The <strong>Madison</strong>-Plains Local Schools board<br />
of education is in the process of putting a<br />
bond issue request on the Nov. 5 general<br />
election ballot for construction of a new<br />
school building for students in kindergarten<br />
through eighth grade.<br />
The school board met <strong>July</strong> 22 and passed<br />
the first of two resolutions required to place<br />
the issue on the ballot. They are scheduled<br />
to meet again <strong>July</strong> 29 at 6 p.m. to vote on<br />
the second resolution. The issue must be<br />
filed with the <strong>Madison</strong> County Board of<br />
Elections by Aug. 7 to appear on the November<br />
ballot.<br />

<strong>Madison</strong> Plains bond issue headed to the ballot<br />

building for grades pre-K through 12 at a<br />
total cost of $68.6 million. Those attempts<br />
failed.<br />
“The community has clearly told us they<br />
are not ready for a whole new building for<br />
all grades,” said <strong>Madison</strong>-Plains Superintendent<br />
Chad Eisler. “So, we are proposing<br />
to go in segments. The priority for us is to<br />
eliminate the (elementary) modular units<br />
and the (intermediate) brick-and-mortar<br />
structure that was built in the 1950s. We’re<br />
going to do a segment now and, hopefully,<br />
do a segment later. There is no timeline for<br />
the second segment now.”<br />
The estimated cost to build a new K-8<br />
building is $56,430,525. The district is proposing<br />
a 4.3-mill bond issue with a term of<br />
37 years. Of that, 3.8 mills would be dedicated<br />
to the construction project and 0.5<br />
mills would go to maintenance of the facility.<br />
If passed, the levy would raise<br />
$38,875,296 of the cost. The Ohio Facilities<br />
Construction Commission (OFCC) would<br />
contribute an estimated $6,555,229. In previous<br />
levy attempts, the OFCC’s share was<br />
9 percent of qualifying costs; that percentage<br />
has risen to 13 percent. The school district<br />
would contribute $11 million, up from<br />
the $7.6 million it planned to contribute<br />
with the previous levy attempts.<br />
District Treasurer Todd Mustain said the<br />
proposed increase in the local share is a direct<br />
response to public input calling for use<br />
of more proceeds from area solar farm projects<br />

the solar funding and in what amounts,<br />
Mustain said, adding that the timeline and<br />
distribution information is clearer now.<br />
The U.S. Department of Agriculture, Office<br />
of Rural Development, is once again offering<br />
an interest rate of 3.625 percent. The<br />
levy’s annual cost to the taxpayer would be<br />
$150 per $100,000 of property market value,<br />
as compared to $189 per $100,000 of property<br />
market value for the previous proposal.<br />
In addition to construction of a K-8 building,<br />
the project would include allowance for<br />
abatement and demolition of the existing intermediate<br />
school, site improvements, furniture,<br />
utilities, and equipment. It would be<br />
built on the Linson Road campus.<br />
Teen ambassadors<br />
The office of Ohio Attorney General Dave<br />
Yost is accepting applications for the Teen<br />
Ambassador Board (TAB) for the <strong>2024</strong>-25<br />
academic year.<br />
TAB is designed for high-school juniors<br />
and seniors from public, private, charter<br />
and online schools statewide, including<br />
home-schooled students. The program offers<br />
young people an opportunity to engage with<br />
state government officials and discuss issues<br />
affecting their lives.<br />
“This program allows Ohio teenagers to<br />
gain firsthand experience in law and government,”<br />
Yost said. “It’s a chance for our<br />
future leaders to have their voices heard<br />
and to play an active role in shaping their<br />
communities.”<br />
Board members serve a one-year term<br />
during which they convene twice in Columbus<br />
to collaborate and advise the Attorney<br />
General’s Office on matters relevant to<br />
teens.<br />
The ideal applicant is a motivated, enthusiastic<br />
self-starter who has an interest<br />
in law and government, seeks to develop<br />
leadership skills, and wants to make a difference.<br />
Board members participate in small<br />
group projects, attend presentations, meet<br />
with Yost, and interact with assistant attorneys<br />
general and elected officials.<br />
The submission deadline for applications<br />
is Sept. 15.<br />

