Curtis Gwatkin and Maraea Hetaraka said their “baby” should not have had to die for something to change and she should have been wearing a helmet, the NZ Herald reported. Both parents were told students on the Haeata Community Campus trip had been given the option to wear helmets while skating, but all refused. “It should have been FREE TO DOWNLOAD CHRISTCHURCHAPP compulsory, it should have been enforced,” Gwatkin said. “Why does my baby have to die for people to have to do something?” In the days following the incident, Alpine Ice Sports Centre introduced a mandatory helmet policy. “From Monday, 5 August, all customers are required to wear a helmet while attending our public skating sessions. Helmets are provided free of charge by Alpine, or skaters may prefer to bring their own well-fitting cycle helmet,” the company said in a social media post. Gwatkin said the family had not heard from Alpine Ice Sports Centre at any stage since the accident. The family also revealed Kymani’s older sister was on the same school trip and was at her side moments after the fall. “[My daughter] said she saw [Kymani] go bum over head and was just lying there,” Gwatkin said. “She went over to her and picked her up … Kymani looked up at her, said ‘I love you’ and then went into full seizure mode.” Heteraka described Kymani as “kind, caring and helpful”, the Herald reported. “If she saw kids with no friends, she would introduce them to her friends.” She said her daughter wanted to be a “mum with 50 kids” when she was older, as well as a Black Fern star and a professional dancer. “She was supposed to do all that, she was supposed to be here with me, instead all I have is a box and some photos.” A memorial service for Everything Christchurch in one place Kymani, affectionately known as Marnz, was held at Haeata Community Campus on Tuesday afternoon. “I wish we weren’t here today, but we are … because the safety measures just weren’t in place,” Heteraka told those gathered. She stressed the importance of wearing a helmet, “no matter what”. “Wear your helmets, whether you’re ice skating or any other activity just make it click, we wouldn’t have to be here if she had just had a helmet on.” Kymani was remembered as a friend to everybody she met. UKRAINIAN soldiers will be<br />

northern winter thanks to<br />
Christchurch-made merino wool<br />
clothing.<br />
Knitwear manufacturer Weft<br />
Knitting is sending more than<br />
1000 woollen undergarments,<br />
as well as sewing machines and<br />
fabric, to the war-torn country to<br />
provide comfort to soldiers.<br />
Weft Knitting founder Hugh<br />
Douglas said it was a cause he<br />
cared deeply about.<br />
“I decided early on that I<br />
wouldn’t sit back and do nothing<br />
when my company has the ability<br />
to make a tangible difference<br />
to the soldiers on the frontline<br />
defending their country,” he said.<br />
Weft Knitting had been donating<br />
clothing to Ukraine since<br />
late 2022, and its latest gift was<br />
included in a 40ft container of<br />
goods from across the South Island,<br />
set to go over last weekend.<br />
“We advertised and we’ve<br />
had quite a huge response from<br />
the local community – perhaps<br />
as far as even Nelson. We’ve<br />
had wheelchairs, walking<br />
frames, crutches and very<br />
warm clothing, toys, and even<br />
three hospital beds have been<br />
donated,” Douglas said.<br />
In response to previous donations,<br />
two flags had been sent<br />
back from Ukraine with messages<br />
of gratitude from soldiers,<br />
which were proudly hanging up<br />
in the factory.<br />
“After the soldiers got the first<br />
lot of woollen underwear back in<br />

involved complaints from<br />
parents at Cashmere High,<br />
and a second inquiry into<br />
complaints by parents from<br />
Auckland’s St Peter’s College.<br />
<strong>The</strong> Cashmere complaint<br />
involved a student with<br />
disabilities, who was refused outof-zone<br />
enrolment.<br />
Despite the student’s older<br />
siblings already going to the<br />
school and the family earlier<br />
living in-zone, Boshier found the<br />
school had followed its enrolment<br />
policies and therefore had not<br />
acted unreasonably.<br />
However, it had failed to<br />
properly explain its decision to<br />
the family. He told the school to<br />
apologise to the family, which it<br />
refused to do.<br />
“It is very disappointing<br />
when boards fail to see my<br />
recommendations as an<br />
opportunity to learn from their<br />
mistakes and improve their<br />
processes and decision-making,”<br />
Boshier said.<br />

assaulting and forcing a<br />
man to eat pet food will<br />
be known next week.<br />
<strong>The</strong> video, obtained<br />

Zealand Herald, shows<br />
the man being attacked<br />
by a group of youths<br />
outside the Riccarton Rd<br />
McDonald’s who said he<br />
“was trying to meet a 14-yearold<br />
girl for sex”.<br />
<strong>The</strong> attackers told the man<br />
they would not report him to the<br />
police if he ate some cat food.<br />
A police spokesperson told<br />
<strong>The</strong> <strong>Star</strong> they have identified<br />
some of the people involved.<br />
“Our inquiries are ongoing<br />
and no charges have been laid at<br />
this time.”<br />

Ratepayers up-to-220k bill<br />
for pathway upgrade<br />

RATEPAYERS will fork out<br />
up to $220,000 to pay for safety<br />
upgrades to the $17.5 million<br />
Coastal Pathway in Redcliffs<br />
Village.<br />
<strong>The</strong> improvements involve<br />
widening the footpath on Main<br />
Rd for about 5m in front of<br />
the shops, which aims to<br />
prevent collisions between pedestrians<br />
and cyclists and address<br />
the community’s safety concerns.<br />
Shared pathway pavement<br />
markings, a new kerb and channel,<br />
bike stands, and a newly<br />
asphalted footpath are also part<br />
of the upgrade.<br />
Construction has started after<br />
a delay due to prioritising the<br />
critical Moncks Bay section of the<br />
pathway in order to receive funding<br />
from the Labour government’s<br />
$3 billion shovel ready fund.<br />
City council transport planning<br />
and delivery manager Jacob<br />
Bradbury said the need for safety<br />
improvements in Redcliffs had<br />
already been anticipated by the<br />
city council.<br />
But to receive $15.8 million<br />
in government funding – the<br />
majority of the Coastal Pathway’s<br />
cost – he said the Moncks Bay<br />
section had to be started first<br />
within the six to 12 month timeframe<br />
required to qualify it as a<br />
shovel ready project.<br />

