In their grief and their anger, they all expressed the same message– for someone to remember their children’s names.” With this thought in mind, Waibel pondered what he could do to remember the names of innocent children who are not remembered and show parents the community still remembers and cherishes the lives of their little ones. “How can I, as an individual, do anything to prevent or reduce this type of violence,” asked Waibel. His answer? Create two enclosed outdoor mini pitch soccer fields, installed by a team of volunteers over three days, on the grounds of Indian Trail and Winchester Trail elementary schools. “I want to provide a mini pitch for the two elementary schools at no cost to the schools (aside from minor electrical work),” said Waibel. “The MLS is extremely interested in funding this project. Lockbourne considers tax increase<br />
According to the village of Lockbourne’s <strong>July</strong> newsletter,<br />
Lockbourne Village Council is considering legislation to be placed<br />
on the Nov. 5 ballot for an income tax increase from 1 percent to<br />
2.5 percent and allowing for a 1.5 percent credit for income paid to<br />

CW’s Indian Trail addition<br />
<strong>Canal</strong> <strong>Winchester</strong> Schools will hold a ribbon-cutting ceremony<br />
at Indian Trail Elementary, 6767 Gender Road, on Aug. 8, at 6<br />
p.m. to celebrate the school’s new $14.3 million addition, which<br />
adds 18 new classrooms to Indian Trail Elementary, allowing the<br />
school to offer all-day kindergarten to all students beginning this<br />
fall. It also provides space to move preschool classrooms to Indian<br />
Trail Elementary, creating a center for early childhood education<br />
for preschool through second grade in the building. Previously,<br />
preschool was located at <strong>Winchester</strong> Trail Elementary, where students<br />
in third through fifth grade attend.<br />
The project, which broke ground in <strong>July</strong> 2023, was funded<br />
without asking taxpayers for additional funding by maintaining a<br />
balanced general fund budget and using the district’s cash balance<br />
for construction costs.<br />
“This project reflects <strong>Canal</strong> <strong>Winchester</strong> Schools’ commitment<br />
to providing the best possible start for our youngest learners,”<br />
said <strong>Canal</strong> <strong>Winchester</strong> Schools Superintendent Kiya Hunt. “By<br />
offering all-day kindergarten and creating a dedicated center for<br />
early childhood education, we are investing in the future of our<br />
children and our community. We are grateful for the support of<br />
our community to make this project possible. Together, we are<br />
building a brighter future for <strong>Canal</strong> <strong>Winchester</strong>.”<br />
Construction at Indian Trail Elementary continues to move<br />
forward on schedule for completion in early August. Recently completed<br />
work includes painting the first-floor corridor and excavating<br />
the preschool playground. Currently, workers are focusing on<br />
interior flooring and painting, as well as final site excavation and<br />
grading.<br />
The district’s project partners are Schorr Architects and<br />
Construction Manager At-Risk Elford, Inc. Under the construction<br />
manager at-risk model, the district and its construction partners<br />
agree on a Maximum Guaranteed Price based on estimates<br />
of the cost of the project’s plans. The GMP ensures that the project<br />
stays within the district’s $14.3 million budget.<br />

Development Steve Adams made a presentation<br />
recently to the Rickenbacker<br />
Employer Assistance Network about housing<br />
availability and affordability in the<br />
area.<br />
In a report to Groveport City Council,<br />
Loges stated the slow population growth of<br />
southern Franklin County is limiting<br />
investment and the communities’ ability to<br />
attract new employers.<br />
According to Loges’ report, “To combat<br />
this, the city of Obetz has secured a partnership<br />
with Daimler and Pulte Homes to<br />
develop Buckstone Flats within the city of<br />
Obetz. Buckstone Flats is an 800 acre<br />
mixed use development south of Rathmell<br />
Road and east of Lockbourne Road.<br />
The project, adjacent to Big Walnut<br />
Creek, will be a community unto itself,<br />
with 143 acres of commercial development,<br />
nearly 700 single family homes (Buckstone<br />
Bend), 288 apartments (Buckstone Flats),<br />
and outdoor amenities. It’s slated to<br />
include commercial space and amenities<br />
such as public parks, pools, and waterfront<br />
access.”<br />
Money for Memorial Wall<br />
The village of Lockbourne Memorial<br />
Wall Committee announced it will be<br />
awarded $250,000 from the State Capital<br />
Budget towards the village’s Memorial<br />
Wall Project.<br />

