Rogue dog attacks ewes, lambs<br />

Arogue dog killing new born<br />

lambs and sheep has left<br />

property owners at Medbury in<br />

<strong>North</strong> <strong>Canterbury</strong> distraught<br />

and out of pocket.<br />

Adog has run rampant at a<br />

least eight properties in the<br />

past 10 days leaving behind a<br />

trail of dead and mutilated<br />

sheep and lambs.<br />

One property owner only has<br />

one lamb left from his 10 ewes,<br />

after adog ran amuck through<br />

the mob.<br />

Another farmer has lost 10<br />

Dorset Down stud ewes valued<br />

at $400 each, one in recent days.<br />

He only bought the ewes this<br />

season and had yet to get alamb<br />

from them and is gutted they<br />

died such an horrific death.<br />

He is now mounting game<br />

cameras in the hope of catching<br />

the culprit in the act.<br />

The farmer, who also works<br />

off farm, runs about 200 ewes<br />

and says he has also lost afew<br />

lambs which are not even a<br />

week old, and at least two have<br />

been left bloodied from rips to<br />

the top of their head and body.<br />

‘‘It is pretty easy to see they<br />

were attacked by adog. Idon’t<br />

know how they got away.<br />

‘‘And it is not just about the<br />

ones that are attacked.<br />

‘‘It is also about adog running<br />

around in your ewes that are<br />

lambing and stressing them,’’<br />

he says.<br />

The farmer says farming is<br />

hard enough at the moment<br />

without the added stress of<br />

stock being killed.<br />

The property owner who lost<br />

at least nine new born lambs<br />

says there will be no stopping<br />

the dog now that it has ataste<br />

for killing and mauling the<br />

stock.<br />

The lifestyle property owner<br />

says he runs asmall mob of<br />

sheep and keeps the lambs for<br />

mutton.<br />

‘‘We will probably have to buy<br />

lambs now for our house<br />

muttons next year,’’ he says.<br />

At least another six property<br />

owners have also lost stock,<br />

while others have noticed the<br />

occasional lamb missing, or<br />

some wool in apaddock which<br />

appears to have been pulled<br />

from asheep.<br />

The dog attacks the stock in<br />

the mid­riff area, dragging<br />

them down before killing them.<br />

Some of the stock have been left<br />

for dead, but are still clinging to<br />

life, meaning the farmer has<br />

had to put them down.<br />

Those spoken to say it is a<br />

‘‘sickening sight’’ to see their<br />

stock mauled to death and was<br />

certainly not avery nice death<br />

for their stock.<br />

They want others in the<br />

Medbury area —near<br />

Hawarden —tobeaware what<br />

is happening or they could ‘‘end<br />

up in the same boat’’.<br />

While the police have been<br />

informed and are urging<br />

property owners to report any<br />

stock losses on the 105 police<br />

website.<br />

Property owners said trying<br />

to prove whose dog, or what the<br />

dog looked like that killed their<br />

sheep was difficult as they have<br />

not been able to catch it in the<br />

act.<br />

They say the owner of the dog<br />

should have apretty fair idea<br />

what it had been up to.<br />

‘‘It would have to have blood<br />

on it.’’<br />

A<strong>North</strong> <strong>Canterbury</strong> council is confident<br />

its roading concerns have been heard.<br />

Hurunui Mayor Marie Black said she<br />

and chief executive Hamish Dobbie had<br />

‘‘a positive’’ meeting recently with Waka<br />

Kotahi New Zealand Transport Agency<br />

(NZTA) director regional relationships,<br />

James Caygill, about the district’s ageing<br />

roading infrastructure.<br />

‘‘James Caygill was very interested in<br />

ourperspective,’’ she said.<br />

‘‘Many councils don’thave the same<br />

dynamicswith unsealed roads like we<br />

do, so he was interested in how we are<br />

managing that.’’<br />

The Hurunui District Council had<br />

sought a184 percent funding increase<br />

over the next three years as it looks to<br />

improve its roadingassets.<br />

While the transport agency increased<br />

the council’s fundinginthe <strong>2024</strong>/27<br />

National LandTransport Programme, it<br />

said Hurunui’s fundingbid was too<br />

costly.<br />

‘‘Ourbid was realistic from our<br />

perspective,’’ Mrs Black said.<br />

‘‘Our community is supporting amuch<br />

higher level of investment and that<br />

didn’t go unnoticedbyNZTA.’’<br />

The council has estimated it will need<br />

around $3 million ayear to replace its<br />

Police warn about landline scam<br />

Police are warning to be aware of<br />

people ringing landlines claiming to be<br />

aPolice Officer.<br />

District Prevention Manager<br />

<strong>Canterbury</strong>, Inspector Ash Tabb, is<br />

urging locals across the <strong>Canterbury</strong><br />

area to be alert to the scam.<br />

The officer on the phone will claim to<br />

be from aparticular branch or police<br />

department, tell you that you have<br />

been avictim of fraud or ascam, and<br />

begin to try and obtain further<br />

financial information from you.<br />

People have been directed to go to<br />

their bank and withdraw money for<br />

evidence of thesupposed scam, then<br />

wait at home with the money to be<br />

handed over to another offender<br />

(scammer)after acode word is<br />

provided to the victim aspart of the<br />

elaborate scam.<br />

‘‘This phone call is ascam. No<br />

legitimate Police Officer will ever ask<br />

you over the phone to hand over<br />

money, for anyreason whatsoever,’’<br />

Inspector Tabb says.<br />

He says if you want to establish if the<br />

`officer' is genuine, ask for their full<br />

details, then hang up, contact Police on<br />

105, tell Police you thinkyou may be<br />

ageing bridges,with around one­third of<br />

the district’s 286 bridges needing to be<br />

replacedover the next 30 years.<br />

Mr Dobbie said he was optimistic Mr<br />

Caygill had taken on board the council’s<br />

concerns.<br />

‘‘We received acknowledgement for<br />

our issues,but no solutions.’’<br />

‘‘NZTA is grappling with the same<br />

problem. When abridge comes due for<br />

replacement it is considered on a<br />

businesscasebasis.’’<br />

Mr Dobbie said there was discussion<br />

talking to ascammer andrequest<br />

someone check the ‘officer's' details for<br />

you.<br />

‘‘Older members of our community<br />

are beingtargeted andPolice urge<br />

anyone with older, vulnerable<br />

relatives or friends to make them<br />

aware of this unlawful activity.<br />

‘‘The scammers have been phoning<br />

landlines because our older members<br />

of the community predominantly use<br />

landlines,’’ he says.<br />

Since June, Police have had several<br />

instances of this beingreported and we<br />

have made arrests in Auckland and<br />

Wellington.<br />

Three people are now before the<br />

courts in relation to scamming<br />

vulnerable people in the Auckland and<br />

Wellington Districts.<br />

One of these, a26­year­old UK<br />

national, has since been convicted of<br />

scamming more than $330,000 out of 21<br />

Auckland victims.<br />

Since his arrest on 24 June following<br />

afoot chase through Auckland, this<br />

offender has pled guilty to 27 fraud<br />

charges and he remains in custody for<br />

sentencinginNovember <strong>2024</strong>.<br />

People will need to be vigilant<br />

because enquiries into reports of such<br />

scams are ongoing.<br />

around the possible impacts on traffic in<br />

Amberley when the Woodend Bypass is<br />

built.<br />

The council has already raised safety<br />

concerns on Carters Road in Amberley<br />

(State Highway 1) and it is anticipated<br />

the bypass could increase those<br />

concerns with traffic getting from<br />

Christchurch to Amberley quicker.<br />

‘‘We haven’t been given asolution, but<br />

we put across our perspective that we<br />

want people to be able to cross the road<br />

safely in Amberley,’’ Mr Dobbie said.<br />

‘‘We are not saying we need to be the<br />

owners of the solution, but there needs<br />

to be asolution.’’<br />

Possible solutions could include<br />

installing traffic lights or apedestrian<br />

underpass, he said.<br />

An NZTA spokesperson said the<br />

agency was continuing to work with the<br />

council on solutions for Carters Road.<br />

It is also working with the Amberley<br />

Country Estate Retirement Village on<br />

the developer’s obligations to provide<br />

access to the development off SH1.<br />

contact people seeking their banking<br />

details, card numbers, PIN, or<br />

passwords.<br />

There are instances where<br />

legitimate Police Officers will contact<br />

you as part of their duties, but New<br />

Zealand Police will never ask you to<br />

withdraw money.<br />

Police will never ask for details<br />

about your bank cards, PIN, or<br />

passwords over aland­line phone call.<br />

‘‘Trust your instincts, if something<br />

doesn't feel right, or is too good to be<br />

true, it probably isn’t.<br />

‘‘ If you are approached, check in<br />

with atrusted friend or relative.<br />

‘‘If you are still uncertain or<br />

confused, ask for the officers details,<br />

hang up, contact 105 and request that<br />

‘officer' call you back<br />

Rare snowfall coats NC towns<br />

<strong>North</strong> <strong>Canterbury</strong> township residents<br />

were surprised by asnowfall late<br />

Sunday afternoon.<br />

It fell steadily from about 3pm, and<br />

accumulated quickly to about 4cm in<br />

Rangiora, Kaiapoi and Woodend.<br />

It even fell on local beaches.<br />

For those in Oxford, the foothills and<br />

further north in <strong>North</strong> <strong>Canterbury</strong>’s<br />

urban and rural areas, about 7to8cm of<br />

snow fell.<br />

During the rapidly forming snow<br />

flurry's, traffic through Rangiora and<br />

surrounding roads was slowed to acrawl<br />

because of the slippery conditions.<br />

Some heavily snow laden trees lost<br />

branches, while some inland country<br />

roads were blocked by trees falling over.<br />

The Inland Road was closed until<br />

clearing began on Monday.<br />

Local snow fields ­Hanmer Springs<br />

and Mt Lyford, had big falls, but were<br />

unable to open for aday or two due to<br />

having to clear roads into the fields.<br />

In the townships many residents had<br />

their cameras out, snapping away at the<br />

winter wonderland that quickly<br />

presented itself.<br />

Experiences varied depending on<br />

where you were, but one hardy soul even<br />

went surfing off the snow covered<br />

beaches, while further inland some<br />

farmers were kept busy ensuring the<br />

survival of new born lambs.<br />

By Monday evening all that was left for<br />

those in the township was the odd<br />

snowman, while in rural <strong>North</strong><br />

<strong>Canterbury</strong> snow took several days to<br />

disappear off roads, some of which<br />

remained icy in shady spots,<br />

particularly after several hard frosts.<br />

Historical biographies continue in Hurunui<br />

The history of the Hawarden and<br />

Waikari areas is in safe hands.<br />

Ahard working committee from the<br />

Historical Society is working on<br />

collating the biographies of women of<br />

the districts born between 1941 and<br />

1960 for asixth book in aseries that<br />

began back in 2007.<br />

It follows on from Our Apron<br />

Strings II.<br />

The committee has extended the<br />

deadline for material out until the<br />

end of <strong>August</strong> and encourages people<br />

to get writing.<br />

1960, which will be published in 2025.<br />

It will be the seventh book in the<br />

series, which began with Our Apron<br />

Strings,recalling the lives of 170<br />

women who had lived in the district.<br />

The cut­off date for eligibility was<br />

to be those born up to year 1920. After<br />

four reprints, 740 copies were sold.<br />

Our Guardians of Freedom followed<br />

in 2010, documenting the war service<br />

of those in the Hawarden, Waikari<br />

areas between 1899 and 1975. Atotal<br />

of 335 copies were sold.<br />

