Officials said the repair work, particularly on Lancaster Street, proved complex due to the proximity of underground data lines. Through a specialized hydrovac technique, which uses water to safely excavate around these sensitive areas, city of Obetz staff was able to ensure the integrity of the data lines and infrastructure. On July 31 the boil alert affecting the surrounding areas of Lancaster Street, Marlboro Avenue, and Mathews Avenue was lifted. Officials said the incident highlighted the “exceptional teamwork” of the city of Obetz staff and the invaluable contribution of seasonal staff and interns. As we grow older, a number of<br />
factors may cause gums to recede,<br />
leaving the upper portion of<br />
the root exposed and vulnerable.<br />
Although this shrinking of the<br />
gums, called gingival recession, is<br />
age-related, it is not found in<br />
every older adult and varies in degree<br />

Gum recession and exposed<br />
roots may be the ultimate result<br />
of a build-up plaque that was not<br />
adequately removed. Also, improper<br />
or aggressive tooth brushing<br />
can irritate the gums and<br />
gradually cause them to recede. A<br />
patient’s root sensitivity can range<br />
from mild to severe and be triggered<br />
by heat, cold, touch, and<br />
certain spicy foods.<br />
Treatment of sensitivity begins<br />
with fluoride, which is absorbed<br />
by the root, remineralizes the<br />
tooth surface, and lessens the<br />
pain. If you don’t find relief with a<br />
fluoride rinse, your dentist may<br />
prescribe a gel containing a<br />
higher fluoride concentration. In<br />
more extreme cases, your dentist<br />
may recommend coating the root<br />
with a protective veneer.<br />

Hamilton Twp. road levy<br />
According to the Hamilton Township trustees’ July 10 meeting<br />
minutes, discussion was held regarding placing the road levy that<br />
is expiring this year on the ballot in the Nov. 5 General Election.<br />
It would be a replacement of an existing levy, to be voted on by<br />
township residents living in the unincorporated areas. Trustees<br />
voted to contact the Franklin County Auditor about the cost of the<br />
replacement levy and how much revenue the levy would generate.<br />

On July 30, the Hamilton Township Fire Department held a<br />
ceremony where it promoted two captains and three lieutenants.<br />

Obituary<br />
Rose Ann Meek-Blevins, of <strong>Canal</strong><br />
<strong>Winchester</strong>, went to her heavenly home on Tuesday,<br />
July 30, <strong>2024</strong>, at the age of 77. Born<br />
November 28, 1946, in The Plains, Ohio to the<br />
late Francis W. and Bertha A. (Finnearty) Meek.<br />
Rose was an avid reader; she was passionate<br />
about learning new topics and continuing her<br />
education through many forms. She was the<br />
type of woman that could do anything she set<br />
her mind to. She enjoyed crocheting, needle<br />
point, cake decorating, photography, and baking. She was a talented<br />
seamstress, making school clothes for her daughter and outfits for her<br />
granddaughters’ dolls. In her earlier years, she loved to take walks outdoors<br />
and swim in her pool.<br />
Most of all, Rose was a proud and loving nana to her three granddaughters.<br />
She called them the sunshine of her life and she cherished the<br />
memories and time spent with them.<br />
In addition to her parents, she is preceded in death by her half-sisters,<br />
Pamela Mitchell and Janet Pratt.<br />
Rose is survived by her children, Ronda (Stuart) Parsons, Rob Blevins,<br />
and Ryan Blevins; granddaughters, Marissa Parsons, Makayla Parsons,<br />
and Natalie Parsons; sister, Debra (Wayne) Marshall, brother, Larry<br />
(Linda) Meek; former husband, Ronald Blevins; and numerous other<br />
loved ones and friends.<br />
Funeral service was held with Celebrant Brenda Ross officiating on<br />
Monday, <strong>August</strong> 5th, at the DWAYNE R. SPENCE FUNERAL HOME,<br />
CANAL WINCHESTER. Interment was at Forest Lawn Memorial Garden.<br />
In lieu of flowers, the family requests donations be made to the Aicardi<br />
Syndrome Foundation, a non-profit that benefits Rose’s eldest granddaughter.<br />

<strong>Canal</strong> <strong>Winchester</strong> is going international<br />
with an African Culture and Arts<br />
Festival coordinated by the <strong>Canal</strong><br />
<strong>Winchester</strong> Performing Arts Collective<br />
and the Young African Vision<br />
Organization.<br />
The festival showcases performing and<br />
visual arts, dance, cultural workshops<br />
including crafts and drumming, African<br />
documentaries, and food on and around the<br />
grounds of Gender Road Christian Church.<br />
“In January of this year, Ibrahima<br />
Diallo reached out to me to see if our<br />
organization would be interested in collaborating<br />
with him on the festival,” said<br />
Todd Phillips, <strong>Canal</strong> <strong>Winchester</strong><br />
Performing Arts Collective director. “This<br />
type of festival is a completely new idea for<br />
our area. We spoke extensively with community<br />
members, city officials, and<br />
Destination <strong>Canal</strong> <strong>Winchester</strong> for advice<br />
in creating our event since they have been<br />
so successful with all of our local celebrations<br />
like the Blues and Rib Fest and<br />
Labor Day Festival.”<br />
Phillips said the international<br />
exchange of cultures and understanding<br />
will have a long lasting impact on the<br />
region with its ability to celebrate world<br />
diversity and reveal the universality of the<br />
human condition.<br />
“While borders may separate us, the<br />
arts can draw us together,” said Phillips.<br />
“There is no similar program or event<br />
offered in our area and given the current<br />
mood in our country, an event such as this<br />
can help us connect and heal the misconceptions<br />
that drive us apart. The festival<br />
will be a celebration of many cultures.<br />
There will be performers, vendors and<br />
foods tied directly to Africa. Also, there<br />
will be performers, vendors and foods that<br />
historically have a connection to the<br />
African peoples, but also show the influences<br />
of other world cultures.”<br />
The celebration is free to the public and<br />
will be held on Aug. 9 from noon until 10<br />
p.m. and on Aug. 10 from 10 a.m. to 10 p.m.<br />
“My entire organization is thrilled to be<br />
involved with this project. It is a bit out of<br />
our original vision, but that makes it even<br />
more exciting,” said Phillips. “We’re so<br />
happy to help bring a multicultural event<br />
to the <strong>Canal</strong> <strong>Winchester</strong> area. It gives us<br />
the opportunity to build our outreach and<br />
our own personal knowledge of these often<br />
over-looked people.”<br />

