />

budget to assist these families.Incertain<br />

cases, families with the meanstodoso,<br />

sometimes anonymously donate towards<br />

the camp fees of another family at their<br />

school.<br />

The school board and Hanmer Holiday<br />

Homes consulted with accountants and<br />

advisors to ensure the dealwas structured<br />

correctly and the contract accurately<br />

reflected their intentions.<br />

When the question of paying gst arose, a<br />

couple of options were considered —<br />

Hanmer Holiday Homes could make a<br />

‘donation’ to the school, exempting it from<br />

paying gst on the $10,000 and allowing it to<br />

claim back some of it as adonation, or they<br />

could establish a‘partnership’ with the<br />

school andcontribute an additional 15%.<br />

Fletch says while this initiative initially<br />

aimed to share his earnings with an<br />

organisation in need within the<br />

community, the more he thought about it,<br />

what he really wanted was to create a<br />

partnership with the school, and see it<br />

flourishover the coming years.<br />

Hanmer Springs School and its parent<br />

community is immensely grateful to Fletch<br />

and the HHH team for its generous<br />

commitment, says John McBride, the<br />

school principal. He says the school is<br />

incredibly fortunate to be in the position it<br />

is thanks to HHH.<br />

‘‘Just acouple of years ago, our school<br />

faced significant financial challenges.<br />

This partnership further alleviates that<br />

pressure. While many people may<br />

perceive Hanmer as an upscale<br />

destination —agem of <strong>North</strong> <strong>Canterbury</strong><br />

where families and friends gather for<br />

weekends, stay in beautifulholiday homes,<br />

enjoy the pools, and dine out —our<br />

community can only thrive due to the<br />

hardworking people who clean those<br />

homes, cook in our pubs and restaurants,<br />

or work in our retail shops and activity<br />

centres.<br />

‘‘Many of the children attending our<br />

school come from these families, and as<br />

someone who grew up in aworking­class<br />

Viewing platforms allow greater access<br />

Newly constructed viewing platforms<br />

at <strong>North</strong> <strong>Canterbury</strong>beaches are<br />

proving very popular.<br />

Woodend­Sefton Community Board<br />

chairperson Shona Powell says since<br />

two structures at Waikuku and<br />

Pegasus Beaches were completed she<br />

has received many good comments<br />

about them opening up beach access<br />

for people with mobility issues.<br />

‘‘It’s been achallenge building them<br />

on the beaches in what the builders<br />

called achallenging dynamic<br />

environment, but they are up there<br />

now for everyone to use.’’<br />

She says the platforms have been<br />

planned for many years and after the<br />

hiccup of Covid, work finally began<br />

earlier this year.<br />

‘‘I’m glad they are finished as now<br />

the wonderful beaches we have here<br />

can now be open to everyone.<br />

‘‘Each year Isee many people with<br />

mobility issues struggling to get to the<br />

beach, to spend time out in the sun<br />

with their families and relax as they<br />

enjoy our outdoors, but now thanks to<br />

the hard compact bases on the<br />

walkways and the wide open decking<br />

everyone can now access the beach<br />

area.’’<br />

New footpaths at both beaches have<br />

been constructed with acompacted<br />

dense material to allow wheelchairs<br />

and those with mobility issues to<br />

safely walk up to apoint overlooking<br />

the beaches.<br />

Peter Boyle, amember of the<br />

Waimakariri Access Group, says many<br />

of his group have already been out to<br />

both beaches to test the new decks.<br />

‘‘They arebrilliant and everyone is<br />

happy with them. It’s good to now be<br />

able to get to the beaches instead of<br />

struggling just to get over the dunes to<br />

see the water.’’<br />

He says being able to reach the<br />

beaches hasn’t been an option for<br />

many disabled or mobility<br />

compromised people for years.<br />

‘‘Being able to get out into the<br />

countryside, to breath the sea air and<br />

enjoy the sun helps also with mental<br />

health issues in alot of people and<br />

now those who struggle with their<br />

mobility can easily reach these decks,<br />

sit down on the benches and take it all<br />

in.<br />

‘‘It is great for families as they can<br />

now go to the beaches together.<br />

‘‘They are good for people with<br />

mobility issues and better for<br />

everyone,’’ he says.<br />

Mrs Powell says the next step for the<br />

council and community board is to<br />

landscape around the decks, then look<br />

at the installation of effective and<br />

suitable beach matting to further<br />

enlarge the beach access possibilities<br />

for people with mobility issues.<br />

Mr Boyle says he is looking forward<br />

to when he can reach the water with<br />

ease, but for now he’s happy to sit on<br />

the decks with the sun on his face and<br />

enjoying the view of the coastline.<br />

While Parliament has been in recessI<br />

have enjoyed getting out and about in<br />

the community and meeting with<br />

individual constituentsinmyoffices in<br />

Kaiapoi and Rangiora.<br />

It’s been goodtobeable to catch up<br />

withmany of you, including members of<br />

the Oxford Dementia Support Group<br />

who kindlyhosted me for morning tea.<br />

We had athorough discussion about<br />

how dementia care could be better<br />

supported in Waimakariri, and Iam<br />

hopeful that the upcoming health select<br />

committee inquiry into aged care<br />

provision will lead to improved access<br />

to respite beds, and easier navigation of<br />

the services available.<br />

As New Zealand’s firstMinister for<br />

Mental Health, it was aprivilege to<br />

announce recently that the firstround<br />

of the Governments $10 million Mental<br />

Health and Addiction Community<br />

Sector Innovation Fund is opening for<br />

applications.<br />

This will offer an opportunity for nongovernmental<br />

and community<br />

organisations to access government<br />

funding.<br />

The Fund will supportinnovative<br />

community providers of mental health<br />

services to scale up their already<br />

successful operations so they can reach<br />

more Kiwis.<br />

This is about powering up community<br />

groups already doing agreat job, by<br />

getting money out of Wellington and<br />

into these grassroots organisations.<br />

Ialso announced the Government’s<br />

five Mental Health and Addiction<br />

Targets, which reflect my priorities to<br />

improve access to mental health and<br />

addiction support, grow the mental<br />

health and addiction workforce,<br />

Judging by the comments I’ve been<br />

residentinWaimakariri excited to host<br />

my colleague, Transport Minster<br />

Simeon Brown, in the electorate to<br />

announce that our first seven Roads of<br />

National Significance will get under<br />

way in the next three years.<br />

Of course, most exciting is the fact<br />

that one of the first cabs off the rank will<br />

be the Belfast to Pegasusmotorway,<br />

including the Woodend Bypass.<br />

This new roading infrastructurewill<br />

be agamechanger for anyone in or<br />

around Waimakariri and Ican’t wait to<br />

see it through to completion.<br />

