Hello and welcome to our <strong>Summer</strong> <strong>2024</strong> newsletter.<br />

I’d like to start with our recent success at The Royal Society for the Prevention of Accidents<br />

(RoSPA) qualification awards. Everybody at <strong>EDGE</strong> <strong>Services</strong> take a bow, just WOW....to achieve two<br />

nominations at the national awards held on board HMS Belfast in London is an amazing achievement.<br />

Furthermore being awarded Highly Commended and Commended in our categories, especially<br />

after being awarded the First Class Instructor-Led Provider of the Year last year demonstrates the<br />

dedication, quality and hard work the team continuously put in both at the head office in York and<br />

nationally at all our training venues.<br />

We are all extremely proud of the <strong>EDGE</strong> team who continuously strive to give the best service to our<br />

delegates and clients.<br />

In February we were absolutely thrilled to have been award Silver Accreditation by Investors in People<br />

following an assessment at the end of 2023. The assessment was a great opportunity to continue to<br />

develop and we are now excited to confirm that <strong>EDGE</strong> <strong>Services</strong> Ltd has been identified as one of the<br />

Top 20 Silver Investors in People accredited employers in the UK.<br />

This is why <strong>EDGE</strong> <strong>Services</strong> continues to be one of the leading national training organisations within its<br />

field and the reason we want to continue developing new and advanced training opportunities.<br />

We have an exciting time ahead of us especially as we are now settled into our new head office in<br />

York. The full team will shortly be taking part in our annual week-long summer meeting, during which<br />

there will be opportunity for continuing professional development, team building and chance for us all<br />

to catch up and enjoy some time together.<br />

the Royal Society for the Prevention of<br />

Accidents Qualification Awards<br />

<strong>EDGE</strong> <strong>Services</strong> have again fought off stiff competition<br />

to scoop two awards, demonstrating our commitment<br />

to health and safety excellence at the <strong>2024</strong> RoSPA<br />

Qualification Awards held at the iconic London landmark,<br />

HMS Belfast.<br />

<strong>EDGE</strong> <strong>Services</strong> achieved a finalist placing in the both<br />

First Class Instructor Led Provider of the year category<br />

and First Class UK Centre of the Year category,<br />

demonstrating our commitment to putting excellence<br />

right at the heart of learning and skills development by<br />

providing high-quality training courses.<br />

The free-to-enter awards allow existing customers the<br />

chance to showcase their training quality, placing them<br />

as a benchmark against other course-assured training<br />

providers, resulting in the potential to win tenders and<br />

new clients.<br />

The judging panel included four health and safety<br />

experts: Independent Public Health Consultant, Dr<br />

Michael Craig Watson; RoSPA Qualifications board<br />

member Peter Brown, chair of the RoSQual Governing<br />

Body, Brian Johnson and RoSPA’s Achievements Director<br />

Julia Small.<br />

Operations Manager, Ruth Hewitt and Administraion<br />

Assistant Geri Durkin enjoyed an incredible day at the<br />

ceremony held onboard HMS Belfast. The event began<br />

with a fascinating talk by a Yeoman of the warship,<br />

detail the history of the vessel and life on board. This<br />

was followed by a three course lunch before the awards<br />

ceremony.<br />

Ruth said “it was a fantasic experience to not only receive<br />

a commended and highly commended in our categories,<br />

but to also have opportunity to celebrate with fellow<br />

nominees, winners and associates at RoSPA. The day<br />

celebrated excellence in training and it was great to be a<br />

part of it”<br />

<strong>EDGE</strong> <strong>Services</strong>’ Administration Assistant, Geri Durkin<br />

attended the event and said she ‘ was very proud that the<br />

outstanding service offered by <strong>EDGE</strong> <strong>Services</strong> and the<br />