intersection of Obetz-Reese Road and<br />

Many <strong>Canal</strong> <strong>Winchester</strong> residents<br />
eagerly awaited the arrival of the five pickleball<br />
courts at McGill Park, but some<br />
neighboring residents are not happy with<br />
the sounds of players using the courts after<br />
hours and with security lights illuminating<br />
nearby homes.<br />
“We are aware of the complaints on the<br />
lighting at McGill Park,” said <strong>Canal</strong><br />
<strong>Winchester</strong> City Administrator Matt<br />
Peoples. “We feel there needs to be lighting<br />
for security of the park, but also know<br />
we have to balance that and be a good<br />
neighbor. Previously we put a large number<br />
of lights on a timer that turn off at 11<br />
p.m. and are working to get additional<br />
lights to turn off on the same schedule.<br />
The pickleball court lights are on a timer<br />
that turns them off at 10 p.m. and those<br />
are down-facing lights that do not bleed off<br />
the courts.”<br />
The courts are located on the east side<br />
of town at 6725 Lithopolis Western Road<br />
and opened for play on July 18. At this<br />
time, they are not reservable. Players<br />
must bring their own equipment.<br />
In the city’s July newsletter, Mayor Joe<br />
Steager said, “Baby boomers will be glad to<br />
know that the new courts have a special<br />
five-layer cushion coating making play<br />
easier on your joints compared to standard<br />
tennis or pickleball hard courts.”<br />
McGill Park also features walking<br />
trails, a nature-themed playground, soccer<br />
fields, benches, an open shelter house, seasonal<br />
portable restrooms, ample parking, a<br />
rentable three season shelter house with<br />
picnic table seating, patio areas on the east<br />
and west sides of the building, and two<br />
charcoal grills near the west patio.<br />
CW Council meetings<br />
<strong>Canal</strong> <strong>Winchester</strong> City Council meetings<br />
are held on the first and third Monday<br />
of every month. Meetings begin at 7 p.m.<br />
The meetings are open to the public.<br />
Council meets in work session at 6 p.m.<br />
prior to each city council meeting to discuss<br />
legislative items and other issues of<br />
the city prior to being included on a city<br />
council agenda. The first work session of<br />
the month focuses on finance/economic<br />
development items and the second monthly<br />
work session focuses on service/safety<br />
items. While each work session includes<br />

CW celebrates 102 years<br />
of Labor Day festival<br />
The 102nd annual <strong>Canal</strong> <strong>Winchester</strong><br />
Labor Day Festival, presented by Diley<br />
Ridge Medical Center, will fill the streets of<br />
historic downtown <strong>Canal</strong> <strong>Winchester</strong> over<br />
Labor Day weekend.<br />
Opening ceremonies will take place on<br />
the festival main stage on Aug. 31 at noon.<br />
Festival hours are Aug. 31 from noon until<br />
11 p.m.; Sept. 1 from 10:30 a.m. to 11 p.m.;<br />
and Sept. 2 from 10:30 a.m. to 6 p.m.<br />
“The <strong>Canal</strong> <strong>Winchester</strong> Labor Day<br />
Festival is celebrating over a century of<br />
family-friendly activities in our downtown<br />
during the Labor Day weekend. With so<br />
many food vendors, arts and crafts vendors,<br />
rides, games, free entertainment, a<br />
car show, and our renowned parade, there<br />
is something sure to please everyone in the<br />
family,” said Labor Day Festival Board<br />
President Carolyn Ebert.<br />
Although the full schedule is still being<br />
finalized, the Labor Day Festival<br />
Committee promises to deliver the fun,<br />
family-friendly festival that the community<br />
has grown to love. Midway rides and<br />
games return to the historic downtown all<br />
weekend long, and kids will ride for free<br />
from noon to 5 p.m. as part of Free Ride<br />
Saturday.<br />
Free festival entertainment featuring a<br />
variety of local musical acts will fill the<br />
streets with sounds all weekend long. On<br />
Aug. 31, catch the Ohio State University<br />
football game on a jumbo screen in front of<br />
the main stage with a pre-game show by<br />
Columbus native Simba Jordan. Be sure to<br />
stick around as Old Skool closes out the<br />
night with an unforgettable show of throwback<br />
jams. On Sept. 1, The Menus will<br />
bring 40 years of rock and roll to the stage,<br />
followed by chart-topping Columbus<br />
natives North to Nashville. For a full lineup<br />

For those over 21, the Ugly Mug Beer<br />
Pavilion will be located on <strong>South</strong> High<br />

