SWCS approves contract with Hilliard attorney By Dedra Cordle Staff Writer The South-Western City Schools District has retained the services of a Hilliard-based lawyer through the end of the year. At a special meeting held on July 22, the board of education approved a service agreement with Omar Tarazi, of Tarazi Law. The agreement will run from July 22, 2024 through Dec. 31, 2024 with the option of a one-year renewal. The decision to retain the legal services of Tarazi, a former member of the Hilliard City Council, was not unanimous. Board members Chris Boso, Julie Liskany, and Dense D’Angelo Steele voted in favor of the service agreement. Board member Camille Peterson voted against it. Board member Kelli Martindale was absent from the meeting. Peterson said she voted against approving the contract with Tarazi for a number of reasons. They include allowing the new superintendent, Randy Banks, the opportunity to “build rapport” with the board without legal counsel in the background; her lack of involvement in a board decision to solicit the legal services of Tarazi; and what she feels is a lack of fiscal responsibility to the taxpayers. “I do question if we are honestly being financially responsible with the district and taxpayers’ funds when we are voting on a contract for this purpose or expense,” she said. According to the service agreement, Tarazi will be compensated with a flat rate of $9,000 per month for routine services. This includes attending regular and special board meetings at the request of the board president; drafting legislation upon request of the board or administration; and drafting routine documents, legal memoranda, and legal opinions as requested by the board or administration. The routine services also include providing legal advice on public law; responding to district officials about legal matters; and providing legal training for school board members and administrators. services are described as any legal service that is not<br />
covered under the routine category. Non-routine services<br />
will have to be authorized by the board.<br />
Additional provisions in the contract state that<br />
Tarazi may charge the district for expenses incurred<br />
on its behalf. This may include, but is not limited to,<br />
the duplication of binding documents; telecopy; telefax;<br />
fax and long-distance telephone calls; postal services;<br />
and expenses for computerized legal research and<br />
other business expenses as approved by the board.<br />
Tarazi has provided legal services to the district<br />
since January of <strong>2024</strong>. He was contacted by D’Angelo<br />
Steele who says the board wanted clarification and<br />
guidance on how to navigate a significant personnel<br />
matter. That personnel matter was the investigation<br />
into an elementary school principal and a school nurse<br />
who were accused of improperly handling a suspected<br />
case of child abuse. The board later cleared the principal,<br />
Jenniffer Kauffeld of Buckeye Woods Elementary,<br />
of wrongdoing, The legal matter with the nurse is still<br />
unresolved.<br />
D’Angelo Steele said during the meeting that she<br />
reached out to Tarazi because she did not feel as if the<br />
board, which had just sworn in three new members<br />
that month, were receiving sufficient information to<br />
guide them through the legal process.<br />
“When we were brought onto this board, a lot was<br />
thrown at us and we needed clarity that we were not<br />
getting,” she said. “We were trying to answer a lot of<br />
your questions (about the matter), answer a lot of your<br />
emails, and we needed some help.”<br />
At the time, the board did not vote on approving a<br />
contract with Tarazi. His legal services were approved<br />
via a verbal motion under an item for discussion.<br />
Peterson also did not vote in favor of the motion, stating<br />
that she was not involved in his selection to provide<br />
legal services to the district.<br />
In March, Tarazi assisted the district in the search<br />
for a new superintendent following the retirement of<br />
Dr. Bill Wise. According to district officials, Tarazi<br />
worked in conjunction with search firm K-12 Business<br />
Consulting to help draft the contract for the new<br />
superintendent. The district set a budget of $75,000 for<br />
the search process. Tarazi billed the district roughly<br />
$39,000 for his legal services in the superintendent<br />
search.<br />
Since Tarazi began working for the board and district<br />
in January, he has billed the district approximately<br />
$77,000 for legal services. Included in that<br />
amount is the invoice for the superintendent search. In<br />
comparison to the other law firms and attorneys the<br />
district employs, the district has paid $112,000 to Rich<br />
& Gillis; $102,000 to Bricker Graydon; $10,000 to Ice<br />
Miller Law; $5,000 to Zeiger, Tigges, and Little LLP;<br />
and $1,000 to Scott Scriven. The district also uses the<br />
services of Frost Brown Todd but the Columbus-based<br />
law firm has yet to bill the district as of June 30.<br />
The employment of Tarazi has raised the ire of<br />
some members of the community. All of the seats at<br />
the special meeting, which was held at the South-<br />
Western Career Academy’s event center, were filled. A<br />
majority of the crowd were holding signs expressing<br />
their displeasure at the board’s decision to approve the<br />
service agreement with Tarazi.<br />
Chandra Fredrick called the employment of Tarazi<br />
a “gross misuse” of taxpayer dollars.<br />
“He is making more money than our teachers do,”<br />
she said.<br />
She explained that she does not have an issue with<br />
the district spending money on legal representation,<br />
nor does she have an issue with the district employing<br />
a number of law firms and attorneys. She said what<br />

