PM urges councils<br />

to rein in spending<br />

<strong>North</strong> <strong>Canterbury</strong> council leaders<br />

say they are already ‘‘reining in the<br />

fantasies’’.<br />

Christopher Luxon called on<br />

councils to ‘‘rein in the fantasies’’,<br />

manage spending, and focus on<br />

delivering core services in his<br />

opening address at last week’s<br />

Local Government New Zealand<br />

Conference.<br />

‘‘Go line by line, stop the wasteful<br />

spending, remove the bureaucracy,<br />

focus on better customer service,<br />

and end the projects that aren’t<br />

delivering value for money.’’<br />

While some mayors and<br />

councillors around the country<br />

were left feeling bruised by the<br />

Prime Minister’sspeech, <strong>North</strong><br />

<strong>Canterbury</strong>’s councils say it is<br />

regulations which drive up rates.<br />

Local Government Minister<br />

Simeon Brown also announced<br />

changes for local government at the<br />

conference, including limiting<br />

rates increases for projects other<br />

than ‘‘picking up rubbish, fixing<br />

water infrastructure and filling in<br />

potholes’’.<br />

He will look at measures like<br />

revenue­capping to rein in<br />

‘‘wasteful spending’’, and ways to<br />

make elected members more<br />

accessible and more accountable<br />

to voters.<br />

Kaikōura Mayor Craig Mackle<br />

and Hurunui District Council chief<br />

executive Hamish Dobbie said<br />

much of the cost borne by<br />

ratepayers was in meeting<br />

unfunded mandates passed down<br />

by central Government, including<br />

regulations.<br />

‘‘The biggest problem for us in<br />

producing infrastructure is the<br />

rules imposed by central<br />

Government,’’ Mr Dobbie said.<br />

‘‘The Government needs to take<br />

some responsibility, rather than<br />

just leaving it up to local<br />

government.’’<br />

Mr Mackle said his council has<br />

focused on core infrastructure,<br />

such as roading, footpaths and<br />

three waters, despite ahigher than<br />

usual rates rise this year of 14.75<br />

percent.<br />

‘‘The Prime Minister certainly<br />

had some clear points to make in a<br />

short period of time at the<br />

conference.<br />

‘‘We agree with the comments<br />

around focusing on the basics and<br />

ensuring efficient and effective<br />

delivery, and ultimately delivering<br />

consistent ongoing value to our<br />

communities.<br />

‘‘We have made great progress on<br />

these over the last few years<br />

despite having to increase our<br />

local share of funding to make sure<br />

we get the job done.’’<br />

Mr Mackle would also like to see<br />

rising audit costs and insurance<br />

Audit New Zealand’s auditing of<br />

Kaikōura’s annual plans cost close<br />

to 2% of the council’s rates<br />

revenue.<br />

Hurunui Mayor Marie Black said<br />

the Prime Minister’s opening<br />

address ‘‘made many sit up and<br />

think’’.<br />

‘‘But, of course, putting this in<br />

the context of Hurunui District<br />

Council, Ihave reflected on our<br />

recent Long Term Plan, with our<br />

focus on the basics of roading,<br />

water and infrastructure that<br />

supports our community to be<br />

vibrant and welcoming.<br />

‘‘We have not had a‘laundry list<br />

of options’ that sit outside this<br />

brief.’’<br />

She said Hurunui has a‘‘back to<br />

basics’’ focus, which also<br />

recognises the value of libraries,<br />

swimming pools and green spaces,<br />

which play an important role<br />

‘‘within our place of belonging’’.<br />

You might find afriendly<br />

bearded collie/huntaway cross,<br />

behind the counter when you<br />

shop at Paper Plus Kaiapoi.<br />

Molly belongs to the shop’s<br />

owner ,Jared Raines, and<br />

sometimes accompanies him to<br />

work.<br />

She is amember of the Dogs<br />

of Kaiapoi Wall of Fame which<br />

features 64 photos of canine<br />

cuties who have visited the<br />

shop with their owners.<br />

Jared says the initiative<br />

began when his sister Keely<br />

Raines, who used to work at<br />

the shop, started bringing her<br />

two dogs to work with her to<br />

ease their separation anxiety.<br />

‘‘We got so many positive<br />

comments from customers and<br />

staff about the dogs being in the<br />

shop,’’ Jared said. The positive<br />