Tackling the biggest cause of<br />
death in New Zealand.<br />
<strong>The</strong> age-old adage states that nothing is certain except<br />
death and taxes.<br />
However, in recent weeks, there’s hope that we may see a<br />
reduction in both, particularly when it comes to the leading<br />
cause of death in New Zealand - cancer. With statistics<br />
showing that one in three individuals in New Zealand will<br />
be impacted by cancer by the age of 75, it’s a disease that<br />
touches the lives of every Kiwi, either personally or through<br />
someone we know. As a former cancer research scientist<br />
turned Ilam MP, I am proud to announce the significant<br />
strides our government is making in enhancing cancer care.<br />
Research conducted in 2018 revealed a stark reality. Around<br />
2,500 New Zealanders lose their lives to cancer each year<br />
simply because they reside in New Zealand and not across<br />
the Tasman in Australia. Despite the two countries sharing<br />
similar population demographics, New Zealand lags behind<br />
in outcomes and one of the biggest differences is access to<br />
cancer medications.<br />
That is one of the reasons why the National lead<br />
Government is delivering up to 26 cancer treatments as<br />
part of an overall package of up to 54 new medicines. I<br />
appreciate there is no end to the number of medications<br />
that could be funded but it is important that we fund drugs<br />
that have the biggest impact and the most likely chance of<br />
working.<br />
<strong>The</strong> research mentioned above was carried out prior to the<br />
turbulent health sector merger in New Zealand which may<br />
not have enhanced our health outcomes. We know early<br />
intervention is important for cancer outcomes. That is why<br />

How I can help<br />
we have introduced five health targets including, faster<br />
cancer treatment – 85% of patients to receive cancer<br />
management within 31 days of the decision to treat. Shorter<br />
wait times for first specialist assessment – a meaningful<br />
reduction in the number of people waiting more than four<br />
months to see a specialist. Shorter wait times for surgery<br />
– a meaningful reduction in the number of people waiting<br />
more than four months for surgery.<br />
But that is not all, we have also increased breast screening<br />
eligibility to 74-year-olds and funded PET scanning<br />
accessibility for prostate cancer, ensuring they have<br />
access to advanced diagnostic tools for better treatment<br />
outcomes.<br />
Recognizing the financial burden that cancer treatment<br />
can impose on individuals and families, we have allocated<br />
an additional $18 million per year to support those in need<br />
of assistance for travel arrangements related to their<br />
treatments. This funding aims to alleviate the financial<br />
strain and ensure that all patients have access to the care<br />
they require. This is all part of the highest investment in<br />
health that New Zealand has ever seen.<br />
So while I might have started this article in a flippant<br />
manner we are focused on delivering better health<br />
outcomes for all New Zealanders and tackling cancer as this<br />
is an important step to ensure quality of life for all Kiwis.<br />

Revellers who hired sports club<br />
bus urinated in front of 3-year-old<br />

A WOMAN IS appalled a group<br />
which hired the champion<br />
Linwood Rugby Club’s bus<br />
urinated on a fence in front of<br />
herself and her three-year-old<br />
grandson.<br />
But well-known restauranteur<br />
Nick Inkster, a member of the<br />
club who hires out the bus, said<br />
it didn’t involve club members or<br />
players.<br />
<strong>The</strong> woman said the incident<br />
happened near her home on<br />
Monday, July 29 in the empty<br />
section next to the Prebbleton<br />
Village Tavern.<br />
As she was putting her bins<br />
out with her grandson about<br />
2.40pm, she saw about eight men<br />
she said were intoxicated leave<br />
the bus and urinate on the fence<br />
of the section.<br />
“I think it’s shocking. I mean<br />
fair enough to have a great time,<br />
but have someone in charge so<br />
that sort of thing doesn’t happen,”<br />
she said.<br />
<strong>The</strong> Linwood Bulls bus was<br />
bought four years ago and has<br />
become a key piece of the rugby<br />
club’s identity.<br />

But he said it was not connected<br />
to any celebrations of Linwood’s<br />

<strong>The</strong> Linwood Bulls beat the<br />
University of Canterbury 39-32<br />
to claim the title for the first time<br />
since 1973.<br />
“<strong>The</strong> bus had been booked<br />
out for months for that day and<br />
we didn’t know we were going<br />
to be in the final that weekend,”<br />
said Inkster.<br />
He usually drives the bus<br />
when it is booked out, but was<br />
unavailable on the day of the<br />
incident.<br />
He said the club will not be following<br />
up on the incident.<br />
“When you do hire it out and<br />
its got your name all over it, it’s<br />
kind of just the risk you take, if<br />
someone does something stupid,<br />
but so far in four years we’ve had<br />
good people.”<br />
<strong>The</strong> woman said she called<br />
out: “Come on guys, there’s kids<br />
here.”<br />
She said one of the men urinating<br />
responded: “What do expect<br />
me to do, piss myself.”<br />
<strong>The</strong> woman didn’t want to escalate<br />
the situation so she didn’t<br />
say anything back.<br />
“<strong>The</strong>y were really not sober<br />
and quite inebriated.”<br />
She said an older man with the<br />
group told the men to go into the<br />
hotel and urinate there.<br />
“If I was a sponsor with all<br />
those names on the bus, I would<br />
be ashamed of it,” she said.<br />
<strong>The</strong> woman said her grandson<br />
was shocked by the sight.<br />
“He likes buses and things like<br />
that so we were just having a look<br />
and then they started going to the<br />
toilet. He couldn’t believe it.<br />
“Another 20 minutes and<br />
there would have been more kids<br />
coming home from school.”<br />
She said the group entered the<br />
hotel and spent about an hour<br />
there before departing.<br />

Gilmore said he was not aware<br />
of the incident or the group stopping<br />
at the hotel.<br />
<strong>The</strong> woman was “disappointed”<br />
to receive no reply<br />
after calling the Linwood club<br />
twice on the day of the incident<br />
and once the next day to complain.<br />

Norton: “If you want to write<br />
an article about some young<br />
men peeing on a fence, go<br />
right ahead. I don’t have any<br />