concerns her about the employment of Tarazi is his<br />
“lack of experience” in education law.<br />
“He is not experienced in education law, and that<br />
law firm that he runs out of his home office is not an<br />
education law focused firm,” she said. “All of the other<br />
law firms that the district uses are experienced in education<br />
law. That is what they have been doing for our<br />
district for a long time. They handle the personnel<br />
issues, they handle workers compensation, they handle<br />
the hirings and firings, and they handle financial<br />
issues and lawsuits. Omar Tarazi is not experienced in<br />
any of that.”<br />
The Grove City <strong>Messenger</strong> reached out to Tarazi,<br />
who was not present at the special meeting, to inquire<br />
about his experience in education law and his schoolbased<br />
clientele. He has not provided a response as of<br />
press time. On the Tarazi Law website, it states that<br />
he has “successfully represented hundreds of clients in<br />
a diverse array of cases involving general business litigation,<br />
medical practice, civil rights litigation, school<br />
law, divorce, probate, criminal, appellate, and many<br />
civil cases.”<br />
According to Evan Debo, the district’s director of<br />
communications, Tarazi does have experience in education<br />
law, primarily working in the private sector<br />
with private parochial schools and non-public charter<br />
schools.<br />
Another concern that Fredrick, and several other<br />
members of the audience, had regarding Tarazi’s<br />
employment was a perceived “veil of secrecy” surrounding<br />
his services. Fredrick noted the heavily<br />
redacted public records requests that sought to explain<br />
the services he was providing to the district.<br />
“It just feels like they are trying to skirt open<br />
records laws,” she said.<br />
The board said they are not violating the Ohio<br />
Public Records Act by allowing legal matters to stay<br />
private.<br />
“It is hard to be transparent (with some of the legal<br />
cases),” said D’Angelo Steele. “I believe in HIPPA (the<br />

LaDawna Dent has always been<br />
enthralled by the sight of the big yellow<br />
school bus.<br />
She remembers with fondness all of the<br />
time she spent waiting and watching in<br />
anticipation for the vehicle to make an<br />
appearance in her neighborhood, ready to<br />
collect her two brothers and whisk them<br />
away to a place called school.<br />
“It was so fascinating to me,” she said.<br />
“To watch it travel down the road, looking<br />
so big when it stopped at our driveway,<br />
then slowly getting smaller as it disappeared<br />
over the hill.”<br />
She could not wait until she was old<br />
enough to join her brothers on that bright,<br />
beautiful and strange looking bus.<br />
When the time came for Dent to begin<br />
kindergarten, she was filled with nerves:<br />
nerves for her first day of school and nerves<br />
for her first time riding the school bus.<br />
“I was excited and unsure of what would<br />
happen, even though I knew my brothers<br />
were on the bus with me,” she said.<br />
After walking through the doors and<br />
making her way up those curved steps, she<br />
looked around with a sense of awe.<br />
“The bus seemed massive inside, windows<br />
everywhere with people you did not<br />
know,” she said.<br />
What she remembers the most from her<br />
first ride was the kindness that was shown<br />
by the bus driver, Mr. Scott.<br />
“It didn’t take long for me to feel at ease<br />
thanks to my bus driver,” she said. “He was<br />
always welcoming and looked out for everyone.”<br />
As Dent spent more time on the bus, she<br />
says she became more comfortable while<br />
riding on it. She says she even began to<br />
have fun.<br />
“Every day got better and better, and it<br />
was fun to ride that bus,” she said. “You<br />
make new friends while looking out of a big<br />
window, watching everything go by. I<br />
looked forward to it every day of school and<br />
who knew later in life I would become a<br />
driver and route supervisor myself.”<br />
Dent has been a bus driver for over two<br />
decades now and is currently employed as<br />
a route supervisor at the South-Western<br />
City School District. The district’s transportation<br />
department will soon host its<br />
annual riding event to ease the fears of its<br />
first time bus riders.<br />
Dent’s previous feelings of uncertainty<br />
on riding the big yellow school bus are<br />
shared by many in the country. It was part<br />
of the reason why the district created the<br />
First Time Riders program in 2015.<br />
“Particularly with our younger students<br />
entering preschool and kindergarten, the<br />
intent behind the First Time Riders Day<br />
was to alleviate both parent and student<br />
hesitancy and anxiety about riding the<br />
school bus,” said Evan Debo, the district’s<br />
executive director of communications. “By<br />
providing families with an opportunity to<br />
hear directly from drivers about bus procedures<br />
in and around the bus, parents and<br />
students can experience those important<br />
first time riding experiences together — providing<br />
both comfort and ease to the transportation<br />
process.”<br />
The First Time Riders Day will take<br />
place on Aug. 3 at Central Crossing High<br />
School, 3500 Big Run South Road in Grove<br />
City. The three-hour event starts at 9 a.m.<br />
and it will be divided into learning stations.<br />
In addition to meeting a few of the bus<br />
drivers and route supervisors at the transportation<br />
department, the district says participants<br />
will learn basic rules on being a<br />
passenger on the bus and important tips on<br />
how to be safe while entering and exiting<br />
the bus.<br />
A bus ride around the neighborhood will<br />
be provided for children and parents.<br />
The district will also host a<br />
Kindergarten-Parent Connect event concurrently<br />
with First Time Riders Day.<br />