team had been recognised’.<br />

CQC REPORT<br />

An independent review of the CQC has identified<br />

significant internal failings, revealing its struggle to<br />

identify poor performance at care homes.<br />

The interim report, led by Dr Penny Dash, chair of<br />

the North West London Integrated Care Board, found<br />

inspection levels were still well below where they were<br />

pre-Covid, a lack of clinical expertise among inspectors,<br />

a lack of consistency in assessments and problems with<br />

the CQC’s IT system.<br />

These failings entail that the CQC is unable to<br />

consistently and effectively judge the quality of health<br />

and care services, including those in need of urgent<br />

improvement.<br />

The Dr Dash’s report also found that social care<br />

providers are waiting too long for their registration and<br />

rating to be updated, with implications for local capacity.<br />

The government is set to take immediate steps to restore<br />

public confidence in the effectiveness of health and<br />

social care regulation.<br />

This includes increasing the level of oversight of the<br />

CQC, ahead of a full report by Dr Dash which will be<br />

published in the autumn.<br />

This works forms part of the government’s wider efforts<br />

to identify the challenges facing the NHS and take action<br />

to address them head on as part of its mission to build a<br />

health service fit for the future.<br />

Health and Social Care Secretary, Wes Streeting,<br />

said: “When I joined the department, it was already clear<br />

that the NHS was broken and the social care system in<br />

crisis.<br />

“But I have been stunned by the extent of the failings<br />

of the institution that is supposed to identify and act on<br />

failings. It’s clear to me the CQC is not fit for purpose.<br />

“We cannot wait to act on these findings, so I have<br />

ordered the publication of this interim report so action<br />

can begin immediately to improve regulation and ensure<br />

transparency for patients.<br />

“I know this will be a worrying development for patients<br />

and families who rely on CQC assessments when<br />

making choices about their care.<br />

“I want to reassure them that I am determined to grip<br />

this crisis and give people the confidence that the care<br />

they’re receiving has been assessed. This government<br />

will never turn a blind eye to failure.”<br />

Streeting has also announced four steps the government<br />

and CQC will take to restore public confidence in the<br />

regulator and ensure patients can get an accurate picture<br />

of the quality of care available.<br />

These include:<br />

• The appointment by the CQC of Professor Sir Mike<br />

Richards to review CQC assessment frameworks. Sir<br />

Mike was a hospital physician for more than 20 years<br />

and became the CQC’s first Chief Inspector of Hospitals<br />

in 2013, retiring from this role in 2017.<br />

• Improving transparency in terms of how the CQC<br />

determines its ratings for health and social care providers<br />

• Increased government oversight of the CQC, with<br />

the CQC regularly updating the department on progress,<br />

to ensure that the recommendations in Dr Dash’s final<br />

review are implemented<br />

• Asking Dr Dash to review the effectiveness of all<br />

patient safety organisations.<br />

Dr Dash was asked to carry out a review of the CQC in<br />

May <strong>2024</strong>. Over the last two months, she has spoken to<br />

around 200 senior managers, caregivers, and clinicians<br />

working across the health and care sector, along with<br />

over 50 senior managers and national professional<br />

advisors at the CQC.<br />

Some of Dr Dash’s emerging findings include:<br />

• Of the locations the CQC has the power to inspect, it<br />

is estimated that around one in five have never received<br />

a rating<br />

• Some organisations not being reinspected for several<br />

years – with the oldest rating for an NHS hospital dating<br />

from over 10 years ago and the oldest rating for a social<br />

care provider dating from 2015<br />

• A lack of experience among some inspectors – with<br />

the review hearing of inspectors visiting hospitals and<br />

saying they had never been in a hospital before and an<br />

inspector of a care home who’d never met a person with<br />

dementia.<br />

Commenting on her findings so far, Dr Dash said: “The<br />

contents of my interim report underscore the urgent need<br />

for comprehensive reform within the CQC.<br />

“By addressing these failings together, we can enhance<br />

the regulator’s ability to inspect and rate the safety and<br />

quality of health and social care services across England.<br />

“Our ultimate goal is to build a robust, effective regulator<br />

that can support a sustainable and high-performing<br />

NHS and social care system which the general public<br />

deserves.<br />

To start to rebuild its credibility, Dr Dash has highlighted<br />

urgent actions the CQC can take, including overhauling<br />

the inspection and assessment system, rapidly improving<br />

operational performance and fixing faltering IT systems.<br />

In response, Kate Terroni, interim chief executive of<br />

the CQC, said: “We accept in full the findings and<br />

recommendations in this interim review, which identifies<br />

clear areas where improvement is urgently needed.<br />

“Many of these align with areas we have prioritised as part<br />

of our work to restore trust with the public and providers by<br />

listening better, working together more collaboratively and<br />