Ihave had alot of positive feedback<br />

about this announcement, so Iknow a<br />

lotofyou are also excited to finally see<br />

this project coming to fruition after the<br />

previous Labour Government cancelled<br />

it on their watch.<br />

Lastly, I’ve also had alot of positive<br />

feedback on our Government’s plan to<br />

assess primary school children more<br />

consistently across the country.<br />

Parents Ihave spoken to are happy to<br />

hear they willhave aclear indication of<br />

how their child is progressing<br />

academically, and the good news is<br />

many New Zealand schools arealready<br />

using the testing tools proposed.<br />

Waimakariri<br />

with Mayor Dan Gordon<br />

Hosting Belgian<br />

visitors apleasure<br />

It was my pleasure to host the<br />

Belgian Ambassador, His<br />

Excellency Michel Goffin in the<br />

Waimakariri District over the<br />

weekend.<br />

We were also joined by the<br />

Honorary Belgian Consul to New<br />

Zealand Lieve Bierque, as well as<br />

members of the districts RSAs and<br />

the Waimakariri Passchendaele<br />

Advisory Group.<br />

It was awonderful occasion to<br />

acknowledge the twinning<br />

relationship, between Waimakariri<br />

and the Zonnebeke Municipal<br />

Council in Belgium.<br />

Atthe end of theyear anumber of<br />

us fromthe Waimakariri District<br />

will be travelling on apersonally<br />

funded trip to the province to mark<br />

Armistice Day.<br />

It will be my third trip to<br />

Zonnebeke and Iamsolooking<br />

forward to returning.<br />

Ifirst visited in 2013. Thenin2017,<br />

Ihad the privilege of attending the<br />

100th anniversary of the Battle of<br />

Passchendaele, as part of the<br />

CouncildelegationtoBelgium.<br />

It was amomentous occasion to be<br />

there, where members of CCompany<br />

from Kaiapoi,and DCompany from<br />

Rangiora, formed part of the<br />

<strong>Canterbury</strong> regiment, which fought<br />

in the area. At least seven local men<br />

lost their lives in Zonnebeke.<br />

On Sunday we celebrated the<br />

placement of the Elisabeth Plaques,<br />

which recognise the service of<br />

foreign women who had performed<br />

outstanding services, in aid of<br />

Belgian refugees, and the military<br />

during the Great War.<br />

We remembered Helen Elizabeth<br />

Lane, BarbaraMorrison, Jean<br />

AlexandraBurtand Rosina Tabart,<br />

for their service in Belgium and to<br />

our countryduring WWI.<br />

We visited two of their gravesites<br />

and the Ambassador and Ilaid<br />

flowers on their graves.<br />

We are honoured that Queen<br />

Elisabeth of Belgium created a<br />

medal in her name to mark such<br />

service.<br />

It is fitting given our special<br />

relationship between Zonnebeke<br />

and Waimakariri that Rangiora RSA<br />

has been selected, to be the host for<br />

these Elisabeth Plaques.<br />

We can never thank those who<br />

made the supreme sacrifice during<br />

WWI and other conflicts since but<br />

we can remember them always.<br />

The best way we can do this is by<br />

coming together, forging these deep<br />

connections and honouring our<br />

shared histories.<br />

proposed landfill near Oxford.<br />

The Oxford­Ohoka Community Board<br />

wasdisappointed to hear Woodstock<br />

Quarries Ltd has decided to appeal<br />

against adecision to decline aresource<br />

consent, deputy chairperson Thomas<br />

Robson said.<br />

Hearing Commissioners declined an<br />

application to create alandfill and<br />

expand an existing quarry site last<br />

month, sayingthe applicant provided<br />

‘‘insufficient information’’.<br />

‘‘The community made it very clear<br />

to us that they are overwhelmingly<br />

opposed to alandfill in the beautiful<br />

Oxford back country,’’ Mr Robson said.<br />

‘‘We will continue to advocate for<br />

them in the Environment Court.’’<br />

Woodstock QuarriesLtd lodged<br />

resourceconsent applications in 2021<br />

with Environment <strong>Canterbury</strong> and the<br />

Waimakariri District Council to<br />

develop alandfill and expand an<br />

existing quarry at 513 Trigg Road, View<br />

Hill, near Oxford.<br />

The Oxford­OhokaCommunity Board<br />

was among those who submitted<br />

against the proposal, raising concerns<br />

about traffic, fire safety, dust,<br />

operational logistics and amenity<br />

effects.<br />

The Commissioners found the<br />

project posed ‘‘unacceptable risk to<br />

nationally and regionally significant<br />

biodiversity and cultural values’’.<br />

Atotal of 397 submissions were<br />

received, with 395 in opposition.<br />

Opponents questioned the need for<br />

another landfill when the Kate Valley<br />

Landfill near Waipara, in <strong>North</strong><br />

<strong>Canterbury</strong>, had capacity.<br />

Woodstock Quarries Ltd director<br />

Darryn Shepherd confirmed his<br />

company had appealed the decision,<br />

but declined to comment.<br />

PUBLIC NOTICE<br />

CAPITAL DISTRIBUTION REVIEW<br />

Under the terms of the Deed of Trust of the<br />

MainPowerTrust, Trustees are required to prepare<br />

aReview Report every six years toconsider<br />

whether it is in the best interest of Beneficiaries<br />

for the capital of theTrust Fund to continue to<br />

be held in whole or in part inthe Trust or to<br />

distribute all or some of this capital to the<br />

Trust’s Beneficiaries. Previous reviews have not<br />

resulted inany distribution of capital.<br />

Approximately 97% of the capital of the<br />

Trust Fund is represented by theTrust’s 100%<br />

ownership of MainPower New Zealand Limited,<br />

(the “Company”). This is theTrust’s only<br />

significant investment. The Company owns and<br />

operates the electricity distribution network<br />

throughout the <strong>North</strong> <strong>Canterbury</strong> and<br />

Kaikōura regions.<br />

On 12 March <strong>2024</strong>, theTrustees resolved<br />

unanimously that it is in the best interests of<br />

Beneficiaries for the MainPower Trust tocontinue to<br />

hold 100% of the distributable capital ofthe Trust.<br />

TheTrustees must consult the Trust’s Beneficiaries<br />

on the Capital Distribution Review Proposal that they<br />

have approved.<br />

Beneficiaries include “Qualifying Customers”,<br />

who are the customers of the Company whose<br />

premises are connected to the Company’s electricity<br />

distribution network and who take line services from<br />

the Company, with one main exception. Customers<br />

whose premises are located in that part of Kaiapoi,<br />

that was previously the Kaiapoi Borough are not<br />

Beneficiaries of the trust.<br />

Qualifying Customers Polls<br />

Qualifying Customers can make submissions to the Qualifying Customers who were on the roll of<br />

Trustees on theTrustees’ Capital Distribution Review Qualifying Customers atmidnight 20th June <strong>2024</strong><br />

Proposal. Qualifying Customers who wish their are provided with the opportunity, if they disagree<br />

submissions to be heard in person, will beprovided with the Trustees’ Review Decision, to ask Trustees<br />

the opportunity to do so at ameeting open to the to reconsider their Review Decision by way of a<br />

public to be held on 3September <strong>2024</strong>. Submissions Reconsideration Poll.The Trustees’ Reconsideration<br />

must be received no later than 23 August <strong>2024</strong>. Decision is final.<br />