According to Waibel, the names of the<br />
children and adult killed in 2021 would<br />
appear at center court. At each corner he<br />
proposed would be four distinct images–<br />
family; faith; education, skills, goals; and<br />
friends.<br />
“My goal is that this pitch will generate<br />
discussion, honor the children we’ve lost<br />
and change the lives of everyone who<br />
comes to play,” Waibel said.<br />
Board President Monika Talley thought<br />
Waibel’s project was a “wonderful” idea<br />
and thanked him for keeping the children’s<br />
memory alive. She said she “definitely”<br />
supports it.<br />
Other CW school news<br />
The board approved a contract with the<br />
Fairfield County Sheriff’s Office for a<br />
school resource office for the <strong>2024</strong>-25<br />
school year. The position is currently<br />
housed at the high school.<br />
Treasurer Nick Roberts said the<br />
$86,126 contract contains a minimal<br />
increase.<br />
The sheriff’s office will provide one<br />
deputy for eight hour a day, forty hours a<br />
week for 186 working days during the<br />
school year. The deputy’s patrol service is<br />
exclusive to the school board in order to<br />
keep the peace, protect property and perform<br />
other necessary police functions.

School district land<br />
transfers a tough task<br />

A requested transfer of territory from<br />
Groveport Madison Schools to Hamilton<br />
Local Schools would not be an easy task.<br />
“It’s difficult to do and not common,”<br />
said attorney Adam Miller during a presentation<br />
to the Groveport Madison Board<br />
of Education on <strong>July</strong> 10. “It’s as rare as a<br />
full solar eclipse in Ohio.”<br />
Residents from a neighborhood located<br />
in Obetz and Hamilton Township, but<br />
whose children attend Groveport Madison<br />
Schools, are seeking to transfer their area<br />
to Hamilton Township Schools. The neighborhood<br />
in question, McFadyens Acres, is<br />
located within the boundaries of the city of<br />
Obetz and Hamilton Township, just west of<br />
Alum Creek Drive.<br />
Miller said in his presentation that,<br />
after a citizen petition is filed, the two districts<br />
would have to negotiate boundaries<br />
and financial equities, both districts would<br />
have to approve a resolution of transfer,<br />
and then the issue would have to go before<br />
the State Board of Education for a decision.<br />
“Even if the two districts agree, the<br />
State Board may not approve,” said Miller,<br />
adding that the State Board weighs factors<br />
such as the impact on tax values and<br />
financial aspects, district funding, racial<br />
balance, a district’s place on the state’s<br />
facility funding list, and a district’s place<br />
on the state’s financial equity list.<br />
He said the State Board also considers if<br />
the proposed territory transfer is best for<br />
the students and the districts involved.<br />
“The State Board of Education disapproves<br />
most transfers,” said Miller.<br />
Two McFadyens Acres residents spoke<br />
at the June 12 Groveport Madison Board of<br />
Education meeting and requested the<br />
transfer. They stated the neighborhood<br />
consists of 11 streets and that a petition<br />
signed by 178 of the 230 registered voters<br />
in the area favor the transfer request. They<br />
said their neighborhood is part of the<br />
Obetz and Hamilton Township community,<br />
participates in activities there, and residents<br />
feel “very displaced” in Groveport<br />
Madison. They said their kids play with<br />
Hamilton Township children, especially in<br />
Obetz area sports. They added, “We belong<br />
in Hamilton Township, it’s good for our<br />
kids, it’s what they need.”<br />
According to the Ohio Revised Code,<br />
school district property transfers can only<br />
be requested in even numbered years.<br />
The Groveport Madison Board of<br />
Education took no action on the issue at its<br />
<strong>July</strong> 10 meeting.<br />
When asked how such a transfer would<br />
affect the district financially and by enrollment,<br />
Groveport Madison officials previously<br />
declined comment.<br />
According to Hamilton Local Schools<br />
Superintendent Mark Tyler, “This is something<br />
coming from members of the community.<br />
The school district is in no way<br />
involved. We are not in anyway attempting<br />
to take property from any other school district.”<br />
According to city of Obetz officials, the<br />
city of Obetz has taken on a mediator role<br />
to ensure its residents’ concerns are heard<br />
and addressed appropriately.<br />
“We have not received any further information<br />
regarding the transfer request<br />
between Hamilton Local Schools and<br />
Groveport Madison Schools at this time,”<br />
Obetz Public Relations Manager Kaitlin<br />
Duncan. “I know it was a topic on<br />
Groveport Madison’s Board of Education<br />
agenda on <strong>July</strong> 10, but it was just a presentation<br />
from their lawyers about the<br />
process. The city of Obetz is here to be a<br />
mediator between the districts, if needed,<br />
to ensure that the residents' concerns are<br />
heard and addressed appropriately. Our<br />
commitment is to support our residents<br />
through this process and facilitate constructive<br />
dialogue between all parties<br />
involved. We do not have an official position<br />
on the transfer request itself, but we<br />
are aware that a substantial number of<br />
residents signed the petition for transfer.<br />
We are committed to supporting our residents<br />