Cat thrown from a<br />
moving vehicle found<br />
THE CAT seen thrown from<br />
a moving vehicle in an online<br />
video has been found by the<br />
SPCA and checked by a vet.<br />
<strong>The</strong> incident was filmed<br />
somewhere in Christchurch and<br />
posted online. It shows a group<br />
of young people in a car with a<br />
male in the backseat dangling the<br />
cat out the window. He tells the<br />
person filming to capture him<br />
tossing the cat out the window.<br />
SPCA said yesterday the<br />
incident was still being<br />
investigated and wouldn’t<br />
comment on whether the<br />
people responsible had been<br />
identified.<br />
It also would not say how the<br />
cat was located.<br />
<strong>The</strong> SPCA has the power to<br />
prosecute individuals in cases<br />
of serious animal cruelty or<br />
neglect.<br />
“Throwing an animal from a<br />
moving vehicle would almost<br />
certainly constitute an act of<br />
ill-treatment pursuant to the<br />
Animal Welfare Act 1999,” a<br />
spokesperson said.<br />
<strong>The</strong> SPCA would not say<br />
whether the cat was injured or its<br />
current whereabouts after being<br />
checked by the vet.<br />

Hospital unit opens after four year wait<br />
CHRISTCHURCH Hospital’s<br />
emergency department’s<br />
observation unit is finally open,<br />
four years after it was built.<br />
<strong>The</strong> unit is part of the hospital’s<br />
Hagley Block, a $500 million<br />
project which opened in 2020.<br />
Dr Mark Gilbert, an emergency<br />
physician and the emergency<br />
department’s clinical director, said<br />
the unit had not been able to open<br />
because there was no funding for<br />
the required staff.<br />
<strong>The</strong> unit, which<br />
opened last week,<br />
required 16<br />
additional nurses,<br />
six junior doctors,<br />
three full-timeequivalent<br />
senior<br />
doctors and<br />
administration<br />
staff.<br />
A Health New Zealand<br />
spokesperson said there was<br />

$4.2m in additional funding to<br />
operationalise and staff the unit,<br />
“but this will be at least partially<br />
offset by reducing inpatient<br />
admissions” by using the unit.<br />
Gilbert said it had been<br />
frustrating to have the unit there<br />
but not be able to use it for the<br />
past four years.<br />
“Emergency department<br />
observation units are proven to<br />
be really efficient models of care.<br />
<strong>The</strong>y are good for the ED, good<br />
for the hospital, good for the<br />
patients and for the staff.<br />
OPERATIONAL: <strong>The</strong> new observation unit is part of Christchurch Hospital’s Hagley Block<br />
which opened in 2020.<br />
“Having this built area and not<br />
staffed was frustrating. We are<br />
really pleased to be given approval<br />
to open it.”<br />
<strong>The</strong> unit bridged the gap<br />
between those who needed<br />
emergency care and those who<br />
needed to be admitted to hospital,<br />
Gilbert said.<br />
<strong>The</strong> opening of the unit allowed<br />
staff to observe those in-between<br />
patients for a bit longer, such<br />
as waiting to see if a treatment<br />
was taking effect or to complete<br />
observations after a head injury,<br />
he said.<br />
“It might be someone with<br />
kidney stones who we are waiting<br />
to see if painkillers and things are<br />
taking effect. Also other medicaltype<br />
issues like allergic reactions,<br />
drug overdoses.<br />
“Also elderly folk who are<br />
on that borderline of needing<br />
admission, who can come here for<br />
dedicated allied health input to get<br />
them home.”<br />
<strong>The</strong> allied health workforce is<br />
made up of health professionals<br />
who are not part of the medical,<br />
dental or nursing professions.<br />
Without the unit, many of<br />
those patients would be admitted<br />
to hospital or made to wait in<br />
the corridors of the emergency<br />
department, Gilbert said.<br />
<strong>The</strong>re were many benefits from<br />
not admitting people who did not<br />
need it, he said.<br />
“If you are admitted, you<br />
are generally here overnight,<br />
minimum 24 hours to 36 hours, it<br />
is just the way the cadence of the<br />
hospital works with ward rounds<br />
and things like that.<br />
“Whereas here, we have on-site<br />
senior decision-making capability<br />
16 to 18 hours a day, and we are<br />
able to make those decisions late<br />
into the evening and even in the<br />
early hours of the morning.”<br />
That had benefits for the<br />
hospital with fewer admissions<br />
and less overcrowding. It helped to<br />
decrease overcrowding in the ED<br />
and was good for patients, he said.<br />
“If you don’t need to be<br />
admitted to hospital, then<br />
hospital is not a good place to be.<br />
Particularly for elderly patients.<br />
“We know that elderly patients<br />
are prone to get confused in<br />
hospital, prone to falls, can lose<br />
the strength in their legs. If we<br />
can possibly get them home with<br />
some allied health support and<br />
follow-up support at home, that<br />
is a much better place for them to<br />
be.”<br />
<strong>The</strong> unit is currently not<br />

THE FUTURE OF the historic Odeon<br />
<strong>The</strong>atre is one step closer to being decided<br />
following the damaging quakes, but there’s<br />
still work to be done.<br />
<strong>The</strong> <strong>Star</strong> was given the first peek<br />
inside the former theatre on Tuam St<br />
as structural work had recently been<br />
completed.<br />
Shipping containers supporting the<br />
front of the building were removed in<br />
January, allowing work to begin on ‘pinning’<br />
the decorative facade.<br />
Environment Canterbury’s director of<br />
corporate and public transport services<br />
Giles Southwell said all outside work has<br />
been finished, allowing any future development<br />
within the building itself to be<br />
carried out.<br />
“Steel piles into the ground allow a steel<br />
frame to be put up to support the facade.<br />
We’ve been very careful not to actually<br />
damage or interfere with the facade.”<br />
<strong>The</strong> 19th-century Italianate-style<br />
building opened in 1883 and is the oldest<br />
masonry theatre in New Zealand. It was<br />
badly damaged in the February 22, 2011<br />
earthquake, with the auditorium and rear<br />
section demolished in 2015 due to safety<br />
concerns.<br />
ECan bought the category 1 heritage<br />
building in 2020 on an ‘as is, where is’<br />
basis, then set plans in motion to restore it.<br />