Area embraces National Night Out events<br />

Four communities in <strong>Madison</strong> County<br />
are holding National Night Out (NNO)<br />
events on Aug. 6 as a way for residents to<br />
get to know their first responders in familyfriendly<br />
settings.<br />
Plain City - Aug. 6<br />
The Plain City Police Department is<br />
holding NNO activities for the first time.<br />
The event will take place on Aug. 6 from 6<br />
to 8 p.m. in the parking lot in front of the police<br />
department and municipal building at<br />
800 Village Blvd., Plain City. Admission is<br />
free.<br />
Children are invited to enjoy a bounce<br />
house, face painting, chalk art area, and balloon<br />
animals. Youngsters who participate in<br />
the water balloon toss have a chance to win<br />
day passes to the Plain City pool. The movie<br />
“Paw Patrol” will be shown on an outdoor<br />
movie screen. Adults are invited to play<br />
cornhole and a basketball hoop game while<br />
wearing “drunk goggles.”<br />
Through the Cones with Cops program,<br />
Lil e’s Ice Cream truck will serve free ice<br />
cream to children ages 12 years old and<br />
younger. Free hotdogs will be served, too.<br />
The Plain City Police Department, Pleasant<br />
Valley Joint Fire District, Ohio Department<br />
of Natural Resources, and Union<br />
County Sheriff’s Office will have vehicles<br />
and first-responder equipment on display. A<br />
costumed character from the Columbus Zoo<br />
will be on hand.<br />
Visitors also are invited to tour the police<br />
department facility during the event.<br />
Choctaw Lake - Aug. 6<br />
Last year, the national organization that<br />
promotes NNO programs presented its<br />
Community Award to the lake patrol from<br />
the <strong>Madison</strong> County Sheriff’s Office for the<br />
patrol’s NNO efforts. This year, the patrol is<br />
back with another fun-filled night of activities.<br />
Choctaw Lake’s <strong>2024</strong> NNO is set for Aug.<br />
6 from 5 to 9 p.m. at the beach, 2875 Oneida<br />
Dr., London. Anyone is welcome. Admission<br />
is free.<br />
Proceeds from the event will go to HELP<br />
House Community Outreach and the Humane<br />
Society of <strong>Madison</strong> County.<br />
Funds are raised through a raffle, 50/50<br />
drawing, and donations for concessions<br />
(burgers, hot dogs, and ice cream). This<br />
year’s raffle features a gift package valued<br />
at approximately $500 that includes gas<br />
cards, Walmart gift cards, lottery tickets,<br />
and other items. Separately, the raffle also<br />
includes Columbus Zoo passes, gift certificates<br />
for oil changes, and other prizes.<br />
A Medflight helicopter will make a landing.<br />
The Sheriff’s Office will conduct a boat<br />

Health Board<br />
The <strong>Madison</strong> County London City<br />
Health District Board will meet Aug. 7 at 5<br />
p.m. at <strong>Madison</strong> County Public Health, 306<br />
Lafayette St., London.<br />

bounce house, slip-and-slide water<br />
bounce house, water balloon toss, and access<br />
to the beach for swimming. The Ohio Department<br />
of Natural Resources is setting up<br />
its archery trailer. A deejay will provide<br />
music.<br />
West Jefferson - Aug. 6<br />
West Jefferson’s NNO festivities are<br />
scheduled for Aug. 6 from 6 to 8 p.m. at the<br />
West Jefferson Community Center, 230<br />
Cemetery Rd. Admission is free.<br />
Several first responders, including the<br />
West Jefferson Police Department, Jefferson<br />
Township Fire Department, West Jefferson<br />
post of the Ohio State Highway<br />
Patrol, and the <strong>Madison</strong> County Sheriff’s<br />
Office, will have vehicles on display. Two K-<br />
9 patrol dogs will participate.<br />
Amazon, Target, Battelle, The Daily<br />
Buzz, the Humane Society of <strong>Madison</strong><br />
County, the <strong>Madison</strong> County Prosecutor’s<br />
Office, and other businesses, organizations,<br />
and agencies will be present, offering<br />
games, giveaways, and information.<br />
AEP is bringing a truck to give bucket<br />
rides. The village is bringing in an inflatable<br />
axe throwing attraction.<br />