group of concerned citizens. ”<br />
According to Duncan, approximately<br />
124 students would be involved in the<br />
potential transfer to the Hamilton Local<br />
Schools.<br />
“This number is based on the latest<br />
demographic data we have for the neighborhood,”<br />
said Duncan.<br />
It’s possible this number could be lower<br />
as some students may be home schooled or<br />
attend a private school.<br />
“The transfer process is still in its early<br />
stages,” said Duncan. “As we understand,<br />
there are two main paths for a boundary<br />
change. The first includes a petition, and<br />
ultimately approval by the state. The<br />
other, involves a negotiated agreement<br />
between the two school districts. We are<br />
aware that a petition was submitted, but<br />
did not make the deadline and was rejected<br />
by Groveport Madison. As a result, the citizens<br />
are now approaching the Groveport<br />
Madison school board and asking that they<br />
engage in the negotiated process. As far as<br />
we know, the Groveport Madison board<br />
has yet to determine whether it will engage<br />
in the negotiated change. The timeline for<br />
this process is not yet defined and will<br />
depend on various factors, including the<br />
willingness of the boards to participate,<br />
regulatory requirements, stakeholder<br />
engagement, and state approval (if<br />

The city of <strong>Canal</strong> <strong>Winchester</strong> held a grand<br />
opening of the McGill Park, 6725<br />
Lithopolis-<strong>Winchester</strong> Road, pickleball<br />
courts on <strong>July</strong> 18. Following the ceremony,<br />
the inaugural pickleball game was<br />
played by Mayor Joe Steager and Council<br />
President Will Bennett with Bennett winning<br />
the match 11-5. Pictured here at<br />

Steager. The city will also handed out<br />
custom pickleballs to the first 100 guests<br />
at the event. The pickleball courts will be<br />
open daily from dawn to 10 p.m., with<br />
lighting available for evening play.<br />
Visitors must provide their own equipment.<br />
The five courts are available on a<br />
first come, first served basis, although<br />
visitors are asked to be considerate of<br />
their playing time and to share with others.<br />

Central Ohio<br />
Projects in the<br />
State’s Capital Budget<br />
In my last column, I wrote about the construction<br />
projects in our district that received funding in the<br />
community portion of Ohio’s capital budget. You<br />
may recall that, out of the total $4.2 billion capital<br />
budget, $870 million was allocated to community<br />
building projects--$170 million as a regular amount<br />
and $700 million in one-time funds resulting from<br />
the last biennium budget’s surplus in unanticipated<br />
collections.<br />
Over 130 projects totaling over $500 million of requests<br />
surfaced from throughout central Ohio. The<br />
Columbus Partnership, the public/private entity<br />
that is charged with promoting our region’s economic<br />
growth, acted as a clearinghouse for the collection<br />
of information about all the proposals.<br />
Columbus area legislators, both Democratic and Republican,<br />
came together to prioritize the projects<br />
and recommend funding for those we deemed the<br />
worthiest. I was encouraged by the spirit of camaraderie<br />
and collaboration among my colleagues. All<br />
of us wanted to do what was in the best collective<br />
interest of our area of the state and our work got accomplished<br />
accordingly. Today I will describe some<br />
of the projects that will affect central Ohio.<br />
In extensive consultation with community leaders,<br />
municipal and county elected officials, and business<br />
leaders, six projects were identified that would have<br />
far-reaching impact across the region. Collectively,<br />
these six projects garnered about two-thirds of the<br />
region’s total funding. They include $20 million toward<br />
the Ohio Center for Advanced Technologies at<br />
Columbus State Community College. The Center<br />
will help train many area residents to take the<br />
emerging jobs in high tech manufacturing, biological<br />
sciences, medicine, construction, and information<br />
technology coming to our region as a result of<br />
Intel, Google, and others locating major facilities<br />
here. The Columbus Symphony will obtain $18.5<br />
million toward its new concert hall and expanded<br />
performing arts outreach initiatives.. The Downtown<br />
Capital Line, the first phase of a comprehensive<br />
downtown area activity development effort for<br />
residents and tourists alike, will receive $10 million.<br />
The Heritage Bicycle Trail expansion will be funded,<br />
in part, with $8 million. The $2 billion John Glenn<br />
International Airport expansion will receive $7.5 million<br />
in seed money. Finally, renovations for Nationwide<br />
Arena will get $2 million for its facility<br />
modernization. Although all these projects will require<br />
significant additional private investment, the<br />
state felt it should supplement such efforts for initiatives<br />
that will affect so many folks throughout our<br />
community.<br />
I will describe some of the many additional smaller<br />
central Ohio projects that obtained the remaining<br />
funding in my next communication with you.<br />

