Celebrating art and
culture on the Hilltop

Hundreds of art and music lovers from across the state came
out to Westgate Park on July 13 for the annual Summer Jam
West Community Arts Festival. Presented by the Hilltop Arts
Collective, a local non-profit whose mission is to empower the
westside community through art and culture, the day-long festival
featured live musical entertainment from area bands and
musicians, multiple art zones to spark the creativity of children
and adults alike, and more than 45 vendors who offered unique
and handmade items for perusal and purchase. Among the
dozens of artists who showcased their talents at the festival
was Hilltop resident Bernie Finchum. Employed as a fabricator,
Finchum has been making creations out of recycled construction
material in his downtime for the last several years. Pictured
here with the local artist is Russ Ted Mann, a 200-pound sculpture
made out of log chain hooks, trowels, and other recycled
materials.
Below Jamie Cardenas (left), Hector Escobedo (right), and fellow
members of the Ballet Folclórico Xochihua delighted the
crowd with several dance numbers. The Ballet Folclórico
Xochihua is a local Mexican folk dance group that shares the
traditions and culture in Mexico.

SWCS approves
contract with
Hilliard attorney

The South-Western City Schools
District has retained the services of a
Hilliard-based lawyer through the end of
the year.
At a special meeting held on July 22,
the board of education approved a service
agreement with Omar Tarazi, of Tarazi
Law. The agreement will run from July 22,
2024 through Dec. 31, 2024 with the option
of a one-year renewal.
The decision to retain the legal services
of Tarazi, a former member of the Hilliard
City Council, was not unanimous.
Board members Chris Boso, Julie
Liskany, and Dense D’Angelo Steele voted
in favor of the service agreement. Board
member Camille Peterson voted against it.
Board member Kelli Martindale was
absent from the meeting.
Peterson said she voted against approving
the contract with Tarazi for a number
of reasons. They include allowing the new
superintendent, Randy Banks, the opportunity
to “build rapport” with the board
without legal counsel in the background;
her lack of involvement in a board decision
to solicit the legal services of Tarazi; and
what she feels is a lack of fiscal responsibility
to the taxpayers.
“I do question if we are honestly being
financially responsible with the district
and taxpayers’ funds when we are voting
on a contract for this purpose or expense,”
she said.
According to the service agreement,
Tarazi will be compensated with a flat rate
of $9,000 per month for routine services.
This includes attending regular and special
board meetings at the request of the
board president; drafting legislation upon
request of the board or administration; and
drafting routine documents, legal memoranda,
and legal opinions as requested by
the board or administration.
The routine services also include providing
legal advice on public law; responding
to district officials about legal matters;
and providing legal training for school
board members and administrators.
Tarazi will also bill the district at a separate
rate of $300 per hour for non-routine
services. In the agreement, non-routine

services are described as any legal service that is not
covered under the routine category. Non-routine services
will have to be authorized by the board.
Additional provisions in the contract state that
Tarazi may charge the district for expenses incurred
on its behalf. This may include, but is not limited to,
the duplication of binding documents; telecopy; telefax;
fax and long-distance telephone calls; postal services;
and expenses for computerized legal research and
other business expenses as approved by the board.
Tarazi has provided legal services to the district
since January of 2024. He was contacted by D’Angelo
Steele who says the board wanted clarification and
guidance on how to navigate a significant personnel
matter. That personnel matter was the investigation
into an elementary school principal and a school nurse
who were accused of improperly handling a suspected
case of child abuse. The board later cleared the principal,
Jenniffer Kauffeld of Buckeye Woods Elementary,
of wrongdoing, The legal matter with the nurse is still
unresolved.
D’Angelo Steele said during the meeting that she
reached out to Tarazi because she did not feel as if the
board, which had just sworn in three new members
that month, were receiving sufficient information to
guide them through the legal process.
“When we were brought onto this board, a lot was
thrown at us and we needed clarity that we were not
getting,” she said. “We were trying to answer a lot of
your questions (about the matter), answer a lot of your
emails, and we needed some help.”
At the time, the board did not vote on approving a
contract with Tarazi. His legal services were approved
via a verbal motion under an item for discussion.
Peterson also did not vote in favor of the motion, stating
that she was not involved in his selection to provide
legal services to the district.
In March, Tarazi assisted the district in the search
for a new superintendent following the retirement of
Dr. Bill Wise. According to district officials, Tarazi
worked in conjunction with search firm K-12 Business
Consulting to help draft the contract for the new
superintendent. The district set a budget of $75,000 for
the search process. Tarazi billed the district roughly
$39,000 for his legal services in the superintendent
search.
Since Tarazi began working for the board and district
in January, he has billed the district approximately
$77,000 for legal services. Included in that
amount is the invoice for the superintendent search. In
comparison to the other law firms and attorneys the
district employs, the district has paid $112,000 to Rich
& Gillis; $102,000 to Bricker Graydon; $10,000 to Ice
Miller Law; $5,000 to Zeiger, Tigges, and Little LLP;
and $1,000 to Scott Scriven. The district also uses the
services of Frost Brown Todd but the Columbus-based
law firm has yet to bill the district as of June 30.
The employment of Tarazi has raised the ire of
some members of the community. All of the seats at
the special meeting, which was held at the South-
Western Career Academy’s event center, were filled. A
majority of the crowd were holding signs expressing
their displeasure at the board’s decision to approve the
service agreement with Tarazi.
Chandra Fredrick called the employment of Tarazi
a “gross misuse” of taxpayer dollars.
“He is making more money than our teachers do,”
she said.
She explained that she does not have an issue with
the district spending money on legal representation,
nor does she have an issue with the district employing
a number of law firms and attorneys. She said what