ECan issued an ‘Invitation to Participate’<br />
notice on the Government Electronic<br />
Tenders Service last year.<br />
This invited interested parties to be<br />
involved in a competitive dialogue process<br />
to develop two parcels of land the regional<br />
council owns – one at the corner of Tuam<br />
St and Manchester St (where the remains<br />
of the Odeon <strong>The</strong>atre are situated), and the<br />
other in St Asaph St, south of the ECan<br />
building.<br />
“Council is keen to have some say in<br />
what that development might be. We’re<br />
very keen to see the Odeon <strong>The</strong>atre and<br />
the surroundings put back into effective<br />
use,” Southwell said.<br />
Taggers and rough sleepers have vandalised<br />
the building for more than a decade.<br />
“<strong>The</strong> current condition is in need of<br />
some TLC. All that remains is the entrance<br />
and the staircase, and therefore,<br />
ideally, some development that incorporates<br />
those in the appropriate manner<br />
would be extremely pleasing to see recreated<br />
on this site.<br />
“Staff are currently considering the<br />
submitted proposals, with the aim of getting<br />
them ready to take to the council for<br />
voting.”<br />
He hoped a favourable outcome would<br />
finally allow the iconic building to return<br />
to its former glory.<br />

with iwi to try and stop eviction<br />

for a meeting with Ngāi Tahu<br />
early next month so he and<br />
other iwi members can state<br />
their case to stay at the lakeside<br />
settlement.<br />

who believe they<br />
should be able to<br />
keep living there<br />
because of their Don Brown<br />
heritage.<br />
Non-Ngāi Tahu bach owners<br />
say if that happens it would be<br />
discriminatory, and legal action<br />
could follow.<br />
All 32 bach owners, including<br />
five who are Ngāi Tahu, have to<br />
be out by June 30 next year, or<br />
be evicted. Ngāi Tahu says sea<br />
level rise, issues with wastewater<br />
removal and drinking water<br />
supply, and the cultural significance<br />
of the area are reasons for<br />
ending hut leases.<br />
<strong>The</strong> <strong>Star</strong> revealed last week<br />
Brown went to Taumutu<br />
Rūnanga, the closest marae to<br />
the settlement, seeking to stay.<br />
<strong>The</strong> rūnanga voted 11-10 to ask<br />
Ngāi Tahu to allow Brown and<br />
the four others to remain.<br />
Brown’s son, Les, said a meeting<br />
with Ngāi Tahu had been<br />
“pencilled in” for September 3,<br />
but it had yet to be confirmed.<br />
Brown has asked the other<br />
four Ngāi Tahu bach owners<br />
also be allowed to attend the<br />
meeting.<br />
Les said Environment Canterbury<br />
councillor Craig Pauling<br />
would mediate for them.<br />
“It’s very emotional. Dad’s<br />
been there (at the huts) for more<br />
than 60 years,” said Les.<br />
Said Ngāi Tahu group head<br />
strategy and environment Jacqui<br />
Caine: “Te Rūnanga o Ngāi Tahu<br />
is continuing to engage with<br />
Greenpark Huts leaseholders. Te<br />
Rūnanga o Ngāi Tahu does not<br />
consider it appropriate to comment<br />
publicly about private hui<br />
with leaseholders.”<br />
Under the lease conditions, the<br />
tenants can occupy their huts<br />
for a maximum of 183 days each<br />
year for the purposes of recreation<br />
only.<br />
But bach owners say Ngai<br />
Tahu has never enforced that.<br />
<strong>The</strong>y say they have been able to<br />
live there all year round.<br />
In June, <strong>The</strong> <strong>Star</strong> revealed Ngāi<br />
Tahu was planning to establish<br />
a mahinga kai centre of excellence<br />
on the site, surprising bach<br />
owners.<br />
Bach owner Ross Wilson said<br />
if the bid to allow Ngāi Tahu residents<br />
to stay at the huts was successful,<br />
it would be discriminatory<br />
for those who still had to go.<br />
“We’re all Kiwis. It’s a bit<br />
damn rough if your own kind<br />
stay and evict the others. I think<br />
that’s pretty rugged,” he said.<br />
Brown said he could see how it<br />
could be seen as discriminatory.<br />
“I could see how they would<br />
perceive it that way.”<br />
Brown said if Ngāi Tahu<br />
accepted the request, it would<br />
give non-Ngāi Tahu hut owners<br />
leverage to fight the eviction.<br />
Meanwhile Selwyn MP Nicola<br />
Grigg says the Government will<br />
not get involved in the saga.<br />
“I have corresponded<br />
periodically with the Greenpark<br />
Huts residents as and when<br />
they’ve approached me for<br />
advice or information, and have<br />
sympathy for their situation,”<br />
she said.<br />
“However, this is a private<br />
property matter between them<br />
and Te Rūnanga o Ngāi Tahu. I<br />
have advised residents that the<br />
expiration of their leases is not a<br />
Government matter.”<br />

BETTER CONTROLS on dogs<br />
to protect the natural habitats of<br />
birds and ecological restoration<br />
has been the outcome of a city<br />
council survey.<br />
Every 10 years, the city council<br />
reviews its dog control policy<br />
and bylaw, which set out how the<br />
45,000 dogs registered across the<br />
district should be managed in<br />
public spaces.<br />
A survey in July saw more<br />
than 6000 responses to<br />
questions about whether dogs<br />
should be leashed on paths<br />
and tracks, protecting wildlife<br />
and natural habitats, dog<br />
owner responsibilities and how<br />
community spaces are used.<br />
“What we heard loud and clear<br />
from the responses is whether<br />
people own a dog or not, they<br />
understand how vital it is that<br />
we protect our natural habitats<br />
from being disturbed,” said city<br />
council animal services manager<br />
Lionel Bridger.<br />
Of the survey respondents,<br />
77 per cent said there should be<br />
better controls about where dogs<br />
are allowed in the Te Ihutai Avon<br />
Heathcote Estuary, which is one<br />
of the country’s most important<br />
coastal wetlands, with more than<br />
140 bird species.<br />
Sixty-nine per cent thought<br />
there should be better dog<br />
controls in parts of the Ōtākaro<br />
Avon River Corridor to protect<br />
the significant habitat restoration<br />
work and wildlife.<br />
Sixty-four per cent thought<br />
there should be some restrictions<br />
in new stormwater basins like<br />
Te Kuru Wetland, to help bird<br />
populations establish.<br />
Bridger said it was good to see<br />
people understanding that dogs<br />
can have an impact on these<br />
important ecological sites.<br />
“Particularly in breeding<br />
season, dogs can have a<br />
devastating effect – even<br />
the presence of a dog can<br />
make a bird abandon its nest,”<br />
he said.<br />
“But we won’t be taking away<br />
a dog’s ability to have a run<br />
in open spaces, this is about<br />
developing a balanced approach<br />
which meets the needs of people,<br />
birds, dogs and wildlife.”<br />
“We’re lucky to have over<br />
10,000 hectares of parks<br />
across the district as well a<br />
lot of accessible coastline, so<br />
there are lots of great places<br />
for dog walking and off-leash<br />
exercising.”<br />

