Board members LaToya Dowdell- Burger, Seth Bower, and Libby Gray voted in favor of the bond issue while John Kershner and Kathleen Walsh opposed it. According to the ballot wording, the bond issue would be for the “purpose of constructing, improving, furnishing, and equiping three new grades 5-8 middle schools with related site improvements and appurtenances thereto; constructing, improving, furnishing, and equiping an addition to Groveport Madison High School with related site improvements and appurtenances thereto; abatement and demolition of existing facilities; improving, renovating, furnishing, and equiping existing facilities; and replacing existing equipment and constructing various permanent improvements school district wide...” This bond issue is for the proposed first phase of the district’s Master Facility Plan, which calls for replacing the district’s three existing middle schools with: •Three new middle schools for grades 5- 8 with a capacity for 706 students each; and •An addition to the high school that includes a two story classroom addition at the southeast corner of the building. The proposed second phase of the Master Facility Plan, which would occur at a later date, calls for replacing the district’s existing six elementaries with: •Three new elementary schools for grades K-4 with a capacity of 866 students each. Both phases of the project have an estimated total Ohio Facilities Construction Commission (OFCC) co-funded cost of about $273.1 million with the high school addition and middle schools being built first at an estimated cost of $134.8 million. Then the new elementary schools could be constructed in a later phase at an estimated total OFCC co-funded cost of $107.1 million. The district is in line to receive OFCC funding for 53 percent of the cost of the project with local funding providing 47 percent. There could also be added costs for locally funded initiatives, such as for things like a middle school auditorium, that would have to be funded 100 percent locally. There are also be abatement and demolition costs. For the first phase the local share is $78.3 million. Potential school locations According to Josh Predovich of SHP Architects: First phase - •Two new middle schools would be built in the northern part of the district - one at the current Middle School North site and the other on land the district owns on Noe- Bixby Road. One middle school would be built in the southern portion of the district at the Middle School South site. Second later phase - •There would be two new elementaries built in the north - one at the current Dunloe Elementary site and the other at the current Sedalia Elementary site. An alternative new elementary site could be on land the district owns in Independence Village, but there are concerns that this site may be too small. An elementary school would be built in the southern part of the district at the existing Glendening Elementary site, but a second option would be to build this new school at the current Groveport Elementary site where the baseball fields now stand. Groveport Madison officials have stated overcrowding is a central issue facing the district, but other factors considered in the facilities planning process included the age, condition, efficiency, adaptability, and cost to maintain the existing elementary and middle schools. Viewpoints Walsh opposes the bond issue because she feels it is a “flawed” plan. “It is clear that the superintendent’s plan is flawed on multiple levels,” said Walsh. “Not only does it fail to address the issue of overcrowding at our schools, but it also disregards the importance of community input and strategic planning. By combining elementary and middle school students in one building, the plan raises concerns about age-appropriate environments and educational effectiveness. It is evident that a more thorough and thoughtful approach is needed to ensure the best possible outcome for our students and communities. Asking taxpayers to financially support this failed plan is just wrong.” Kershner said, the facilities plan selected for the ballot, “is a bad plan at any price.” See BOND, page 6 Experience key for Cruisers By Rick Palsgrove Groveport Editor Even though we are still in the thick of steamy summer heat, the Groveport Madison Cruiser football team is hard at work preparing for the upcoming season. “We have a ton of guys returning this season and this senior class is as experienced of a group if have coached,” said Cruiser head football coach Mitchell Westcamp. The Cruisers, who play in the Ohio Capital Conference’s Buckeye Division, will face a tough schedule this year. “We play Division One football in the state of Ohio so there’s no easy week for us,” said Westcamp. He said the non-league games before league play begins will be “a huge test.” “We open up with Hilliard Bradley and Gahanna weeks one and two and both are top 10 teams in the state and will really let us know where we stand,” said Westcamp. “Week three we face Big Walnut, which has traditionally been a tough matchup for teams and always in the top of their league. When we get to league play, Pickerington Central is going to be the standard till somebody beats them in the league. They always reload and compete at a high level. Lancaster and Reynoldsburg have been a really good matchup for us the past few years and we really look forward to those matchups. year. Westcamp said the plan is to “move him all over the place on<br />
both sides of the ball.”<br />
•Keishaun Calhoun - senior - 6’3” 260 lbs - DT - Indiana<br />