Submissions should be posted or emailed to the<br />

Secretary, MainPower Trust; PO Box 370, Rangiora;<br />

Email: CDR@mainpowertrust.co.nz. Copies of all<br />

written submissions will beavailable to the public;<br />

however, your personal information will bewithheld<br />

at your request.<br />

If any Qualifying Customers have any questions in<br />

relation to the Capital Distribution Review Process,<br />

please contact theTrust Secretary’s office using the<br />

contact details below.<br />

The final decision of theTrustees on the proposal,<br />

the“Review Decision” will bemade at aTrustee<br />

meeting to be held on 17 September <strong>2024</strong> that<br />

will beopen to the public. Notice of theTrustees’<br />

Distribution Review Decision will begiven by:<br />

•Making the Notice available for inspection during<br />

normal business hours at the Council service<br />

centres and libraries referred toabove, the offices<br />

of theTrust Secretary, and theoffice of the<br />

Company, 172Fernside Road, Rangiora; and<br />

•Byway of apublic notice in newspapers circulating<br />

in the region: and<br />

•Onthe Trust’s website<br />

www.mainpowertrust.co.nz.<br />

Qualifying Customers who would like theTrustees to<br />

reconsider their decision must give formal notice to<br />

theSecretary of theTrust by 11 October <strong>2024</strong>. Avalid<br />

notice will contain:<br />

•Astatement that each of the Qualifying<br />

Customers signing the notice required the<br />

Trustees to reconsider their Review Decision;<br />

•The full name and address of each such<br />

Qualifying Customer;<br />

•The ICP number of each such Qualifying<br />

Customers as recorded on the Qualifying<br />

Customers power account; and<br />

•The signature of each such Qualifying Customer.<br />

•For the avoidance ofdoubt, the formal notice<br />

requiring aPoll may include more than one<br />

Qualifying Customer as long as each Qualifying<br />

Customer provides the above information.<br />

Where the number of Qualifying Customers who<br />

give such notices totals at least 5% of all the<br />

Qualifying Customers, then aReconsideration Poll<br />

will beheld in accordance with the provisions of the<br />

Trust Deed.<br />

If aPoll isrequisitioned theTrustees would<br />

immediately appoint aReturning Officer who would<br />

conduct the Poll.<br />

The Reconsideration Poll will take place during<br />

December <strong>2024</strong> and will close on 13 December<br />

<strong>2024</strong>. The Returning Officer would declare the result<br />

of the poll on21December <strong>2024</strong>.<br />

Learning about money in anon digital way<br />

Learning about how mathematics<br />

through handling cash was one of the<br />

key learning points discovered by<br />

children at last Friday's annual Kidsfest<br />

market in Rangiora.<br />

Primary school children were invited<br />

to make and sell items at the market<br />

held in the grounds of the Rangiora<br />

Borough School.<br />

Organisers say there were 60 stalls set<br />

up by 9am, selling various hand­made<br />

sweets and repurposed goods.<br />

Caryn Hardy of Swannanoa, says the<br />

market was agood place for her<br />

daughter Imogen (9) to learn how to<br />

trade, haggle and barter in anon­digital<br />

way.<br />

‘‘She and her friends spend acouple of<br />

days making their sherbet packets,<br />

gumballs, lolly necklaces and toffee<br />

apples, plus looking up the history of the<br />

confections, so that they knew the story<br />

behind what they were selling.’’<br />

‘‘Then they learnt how to handle<br />

money which is agood thing for them to<br />

learn.’’<br />

Krystal Percy of Rangiora agreed,<br />

saying her daughter Sierra (7) enjoyed<br />

learning about business in anon­digital<br />

way.<br />

‘‘This sort of venture is agreat way for<br />

children to learn about business and<br />

how they have to undertake some hard<br />

work to make aprofit.’’<br />

Sierra says it was fun learning how to<br />

handle money and apply the<br />

mathematics skills she has learnt as a<br />

student at RBS.<br />

‘‘It was fun and enjoyable day as I<br />

learnt how to work in ashop today,’’ she<br />

Flexi-beds stripped<br />

Rangiora has suffered another blow in<br />

the community’s bid for 24 hour<br />

healthcare.<br />

Te Whatu Ora Health New Zealand<br />

has confirmed four flexi­beds at the<br />

Rangiora Health Hub havebeen<br />

decommissioned for respite care.<br />

The loss of the respite careservice<br />

comes on top of delays to the promised<br />

urgentafter hours healthcare facility<br />

planned for the health hubsite.<br />

Waimakariri Mayor Dan Gordon, who<br />

is also Waitaha <strong>Canterbury</strong>PHO<br />

(primaryhealth organisation) deputy<br />

chair, said he was unaware of the<br />

decision.<br />

He said he would be contacting Health<br />

NZ for an explanation.<br />

The respite care servicehas not been<br />

offered since August 2022, with Health<br />

NZ citing staffing shortages at the time.<br />

In April last year, Health NZtold Local<br />

Democracy Reporting the beds had been<br />

supported by dual registered midwives<br />

and nurses, who were in short supply.<br />

But Health NZ’s <strong>Canterbury</strong> executive<br />

director of nursing, Becky Hickmott,<br />

said the area was now commissioned for<br />

clinic rooms, hearing screening, Day<br />

Assessment Unit appointments and<br />

overflow for maternity beds.<br />

‘‘The services for patients requiring<br />

respite care is offered by aged<br />

residential care facilitiesin<strong>North</strong><br />

<strong>Canterbury</strong> where the appropriate level<br />

of care can be maintained.’’<br />

Associate Health Minister Matt<br />

Doocey said the RangioraHealth Hub<br />

was ‘‘not an aged care facility’’.<br />

‘‘The provision of respite beds, trained<br />

staff and adequate resources is<br />

appropriately being lefttothe aged care<br />

sector.<br />

‘‘We are very fortunate in <strong>North</strong><br />

<strong>Canterbury</strong> to have anumber of aged<br />

residential care facilities,and still more<br />

being built.<br />

‘‘I anticipate thesefacilities will be<br />

able to accommodate patients seeking<br />

respite care.’’<br />

Last year, the Waimakariri MP blamed<br />

the then Labour Government for the loss<br />

of the respite care service, saying it had<br />

not acted fast enough to address staffing<br />

shortages.<br />

No date has been announcedfor the<br />

construction of the new medical centre,<br />

Rangiora Medical, at the Rangiora<br />

Health Hub.<br />

South Link Health Group entered into<br />

an agreement with the Ministry of<br />

Health in 2021 and at the time it was<br />

announced the new facility would open<br />

the following year.<br />

But the project has been beset by<br />

delays, partly due to Covid.<br />

South Link Health Group has obtained<br />

the necessary resource and building<br />

consents from the Waimakariri District<br />

Council.<br />

When built, the new facility will<br />

include full radiology services<br />

(ultrasound, CT and MRI scans), GP<br />

services, apharmacy, and urgent after<br />

hours healthcare.<br />

Trust takes ownership of units<br />

AKaikōura community trust is hoping to<br />

find amore permanent solution to the<br />

town’s housing woes.<br />

Te Whare Putea Charitable Trust plans<br />

to take over the ownership of seven<br />

temporaryaccommodationunits it has<br />