included whether dogs should<br />
be leashed on shared paths,<br />

footpaths in parks and on<br />

<strong>The</strong> survey also asked about<br />
sports fields, community gardens<br />
and jetties/wharves, whether<br />
short leashes should be required<br />
on footpaths, and how many<br />
dogs one person should have<br />
control of at a time.<br />
Said Bridger: “Overall, we<br />
had really positive responses.<br />
One area where the results were<br />
less clear cut was a question on<br />
leashing dogs on formed tracks.<br />
Forty-four per cent of people<br />
thought dogs should be leashed<br />
on formed tracks to protect<br />
wildlife, biodiversity, safety and<br />
grazing stock, but 49 per cent<br />
thought they shouldn’t as they<br />
wanted to prioritise off leash<br />
adventures.<br />
“We will be taking all of this<br />
into consideration when developing<br />
the latest version of the<br />
bylaw and policy so thank you to<br />
everyone who took the time to<br />
respond.”<br />
A draft bylaw and policy will<br />
go out for public feedback later<br />
this year with the final version<br />
to be considered by the city<br />
council.<br />
Meanwhile, free dog adoptions<br />
are continuing at the city<br />
council’s animal shelter on<br />
throughout <strong>August</strong>. <strong>The</strong> council<br />
wiped the adoption fee for July,<br />
which saw 13 dogs adopted,<br />
almost double the number in<br />
June. Dog registration and<br />
vaccination fees still apply.

New building gets green light<br />
on old Harbour Light <strong>The</strong>atre site<br />

CONSTRUCTION of two<br />
luxury Airbnbs and a hospitality<br />
space will start soon at the<br />
former site of the demolished<br />
Harbour Light <strong>The</strong>atre in<br />
Lyttelton.<br />
Christchurch property investor<br />
Alex Wang bought the section<br />
off the theatre’s owners, Tom<br />
Jones and Helen Hobson, four<br />
years ago and said construction<br />
on the new two-storey building<br />
on London St will start in the<br />
coming weeks.<br />
“<strong>The</strong> site has been empty for<br />
more than 13 years, which has<br />
been a big shame for the community.<br />
We want to do something<br />
cool for the community,”<br />
Wang said.<br />
Located in the centre of Lyttelton’s<br />
shopping precinct, the<br />
Harbour Light <strong>The</strong>atre used to<br />
be a hub of live performance and<br />
music.<br />
Built in 1916, the heritage<br />
building was demolished in 2011<br />
due to earthquake damage.<br />
Jones and Hobson bought<br />
the theatre in 1988 and ran it<br />
as a successful nightclub and<br />
events venue.<br />

Wanbudi Investment Ltd,<br />
Wang’s company, recently<br />
received resource consent from<br />
the city council to start the new<br />
build.<br />
He expects construction will<br />
take seven to nine months.<br />
<strong>The</strong> building will include two<br />
luxury, single bedroom apartments<br />
on the top floor.<br />
Wang plans to turn the apartments<br />
into Airbnbs for couples<br />
or individuals seeking spacious<br />
accommodation.<br />
<strong>The</strong> ground floor will be leased<br />
out to a hospitality business,<br />
Wang envisioning a restaurant<br />
or a cafe.<br />
He has already been<br />
approached by the Governors<br />
Bay-based She Universe<br />
chocolaterie about renting the<br />
space.<br />
<strong>The</strong>re will also be an outdoor<br />
courtyard split in two for use by<br />
Airbnb guests and patrons of the<br />
hospitality establishment.<br />

Elijah Wood stars in new<br />
film about Canty panther<br />
LORD OF the Rings star Elijah Wood has<br />
returned to New Zealand for a film about<br />
a quest to find the mythological beast<br />
known as the Canterbury panther.<br />
Bookworm follows 11-year-old Mildred,<br />
played by UK actor Nell Fisher, and her<br />
estranged father Strawn Wise, played by<br />
Wood, on their quest to find the panther.<br />
Kiwi director Ant Timpson wrote the<br />
character of Strawn with Wood in mind,<br />
having previously worked together on the<br />
dark comedy Come to Daddy.<br />
Prior to the shoot, Wood had no inkling<br />
about the Canterbury panther, he told<br />
Nine to Noon.<br />
“We spent nearly two months shooting<br />
the film last year, we heard direct stories<br />
from people who had had sightings of<br />
this particular panther, which is kind of<br />
amazing.<br />
“Reading the script, I just thought it was<br />
something that Toby and Ant made up,<br />
and I was proven wrong.”<br />
Wood and Timpson are close friends,<br />
and he enjoys Timpson’s deadpan Kiwi<br />
humour, he said.<br />
“I’m dear friends with Ant Timpson.<br />
We made a movie together called Come<br />
to Daddy that Toby Harvard co-wrote, so<br />
the cadence, the language, the atmosphere<br />
of this film felt very familiar to me and<br />
enjoyable.”<br />
Timpson and his collaborator Harvard<br />
funnelled their insecurities as parents into<br />
the project, he said.<br />
“This all stemmed from Toby and I<br />

being parents, and we sort of wanted to<br />
make a wilderness film, we’ve been talking<br />
about doing it for a long, long time.<br />
“<strong>The</strong> genesis of Bookworm was really not<br />
stepping up in a time of crisis as a parent,<br />
and basically pooing the bed in front of<br />
your kids.”<br />
<strong>The</strong> film rests on Mildred, played by<br />
Nell Fisher, Timpson said, who “smashes”<br />
the role out of the park.<br />
Wood was equally impressed.<br />
“She is an absolute delight, super professional,<br />
came so prepared. And so, we just<br />
had a blast. I mean, the reality is in most<br />
of this film, 85 to 90 percent of it is outside<br />
with very few interior scenes.<br />
“And so, it was really Nell and I, for the<br />
duration of this experience in the wilderness<br />
of New Zealand, tromping around<br />
together, and it was a total delight.”<br />

Christopher Hall, whose work<br />
has adorned the homes of media<br />
barons, rich-listers and Saudi<br />
royals, is selling his New Zealand<br />
bolthole in Pigeon Bay.<br />

Rd was Hall’s Covid renovation<br />
project, and the results speak for<br />

of just over $1<br />
million and<br />
turned it into a<br />
jaw-dropping<br />
trophy home fit<br />
for any number<br />