Over the years, I’ve learned life’s lessons never end<br />
Life’s lessons get thrown at us from the moment we’re born and<br />
never stop. Some of us learn quickly, others struggle. I fall into yet<br />
another category, one that can be summed up by the title of Steve<br />
Wariner ‘s 1985 hit, “Some Fools Never Learn.” Even if life was<br />
graded on a big curve, I’d still flunk. The tipoffs that I was in store<br />
for a difficult, lifelong journey of learning came early. In retrospect,<br />
perhaps Dennis the Menace was not a good hero for me to emulate.<br />
I did learn quickly that Mom was a force to be reckoned with. I<br />
could never fool her. She’d always know when I was fibbing, which<br />
was quite often. When she told me to clean my bedroom, she always<br />
knew I threw everything under my bed or into the closet. Did I wash<br />
my hands and brush my teeth? “Sure, Mom.” She never bought it.<br />
Did I raid the cookie jar? “No, Mom.” “You still have cookie crumbs<br />
on your cheeks.” I thought I had mastered the covert art of shoveling<br />
my dreaded green peas into my napkin with my fork at the dinner<br />
table when she wasn’t looking, but she always knew, and it was<br />
no dessert until I retrieved them and ate them. Dad wasn’t so difficult<br />
to fool. I could run almost anything by him. The key was waiting<br />
for him to become totally hypnotized by one of his sports shows.<br />
When I entered school, I was (un)fortunate to have an older<br />
brother around to give me (un)sound advice and ensure I made the<br />
same growing mistakes he did. He taught me to “never do today<br />
what you can put off until tomorrow.” It later dawned on me that it<br />
never worked for him, and my teachers will attest it certainly never<br />
worked for me. All it did was create unnecessary last second fire<br />
drill assignment completions and probably lower grades than I<br />
could have had.<br />
As the years ticked by, so did the learning moments. We all remember<br />
family trips and driving Mom and Dad crazy by repeatedly<br />
asking, “Are we there yet?” Now, in my golden years, I know silence<br />
is better. I fear hearing a clap of thunder with blinding lightning<br />

During my school days I<br />
dreaded having to read a book<br />
more than mowing the lawn on a hot and humid summer<br />
day. When my English teacher called on me to answer<br />
a book report question, she’d quickly catch on that<br />
I hadn’t read a page. But I’ve finally learned books<br />
aren’t so bad. I just finished reading “Oppenheimer,”<br />
600 pages that I thoroughly enjoyed. My teacher would<br />
have been so impressed, once they treated her for shock.<br />
Over the years, more lessons have come. I have confirmed<br />
dogs are man’s best friend and always leave us<br />
too fast. Jim Croce’s 1972 hit song, “You Don’t Mess<br />
Around with Jim,” taught me to stay out of trouble and<br />
deal with bullies when he sang, “You don’t tug on Superman’s<br />
cape, you don’t spit into the wind, you don’t<br />
pull the mask off the old Lone Ranger and you don’t<br />
mess around with Jim (me).”<br />
At the same time, I learned Murphy’s law. It’s proven<br />
itself to be true all my years since. If something can go<br />
wrong, it most probably will, so plan on it and get used<br />
to it. I’ve also learned life is not fair and don’t expect it<br />
to be. I’ve come to appreciate life is truly a short journey<br />
and there isn’t an answer for everything. Sometimes you<br />
must accept that it’s just the way it is. A golden retriever<br />
never winning the Westminster Kennel Dog Show has<br />
no answer. I’ve learned to slow down, take my time,<br />
question what the hurry is, and read directions first before<br />
plodding on and making so many stupid mistakes.<br />
I’ve learned there’s truth to the saying, “The squeaky<br />
wheel gets the grease.” I’ve seen so many things in my<br />
lifetime get controlled by a vocal minority while the<br />
silent majority inexplicably puts up with it. I’ve learned<br />
you can’t please some people no matter how hard you<br />
try. Free is not free, someone pays for it in the end, and<br />
that’s probably you. Don’t try to figure out the stock<br />
market; you’ll age before your time. Everyone is after<br />
your money, most notably the government. So, spend<br />
wisely and control it and remember what rock you hid<br />