been managing for five years, as afirst step<br />

to become an accredited community<br />

housing provider.<br />

The Kaikōura District Council approved<br />

aproposal last month to sell the units to<br />

the trust for $1 and to extend the lease on<br />

the Beach Road site to February 2027.<br />

The trust’s manager,Barbara Timms,<br />

said in astatement it wouldallow the units<br />

to remain in the community and helps<br />

towards addressing future local housing<br />

need for people of all ages,’’<br />

Council chief executive Will Doughty<br />

said the council will now work through the<br />

lease and any commercial arrangements<br />

with the trust.<br />

He said the council also owned some<br />

elderly housing units and there was<br />

limited Kāinga Ora housing in the town, as<br />

well as the seven units at Beach Road.<br />

‘‘Between the three of them there is a<br />

range of options, but there is awaiting list<br />

on all three of them, so it shows there is a<br />

need for this type of housing.’’<br />

Audrey Mattinson, who taught and gets<br />

great joy out of Scottish dance, taught at<br />

the Rangiora Scottish Dance Club on<br />

Monday evenings in the winter, before<br />

retiring recently.<br />

However, she still teaches asmall<br />

group at Oxford during the winter on<br />

Tuesdayafternoons.<br />

Audrey, aged 85, was also afamiliar<br />

installed on the Beach Road site by the<br />

Ministry of Business, Innovation and<br />

Employment following the 7.8 magnitude<br />

earthquake in 2016, before being sold to<br />

the council for $1 in 2019. Te Whare Putea,<br />

alocal social serviced agency, has been<br />

managing the units for the last five years<br />

and paying a$200 lease to the council.<br />

Selling the units meant the council<br />

would no longer be liable for maintenance<br />

or insurance costs.<br />

The trust plans to upgrade the units,<br />

while applying to become acommunity<br />

housing provider,aprocess expected to<br />

take 12 to 18 months. It also planned to<br />

relocate the units to amore permanent<br />

site.<br />

The Kaikōura Housing Forum,<br />

established after the 2016 earthquake, has<br />

identified anumber of pressures on<br />

housing, including the high cost of<br />

accommodation and few available rental<br />

properties.<br />

It found 12 local households on the<br />

public housing register,while others were<br />

living in ‘‘insecure or inappropriate<br />

accommodation’’, areport to last month’s<br />

council meeting said. With the district’s<br />

ageing population, it was predicted more<br />

people would retire as tenants rather than<br />

homeowners, potentially adding to the<br />

challenges.<br />

Big smiles andpersonalities among friends<br />

Step inside aroom full of women with big<br />

smiles and big personalities, and the<br />

chances are the conversation will be<br />

lively.<br />

This is the way it is when Nyree Bowen­<br />

Lilly, from Christchurch, Pauline Stark,<br />

from Rangiora, Elaine Smith, from<br />

Kaiapoi, Barbara Dawson, from Waimate,<br />

Dallas Rees, from <strong>North</strong>wood, and<br />

Lorraine Smith (no relation to Elaine),<br />

from Kaiapoi, get together.<br />

The women have known each other for<br />

55 years.<br />

All met when they were living in<br />

Kaiapoi, and are in their 70’s now except<br />

for ‘‘the baby’’ of the group, Barbara, who<br />

is 68.<br />

Their cheerful enjoyment of life and<br />

each other’s company is testament to the<br />

value of maintaining longterm<br />

friendships.<br />

For these women every day is agift to be<br />

enjoyed.<br />

‘‘Life is for living,’’ they say, and they are<br />

grateful for every day they are given.<br />

All of them are natural talkers who<br />

enjoy holding the floor and making each<br />

other laugh.<br />

There is nothing they won’t discuss.<br />

Everything from the most intimate<br />

details of their lives, including secrets not<br />

even shared with their husbands, and ‘‘not<br />

for publication’’, to the more low key.<br />

Keen hunters can take ashare of a<br />

$10,000 prize pool next month at the<br />

annual Mandeville Tavern deer and pig<br />

hunt.<br />

An impressive line up of animals is<br />

expected at the hunt which runs from<br />

Friday, August 16, with the final weigh<br />

in at 2pm at the tavern in Raven Quay,<br />

Kaiapoi, on August 18.<br />

Tavern owner Lindsay Peters, who<br />

has owned the pub for more than three<br />

decades, says the traditional hunt<br />

attracts seasoned hunters, and agreat<br />

bunch of young hunters aged 16 years<br />

and over.<br />

All are keen to take aim at pigs and<br />

deer over the duration of the hunt and<br />

bag adecent animal to be eligible for a<br />

prize.<br />

The hunt is confined to pigs and deer.<br />

Mr Peters says the prize pool for the<br />

annual event is $10,000, including a<br />

$1000 rifle sponsored by Hazeldine<br />

Construction.<br />

Their friendship began with Pauline<br />

and Elaine, (who is also known by some of<br />

her friends as Rose) during the late 1960s,<br />

when they were neighbours with young<br />

babies.<br />

One lucky entrant will have the<br />

Although only Elaine and Lorraine still<br />

live in Kaiapoi they all remain in close<br />

contact. At the centre of that connection is<br />

their Queen Bee, Nyree, ‘‘the true<br />

romantic’’ in the group who is aWahine<br />

disaster survivor, author of five books,<br />

including The Wahine: asurvivor's tale,<br />

and afast talker with asense of theatre in<br />

her story telling that makes her<br />

compelling to watch and listen to.<br />

‘‘Perhaps unwittingly, all six of us have<br />

become as close as sisters could be,’’<br />

Nyree says. ‘‘Never afraid to see, share,<br />

and shout atantrum in the mix.<br />

‘‘But always ready to support, solve and<br />

soothe. We are acircle of lifelong friends<br />

that cannot be broken.’’<br />

Being born during the baby­boom years<br />

(from 1946 to 1964) is possibly the secret to<br />

their long­standing friendship, Nyree<br />

believes.<br />

‘‘For us girls, we had to connect daily,<br />

sharing experiences, talking, and catching<br />

up person to person. This was our reality.’’<br />

However the arrival of social media,<br />

smart phones and reality television<br />

changed that. ‘‘Sadly, the world is different<br />

now, and human connection is lacking,’’<br />

Nyree says. They catch up regularly, and<br />

recently met at Elaine’s daughter’s cafe,<br />

Out The Gate, in Kaiapoi, after the My<br />

Kitchen Rules competition on television.<br />

Elaine's daughter, Lee Barrington, and<br />

grandson, Luke, were contestants in the<br />

competition and they celebrated the<br />

achievement.<br />

Barbara says connecting with this<br />

special group of friends is ‘‘precious’’ to<br />

her. ‘‘They have been ahuge part of my<br />

life. What we have you can’t buy.’’<br />

Sharenanigans boardgame alearning tool<br />

Ayoung entrepreneur from Woodend,<br />

is aiming to transform the way families<br />

discuss and engage with investing.<br />

Alli Kennedy is the founder of<br />

Sharenanigans, and she has launched a<br />

PledgeMe campaign with agoal of<br />

raising $40,000 to start manufacturing<br />

her innovative and competitive board<br />

game.<br />

Sharenanigans is aboard game for<br />

ages 8and above, based on the<br />

fundamentals of investing in shares.<br />