Tarazi, Liskany said that Tarazi’s perspective<br />
on legal matters have proven beneficial<br />
to the board. Like D’Angelo Steele, she<br />
said the board was not breaking district<br />
policy by hiring Tarazi, nor were they violating<br />
state and federal law by not sharing<br />
all of the services he has provided to the<br />
board and district.<br />
“Tarazi Law has given this board an<br />
opportunity to see things that have been<br />
happening that we might not have otherwise<br />
seen,” she said. “He has handled<br />
many different situations that have arisen<br />
in the district and there are things we cannot<br />
discuss (publicly).”<br />
Some members at the meeting seemed<br />
unconvinced, raising questions as to why<br />
the board put the contract proposal on the<br />
Community Center, 455 S. Westgate Ave.<br />

the Southwest Public Libraries.<br />
He said the contract for Tarazi was presented<br />
to the board by outgoing superintendent<br />
Wise and the administration. He<br />
added that he felt it was necessary for the<br />
board to “get it out of the way” before<br />
Banks officially takes the position on Aug.<br />

One member of the audience disagreed,<br />
stating loudly that the board only placed<br />
the contract on the agenda to “shut them<br />
up.”<br />
Boso said they could believe what they<br />
would like but added that it was an untrue<br />
statement by the audience member.<br />

In other transportation news, the district<br />
is asking parents and guardians of<br />
students in preschool through grade 10 to<br />
complete a new transportation out-in/optout<br />
form on or before Aug. 1 at 5 p.m.<br />
According to Debo, the district created this<br />
new form so the transportation department<br />
can have an accurate ridership count to<br />
“maximize routing efficiencies among the<br />
fleet of buses.”<br />

A tail-wagging good time for inaugural Bark Bash<br />
Columbus and Franklin County Metro Parks will hold<br />
its inaugural Bark Bash from 10 a.m. to 4 p.m. Aug. 24 at<br />
Prairie Oaks Metro Park. The event promises a day of<br />
canine-centric activities and entertainment for dog lovers<br />
and their four-legged friends.<br />
In previous years, an event known as Wag! Fest, organized<br />
by an outside group, took place at the park every<br />
August. Organizers of that event announced on their website<br />
that the <strong>2024</strong> Wag! Fest had been cancelled “due to<br />
unforeseen circumstances.”<br />
“We were sad to hear WAG! Fest was cancelled and<br />
knew the dogs and people would miss the fun,” said Metro<br />
Hilltop YMCA Safety City<br />
The Hilltop YMCA will host Safety City, a free safety<br />
education program that teaches children, ages 5-7,<br />
about traffic signals, fire prevention, stranger awareness,<br />
and more. Participants will learn from local firefighters<br />
and police officers with fun, experiential activities.<br />

with National Night Out, which is celebrated across<br />

U.S. and is often overlooked as a vital part of our<br />
children’s educational journeys. However,<br />
research shows crucial brain development happens<br />
in the first five years of life, and Pre-K helps<br />
kids grow essential skills and develop a drive to<br />
learn. Beyond academics, it’s critical for developing<br />
empathy, self-regulation of emotions, expression<br />
of feelings, and more.<br />
The Hilltop Early Learning Center is now<br />
open for enrollment for its first fall session on<br />
September 5, creating a new educational offering<br />
to prepare children for kindergarten. Enrollment<br />
is free to those who qualify.<br />
“All children deserve the opportunity to learn,<br />
and by removing the standard barriers to early<br />
learning, we’re ensuring Hilltop’s children have<br />
access to a space that prepares them for success in<br />
life,” said Gina Ginn, PhD, CEO of Columbus<br />
Early Learning Centers who leads the Hilltop<br />
Early Learning Center.<br />
By working with community partners and<br />
stakeholders, the center’s curriculum will<br />
embrace the culture and traditions that define the<br />
Hilltop neighborhood.<br />
“The Center gives Hilltop families and its<br />
youth an advantage,” said Ginn. “It is designed to<br />
put children a step ahead when they enter kindergarten.”<br />

