Central Ohio
Projects in the
State’s Capital Budget
In my last column, I wrote about the construction
projects in our district that received funding in the
community portion of Ohio’s capital budget. You
may recall that, out of the total $4.2 billion capital
budget, $870 million was allocated to community
building projects--$170 million as a regular amount
and $700 million in one-time funds resulting from
the last biennium budget’s surplus in unanticipated
collections.
Over 130 projects totaling over $500 million of requests
surfaced from throughout central Ohio. The
Columbus Partnership, the public/private entity
that is charged with promoting our region’s economic
growth, acted as a clearinghouse for the collection
of information about all the proposals.
Columbus area legislators, both Democratic and Republican,
came together to prioritize the projects
and recommend funding for those we deemed the
worthiest. I was encouraged by the spirit of camaraderie
and collaboration among my colleagues. All
of us wanted to do what was in the best collective
interest of our area of the state and our work got accomplished
accordingly. Today I will describe some
of the projects that will affect central Ohio.
In extensive consultation with community leaders,
municipal and county elected officials, and business
leaders, six projects were identified that would have
far-reaching impact across the region. Collectively,
these six projects garnered about two-thirds of the
region’s total funding. They include $20 million toward
the Ohio Center for Advanced Technologies at
Columbus State Community College. The Center
will help train many area residents to take the
emerging jobs in high tech manufacturing, biological
sciences, medicine, construction, and information
technology coming to our region as a result of
Intel, Google, and others locating major facilities
here. The Columbus Symphony will obtain $18.5
million toward its new concert hall and expanded
performing arts outreach initiatives.. The Downtown
Capital Line, the first phase of a comprehensive
downtown area activity development effort for
residents and tourists alike, will receive $10 million.
The Heritage Bicycle Trail expansion will be funded,
in part, with $8 million. The $2 billion John Glenn
International Airport expansion will receive $7.5 million
in seed money. Finally, renovations for Nationwide
Arena will get $2 million for its facility
modernization. Although all these projects will require
significant additional private investment, the
state felt it should supplement such efforts for initiatives
that will affect so many folks throughout our
community.
I will describe some of the many additional smaller
central Ohio projects that obtained the remaining
funding in my next communication with you.
participate in E-Sports, which he said was a growing field, or they
spend after school hours in academic clubs or studying.
The athletic director said Franklin Heights usually has no
trouble filling a team in football, soccer, and volleyball. But in
sports like golf, cross country, and even wrestling, that is not the
case.
“We have trouble filling a team in those sports,” said Mullins.
With the move to the Central Buckeye League, Franklin
Heights will compete with schools of similar size. Members of the
Central Buckeye League include Bexley, Bishop Ready, Buckeye
Valley, Columbus Academy, the Columbus School for Girls,
Grandview Heights, Whitehall, and Worthington Christian.
“We are giving our students the opportunity to compete every
day,” said Mullins.
Mullins said another advantage of the new conference is less
travel time, as the schools in the conference are closer. As well as
Franklin County, the OCC has schools in Fairfield, Delaware,
Licking, and Union counties. According to Mullins, the furthest
the teams will have to travel in this new conference would be
Buckeye Valley and Worthington Christian.
The other schools in the South-Western district will remain in
the OCC. This conference switch does not mean Franklin Heights
will no longer play Central Crossing, Grove City, or Westland.
Debo said they will still maintain competition within the district
and will schedule those matchups as non-conference games.
“Efforts will be made to keep those traditions and rivalries
within the district,” said Debo.
Franklin Heights will join the Central Buckeye League starting
in the 2024/25 season in all sports except for football, which
will start next year. Mullins said football will start later because
they wanted to honor their commitment to the OCC.
“We are excited to move leagues,” said Mullins. “Hopefully the
community will see a difference.”
Finland Middle School is also joining the Buckeye League.

Healthcare investment
made to serve the westside
OhioHealth has announced the opening
of newly-renovated medical offices that will
be attached to OhioHealth Doctors
Hospital at 5131 Beacon Hill Road.