concerns her about the employment of Tarazi is his
“lack of experience” in education law.
“He is not experienced in education law, and that
law firm that he runs out of his home office is not an
education law focused firm,” she said. “All of the other
law firms that the district uses are experienced in education
law. That is what they have been doing for our
district for a long time. They handle the personnel
issues, they handle workers compensation, they handle
the hirings and firings, and they handle financial
issues and lawsuits. Omar Tarazi is not experienced in
any of that.”
The Grove City Messenger reached out to Tarazi,
who was not present at the special meeting, to inquire
about his experience in education law and his schoolbased
clientele. He has not provided a response as of
press time. On the Tarazi Law website, it states that
he has “successfully represented hundreds of clients in
a diverse array of cases involving general business litigation,
medical practice, civil rights litigation, school
law, divorce, probate, criminal, appellate, and many
civil cases.”
According to Evan Debo, the district’s director of
communications, Tarazi does have experience in education
law, primarily working in the private sector
with private parochial schools and non-public charter
schools.
Another concern that Fredrick, and several other
members of the audience, had regarding Tarazi’s
employment was a perceived “veil of secrecy” surrounding
his services. Fredrick noted the heavily
redacted public records requests that sought to explain
the services he was providing to the district.
“It just feels like they are trying to skirt open
records laws,” she said.
The board said they are not violating the Ohio
Public Records Act by allowing legal matters to stay
private.
“It is hard to be transparent (with some of the legal
cases),” said D’Angelo Steele. “I believe in HIPPA (the

LaDawna Dent has always been
enthralled by the sight of the big yellow
school bus.
She remembers with fondness all of the
time she spent waiting and watching in
anticipation for the vehicle to make an
appearance in her neighborhood, ready to
collect her two brothers and whisk them
away to a place called school.
“It was so fascinating to me,” she said.
“To watch it travel down the road, looking
so big when it stopped at our driveway,
then slowly getting smaller as it disappeared
over the hill.”
She could not wait until she was old
enough to join her brothers on that bright,
beautiful and strange looking bus.
When the time came for Dent to begin
kindergarten, she was filled with nerves:
nerves for her first day of school and nerves
for her first time riding the school bus.
“I was excited and unsure of what would
happen, even though I knew my brothers
were on the bus with me,” she said.
After walking through the doors and
making her way up those curved steps, she
looked around with a sense of awe.
“The bus seemed massive inside, windows
everywhere with people you did not
know,” she said.
What she remembers the most from her
first ride was the kindness that was shown
by the bus driver, Mr. Scott.
“It didn’t take long for me to feel at ease
thanks to my bus driver,” she said. “He was
always welcoming and looked out for everyone.”
As Dent spent more time on the bus, she
says she became more comfortable while
riding on it. She says she even began to
have fun.
“Every day got better and better, and it
was fun to ride that bus,” she said. “You
make new friends while looking out of a big
window, watching everything go by. I
looked forward to it every day of school and
who knew later in life I would become a
driver and route supervisor myself.”
Dent has been a bus driver for over two
decades now and is currently employed as
a route supervisor at the South-Western
City School District. The district’s transportation
department will soon host its
annual riding event to ease the fears of its
first time bus riders.
Dent’s previous feelings of uncertainty
on riding the big yellow school bus are
shared by many in the country. It was part
of the reason why the district created the
First Time Riders program in 2015.
“Particularly with our younger students
entering preschool and kindergarten, the
intent behind the First Time Riders Day
was to alleviate both parent and student
hesitancy and anxiety about riding the
school bus,” said Evan Debo, the district’s
executive director of communications. “By
providing families with an opportunity to
hear directly from drivers about bus procedures
in and around the bus, parents and
students can experience those important
first time riding experiences together — providing
both comfort and ease to the transportation
process.”
The First Time Riders Day will take
place on Aug. 3 at Central Crossing High
School, 3500 Big Run South Road in Grove
City. The three-hour event starts at 9 a.m.
and it will be divided into learning stations.
In addition to meeting a few of the bus
drivers and route supervisors at the transportation
department, the district says participants
will learn basic rules on being a
passenger on the bus and important tips on
how to be safe while entering and exiting
the bus.
A bus ride around the neighborhood will
be provided for children and parents.
The district will also host a
Kindergarten-Parent Connect event concurrently
with First Time Riders Day.
“Beyond becoming acclimated to a
school bus, we know that the transition to