being honest about what we’ve got wrong.<br />

“We are working at pace and in<br />

consultation with our stakeholders<br />

to rebuild that trust and become<br />

the strong, credible, and effective<br />

regulator of health and care<br />

services that the public and<br />

providers need and deserve.<br />

“Work is underway to improve how<br />

we’re using our new regulatory<br />

approach. We’ve committed<br />

to increasing the number of<br />

inspections we are doing so that<br />

the public have an up-to-date<br />

understanding of quality and<br />

providers are able to demonstrate<br />

improvement.<br />

“We’re increasing the number of<br />

people working in registration so we<br />

can improve waiting times.<br />

“We’re working to fix and improve<br />

our provider portal, and this time<br />

we’ll be listening to providers<br />

and to our colleagues about the<br />

improvements that are needed<br />

and how we can design solutions<br />

together.<br />

“We’ll be working with people who<br />

use services and providers to<br />

develop a shared definition of what<br />

good care looks like.<br />

“And we’re also developing a<br />

new approach to relationship<br />

management that enables a closer<br />

and more consistent contact point<br />

for providers.<br />

“Additionally, to strengthen our<br />

senior level healthcare expertise,<br />

we have appointed Professor<br />

Sir Mike Richards to conduct a<br />

targeted review of how the single<br />

assessment framework is currently<br />

working for NHS trusts and where<br />

we can make improvements.<br />

“Sir Mike’s career as a senior<br />

clinician, and a distinguished leader<br />

of high-profile national reviews,<br />

as well as his direct experience<br />

of driving improvement through<br />

regulation, make him uniquely<br />

placed to conduct this work.”<br />

The King’s Speech<br />

July <strong>2024</strong><br />

The King’s speech was delivered in parliament on 17 July, setting out the<br />

new UK government’s priorities for the coming parliamentary session. A total<br />

of 40 bills were announced, with planned changes across health and care<br />

services.<br />

A crucial piece of legislation will be the Employment Rights Bill that<br />

underpins the commitments made in Labour’s New Deal for Working<br />

People. It will update trade union legislation, removing unnecessary<br />

restrictions on trade union activity, including the previous government’s<br />

approach to minimum service levels, which severely limited workers’<br />

freedom to strike.<br />

The Mental Health Bill aims to modernise the Mental Health Act to make it<br />

fit for the 21st century. The government also specified mental health support<br />

for young people.<br />

The draft Conversion Practices Bill seeks to bring forward a full, transinclusive<br />

ban on conversion practices relating to both sexual orientation and<br />

gender identity.<br />

While there has been positive forward focus on reforming and rebuilding<br />

health care, efforts to stop current unsustainable practices such as corridor<br />

care and the exploitation of social care staff failed to make an appearance.<br />

In response, The Royal College of Nursing General Secretary and Chief<br />

Executive Professor Nicola Ranger, said: “Nursing staff are expecting<br />

a period of renewal for our health and care services and a reset with<br />

government – today’s policy programme is a move towards delivering that.<br />

We particularly welcome the new government’s commitment to repealing<br />

anti-trade union legislation, which silences NHS and care workers from<br />

speaking up for themselves and their patients.<br />

“The New Deal for Working People and the potential for a historic fair pay<br />

agreement in social care can help begin the journey to pay parity with<br />

NHS colleagues. The government must honour its pledge to launch an<br />

investigation into the exploitation of migrant care workers across the sector,<br />

which we will support.<br />

“Reforms to the Mental Health Act are long overdue and could improve care<br />

for vulnerable people, raising the focus given to mental health and giving<br />

patients more of a say in their treatment – but investment in mental health<br />

nursing is needed to boost workforce numbers and transform outcomes.<br />

“The new government is right to focus on our ailing NHS, but measures to<br />

increase recruitment into nursing, that are not legislative and not present<br />

today, should follow soon. The NHS Long Term Workforce Plan is off target,<br />

and it needs fresh political energy and investment. Applications to study<br />

nursing have collapsed, and ministers should introduce government-funded<br />

degrees in the interests of patient safety.<br />

“A corridor care national emergency is claiming lives and requires<br />

immediate government intervention. The first step must be to introduce<br />

mandatory reporting to reveal the extent of hospital overcrowding. Ministers<br />

must also work with clinical leaders at the RCN to look at the evidence that<br />

supports the introduction of safety-critical nurse-patient ratios.”<br />

Certification<br />

Course assessment comprises of a a full case study,<br />

including report that will be completed during and following<br />

the course. There is also some pre-course reading to<br />

compelete.<br />

Upon successful completion of this training you will<br />

receive a certificate from <strong>EDGE</strong> <strong>Services</strong> and a Level<br />