Over the years, I’ve learned<br />
from studies that say some food is<br />
bad for us while other food is good<br />
for us. I’ve also learned that if you<br />
wait long enough, new studies<br />
will often completely reverse<br />
those conclusions. So, eat away.<br />
Beware when you read an article<br />
that quotes experts and anonymous<br />
sources to draw supporting<br />
conclusions. There are undoubtedly<br />
even more of the same who<br />
can claim just the opposite. The<br />
term expert is too easily given out<br />
in trying to impress us. Much of<br />
the time you’ll find you’re just as<br />
much of an expert. You just don’t get paid for pretending<br />
to be one.<br />
Life has taught me that as sad, difficult, and painful<br />
as times can be, passing time will at least help to gradually<br />
soothe the hurts. I’ve learned that anything good<br />
will eventually get ruined by us, usually out of our insatiable<br />
greed. We’re currently seeing the steady demise<br />
of sport after sport. Beautiful habitat and countryside<br />
and irreplaceable history is being lost and replaced with<br />
one housing development after another.<br />
As the years roll on, I’ve learned to appreciate even<br />
more the sacrifices so many made for our country. I recently<br />
watched the events of 80th anniversary of D-Day<br />
and wondered if our society’s new attitude of “me first,<br />
give me, and I want more” can ensure the longevity of<br />
our country if ever called upon again.<br />
There’s a song titled, “Ooh La La.” Its chorus has a<br />
catchy line with a powerful message that always sets<br />
my mind in motion: “I wish I knew what I know now<br />
when I was younger.” I always wonder if I’d have done<br />
things differently. I’d like to think so, but then again,<br />
let’s not forget, “Some Fools Never Learn.”<br />

Summer means it’s time for farmers markets<br />

Farmers markets around <strong>Madison</strong> County are in full swing.<br />
Check out who’s offering what, along with when and where you can<br />
find them.<br />
<strong>Madison</strong> County Farmers Market<br />
The <strong>Madison</strong> County Farmers Market operates on Saturdays from<br />
8 a.m. to noon in front of Tractor Supply Center, 300 Lafayette St.,<br />
London. All items for sale are grown or made in <strong>Madison</strong> County.<br />
Visitors can find fresh fruits and vegetables, baked goods, jewelry,<br />
metalsmith pieces, and other homegrown and handmade<br />
goods. The offerings vary from week to week.<br />
Vendor spaces cost $10 per week or $30 for the season. To reserve<br />
a space or obtain more information, stop by one of the Saturday<br />
markets or contact Cynthia Derosier at (740) 262-6223.<br />
The market typically runs through the end of October.<br />
Plain City Farmers Market<br />
The Plain City Farmers Market sets up shop every Thursday<br />
from 4:30 to 7 p.m. at 101 S. Chillicothe St., next to Bicentennial<br />
Park in the middle of uptown Plain City.<br />
Vendors are selling produce (from tomatoes and onions to sweet<br />
corn and blueberries), flowers, baked goods, microgreens, cheese,<br />
meats, wood products (from children’s toys to charcuterie boards),<br />
dog treats, candles and aromatherapy, natural skin care and beauty<br />
products, and more.<br />
Each week, a space is devoted to a local non-profit organization.<br />
The week of Sept. 12, the farmers market will collect non-perishable<br />
food items to donate to the Daily Needs Assistance food pantry.<br />
Nearly every week, some form of entertainment is featured, such<br />
as live music or children’s activities. COSI, the Ohio Wildlife Center,<br />
Metro Parks, and others are on the entertainment schedule.<br />
A food truck sets up shop every week of the season. The schedule<br />
is as follows: Aug. 1, JD’s Farmhouse; Aug. 8, Eye of the Tiger; Aug.<br />
15, Guelaguetza; Aug. 22, The Forking Pierogi; Aug. 29, Hibachi<br />
Hut; Sept. 5, Zaki Mediterranean Grill; Sept. 12, to be determined;<br />
Sept. 19, Hogs-n-Hunnies BBQ; Sept. 26, Schmidt’s; and Oct. 3, Explorers<br />
Club.<br />
Market vendors accept SNAP/EBT cards for qualifying purchases<br />
and accept WIC vouchers. Produce Perks provides up to a<br />
$25 match from EBT for fruit and vegetable purchases. Some vendors<br />
also accept Temporary Assistance for Needy Family coupons<br />
and Senior Farmers Market Nutrition Program vouchers.<br />
All vendor spaces are full for this year. The market runs through<br />
Oct. 3.<br />
“This year, the interest (from vendors) has been overwhelming,”<br />
said Denton Kitts, farm market manager.<br />