Alli says competitors select agoal<br />

card whichdetails their aims, and this<br />

can simulate long or short term<br />

investment options.<br />

‘‘The players then take turns to buy or<br />

sell shares in four main industry<br />

sectors,aiming to follow the old<br />

investment rule of ‘buy low –sell high’,’’<br />

Alli says.<br />

She got the idea for ashares<br />

investment game four years ago when at<br />

the University of <strong>Canterbury</strong> studying<br />

for aBachelor of Commerce.<br />

‘‘It was during alecture where we all<br />

had to pitchaproblem and solve it.<br />

Mine was about the lack of<br />

understanding about investing in<br />

shares Ihad noted within my own age<br />

group and my parents.’’<br />

Two years later Alli had an ‘Aha’<br />

moment when she realised she could<br />

help educate people about investing in<br />

shares through agame.<br />

It started out as an app, but Alli soon<br />

changed it over to aboard game which<br />

her friends and backers felt would offer<br />

amore tactile feel to the game and the<br />

playing experience.<br />

Now after two years and dedication<br />

spent designing and fine­tuning the<br />

game with the help of supporters<br />

Antony &Mates Digital, Creative, and<br />

Advisory studio in Christchurch,<br />

producing templates and constructing a<br />

working mock­up to test on her many<br />

friends and family, Allie has the first<br />

real physical version of her game in<br />

hand.<br />

‘‘It’s been along road but thanks to<br />

elements like the Fat Cat and Wolf<br />

cards, Sharenanigans is ablast to play<br />

and ultra­competitive. Many of the<br />

players Iapproached want to play again<br />

and again, and continue learning,’’ she<br />

says.<br />

To bring her dream to reality, Alli has<br />

launched aPledgeMe.co.nz<br />

crowdfunding campaign, and she is<br />

hoping to raise enough finance to<br />

complete an initial production run for<br />

the game.<br />

‘‘It is only the start as Iknow Ihave<br />

many long hours on the road ahead of<br />

me, selling the game to shops and<br />

schools, but Iamhoping it will start to<br />

educate children and their parents<br />

about investing in the share market.’’<br />

Museum funding debated<br />

Amuseum levy may be considered to fund<br />

arts, culture and heritage in the Kaikōura<br />

district.<br />

The option of atargeted rate was<br />

discussed at arecent Kaikōura District<br />

Council workshop, as councillors<br />

considered how to support the Kaikōura<br />

Museum and the Mayfair Arts and Culture<br />

Centre.<br />

For now, the two organisations are<br />

funded from the council’s discretionary<br />

grants fund, which is limited to $100,000 a<br />

year and is open to any local community<br />

organisation.<br />

Chief executive Will Doughty said the<br />

council would need to consult on a<br />

targeted rate as part of the annual plan or<br />

Long Term Plan process.<br />

While the council had an obligation to<br />

fund the museum, it may need to consider<br />

achange to its strategic priorities to put<br />

more of focus on arts and culture.<br />

The advantage of funding the museum<br />

and the Mayfair separately, would leave<br />

more funds available in the discretionary<br />

fund for community organisations, he said.<br />

Deputy Mayor Julie Howden said the<br />

museum played avaluable role in the<br />

community in preserving the past and<br />

storing archives.<br />

The councillors also discussed whether<br />

to revise the criteria for the discretionary<br />

fund.<br />

Options included setting alimit of<br />

$10,000 for asingle grant and whether to<br />

divide funds across different categories<br />

including sports, the arts and community<br />

organisations.<br />

Councillor Howden said councillors<br />

tried to ‘‘cover all the bases’’ anyway.<br />

It was also suggested acouncillor be<br />

appointed to screen the applications, a<br />

role Cr Vicki Gulleford has been filling.<br />

The Kaikōura Museum is run by the<br />

Kaikōura Historical Society and has been<br />

housed on the ground floor of the council<br />

building since November 2016.<br />

The former Mayfair Theatre suffered<br />

extensive damage in the 7.8 magnitude<br />

earthquake in 2016.<br />

After extensive fundraising, it reopened<br />

in 2020 as an arts and culture centre,<br />

hosting art exhibitions and live shows, as<br />

well as movie screenings.<br />

Staff will now bring areport to the<br />

August council meeting for councillors to<br />

consider ahead of next year’s annual plan<br />

process.<br />

Lieve Bierque and members of the<br />

district’s RSAs and the<br />

The highlight of the<br />

Ambassador’s visit was the<br />

ceremonial placement of the<br />

Elisabeth Plaques in the Rangiora<br />

RSA.<br />

These plaques, named after<br />

Queen Elisabeth of Belgium,<br />

commemorate the extraordinary<br />

contributions of foreign women<br />

who aided Belgian refugees and<br />

the military during the Great War.<br />

Mr Gordon expressed immense<br />

pride in Rangiora RSA being<br />

chosen as the site for these<br />

significant plaques.<br />

Brick builders enjoy four days of creativity<br />

Four wet days didn't deter builders of all<br />

ages attending the Kaikōura brick event<br />

during the second week of the holidays.<br />

Over 500 people visited the event in the<br />

Kaikoura Memorial Hall which was<br />

packed full of brick creations.<br />

The Supreme winner was Jacki Karl<br />

with her Flipside build on amirror,<br />

while her grandson Theo Camillo­Nunes,<br />

aged 9, was runner up with his build, a<br />

racing kart. It is an upload of aphoto for<br />

participants to brick.<br />

Afocus was putonMOC builds —my<br />

own creation —with brick builds from<br />

ages ranging from 3toover 80 on display.<br />

There was ahuge fairground, abig<br />

Avengers world and almost every brick<br />

ship you can get.<br />

The Waimakariri Community Arts<br />

Council (WCAC) has announced a<br />

schedule of seven concerts.<br />

They will be held in the Rangiora<br />

Library’s Chamber Gallery beginning<br />

on Sunday, <strong>July</strong> 28, at 4.30pm with<br />

Cathy Irons in Douce Ambiance Jazz<br />

Trio, featuring Cathy on violin, Dan<br />

Robertson on piano, and Dougal<br />

Canard on bass, playing jazz classics.<br />

The next concert is Sylvia Jiang,<br />

considered to be one of New<br />

Zealand’s most notable emerging<br />

young pianists. Her Chamber Gallery<br />

concert is on Friday, August 2, at<br />

7.30pm.<br />

World­class musicians Jun<br />

Boutery­Ishido (on piano) and<br />

Matilde Loureiro (on violin), firm<br />

favourites with Chamber Gallery<br />

audiences, will play Bach, Bartok<br />

and Beethoven on Wednesday,<br />

On Sunday, September 1, the<br />

Christchurch father and daughter<br />

Anna Maksymova (piano) and Valeriy<br />

Maksymova (violin/viola) will<br />

Cathy Irons will return later in the<br />

month with the Cathy Irons String<br />

Borodin on Friday September 27,<br />

with the concert starting at 7.30pm.<br />

On Thursday, October 24 awardwinning<br />

musicians Muriwai­Ariana<br />

Tikao (KāiTahu) and Bob Bickerton<br />

will perform aconvergence of Māori<br />

and Celtic musical traditions through<br />

Celtic harp, vocals and Taonga<br />

puoro, at a7.30pm concert.<br />

The final concert announced on the<br />

WCAC’s schedule is the Dan Costa<br />