Hall had intended to make<br />
Glenralloch Homestead his<br />
permanent home, but work<br />
has lured him back to the<br />
Northern Hemisphere, where he<br />
has spent most of his working<br />
life, and his beloved home is on<br />

agent Rosa Carter told OneRoof:<br />
“Christopher purchased the<br />
property as his own private home<br />
and completely re-did the house.<br />
Because he’s done it for himself,<br />
the quality of the renovation is<br />

RENOVATION: Glenralloch Homestead has been restored to its former glory and is on<br />
the market. <strong>The</strong> property has been transformed from what it looked like when owner<br />
Christopher Hall bought it in 2020, pictured below right.<br />

Carter said the fully<br />
automated garden<br />
irrigation system, the<br />
radiators, underfloor<br />
heating, and the main<br />
hot water system could<br />
all be operated remotely.<br />
She said the homestead had been<br />
used as accommodation for staff<br />
working at the nearby luxury<br />
Annandale resort.<br />
<strong>The</strong> homestead had been part<br />
of a larger, 500ha sheep and beef<br />
farm established in 1843 by a<br />
Scottish settler, but was carved<br />
off soon after the farm was listed<br />
for sale in 2017. Hall purchased<br />
the property in 2020 for<br />
$1.165m.<br />
“It wasn’t a renovation and flip<br />
project, it was for himself, but<br />
life’s changed,” Carter said.<br />
“Unfortunately, he’s realised<br />
that with some big client work,<br />
he’s not going to be here for<br />
some time and is not going to<br />
be able to come back. Hence the<br />
sale.”<br />

Hall told Home magazine the<br />
Saudi projects he has worked on<br />
for the royal family and other<br />
wealthy clients were almost<br />
unimaginable in scale.<br />
Hall said he designed compounds<br />
with space for “nannies,<br />
teachers and basketball courts<br />
and that sort of thing”.<br />
Prior to the Covid-19 pandemic,<br />
Hall was living and working between<br />
London, Istanbul, Moscow<br />
and Barcelona, and is reported to<br />
have owned homes in each city.<br />
Glenralloch is for sale either as a<br />
turnkey property, fully furnished<br />
with Hall’s furniture and fittings,<br />
or unfurnished.<br />
<strong>The</strong> seven-bedroom home,<br />
which has eight bathrooms, sports<br />
an RV of $1.97m but Carter said<br />
it had been set prior to Hall’s<br />
renovation.<br />
“<strong>The</strong> price expectation is north<br />
of $5m,” she told OneRoof.<br />
Hall’s international fame had<br />
brought potential buyers out of<br />
the woodwork, she said.<br />
“<strong>The</strong>re have been expat Kiwis,<br />
who are just starting to research<br />
what they can buy, but are not<br />
ready to buy right now.<br />
“We have had interest from<br />
Christchurch families who<br />
are looking for a weekend and<br />
summer house. <strong>The</strong>re has been<br />
quite a bit of interest from the<br />
North Island.”<br />

On the way to hospital,<br />
they explained that due to<br />
shortages, they could not<br />
come more quickly.<br />
So now they are going<br />
on strike. It really is<br />
complete madness.<br />

As the old saying goes, a friend in<br />
need is a friend indeed. Recent bus<br />
accident involving Chinese tourists<br />
close to Lake Tekapo is a perfect<br />
example of what true friendship<br />
means.<br />
In this accident, dozens of Chinese<br />
tourists including some children<br />
were injured. Soon after the<br />
accident, the Mackenzie District<br />
Council, the Canterbury police, the<br />
local civil defence and community<br />
volunteers rushed to the scene<br />
and immediately sent the injured<br />
to hospitals and others to the local<br />
welfare centre, where volunteers<br />
provided meals, translation services<br />
and psychological counselling. <strong>The</strong><br />
children, in particular, were not only<br />
properly accommodated, but also<br />
accompanied by volunteers to play<br />
basketball, so that they would feel<br />
less pain and stress brought by the<br />
accident.<br />
When I visited my fellow Chinese<br />
citizens injured in this accident,<br />
many of them broke into tears and<br />
repeatedly asked me to convey their<br />
gratitude to the local passers-by<br />
who lent a hand without hesitation<br />
after the bus crash.<br />
A lady said, “My son’s face was<br />
covered in blood and I was petrified.<br />
A gentleman squatted down to help<br />
bandage my son’s wounds and kept<br />
giving him encouragement and<br />
comfort.”<br />
Another lady said, “I am very<br />
grateful to a kiwi mother who was<br />
holding a baby. It was very cold<br />
at that time. She came to us with<br />
her baby, put all the clothes they<br />
brought over to my child and asked<br />
us to stay in her car to keep warm.”<br />
Another said, “My husband and<br />
child were both taken to the<br />
hospital, so I was very worried and<br />
helpless. A lady came over and kept<br />
comforting me and listened to me<br />
patiently. I am especially grateful for<br />
her understanding and consolation.”<br />
On behalf of these Chinese tourists,<br />
my team and I would like to<br />
express our heartfelt thanks to all<br />
the New Zealanders who provide<br />
your priceless help and support.<br />
Please forgive me for not being<br />
able to thank you all in person. Your<br />
actions demonstrated the true<br />
essence of the humanitarianism<br />
of the New Zealanders and your<br />
deep friendship for these Chinese<br />
tourists, which warmed our hearts.<br />
This also reminded me of our<br />
New Zealand friends who stood<br />
with us shoulder by shoulder in<br />
times of difficulty.<br />
We won’t forget Katherine Hall,<br />
a New Zealand nurse, who came<br />
to China during the most difficult<br />
years of the War of Resistance<br />
against Japanese Aggression,<br />
regardless of her own safety,<br />
providing medical services to<br />
Chinese soldiers and ordinary<br />
people under extremely harsh<br />
conditions. She had a beautiful<br />
Chinese name, He Mingqing.<br />
We won’t forget James Bertram, a<br />
New Zealand journalist, who went to<br />
the front line to report stories of the<br />
Chinese people’s resistance during<br />
World War II, and helped the<br />
western world better understand<br />
China’s great sacrifice and<br />
contributions to the final victory<br />
of the Allied Countries.<br />
We won’t forget Rewi Alley, an<br />
old friend of Chinese people, who<br />
initiated Gung-Ho movement (the<br />
Chinese Industrial Cooperatives)<br />
and Beili School in China during<br />
World War II. For him, sixty years<br />
in China was just like a single day,<br />
as he devoted all his time and<br />
energy to China and its people,<br />
making an important contribution<br />
to the establishment of diplomatic<br />
relationship between China and<br />
New Zealand. His great deeds are<br />
still remembered by the Chinese<br />
people today.<br />
In this race against time to rescue<br />
the injured, all the kiwi friends<br />
who generously rendered help are<br />
Katherine Hall, James Bertram, and<br />
Rewi Alley of the day. What you have<br />
demonstrated is not only excellent<br />
professional competence but also<br />
profound respect and care for life.<br />
Through your actions, we are once<br />
again moved by the warmth and<br />
harmony of New Zealand society<br />
and the enthusiasm and kindness of<br />