The Labor Day Festival will once again<br />
become a showplace for some of the finest<br />
hot-rods and classic cars in central Ohio on<br />
Sept. 1. In past years, over 200 antique,<br />
muscle, and classic cars have been on display.<br />
The cruise-in, hosted by C-Town<br />
Cruisers, will start at 10 a.m. and will<br />
wrap up at 4 p.m. with trophy presentations.<br />
Registration is $15 per car and<br />
begins downtown at 9 a.m. on West<br />
Waterloo Street.<br />
On Sept. 2, enjoy the festival’s annual<br />
<strong>Canal</strong> <strong>Winchester</strong> Labor Day Parade, presented<br />
by Kelly Abbott & the “A” Team,<br />
Howard Hanna Realtors. This year, the<br />
parade honors those that give their time,<br />
energy, and efforts for the community with<br />
the theme “Labor of Love”. The <strong>2024</strong> Grand<br />
Marshals are Carolyn and Mike Ebert, who<br />
led the Labor Day Festival efforts for over<br />
15 years. The parade steps off from <strong>Canal</strong><br />
<strong>Winchester</strong> High School at 1 p.m. and<br />
makes its way through the city’s historic<br />
downtown.<br />

book movie fans and studio executives for<br />
the last five years: What is the Marvel<br />
Cinematic Universe without heroes Iron<br />

Ever since<br />
“Avengers: Endgame”<br />
tied a neat bow on a<br />
decades worth of<br />
interconnected blockbuster storytelling,<br />
the recent phases that have aimed to continue<br />
the lore with a slew of new superheroes,<br />
the recasting of original superheroes,<br />
the introduction of new villains,<br />
and the expansion of the multiverse have<br />
been met with a shrug by casual fans and<br />
the most ardent fans alike. With changes<br />
in direction involving more television<br />
shows and one-shots than before, and a<br />
handful of movies that were not striking<br />
the right chord with the audience, there<br />
has been plenty of handwringing as to<br />
whether the MCU has what it takes to<br />
build another compelling arc and bring<br />
viewers back to the theaters in droves.<br />
What has given some fans a glimmer of<br />
hope that their favorite movie studio could<br />
find its way out of the pop culture timeout<br />
corner is an acquisition that occurred<br />
between The Walt Disney Company and<br />
20th Century Fox. Just as the “Avengers”<br />
were wrapping up the first three phases of<br />
storytelling, the Mouse House purchased<br />
the beleaguered 20th Century Fox for a<br />
whopping $71 billion, thus allowing the<br />
MCU exclusivity to beloved properties like<br />
The Fantastic Four and the X-Men, to<br />
name a few.<br />
In a somewhat surprising move, the<br />
MCU by and large stayed out of the sandbox<br />
filled with shining new gems, much to<br />
the dismay of the clamoring fans. But all of<br />
that changed two years ago when actor<br />
Ryan Reynolds announced two things: that<br />
a third “Deadpool” movie was in the works<br />
and that actor Hugh Jackman had agreed<br />
to appear in it, reprising his role once again<br />
as the beloved adamantium-clawed<br />
Wolverine from the “X-Men” film franchise.<br />
If you had thought the hand wringing was<br />
bad when comic book movie fans believed the<br />
imagination well had run dry with the MCU<br />
adaptation, imagine what took place when<br />
they heard that Deadpool — a character<br />
famously known for his pansexuality, his violence,<br />
and his vulgarity — would be teaming<br />
up with Wolverine — a character also famously<br />
known for his violence and colorful language<br />
— for a movie produced by a studio<br />
famously known for its clean cut image. To<br />
say that it was like ants on an anthill scurrying<br />
away from an approaching lawnmower<br />
that was shooting flames from the blade<br />
would be putting it mildly.<br />
Having seen this movie mashup that<br />
was created under the umbrella of Disney,<br />
I have to say that anyone who was worried<br />
that the Mouse House would rein in all of<br />
the violence and profanities produced by<br />
these two characters can breathe a sigh of<br />
relief. In the entertaining and only somewhat<br />
annoying “Deadpool & Wolverine,”<br />
everything that you love about these two<br />
are there and then some. Want them to be<br />
outrageously brutal and violent? They are.<br />
Want them to drop F-bombs and other colorful<br />
turns of phrases? They do. Want them<br />
to quip their way out of expressing their<br />
internal pain? They have that covered.<br />
Want them to eventually display a little<br />
heart amongst all the mayhem? They do<br />
that too. And frankly, so does this movie,<br />
which basically serves as a fan service love<br />
letter to the 20th Century Fox comic book<br />
movie heroes and villains. I don’t know<br />
what it means going forward with their<br />
inclusion into the greater MCU, but if the<br />
studio is willing to take more risks by<br />
allowing its new and old characters to drop<br />
some curse words, have a bit of sex (or at<br />
least talk about it), and show a bit of gore<br />
as superpowered beings clash I think they<br />
might be OK.<br />
As mentioned above, this movie is a surprisingly<br />
endearing love letter to the Fox<br />
era of Marvel films and a big shot of muchneeded<br />
vitality into the Marvel Cinematic<br />
Universe. While paper thin on plot — Ryan<br />
Reynolds joked during the promotional<br />
tour that it was “as paper thin as a sequel<br />
to ‘Battlefield Earth’” — “Deadpool &<br />
Wolverine” soars on the strength of the<br />
effortless chemistry of co-stars Reynolds<br />
and Jackman and also this series’ commitment<br />
to mixing humor and heart with<br />
blood-soaked mayhem.<br />
Six years have passed since the second<br />
installment in the “Deadpool” film franchise<br />
was released into the theaters, and<br />
the film covered those six years with a wink<br />
and a grin, pointing out the merger<br />
between the two companies and the fact<br />
that we are joining the MCU “at a low point<br />
in its history.” Speaking of low points,<br />
Deadpool alter-ego Wade Wilson (Reynolds)<br />
is also at a low point in his life after his<br />
services were rejected by the Avengers and<br />
his girlfriend Vanessa (Morena Baccarin)<br />
left him for being so aimless.<br />
Now working as a used car salesman<br />
alongside best friend and his number one<br />
supporter Peter (Rob Delaney), Wade’s new<br />
life takes a turn for the worse (or maybe<br />
better, considering his love of violence)<br />
when he is unexpectedly apprehended by<br />
agents with the Time Variance Authority,<br />
an organization whose employees are<br />
tasked with preventing the existence of<br />
certain timelines that are deemed too dangerous<br />
to the multiverse. While initially<br />
blaming his capture on his brief stint with<br />
manipulating time in order to revive<br />
Vanessa and try to set things right, lead<br />
agent Mr. Paradox (Matthew Macfadyen,<br />
having a blast) clarifies that is it actually<br />
because his universe’s “anchor being” died,<br />
which will unravel the threads of time and<br />
space in his world and lead to its inevitable<br />