West Jefferson Farmers Market<br />
The West Jefferson Farmers Market operates on Saturdays from<br />

St., West Jefferson.<br />
Goods being sold so far this season have included produce,<br />
breads and other baked goods, honey, fudge, cookies, handmade<br />
crafts, goat’s milk soap, bratwurst, and Sensy products. Visitors<br />
also can satisfy their hunger on the spot by purchasing breakfast<br />
sandwiches or biscuits and gravy.<br />
Some vendors accept senior citizens vouchers for farmers market<br />

WIC One-Day Market<br />
The <strong>Madison</strong> County WIC program is hosting a one-day farmers<br />
market on Aug. 1 from 4 to 6 p.m. in front of <strong>Madison</strong> County Public<br />
Health, 306 Lafayette St., London. The market is open to the public<br />
and will feature fresh and local produce.<br />
Qualifying visitors can pick up WIC farmers<br />
market coupons. Anyone who receives<br />
WIC benefits in <strong>Madison</strong> County can receive<br />
$30 to $90 worth of free produce. Call (740)<br />

Another farmers market planned<br />
<strong>Madison</strong> County Public Health is using a<br />
$10,000 Healthy Eating and Active Living<br />
grant to gauge interest in, develop, and implement<br />
a farmers market in downtown London.<br />
Using a survey, organizers are seeking<br />
input from the public, especially residents<br />
and businesses in the downtown area, on if<br />
they would like to see a farmers market established,<br />
if they would attend it, and what<br />
types of goods they would like to see at it.<br />

Phyllis A. Shirk, 73, of Simpsonville, went to be with the Lord on<br />
June 23, <strong>2024</strong>. She is survived by her loving daughters Melisa Shirk,<br />
Rachel Shirk, Crystal Shirk, and Robin Shirk; her brother-in-law Herman<br />
Fridley; her cherished grandchildren Cameron, Candice, Mercedes,<br />
Tommy, Annabelle, Wade, Aubrilynn, Sarah, and Tony; and her precious<br />
great-grandchildren Cayde and Theo. Phyllis also leaves behind her<br />
beloved niece Anita, great-niece Sylena Johnson, and her best friends<br />
Cindy and Joan Gourley, along with many other dear family members<br />
and friends.<br />
Phyllis was preceded in death by her parents Virgil and Juanita Frasure;<br />
her siblings Linda Sue Wood (Big John Wood), Mary Jane Gammell (Jerry<br />
Gammell), Larry Frasure (Paul), and Beverly Gordon Fridley; and her<br />
nephew Todd Gordon.<br />
Phyllis had a passion for painting, drawing, and doing puzzles on her<br />
treasured wooden jigsaw puzzle table. She was an exceptional cook and<br />
the undisputed Yahtzee Queen. She will be remembered for her love for<br />
children, her devotion to Jesus, and her sweet voice. She drove the church<br />
bus and earned her CDL license because she believed children belonged<br />
in church. She served as a youth leader at West Jefferson CCCU in Ohio<br />
and was a Campfire leader for many years. Phyllis loved to travel and continued<br />
to inspire others with her adventurous spirit.<br />
After a dedicated career as a social worker for 25 years at <strong>Madison</strong> County<br />
Job and Family Services in Ohio, Phyllis obtained her paralegal degree.<br />
She later worked at Chase Banks, where she retired in 2013. Phyllis was<br />
the best and most amazing mom, a devoted friend, and a beautiful person<br />
who touched the lives of many.<br />
A Graveside Service will be held at Hampton Cemetery in West Jefferson<br />
August 20th at 11am. There will be a Celebration Of Life at the VFW in<br />
West Jefferson, Ohio after the Service. In lieu of flowers, please consider<br />