“Keishaun will also move around defensively and see some<br />
time on the offensive side of the ball this season,” said Westcamp.<br />
•Raishad King - senior - 5’10” 170 lbs - RB - First Team OCC<br />
and Special Mention All District - 1,000 yard rusher last season<br />
and led the team in touchdowns.<br />
•Jeremiah Moore - senior - 6’3” 175 lbs - WR/CB - Currently<br />

returning juniors that has seen varsity time since his freshman<br />
season,” said Westcamp.<br />
•Altrovise Glenn - junior - 6’3” 190 lbs - DB - “Another one of<br />
our top returning DB’s from last season that provides some length<br />
in the secondary,” said Westcamp.<br />
•Baker Bowden - sophomore - 5’11” 175 lbs - QB - Second Team<br />
OCC as a freshman last season. “Started every game as a freshman<br />
last season and looks to build off of last season,” said<br />
Westcamp.<br />
•Anthony Newell - sophomore - 5’10” 170 lbs - QB/WR - “One<br />
of our top incoming sophomores that can play multiple positions.<br />
Anthony will provide depth at quarterback and see varsity time at<br />
slot receiver this season,” said Westcamp.<br />
Westcamp said the team’s main strength this year is experience.<br />
“We have multiple guys on both sides of the ball this year that<br />
come in with a ton of experience on Friday nights,” said<br />
Westcamp. “We have 31 seniors on this team that have been a<br />
part of the program the past three years and a majority of them<br />
will see time on Friday nights this season. We also will have a lot<br />
of speed and length at the skilled position this season and it’s<br />
something that you just don’t see often at the high school level. Of<br />
our top four wide receivers, the shortest guy is 6’3” and can<br />
become a match up problem for teams with shorter corners on the<br />
outside that are forced to cover these guys one on one. We also<br />
return our top rusher from a year ago and Baker comes in as a<br />
mature sophomore this season at quarterback and he looks ready<br />
to take the offense to the next level. Defensively our back half<br />
returns with a ton of experience but it’s our defensive line that we<br />
look to set the tone with Jalen Joyce and Keishaun Calhoun being<br />
seniors. These two guys have a ton of experience and accolades<br />
and they are the leaders of the defense when they are out there.”<br />

City of <strong>Groveport</strong> residents can<br />
immerse themselves in America’s military<br />
history on a special day at Motts Military<br />
Museum.<br />
<strong>Groveport</strong> Resident Day at Motts<br />
Military Museum, located at 5075 S.<br />
Hamilton Road in <strong>Groveport</strong>, will be held<br />
Aug. 17 from 9 a.m. to 5 p.m. <strong>Groveport</strong><br />
residents are admitted free with a complimentary<br />
ticket. These tickets are available<br />
at <strong>Groveport</strong> Town Hall, 648 Main St.,<br />
until Aug. 14 from 8 a.m. to 4 p.m. Proof of<br />
residency within the 185 tax district is<br />