end. And just who is the anchor being?<br />
None other than Wolverine (Jackman),<br />
who met his final end in the great 2017<br />
film “Logan.”<br />
Despite his deep hatred for the adamantium-clawed<br />
superhero, Wade decides he<br />
has no choice but to journey through the<br />
multiverse and find a variant Wolverine to<br />
replace that one who died so heroically.<br />
The only problem is that the variant he<br />
brought back with him is considered “the<br />
worst Wolverine” for his lack of interest in<br />
helping others.<br />
I know there are a lot of fans out there<br />
who are waiting to see this movie when the<br />
crowds clear out a bit so I’ll try to keep<br />
things spoiler-free. But let’s just say that<br />
things go completely pear-shaped from<br />
there and the titular duo end up in a desolate<br />
wasteland called “the void” where the<br />
other comic book superhero and villain castoffs<br />
have been sent. Oh, and it’s ruled by a<br />
telekinetically blessed Cassandra Nova<br />
(Emma Corin) who wants to capture the<br />
newcomers and feed them to a cloud-like,<br />
trans-temporal entity that patrols the void<br />
and has a taste for variants who disobey her<br />
orders. Although both Deadpool and<br />
Wolverine are not known for their smarts,<br />
they know when they have to call a truce<br />
and work together to save their lives. And<br />
that is where all of the bloody fun begins.<br />
Going into a “Deadpool” movie, you<br />
expect to have a decent, if not good, time.<br />
Like its predecessors, crude jokes and wild<br />
violence are dealt in equal measure with<br />
sharp, fast-paced writing carrying laughs<br />
from one scene to the next. Reynolds’<br />
comedic timing remains unchanged, but<br />
the natural rapport he has with Jackman<br />
provided a new layer of entertainment as<br />
the two exchange barbs, banter, and bloody<br />
knuckles throughout the movie.<br />
But the film is not just about violence<br />
and quips: there are some emotional beats<br />
within, most coming from Jackman as he<br />
brings some much-needed emotional<br />
grounding to “Deadpool & Wolverine.” His<br />
character is the tortured sort and his portrayal<br />
of the guilt-ridden superhero is once<br />
again out of this world. No wonder there is<br />
a quip in the movie that states Disney will<br />
make him play this role until he is ninety.<br />
While the movie pretty much delivers on<br />
everything most fans wanted to see, those<br />
who may have been expecting — or wanting<br />
— more of a tie-in with the broader MCU<br />
will be disappointed. As mentioned far<br />
above, this movie feels more like fan service,<br />
a love letter to the past, than a genuine<br />
open-armed embrace of these characters<br />
into the wilder world of Avengers storytelling.<br />
It could be there in the future — I<br />
hope it is given the life Deadpool and<br />
Wolverine injected into the company — but<br />
they could also go into a new direction.<br />
Whatever they choose to do, at least we<br />
have this wildly entertaining and nostalgia-ridden<br />
movie to revisit.<br />

Learn a new language<br />
Students face many challenges during<br />
their academic careers. Overcoming those<br />
challenges not only sets a strong foundation<br />
for success in the classroom, but also<br />
outside of the classroom.<br />
Foreign language courses pose a significant<br />
challenge to many students. But<br />
learning a second language can benefit students<br />
in both the short- and long-term.<br />
• Early language learning can improve<br />
cognitive abilities. The American Council<br />
on the Teaching of Foreign Languages<br />
notes that various studies dating back several<br />
decades have connected language<br />
learning with improved cognitive abilities.<br />
Such studies have linked early language<br />
learning with higher IQs and superior<br />
problem-solving skills compared to nonbilingual<br />
students.<br />
• Bilingualism can improve memory. A<br />
study published in the Scandinavian<br />
Journal of Psychology found that bilingualism<br />
had positive effects on both episodic<br />
memory and semantic memory. Episodic<br />
memory is a type of long-term memory that<br />
involves conscious recollection of previous<br />
experiences together with their context.<br />
Semantic memory also is a type of long-term<br />
memory that involves the capacity to recall<br />
words, concepts or numbers. Strengthening<br />
these types of memory can benefit children<br />
in the classroom and outside the classroom<br />
when they reach adulthood.<br />
• Bilingualism can benefit working professionals.<br />
The benefits of bilingualism<br />
don’t end once students enter the workforce<br />
as professionals. In fact, a 2017 study<br />
of data from the market analytics firm<br />
Burning Glass Technologies found that,<br />
between 2010 and 2015, the number of job<br />
postings aimed at bilingual workers nearly<br />
tripled, rising from 240,000 in 2010 to<br />
630,000 by 2015. Students who put in the<br />
effort to learn a foreign language during<br />
their academic careers can benefit greatly<br />
from that hard work when the time comes<br />
to begin their professional careers.<br />
• Bilingualism can make foreign travel<br />
easier. In addition to improving students’<br />
academic and professional prospects, bilingualism<br />
can make it easier for students to<br />
fully engage in other cultures when they<br />
travel overseas. Understanding a native<br />
tongue in a foreign country can simplify<br />
travel within that country and potentially<br />
pave the way for lifelong friendships.<br />
Developing fluency in a foreign language<br />
is no small task, but it’s one that’s<br />
well worth the effort.<br />
School bus safety<br />
The dawn of a new school year is a time<br />
marked by change and fresh opportunities.<br />
For many children, school marks the first<br />
time they are away from their parents for<br />
an extended period of time. It also may be<br />
the first time they ride in a vehicle other<br />
than their parents’ cars.<br />
Each school day, 25 million children<br />
ride a bus to school in the United States. A<br />
school bus is among the safest modes of<br />
transport and one of the most regulated<br />
vehicles on the road, according to the<br />
National Highway Traffic Safety<br />
Administration.<br />
Riding a school bus can be a novel experience<br />
no matter a student’s age or grade.<br />
Kindergarteners may be introduced to the<br />
school bus on their first day of school, while<br />
older students are no doubt familiar with<br />
life inside a school bus. But all students<br />
and families can benefit from a refresher<br />
course on school bus procedures to ensure<br />
this school year begins on safe footing.<br />
• Be a smart pedestrian. Riding the<br />
school bus is very safe, but injuries can<br />
occur walking to and from the bus stop.<br />
Watch for cars backing out of driveways<br />
and always look both ways multiple times<br />
before crossing streets.<br />
• Remember school bus laws. Most<br />
areas of the country have specific school<br />
bus laws that include stopping when red<br />
lights are flashing on the school bus. Cars<br />
must stop whether they’re behind the<br />
school bus, next to it or on the opposite side<br />
of the street facing the bus. Stopping allows<br />
passengers to enter or exit the bus safely.<br />
• Stand away from the curb. The<br />
National Safety Council advises keeping<br />
six feet, or three giant steps, away from the<br />
curb while waiting for the bus. Young children<br />
should be carefully supervised.<br />
• Be visible. Always cross in front of the<br />
bus, making eye contact with the driver so<br />
that he or she knows your intentions before<br />
crossing. If you drop something, do not<br />
bend down to pick it up. Tell the driver<br />
instead.<br />
• Remain seated. Find a seat promptly<br />
and remain seated for the duration of the<br />
ride. Do not stand up and proceed down the<br />
center aisle until the bus has stopped.<br />
• Minimize distractions. Always speak<br />
softly and behave so that you do not distract<br />
the driver.<br />