Joseph Adkins, 67, of London, passed away Sunday,<br />

Born Nov. 20, 1956, in Huntington, West Virginia,<br />
he was a son of Mach Adkins and Alice (Adkins).<br />
Joseph was a talented mechanic who enjoyed fully<br />
rebuilding motors, and never limited himself to cars. He<br />
loved anything and everything that went fast, and definitely<br />
had a need for speed. Additionally, he enjoyed<br />
playing his guitar and going to watch tractor pulls.<br />
Left to continue Joseph’s legacy include his daughter<br />
Debbie (Jacob) Anderson and son Clayton Sheeter;<br />
grandchildren Emma, Sarah, and Ayden Anderson;<br />
brothers Ernest (Sharon) Adkins and Darius (Judy) Adkins,<br />
sister Judy (Gail) Tolle; girlfriend Trina Sheeter;<br />
several nieces, nephews, and cousins. Joseph was preceded<br />

for Midway School for 28 years. She attended<br />
Newport United Methodist Church where she was a<br />
member of the United Methodist Women’s group. Kathy<br />
enjoyed warm summers tending to her flowers and<br />
yard, golfing, and traveling. She traveled as far as Israel,<br />
Thailand, and France, but her favorite destination<br />
was always a sunny beach. Above all, what she enjoyed<br />
most was spending time with her grandsons.<br />
She is survived by: her loving husband of 62 years,<br />
Mark Anthony; children, Carrie Craig, Mark (Julie) Anthony,<br />
and Beth Smith; grandsons, Cody (Caylee) Craig<br />
and Cole Smith; sister, Dorothy Smith; and several<br />

Gospel, which led him to begin pastoring at Fountain of<br />
Truth Ministries in London, Ohio. His church family<br />
and the community always held a special place in his<br />
heart.<br />
In his free time, Ty enjoyed the gentleman’s game of<br />
golf, watching Ohio State Football and participating in<br />
any gathering of friends and family. A self-taught<br />
handyman, who, if he didn’t know how to do something<br />
would figure it out. Tyrone was a man of dignity. A symbol<br />
of what it means to be a man of God, a husband, a<br />
father, and a friend.<br />

Yvette enjoyed listening to country music, reading<br />
Danielle Steel books, playing Euchre, Canasta, and<br />
Skip Bo, going on adventures with her good friend Doug<br />
every Saturday night, and spending time with grandson<br />
Turtle. Every Sunday was Mother/ Daughter/Grandson<br />
day. They would come and spend the day with her and<br />
bring her favorite McDonalds meal and eat lunch together<br />
while laughing and talking about anything and<br />
everything. Yvette’s good heart, smile, and laughter will<br />
dearly be missed.<br />
She is survived by her daughter Kassi Justice, son in<br />
law Lonnie Justice, and grandson John, also known as<br />
Turtle. (She picked that nickname for her grandson the<br />
day he was born.) Also survived by good friend Doug<br />
Farrell.<br />

The Miami Valley Steam Threshers held their 74th annual show at Pastime Park in Plain<br />
City <strong>July</strong> 18 - 21. Pictured here is Tim Luft of Lancaster sitting on his 1903 Huber Steam<br />
Engine. The Huber company built the engine in Marion and the steam engine was used<br />
to power a sawmill. The engine has 36 hp on the belt drive and 12 hp on the draw bar.<br />

Carol Marie Leistico Waggoner passed away on Monday, <strong>July</strong><br />
22, <strong>2024</strong> at Springfield Regional Hospital after a short illness.<br />
Carol was born on June 25, 1937, to Everett and Sophia Leistico.<br />
She was one of nine children growing up in Worthington, Minn. On<br />
Aug. 5, 1956, she married her husband, Wayne L. Waggoner, and<br />
they settled down in London, Ohio, in 1960. They raised three children,<br />
Steven, Eileen, and David, while becoming involved in the<br />
community. She worked at various places including Hume and Rayburn<br />
and for The Ohio State University Extension Office where she<br />
retired from after 35 years. She turned her attention to volunteering<br />
with various organizations. She was a member of St. John’s<br />
Lutheran Church and was involved in many activities within the<br />
church.<br />
Carol was an avid seamstress, collector and traveler. She enjoyed<br />
locations around the world including Alaska, Italy, Peru, and a special<br />
trip to Paris. She enjoyed long conversations on the phone with<br />
her numerous friends around the community. She also enjoyed<br />