Quartet featuring Portuguse, Italian,<br />

British­born, Dan Costa who has<br />

assembled an all­star band of New<br />

Zealand musicians to showcase his<br />

original compositions and Latin<br />

influenced jazz piano style.This<br />

concert is on Wednesday, November<br />

Car wash fundraiser<br />

Young footballers will be turning their<br />

footwork to adifferent discipline on<br />

Saturday, August 3, when they run acar<br />

wash at Versatile Garages.<br />

The Rangiora High School 1st 11 is<br />

raising funds to travel to the national<br />

football boys tournament in Auckland<br />

from September 2to6.<br />

There are 32 Teams participating in<br />

various venues around Auckland<br />

The team just missed out on automatic<br />

qualification for the tournament, but<br />

having beaten two of the four sides that<br />

qualified, the school applied for awild<br />

card entry which was awarded.<br />

The team finished second in its initial<br />

pool in the local competition, and is now<br />

playing in the Premier grade.<br />

It also beat Christs College 1­nil to win<br />

the Connectics Challenge Shield for the<br />

first time in the school's history.<br />

The Rangiora High School team has<br />

already defended the shield once, and<br />

has to continue to put it on the line each<br />

week.<br />

It’s hoped to raise as much money as<br />

they can at the carwash to help cover<br />

flights and accommodation.<br />

Collection takes the viewer on ajourney<br />

of discovery through the natural beauty of<br />

Aotearoa as seen through the<br />

photographic lens of Emanuele Del<br />

Buffalo.<br />

It is adeclaration of love for New<br />

Zealand by Emanuele, who was born in<br />

Italy.<br />

‘‘The photographs (in this exhibition)<br />

are the result of many years of waking up<br />

early, getting cold, getting wet and staying<br />

up most of the night, exploring the<br />

magnificent sceneries throughout the<br />

seasons and meticulously choosing those<br />

that most represent this paradise on<br />

earth,’’ he says.<br />

The award­winning landscape, wildlife<br />

and travel photographer, who now lives in<br />

Christchurch, is founder of the EDB<br />

Photography Lab, and began his close<br />

bond with New Zealand in 2011 when he<br />

arrived in Christchurch which had been<br />

devastated by earthquakes.<br />

His skill in composition and lighting<br />

enables him to convey the most intricate<br />

details of nature in his photographs, while<br />

his passion for the natural world also<br />

translates into his photography, giving his<br />

work asense of authenticity and depth<br />

that has resonated with viewers<br />

worldwide.<br />

The Collection also includes some of<br />

Emanuele’s captivating iris photography.<br />

This year organisers are taking<br />

MainPower Stadium in Rangiora to<br />

show indoor and outdoor exhibits.<br />

They say the event is afantastic<br />

opportunity for both young people<br />

and those seeking acareer changeto<br />

explore local career opportunities<br />

and connect with professionals from<br />

various industries.<br />

Aimed at the <strong>North</strong> <strong>Canterbury</strong><br />

community, the expo will showcase<br />

local employers and educational<br />

institutions within the region from<br />

Hanmer to Oxford to Kaiapoi.<br />

Roading targeted<br />

Councillors hope to complete at least<br />

some of their ambitious roading<br />

programme after belatedly adopting the<br />

Hurunui Long Term Plan on Monday,<br />

<strong>July</strong> 15.<br />

The Hurunui District Council had<br />

deferred adopting the 10­year budget for<br />

the region by the June 30 deadline, after<br />

it failed to get the level of funding it<br />

sought from Waka Kotahi New Zealand<br />

Transport Agency.<br />

But councillors accepted a<br />

recommendation from council chief<br />

executive Hamish Dobbie to stick with an<br />

average rates rise of 10.98 percent, so the<br />

council could at least complete some of<br />

its roading programme.<br />

While Waka Kotahi’soverall funding<br />

had increased, Hurunui’s allocation was<br />

not enough to fund the upgrades needed<br />

to ensure the resilience of the district’s<br />

roading network, Mr Dobbie said at a<br />

council meeting on June <strong>25</strong>.<br />

But Waka Kotahi director regional<br />

relationships, James Caygill, said the<br />

Hurunui District Council’s funding<br />

request for the next three years was too<br />

costly.<br />

He said it was almost double the<br />

council’s funding allocation for the<br />

2021/24 period.<br />

Councillors adopted the Long Term<br />

Plan on Monday with 10 votes in favour,<br />

while councillor Garry Jackson<br />

abstained.<br />

CrJackson said he could not support<br />

increasing staffing costs above the level<br />

of inflation, while he found the proposals<br />

for the development of the Queen Mary<br />

Heritage Reserve in Hanmer Springs did<br />

not meet the ‘‘standard of rigor’’ in<br />

financial management expected.<br />

Mayor Marie Black said she was<br />

pleased with the Long Term Plan<br />

process.<br />

‘‘This is apiece of work we have been<br />

involved in for avery long time, as<br />

elected members, in partnership with<br />

our staff and with our community.<br />

‘‘We tried something alittle bit<br />

different by going out as elected<br />

members and engaging directly with our<br />

community and on reflection Ithink it<br />

was agood decision.’’<br />

The council had consulted on a<br />

proposed average rates rise of 12.37%,<br />

before instructing staff to go through the<br />

budgets with afine tooth comb.<br />

The staffing allocation was pruned<br />

back from 155.41 to 150.05 full time<br />

equivalents and the councillors’ mileage<br />

allowance also had atrim.<br />

But the pain is expected to continue,<br />

with a14.49% rates hike predicted for the<br />

20<strong>25</strong>/26 financial year.<br />

The council consulted on investment in<br />

roading, the development of the Queen<br />

Mary Historic Reserve and rating for<br />

stormwater activities.<br />

Provision has also been made to<br />

replenish the coastal bund at Amberley<br />

Beach. Abund is atype of embankment<br />

which protects against the sea.<br />

Amberley Beach ratepayers will be<br />

levied $303.56 ayear, an increase from<br />

$<strong>25</strong>8.83 ayear, which was requested by<br />

the residents’ group.<br />

Chief financial officer Jason Beck said<br />

the council had received an<br />

‘‘unmodified’’ report from Audit New<br />

Zealand, which concluded the<br />

information provided in the Long Term<br />

Plan was ‘‘fit for purpose’’.<br />

Lobby group ponders future<br />

With its mission accomplished, acoalition<br />

of councils is considering its future.<br />

The group Communities for Local<br />

Democracy (C4LD) was established to<br />

oppose the previousGovernment’s<br />

proposed water reforms.<br />

But with the legislation now scrapped,<br />

Waimakariri Mayor and co­chairperson<br />

Dan Gordon said it was time to look<br />

ahead.<br />

‘‘Yes, we intend to discuss with the<br />

member councils C4LD’s future, now that<br />

its core mission has been achieved.<br />

‘‘Right now the sector is focusing on the<br />

Coalition Government’s water and other<br />

reforms.’’<br />

He said the Government’s approach<br />

closely aligned with C4LD’s preferred<br />