This $20 million investment will
improve space for patient care, recruit
more physicians, bring more services to the
westside, and improve physician and staff
satisfaction and efficiency. The new space
will also double exam room capacity.
“Currently, the hospital is close to physical
capacity which is a barrier to bringing
new services and recruiting new physicians,
which ultimately impacts the patient
experience,” said Lindsey Osting, president
of Doctors Hospital. “OhioHealth Doctors
Hospital’s vision is to transform healthcare
delivery to meet our patient population
needs and to serve the community. Our
patients deserve access to high-quality
healthcare close to where they live and
work.”
Over the last several years, Doctors
Hospital has developed a master facility
plan to strategically look at space utilization
on the campus to make this vision a
reality. Doctors Hospital leadership began
working with a consultant in 2017.
The renovations and restacking services
within the building to co-locate services
and create optimal care flows for patients
and workflows for providers began in
January 2022. The renovations were complete
in June.
The facility will feature a total of 18 different
clinics, some of which are brand new
to the community. This includes:
Entire third floor dedicated to women’s
heath
•Obstetrics and Gynecology
•Mammography and women's imaging
•Maternal Fetal Medicine for high-risk
Preparing for a life of learning
at Hilltop Early Learning Center
Enroll your pre-kindergartener now at Hilltop
Early Learning Center.
A 2018 report from the Hilltop Early
Childhood Partnership showed that fewer children
residing in the Hilltop neighborhood were
enrolled in high-quality early learning programs
than anywhere in the city.
Pre-kindergarten is not a requirement in the
U.S. and is often overlooked as a vital part of our
children’s educational journeys. However,
research shows crucial brain development happens
in the first five years of life, and Pre-K helps
kids grow essential skills and develop a drive to
learn.
Beyond academics, it’s critical for developing
empathy, self-regulation of emotions, expression
of feelings, and more.
The Hilltop Early Learning Center is now
open for enrollment for its first fall session on
September 5, creating a new educational offering
to prepare children for kindergarten.
Enrollment is free to those who qualify.
“All children deserve the opportunity to learn,
and by removing the standard barriers to early
learning, we’re ensuring Hilltop’s children have
access to a space that prepares them for success in
life,” said Gina Ginn, PhD, CEO of Columbus
Early Learning Centers who leads the Hilltop
Early Learning Center.
By working with community partners and
stakeholders, the center’s curriculum will
embrace the culture and traditions that define the
Hilltop neighborhood.
“The Center gives Hilltop families and its
youth an advantage,” said Ginn. “It is designed to
put children a step ahead when they enter kindergarten.”
If you’d like to prepare Hilltop’s youth for a
life of learning, Hilltop Early Learning Center is
also hiring teachers. Go to
Fostering a love of reading in school-aged children
Reading is a passion for many people.
But even avid readers may not know just
how far back their love of reading stretches.
According to the American Academy of
Pediatrics, children who find pleasure in
reading have the potential to become lifelong
readers. In addition, studies have
shown that reading to children can help
kids become familiar with sounds, words
and language, helping them in their earliest
stages of cognitive development. So
adults who love books might be able to
trace their passion for page-turners to
those times their mothers and fathers read
aloud to them as youngsters.
Parents who want to their children to
learn to love reading can rely on various
techniques to accomplish that goal.
•Make reading a routine. Routine is a
necessity for parents, helping children
learn when it’s time to eat, play and go to
sleep, among other things. Parents can
include reading to their children as part of
their daily routines. As noted, doing so will
promote language skills and cognitive
development while also acclimating children
to books and providing valuable time
for them to bond with their parents.
•Create a distraction-free reading environment.
When reading to children, parents
can create an environment with little
to no distractions. This allows kids to focus
on their parents’ voices as well as the story
they’re being told. Parents can turn off the
television and the radio when reading to
their kids. In addition, moms and dads
should leave smartphones or tablets in
another room so they aren’t distracted by
alerts or tempted to check for incoming
messages or emails.