A small group of curious goats and lambs from Harrison Farm in Groveport made<br />
their way over to Town Center Park in the city of Grove City on <strong>July</strong> 19 for a little<br />
one-on-one time with yoga practitioners. For close to an hour, the farm animals<br />
supervised and helped a half-a-dozen women as they stretched and meditated and<br />
tried not to burst out laughing as the goats and sheep made themselves at home<br />
on their yoga mats. Pictured here attempting to quiet her mind as Maleficent grazes<br />
on a patch of grass near her feet is Denise Southworth. As the assistant director of<br />
the Westland Area Library, Southworth was one of the first to know that colleague<br />
Rebecca Gustafson had secured a goat yoga session for the Southwest Public<br />
Libraries summer programming for adults. She said she had always wanted to participate<br />
in a yoga session with goats roaming around and was thrilled that the<br />
library was able to bring it to the community.<br />

Proper sleep is<br />
vital for students<br />
If your child tends to doze off in class, it could be due to more<br />
than a dull lecture.<br />
Longer school days, extracurricular activities and after-school<br />
jobs make today’s students busier than ever. “Sleep debt,” or sleep<br />
deprivation, can lead to increased stress, moodiness and poor academic<br />
performance, says the Better Sleep Council.<br />
Students have less ability to learn and retain new concepts<br />
when they are sleepy. In addition, it is dangerous for that same<br />
tired student to drive to school, since sleep deprivation can lead to<br />
impaired driving abilities. The number of driving accidents caused<br />
by fatigue is increasing steadily.<br />
Getting the proper amount of sleep is just as important to a student’s<br />
health as diet and exercise. One way to be sure that your<br />
children get the proper amount of sleep is to create a comfortable<br />
sleep environment.<br />
Following are four factors that can help you create a “dreamy”<br />
sleep environment for students of any age:<br />
• Mattress and foundation – Be sure your child’s mattress and<br />
foundation meet his or her needs for support and comfort. It’s difficult<br />
to get deep, restful sleep on a mattress that is too small, too<br />
soft, too hard or too old.<br />
• Light – Light is one of the body’s most powerful time cues. A<br />
dark room is the most conducive for sleep, day or night.<br />
• Noise – Sudden, loud noises from inside or outside the home<br />
can disrupt sleep. Steady, low sounds like a fan or air conditioner<br />
are soothing because they help block out other noises.<br />
• Temperature – The ideal bedroom temperature is between<br />
60 and 65 F, or 16 to 18 C.<br />
Each school year floats on a sea of schedules – from<br />
homework assignments to band practice and even<br />
study hall.<br />
Developing good organizational skills are a key<br />
ingredient for success in school and beyond. While<br />
some children may be naturally more organized than<br />
others, there’s no need to worry if your child is more of<br />
a “messy Marvin” than a “neat Nancy.” Parents can<br />
put routines and systems in place to help children<br />
become more organized. Follow these strategies to help<br />
you get started:<br />
• Designate a “study space.” Children should study<br />

• Allocate a “study time.” Setting aside the same<br />
time every night for studying and doing homework will<br />
make it easier for children to approach the task.<br />
• Get into the planner habit.<br />
Parents should enlist the help of teachers as children<br />

help reinforce the planner habit in the classroom.<br />
Organization is the key to school success, and a few<br />
steps is all it takes to help children move to the head<br />
of the class this year.<br />