model, ‘‘as set out in our submissions to<br />

the select committee that considered the<br />

previous Government’s legislation’’.<br />

While the task of lobbying Government<br />

was normally taken up by Local<br />

Government New Zealand, regional<br />

organisations like mayoral forums, or<br />

direct discussions with Government, Mr<br />

Gordon said there could be arole for<br />

C4LD going forward.<br />

‘‘But we are yet to have that<br />

discussion.’’<br />

No date has been set for the group’s<br />

next meeting, but Mr Gordon said the<br />

group planned to set adate ‘‘in due<br />

course’’.<br />

Car parking needs to be ‘‘accessible<br />

and user­friendly’’, say Rangiora and<br />

Kaiapoi business owners.<br />

The Waimakariri District Council is<br />

planning to develop parking<br />

management plans for the district’s<br />

two main town centres over the next 12<br />

to 18 months.<br />

Kaiapoi Promotions Association<br />

acting chairperson Martin Pinkham<br />

said parking has not been adequately<br />

provided for as the town centre has<br />

developed.<br />

Mr Pinkham said the situation was<br />

‘‘complicated’’ as the main shopping<br />

area was centred on the town’s main<br />

access route, Williams Street, which<br />

had around 15,000 vehicle movements<br />

aday.<br />

‘‘People who are abit older don’t like<br />

parking in the main street because<br />

they don’t feel safe.’’<br />

He said the car park behind the<br />

Ruataniwha Kaiapoi Civic Centre and<br />

Library was often full, while the recent<br />

commercial developments to the north<br />

of the river were developed without<br />

adequate parking.<br />

New sub­divisions such as<br />

Silverstream and Sovereign Palms<br />

were several kilometres from the town<br />

centre and there was no viable public<br />

transport system to provide<br />

connections.<br />

Mr Pinkham suggested ashuttle<br />

service could be introduced to support<br />

the growth in Kaiapoi and Rangiora.<br />

Rangiora’s town centre also has its<br />

challenges, but local business owner<br />

Karl Howarth said there were good<br />

parking options, for now.<br />

‘‘I don’t think there is amassive issue<br />

with parking at the moment,’’ Mr<br />

Howarth said.<br />

‘‘But we want to keep avibrant town<br />

centre and we don’t have aviable<br />

public transport service, so people are<br />

reliant on their cars.’’<br />

He said aparking building needed to<br />

be part of the council’s long term<br />

planning.<br />

Speaking at last week’s council<br />

meeting, the council’s strategy and<br />

programme senior advisor Heike<br />

Downie said $80,000 has been set aside<br />

in the <strong>2024</strong>/34 Long Term Plan to<br />

develop the parking management<br />

plans.<br />

She said the National Policy<br />

Statement for Urban Development<br />

removed the requirement for private<br />

developers to provide parking, which<br />

placed pressure on existing parking<br />

supply.<br />

The potential for aparking building<br />

in Rangiora was identified in the<br />

council’s <strong>North</strong> of High Street<br />

Development Plan, developed<br />

following the 2010 and 2011<br />

earthquakes.<br />

Council staff have already held<br />

workshops with the Kaiapoi­Tuahiwi<br />

and Rangiora­Ashley community<br />

boards and planned to engage with<br />

local businesses over the next few<br />

months.<br />

Acommunity survey was also<br />

planned, Ms Downie said.<br />

Rural access threatened as bridges age<br />

Future access to rural communities could<br />

be under threat if <strong>North</strong> <strong>Canterbury</strong>’s<br />

ageing bridges are not addressed.<br />

Hurunui District Council chief<br />

executive Hamish Dobbie says ageing<br />

bridges across the region will cost millions<br />

to replace, but councils can't afford to do<br />

the work alone.<br />

He says many of the bridges and culverts<br />

around New Zealand were built by the<br />

former Ministry of Works in the 1950s to<br />

1970s to open up New Zealand’s rural<br />

hinterland.<br />

It means the bridges are starting to come<br />

to the end of their life.<br />

But there has beensignificant<br />

underfunding in infrastructure since the<br />

1970s, with councils left to pick up the<br />

slack.<br />

The Hurunui district alone has 286<br />

bridgesand culverts, with around onethird<br />

needing to replaced over the next 30<br />

years.<br />

‘‘We probably need about $3 million a<br />

year just for bridges,’’ Mr Dobbie says.<br />

‘‘At the moment we get $200,000 ayear<br />

for bridge maintenance.’’<br />

The bridges in need of upgrades include<br />

Conway River bridge on Inland Road,<br />

estimated to cost around $20 million, to<br />

smallerbridges and culverts expected to<br />

exact ‘end­of­life’ dates for abridge for a<br />

variety of factors, and hence predictions in<br />

Waka Kotahi has abridge inspection<br />

process to ensure state highway bridges<br />

and culverts are inspected every two<br />

years.<br />

‘‘In some cases this may mean placing<br />

speed or weight restrictions on some<br />

bridges, at which point operatorsofoverweight<br />

vehicles may have to use<br />

alternative routes better suited to them.’’<br />

Speed and weight restrictions are only<br />

employed as alast resort, the<br />

spokesperson says.<br />

Apprenticeship<br />

applications open<br />

Applications are now open for the<br />

Pāmu Apprenticeship Scheme,<br />

which will open the door to acareer<br />

in farming for nine successful<br />

applicants.<br />

The scheme is set to begin next<br />

Januaryand people interested have<br />

until next Wednesday, <strong>July</strong> 31, to<br />

apply.<br />

The successful applicants will live<br />

on Aratiatia in Taupō,one of 110<br />

State­Owned Enterprise (SOE)<br />

Pāmu farms, and earnwhile they<br />

learn.<br />

They will need to have apassion<br />

for animals, commitment to safety,<br />

and willingness to workoutdoors in<br />

all weather conditions.<br />

Experience in the first year covers<br />

livestock, dairyand machinery.<br />

Participants will be supported to<br />

worktowards their level three and<br />

four NZ Certificates in Agriculture<br />

qualification.<br />

In the second year,the<br />

apprentices will get aplacement<br />

within the Pāmu farming networkas<br />

adairyassistant or ashepherd’s<br />

general position.<br />

looking for diversity and will<br />

consider anyone keen to work in<br />

agriculture over the age of 16.<br />

‘‘This is agreat opportunity to<br />

learn from experienced farmers and<br />

industry­specialist trainers who are<br />

committed to helping young people<br />

succeed,’’ he says.<br />

As part of the programme,<br />

apprentices will live in shared<br />

housing, repurposed from existing<br />

infrastructure on­farm, fostering a<br />

supportive community environment<br />

as they learn to navigate life and<br />

work.<br />

‘‘We have adedicated<br />

apprenticeship scheme manager to<br />

help participants get used to the<br />

world of work and we will support<br />

learning,’’ Carl says.<br />

The Pāmu Apprenticeship Scheme<br />

is not just about training young<br />

farmers.<br />

‘‘It is setting them up for the<br />

interest in growing the workforce of<br />

Nick McArthur from Tiki Wines, is the<br />

<strong>2024</strong> <strong>North</strong> <strong>Canterbury</strong> Young<br />