The next book, Our Pathfinders,<br />

included men born up to 1920.<br />

Again, this was very successful and<br />

when it was released in December<br />

2015, 350 copies were sold.<br />

Unsafe footbridge needs ahelping hand<br />

Wolffs Road footbridge acrossthe Eyre<br />

River at West Eyreton needs ahand and<br />

locals are looking at ways to help return it<br />

to its past working state.<br />

‘‘In its day it was agood working<br />

footbridge that old Mr Wolff used to run<br />

his sheep across when the river was up,’’<br />

says Waimakariri District councillor Tim<br />

Fulton.<br />

‘‘So did walkers, cyclists, horse riders<br />

and children going to and from the schools<br />

in the area.’’<br />

Now the decking on the structurally<br />

sound suspension bridge is in disrepair.<br />

‘‘It had its decking replaced about 25 to<br />

30 years ago, but sadly it is falling apart<br />

and very unsafe, which is why we have had<br />

to block it off.<br />

‘‘Structurally we havefound the cables<br />

and pylons supporting it are still sound,<br />

it’s just the decking has rotted away,’’he<br />

says.<br />

Cr Fulton represents agroup wantingto<br />

raise awareness about the restoration<br />

project.<br />

‘‘It has been and still is, agreat asset for<br />

the community.’’<br />

He says if they can get its decking<br />

restored and the approaches cleared and<br />

fixed up, they will have aunique asset they<br />

can use to promote the discovery of the<br />

district.<br />

‘‘It could be part of our growing Dark<br />

Skies tourism route, part of adistrict­wide<br />

cycling route and it could alsobeseen as<br />

aunique venue for wedding photos as the<br />

mountains are right behind it .’’<br />

amounts to well over half amillion, for no<br />

‘‘We want to return it to being<br />

structurally sound and in amaintainable<br />

state for everyone to enjoy.<br />

‘‘We have local farmers, contractors,<br />

timber mill owners and engineersall keen<br />

to help with the project andthe district<br />

council is also on board.<br />

‘‘Now we have to fundraise for stage two<br />

costings and engineering reports,’’ he says.<br />

The Wolffs Road Suspension Bridge is<br />

an owner­built wire rope suspension<br />

footbridge, designed in 1937­8, but not<br />

constructed in <strong>North</strong> <strong>Canterbury</strong> until<br />

1945­48, after World War 2.<br />

The Historic Places category two listed<br />

bridge is an example of self­help ‘kiwi<br />

ingenuity’ when the local authority wasn't<br />

able to build it.<br />

Local farmer Mr R. G. Wolff built the<br />

bridge, with help from his family and<br />

various neighbours in the Horrelville<br />

district. The family were well known in the<br />

district, with the ford and road named<br />

after them.<br />

The basic design of the wire rope<br />

suspension bridge was adapted from a<br />

standardPublic Works Department plan.<br />

The final design and specifications were<br />

checked by Professor Calvert of the<br />

Engineering Department of <strong>Canterbury</strong><br />

University College during its construction.<br />

Chairbler creates unique heirloom furniture<br />

A140­year­oldelm tree felled by a<br />

nor'wester three years ago is being crafted<br />

into 12 original pieces of furniture for a<br />

‘‘one tree’’ exhibition.<br />

The furniture is being made by<br />

Amberley's David Laird, achairbler<br />

specialising in handcrafting Windsor stick<br />

chairs and other heirloom furniture.<br />

The exhibition will be held at<br />

Rangiora’s Chamber Gallery next year,<br />

opening on January 25 and closing on<br />

March 6.<br />

David was drawn to the precision<br />

required to become achairbler, aname<br />

that evolved in the 17th century to<br />

distinguish the difference between the<br />

unique skills of chair­frame making and<br />

other woodwork.<br />

He has been passionate about wood<br />

work since his childhood.<br />

‘‘I have been lucky to learn the joy of<br />

working with my hands from ayoung age,<br />

striving for perfection, aconviction that<br />

any task must be executed with all of your<br />

skill, to create the best object you are<br />

capable of making.’’<br />

He believes sustainability should be<br />

synonymous with good design, and all the<br />

furniture he makes is crafted from<br />

reclaimed timber, end­of­life trees that<br />

have fallen or are past their prime.<br />

‘‘They are agift from the past,’’ he says.<br />

‘‘Solid wood furniture is timeless, sturdy<br />

and built to last generations, even<br />

centuries,’’ David says.<br />

Utilising end­of­life timber for furniture<br />

is also useful in another way.<br />

‘‘As trees produce oxygen, they also<br />

capture carbon. The timber will continue<br />

to capture the carbon contained within the<br />

heartwood until that wood decays or is<br />

burned,’’ he says.<br />

removed has early settlers’ links.<br />

‘‘Once the land was cleared, the settler's<br />

planted trees that were useful from their<br />

homelands in some cases.<br />

these timbers including elm, ash, walnut<br />

and oak that date back to the late 1800s.<br />

that was planted by people who knew they<br />

would never see the benefit of the planting<br />

in their lifetime.’’<br />

Some of the furniture David makes ends<br />

up back on the property where it was<br />

grown, which is satisfying.‘‘As acraftsman<br />

you put energy and thought into these<br />

handmade pieces.<br />

It takes all of your skill to transform the<br />

raw timber into an item that means<br />

something to someone. ‘‘When these items<br />

have meaning they are no longer just<br />

furniture they are memories as well.’’<br />

with great friends who we met when<br />

our third daughter was at Acland<br />

House attending Christchurch Girls<br />

High School.<br />

Giventhat the girls are all turning 40<br />

in the next six months demonstrates<br />

the value of the relationship,<br />

developed as aparent group.<br />

It was important then, and continues<br />

to be important for our own collective<br />

wellbeing now.<br />

Relationshipsare alsothe<br />

cornerstone for the districts of<br />

Kaikoura, Waimakariri and Hurunui<br />

beginning aconversation regarding a<br />

joint consideration for deliveryof<br />

water services into the future.<br />

Thankfully, astrong and trusted<br />

relationship exits with the councils<br />

already working together on several<br />

issues, and having confidence in<br />

sharing services and working in<br />

collaboration when support is needed<br />

from aprofessional, butneighbourly<br />

perspective.<br />

Many of you will have followed with<br />

interest the new legislation under<br />

LocalWater Done Well.<br />

This in essence means once the<br />

legislation is passed and royal assent is<br />

granted,councils up and down the<br />

country must present and have aWater<br />

Safety Delivery Plan signed off within a<br />

12 month period.<br />

this will put councils under enormous<br />

pressureifthere is no forwardthinking<br />

action like our three councils<br />

are undertaking.<br />

While it is not determined what or<br />

how the options might look like, we are<br />

certain that our early conversations<br />

will establish the groundwork and<br />

assist with theunderstanding of the<br />

shape of our future.<br />

Of critical importance is the genuine<br />

intent andwillingness for our three<br />

councils to fully engage with our<br />

communities and ensure that everyone<br />

understands what this will mean,<br />

although the time frame for<br />

consultation is not yet established,<br />

however this will be conveyed in due<br />

course.<br />

At the time on writing this column —<br />

Sunday morning—– the rain is now<br />

falling and while many willbevery<br />

busy on their farms, the rain will be<br />

welcome as we look forward to the<br />

promise of agood spring.<br />

The Hurunui Adverse Events<br />

Committee welcomed Minister for<br />

Rural Communities Mark Patterson<br />

and ourlocal MP Stuart Smith last<br />

week to provide some opportunity for<br />

central government ministers to<br />

understand the impact of the critical<br />

rain deficient.<br />

NormanKirk celebration<br />

Apublic event marking the 50th<br />

anniversary of Norman Kirk’s death will<br />

be held in Kaiapoi on <strong>August</strong> 31.<br />

Mr Kirk, who was New Zealand’s<br />

fourth Labour Prime Minister, from 1972<br />

to 1974,died in office, aged 51, on <strong>August</strong><br />

31 1974, of congestive cardiac failure<br />

and thromboembolic pulmonary heart<br />

disease.<br />

He had aclose association with<br />

Kaiapoi, building his family home in<br />

Carew Street, and becomingMayor of<br />

the Kaiapoi Borough Council in October<br />

1953 at the age of 30. At that time he was<br />

the youngest mayor in New Zealand.<br />

The Kaiapoi event marking the<br />

anniversary of his death will be held in<br />

the St Bartholomew’s ChurchHall at 23<br />

Cass Street.<br />

It is being organised by the<br />

Waimakariri Labour electorate<br />

committee.<br />

Committee chairmanPhil Saxby says<br />

the Labour MP for Wigram, Megan<br />

Woods, will speak at the event and<br />

WaimakaririDistrict Council Mayor Dan<br />

Gordon will also be an invited guest.<br />

older members who have memoriesof<br />

Kirk from those early days, and will have<br />

this in video form on display on <strong>August</strong><br />

event and Mr Saxby is inviting members<br />

of the public to bringtheir memoriesof<br />

Mr Kirk, who was known as ‘‘Big Norm’’,<br />

Kaikoura in the future<br />

Kaikōura’s vision for the future is<br />

expectedtobeout for public<br />

engagement soon.<br />

The Kaikōura District Council has<br />

been workingwith consultant Boffa<br />

Miskell to develop aspatial plan, which<br />

will provide ablueprint for how the town<br />

will grow over the next 30 years.<br />

The draft spatial plan will be<br />

consideredbythe council next month<br />

before going out for consultation.<br />

The processbegan in May last year,<br />

with the council hosting aseries of<br />

workshops with Boffa Miskell to get<br />

feedback from councillors,key<br />

stakeholders,local iwi and the wider<br />

community.<br />

‘‘We have been lookingatanoverall<br />

vision of how we wantthe town to<br />

develop,’’ chief executive Will Doughty<br />

said.<br />

‘‘We have developedsome core<br />

principals and various factors which<br />

might influence that growth, including<br />

land use, planning constraints, and<br />

opportunitiesfor growth and for<br />

change.’’<br />

Kaikōura’s population has passed<br />

4000 and has grown at arate of just over<br />

1.5 percent over the last three years, he<br />

said.<br />

Key issues included affordable<br />

housing and an ageing demographic,<br />

with the over 65s set to grow to one­third<br />

of the population over the next decade.<br />

It raises questions around how to<br />

support people to stay in the community<br />

and what types of housing will be<br />

needed, Mr Doughty said.<br />

Around 30% of the housing stock is<br />

owned by people who live outside the<br />

district, such as holiday homes and<br />

AirBnB.<br />

Mr Doughty said the council has<br />

engaged extensively with Te Rūnanga o<br />

Kaikōura.<br />

‘‘We wanted to get their input in early<br />

in the process and we’ve worked<br />

together with the community as well.<br />

‘‘It is really about making sure we hit<br />

the right lens around the iwi<br />

management plan in the areas of focus<br />

coming through in the spatial plan.’’<br />

Changes catch plan<br />

The logistics of keeping planning rules<br />

up to date is proving amajor headache<br />

for asmall council.<br />

The Kaikōura District Council is<br />

continuing to update its District Plan,<br />

chapter by chapter, amid changes at a<br />

regional and national level, Will<br />

Doughty, chief executive says.<br />

‘‘We are anticipating it to be over a<br />

10 year period.<br />

‘‘There has been achange of<br />

direction nationally with the RMA<br />