Imagine Great Western Academy (IGWA) has<br />
been serving the Westside of Columbus for more<br />

For the upcoming school year, the district qualified for the<br />
Community Eligibility Provision, an option available to the<br />
nation’s highest-poverty schools and districts to serve breakfast<br />
and lunch at no cost to all enrolled students without collecting<br />
household applications. Approximately 45 percent of <strong>Canal</strong><br />
<strong>Winchester</strong> students qualified for free or reduced lunch during the<br />
2023-24 school year.<br />
Key benefits of the program: Ensures all students have access<br />
to nutritious meals; Enhances students’ concentration, academic<br />
performance, and overall health; Reduces food insecurity and stigma<br />
associated with free meals; Creates a more inclusive and supportive<br />
school environment; and Increases student participation<br />
in school meals.<br />
“This initiative supports our students’ well-being, ensuring<br />
they have the nutrition they need to stay focused and succeed in<br />
the classroom,” said <strong>Canal</strong> <strong>Winchester</strong> Schools Superintendent<br />
Kiya Hunt. “By removing the barriers of food insecurity, we are<br />
creating a more equitable learning environment and easing the<br />
financial burden on families. This program is a significant step<br />
forward in our commitment to supporting the whole child and<br />
enhancing the educational experience for every student in our district.”<br />
Schools that adopt CEP are reimbursed using a formula based<br />
on the percentage of enrolled students who are eligible for free<br />
meals based on participation in other programs, like the<br />
Supplemental Nutrition Assistance Program and Temporary<br />
Assistance for Need Families.<br />
“Through this program, we’ll be able to ensure that all of our<br />
students have access to a healthy breakfast and lunch each school<br />
day at a minimal cost to the district,” said <strong>Canal</strong> <strong>Winchester</strong><br />
Schools Treasurer Nick Roberts. “We’re excited to offer this opportunity<br />
to better support children and families in our community<br />
and to further enrich the educational resources and experiences<br />
that <strong>Canal</strong> <strong>Winchester</strong> Schools provides.”<br />
Free meals for all students - also called universal free meals -<br />
provide numerous benefits, including ensuring that all students<br />
have access to nutritious meals, which can enhance their concentration,<br />
academic performance, and overall health. These programs<br />
can also reduce food insecurity and stigma associated with<br />
free meals, creating a more inclusive and supportive school environment.<br />
Research shows that participation in the CEP program<br />
increases the number of students who participate in school meals,<br />
particularly for students whose family income is near the free<br />
meal eligibility cut-off.<br />
The <strong>Canal</strong> <strong>Winchester</strong> Board of Education is expected to vote to<br />
formally approve participation in the program at a board meeting<br />
in <strong>August</strong>. <strong>Canal</strong> <strong>Winchester</strong> Schools partners with Chartwells to<br />
provide student dining services.<br />