Viticulturist of the Year.<br />

The <strong>25</strong>­year­old Operations Manager<br />

at Tiki Wines, won the award following<br />

acompetition held at Waiata Vineyards<br />

at Waipara earlier this month on <strong>July</strong> 1.<br />

Nick will represent the region in the<br />

National Final to be held at the<br />

Escarpment Winery in Martinborough,<br />

on August 28, where he will compete for<br />

the overall title of <strong>2024</strong> Young<br />

Viticulturist of the Year.<br />

The national winner will be<br />

announced at the Altogether Unique<br />

<strong>2024</strong> industry Celebration Dinner at Te<br />

Papa the following evening.<br />

The winner will receive aFord<br />

Ranger for ayear, a$6000 Ecotrellis<br />

Travel Grant and Leadership Week.<br />

ABioStart Hortisports winner will<br />

also be announced along with other<br />

Volunteerssought for weeding in riverbed<br />

The Ashley­Rakahuri Rivercare<br />

Group (ARRG) is calling for volunteers<br />

to help the endangered birds who<br />

breed along the Ashley­Rakahuri<br />

River, by taking part in two weed<br />

removal days next month.<br />

Weed invasion is abig problem for<br />

the birds breeding along the river, in<br />

the Ashley­Rakahuri Regional Park,<br />

because they will only nest on weedfree<br />

gravel, so it is important to clear<br />

the weeds beforethe startofthe<br />

breeding season.<br />

Previous volunteer days, held<br />

earlier this year to clear weeds from<br />

the most favoured nesting sites have<br />

been successful and enjoyable, says<br />

ARRG volunteer Nick Ledgard.<br />

‘‘This is mainly because the<br />

dominant weed, yellow lupin, is<br />

readily removed by hand.<br />

‘‘It is also an excellent opportunity<br />

The next weed­pulling volunteer<br />

bridge in Rangiora.<br />

Those interested in volunteering<br />

can gather in the picnic area at the<br />

south end of the bridge.<br />

The weed­clearing area is in easy<br />

walking distance, so anyone, of any<br />

age, is welcome, but please do not<br />

bring your dog.<br />

Gloves will be needed, and asmall<br />

handsaw and/or grubber might be<br />

useful, but not essential.<br />

‘‘Make sure you have appropriate<br />

clothing for the day, plus footwear<br />

(which might get wet),’’ Nick says.<br />

‘‘There is no need to register your<br />

interest –just turn up by 9am.’’<br />

And let’s face it: every electronic<br />

device, mechanised tool and EV transport<br />

requires lithium/cobalt and rare metals to<br />

make them work.<br />

Yet all pundits, experts and many<br />

commentators seem to be asking ‘what is<br />

the most immediate system to hold<br />

greenhouse gas emissions at low levels<br />

while alternative fuels and technology<br />

catch up?’<br />

Technology nerds need time, plant set<br />

up and production of materials to make it<br />

work.<br />

Practical, common sense solutions sit<br />

right under the noses of thepublic and<br />

their leaders —namely in the waste<br />

streams, landfills, community recycling<br />

yards, wood­based products and forestry<br />

residues.<br />

It is this country’s basic resource: trees.<br />

And while we are at it, let’s not forget<br />

trees sequester carbon. Timber products<br />

retain carbon.<br />

That energy from wood biomass emits<br />

under a20th of greenhouse gasses<br />

compared to coal.<br />

Converted coal burning boilers,<br />

throughout the Otago­Southland area,<br />

including Fonterra plants, now burn wood<br />

chip and pellet fuels.<br />

Yet adrive around cut­over harvested<br />

forests finds they sport heaps of rotting<br />

slash on landings and skid sites.<br />

Researchers have estimated only about<br />

<strong>25</strong>% of wood residues have been<br />

processed into chip fuels for heat energy.<br />

There has so far been nil response from<br />

firms involved with biomass production,<br />

such as Pioneer Energy, who had been<br />

trialling use of wilding pine in the Pukaki<br />

area. It is now involved with amajor<br />

South Otago windfarm.<br />

annual National Fencing Field Day at the<br />

National Fencing Field Day showcases<br />

the latest fencing products, tools and<br />

machinery for rural, residential and<br />

security fencing, allowing attendees to see<br />

equipment and techniques in action,<br />

watch industry best practice<br />

demonstrations, and participate in awide<br />

range of competitions.<br />

FCANZ mission is to raise the profile of<br />

fencing as arecognised trade that<br />

Ashley was in this game for the<br />

full 80 minutes and will rue the<br />

lack of kicking success in the<br />

first half.<br />

These opportunities would<br />

have provided additional and<br />

timely momentum to get them up<br />

for apossible win over Kaiapoi.<br />

In the opening spell,Ashley<br />

scored two well executed tries to<br />

Kaiapoi’s one, but Kaiapoi went<br />

to the break 11­10 ahead after<br />

adding two penalty goals.<br />

movement that started from the<br />

kick off.<br />

From that point however,<br />

Ashley knuckled down to the job<br />

in hand. The forwards took the<br />

battle to their opponent and<br />

began to dominate at scrum<br />

After eight minutes they were<br />

rewarded with atry scored by<br />

centre Corban Mechen following<br />

aclever pass from fullback<br />

Anthony Tavendale that put him<br />

clear.<br />

Two handy penalty attempts<br />

from Ashley in quick succession<br />

were not converted but when<br />

given the same opportunity<br />

shortly after, Taine Lawson's<br />

penalty attempts were<br />

successfulfor Kaiapoi and took<br />

them out to an 11­5 advantage.<br />

The Ashley forward<br />

dominationcontinued and on<br />

the cusp of half time they were<br />

rewarded with aMatt Couch try.<br />

This came after he pounced on a<br />

gap in the Kaiapoi defence.<br />

Kaiapoi’s second half began<br />

with purpose.<br />

With the score at 19­15 and<br />

still 20 minutes to run, the<br />

Kaiapoipack began to return the<br />

favour that Ashley had dealt to<br />

them in the first half.<br />

Its domination effectively kept<br />

it on attack.<br />

With 10 minutes to run, Ashley<br />

broke out with aTavendale kick<br />

that gaveAshley an attacking<br />

chance deep into the Kaiapoi<br />

territory.<br />

Successfully repelled by<br />

Kaiapoi, it had the last say with<br />

another penalty to Lawson in<br />

injury time giving them aseven<br />

point advantage.<br />

There were few stars in this<br />

game. Kaiapoi number eight<br />

Chris Smith was always present<br />

for his team’s off the ruck and<br />

maul moves, Lance Taylor<br />

always read the defence lines<br />

well at full back, and the<br />

accurate boot of Taine Lawson<br />

were features.<br />

<strong>Canterbury</strong> round robin<br />

championship.<br />

This had included a<br />

comfortable win over Ohoka.<br />

Ohoka had an encouraging<br />

start to its season and at one time<br />

had headed its division in the<br />

country­wide competition, but<br />

has struggled in recent times.<br />

For an all­ important <strong>North</strong><br />

<strong>Canterbury</strong> semi­ final, Ohoka<br />

threw everything at the<br />

combined side in the first half ,<br />

taking the early exchanges to<br />

them.<br />

They kicked two penaltygoals<br />

before Glenmark­Cheviot<br />

responded with aconverted try.<br />

The second half however<br />

belonged to Glenmark­Cheviot<br />

when it realised Ohoka had<br />

come to play and to win. The<br />

forwards began to dominate and<br />

laid aplatform to run in four<br />

more tries to win 34­6.<br />

<strong>North</strong> <strong>Canterbury</strong> riders take top trophies<br />

<strong>North</strong> <strong>Canterbury</strong> competitors scooped<br />

several of the top trophies on offer at<br />

the final of the <strong>Canterbury</strong> ATV<br />

Association's three­round TT<br />

championship last Sunday.<br />

Despite the day starting out cold,<br />

foggy and muddy underfoot, alarge<br />

contingent of <strong>North</strong> <strong>Canterbury</strong> racers<br />

showed up to the track near Rolleston<br />

determined to dominate their classes.<br />

Amberley father and daughter<br />

combination, Ian Ffitch and Jordis<br />

Dillon, both scored multiple top<br />

placings to win their categories<br />

outright.<br />

Jordis won the women’s class while<br />

Ian picked up the 450 and the Premier<br />

class trophies.<br />

Apupil at Avonside Girls, Jordis,<br />

aged 18, says this year she found the<br />

competition in the women’s class of the<br />

TT series very challenging.<br />

‘‘There was never an easy moment<br />

when challenging some of the women I<br />

was up against. It was the same for all<br />

competitors racing in this TT series, as<br />

there were many great battles to watch<br />

in all classes.’’<br />

She says it was great to see more<br />

women racing at the event.<br />

‘‘To see the numbers of women<br />

competing grow, in what used to be a<br />

male­dominated sport, was also a<br />

pleasing observation for me and great<br />

for the sport.<br />

‘‘I'm very happy with my results as it<br />

is only my first year in the women’s<br />

class since I’ve moved up from juniors<br />

last year.’’<br />

Association president and Jordis’s<br />

father, Ian Ffitch is along­time<br />

campaigner in the off­road motorsport.<br />

He’s been competing in ATV races<br />

for over 30 years, starting in the 1980s,<br />

and he says he still loves it.<br />

‘‘It was great to see Jordis dominate<br />

the woman’s category, watching her<br />

win 10 out of the 11 races held over<br />

three rounds of the annual TT<br />

competition was so special.<br />

‘‘She will be someonetowatch out<br />

for at the national level in the coming<br />

years.”<br />

He says overall it was another<br />

successful TT series, which was<br />

enjoyed by all age groups and families.<br />

‘‘There was alot of good hard racing<br />

over the series, racing on three<br />

different track types.’’<br />

The first round was held in Oxford<br />

and was swift and flowing.<br />

Round two was held in Timaru on a<br />

very tight and technical track, and the<br />

final round at Rolleston, amixture of<br />

both the other tracks.<br />

‘‘The day started out with the track<br />

greasy from overnight rain and lowhangingfog,<br />

before quite afew holes<br />

appeared making it pretty rough later<br />

in the day.<br />

‘‘It was good to see young talent<br />

coming through in all the grades,but<br />

most importantly everyone having<br />

fun.’’<br />

The <strong>Canterbury</strong> ATV Association is<br />

the oldest and largest ATV Club in the<br />

country and attracted good fields in all<br />

their age categories for the final of<br />

three rounds of the annual club TT<br />

Championship. They will be hosting<br />

the New Zealand TT nationals in early<br />

September.<br />

Leaders in the Forestry IndustriesAssociation<br />

and Forest Owners Association have attempted to<br />

point out the benefits of timber as amajor national<br />

industry and mitigation for climate change, but<br />

with little political impact. It is the one immediate<br />

available resource to cut carbon emissions,<br />

according to past NZFOA president Grant Dodson,<br />

of Dunedin City Forests.<br />

It also believes multi­story buildings would<br />

benefit by substituting engineered timber beams<br />

for construction purposes.<br />

Plants in both islands are producing laminated<br />

products suitable for local projects. Little need to<br />

import steel products from overseas.<br />

Yet designers and engineers insist on imported<br />

steel beams and other mined metals in their plans.<br />

And we now learn schemes are afoot to erect<br />

mega wind farms in the southern provinces using<br />

traditional steel towers, yet some 88 countries are<br />

seriously looking at wood­based towers following a<br />

Swedish design.<br />

It is plainly obvious we have the expertise to halt<br />

our own emissions using our natural and exotic<br />

forestry resources.<br />

Perhaps Shane Jones could latch on to the<br />

proposed Fast­track Bill to pave the way for the<br />

Australian Foresta Group to set up its Bay of Plenty<br />

plant to produce torrefied wood pellets, chemicals<br />

and rosins to boost our on­shore forestry industries.<br />

Two plants are being investigated in the South<br />

Island.<br />

Huntly Power Station has stated that it much<br />

preferred to burn wood pellets instead of coal for<br />

electricity generation.<br />