(Resource Management Act), but we<br />

still need to keep moving forwardwith<br />

the District Plan, while being mindful<br />

of the new direction.’’<br />

The Government is working through<br />

araft of policy changes which could<br />

impact local planning rules.<br />

Environment <strong>Canterbury</strong> (ECan) is<br />

also updating the <strong>Canterbury</strong> Regional<br />

Plan, but we have had good feedback<br />

from ECan so far.’’<br />

The Kaikōuracouncil has been<br />

working on aspatial plan to help<br />

informthe District Plan and has<br />

several major developments in the<br />

pipeline.<br />

The district has apermanent<br />

population of 4200, but provides<br />

infrastructure for up to 10,000 people<br />

to support its booming tourism sector.<br />

The council has been working with<br />

consultant Boffa Miskell and Te<br />

Rūnanga oKaikōura to develop a<br />

spatial plan, which will provide a<br />

blueprint for how the town will grow<br />

over the next 30 years.<br />

The draft spatial plan will be<br />

considered by the council next month<br />

before going out for consultation.<br />

Mr Doughty says the draft plan<br />

assumes continued growth of around<br />

1.5 percent ayear.<br />

Major developments include the<br />

proposed 83­home Vicarage Views<br />

sub­division, which is part of a$7.8<br />

million grant from Kāinga Ora’s<br />

Infrastructure Acceleration Fund.<br />

Aplan change is also in the pipeline<br />

to open up more housing in the Ocean<br />

Ridge sub­division to the south of the<br />

town.<br />

Other developments include the<br />

Kaikōura Business Park, acommercial<br />

development at Wakatu Quay, the Link<br />

Pathway and the Kaikōura end of the<br />

Whale Trail.<br />

Rural commitment<br />

Health New Zealand says it is committed<br />

to supporting rural <strong>Canterbury</strong>, amid<br />

ongoing reform.<br />

integration, Cathy O’Malley, said the<br />

agency was engaging with <strong>North</strong><br />

<strong>Canterbury</strong>’s mayors to better understand<br />

the needs of rural communities.<br />

She was responding to comments from<br />

Hurunui Mayor Marie Black and<br />

Waimakariri Mayor Dan Gordon, who said<br />

rural communities must not be forgotten<br />

in health sector restructuring.<br />

Mrs Black said attracting and retaining<br />

staff in rural areas was aconstant<br />

challenge, while home help services for<br />

the elderly can easily become<br />

‘‘fragmented and fragile’’ due to the<br />

distances involved.<br />

‘‘We want to make sure that people<br />

living in rural communities have the<br />

services they need to live long and healthy<br />

lives, supported by ahealth system that<br />

meets their needs,’’ Ms O’Malley said.<br />

‘‘We are engaging with the <strong>North</strong><br />

<strong>Canterbury</strong> mayors, councils, papatipu<br />

rūnanga, service providers and<br />

community groups to understand the<br />

ongoing health needs of the community.<br />

‘‘This is in line with our place­based<br />

planning approach, listening to the voices<br />

of the community and working with<br />

service providers to share their local<br />

knowledge about what can be improved or<br />

developed, within available resources.’’<br />

Ms O’Malley said Health NZ had made<br />

some progress in <strong>Canterbury</strong> recently,<br />

including the addition of national rural<br />

telehealth provider, Ka Ora, into after<br />

hours provision.<br />

It had also worked in partnership with<br />

the Selwyn District Council to find anew<br />

Norton waitsfor adoption<br />

He has been named Norton<br />

by the staff, and is believed to<br />

be about 21/2­years­old, but<br />

has not been desexed,<br />

registered or microchipped<br />

and is thought to havebeen<br />

abandoned by his former<br />

owners.<br />

The ‘‘gorgeous’’ young male<br />

dog arrived at the centre<br />

seriously under weight about<br />

three weeks ago, and quickly<br />

won over staff with his<br />

playful, gentle nature.<br />

‘‘These dogs are portrayed<br />

as tough­guy dogs but the<br />

majority are big babies,’’<br />

animal management officer<br />

Mel says.<br />

The Dogue de Bordeaux is<br />

an ancient French breed<br />

which can seem intimidating<br />

because of their large, strong,<br />

powerful bodies, but they are<br />

also known to be great<br />

companions with acalm,<br />

balanced and affectionate<br />

nature when nurtured by<br />

kind, loving caregivers who<br />

are experiencedindog<br />

ownership.<br />

As with other large dog<br />

breeds the Dogue de<br />

Bordeaux has arelatively<br />

short life span of 6to8years.<br />

Mel says Norton is already a<br />

big dog andwhen new owners<br />

are found for him they will be<br />

encouraged to have him<br />

desexed, as male dogs, of any<br />

breed, tend to be more<br />

boisterous and difficult to<br />

control than castrated ones.<br />

‘‘That will really help hima<br />

lot,’’ she says.<br />

Mel is hoping that someone<br />

will adopt Norton soon as she<br />

is sure he will make alovely<br />

companion.<br />

‘‘The dogs we put up for<br />

adoption we wouldn’t hesitate<br />

to take into our own homes,’’<br />

she says. ‘‘We never risk<br />

rehoming dogs who don’t have<br />

agood nature.’’<br />

There is also a‘‘lovely staffy<br />

cross" at the shelter which was<br />

found on King Street, in<br />

Rangiora, acouple of weeks<br />

ago.<br />

‘‘He has been well looked<br />

after by some locals but<br />

having had noluck finding his<br />

owners he is now in our care,’’<br />

Mel says. She wants to stress<br />

the importance of registering<br />

dogs and getting them<br />

microchipped so their owners<br />

can be easily traced if dogs do<br />

go missing.<br />

‘‘Every dog deserves agood<br />

home,’’Mel says says.<br />

Bins made of<br />

waste clothes<br />

Hurunui District Council’s<br />

community clothing bins at<br />

Hawarden and Amuri<br />

libraries are boasting<br />

attractive new bin housings<br />

—made from waste clothes.<br />

The new housings, made<br />

by ImpacTex, demonstrate<br />

the possibilities that can be<br />

achieved by diverting waste<br />

from landfill, says councils<br />

waste minimisation team<br />

leader Sally Cracknell.<br />

ImpacTex shreds and<br />

compresses end­of­life<br />

textile waste back into its<br />

yarn state to create arangeof<br />

products, including signage<br />

and panels.<br />

The eco­friendly<br />

principles made them a<br />

natural solution for the<br />

clothing bin housings, says<br />

Ms Cracknell.<br />

‘‘It’s great for us as a<br />

council to know that the new<br />

bin housings are helping to<br />

divert clothing waste from<br />

landfill, and have been made<br />

without the use of single­use<br />

materials.’’ ImpacTex<br />

Managing Director Jeff<br />

Vollebregt says about 70kg of<br />

waste clothing is upcycled to<br />

make 10 standard 2400X1200<br />

textile panels.<br />

‘‘Our panels are aKiwi<br />

innovation made 100 percent<br />

from old textiles, garments<br />

and uniforms that otherwise<br />

would have likely ended up<br />

rotting in landfill.’’<br />

Mr Vollebregt says<br />

councils around the country<br />

are starting to replace their<br />

corflute information signs<br />

with the new textile signs.<br />

‘‘That’s not only great for<br />

our environment, but its also<br />

supporting auniquely Kiwi<br />

innovation.’’<br />

The new recycled housings<br />

are ideal for areas in<br />

Hurunui that lack access to<br />

clothing bins.<br />

Ms Cracknell says the bins<br />

will initially be based at the<br />

Amuri and Hawarden<br />

community libraries to<br />

support the rural community<br />

to dispose of their waste<br />

clothing.<br />

Once the Amuri and<br />

Hawarden bins are full, they<br />

are collected and brought to<br />

the Amberley transfer<br />

station from where all the<br />

districts waste clothing is<br />

picked up for re­use.<br />

Cracknell says seven<br />

tonnes of clothing was<br />

recycled via the Amberley<br />

transfer station in the last<br />

financial year.<br />

When using the library<br />

drop offs or the Amberley<br />

transfer station recycling<br />

bins, the community are<br />

asked to donate unwanted<br />

clean clothing in good<br />

condition, and to place items<br />

in secured bags.<br />

Acuppa and chat with the Vicar<br />

Rev Felicity O’Brien enjoys a<br />

chance for acup of tea and a<br />

chat with her neighbours.<br />

The Vicar of the Anglican<br />

Oxford and Cust Parish,<br />

recently started up ameet<br />

and chat session at the St<br />

James on the Cust church hall<br />

every Thursday morning for a<br />

couple of hours.<br />

The response has been<br />

rewarding, she says.<br />

‘‘I was looking for away to<br />

reach out to the community,<br />

to let them know there is<br />

somewhere they can come<br />

and chat about anything, all<br />

while enjoying anice cuppa,’’<br />

she says.<br />

What has surprised her is<br />

the numbers dropping in for<br />

Tea with the Vicar.<br />

‘‘Every week I’m here,<br />

people are dropping in. They<br />

could be parishioners or<br />

strangers walking their dogs<br />

by or even passing tourists<br />

simply looking for achance to<br />

sit down and talk about<br />

anything.’’<br />

Rev O’Brien says even<br />

children from the nearby<br />

playcentres have called in to<br />

say hello.<br />

She came out from the<br />

Linwood/Aranui Parish to<br />

help out in the Anglican<br />

Oxford and Cust Parish last<br />

year. The Bishop later asked<br />

ifshe would take it over full<br />

time.<br />

‘‘I was abit worried about<br />

asking my children if it is<br />

okay we left them and moved<br />

out to Oxford’s vicarage.<br />

‘‘But they were happy for us<br />

and said as they were all<br />

older now, and not children<br />

anymore, and it was okay to<br />

move.<br />

‘‘My youngest is over 17 and<br />

he was happy to go flatting<br />

with his friends, so in March<br />

this year we moved from the<br />

small family home we had in<br />

Christchurch, to alarge four<br />

bedroom house in Oxford<br />

with just my husband and Iin<br />

it.<br />

‘‘Now Ihave to learn how to<br />

cut firewood as Ihave never<br />

had afireplace before to heat<br />

the house with.’’<br />

Rev O’Brien says it is an<br />

excellent way to represent<br />

the church to people in a<br />

friendly non­confrontational<br />

style.<br />

‘‘People just want to chat,<br />

about anything and not just<br />

about the church, so I’m here<br />

for everyone who wants to<br />

call in on their way past, plus<br />

Ibrew anice cup of tea.’’<br />

Facelift closes<br />

Southbrook pit<br />

Southbrook’s rubbish pit is set for afacelift.<br />

The general rubbish pit at Southbrook<br />

Resource Recovery Park will be closed to<br />

the public for scheduled maintenance on<br />

Friday and Saturday, <strong>August</strong> 30 and 31.<br />

Contractors will be on site to renew a<br />

section of the floor that has reached the end<br />

of its life.<br />

To ensure safety of the public and to keep<br />

disruption to aminimum, Waimakariri<br />

District Council needs to close the general<br />

rubbish pit to replace asection of the pit,<br />

this includes constructing reinforcing and<br />

steel floor runners, and pouring anew layer<br />

of concrete.<br />

The concrete needs time to cure before<br />

the general rubbish pit can be opened up<br />

again, and high­strength fast­curing<br />

concrete is being used to limit the closure<br />

to two days.<br />

During these two days the green waste<br />

area, recycling centre and Resale Shop will<br />

remain open, and council­branded rubbish<br />

bags will still be accepted at the recycling<br />

area.<br />

The site will be fully operational on<br />

Sunday, September 1.<br />

If you need to dispose of larger amounts<br />

of rubbish during these two days, the<br />

council suggests visiting EcoDrop Styx Mill,<br />

between 7am to 4.30pm daily.<br />