said the board was not breaking district
policy by hiring Tarazi, nor were they violating
state and federal law by not sharing
all of the services he has provided to the
board and district.
“Tarazi Law has given this board an
opportunity to see things that have been
happening that we might not have otherwise
seen,” she said. “He has handled
many different situations that have arisen
in the district and there are things we cannot
discuss (publicly).”
Some members at the meeting seemed
unconvinced, raising questions as to why
the board put the contract proposal on the
Community Center, 455 S. Westgate Ave.

added that he felt it was necessary for the
board to “get it out of the way” before

stating loudly that the board only placed
the contract on the agenda to “shut them
up.”
Boso said they could believe what they
would like but added that it was an untrue
statement by the audience member.

is asking parents and guardians of
students in preschool through grade 10 to
complete a new transportation out-in/optout
form on or before Aug. 1 at 5 p.m.
According to Debo, the district created this
new form so the transportation department
can have an accurate ridership count to
“maximize routing efficiencies among the
fleet of buses.”

A tail-wagging good time for inaugural Bark Bash
Columbus and Franklin County Metro Parks will hold
its inaugural Bark Bash from 10 a.m. to 4 p.m. Aug. 24 at
Prairie Oaks Metro Park. The event promises a day of
canine-centric activities and entertainment for dog lovers
and their four-legged friends.
In previous years, an event known as Wag! Fest, organized
by an outside group, took place at the park every
August. Organizers of that event announced on their website
that the 2024 Wag! Fest had been cancelled “due to
unforeseen circumstances.”
“We were sad to hear WAG! Fest was cancelled and
knew the dogs and people would miss the fun,” said Metro

The Hilltop YMCA will host Safety City, a free safety
education program that teaches children, ages 5-7,
about traffic signals, fire prevention, stranger awareness,
and more. Participants will learn from local firefighters

A 2018 report from the Hilltop Early
Childhood Partnership showed that fewer children
residing in the Hilltop neighborhood were
enrolled in high-quality early learning programs

supervised and helped a half-a-dozen women as they stretched and meditated and
tried not to burst out laughing as the goats and sheep made themselves at home

the Westland Area Library, Southworth was one of the first to know that colleague

Proper sleep is
vital for students
If your child tends to doze off in class, it could be due to more
than a dull lecture.
Longer school days, extracurricular activities and after-school
jobs make today’s students busier than ever. “Sleep debt,” or sleep
deprivation, can lead to increased stress, moodiness and poor academic
performance, says the Better Sleep Council.
Students have less ability to learn and retain new concepts
when they are sleepy. In addition, it is dangerous for that same
tired student to drive to school, since sleep deprivation can lead to
impaired driving abilities. The number of driving accidents caused
by fatigue is increasing steadily.
Getting the proper amount of sleep is just as important to a student’s
health as diet and exercise. One way to be sure that your
children get the proper amount of sleep is to create a comfortable
sleep environment.
Following are four factors that can help you create a “dreamy”
sleep environment for students of any age:
• Mattress and foundation – Be sure your child’s mattress and
foundation meet his or her needs for support and comfort. It’s difficult
to get deep, restful sleep on a mattress that is too small, too
soft, too hard or too old.
• Light – Light is one of the body’s most powerful time cues. A
dark room is the most conducive for sleep, day or night.
• Noise – Sudden, loud noises from inside or outside the home
can disrupt sleep. Steady, low sounds like a fan or air conditioner
are soothing because they help block out other noises.
• Temperature – The ideal bedroom temperature is between
60 and 65 F, or 16 to 18 C.
Each school year floats on a sea of schedules – from
homework assignments to band practice and even
study hall.
Developing good organizational skills are a key
ingredient for success in school and beyond. While
some children may be naturally more organized than
others, there’s no need to worry if your child is more of
a “messy Marvin” than a “neat Nancy.” Parents can
put routines and systems in place to help children
become more organized. Follow these strategies to help
you get started:
• Designate a “study space.” Children should study