•Read aloud
together. Some children
may shy away
from reading if they
struggle in their initial
efforts to read.
That does not mean
kids won’t ultimately
enjoy reading, it
just means a little
more effort may be
required on parents’
part to help kids
overcome any
issues they have.
Reading aloud to
children can help
little ones learn
how to become good
readers, as they will learn how to pronounce
words and form sentences. Kids
who know how to read can be encouraged
to read to their parents, which can instill
self-esteem. If kids struggle with certain
words or sentences when reading aloud,
parents can read those words and/or sentences
aloud to them and ask them to
repeat the phrases back.
•Let kids pick their own books. When
reading to youngsters, whether they’re
babies, toddlers or already in school, parents
can let sons and daughters choose
their own books. Children might be especially
enthusiastic about reading if they’re
allowed to choose their own books and stories.
Reading can benefit children from the
earliest stages of their lives all the way
through adulthood. Parents can take various
steps to foster a love of reading in their
children.
First time riders
The South-Western City School District hosted its annual First
Time Riders program on Aug. 3. Created in 2015 in collaboration
with the transportation department, the three-hour event provides
rising kindergarteners and other first time riders with the
opportunity to become acquainted with the big yellow bus that
will take them to school and back home each day. In addition to
meeting some of the drivers who will be behind the wheel this
year, the children learned a few of the basic rules to abide by as
passengers on the bus and were also shown demonstrations on
some of the special features on specially outfitted buses in the
fleet. Pictured here getting his first ride on the wheelchair lift is
3-year-old Calvin Corbett, who promptly asked veteran bus driver
Tracie Patton if he could “go again” because he was having so
much fun. His mother said he will be attending preschool at
Bolton Crossing Elementary while his older brother will be
attending kindergarten.
Siblings LJ Whitney and Lyric Glenn are full of cheer as they
meet Buster the Bus. Lyric will be attending kindergarten at
Alton Hall Elementary School this year.
SWCS implements athletic pass program
By Dedra Cordle
Staff Writer
Do you plan to attend multiple high
school athletic events this year? If you do,
there will be a new — and potentially less
expensive — way to get your hands on all of
the tickets you need.
The South-Western City School District
recently announced the implementation of
student, adult, and family passes for all
regular season home sporting events.
Officials say the goal of the new season
pass offerings is to increase attendance at
home contests and provide discounted tickets
to families for their commitment to a
multi-game pricing plan.
“The intent behind this offering of the
new passes is to encourage spectator foot
traffic to support student-athletes and programs,
while also affording those who are
attending events the opportunity to receive
aggregate savings for a multi-game commitment,”
said Evan Debo, the district’s
executive director of communications.
Individuals who are interested in purchasing
season passes will be able to do so
through the Vanco Events App in the
Google Play and Apple App store starting
Aug. 6. Debo said the season passes for
high school sporting events are only being
offered through the Vanco Event App.
“The app will be the sole mechanism for
purchasing multi-game passes,” he said.
“The Vanco Events app’s digital purchasing
process creates a timeline with a
unique profile specific to that pass holder
for security purposes.”
Spectators will still be able to purchase
tickets to individual home contests at the
gate in accordance with state law.
Under the season passes pricing plan for
students, student tickets will cost $38 for
fall only sports; $38 for winter only sports;
and $38 for spring only sports. An all-season
student ticket will cost $53.
Under the season passes pricing plan for
adults, adult tickets will cost $68 for fall
only sports; $68 for winter only sports; and
$68 for spring only sports. An all-season
adult ticket will cost $103.
Under the season passes pricing plan for
families, an all-season ticket for a family of
four will cost $248; an all-season ticket for
a family of five will cost $298; an all-season
ticket for a family of six will cost $348; and
an all-season ticket for a family of seven
will cost $398.
According to Debo, all of these prices
include all freshman, junior varsity, and
varsity regular season home contests.