Councillor Robbie Brine says the<br />

Southbrook transfer station was built over<br />

25 years ago.<br />

‘‘More than 416,000 tonnes of rubbish has<br />

been dropped into the pit and pushed into<br />

the compactor since the site opened in mid­<br />

1998, and this section of the pit floor has<br />

reached the end of its life.’’<br />

Wrybills return home<br />

Migratorywrybills/ngutuparore are<br />

returning to their breeding grounds along<br />

the braided Ashley­Rakahuri River near<br />

Rangiora.<br />

Every year they head north, travelling<br />

around 700 kilometres to winter in the<br />

warmer harbours of the northern<strong>North</strong><br />

Island, before returning south in <strong>August</strong> to<br />

prepare for breeding.<br />

(ARRG) operations manager and<br />

photographer Grant Davey says wrybills<br />

are the unique bird of <strong>Canterbury</strong>'s<br />

braided rivers.<br />

‘‘Their arrival deserves annual<br />

recognition and perhaps celebration,’’ he<br />

says.<br />

This year Grant first saw wrybills on the<br />

mudflats north of Saltwater Creek on<br />

<strong>August</strong> 10, afew days later than the<br />

previous two years.<br />

‘‘They usually arrive in the Ashley/<br />

RakahuriEstuary and spend days to weeks<br />

feeding on the mudflats before moving up<br />

the river, or to other braided rivers to<br />

breed,’’ he says.<br />

Afew days after his first sighting Grant<br />

saw KOYG, abanded female wrybill, her<br />

mate and another pair establishing<br />

breeding territories along the river on<br />

<strong>August</strong> 17, signalling the start of their<br />

breeding season.<br />

It was awelcome sight after KOYGs<br />

disastrous breeding season on the river<br />

last year with three failed nesting<br />

attempts.<br />

‘‘She lost her eggs to aharrier hawk the<br />

first time she nested, the other two times<br />

chicks disappeared after leaving the nest,’’<br />

Grant says.<br />

‘‘We think they were most likely taken by<br />

cats. This particular area has seen many<br />

wrybill and black­frontedtern/tarapirohe<br />

chicks vanish after leaving nests.’’<br />

It was ahuge disappointment for ARRG<br />

and every effort will be made again this<br />

year to try to ensure breeding success for<br />

KOYG.<br />

Rock‘n’Wheels returns to the<br />

Amberley Domain with enthusiasts able<br />

to make it adouble celebration, by<br />

taking dad along for the ride for Father’s<br />

Day.<br />

If it has wheels, and you loveit, then<br />

dust it off, and take it for awhirlto<br />

Amberley on September 1, Father’s Day.<br />

Anything old or new, from your trusty<br />

scooter, to aprized classic or vintage<br />

car, truck or motorbike are welcome.<br />

Run by the Rock ‘n’ Wheels Charitable<br />

Trust, the event this year will support<br />

the Amberley School, Broomfield<br />

School, the Amberley Squash Club and<br />

the Hurunui Boxing Club.<br />

All four organisations have got in<br />

behind the Trust to ensurethe day runs<br />

smoothly, and provides heaps of<br />

entertainment and is afun day out for all<br />

ages.<br />

An organiser Katrina Platt says there<br />

will be aswap meet area, craft and food<br />

stalls, live music, and entertainment.<br />

It is aprime opportunity to treat dad<br />

to aspecial experience for Father’s Day.<br />

‘‘It’s afun day out in the country for<br />

car enthusiasts, and agreat way to treat<br />

dad,’’ Katrinasays.<br />

She says registration has been<br />

simplified to keep the traffic flowing.<br />

It is $10 per entry for vehicles,which<br />

includes the driver and one passenger,<br />

and $5 each for extra passengers.<br />

For those coming along to enjoy the<br />

day out, it is $5 an adult. Children under<br />

15 are free.<br />

Katrina says arrive before lunch, and<br />

enjoy the line up of vehiclesbefore cars<br />

begin to head home.<br />

While there is plenty of food on site for<br />

sale, Katrina says people attending can<br />

bring their own lunch, or barbecue and<br />

park up and enjoy the show.<br />

The gates open at 8.30am with the day<br />

winding up about 3pm.<br />

Summer cruises<br />

Next summer promises to be abusy<br />

one for Kaikōura.<br />

As the tourist town looks forward<br />

to the usual spring events, 12 cruise<br />

ships are scheduled to visit<br />

between October and March.<br />

It will be welcomed news for<br />

tourism operators and retailers<br />

after some lean years following the<br />

7.8 magnitude earthquake in 2016<br />

and Covid­19, Deputy Mayor Julie<br />

Howdensaid.<br />

‘‘Visitors are still coming. Ithink<br />

we will have agood year.’’<br />

She said last summer’s cruise<br />

ship visits had been ‘‘huge’’ for local<br />

retailers.<br />

Destination Kaikōura manager<br />

Lisa Bond said the last 12 months<br />

have been successful, on the back of<br />

strong cruise ship visits and tourists<br />

flocking back to the town.<br />

But cruise ship visits were always<br />

weather dependent.<br />

‘‘We had agood cruise ship<br />

season last season with the<br />

weather.<br />

‘‘The recent school holidays<br />

wasn’t great, but there were still<br />

people about and weekends have<br />

beenvery good with support from<br />

Cantabrians.’’<br />

She said having Contiki Tours<br />

bringing tour groups through the<br />

winter had helped to boost what<br />

was traditionally aquiet time of<br />

year.<br />

‘‘It is such an interesting time we<br />

are in. Kiwis are having to pick and<br />

choose where they go and be very<br />

wise with their money.<br />

‘‘We have been encouraging our<br />

operators to prepare for the<br />

summer now and refresh your<br />

website.’’<br />

The cruise ship season is due to<br />

begin on October 24 with the<br />

planned arrival of The World,<br />

which carries up to 150 passengers<br />

and 280 crew.<br />

January 30 and 31 are set to be<br />

busywith the scheduled visit by the<br />

Silver Muse and then Azamara<br />

Pursuit the next day.<br />

Silver Muse carries up to 623<br />

passengers and 417 crew, while<br />

Azamara Pursuit can carry 702<br />

passengers and 408 crew.<br />

The Kaikōura Hop, being held<br />

from September 18 to <strong>22</strong>, is the first<br />

of several big events coming up over<br />

the next few months.<br />

The Kaikōura Cup race meeting<br />

on November 3to4, is set to feature<br />

the 100th running of the Kaikōura<br />

South Bay Trot.<br />

The Whale Run on September 7,<br />

the MountainstoSea marathon and<br />

fun run on October 26 and CrayFest<br />

in November are also drawcards for<br />

the town.<br />

Events in the New Year include<br />

the annual Music on the Lawn at<br />

Fyffe Houseand the Kaikōura A&P<br />

Show.<br />

Kaikōura Information and<br />

Tourism (KITI), known by its<br />

Musicians in concert<br />

Father and daughter musicians Valeriy<br />

Maksymov and Anna Maksymova will<br />

celebrate this Father’s Day together in<br />

concert at Rangiora’s Chamber Gallery.<br />

The talented Christchurch duo will be<br />

performing works by Bach, Chopin, and<br />

Brahms, with Anna on piano and Valeriy<br />

on viola/violin, at the gallery.<br />

Valeriy Maksymov was born in the<br />

Ukraine, but emigrated to New Zealand<br />

in 2000.<br />

Since then he has become amember of<br />

the viola section of the Christchurch<br />

Symphony Orchestra and also performs<br />

regularly as asinger and violinist.<br />

He has Masters degrees in singing and<br />

in violin/viola performance, and is a<br />

teacher of both.<br />

Anna began her formal musical<br />

education as asix­year­old at the<br />

Donetsk Music School for gifted children<br />

in Ukraine.<br />

In New Zealand she completed her<br />

Bachelor of Music with First­Class<br />

Honours with Professor Michael Endres<br />

at the University of <strong>Canterbury</strong>.<br />

She has recently returned from<br />

Germany, where she finished aMaster of<br />

Music in Piano Performance at the<br />

Frankfurt University of Music and<br />

Performing Arts.<br />

Anna was aregular soloist in the<br />

Outstanding Young Musicians in<br />

Concert series in the Christchurch<br />

Music Centre. She is also the winner of<br />

the Lewis Eady Charitable Trust<br />

Emerging Artist Series, plus recipient of<br />

the George Russell Music Scholarship,<br />

the Ruby Hay Scholarship, the Pettman<br />

Special Programme Scholarship, the<br />

Leslie Atkinson Memorial Prize in Music<br />

and the Dame Malvina Major<br />

Foundation scholarship.<br />

She is based in Christchurch working<br />

as aperforming pianist and ateacher.<br />

Anna has also been on the Christchurch<br />

committee for the Dame Malvina Major<br />

Foundation since 2023 and is one of the<br />

tutors for Burnside High School's<br />

Special Music Programme.<br />

The father and daughter performance<br />

on Sunday, September 1, will begin at<br />

4.30pm.<br />

presented by the Waimakariri<br />

Community Arts Council (WCAC), cost<br />

$20 for adults and $10 for students and<br />

Little Landmarksexhibition<br />

An English born artist, who now lives in<br />

Oxford, is having her first exhibition at<br />

Rangiora’s Chamber Gallery.<br />

For Little Landmarks,Katie Hallam has<br />

taken on the role of areporter, bringing<br />

ideas from the edge of Waimakariri's<br />

waterways into her work.<br />

By blending drawing, painting and<br />

printmaking her work contemplates the<br />

way time shapes the land and the objects<br />

on it, and also the marks left behind as a<br />

result.<br />

‘‘As physical layers intersect and conceal<br />

the subject, they refer to the constant<br />

stream of messages we receive and<br />

navigate, and the layered nature of our<br />

shared experience of the world,’’ she says.<br />

Her work is aplayful look at the<br />

environment using bright colours and a<br />

range of media to explore themes of loss,<br />

connection, myth and the relationship<br />

between the natural world and human<br />

intervention.<br />

The Ashley­Rakahuri River features<br />

strongly in Katie's work with 10 of the 21<br />

pieces in Little Landmarks,<br />

acknowledging aconnection in their titles,<br />

including four in aseries named One Rock,<br />

Many Stories, itoiv.<br />

Katie has lived in New Zealand for nine<br />

years. She works at the Oxford Gallery toi<br />

oWaimakariri and has no plans to return<br />

to England.<br />

‘‘I am growing roots in the Tawera­<br />

Oxford area of <strong>North</strong> <strong>Canterbury</strong> with my<br />

whānau and some plants and animals,’’ she<br />

says.<br />

Little Landmarks closes September 12..<br />

New fence for playground<br />

Anew fence now borders the playground<br />

in Waipara.<br />

Afreak windstormlast October<br />

demolished the old fence, but funding<br />

from the Reserves Contestable Fund,<br />

administered by the Glenmark Community<br />

committee, has seen the new one built.<br />

The GlenmarkReserves Committee is<br />

one of the latest recipients from the fund<br />

which is derived from the surpluses of the<br />

Hanmer Springs Thermal Pools &Spa, the<br />

council allocates $10,000 to each of the<br />

former Ward areas annually.<br />

Asmall group of workers built the fence<br />

which will also be painted. The committee<br />

also received $1067.84 for anew generator<br />

plug at Waipara Memorial Hall for use<br />

during emergency events, and $488.75 for<br />

planting at the Glenmark Domain. Each<br />

community committee determines the use<br />

of the funds in the Amuri, Hurunui,<br />

Glenmark and Cheviot areas, along with<br />

the South Ward committee and the<br />

Hanmer Springs Community Board. .<br />

Mattersoflife and death affect us all<br />

Afuneral is remembering your loved ones for their final farewell. For something that will affectusall, the<br />

subject of death is one from which we often shy away. In this two page special, The <strong>North</strong> <strong>Canterbury</strong> <strong>News</strong><br />

shares information on the process of grief, how to prepare your finances and belongings before you die,<br />