Projects in the<br />
State’s Capital Budget<br />
In my last column, I wrote about the construction<br />
projects in our district that received funding in the<br />
community portion of Ohio’s capital budget. You<br />
may recall that, out of the total $4.2 billion capital<br />
budget, $870 million was allocated to community<br />
building projects--$170 million as a regular amount<br />
and $700 million in one-time funds resulting from<br />
the last biennium budget’s surplus in unanticipated<br />
collections.<br />
Over 130 projects totaling over $500 million of requests<br />
surfaced from throughout central Ohio. The<br />
Columbus Partnership, the public/private entity<br />
that is charged with promoting our region’s economic<br />
growth, acted as a clearinghouse for the collection<br />
of information about all the proposals.<br />
Columbus area legislators, both Democratic and Republican,<br />
came together to prioritize the projects<br />
and recommend funding for those we deemed the<br />
worthiest. I was encouraged by the spirit of camaraderie<br />
and collaboration among my colleagues. All<br />
of us wanted to do what was in the best collective<br />
interest of our area of the state and our work got accomplished<br />
accordingly. Today I will describe some<br />
of the projects that will affect central Ohio.<br />
In extensive consultation with community leaders,<br />
municipal and county elected officials, and business<br />
leaders, six projects were identified that would have<br />
far-reaching impact across the region. Collectively,<br />
these six projects garnered about two-thirds of the<br />
region’s total funding. They include $20 million toward<br />
the Ohio Center for Advanced Technologies at<br />
Columbus State Community College. The Center<br />
will help train many area residents to take the<br />
emerging jobs in high tech manufacturing, biological<br />
sciences, medicine, construction, and information<br />
technology coming to our region as a result of<br />
Intel, Google, and others locating major facilities<br />
here. The Columbus Symphony will obtain $18.5<br />
million toward its new concert hall and expanded<br />
performing arts outreach initiatives.. The Downtown<br />
Capital Line, the first phase of a comprehensive<br />
downtown area activity development effort for<br />
residents and tourists alike, will receive $10 million.<br />
The Heritage Bicycle Trail expansion will be funded,<br />
in part, with $8 million. The $2 billion John Glenn<br />
International Airport expansion will receive $7.5 million<br />
in seed money. Finally, renovations for Nationwide<br />
Arena will get $2 million for its facility<br />
modernization. Although all these projects will require<br />
significant additional private investment, the<br />
state felt it should supplement such efforts for initiatives<br />
that will affect so many folks throughout our<br />
community.<br />
I will describe some of the many additional smaller<br />
central Ohio projects that obtained the remaining<br />
funding in my next communication with you.<br />

Legally Blonde, the Musical<br />
The Wagnalls Community Theater, who makes<br />

“Legally Blonde, the Musical.” Auditions<br />
are Aug. 13 and 14 with callbacks on Aug. 15 for<br />
actors ages 16 and up. WCT encourages people of all<br />

orientations, and abilities to audition for all productions.<br />

Township playground ideas<br />
Madison Township received a grant from the<br />
State Capital Budget for Brobst Park playground<br />
improvements. Township officials want to know<br />
your ideas for things to improve the park playground<br />
area for everyone. Ideas do not have to be for<br />

improvements, the work will be completed in 2025-<br />

Madison Township seeks road money<br />
Trustees want to “stop the<br />
bleeding and repair roads”<br />

The Madison Township trustees want to<br />
shore up the township’s declining roads<br />
without going directly to the ballot by collecting<br />
available inside millage.<br />
If the action is approved by Franklin<br />
County and enacted by the trustees, collections<br />
from properties in the unincorporated<br />
areas would jump from $150,000 on an<br />
annual basis to $553,875 for the township’s<br />
road and bridge fund. It would cost the<br />
owner of a $100,000 home $50.75.<br />
“This is something we need public<br />
input,” it would give us more leverage<br />
when we apply for grants,” said Trustee<br />
Katherine Chipps.<br />
Trustee John Pritchard said if the township<br />
moves forward with the idea, the<br />
township could “stop the bleeding and<br />
repair the roads.”<br />
Madison Township Administrator<br />
Susan Brobst said at one time the township<br />
funded road and bridge repair with a<br />
road levy and employed a seven man crew.<br />
Voters turned down renewal of the levy.<br />
Currently there are four department<br />
employees.<br />
“We’re trying to lay things out and tell<br />
the community,” said Pritchard. “The redheaded<br />
stepchild of the township is our<br />
road department. Our guys work hard.<br />
We’re trying to do the best we can with the<br />
money we have, but we don’t have the<br />
money. I hate taxes too, but were trying to<br />
you give the facts and the reality of the situation.”<br />
The trustees agreed to reach out to the<br />
Citizens Advisory Committee, as well as<br />
the public, before making any decisions<br />

OPWC would be ending its 10 year cycle<br />
and would be up for a renewal in May<br />
2025, by the voters.<br />
•The next women’s self-defense clinic<br />
will be held on Aug. 24 from 9 a.m. to noon<br />
at the police department, 4567 Madison<br />
Lane, Groveport. This clinic is for 14-yearolds<br />
and up, and limited to 30 participants.<br />
The clinic is free; however, registration is<br />

Giant bugs coming<br />
The Columbus Metropolitan Library<br />
will welcome large-scale models of giant<br />
bugs to its Main Library, 96 S. Grant<br />

It is free and open to all, inviting people<br />
of all ages to come face-to-face with an 8-<br />
foot-tall firefly and grasshopper, a 6-foottall<br />