• Get into the planner habit.
Parents should enlist the help of teachers as children

while in the Navy
Chief Petty Officer
Kevin Scott, a native of
Galloway, is one of the
sailors assigned to
Commander, Unmanned
Undersea Vehicle Group
1, the Navy’s first
unmanned undersea command.
Scott graduated from
Westland High School in
2006.
The skills and values
needed to succeed in the
Navy are similar to those
found in Galloway.
“In my hometown, I
learned to be patient and
how to work well as a
team,” said Scott. “These
lessons helped me grow
and have a successful
career in the Navy.”
Scott joined the Navy
Chief Petty Officer Kevin Scott
16 years ago. Today, he
serves as a logistics specialist
(submarines).
“I joined the Navy for a new challenge in my life and to prepare
myself for a better future,” said Scott. “My roommate was going to
be an explosive ordnance disposal technician, but he didn’t have a
car, so I was taking him to the recruiter all the time. The recruiter
talked to me about joining too. I challenged the recruiter to get me
shipped out ASAP and I was at boot camp a week and a half later.”
Established in 2017, Commander, Unmanned Undersea
Vehicle Group 1 operates rapidly deployable unmanned undersea
vehicles to further the Navy’s underwater capabilities and learn
more about the sea from information provided by the vehicles’ sensors,
according to Navy officials. These unmanned vehicles can go
into environments that a human crew may not be able to safely or
easily reach.
Based in Keyport, Washington, Unmanned Undersea Vehicle
Group 1 operates various types of autonomous vehicles. The
sailors assigned to the unit are able to quickly modify and adapt
the vehicles to fit the tasks set for them, personifying the command’s
motto to “extend the reach” of the Navy’s manned vehicles,
Navy officials said.
Scott has many opportunities to achieve accomplishments during
military service.
“One of my proudest accomplishments in the Navy is having
one of the most successful integrated logistics overhauls in the
past 10 years,” said Scott. “I’m also proud of being part of the reason
my junior sailors have advanced to the next pay grade and
bettered their lives and careers. It’s like watching your kids grow
up and be successful or watching them do well on their path.”
Scott can take pride in serving America through military service.
“Serving in the Navy means I am part of the reason my family
and loved ones get to safely live out their day-to-day lives with no
worries,” said Scott. “I’m just here to make sure my family can
safely say what they want and do what they want.”
Scott is grateful to others for helping make a Navy career possible.
“I want to thank my wife, Hannah,” said Scott. “She’s been my
rock and my supporter through thick and thin. She kept our family
going even when I was absent. I’m also grateful to my parents
for raising me and helping me develop as a young man into who I
am today.”

Central Ohio
Projects in the
State’s Capital Budget
In my last column, I wrote about the construction
projects in our district that received funding in the
community portion of Ohio’s capital budget. You
may recall that, out of the total $4.2 billion capital
budget, $870 million was allocated to community
building projects--$170 million as a regular amount
and $700 million in one-time funds resulting from
the last biennium budget’s surplus in unanticipated
collections.
Over 130 projects totaling over $500 million of requests
surfaced from throughout central Ohio. The
Columbus Partnership, the public/private entity
that is charged with promoting our region’s economic
growth, acted as a clearinghouse for the collection
of information about all the proposals.
Columbus area legislators, both Democratic and Republican,
came together to prioritize the projects
and recommend funding for those we deemed the
worthiest. I was encouraged by the spirit of camaraderie
and collaboration among my colleagues. All
of us wanted to do what was in the best collective
interest of our area of the state and our work got accomplished
accordingly. Today I will describe some
of the projects that will affect central Ohio.
In extensive consultation with community leaders,
municipal and county elected officials, and business
leaders, six projects were identified that would have
far-reaching impact across the region. Collectively,
these six projects garnered about two-thirds of the
region’s total funding. They include $20 million toward
the Ohio Center for Advanced Technologies at
Columbus State Community College. The Center
will help train many area residents to take the
emerging jobs in high tech manufacturing, biological
sciences, medicine, construction, and information
technology coming to our region as a result of
Intel, Google, and others locating major facilities
here. The Columbus Symphony will obtain $18.5
million toward its new concert hall and expanded
performing arts outreach initiatives.. The Downtown
Capital Line, the first phase of a comprehensive
downtown area activity development effort for
residents and tourists alike, will receive $10 million.
The Heritage Bicycle Trail expansion will be funded,
in part, with $8 million. The $2 billion John Glenn
International Airport expansion will receive $7.5 million
in seed money. Finally, renovations for Nationwide
Arena will get $2 million for its facility
modernization. Although all these projects will require
significant additional private investment, the
state felt it should supplement such efforts for initiatives
that will affect so many folks throughout our
community.
I will describe some of the many additional smaller
central Ohio projects that obtained the remaining
funding in my next communication with you.