and some healthy living tips.<br />

The following are just some of the steps<br />

to follow after aloved one dies.<br />

Step one: Let the authorities know if the<br />

person<br />

­was in care when they died or the<br />

death was expected, call their doctor or<br />

nurse.<br />

­died unexpectedly, or in an accident.<br />

Dependingonhow the person died, a<br />

doctor, nurse or coroner will examine<br />

the body and decide what happened.<br />

Step two: Time off work<br />

If you’ve been at your job for at least<br />

six months, you can take three paid days<br />

off afterthe death of aclose family<br />

member, or one day after the death of<br />

someone else close to you. You can<br />

legally take up to three days paid<br />

bereavement leave after the death of a<br />

child, grandchild, grandparent, parent,<br />

partner, partners parent or sibling.<br />

You can take this leave at any time<br />

and for any reason that relates to the<br />

death.<br />

Some employers offer more than three<br />

days leave check your employment<br />

agreement. You may be able to take one<br />

day of paid leave if someone else you are<br />

close to dies.<br />

Your employer decides whether you<br />

get bereavement leave or need to take<br />

annual leave, but they should consider<br />

­how close you were to the person who<br />

died.<br />

­Your cultural obligations,for<br />

example, attending atangi.<br />

Step three: See if you can get financial<br />

help<br />

You might be able to get help with the<br />

In some circumstances, you might be<br />

entitled to help with livingexpensesor<br />

child care.<br />

You might be able to get money to help<br />

with the cost of afuneral if you are<br />

­the partner, child, parent or<br />

guardian of the person who died, or<br />

­arranging the funeral of someone<br />

with no close family.<br />

ACC can also help with the cost of the<br />

burial or cremation of someone who has<br />

died after an accident.<br />

You do not have to be in financial<br />

hardship to do this.<br />

Step four: Organising the funeral and<br />

burial or cremation<br />

If you wanttohold afuneral, you can<br />

useafuneral director or organise it<br />

yourself.<br />

Before abody is buried or cremated,<br />

you need<br />

­amedical certificatesigned by a<br />

doctor or nurse, or<br />

­acoroner toauthorise the release of<br />

the body.<br />

There are rules about where and how<br />

you can bury or cremate someone, and<br />

where you can scatter ashes.<br />

Some councils have bylaws or policies<br />

on the scattering or interring of ashes. It<br />

is important to consult your local<br />

council on the matter. In some<br />

instances, you will need permission<br />

from local iwi. You will generally need<br />

permission to scatter ashes in a<br />

cemetery and acharge may be levied. Be<br />

considerate and sensitive to the feelings<br />

of other people when scattering ashes in<br />

public.<br />

Step five: Register the death<br />

If you are using afuneral director,<br />

they will register the death for you.<br />

If you are organising it yourself, you<br />

need to register the death with Births,<br />

Deaths and Marriages within three<br />

working days of the burial or cremation.<br />

You can request the form to do this by<br />

contacting Births, Deaths and Marriages<br />

on 0800 <strong>22</strong> 52 52.<br />

Step six: Sort out their finances and<br />

execute the will<br />

If you are managing someones estate,<br />

you will need to do some things like<br />

­cancel any benefits or pensions.<br />

­let IRD know the person has died and<br />

do afinal tax return.<br />

­cancel their passport and drivers<br />

licence.<br />

Awill lists who gets property and money<br />

when someone dies.<br />

You need to be granted probate in<br />

court to be the will’s executor.<br />

An executor deals with the estate and<br />

hands out the property as set out in the<br />

will.<br />

Benefits of social connections<br />

Staying socially connected has benefits<br />

for both physical and mental wellbeing.<br />

If you are socially isolated in your life<br />

it means being separated from your<br />

family and social groups.<br />

People can become socially isolated if<br />

they live alone, don’t have access to<br />

transport, or have poor health.<br />

It can also create the feeling of being<br />

lonely, especially if there is not enough<br />

interaction with others or existing<br />

relationships don’t provide the<br />

emotional support needed.<br />

There’s no single solution to social<br />

isolation ­everyone has different needs<br />

and about half of older New Zealanders<br />

experience some degree of loneliness at<br />

times.<br />

There are many ways to connect with<br />

people if you’re feeling socially isolated<br />

or lonely.<br />

Planning amove<br />

Relocating can sometimes mean losing<br />

long­term connections.<br />

If you’re planning to move, these are<br />

some of the things you might consider<br />

how far is the nearest grocery store,<br />

pharmacy or public library? Are they<br />

easy to access?<br />

are there any social activities or<br />

opportunities to connect with others?<br />

how important is technology for you to<br />

keep in touch? Will you have internet<br />

access?<br />

have you told your friends and family<br />

you are moving?<br />

Look out for others<br />

If you think someone you know is<br />

isolated or lonely, you can help by<br />

visiting those at risk of isolation.<br />

giving them asense of purpose, like a<br />

plant or apet to take care of (if they are<br />

capable).<br />

sharing your skills such as gardening<br />

or knitting with them.<br />

keeping in touch regularly.<br />

asking aneighbour to keep an eye on<br />

them.<br />

Making awill is important for all<br />

Making awill and/or setting up atrust<br />

are two of the best steps you can make to<br />

ensure your wishes are carried out both<br />

during your life and after your death.<br />

Awill may not prevent all legal<br />

problems after your death, but it will<br />

certainly help.<br />

The two steps can help minimise the<br />

financial and emotional strain on your<br />

family after your death. It is important to<br />

get legal advice to minimise the chance<br />

of your will being challenged.<br />

The key things people should put in a<br />

will include naming at least one<br />

executor.<br />

Awill, or the set up of atrust,<br />

encompasses your instructions about<br />

what you want done with your property<br />

when you die and how you want your<br />

dependants to be looked after.<br />

Awill can relieve financial and<br />

emotional strain on your family after<br />

your death, and help minimise the<br />

likelihood of adispute over your estate.<br />

As far as you and your family are<br />

concerned, it could be the most<br />

important paper you ever sign.<br />

Having atrust can give you confidence<br />

there will be assets left for those people<br />

who are important to you.<br />

Afamily trust could help you protect<br />

family assets in the event of afamily<br />

breakdown or business failure.<br />

The process of setting up awill or trust<br />

is to first, and most importantly, get in<br />

touch with your lawyer, they can guide<br />

you through making awill or setting up<br />

atrust.<br />

Lawyers deal with many personal,<br />

family, business and property matters<br />

and transactions. No­one else has the<br />

training and experience to advise you on<br />

matters relating to the law.<br />

Though you choose what to say in a<br />

will, the law specifies how you should<br />

say it.<br />

If you do not comply with the law, your<br />

will, or parts of it, may be invalid.<br />

The best time to make awill is now,<br />

even if you don’t own major assets, you<br />

may have possessions with monetary or<br />

sentimental value.<br />

If you die without awill, it is known as<br />

dying ‘‘intestate’’. In this case, the law<br />

specifies how your property will be<br />

distributed. It is usually to asurviving<br />

spouse and/or immediate family<br />

member, in set proportions.<br />

This may not be what you wished, and<br />

it can cause extra costs for your family<br />

and estate.<br />

If no next of kin are able to be located,<br />

assets go to the New Zealand<br />

Government.<br />

Youngmum supported into work<br />

Ayoung mum is building the<br />

foundations of acareer in<br />

construction, thanks to the<br />

willingness of alocal employer<br />

and the support from the Mayors’<br />

Taskforce for Jobs programme.<br />

Sarah Lubbe, aged 17, never<br />

really liked school and was eager<br />

to get into the workforce early.<br />

‘‘School wasn’t my thing,’’ she<br />

said. ‘‘It was the classroom for me,<br />

really. Ijust hated being inside.’’<br />

Before shifting to Rangiora from<br />

Tauranga last year, Sarah had<br />

been working on adairy farm,<br />

which she enjoyed.<br />

But after becoming amother, the<br />

hours didn’t align with daycare, so<br />

she was forced to look for<br />

something else.<br />

Sarah was referred to the<br />

Waimakariri District Council’s<br />

Mayors Taskforce for Jobs (MTFJ),<br />

anational programme supporting<br />

young people into work<br />

placements.<br />

MTFJ Waimakariri facilitator<br />

Elizabeth Trevathan was able to<br />

support Sarah with her CV, atool<br />

kit, work boots and warm work<br />

clothing, as well as helping her to<br />

get her full driver’s licence.<br />

Elizabeth said Sarah was really<br />

determined to be working and was<br />

not put off by physical workand<br />

cold mornings.<br />

She putSarah forward for ajob<br />

with Peter Pearcy, alocal builder<br />

who was looking for alabourer to<br />

help him box and prepare floor<br />

slabs for residential housing.<br />

‘‘Peter was looking for someone<br />

with agood attitude that would<br />

work hard and get the job done,’’<br />

Elizabeth said.<br />

‘‘You can teach skills but it is<br />

much harder to teach attitude or<br />

motivation.<br />

After proving herself during<br />

some work experience days in<br />

April, Peter offered her afull­time<br />

job.<br />

The hours have allowed her to<br />

drop her son off at daycare before<br />

