Accordingly, the exports from Türkiye to these countries surged from a value of $14.1 billion (TL 459.3 billion) in 2019 to nearly $26.1 billion in 2023. The share of these countries in Türkiye’s overall exports last year was 10%. Türkiye’s imports from SCO member countries reached $106.3 billion last year, around double the $55.6 billion total in 2019. Exporting is an efficient means of introducing new technologies,<br />
both to the exporting firms in particular and to the rest of the economy,<br />
and exports are a channel for learning and technological<br />
advancement processes.<br />
Export-led growth is a term used to refer to a strategy comprising<br />
the encouragement of and support for production for exports.<br />
The rationale lies in the conviction of many economists that trade<br />
is the engine of growth, in the sense that it can contribute to a<br />
more efficient allocation of resources within countries as well as<br />
transmit growth across countries and regions. Exports and export<br />
policies of <strong>Türkiye</strong>, in particular, are regarded as crucial growth<br />
stimulators from this standpoint.<br />
Opening up a country’s market to the international markets allows<br />
a country more efficient production and allocation of resources as<br />
the country can concentrate on the production of goods in which<br />
it has a comparative advantage based on its factor endowments.<br />
Thus, world trade markets allow producers and consumers of the<br />
related countries to benefit from lower prices, higher-quality products,<br />
more diverse supply of goods, and higher growth.<br />

World Bank revises up<br />
global growth forecast for<br />
<strong>2024</strong><br />
GDP growth projected at 2.6% this year, 2.7% in 2025-26<br />
ANKARA – The World Bank revised the global growth forecast<br />
for this year to 2.6%, up 0.2 percentage point from its previous<br />
projection.<br />
The figure is foreseen to hold steady compared to last year for the<br />
first time in three years despite heightened geopolitical tensions<br />
and high interest rates, the bank said in its latest Global Economic<br />
Prospects report.<br />
The upward revision was led by continued solid growth in the US,<br />
it stressed.<br />
The bank forecast the gross domestic product (GDP) growth will<br />
edge up to an average of 2.7% in 2025-26 amid modest growth in<br />
trade and investment.<br />
The figure is below the 3.1% average in the decade before the<br />
pandemic or 2010-19.<br />
“Four years after the upheavals caused by the pandemic, conflicts,<br />
inflation, and monetary tightening, it appears that global economic<br />
growth is steadying,” said <strong>In</strong>dermit Gill, the World Bank Group’s<br />
chief economist and senior vice president.<br />
The GDP in developing economies are forecast to increase 4% on<br />
average in <strong>2024</strong>-25 and in advanced economies to hike 1.5% this<br />
year before rising to 1.7% next year.<br />
Gill underlined the need for developing economies to find ways to<br />
encourage private investment, reduce public debt, and improve<br />
education, health, and basic infrastructure.<br />
The report highlighted that one in four developing economies is<br />
expected to remain poorer than it was in 2019.<br />
The World Bank hiked its growth projection for China by 0.3<br />
percentage point to 4.8% this year, due to stronger-than-expected<br />
activity in early <strong>2024</strong>, particularly exports. The world’s secondlargest<br />
economy is projected to grow 4.1% in 2025, down 0.32 point<br />
from the January report.<br />
The GDP in the US is expected to increase by 2.5% this year and<br />
1.8% next year, with upward revisions of 0.9 point and 0.1 point,<br />
respectively.<br />
The euro area’s GDP growth is projected to come in at 0.7% in <strong>2024</strong>,<br />
the same as foreseen in the previous report, and 1.4% in 2025, a<br />
downward revision of 0.2 points.<br />
The Turkish economy’s growth forecast was cut by 0.1 point to 3%<br />
for <strong>2024</strong> and 0.3 point to 3.6% for next year.<br />
The World Bank projected the global inflation to average at 3.5%<br />
this year and 2.9% in 2025.<br />
Global interest rates are likely to remain high by the standards of<br />
recent decades -- averaging about 4% over 2025-26, roughly double<br />
the 2000-19 average, read the report.<br />

the high export performance and<br />

The SCO was founded in 2001 with Russia, China<br />
and Central Asian powers and later included<br />
<strong>In</strong>dia, Iran and Pakistan. Its latest addition includes<br />
Belarus, which o formally joined the organization<br />
to become its 10th member state. There<br />
are two other observer states, Afghanistan and<br />
Mongolia, and 14 dialogue partners, including<br />
<strong>Türkiye</strong>. Before Erdoğan visited the summit, the<br />
president had contacts with the countries members,<br />