4 Customised Award from RoSPA Qualifications. Both<br />

certificates are VALID FOR TWO YEARS.<br />

Please note Key Trainer certificates are valid for two<br />

The evolution of<br />

‘Controversial<br />

Techniques’<br />

When I started my nursing training back in 1977, patient<br />

handling techniques were vastly different from those<br />

taught today, all the ‘lifts’ that I was taught and practised<br />

well into the 1980’s are now considered ‘controversial<br />

‘or ‘poor handling’, only to be used in life threatening,<br />

emergency or exceptional circumstances, when safer<br />

techniques are not possible. Some of these, such as the<br />

drag lift, were proved to be unsafe and condemned as far<br />

back as 1981.<br />

Terminology has changed over<br />

the years, in 2001 The Derbyshire<br />

Interagency Group referred to the<br />

drag lift as ‘high risk’. In 2005<br />

we saw a further change when it<br />

was referred to as ‘controversial’<br />

in HOP5. Now in HOP7, I see<br />

this, and other high risk handling<br />

methods are documented as<br />

controversial or poor handling<br />

techniques.<br />

In our training courses and course<br />

material we give examples of<br />

several controversial techniques,<br />

these being drag lift, front assisted<br />

lift, orthodox lift, through arm lift,<br />

arm and leg lug and bear hug/pivot<br />

transfer. We used to include the<br />

Australian and poles and canvas lifts but slimmed our list<br />

down because we felt these were no longer commonly<br />

seen.<br />

There are others to be aware of, such as linking arms<br />

in supported walking, which puts the care worker at<br />

considerable risk should the client stumble. As such this<br />

should be discouraged for clients who require physical<br />

support.<br />

usually securely around the<br />

client’s waist, and the care<br />

worker needs to ensure they do<br />

not lift otherwise it can rise and<br />

put pressure on the shoulder<br />

joint, like a drag lift. Also, their<br />

hand hold needs to be one that<br />

enables easy release from the<br />

grip, in the event the client falls,<br />

as handling belts should not<br />

be used to support the client’s<br />

weight. This would result in<br />

considerable musculoskeletal<br />

forces for the care worker.<br />

Risks to both client and<br />

care worker are well known<br />

and evidenced in various<br />

professional publications. If we<br />

look at the drag lift for instance,<br />

we can see this increases<br />

strain on the back, as it has been identified as resulting<br />

in maximum loading to the back. Looking at risks to the<br />

client, their shoulder joint is particularly vulnerable with<br />

risk of dislocation, fractures and nerve damage as well as<br />

force related tissue damage.<br />

Any of the controversial techniques mentioned<br />

will impact hugely on the client’s ability to move<br />

independently as normal patterns of movement<br />

are impeded.<br />

We have known for a long time the dangers,<br />

to both client and care worker, that the use of<br />

controversial techniques create. Through training<br />

of safer methods, where staff understand the<br />

underlying principles and are aware of the risks<br />

from using these controversial techniques,<br />

ongoing supervision, and with advances in<br />

equipment choices over the years, there really<br />

should be no reason for care workers to resort<br />

to these controversial technique unless it is in<br />

an emergency, or when it has, through robust<br />

risk assessment involving a multi-disciplinary<br />

approach shown that no safer method would<br />

work. This would be an exceptional circumstance<br />

and rationale for it’s use would have to be clearly<br />

documented, and evidence shown as to how safer<br />

methods of handling have failed.<br />

Employers have legislative responsibilities<br />

to ensure staff are suitably trained and that<br />

appropriate equipment is provided as far as is<br />

reasonably practicable, and that suitable and<br />

sufficient risk assessment are carried out by a<br />

competent person. One can hope that at some<br />

point controversial techniques will be a thing of the<br />

past in normal day to day people handling.<br />