A caveat that was mentioned about the
spring only passes is that the spring sports
of track, baseball, and softball are open to
the public for free at this time. Debo said
the district is looking to get lacrosse off the
ground for a new girls sport offering in the
spring and that would be the only sport
that would require gate sales or the purchasing
of a pass for multi-game use.
Athletic event passes will also be available
to middle school families but they will
have to be purchased directly through the
school’s office, ticket gate, or athletic
department by completing a form found on
the district’s official website, swcsd.us,
under the Athletics tab.
Middle school families will be able to
purchase a 10-credit package at a cost of
$38; a 15-credit package at the cost of $53;
and a 20-credit package at a cost of $68.
Debo said the 10,15, or 20-credit game pass
will allow entry to any home athletic event
across seasons.
“For example, this fall Pleasant View
Middle School will host at least 22 home
contests across all sports and a 20-credit
pass will gain a purchasing entity entry to
all but two home events this fall,” he said.
Season passes for sporting events can
still be purchased after the season starts,
but Debo said that individuals may lose
some of the savings provided by the multigame
passes.
“The later in the season a purchaser
waits to procure a pass may result in the
loss of aggregate savings depending upon
the number of games left in the season,” he
said.
Currently, admission to high school athletics
contests is set by league standards
requiring $8 for single game adult tickets
and either $6 or $8 for single game student
tickets. The $6 ticket for students is only
available if the ticket is purchased in
advance.
Lifecare Alliance and OSU partner
to provide breast cancer screenings
LifeCare Alliance and The Ohio State
University Comprehensive Cancer Center
— Arthur G. James Cancer Center and
Richard J. Solove Research Institute
(OSUCCC — James) announced a new partnership
that will significantly enhance
access to breast cancer screening and diagnostics
for underserved individuals across
Ohio.
Earlier this summer, a breast imaging
team from OSUCCC — James began providing
breast cancer screening and diagnostic
services at the LifeCare Alliance
Cancer Screening and Support Center (formerly
the Columbus Cancer Clinic), located
on the westside of Columbus at 1699
West Mound St.
Until now, LifeCare Alliance has provided
cancer screening and diagnostic services
independently, partnering with a
number of medical and diagnostic professionals
over the years — including Arthur
G. James, MD, for whom The James is
named and who served as medical director
of the Columbus Cancer Clinic for more
than 33 years. This new partnership with
the OSUCCC — James centralizes and
streamlines the breast cancer screening
and follow-up process for the thousands of
women served by LifeCare Alliance annually.
Through this partnership, patients
will have access to advanced screening
mammography tools and an electronic
medical record system for follow-up communication
and care coordination.
“We see this partnership as a critical
step for us in sustaining our 103-year commitment
to cancer health equity,” said
Charles Gehring, president and CEO of
LifeCare Alliance. “This working relationship
with the OSUCCC — James will significantly
improve our ability to communicate
with patients, provide referrals, share
information with providers, and seamlessly
help clients access the care they need following
a cancer diagnosis.
“Access to follow-up care addresses one
of the key social determinants in advancing
cancer health equity. This partnership
bridges the gap between diagnosis and
treatment, and we couldn’t be more proud
to be taking these next steps in the
agency’s storied history of helping the community
battle cancer.”
LifeCare Alliance provides critical cancer
screenings to an underserved population.
In 2023, 60 percent of patients served
Feeding and caring for
the westside community
By Dedra Cordle
Staff Writer
The Hilltop United Methodist Church
recently celebrated the third anniversary
of its weekly free lunch program.
According to members of the church
ministry who run the kitchen, more than
7,700 individuals have passed through the
line to receive one of their famous countrystyle
meals.
“We are so blessed to have been able to
provide free lunches to our community for
the last three years,” said David Miller,
president of Methodist Men. “We want
nothing more than to be able to continue to
provide free lunches to our community for
many more years to come.”
The popular program that is held at the
church each Friday initially started as a
monthly meal distribution service for the
community. It was founded by avid cook
and long-time congregant Dannie Fairley
who saw that there was a need to feed
those who live in the area.