Bolat said, “Last year, 41% of the total<br />
foreign trade composition on the<br />
export side was made up of exports to<br />
the EU, and 30% of the import side was<br />
made up of imports from the EU.”<br />
“From 2002 to May of this year, $267.1<br />
billion of foreign direct investment<br />
came to <strong>Türkiye</strong>, with $110.2 billion of<br />
this coming from EU sources,” he added.<br />
Bolat stated that the Green Deal<br />
Action Plan was produced to advance<br />
the economic integration provided by<br />
the customs union and to establish a<br />
road map for adapting to the possible<br />
effects of climate change policies on<br />
the international trade order. Furthermore,<br />
he said that the sectors determined<br />
under the EU’s “Carbon Border<br />
Adjustment Mechanism” (CBAM) are<br />
iron-steel, cement, aluminum, fertilizer,<br />
electricity and hydrogen and textile<br />
and clothing and that these sectors are<br />
the most quickly and heavily affected<br />
by the green transformation process.<br />
Emphasizing the need for these sectors<br />
to adapt quickly to the carbon border<br />
regulation, Bolat said, “The share of our<br />
exports from these six sectors in our<br />
total exports to the EU is 49%, that is,<br />
about half.”<br />
Drawing attention to the importance of<br />
providing comprehensive support for<br />
raising awareness and producing a road<br />
map for the process, Bolat stated that<br />
legislative changes, such as the eco-design<br />
rules that will come into effect within<br />
the framework of the transition to<br />
a circular economy, will directly affect<br />
exports to the EU.<br />
Bolat mentioned that regulating a digital<br />
product passport will become a rule<br />
for entry into the EU market and that<br />
such practices will make company digital<br />
transformation mandatory.<br />
Explaining that they support exporters<br />
with the “Responsible Program” for the<br />
sustainability of exports as the ministry,<br />
Bolat added: “With the ‘Green Deal<br />
Adaptation Project’ to be implemented<br />
under the program, our goal is to guide<br />
our exporting companies in the green<br />
and digital transformation process.”<br />
“We aim to ensure their compliance<br />
with green and digital transformation<br />
at the corporate level and make the<br />
sustainability of exports possible in this<br />
context. Under the Responsible Program,<br />
our ministry will support consultancy<br />
service expenses incurred by our<br />
companies up to a total of TL 10 million<br />
at a rate of 50% for five years.”<br />

provided by the World Bank for<br />
<strong>Türkiye</strong> in <strong>2024</strong> has reached close to $3.7 billion,<br />
Treasury and Finance Minister Mehmet<br />
Şimşek said. The new SIEs will be designed<br />
to withstand future earthquakes, other natural<br />
disasters and the adverse effects of climate<br />
change. They will incorporate energy<br />
and water efficiency measures and generate<br />
solar energy to power the micro businesses,<br />
potentially reducing carbon emissions by an<br />
estimated 147,030 metric tons annually.<br />
“The World Bank is committed to supporting<br />
<strong>Türkiye</strong> in its efforts to rebuild the earthquake-affected<br />
communities. We know well<br />
that the ongoing efforts from the enormous<br />
devastation will span several years and require<br />
considerable resources,” said Humberto<br />
Lopez, World Bank Country Director for<br />
<strong>Türkiye</strong>.<br />
“This project is a continuation of our work to<br />
restore livelihoods and economic recovery of<br />
the affected areas.”<br />
Approximately 15% of <strong>Türkiye</strong>’s micro, small<br />
and medium enterprises (MSMEs) are located<br />
in the earthquake-affected provinces,<br />
with many based in industrial estates that<br />
provide various facilities and services, such<br />
as affordable operational spaces, shared resources,<br />
infrastructure, utilities and access to<br />
allowing companies that do not enter<br />
the consultancy process to analyze their<br />
current situation.<br />
The minister also explained that the<br />
program has three main stages, detailing<br />
each stage.<br />
“<strong>In</strong> phase 1, which constitutes the first<br />
stage, the company’s current situation<br />
analysis will be carried out within the<br />
framework of sustainability criteria and<br />
parameters determined on a sectoral<br />
basis,” he noted.<br />
“<strong>In</strong> the second stage, technical and financial<br />
feasibility consultancy for implementing<br />
the sustainability road map<br />
on a project basis will be supported.<br />
Projects prepared with technical and financial<br />
feasibility will be directed from<br />
the Responsible portal to the IGE Guarantee<br />
Portal,” he added.<br />
“<strong>In</strong> this way, our companies will be able<br />
to convey their financing demands for<br />
the project to be implemented through<br />
the portal to the banking sector, and<br />
they will be able to evaluate the credit<br />
offers coming from banks in a competitive<br />
environment through the portal.”<br />
Bolat stated that in the final stage, the<br />
monitoring and verification consultancy<br />
of the implemented projects will be<br />
supported, and the progress of exports<br />
and exporters will be tracked.<br />