work starts at 8am and pick him up<br />

again at 5pm.<br />

Sarah says she just loves being<br />

on the tools and has learnt so many<br />

new skills in ashort space of time.<br />

‘‘It is insane –Ican nearly do a<br />

whole floor slab by myself!’’<br />

Peter said he was happy to give<br />

Sarah ashot and is now keen to<br />

support her with her building<br />

apprenticeship.<br />

‘‘She’s got avery good attitude,’’<br />

he said.<br />

‘‘I think young people like Sarah<br />

just need achance nowadays.<br />

‘‘I was given achance and Ijust<br />

like to give other people a<br />

chance.’’<br />

Sarah is one of 46 young people<br />

in the district who, in the last 12<br />

months, have been placed into<br />

either permanent full time, casual,<br />

seasonal or part­time roles as part<br />

of the MTFJ programme.<br />

Waimakariri Mayor Dan Gordon<br />

said he is proud to see the results<br />

of the programme since the<br />

council joined last year.<br />

‘‘It is really good to see it in<br />

action and see how it is working<br />

and providing anew opportunity<br />

for Sarah, and hopefully it is<br />

something that she’ll be able to go<br />

further either with Peter or<br />

another builder in time.’’<br />

Town’sdark sky bid<br />

Kaikōura’s bid to become an<br />

dark sky sanctuary is astep<br />

closer.<br />

The Kaikōura Dark Sky<br />

Trust recently submitted its<br />

application to DarkSky<br />

International for most of the<br />

Kaikōura district to become<br />

an international dark sky<br />

sanctuary and hopes to get a<br />

response soon.<br />

Project co­ordinator<br />

Colette Doughty said the<br />

proposed sanctuary area<br />

covers around 2039 square<br />

kilometres with alow density<br />

population, which includes<br />

Department of Conservation<br />

land.<br />

The prime motivation for<br />

the project was to protect the<br />

endangered Hutton’s<br />

shearwater birds /tītī from<br />

thedetrimental effects of<br />

artificial lighting, she said.<br />

‘‘The preservation of our<br />

pristine night skies will be<br />

hugely beneficial in<br />

protecting our unique<br />

biodiversity.’’<br />

To support application, the<br />

trust prepared aprivate plan<br />

change to the Kaikōura<br />

District Plan to change the<br />

town’s lighting rules.<br />

It was adopted by the<br />

Kaikōura District Council in<br />

January and subsequently<br />

notified for public<br />

submissions.<br />

for the town and surrounding<br />

area to become an<br />

Rakiura Stewart Island.<br />

Drought support increasedfor NC farmers<br />

Support has been boosted for<br />

Hurunui District farmers<br />

impacted by the ongoing<br />

drought.<br />

During avisit to the area<br />

Rural Communities Minister<br />

Mark Patterson said prolonged<br />

dry weather and challenging<br />

financial conditions made<br />

circumstances extremely tough<br />

for farmers in the Hurunui.<br />

The lack of rain had left farms<br />

short of feed, with pasture and<br />

crops failing to grow.<br />

He says many farmers have<br />

been using good management<br />

practices, such as reducing<br />

livestock numbers, to get<br />

through the drought.<br />

But as lambing and calving<br />

gets under way, extra one­off<br />

support is needed.<br />

The government, is providing<br />

$20,000,with the Farmers<br />

Adverse Events Trust,<br />

Veterinary Association and<br />

Boehringer Ingelheim<br />

contributing an additional<br />

$18,000,todeliver specialist<br />

veterinary support to droughtaffected<br />

farmers in the Hurunui<br />

District.<br />

Afurther $30,000 contribution<br />

will go to the Hurunui Mayoral<br />

Fund to ensure targeted<br />

assistance is available to those<br />

farmers identified as the most<br />

critical in need.<br />

The latest support measures<br />

come on top of funding provided<br />

to the region earlier this year.<br />

rate at which the silage pitis<br />

being depleted, and the<br />

underwhelming flush of grass in<br />

the paddocks as spring<br />

approaches.<br />

‘‘This dry year has come at a<br />

big cost, and as farmers we’re all<br />

in the same boat, Hamish says.<br />

The 50 millimetres of rain in<br />

the last coupleofweeks has<br />

been well received by the<br />

couple.<br />

Hamishsays added<br />

challengeslike low commodity<br />

prices and high interest rates,<br />

navigating destocking, then<br />

having to restock down the<br />

track, the big question for<br />

farmers is how long it will take<br />

to come out the other side.<br />

‘‘And we’ve never seen so<br />

many frosts in May and June in<br />

recent memory.<br />

‘‘Youjust couldn’t getamore<br />

perfect storm than what we’ve<br />

had in the last few months.”<br />

Hamish acknowledged the<br />

great support work being<br />

carried out by Rural Support<br />

Trust, Hurunui District<br />

Landcare Group and <strong>North</strong><br />

<strong>Canterbury</strong> Vets.<br />

The challenge, he says, is<br />

trying to reach all farmers, and<br />

it’s important for neighbours to<br />

keep an eye on each other too.<br />

“Amazing things are<br />

happening outthere as<br />

everyone tries to support each<br />

other.”<br />

In March, extremely dry<br />

weather conditions saw a<br />

medium­scale adverse event<br />

classification across multiple<br />

regions.<br />

That unlocked around<br />

$170,000 in extra funding for<br />

Rural Support Trusts to provide<br />

early on­the­ground support for<br />

affected farmers, Mr Patterson<br />

says.<br />

Tax relief is also available<br />

through the Income<br />

Equalisation Scheme, which is<br />

designed to help with on farm<br />

cashflow.<br />

The Ministry for Primary<br />

Industries, On Farm Support<br />

service will continuetowork<br />

closely with farmers and<br />

growers to determine where<br />

support is required.<br />

Mr Patterson encouraged<br />

farmers across the district who<br />

need support, to contact their<br />

local Rural Support Trust on<br />

0800 787 254.<br />

He praised the leadership of<br />

the Adverse Events committee,<br />

chaired by local farmer Dan<br />

Hodgen, and the support of<br />

Mayor Marie Black.<br />

Mr Hodgen said he’s looking<br />

forward to agood system being<br />

established that can be used for<br />

similar adverse events in the<br />

future, where timing is critical<br />

for both farmer and animal<br />

welfare.<br />

Mrs Black said the support of<br />

central government now, and<br />

into the future, is gratefully<br />

received, and vital.<br />

‘‘This support from central<br />

government for our<br />

communities must be<br />

maintained as these dry<br />

conditions continue to be<br />

experienced throughout<br />

Hurunui.’’<br />

Taking on Aussies at ploughing<br />

enthusiast Peter Mehrtens<br />

took his placealongside the<br />

best Australian vintage<br />

ploughers at the recent<br />

national championship held<br />

near Perth.<br />

It was the first time the<br />

championship was held in<br />

Western Australia, and Peter<br />

was there courtesy of the<br />

organiser –his older brother<br />

Russell.<br />

‘‘Russell has worked in WA<br />

for most of his life and<br />

started ploughing here as a<br />

member of NZ Young<br />

Farmers. He organised a<br />

ploughing group in Collie, a<br />

rural coal and electricity<br />

town, 213kms south of Perth,<br />

where he lives and still<br />

works, running atrucking<br />

and crane businessthere.’’<br />

Peter first entered the<br />

West Australian state<br />

ploughing match, before<br />

lining up for the two­daylong<br />

Australian matches.<br />

‘‘Because the national<br />

matches are usually held in<br />

the eastern states, everyone<br />

decided to travel to Perth to<br />

compete this year.<br />

‘‘They came from<br />

Tasmania, Victoria, New<br />

South Wales and WA, but<br />

Russell had to find 12<br />

modern tractors for<br />

contestants to use. They did<br />

however bring their<br />

competition ploughs with<br />

them by road, all the way<br />

from one side of Australia to<br />

the other.’’<br />

Peter says 14 were entered<br />

in the open class and 17 in<br />

the vintage class including<br />

him, and he was unprepared<br />

for the competition<br />

conditions.<br />

The venue was on apotato<br />

farming property near<br />

Manjimup, more than 300km<br />

south of Perth.<br />

‘‘To get to the site we had to<br />

drivedeep into the bush and<br />

scrub, then through huge<br />

stands of trees with no<br />

farmland visible at all, when<br />

suddenly it opened up and<br />

there it was, all hidden from<br />

view.<br />

‘‘The soil was very fertile<br />

where we ploughed, and it<br />

contained the most worms<br />

I’ve ever seen. Its colour<br />

varied from red to black soils<br />

or being sandy in places with<br />

the odd white patches that<br />

were like soap.<br />

‘‘I was also not ready for<br />

the rain which poured down<br />

eachday making it very<br />

tricky at times.’’<br />

He says it was different<br />

from what he was used to<br />

ploughing in New Zealand.<br />

‘‘However, it was great to be<br />

there and be around likeminded<br />

people, passionate<br />

about their ploughing.’’<br />

Peter finished fourth in<br />

the state match and fifth in<br />

the nationals. ‘‘I’ll have to<br />

work muchharder next<br />

year,’’ he says.<br />

Decline in sheep and cattle<br />

Beef +Lamb New Zealand (B+LNZ) has<br />

released its annual Stock Number Survey,<br />

showing anotable decline in both sheep<br />

and cattle numbersasofJune30, <strong>2024</strong>.<br />

The reduction follows significant<br />

decreases in the past couple of years.<br />

While the primary driver in previous<br />

years has been land­use change as aresult<br />

of the conversion of sheep and beef farms<br />

into forestry, this year’s primary driver<br />

was drought in key sheep and beef regions.<br />

Drought has seen farmers needing to<br />

destock and impacted the outlook for lamb<br />

production for the coming season.<br />

Sheep numbers are estimated to have<br />

decreased by 4.3 percent, down to 23.31<br />

million, with breeding ewe numbers<br />