“We started that monthly meal program
because so many people were hungry and
we could see it,” he said. “There had always
been pockets of food insecurity in this area
but it seemed like it was just getting
worse.”
Having been taught the ways of country-style
cooking by his father, Fairley
brought his skills to the community for
those monthly meals. Although the program
was considered a success as it filled
bellies and forged new relationships,
Fairley and the Methodist Men believed
they could be doing more to help.
“We can always be doing more to help
others,” he said.
Having received $100 in grants, the
Methodist Men started the weekly free
lunch program in July of 2021. What began
with hotdogs, hamburgers, and chips — “we
were running of a tighter budget at first,”
joked Fairley — morphed into buffet style
dining that served meatloaf, spaghetti,
turkey, the “crispiest chicken you can find”
and a whole host of side dishes meant to fill
the stomach and the soul.
“We want the people who come through
these doors to know that they have people
who are looking after them,” said Fairley.
And if there should be any food leftover
from the Friday lunch offering, Fairley and
volunteer Dannita Campbell will drive
around the area to deliver meals to the
unhoused and those physically unable to
attend the program.
“We have to meet people where they are
in life,” said Fairley. “If they cannot come
to us, if they are unwilling or unable to
come to us, then we will come to them
because this is what life is all about, reaching
out to lend a helping hand. If you don’t
reach your hand out, then you can’t help
anybody.”
In addition to the ministry’s mission to
provide assistance to the community
through free lunch meals, the Methodist
Men recently founded a resource center in
the dining hall of the church. There are
dozens of pieces of literature to direct the
community to resources they may need,
such as legal aid services and financial
assistance with utilities. There are also
between 40-60 hygiene kits available for
men and women each week. The ministry
received their certification with the county
health department to distribute Narcan
and fentanyl test strips.
Miller said while he knows it may seem
“a little odd” to have a resource center
located inside of the dining hall, he said
that the ministry wanted everything to be
easily accessible to the community.
“We wanted this to be a one-stop shop
for those in the community who may need
some help,” he said.
The free lunch program is held every
Friday from 11 a.m. to 1 p.m. at the Hilltop
United Methodist Church, 99 S. Highland
Ave. The resource center is also open during
that time. The free lunch program and
the resource center are funded through
donations.
Those interested in contributing to the
free lunch program or volunteering can
contact the church at (614) 279-8086 or
email hilltopumccolumbus@gmail.com.
a.m. to 1 p.m. at the Hilltop United Methodist Church, 99 S. Highland Avenue.
Established by Methodist Men, a ministry of the historic westside church, the free
lunch program has fed more than 7,700 individuals in the community. The Methodist
“Regular cancer screenings have been proven to save lives, and
we believe everyone should have access to these routine services
regardless of whether or not they have insurance, or the ability to
meet co-pays,” said Gehring. “We anticipate that this partnership
with The James will greatly increase our capacity to serve even
more of our community’s most vulnerable members.”
Amy Kerger, a breast radiologist and vice chair of ambulatory
services and business development at the OSUCCC — James, said
she hopes expansion of this long-standing community partnership
will help increase awareness and break down barriers to breast
health care for the underinsured and uninsured.
“By working together to understand the barriers to care
patients face, we can make more meaningful strides toward reducing
the burden of cancer for all people in our community,” said
Kerger.
The LifeCare Alliance Cancer Screening and Support Center is
further undergoing physical upgrades to improve the patient
experience, including the addition of a new mammography reading
room, clinician workspace, registration, waiting and comfort
areas, installation of a new state-of-the-art Hologic mammography
unit and a new diagnostic ultrasound room.
“These upgrades are possible through generous donations to
our recently completed capital campaign and through congressionally
directed federal funding sponsored by Ohio Congresswoman
Joyce Beatty,” said Gehring.
He notes that this is truly a community-supported initiative
and one that LifeCare Alliance believes is unique in the United
States.