National School Lunch and Breakfast<br />
<strong>Canal</strong> <strong>Winchester</strong> Schools will offer breakfast and lunch at no<br />
cost for all students during the <strong>2024</strong>-25 school year through a new<br />
option within the National School Lunch and School Breakfast<br />
Programs.<br />
For the upcoming school year, the district qualified for the<br />
Community Eligibility Provision, an option available to the<br />
nation’s highest-poverty schools and districts to serve breakfast<br />
and lunch at no cost to all enrolled students without collecting<br />
household applications. Approximately 45 percent of <strong>Canal</strong><br />
<strong>Winchester</strong> students qualified for free or reduced lunch during the<br />
2023-24 school year.<br />
Key benefits of the program: Ensures all students have access<br />
to nutritious meals; Enhances students’ concentration, academic<br />
performance, and overall health; Reduces food insecurity and stigma<br />
associated with free meals; Creates a more inclusive and supportive<br />
school environment; and Increases student participation<br />
in school meals.<br />
“This initiative supports our students’ well-being, ensuring<br />
they have the nutrition they need to stay focused and succeed in<br />
the classroom,” said <strong>Canal</strong> <strong>Winchester</strong> Schools Superintendent<br />
Kiya Hunt. “By removing the barriers of food insecurity, we are<br />
creating a more equitable learning environment and easing the<br />
financial burden on families. This program is a significant step<br />
forward in our commitment to supporting the whole child and<br />
enhancing the educational experience for every student in our district.”<br />
Schools that adopt CEP are reimbursed using a formula based<br />
on the percentage of enrolled students who are eligible for free<br />
meals based on participation in other programs, like the<br />
Supplemental Nutrition Assistance Program and Temporary<br />
Assistance for Need Families.<br />
“Through this program, we’ll be able to ensure that all of our<br />
students have access to a healthy breakfast and lunch each school<br />
day at a minimal cost to the district,” said <strong>Canal</strong> <strong>Winchester</strong><br />
Schools Treasurer Nick Roberts. “We’re excited to offer this opportunity<br />
to better support children and families in our community<br />
and to further enrich the educational resources and experiences<br />
that <strong>Canal</strong> <strong>Winchester</strong> Schools provides.”<br />
Free meals for all students - also called universal free meals -<br />
provide numerous benefits, including ensuring that all students<br />
have access to nutritious meals, which can enhance their concentration,<br />
academic performance, and overall health. These programs<br />
can also reduce food insecurity and stigma associated with<br />
free meals, creating a more inclusive and supportive school environment.<br />
Research shows that participation in the CEP program<br />
increases the number of students who participate in school meals,<br />
particularly for students whose family income is near the free<br />
meal eligibility cut-off.<br />
The <strong>Canal</strong> <strong>Winchester</strong> Board of Education is expected to vote to<br />
formally approve participation in the program at a board meeting<br />