falling by 2.9% and trading sheep stock<br />

numbers fell 7.9%. Farmers sought to<br />

maintain their breeding ewes and<br />

decreased their trading stock more.<br />

The decline in ewes and alower<br />

expected lambing per centage, also caused<br />

by drought, means the lamb crop is<br />

anticipated to decrease by 4.8% (970,000<br />

head) on last year.<br />

Beef cattle numbers are down 2.8%<br />

overall, most significantly in the South<br />

Island, where drought led to a7.1%<br />

decrease, while the <strong>North</strong> Island is<br />

relatively steady, down 0.8%.<br />

‘‘The combination of drought across<br />

many parts of the country, high costs, and<br />

low sheep prices and has put immense<br />

pressure on farmers,’’ says B+LNZ<br />

chairperson Kate Acland.<br />

‘‘Farmers are facing tough decisions on<br />

their farms, with many having to sell off<br />

capital livestock not only due to drought,<br />

but for cashflow reasons.’’<br />

OAS farming fun day<br />

Testing their farming skills was afun day<br />

out for pupils of Oxford Area School last<br />

week.<br />

Oxford Area School co­curricular<br />

agriculture co­ordinator Jodi Glassford<br />

says encouraging students to participate<br />

in agri­sporting events helps to open their<br />

eyes to career opportunities in the<br />

farming industry.<br />

Eight senior students (Years 11to13),<br />

and seven junior students (Years 9to10),<br />

spent the day rotating between modules<br />

testing their agricultural skills and<br />

knowledge.<br />

Ms Glassford says most students<br />

participating come from afarming<br />

background and were wanting to<br />

showcase their abilities. They see<br />

themselves working within the food and<br />

fibre industry, and have apassion for<br />

farming.<br />

‘‘Within the school we hold these events<br />

to promote agriculture and celebrate<br />

living within arural community.’’<br />

Modules used for the competition were<br />

delivered by businesses within the rural<br />

sector or local farmers who enjoyed<br />

coming to help and share some of their<br />

knowledge with the students.<br />

The modules were First Aid, tractor<br />

driving skills, calf rearing, fencing, testing<br />

soil moisture levels, riparian planting,<br />

budgeting, dairy shed maintenance, and<br />

seed and weeds.<br />

In the evening the seniors took to the<br />

stage to present aspeech to judges and<br />

answer several rounds of questions.<br />

Earlier at lunchtime, there was an<br />

Amazing Race style competition in which<br />

senior and junior contestants were paired<br />

up to compete in arelay style fun<br />

challenge event. This brought the whole<br />

school out to enjoy the festivities.<br />

OxfordFootball seniors win DivisionOne<br />

Just three years ago, Oxford Football<br />

Club’s senior team was languishing in<br />

Division 10 of the Mainland Football<br />

championship.<br />

Now it is champion of Division One,<br />

the fourth highest league in the South<br />

Island.<br />

Jeroen Dunnink, player/coach of the<br />

senior team, says the team is very happy<br />

with the result and the secret of its<br />

success was consistency.<br />

‘‘Every match we played hard, as we<br />

wanted to prove to ourselves we<br />

deserved to be in the top division.<br />

‘‘Our strong team mentality and work<br />

ethic dragged us through against some<br />

impressive teams with alot more<br />

experience than us playing at this level.”<br />

In 2023 the Oxford seniors won the<br />

third division crown and was asked by<br />

Mainland Football to skip division two<br />

and compete in the top division one<br />

series.<br />

‘‘We asked for amassive team<br />

performance and everyone stepped up,’’<br />

says Jeroen.<br />

He says they were helped along the<br />

way by some of the seniors having<br />

already played for championship<br />

winning teams.<br />

In the finals match two weeks ago,<br />

Jeroen says everyone knew what was<br />

expected from them.<br />

‘‘They had to win to secure the title.’’<br />

Andres Correa Valencia scored the<br />

first goal and in the second half the<br />

team’s top scorer Jonathan Smoothie,<br />

scored, securing the win and the<br />

championship title.<br />

‘‘It was ateam effort, just as it has been<br />

for the past three years since we made<br />

the decision to knuckle down and build a<br />

strong team,” says Jeroen.<br />

The team is unique in that it has many<br />

players who travel from around the<br />

Waimakariri district to train each week.<br />

The players hail from Brazil, the<br />

United Kingdom, Holland, France,<br />

Chile, Columbia, Australia and New<br />

Zealand.<br />

‘‘It is afun mix of nationalities with<br />

many working in agribusinesses around<br />

the district,’’ says Jeroen.<br />

‘‘We had acouple of Uruguayans at the<br />

start of the year, but they had visa<br />

problems and had to return home, but<br />

Boxer wins big in Australia<br />

Hawarden­born boxer Nicila<br />

Costello has become atwo division<br />

Australian National boxing<br />

champion after knocking out her<br />

opponent in the first round in a<br />

rematch.<br />

Nicila recently faced Sara Watt<br />

for the vacant Australian national<br />

super flyweight title at the<br />

Mansfield Tavern in Queensland,<br />

Australia.<br />

The two first met in the ring in<br />

November 2023, ending in a<br />

majority decision draw.<br />

This time Nicila got her revenge,<br />

as she did not take long to knock<br />

out her opponent, counting her out<br />

43 seconds into the first round.<br />

Nicila has stopped two of her<br />

opponents in the past, but this so<br />

far has been her fastest knockout<br />

yet. The achievement is rarely seen<br />

in women'sboxing.<br />

She has won multiple titles in<br />

her boxing career so far, winning<br />

the Queensland state super<br />

flyweight title in 2021, and the<br />

Australian national flyweight title<br />

in 20<strong>22</strong>.<br />

She attempted to win the<br />

Australian national super<br />

flyweight title in December 2021,<br />

but lost to Jasmine Parr.<br />

Now, over two and half years<br />

later, she has finally won the super<br />

flyweight title, becoming atwodivision<br />

Nicila Costello<br />

Nicila has had ahard two years<br />

in boxing.<br />

She suffered athree­loss losing<br />

streak against some of Australasia's<br />

boxers, including the now retired<br />

Michelle Preston and Mai Soliman,<br />

Rangiora High School’s 1st XV ended its<br />

season with alast gasp come from behind<br />

effort, to draw 24­allwith the Christchurch<br />

Boys High 2nd XV, in the grand­ final of<br />

the secondary schools Championship<br />

Trophy competition on Saturday.<br />

The result kept the Rangiora team’s<br />

unbeaten season intact, and confirmed its<br />

promotion to division one next season.<br />

Played at home in front of alarge and<br />

supportivecrowd, Rangiora looked out of<br />

it for much of the first half.<br />

Boys High scored atry in the opening<br />

moments, which set it up with confidence<br />

for the remainder of the first half.<br />

The Rangiora cause was not helped by<br />

two injury substitutions.<br />

Boys High neverlet Rangiora settle into<br />

any pattern or phases of dominance.<br />

It scored its second try after 30 minutes,<br />

after the fullback created extra numbers<br />

in ablind side attack.<br />

It finished the half off with atry created<br />

and finished by the forwards and wentto<br />

the break ahead 19­nil.<br />

Boys High started the second half in a<br />

similar fashion to the first, scoring an<br />

unconverted try in the opening minutes.<br />

With the score then at 24­nil apositive<br />

final result looked to be mission<br />

impossible for Rangiora.<br />

Whether Boys Highunconsciously<br />

dropped its focus, or Rangiora found an<br />

extra gear is asubject of debate.<br />

Led by the forwards, Rangiora showed<br />

enormous character and charged into its<br />

work in the knowledgethat for many, this<br />

would be their final moments of school<br />

rugby.<br />

SuliasiUhatafe made a25metre break<br />

from adefensive position. After many<br />

phases of play and the referee playing a<br />

penalty advantage, lock Jonah Van Tuinen<br />

crashed over in awall of jerseys to score.<br />

With 10 minutes remaining, after another<br />

period on attack, Fewster was driven over<br />

for his side’s third try and, with the<br />

conversion successful, Rangiora came to<br />

within five points of its opponents.<br />

The phases on attack continued and<br />

with full time nearing half back Kahnai<br />

Ngawiti burrowed over to score. With the<br />

conversion unsuccessful, the scores were<br />

locked up. Rangiora desperately tried to<br />

find the extra points, and kicker Charlie<br />

Ward was confident enough to attempt a<br />

50 metre, but unsuccessful, penalty, on the<br />

angle.<br />

<strong>North</strong>ernBulldogs turn fortunes around<br />

Kaiapoi’s <strong>North</strong>ern Bulldogs Rugby<br />

League team has bounced back from a<br />

dismal 2023 campaign, coupled with an<br />

unforeseen hiccup at the starttothe<br />

season, to win the <strong>2024</strong> <strong>Canterbury</strong> Rugby<br />

League Division One title.<br />

As the Premier grade players started<br />

pre­season training in March, the club was<br />

forced to withdraw from the <strong>Canterbury</strong><br />

Rugby League’s (CRL) Premier and<br />

Premier reserve grades due to only having<br />

enough players to field one team.<br />

CRL by­laws dictatedany club wishing<br />

to enter aPremier grade teammust also<br />

field aPremier Reserve grade team to<br />

compete in the Premier competition.<br />

Club president Jason Pond said the club<br />

was devastated by the news it had to move<br />

down to division one.<br />

‘‘This was avery hard and emotional<br />

decision for our committee and the club,<br />

as we had been in the premier grade for<br />

several years, but we knew we were not<br />

going tobeable to field two teams and<br />

would let the competitiondown if we tried<br />

to stay. Our biggest concerns were<br />

retaining our Premier grade players to<br />

stay and play in alower division<br />

competition,’’ he says.<br />