AEDs in schools<br />
Ohio Governor Mike DeWine recently<br />
signed House Bill 47 during a ceremony at<br />
Worthington Kilbourne High School. The<br />
new law will require automated external<br />
defibrillators (AEDs) to be placed in every<br />
public and chartered nonpublic school in<br />
Ohio.<br />
“The evidence is clear: AEDs save lives,”<br />
said DeWine. “While we know that sudden<br />
cardiac arrest is the number one killer of<br />
student-athletes in America, we also know<br />
the vast majority who get immediate help<br />
from an AED survive. The difference these<br />
devices make is astounding. Having them<br />
on standby in our schools to safeguard our<br />
students is a must.”<br />
According to the Centers for Disease<br />
Control and Prevention, more than 356,000<br />
out-of-hospital cardiac arrests occur each<br />
year in the United States. An estimated 70<br />
to 90 percent of these people die before<br />
reaching the hospital. However, the<br />
American Heart Association reports that<br />
nine out of 10 cardiac arrest victims will<br />
live if they receive a shock from an AED in<br />
the first minute after an incident.<br />
One such survivor is Canen Dickman, a<br />
sophomore at Worthington Kilbourne who<br />
says an AED saved his life last year after<br />
he collapsed during a summer soccer practice.<br />
His coaches responded immediately,<br />
performing CPR and using an AED from a<br />
nearby building to restore Canen’s pulse<br />
before he was transported to the hospital.<br />
Canen recovered and is now back playing<br />
soccer once again.<br />
“We hope that the passing of this bill<br />
will help save lives, just as mine was saved,<br />
because if it weren’t for AEDs and CPR<br />
training in our school, I would not be here<br />
today,” Canen said.<br />
Sponsored by Rep. Adam Bird (R-New<br />
Richmond) and Rep. Richard Brown (D-<br />
<strong>Canal</strong> <strong>Winchester</strong>), HB 47 goes beyond<br />
merely requiring AEDs to be placed in<br />
schools. It will also require the Ohio<br />
Department of Health to develop a model<br />
emergency action plan for the use of AEDs.<br />
All public and chartered nonpublic schools<br />
will be required to adopt their own emergency<br />
action plan and practice it at least<br />
quarterly.<br />
The Ohio Department of Education and<br />
Workforce will develop a system for violations<br />
to be reported if schools do not properly<br />
place AEDs in their facilities or fail to<br />
adopt and practice an emergency action<br />
plan.<br />
The bill also requires schools to train<br />
teachers, administrators, coaches, athletic<br />
trainers, and anyone else supervising student-athletes<br />
on how and when to use<br />
AEDs.<br />
Since young athletes often compete at<br />
other venues besides their school, the bill<br />
also requires AEDs to be placed at all<br />
municipally owned or operated sports and<br />
recreation locations.<br />
Finally, the bill requires schools and<br />
youth sports organizations to hold informational<br />
meetings each sports season regarding<br />
the symptoms and warning signs of<br />
sudden cardiac arrest for young athletes of<br />
all ages.<br />
Law supported by the NFL<br />
Representatives from the National<br />
Football League (NFL) also attended the<br />
bill-signing ceremony.<br />
In March 2023, the NFL, along with<br />
other major sports organizations and leading<br />
patient and health advocacy groups,<br />
announced the formation of the Smart<br />
Heart Sports Coalition. The group advocates<br />
for schools to have AEDs, emergency<br />
action plans, and CPR/AED training for<br />
coaches.<br />
One of the coalition’s member organizations<br />
is the Make Them Known Your Name<br />
(MTKYN) Foundation. Formed by<br />
Cleveland Browns cornerback Denzel Ward<br />
and his mother, Nicole Ward, following the<br />
unexpected loss of Denzel’s father to a sudden<br />
cardiac arrest, MTKYN works to<br />
spread resources, education, and awareness<br />
for heart health and CPR/AED training<br />
across Cleveland and beyond.<br />
“Today, my heart is full,” Nicole Ward<br />
said. “With this bill, we will create a new<br />
standard of AED access and preparedness.<br />
It will become normal to enter our schools<br />
and recreation centers and be able to rest<br />
knowing that an AED is on-site, and that<br />
people know exactly what to do and how to<br />
respond confidently and quickly in the<br />
event of a cardiac emergency.”<br />
The Smart Heart Sports Coalition was<br />
founded in response to the life-saving<br />
emergency response and care provided to<br />
Buffalo Bills safety Damar Hamlin during<br />
a game against the Cincinnati Bengals in<br />
January 2023.<br />
Hamlin wrote a letter of support for HB<br />
47, which was read during the ceremony.<br />
“Today’s bill-signing is a testament to<br />
leadership and teamwork, and I thank and<br />
applaud Governor DeWine, the leaders of<br />
the Ohio legislature, the bill sponsors, and<br />
the many Smart Heart Sports Coalition<br />
team members who came together to move<br />
this life-saving legislation forward,”<br />
Hamlin said as part of his letter. “I’ll<br />
always consider Ohio my second home, and<br />
I’m delighted that this new law makes the<br />
places around the state where young people<br />
learn, play, and compete safer, more<br />
resilient, and better prepared to respond to<br />
a cardiac emergency. This is a big win for<br />
young people throughout Ohio.”<br />

County receives awards<br />
Franklin County has received four<br />
awards from the National Association of<br />
Counties (NACo) for its innovative programming.<br />
The first three highlight the<br />
effective work being done in local health<br />
and human services programing.<br />
Each year, NACo presents achievement<br />
awards to highlight exceptional programs<br />
across 18 categories, reflecting the diverse<br />
and comprehensive services provided by<br />
counties nationwide. The awards given to<br />
Job and Family Services, Office on Aging,<br />
and Justice Policy and Programs agencies<br />
underscore the hard work of each agency to<br />
strengthen services for Franklin County<br />
residents.<br />
“We are honored to receive multiple<br />
NACo Achievement Awards, which recognize<br />
impactful public service and excellence<br />
in county government,” said Board of<br />
Commissioner president Kevin Boyce.<br />
“This recognition reflects our health and<br />
human services team’s commitment to<br />
delivering outcomes for our residents and<br />
showcases our Franklin County initiatives<br />
designed to enhance the community.”<br />
The Department of Job and Family<br />
Services was honored in the children and<br />
youth category for its innovative Franklin<br />
County RISE initiative. This investment<br />
by the board of commissioners aims to<br />
strengthen the foundation and close opportunity<br />
gaps in the local childcare system.<br />
The Office on Aging received an achievement<br />
award in the human services category<br />
for its Bridge Team initiative. This program<br />
provides onsite case management<br />
and streamlines services for older residents,<br />
caregivers, and kinship caregivers,<br />
demonstrating a strong commitment to<br />
enhancing the well-being of the community.<br />
The third was awarded to the Office of<br />
Justice Policy and Program in the criminal<br />
justice and public safety category for its<br />
Stop Addiction for Everyone Resource<br />
(SAFER) Station, which addresses addiction<br />
and supports public safety. SAFER<br />
station is a resource hub that offers accessibility<br />
for substance use treatment, located<br />
in one of the county’s top zip codes for<br />
fatal overdoses.<br />
“These awards are a celebration of the<br />
collective effort and collaboration of our<br />
staff, partners, and community members,”<br />
said commissioner John O’Grady. “It highlights<br />
our ongoing mission to enhance the<br />
quality of life for all residents through comprehensive<br />
health and human services. We<br />
are proud of this achievement and motivated<br />
to build on this success for a healthier,<br />
stronger community.”<br />
Since its founding in 1970, NACo’s<br />
Achievement Awards program has celebrated<br />
innovation in county government.<br />
By fostering a culture of creativity and<br />
proactive problem-solving, county leaders<br />
and employees develop and implement pioneering<br />
solutions that enhance the quality<br />
of life for residents. These innovations span<br />
various sectors, from public health and<br />
social services to community resources and<br />
support services, showcasing the dynamic<br />
and multifaceted nature of county operations.<br />
“Winning these awards showcases our<br />
commitment to providing exceptional<br />
health and human services. It is a reflection<br />
of our team’s unwavering passion and<br />