“City Council came up with this idea,”<br />
said <strong>Groveport</strong> City Administrator B.J.<br />
King. “It is a great addition to the many<br />
community events that are offered to our<br />
residents. We want to encourage our residents<br />
to focus on enjoying the day at the<br />
museum. I encourage residents to attend<br />
and see firsthand the history Motts<br />
Military Museum Director Warren Motts<br />
has gathered.”<br />
With the partnership with the Motts<br />
Military Museum, King said the plan is for<br />
this to be an annual event.<br />
“We are so proud to be a cultural institution<br />
located in <strong>Groveport</strong> that highlights<br />
and showcases on a national level the mission<br />
of honoring veterans,” said Motts<br />
Military Museum Deputy Director Lori<br />
Motts Byrd. “We are thrilled to open our<br />
doors to the <strong>Groveport</strong> community to let<br />
everyone be able to have the opportunity to<br />
visit us and take away a better understanding<br />
of our military history and for the<br />
men and women who have been a part of<br />
that history.”<br />
As part of <strong>Groveport</strong> Resident Day,<br />
Byrd said the museum will offer a special<br />
viewing of the 9/11 exhibit for the<br />
<strong>Groveport</strong> guests to view at 10 a.m. and at<br />
2 p.m.<br />
“The <strong>Groveport</strong> resident guests will also<br />
be able to enter their name into a drawing<br />
to win a free yearly membership to the<br />
museum,” said Byrd. “We will be drawing<br />
two names.”<br />
“The city of <strong>Groveport</strong> has always been<br />
a wonderful supporter of the museum,”<br />
continued Byrd. “The museum has used<br />
the grant funding from the city in the past<br />
to purchase the land that the museum is<br />
currently utilizing. Currently, the grant is<br />
being used to support the educational mission<br />
of the museum.”<br />
Regarding future expansion of Motts<br />
Military Museum, Byrd said the museum<br />
has had a comprehensive assessment for<br />
its capital campaign and the board is currently<br />
reviewing that information.<br />
“Upon review we will then have recommendations<br />
on how to best proceed going<br />
forward,” said Byrd.<br />
King said <strong>Groveport</strong> Resident Day at<br />
Motts Military Museum is a great way to<br />
offer a part of history to our community.<br />
“Every time I have visited the Motts<br />
Military Museum, I leave in awe of the collection<br />
he has,” said King. “This is great for<br />
the community to see so many tremendous<br />
historical items and for Warren to showcase<br />
his efforts to preserve history.”<br />
About Motts Military Museum<br />
Founded in 1987 by Warren Motts,<br />
Motts Military Museum houses a vast<br />
array of historical military artifacts, as<br />
well as the personal stories of the men and<br />
women who served and are serving in the<br />
United States Armed Forces, dating from<br />
the Revolutionary War to modern day.<br />
The museum is regularly open Tuesday<br />
— Saturday from 9 a.m. to 5 p.m. and<br />
Sunday from 1-5 p.m. (Closed on<br />
Thanksgiving and Christmas and at noon<br />

live play-by-play coverage of some<br />
<strong>Groveport</strong> Madison High School athletic<br />
contests in football, boys basketball, and<br />
softball in <strong>2024</strong>-25. Rick Cooper is in his<br />

“A plan based on input and engagement<br />
from the public was promised by the superintendent,”<br />
said Kershner. “That was not<br />
provided. The public largely approved of<br />
replacing our two middle schools, adding<br />
space for 750 more students in the high<br />
school, and creating areas for technology<br />
and vocational training. The plan the electorate<br />
will decide on barely expands the<br />
high school’s capacity only adding space for<br />
a few hundred more students, it is more of<br />
the same inadequate and shortsighted<br />
planning. It does not measure up in terms<br />
of education, safety, and security, and it<br />
removes our students from their nearby<br />
communities. Voters, taxpayers, and the<br />
community all deserve better.”<br />
<strong>Groveport</strong> resident Carla Cramer, who<br />
attended the community meetings about<br />
the Master Facility Plan, disagrees with<br />
Walsh and Kershner.<br />
“There was opportunity for community<br />
input and I attended those community<br />
meetings,” said Cramer. “School population<br />
and needs were explained, as well as<br />
requirements put forth by the state. The<br />
superintendent did not play an active part<br />
in creating the plan - we, the committee,<br />
discussed several options and asked<br />
numerous questions. We spent several<br />
months trying to create the best option for<br />
students, with an optimal educational<br />
environment at the lowest cost that would<br />
meet our needs. This committee was open<br />
to everyone.”<br />
Predovich said, regarding the square<br />
footage of the buildings, that one must look<br />
at the entire building, not just specific<br />
areas.<br />
“For example, in a number of the existing<br />
elementaries the gym and cafeteria are<br />
combined,” said Predovich. “These are separate<br />
in the new buildings. I don’t believe<br />
you are getting less space.”<br />
Predovich said enrollment projections<br />
rely on both the OFCC enrollment specialist’s<br />
numbers and the third party enrollment<br />
specialist used by the district.<br />
“We’re trying to prepare the district for<br />
what the next 10 years look like,” said<br />
Predovich. “The grades 5-8 configuration<br />
pulls the fifth grade out of the elementaries<br />
and allows for growth in the existing<br />
elementaries. It lessens the load on the elementaries.”<br />
Predovich described an enrollment<br />
wave where during the first five of the next<br />
10 years the elementary schools would be<br />
“packed” while in the following five years<br />
the larger enrollment shifts to the middle<br />
schools.<br />
“You’re building a building today that<br />
will have the right capacity when it opens,”<br />
said Predovich.<br />
<strong>Groveport</strong> Madison Superintendent<br />
Jamie Grube previously said larger schools<br />
are more efficient than smaller schools<br />
because the district can offer all its programs<br />
in such a facility rather than having<br />
them scattered in various buildings. He<br />
said large buildings can be made to feel<br />
and operate like a small school.<br />
“That’s why the state doesn’t allow us to<br />