also provide financial support for MSMEs to<br />
build their premises in a climate- and earthquake-resilient<br />
manner,” said Stefka Slavova,<br />
lead economist and one of the project<br />
team leaders. The project follows the Post-Earthquake<br />
MSME Recovery Project, which<br />
financed urgent operating expenses for MS-<br />
MEs in the earthquake-affected areas.<br />
Last year, the World Bank announced it<br />
would increase its exposure to <strong>Türkiye</strong> to $35<br />
billion within three years by adding $18 billion<br />
worth of new operations to around $17<br />
billion in programs already in place.<br />
“<strong>In</strong> addition, the amount of financing approved<br />
by the World Bank so far for projects in<br />
earthquake-affected provinces has reached<br />
approximately $2 billion,” said Şimşek.<br />
“This financing indicates the World Bank’s<br />
confidence in our country and our economic<br />
program,” he emphasized. Şimşek also stated<br />
that the government continues to cooperate<br />
with the World Bank on projects in the disaster<br />
area to revive the regional industry,<br />
which made a significant contribution to<br />
the economy before the earthquake, and to<br />
strengthen employment.

market rebounds after Euro <strong>2024</strong><br />
The tourism outlook of <strong>Türkiye</strong>’s<br />
popular hub Antalya appears to<br />
be improving amid the revival<br />
stemming from the European<br />
market after the Euro <strong>2024</strong> football<br />
championship, according to<br />
industry representatives.<br />
The European market, which<br />
slowed down during the Euros,<br />
has picked up again and occupancy<br />
rates have surged after a brief<br />
downturn observed during the<br />
championship that ran between<br />
June 14 to July 14 and was held in<br />
Germany.<br />
Antalya, traditionally known for<br />
numerous tourists coming from<br />
Germany, still saw an increase in<br />
arrivals, according to an Anadolu<br />
Agency report.<br />
The city, recognized for its sea,<br />
sand, sun and historical attractions,<br />
saw a 12% increase in tourist<br />
numbers, reaching over 7.5<br />
million by July 17 compared to the<br />
same period last year.<br />
Russia took the lead in tourist<br />
numbers, followed by Germany,<br />
the U.K. and Poland. The city,<br />
which is expected to exceed the<br />
target of 17 million tourists by<br />
the end of the year aims to break<br />
a new record with 18 million visitors.<br />

the Mediterranean Tourism Hoteliers<br />
and Operators Association<br />
(AKTOB), speaking to AA noted<br />
that they experienced a slowdown<br />
period due to Euro <strong>2024</strong> after the<br />

as the Qurban Bayram holiday.<br />
The city, indeed, was reported to<br />
have recorded one of the busiest<br />
Qurban Bayram holidays in recent<br />
years, while Antalya Airport<br />
shuttered the record in the number<br />
of daily flights at least twice<br />
in the recent period. Reiterating<br />