Library to break ground on<br />
Marion-Franklin Branch<br />
The Columbus Metropolitan Library<br />
will break ground on its new Marion-<br />
Franklin Branch at 2800 Lockbourne Road<br />
on <strong>July</strong> 29 at 10:30 a.m., kicking off construction<br />
with a visual ceremony that will<br />
include library leaders and city and community<br />
officials. The brief event is free and<br />
open to all.<br />
The current Marion-Franklin Branch,<br />
located within the former Beery Middle<br />
School at 2740 Lockbourne Road, opened in<br />
2014 as an “express branch” to serve a community<br />
that did not previously have close<br />
access to library services. It will remain<br />
open during construction of the new<br />
branch. The new, stand alone Marion-<br />
Franklin Branch will be built a few blocks<br />
to the south of the current branch and will<br />
more than double its size from roughly<br />
4,000 square feet to approximately 10,000<br />
square feet. CML hopes to open the new<br />
Marion-Franklin Branch in 2025. Turner is<br />
the construction manager at risk and<br />
Schooley Caldwell and Evoke Studios are<br />
the architects.<br />
CML opened its new Gahanna Branch<br />
in 2023 and its new Reynoldsburg Branch<br />
earlier this year. CML’s Linden and<br />
Barnett branches are currently undergoing<br />
renovation and expansion and CML<br />
expects to break ground on a new, stand<br />
alone <strong>Canal</strong> <strong>Winchester</strong> Branch later this<br />
year.<br />

a free summer concert series held the third<br />

The next phase of improvements to the<br />
Gender Road corridor began <strong>July</strong> 8. Phase<br />
6 construction will focus on <strong>Winchester</strong><br />
Boule vard and Gender Road through the<br />
U.S. 33 interchange, with the goal of<br />
enhancing pedestrian safety and improving<br />
pedestrian mobility. Project details are<br />
included below. Construction is expected to<br />

Pedestrian paths will be added from<br />
<strong>Winchester</strong> Boulevard to just north of U.S.<br />
33. This includes a new sidewalk on the<br />
east side of the bridge. Dedicated turn<br />
lanes are being constructed to enter onto<br />
U.S. 33. <strong>Canal</strong> <strong>Winchester</strong> branded bridge<br />
walls will add visual appeal to the drive<br />
into town. Additional bridge work will take<br />
place as part of an ODOT project occurring<br />
at the same time.<br />
Additional updates will be communicated<br />
for significant traffic impacts. Plan<br />
ahead to allow extra time when travelling<br />
in the area, or seek alternate routes when<br />

Murder Mystery Event<br />
Set in the 1920s, Mr. Al Spumoni, as the city's most notorious<br />
gangster and beloved ice cream tycoon, prepares to celebrate his<br />
birthday in grand style, little do the attendees know that a sinister<br />
plot is afoot.<br />
Whispers of old vendettas, clandestine deals, and simmering<br />
tensions create an atmosphere ripe for the unthinkable. We gather<br />
for a murder mystery event like no other. A tale of deception,<br />
betrayal, and secrets that will unfold before your very eyes. With<br />
a guest list brimming with colorful characters, from rival mobsters<br />
to ambitious entrepreneurs, each harboring their own motives and<br />
secrets, the stage is set for an unforgettable evening of mystery<br />
and suspense.<br />
Keep your wits about you, for as the night progresses, alliances<br />
will shift, alibis will be questioned, and the shadows will reveal<br />
their darkest secrets.<br />
Performed by members of the Wagnalls Community Theater on<br />
Aug. 10 with proceeds benefiting The Wagnalls Memorial. Tickets<br />
are $50/person, $75/couple, and $40 for seniors including hors oeuvres<br />
and two drink tickets. Souvenir thermal tumblers with an<br />
additional drink ticket are also available. Dress for the 1920s<br />
party if you like.<br />
The evening starts at 6:30 p.m. and will last until 10 p.m.<br />

Snape on Aug. 10 from 10 a.m.-2 p.m. They will teach lessons on<br />
transfiguration, potions and more. Lunch will be included in this<br />
day-long event. This event is free; however, registration is<br />

Legally Blonde musical<br />
The Wagnalls Community Theater, 150 E. Columbus St.,<br />
Lithopolis, is casting for, “Legally Blonde, the Musical.” Auditions<br />
are Aug. 13 and 14 with callbacks on Aug. 15 for actors ages 16<br />
and up. People of all races, ethnicities, religions, cultures, genders,<br />
sexual orientations, and abilities may audition for all productions.<br />
The performances is Nov. 1-3 and 8-10.<br />
Prepare no more than 64 measures (1 minute) of music from<br />
the show or a show of a similar style for your audition. You may<br />
sing a cappella or with a track, but no accompanist. If asked to<br />
return for a callback, you will be asked to sing a song(s) from the<br />
show. If auditioning for a speaking role, you will also be asked to<br />
read sides from the show. Everyone will also have a dance audition<br />
so wear comfortable shoes to move in. Note, this production<br />
may be using real dogs.<br />