build under a certain size from an operational<br />
perspective,” said Grube.<br />
Grube added that the district’s teachers<br />
and principals at the facility plan meetings<br />
did not express misgivings about the size<br />
and formats of the new proposed schools.<br />
Master Facility Plan background<br />
District officials considered the following<br />
options:<br />
•Renovations or additions on existing<br />
elementary and middle schools plus an<br />
addition to the high school.<br />
•Constructing all new elementaries and<br />
middle schools plus an addition to the high<br />
school.<br />
•Combination of new construction and<br />
renovations and additions to the existing<br />
elementary and middle schools plus an<br />
addition to the high school.<br />
Predovich said, according to the OFCC,<br />
if renovation costs exceed two-thirds the<br />
cost of replacing a building, the state recommends<br />
replacing the building. The district<br />
would have to meet state requirements<br />
to get a waiver to make renovations<br />
for buildings above this limit.<br />
According to 2023 OFCC figures, all of<br />
the district’s elementaries and middle<br />
schools exceed this two-thirds limit with<br />
Asbury at 89 percent; Dunloe at 91 percent;<br />
Glendening at 83 percent; <strong>Groveport</strong><br />
at 99 percent; Madison at 88 percent;<br />
Sedalia at 67 percent; Middle School North<br />
at 78 percent; Middle School South at 77<br />
percent; and Middle School Central at 79<br />
percent.<br />
Enrollment and capacity<br />
Enrollment in <strong>Groveport</strong> Madison is<br />
expected to increase by 626 students in the<br />
next 10 years, which is about 9 percent.<br />
This increase includes a projected 72 more<br />
students in grades PK-5; 153 in grades 6-8;<br />
and 401 in grades 9-12 (including 139 in<br />
career tech). Predovich noted that the district<br />
must also add in the number of students<br />
currently housed in modular classrooms<br />
when considering the size of new<br />
buildings.<br />

<strong>Groveport</strong> Police get grant for more security cameras<br />

The city of <strong>Groveport</strong> has accepted more<br />
state and federal grant money to acquire<br />
additional security camera and license<br />
plate reader equipment for the <strong>Groveport</strong><br />
Police.<br />
<strong>Groveport</strong> City Council approved the<br />
$54,467 in grant funding at its July 22<br />
meeting.<br />
“We will use the mobile camera equipment<br />
in places like school zones, residential<br />
and business areas, and parks,” said<br />
<strong>Groveport</strong> Police Chief Casey Adams.<br />
He said the grant will enable the city to<br />
now have two mobile camera surveillance<br />
trailers. This is in addition to the three permanent<br />
cameras now in place at high traffic<br />
intersections and 10 Flock cameras the<br />
<strong>Groveport</strong> Garden Club<br />

locations. He said cameras are installed in<br />
key areas, primarily entrance and exit<br />
points to the city.<br />
When asked to respond to some citizens’<br />
fears that the city is becoming a “surveillance<br />
state,” Adams said, “The use of the<br />
cameras has enabled us to apprehend people<br />
in stolen cars, persons with warrant<br />
arrests, and suspects in other crimes. They<br />
also help us review auto accidents and to<br />
monitor the large loads coming through<br />
town (passing through as part of the Intel<br />
project in Licking County).”<br />
He added the cameras also serve as a<br />
crime deterrent.<br />
“It helps with crime reduction,” said<br />
Adams. “We’ve used the camera trailer at<br />
places like the parking lots at <strong>Groveport</strong><br />