Germany, one of the source markets,<br />
Kavaloğlu said, “During that<br />
period, arrivals from Germany to<br />
our country slowed down. After<br />
the championship, our occupancy<br />
rates exceeded 90% as of the<br />
second week of July. We are currently<br />
experiencing a high season<br />
in Antalya. The European market<br />
has revived again.”<br />
Moreover, he noted that they<br />
managed to overcome the effects<br />
of the bankruptcy of FTI, Europe’s<br />
third-largest tour operator<br />
based in Munich, with minimal<br />
damage. He said that tourists with<br />
reservations were rearranged to<br />
come to <strong>Türkiye</strong> through other<br />
operators and that guests who had<br />
completed their holidays returned<br />
to their countries without any issues.<br />
At the same time, Kavaloğlu<br />
emphasized the importance of expatriates<br />
living in Europe spending<br />
their holidays in <strong>Türkiye</strong>, expressing<br />
optimism their number<br />
would continue to increase.<br />
“Our expatriates stay for a long<br />
time, both having their holidays<br />
and visiting their homeland. This<br />
has a very positive impact on<br />
tourism. By June, nearly 600,000<br />
European Turks had preferred<br />
Antalya. This will continue to increase,”<br />
he explained.<br />
“Turks living in Europe also<br />
worked during Euro <strong>2024</strong>. Since<br />
the championship is over, they can<br />
now come comfortably. We expect<br />
1 million expatriates to vacation<br />
in Antalya this year,” noted Kavaloğlu.<br />
Some of the sector representatives<br />
also appeared to rebuke<br />
recent reverberating reports<br />
of domestic industry seeing lower<br />
bookings as some Turkish citizens<br />
opted for holidays in nearby<br />
Greek islands.<br />
“A wrong perception is being produced.<br />
‘No, the hotels are empty,<br />
no, there are more staff than<br />
guests in the hotels.’ There is no<br />
such thing,” said Professional Hotel<br />

He cited the decrease in the occupancy<br />
of some 5%-8% but noted<br />
that not all visitors to Antalya decide<br />

Yorulmaz, who is also the general<br />
manager of a hotel, pointed out<br />
that the German business world<br />
also postponed holidays during<br />
the championship, saying, “Many<br />
Europeans, especially Germans,<br />

market in July. We expect great<br />
potential from Europe, especially<br />

the European Bank for Reconstruction and<br />
Development, Patrone said such forecasts<br />
align with the trajectory foreseen by the government’s<br />
economic team.<br />
“So it seems that the direction of travel is certainly<br />
the right one and investors’ confidence<br />
is coming back because of that,” said Patrone,<br />
the development lender’s vice president for<br />
banking.<br />
“From our conversations, I think there is a cautious<br />
optimism that this (economy plan) will<br />
be completed. <strong>In</strong>deed, because there is no alternative,<br />
and because we have started seeing<br />
the results.”<br />
Last year, the EBRD invested a record 2.5 billion<br />
euros ($2.71 billion) in <strong>Türkiye</strong>, driven<br />
by green investments and spending on the<br />
recovery from the devastating earthquake in<br />
February 2023.<br />
The bank expects to match that figure in<br />
<strong>2024</strong>, having invested almost 1 billion euros<br />
so far this year, Patrone said.<br />
Part of that will be earthquake-related investments<br />
focused on municipal infrastructure<br />
and supporting small and medium-sized enterprises<br />
(SMEs) in the area.<br />
“Our pipeline is wide enough and deep enough<br />
to give us comfort that we should reach the<br />
level of last year. We are on the right trajectory,”<br />
Patrone said.<br />
<strong>In</strong> March, <strong>Türkiye</strong>’s Treasury signed a memorandum<br />
of understanding (MoU) with the<br />
EBRD to finance 500 million euros for the region<br />
hit by the earthquake. The bank pledged<br />

Let’s see what happens in 2025, but toward the<br />
end of 2025, I think that should gather momentum.”<br />
<strong>In</strong> May, the government also announced a<br />
plan to rein in public spending, meaning only<br />
essential state investment projects would proceed,<br />
and said it worked on tax regulations to<br />
improve fiscal discipline and increase budget<br />
income.<br />
Patrone said that the Turkish fiscal plan will<br />
likely impact public-private partnership projects<br />
(PPPs), but necessary infrastructure development<br />
should continue.<br />
“While there is focus on reducing fiscal burden,<br />
there is also an understanding that the<br />
infrastructure development in the country<br />
cannot stop,” he said. “So certainly, there will<br />
be changes. But I don’t expect major changes<br />
in the direction of travel.”