against Halswell Hornets at Ngā<br />
Puna Wai will be the 44-year-old<br />
hooker’s last match as he retires<br />
from playing duties.<br />
He’s one of three Panthers<br />
exiting. Wing James Baxendale,<br />
appearing in his 13th grand<br />
final, is moving to Brisbane, and<br />
head coach Jed Lawrie – Corey’s<br />
younger brother – is stepping<br />
down after nine years at the<br />
helm.<br />
Corey Lawrie, who has also<br />
played for the Warriors and<br />
English club Doncaster, said the<br />
team wouldn’t be focusing on any<br />
of that come Sunday, with the<br />
Panthers looking to overturn the<br />
results of the last two grand finals,<br />
where they lost.<br />
“I think the last few years we<br />
got caught up with emotions,<br />
worrying about someone’s last<br />
game or this or that,” he said.<br />
“It takes away from what we’re<br />
trying to do.<br />
“This year we’re just trying to do<br />
it for ourselves really, not trying to<br />
focus on any one individual.”<br />

throw my name forward and even<br />
if there’s a better person, I can put<br />
in the aid and help them out a bit.<br />
“It’d be great if there was a real<br />
good coach and then I can just be<br />
in the system. I struggle with the<br />
hard decisions, I’m probably too<br />
nice.”<br />
Jed Lawrie said it would mean<br />
a lot to finish on a high and bring<br />
the Pat Smith Trophy back to<br />
Hornby. <strong>The</strong>y last won the title<br />
in 2021, beating Linwood Keas<br />
22-16.<br />
“We’ve come up short a few<br />
times but obviously we put in all<br />
this hard work from the moment<br />
we hit pre-season in December<br />
for this opportunity, so bringing<br />
it home is going to be special if we<br />
can do it.”<br />
Halswell have lost in the<br />
preliminary final in each of the<br />
last three years, going down to<br />
Hornby on each occasion, but got<br />

Head coach Ray Hubbard said it<br />
was special for the club to be back<br />
in the grand final.<br />
“It kind of makes everything<br />
worth it. Our season’s been<br />
centred around a slogan of “better<br />
than yesterday”, which is attached<br />
to the outcomes of the past and<br />
ways that we can improve to get<br />
different outcomes.<br />
“So we come into a weekend<br />
just knowing that if we can be<br />
near our best and look to improve<br />
on that, we’ll go well.”<br />
It is Halswell’s first final since<br />
2014, when they beat Celebration<br />
Lions 28-24. Halswell captain Phil<br />
Nati was in the losing Lions side,<br />
but did claim the 2011 title with<br />
the Hornets in his first stint at the<br />
club.<br />
He was trying to impart<br />
some of that experience on his<br />
teammates who had never played<br />
at this stage before.<br />
“(I’ve) had a couple of<br />
teammates ask what should they<br />
do or what should they expect and<br />
I couldn’t help myself but throw<br />
the same old cliché that you’ll<br />
hear in most sports finals, ‘it’s<br />
pretty much just like any other<br />
game’,” Nati said.<br />
“With all the excitement<br />
and the occasion and the noise<br />
from family and friends and<br />
supporters, you’ve just got to be<br />
able to find the balance and ability<br />
to block it out and literally just<br />
approach it like it’s another game.”<br />

THE GRAND-FINAL on<br />
Sunday is another chapter in<br />
the memorable rivalry between<br />
Hornby and Halswell.<br />
<strong>The</strong> 1984 grand final would<br />
be the first of four consecutive<br />
deciders as the two clubs ruled<br />
the roost through the mid-80s.<br />
Hornby notched back-to-back<br />
titles with the 22-12 victory,<br />
overwhelming the plucky<br />
Halswell defence. It was a<br />
mighty effort from Hornby,<br />
who had to negotiate the<br />
representative commitments of<br />
Barry Edkins, Marty Crequer,<br />
Robin Alfeld, Ross Taylor,<br />
Wayne Wallace and 1984 CRL<br />
Sportsman of the Year Adrian<br />
Shelford through the season.<br />
<strong>The</strong> 1985 season produced<br />
one of the most dramatic grand<br />
Phil Bancroft kicked the<br />
winning field goal in<br />
Halswell’s 1985 and ’87<br />
grand final triumphs.<br />
finals in CRL history.<br />
Edkins levelled up a<br />
seesawing decider at 16-all<br />
with a penalty goal two<br />
minutes from fulltime. But<br />
the mercurial Phil Bancroft<br />
snatched the Kevin Williams<br />
coached Halswell’s maiden<br />
championship with an<br />
unforgettable 47-metre field<br />
goal as the siren sounded.<br />
Halswell rallied from a<br />
patchy regular season in 1986<br />
to reach the grand final from<br />
fourth, but fell to Hornby<br />
20-5 who lost just two games<br />
under the coaching of Frank<br />
Endacott,<br />
Hornby led by just one point<br />
at halftime, but a hat-trick to<br />
back-rower Graham Larson –<br />
just the second player and the<br />
first forward to achieve the feat<br />
in a grand final – clinched the<br />
club’s third title in four years.<br />
In 1987, it was that man<br />
Bancroft who again who stole<br />
the show, breaking a 14-all<br />
deadlock with a field goal from<br />
close range four minutes from<br />
fulltime in another instant<br />
classic.<br />
<strong>The</strong> clubs met in another four<br />
grand finals during the 1990s:<br />
Hornby went back-to-back with<br />
an 18-8 win in the ’91 decider;<br />
Halswell turned the tables in<br />
’93 with a tense 8-6 victory;<br />
the Panthers got the job done<br />
22-12 in the ’96 grand final; and<br />
the Hornets romped to a 30-12<br />
success in ’99.<br />
<strong>The</strong> new millennium has seen<br />
three-more westside derbies on<br />
CRL Grand Final Day, with the<br />
Panthers prevailing 28-18 in the<br />
2001 decider – with Wallace as<br />
coach – and breaking Hornets<br />
hearts with consecutive extratime<br />
triumphs in 2012 (19-18)<br />
and 2012 (22-20).<br />