The existing solar powered Flock cameras<br />
are used to track vehicles coming in<br />
and out of the city to aid police in the pursuit<br />
of criminal suspects. The cameras are<br />
designed to: make license plate recognition;<br />
gather evidence and facts about vehicles,<br />
not people; alert police of wanted vehicles;<br />
help solve crimes; and adhere to all state<br />
laws. The cameras: do not do facial recognition;<br />
are not tied to personally identifiable<br />
information; are not used to control traffic;<br />
and data on the cameras are stored for 30<br />
days and then automatically deleted.<br />

The Madison Township trustees want to<br />
shore up the township’s declining roads<br />
without going directly to the ballot by collecting<br />
available inside millage.<br />
If the action is approved by Franklin<br />
County and enacted by the trustees, collections<br />
from properties in the unincorporated<br />
areas would jump from $150,000 on an<br />
annual basis to $553,875 for the township’s<br />
road and bridge fund. It would cost the<br />
owner of a $100,000 home $50.75.<br />
“This is something we need public<br />
input,” it would give us more leverage<br />
when we apply for grants,” said Trustee<br />
Katherine Chipps.<br />
Trustee John Pritchard said if the township<br />
moves forward with the idea, the<br />
township could “stop the bleeding and<br />
repair the roads.”<br />
Madison Township Administrator<br />
Susan Brobst said at one time the township<br />
funded road and bridge repair with a<br />
road levy and employed a seven man crew.<br />
Voters turned down renewal of the levy.<br />
Currently there are four department<br />
employees.<br />
“We’re trying to lay things out and tell<br />
the community,” said Pritchard. “The redheaded<br />
stepchild of the township is our<br />
road department. Our guys work hard.<br />
We’re trying to do the best we can with the<br />
money we have, but we don’t have the<br />
money. I hate taxes too, but were trying to<br />
you give the facts and the reality of the situation.”<br />
The trustees agreed to reach out to the<br />
Citizens Advisory Committee, as well as<br />
the public, before making any decisions<br />

“The Flock cameras are linked to other<br />
communities and police agencies who also<br />
have the Flock system,” said Adams. “This<br />
helps to locate suspects in a broader area.”<br />
He noted <strong>Groveport</strong>’s Elmont Place subdivision<br />
association purchased its own<br />
three Flock cameras for entry and exit<br />
points to that neighborhood and that area<br />
warehouses can also piggy back on the<br />
city’s security technology.<br />
Township seeks money for roads<br />
praised the communication between the<br />
engineer’s office and the township and<br />
stated that the two entities worked very<br />
well together. He also mentioned that the<br />
OPWC would be ending its 10 year cycle<br />
and would be up for a renewal in May<br />
2025, by the voters.<br />
•The next women’s self-defense clinic<br />
will be held on Aug. 24 from 9 a.m. to noon<br />
at the police department, 4567 Madison<br />
Lane, <strong>Groveport</strong>. This clinic is for 14-yearolds<br />
and up, and limited to 30 participants.<br />

•The township is looking for public<br />
input regarding park playground equipment<br />
improvements for the State Capital<br />
Budget grant. Signs will be placed around<br />
the park, information listed on the website,<br />
and through social media to encourage<br />
comments. Anyone may email their suggestions<br />

accepted through Sept. 30, at which time<br />
the staff will begin to evaluate costs and<br />
work with vendors.<br />
•According to the Madison Township<br />
Police, during July, officers responded to<br />
342 dispatched calls and logged 15,865<br />
patrol miles. MTPD officers impounded 20<br />
vehicles and used 1,460 gallons of fuel. In<br />
addition, 15 OVI arrests were made; four in<br />
Blacklick Estates, one near the Marwick<br />
Addition, two in unincorporated regions<br />
south of U.S. Route 33, one in the unincorporated<br />
region north of U.S. Route 33, two<br />
near Edgewater Park, one in the city of<br />
<strong>Groveport</strong>, one in the city of Canal<br />
Winchester, and three outside the township<br />
limits. To date, in <strong>2024</strong>, Madison<br />
Township officers have arrested 54<br />
impaired drivers.<br />