Undersea Vehicle Group<br />
1, the Navy’s first<br />
unmanned undersea command.<br />
Scott graduated from<br />
Westland High School in<br />
2006.<br />
The skills and values<br />
needed to succeed in the<br />
Navy are similar to those<br />
found in Galloway.<br />
“In my hometown, I<br />
learned to be patient and<br />
how to work well as a<br />
team,” said Scott. “These<br />
lessons helped me grow<br />
and have a successful<br />
career in the Navy.”<br />
Scott joined the Navy<br />
Chief Petty Officer Kevin Scott<br />
16 years ago. Today, he<br />
serves as a logistics specialist<br />
(submarines).<br />
“I joined the Navy for a new challenge in my life and to prepare<br />
myself for a better future,” said Scott. “My roommate was going to<br />
be an explosive ordnance disposal technician, but he didn’t have a<br />
car, so I was taking him to the recruiter all the time. The recruiter<br />
talked to me about joining too. I challenged the recruiter to get me<br />
shipped out ASAP and I was at boot camp a week and a half later.”<br />
Established in 2017, Commander, Unmanned Undersea<br />
Vehicle Group 1 operates rapidly deployable unmanned undersea<br />
vehicles to further the Navy’s underwater capabilities and learn<br />
more about the sea from information provided by the vehicles’ sensors,<br />
according to Navy officials. These unmanned vehicles can go<br />
into environments that a human crew may not be able to safely or<br />
easily reach.<br />
Based in Keyport, Washington, Unmanned Undersea Vehicle<br />
Group 1 operates various types of autonomous vehicles. The<br />
sailors assigned to the unit are able to quickly modify and adapt<br />
the vehicles to fit the tasks set for them, personifying the command’s<br />
motto to “extend the reach” of the Navy’s manned vehicles,<br />
Navy officials said.<br />
Scott has many opportunities to achieve accomplishments during<br />
military service.<br />
“One of my proudest accomplishments in the Navy is having<br />
one of the most successful integrated logistics overhauls in the<br />
past 10 years,” said Scott. “I’m also proud of being part of the reason<br />
my junior sailors have advanced to the next pay grade and<br />
bettered their lives and careers. It’s like watching your kids grow<br />
up and be successful or watching them do well on their path.”<br />
Scott can take pride in serving America through military service.<br />
“Serving in the Navy means I am part of the reason my family<br />
and loved ones get to safely live out their day-to-day lives with no<br />
worries,” said Scott. “I’m just here to make sure my family can<br />
safely say what they want and do what they want.”<br />
Scott is grateful to others for helping make a Navy career possible.<br />
“I want to thank my wife, Hannah,” said Scott. “She’s been my<br />
rock and my supporter through thick and thin. She kept our family<br />
going even when I was absent. I’m also grateful to my parents<br />

Projects in the<br />
State’s Capital Budget<br />
In my last column, I wrote about the construction<br />
projects in our district that received funding in the<br />
community portion of Ohio’s capital budget. You<br />
may recall that, out of the total $4.2 billion capital<br />
budget, $870 million was allocated to community<br />
building projects--$170 million as a regular amount<br />
and $700 million in one-time funds resulting from<br />
the last biennium budget’s surplus in unanticipated<br />
collections.<br />
Over 130 projects totaling over $500 million of requests<br />
surfaced from throughout central Ohio. The<br />
Columbus Partnership, the public/private entity<br />
that is charged with promoting our region’s economic<br />
growth, acted as a clearinghouse for the collection<br />
of information about all the proposals.<br />
Columbus area legislators, both Democratic and Republican,<br />
came together to prioritize the projects<br />
and recommend funding for those we deemed the<br />
worthiest. I was encouraged by the spirit of camaraderie<br />
and collaboration among my colleagues. All<br />
of us wanted to do what was in the best collective<br />
interest of our area of the state and our work got accomplished<br />
accordingly. Today I will describe some<br />
of the projects that will affect central Ohio.<br />
In extensive consultation with community leaders,<br />
municipal and county elected officials, and business<br />
leaders, six projects were identified that would have<br />
far-reaching impact across the region. Collectively,<br />
these six projects garnered about two-thirds of the<br />
region’s total funding. They include $20 million toward<br />
the Ohio Center for Advanced Technologies at<br />
Columbus State Community College. The Center<br />
will help train many area residents to take the<br />
emerging jobs in high tech manufacturing, biological<br />
sciences, medicine, construction, and information<br />
technology coming to our region as a result of<br />
Intel, Google, and others locating major facilities<br />
here. The Columbus Symphony will obtain $18.5<br />
million toward its new concert hall and expanded<br />
performing arts outreach initiatives.. The Downtown<br />
Capital Line, the first phase of a comprehensive<br />
downtown area activity development effort for<br />
residents and tourists alike, will receive $10 million.<br />
The Heritage Bicycle Trail expansion will be funded,<br />
in part, with $8 million. The $2 billion John Glenn<br />
International Airport expansion will receive $7.5 million<br />
in seed money. Finally, renovations for Nationwide<br />
Arena will get $2 million for its facility<br />
modernization. Although all these projects will require<br />
significant additional private investment, the<br />
state felt it should supplement such efforts for initiatives<br />
that will affect so many folks throughout our<br />
community.<br />
I will describe some of the many additional smaller<br />
central Ohio projects that obtained the remaining<br />
funding in my next communication with you.<br />