the third New<br />
Zealand man, after<br />
Tom Walsh and<br />
Jacko Gill, to throw<br />
over 20 metres when he<br />
won February’s International<br />
Track Meet in Christchurch with<br />
20.07m.<br />
“To be lumped in with them is<br />
really amazing,” Palmer said.<br />
“Twenty metres has always been<br />
a mark in shot put that separates<br />
people, so it’s really exciting to be<br />
a part of that, but it’s also quite a<br />
bit of a weight off.<br />
“You have all this expectation<br />
that you’re going to make it, throw<br />
this distance, be a part of this<br />
group, and to finally do it is pretty<br />
awesome.”<br />
Gill and Walsh competed in the<br />
Olympic shot put final on Sunday<br />
morning (NZT). Gill finished<br />
seventh with a best throw of<br />
21.15m, while Walsh was forced to<br />
retire from the final due to a groin<br />
injury suffered during his second<br />
throw.<br />
Palmer has lofty goals for the<br />
future.<br />
“One goal is to have a New<br />
Zealand record. I want to take<br />
that off Tom, that would be a<br />
pretty incredible moment.”<br />
<strong>The</strong> New Zealand record is<br />
22.90m, set by Walsh at the 2019<br />
world championships in Doha.<br />
Palmer, 24, grew up in Hastings<br />
and started athletics when he was<br />
10, spurred on by his father.<br />
“He tried to get my siblings into<br />
it but they didn’t really take to it. I<br />
was the last effort to get one of his<br />
kids into athletics.<br />
“I was a big kid so I was always<br />
good at throwing and kind of<br />
went from there.”<br />
Palmer always took athletics<br />
seriously.<br />
“I was super competitive, so I<br />
wanted to be the best at it.”<br />
It didn’t occur to him he might<br />
be able to make a career out of it<br />
until he was 16.<br />
“I went to Australia for the<br />
national champs and I won. I<br />
threw quite well and that kind<br />
of took a bit of a step up in<br />
performance and ability there.”<br />
He moved to Christchurch<br />
five years ago to train with<br />
Walsh under former coach Dale<br />
Stevenson. He is now coached by<br />
Hayden Hall.<br />

have been crucial to Nick Palmer’s development.<br />
“I believe most of my progress<br />
is thanks to the fact I’m here, in<br />
this environment (training) every<br />
day,” Palmer said.<br />
Before that, he’d struggled to<br />
produce his best work.<br />
“Through my whole age-group<br />
career I was really talented, but I<br />
struggled for a few years,” he said.<br />
“What we put it down to is I<br />
wanted to throw far so bad, I was<br />
kind of getting in my own way.<br />
“I was forcing things, I wasn’t<br />
really coachable, and I kind of just<br />
put everything on the distance<br />
outcome.<br />
“It took a couple of years where<br />
I really struggled, to kind of<br />
humble me a little bit. I went back<br />
to the basics and that re-ignited<br />
everything straight away.”<br />
Hall said it had been fantastic to<br />
watch Palmer progress in the time<br />
they had spent together.<br />
“He is growing, obviously not<br />
just as an athlete, but as a person,<br />
which is contributing pretty<br />
hugely to his development over<br />
the last few years.’’<br />
Everything clicked for Palmer<br />
in the 2023/24 season. He swept<br />
the Classic events – winning<br />

that re-ignited everything straight away.’<br />

the Potts Classic, Cook Classic,<br />
Capital Classic, ITM, and the<br />
Sir Graeme Douglas Memorial<br />
Classic between January and<br />
March – and added 60cm to his<br />
personal best.<br />
He followed that with third<br />
place at the national championships<br />
in Wellington, behind<br />
Gill and Walsh, before being<br />
selected for, and winning, the<br />
Oceania Championships in Fiji in<br />
June.<br />
Palmer recently spent the three<br />
weeks in Europe, competing<br />
at meets in Ireland, Italy,<br />
Switzerland and Luxembourg,<br />
with a best throw of 19.79m at the<br />
Morton Games in Dublin, and<br />
a best finish of third in the Cork<br />
City Sports competition.<br />
By his own standards, he felt<br />
there was room for improvement.<br />
“I didn’t quite get the results<br />
I was after. It’s always good<br />
fun competing there, but I<br />
probably went over with higher<br />
expectations than what I ended<br />
up with.<br />
“That’s not necessarily a bad<br />
thing, everything that we were<br />
doing in training and all the<br />
science pointed towards a big<br />
throw coming and it didn’t<br />
really line up, but that’s sport<br />
sometimes.”<br />
Palmer is also a coach at<br />
St Andrew’s College and<br />
Christchurch Boys’ High School,<br />
helping the next generation<br />
of throwers make a name for<br />
themselves.<br />
“I really enjoy it, I love going<br />
back and helping people and I love<br />
sports, so it kind of puts all my<br />
passions together in one place.<br />
“All the mistakes I made and<br />
all the things I learnt when I was<br />
younger, I can see these kids<br />
doing as well, so it’s nice to be able<br />
to guide them through that.”<br />
Competing at the highest level<br />
is a major motivation for Palmer.<br />
“To win a medal at a major,<br />
whether that’s world champs<br />
or Olympics, that’s always been<br />
the goal, and I always see myself<br />
standing on top.<br />
“It depends on the day, but I see<br />
that in my future for sure, that I’m<br />
going to be in a position to be able<br />
to do that.”<br />

Notice for consultation on proposed enrolment scheme amendments for<br />
several Christchurch Schools<br />
<strong>The</strong> Ministry of Education has been working with St Albans Catholic School (Christchurch), St Joseph’s School<br />
(Papanui) and St Patrick’s School (Bryndwr) to develop proposed enrolment scheme amendments under the<br />
Education and Training Act 2020 to assist these schools to provide a fair and transparent process for enrolments<br />
where there is more demand for enrolments than there are places available within their maximum rolls. Students<br />
will be able to enrol as per the criteria listed in the proposed enrolment scheme.<br />
<strong>The</strong> Ministry of Education is also proposing a minor amendment to Tuia Burnside Primary School to update their<br />
French Language Bilingual Special Programme in their enrolment scheme.<br />