“To have a comprehensive cancer center partnering with a local
free clinic to provide quality cancer screenings and access to care
to anyone — regardless of their race, their immigration status,
their gender identity or their insurance status — is just one more
thing central Ohio can take pride in.”
Founded in 1898 in Columbus, Ohio, LifeCare Alliance is a
nationally recognized nonprofit providing basic-needs services to
people facing challenges stemming from medical conditions, disabilities
or aging in place.
In 2005, the Columbus Cancer Clinic, the nation’s first free
cancer clinic, merged with LifeCare Alliance to continue sustaining
its mission of providing access to quality cancer screenings
and support to anyone in Ohio — regardless of whether or not they
have insurance. LifeCare Alliance Cancer Services provides
screening services for breast, cervical, prostate, colorectal and
lung cancers.
County recognized for programming
Franklin County has received four
awards from the National Association of
Counties (NACo) for its innovative programming.
The first three highlight the
effective work being done in local health
and human services programing.
Each year, NACo presents achievement
awards to highlight exceptional programs
across 18 categories, reflecting the diverse
and comprehensive services provided by
counties nationwide. The awards given to
Job and Family Services, Office on Aging,
and Justice Policy and Programs agencies
underscore the hard work of each agency to
strengthen services for Franklin County
residents.
“We are honored to receive multiple
NACo Achievement Awards, which recognize
impactful public service and excellence
in county government,” said Board of
Commissioner president Kevin Boyce.
“This recognition reflects our health and
human services team’s commitment to
delivering outcomes for our residents and
showcases our Franklin County initiatives
designed to enhance the community.”
The Department of Job and Family
Services was honored in the children and
youth category for its innovative Franklin
County RISE initiative. This investment
by the board of commissioners aims to
strengthen the foundation and close opportunity
gaps in the local childcare system.
The Office on Aging received an achievement
award in the human services category
for its Bridge Team initiative. This program
provides onsite case management
and streamlines services for older residents,
caregivers, and kinship caregivers,
demonstrating a strong commitment to
enhancing the well-being of the community.
The third was awarded to the Office of
Justice Policy and Program in the criminal
justice and public safety category for its
Stop Addiction for Everyone Resource
(SAFER) Station, which addresses addiction
and supports public safety. SAFER
station is a resource hub that offers accessibility
for substance use treatment, located
in one of the county’s top zip codes for
fatal overdoses.
“Winning these awards showcases our
commitment to providing exceptional
health and human services. It is a reflection
of our team’s unwavering passion and
dedication to meeting the needs of our community.”
said commissioner Erica Crawley
The Franklin County programs, along
with other innovative county programs
from across the country, were celebrated at
NACo’s Annual Conference and Exposition
in Hillsborough County, Florida in July.
Pets of the week
Sylvie is a very
sweet and social kitty
who loves to cuddle.
This 4-year-old does
well with other animals
as long as they
respect her space
but would love a
home where she had
a human all to herself.
She loves sitting
on your lap and loves her biscuits. Sylvie is up
for adoption through Friends for Life Animal
Haven.
Marvin is a former
stray who is still
working on his
domestic skills. This
young kitty can be a
bit skittish but craves
attention and affection.
He just needs a
little help reaching
his maximum cuddle
bug potential. Marvin
would do best in a home that already has a
cat. He is up for adoption through Friends for
Life.
These furry friends are available
for adoption at local rescues
and shelters
Kali is a 2-year-old
who is a real athlete.
She always has her
paws up for a highfive,
bump, or a hug.
She adores her
human teammates
and is always seeking
someone to hang
out with. If you would
like to meet Kali or
inquire about adoption, contact Colony Cats
and Dogs.
Calling Bird is a bit
of a loner. This sweet
2-year-old is a
dreamer and dreams
of a home where he
can be coaxed from
his shell (gently) and
loved for exactly who
he is. If you think
Calling Bird may be
the purrfect companion,
contact Colony Cats.