Pond says one who stayed was captain<br />

Cameron Godfrey, who met with the team<br />

to express the need to stay loyal and help<br />

rebuild the club.<br />

‘‘As aresult, we only lost two players<br />

who chose to go on loan to other clubs with<br />

the promise to return if we got back to<br />

Premier grade.’’<br />

Thosewho stayed on were joined by<br />

reserve grade and fringe players.<br />

The club approached Stu Mee, its 2007<br />

Premiership winning coach, supported by<br />

Alan Couch, to come on boardand help<br />

find the winning mojo.<br />

Pond says the coaches and the support<br />

team were determined to bring back a<br />

winning club culture and enjoyment in<br />

footy supported by agood committee.<br />

At the end of Round One the <strong>North</strong>ern<br />

Bulldogs led the table, with only one loss,<br />

before travelling away to Ashburton for a<br />

top­of­the­table clash, which it won with a<br />

try in the last minute.<br />

The team went throughRound Two<br />

unbeaten but faced tough games against<br />

Woolston, Papanui and Burnham.<br />

The semi­final was against Papanui at<br />

Murphy Park, which had been the<br />

competition's biggest improver throughout<br />

the year.<br />

‘‘They started strong but in front of a<br />

packed home crowd, we came away with<br />

the win 30­10, to secure aGrand Final spot<br />

at CRL’s Grand Finals day at Nga Puna<br />

Wai Stadium on Sunday, <strong>August</strong> 11,<br />

against the Ashburton Barbarians.’’<br />

Pond says the Grand Final started very<br />

physical, with both teams determined<br />

early on to battle in the mid­field.<br />

Ashburton scored first, which silenced the<br />

large crowd of Bulldog Supporters.<br />

‘‘However,our lads returned more<br />

determined with seasoned campaigner<br />

Nathaniel Tirikatene scoring in the 17th<br />

minute to even the scores and bring our<br />

crowd back to life.’’<br />

Five minutes later, Captain Cameron<br />

Godfrey touched down making it 10­4.<br />

Cameron scored again minutes later,<br />

followed by atry from Rawiri Mansfield<br />

just before half­timetotake a20­4 lead at<br />

the break. The second half started with a<br />

quick Kurt Williams try and the Bulldogs<br />

dominated for the next 30 minutes, scoring<br />

again through Armstrong Beedles, taking<br />

the score to 34­4.<br />

In the last 10 minutes, Ashburton<br />

showed some fight and scored twice, but<br />

Nathaniel Tirikatene again capitalised on<br />

abreak, scoring his second try and<br />

converting it to make the final score 40­20.<br />

Pond says after such atough start it was<br />

agreat way to end the season and it<br />

showed the club never waved the white<br />

flag. ‘‘We pulled together as one, and are<br />

now in agood place for next year and<br />

beyond, with great juniors and seniors<br />

who want this club to succeed and to play<br />

for the love of the jersey.’’<br />

<strong>North</strong> <strong>Canterbury</strong>’s councils are<br />

calling on the regional council to<br />

delay consultation on new planning<br />

rules until next year.<br />

Environment <strong>Canterbury</strong> (ECan)<br />

is due to notify anew <strong>Canterbury</strong><br />

Regional Policy Statement in<br />

December.<br />

But the Hurunui District Council<br />

has called on ECan to delay it until<br />

February, in its feedback on the<br />

draft policy statement.<br />

The policy statement will guide<br />

local councils when they prepare<br />

District Plans.<br />

‘‘It is not good practice to be<br />

notifying over the Christmas period<br />

as people are distracted preparing<br />

for their Christmas holidays,’’<br />

Hurunui District Council staff said.<br />

‘‘We recommend it be deferred to<br />

mid­February or to extend the<br />

consultation period from 40 days to<br />

60 days.’’<br />

Hurunui Mayor Marie Black said<br />

she supported delaying the final<br />

notification.<br />

Feedback on the policy statement<br />

included making sure the recently<br />

adopted Hurunui south ward<br />

spatial plan is included and<br />

requesting land to the east of<br />

Amberley is excluded from highly<br />

productive land mapping so the<br />

town can expand.<br />

The spatial plan was adopted last<br />

month and provides ablueprint for<br />

the development of the south ward,<br />

including Amberley.<br />

The council also requested<br />

amendments to indigenous<br />

biodiversity and wastewater<br />

reticulation clauses.<br />

Waimakariri Mayor Dan Gordon<br />

said he agreed with the concerns<br />

about notifying the policy statement<br />

just before Christmas.<br />

‘‘We prefer to avoid the Christmas<br />

period for consultation.<br />

‘‘If they want to release it just<br />

before Christmas they need to make<br />

sure there is plenty of time for<br />

feedback and Iwould suggest taking<br />

it through to March.’’<br />

statement was an important<br />

document and it will give effect to<br />

the Greater Christchurch Spatial<br />

One of the council’s biggest<br />

concern is the impact of<br />

Christchurch International<br />

Airport’s noise contours, which<br />

pass through the district.<br />

Mr Gordon said he hoped this<br />

would be addressed in the policy<br />

statement.<br />

Kaikōura District Council chief<br />

executive Will Doughty said the<br />

policy ‘‘cannot be aone size fits all’’.<br />

The regional council began its<br />

review of the policy statement last<br />

year, consulting on six topics in its<br />

initial engagement, including<br />

water, land, climate change, air, the<br />

coast and the built environment.<br />

In asecond round of engagement<br />

at the end of last year, the regional<br />

council sought feedback on three<br />

themes ­climate change, land use<br />

and biodiversity, and water and<br />

coast.<br />

The new policy statement will<br />

ultimately form part of an<br />

integrated plan for <strong>Canterbury</strong>,<br />

being merged with the Coastal<br />

Environment Plan, the <strong>Canterbury</strong><br />

Land and Water Regional Plan and<br />

Government policy statements.<br />

The council plans to notify the<br />

Integrated Plan by 2028.<br />

Environment <strong>Canterbury</strong><br />

regional planning manager Andrew<br />

Parrish said feedback from district<br />

councils is ‘‘critically important’’ in<br />

shaping the policy statement.<br />

He said councillors will be<br />

meeting soon to consider the<br />

feedback.<br />

‘‘In the Long Term Plan, the<br />

council committed to awork<br />

programme that included notifying<br />

the regional policy statement in<br />

December, with the submissions<br />

period extending through to March.<br />

‘‘But the council has yet to make<br />

afinal decision on the timing.’’<br />

He said councillors will consider<br />

the impact and benefits of notifying<br />

in December or early next year<br />

when the consider the feedback<br />

from the district councils.<br />

‘‘Whatever they decide, there will<br />

be aminimum of 40 working days<br />

available for people to make<br />

submissions.’’<br />

Floor levelguidelines revised<br />

Councillor Robbie Brine said<br />

new floor level guidelines will<br />

increase foundation costs for<br />

house builds in areas at risk of<br />

flooding, including beach<br />

communities.<br />

But he said it was anecessary<br />

move to reduce the risk.<br />

The Waimakariri District<br />

Council approved arevised<br />

technical note on floor level<br />

guidelines at acouncil meeting<br />

on Tuesday, <strong>August</strong> 6.<br />

The revised guideline means<br />

all houses built in alow flood risk<br />

area will need freeboard floor<br />

levels 500mm above the ground to<br />

be prepared for aone in 200­year<br />

flood.<br />

Areas impacted included beach<br />

communities, parts of Kaiapoi<br />

and other low lying areas.<br />

Cr Brine said when he built a<br />

house at Waikuku Beach he had<br />

to raise the floor level by an extra<br />

150mm.<br />

‘‘If you want to live at abeach<br />

there are risks involved and this<br />

extra cost is to mitigate those<br />

risks.’’<br />

He said he supported the<br />

previous regulations, which led<br />

to his inflated foundation costs.<br />

‘‘I am aclimate change believer<br />

and Ibelieve you have to plan for<br />

the future and manage that risk.<br />

‘‘It has cost us, but if you don’t<br />

plan for the future you are afool.<br />

‘‘You look at councils in the<br />

<strong>North</strong> Island getting hammered<br />

for alack of foresight.<br />

‘‘People are asking ‘why did<br />

you let us build here?’.’’<br />

The new guideline considers<br />

up to date flood hazard models,<br />

new government regulations and<br />

the <strong>Canterbury</strong> Regional Policy<br />

Statement.<br />

The policy statement guides<br />

councils on the resource<br />

management issues in the<br />

<strong>Canterbury</strong> region.<br />

Mayor Dan Gordon said the<br />

council had aresponsibility to<br />

mitigate risk.<br />

‘‘I have been aware of anumber<br />

of people who have been through<br />

abuild and have had to look<br />

seriously at the costs.<br />

‘‘But if we don’t make sure<br />

these risks are managed, we will<br />

be in the gun.’’<br />

But councillor Paul Williams<br />

said he was concerned the<br />

council was adding unnecessary<br />

costs on to builders and<br />

homeowners.<br />

Councillor Philip Redmond<br />

said he also had reservations, but<br />

understood the reasons behind it.<br />

‘‘It is not the total solution.<br />

While the floor levels help to<br />

protect your home from flooding,<br />

it doesn’t help with access in a<br />

flood, because you could become<br />

marooned.’’<br />

Waimakariri District Council<br />

utilities and roading manager<br />

Gerard Cleary said rainfall data<br />

had changed little, but council<br />

staff now had more detailed<br />

modelling available, particularly<br />

for coastal flooding.<br />

He said LIM reports will show<br />

the new mapping data in future.<br />

The council approved its most<br />

recent practice note last year, but<br />

staff had found some<br />

inconsistencies which prompted<br />

the latest review.<br />