These days there is usually a steady<br />
stream of cars on <strong>Groveport</strong>’s Main Street<br />
because the town has grown. But this<br />
street was not always humming with traffic.<br />
I grew up in a house on west Main<br />
Street in the 1960s and can recall how<br />
quiet the street could be. The low amount of<br />
vehicle traffic in those days could be attributed<br />
to the fact <strong>Groveport</strong> had a population<br />
of just a little over 2,000 people (it is over<br />
6,000 now) and the surrounding area was<br />
mostly wide open farm land (now mostly<br />
commercial development).<br />
The street was lined on both sides with<br />
large trees that formed a leafy, shady<br />
canopy over the pavement. On west Main<br />
Street the sidewalks mostly ended around<br />
Frank Alley and instead there were dirt<br />
paths, heading west, that were worn into<br />
place by years of pedestrians and kids on<br />
bicycles. Tree roots formed obstacles to<br />
maneuver around in these dirt paths. On<br />
rainy days the dirt paths were thick with<br />
mud. At Mohr Avenue, and further west,<br />
the dirt paths gave way to a mixture of<br />
gravel, dirt, and asphalt separated from<br />
the street by long, rectangular concrete<br />
“curbs” spaced a few feet apart.<br />
From a perch by my bedroom window, or<br />
when I hung out in my family’s front yard,<br />
I saw the daily activity on Main Street.<br />
Cars and trucks rolled along the street<br />
in those days, but for gaps of time one<br />
would not see any vehicles passing by.<br />
There was no back up of cars at the traffic<br />
lights. There was no center left turn lane,<br />
which meant the street was much narrower.<br />
Two or three times a week I saw the<br />
milkman in his Borden’s milk delivery<br />
truck making his stops along the street.<br />
In the summer I saw kids walking or<br />
bicycling along Main Street to the<br />
<strong>Groveport</strong> swimming pool, then located on<br />
Hendron Road, wearing their swim suits<br />
and flip flops with their pool towels draped<br />
over their shoulders.<br />
If I watched long enough, I’d notice the<br />
same cars traveling back and forth on Main<br />
Street. Maybe the drivers were going to<br />
Norm’s Market or the Eskimo Creme, or<br />
maybe it was teenagers out “cruising” in<br />
their cars to see what was happening.<br />
I cannot remember the farmer’s name,<br />
but occasionally he could be seen driving a<br />
team of horses pulling his farm wagon<br />
through town on Main Street. This sight<br />
always drew a crowd of excited neighborhood<br />
kids to the street to watch him pass<br />
by. At one time in <strong>Groveport</strong>’s history, horses<br />
and wagons on Main Street were common,<br />
but by the 1960s this farmer was the<br />
<strong>Groveport</strong> history films<br />

At Christmas time on chilly December<br />
nights, local church choirs strolled along<br />
the sidewalks of Main Street singing carols.<br />
Nowadays if I want embrace my nostalgia<br />
for the old, quiet days of Main Street<br />
when traffic was scarce, I take a late<br />
Sunday afternoon/early evening walk along<br />
the street. It is during that sleepy time of<br />
the week that time seems to stand still for<br />
a moment before progress returns.<br />

Department will host the <strong>Groveport</strong><br />
Madison Athletics Alumni Games and<br />
Meet the Teams Day on Aug. 17 at<br />
<strong>Groveport</strong> Madison High School, 4475 S.<br />
Hamilton Road.<br />
At 1 p.m., alumni games will be held<br />
simultaneously on the specific sport based<br />
fields for softball, baseball, and girls soccer.<br />
(The boys soccer alumni game will be<br />
held Aug. 10 at 6 p.m.)<br />
The Meet the Fall Teams Day begins at<br />
4 p.m. featuring cheerleading, football,<br />
softball, boys soccer, girls soccer, cross<br />
country, girls tennis, golf, and volleyball.<br />
Food trucks for the events will be located<br />
in the school’s north tennis parking lot.<br />
At the Meet the Teams event the coaches<br />
and players for each fall sport will be<br />