Additionally, the county’s IT leadership<br />
received an award for improving the digital<br />
experience for residents. Recognized in the<br />
category of a million or more residents, the<br />
county championed innovation by creating<br />
a new content management system for 44<br />
agencies to modernize the county’s website<br />
so that services are easier for residents to<br />
find.<br />
The Franklin County programs, along<br />
with other innovative county programs<br />
from across the country, were celebrated at<br />
NACo’s Annual Conference and Exposition<br />
in Hillsborough County, Florida in July.<br />
Suicide Prevention Plan<br />
Ohio Governor Mike DeWine announced<br />
the <strong>2024</strong>-26 Suicide Prevention Plan for<br />
the state, reinforcing a commitment to<br />
eliminating obstacles for families and individuals<br />
grappling with suicide.<br />
The plan aims to promote life-saving<br />
strategies statewide. The governor’s<br />
RecoveryOhio initiative partnered with the<br />
Ohio Suicide Prevention Foundation to<br />
spearhead the development of this comprehensive<br />
document, incorporating input<br />
from more than 30 private and public<br />
organizations.<br />
Key components of the plan include<br />
raising public awareness, enhancing access<br />
to timely data, expanding opportunities for<br />
healthcare access, and providing support<br />
for families coping with the loss of a loved<br />
one to suicide. It underscores the importance<br />
of collaborative efforts with behavioral<br />
healthcare providers, employers,<br />
healthcare systems, schools, and community<br />
organizations to stem the increasing<br />
rates of suicides.<br />
According to the Ohio Department of<br />
Health, there were 1,766 suicides in Ohio in<br />
2021, an increase of 8 percent, from the previous<br />
year. That number is below the 10-year<br />
high in the state of 1,836 deaths in 2018. In<br />
November, 2023, the Center for Disease<br />
Control released a report that the United<br />
States set a record for the number of suicide<br />
deaths with nearly 50,000 people dying by<br />
suicide in 2022. The national report indicated<br />
that middle aged adults account for the<br />
most suicides, while suicide numbers in preteens<br />
and teens had decreased.<br />
RecoveryOhio works to provide a full<br />
continuum of care to all of Ohio.<br />
RecoveryOhio’s goals include creating a<br />
system to help those struggling with mental<br />
illness, and offer direction for the state’s<br />
prevention and education efforts.<br />
The Ohio Suicide Prevention<br />
Foundation is a non-profit organization<br />
that educates, advocates, and builds connections<br />
and support for individuals, families,<br />
and communities to prevent suicide.<br />
Township Police report<br />
According to the Madison Township<br />
Police, during July, officers responded to<br />
342 dispatched calls and logged 15,865<br />
patrol miles. MTPD officers impounded 20<br />
vehicles and used 1,460 gallons of fuel. In<br />
addition, 15 OVI arrests were made; four in<br />
Blacklick Estates, one near the Marwick<br />
Addition, two in unincorporated regions<br />
south of U.S. Route 33, one in the unincorporated<br />
region north of U.S. Route 33, two<br />
near Edgewater Park, one in the city of<br />
Groveport, one in the city of <strong>Canal</strong><br />
<strong>Winchester</strong>, and three outside the township<br />
limits. To date, in <strong>2024</strong>, Madison<br />
Township officers have arrested 54<br />
impaired drivers.<br />
Wagnalls Memorial to<br />
celebrate its centennial<br />
The Wagnalls Memorial, 150 E.<br />
Columbus St., Lithopolis, will turn 100<br />
years old in May 2025.<br />
The communities of Lithopolis, Bloom<br />
Township, and surrounding areas have<br />
enjoyed years of library services, visual and<br />
performing arts, and private and community<br />
celebrations in this architectural and<br />
historic gem.<br />

throughout the year including special art<br />

the day-to-day operations of a nationally recognized, four-year electrical<br />
apprenticeship program located in Columbus, Ohio<br />
The Training Operations Liaison will ensure classrooms and labs are organized<br />
and supplied for evening instruction. The Incumbent will collaborate<br />
with the Education and Training Manager to design,<br />
construct, and equip new labs as well as identify needed maintenance<br />
and repairs to the facility.<br />
Interested candidates must have a High School diploma and at least<br />
four years’ construction experience as an Electrical Apprentice or<br />
Journeyman Electrician.<br />
Schedule flexibility is essential. During the school year, the<br />
incumbent must be present while school is in session, between noon<br />
and 9:00 p.m., usually four days a week. The incumbent must also be<br />
available for Saturday training classes.<br />