feedback intensified when<br />

Jared started bringing his<br />

family’s new puppy, which<br />

could not be left home alone<br />

either, into work also.<br />

Customers began asking staff<br />

if the shop was dog­friendly<br />

and Jared began to think it<br />

would be agood initiative to<br />

introduce in the shop.<br />

While travelling overseas he<br />

had seen many dog­friendly<br />

shops where canines were<br />

welcome, alongside their<br />

owners, and he thought itwas a<br />

great initiative with many<br />

benefits.<br />

‘‘It was so cool. So we started<br />

welcoming people with their<br />

dogs into our shop too.’’<br />

Soon after that the staff<br />

began photographing the dogs<br />

coming into the shop and the<br />

Dogs of Kaiapoi Wall of Fame<br />

was born. It is now afeature in<br />

the shop and is enthusiastically<br />

supported by visitors.<br />

Keely no longer works at<br />

Paper Plus Kaiapoi, in the<br />

restored former Bank of New<br />

Zealand building on the corner<br />

of Williams Street and Charles<br />

Street. But her partner, Sam<br />

Roberts, who runs the printing<br />

side of the business, sometimes<br />

still takes their two Brussels<br />

griffon dogs, Rocker and<br />

Booster, to work with him,<br />

although they are more likely<br />

to be found at the back of the<br />

shop with Sam.<br />

Like Molly they have become<br />

popular members of the Paper<br />

Plus team. working there.<br />

Eleven objections to new board<br />

The fate of aproposedcommunity board<br />

in <strong>North</strong> <strong>Canterbury</strong> will be decided by<br />

the Local Government Commission.<br />

Eleven objections were received on<br />

the Hurunui District Council’s decision<br />

to create acommunity board for its<br />

south ward, which includes Amberley, at<br />

next year’s local government election.<br />

Councillors who supportedsaid it was<br />

‘‘moredemocratic’’ and would better<br />

represent the south ward's growing<br />

population.<br />

The AmberleyDistrict Residents’<br />

Association is among the eleven<br />

objectors.<br />

Association chairperson Roy Myers<br />

says there was ‘‘no evidence’’ to support<br />

the change.<br />

‘‘I can’t see any advantage whatsoever<br />

with an elected community board of five<br />

members who are paid by atargeted rate<br />

of $20,’’ Mr Myers said.<br />

‘‘I think it is going to reduce<br />

representation.’’<br />

He says under existing structure,<br />

committee members were accountable<br />

to the group they represented, but he<br />

questioned how the board members<br />

would be accountable.<br />

‘‘The south ward has quite adiverse<br />

character. You have the urban part, the<br />

rural part and the beach communities.’’<br />

Councillors voted in favour of<br />

replacing its south ward committeewith<br />

an elected community board in June,<br />

following arepresentation review.<br />

This was despite opposition from<br />

residents’ groups,with 14 of the 22<br />

submissions opposed to the change.<br />

The proposedcommunity board would<br />

havefive members elected at large, plus<br />

the four ward councillors and the mayor.<br />

The south ward committeecomprises<br />

nine community members elected at its<br />

first meeting in acouncil term, plus the<br />

fourward councillors and the mayor.<br />

Community members include<br />

representativesfrom residents’<br />

associations, the AmberleyReserves<br />

AdvisoryGroup, the Hurunui Youth<br />

Council and three independent<br />

members.<br />

hearing the Local Government<br />

Commission’s decision.<br />

‘‘I do like the fact it is being taken to a<br />

separateperson, who will look at it<br />

independently.<br />

‘‘It has gone through the right process<br />

and whateverdecision is made is final.’’<br />

The Local Government Commission is<br />

an independent body that can make<br />

decisions on the structure of local<br />

government.<br />

South ward councillor Vanessa<br />

McPherson was among those who voted<br />

in favour of establishing the community<br />

board.<br />

She said it would be ‘‘more<br />

democratic’’ as elected board members<br />

would be accountable to the whole<br />

community and not just to the groups<br />

they represented.<br />

‘‘We are lookingatthe population<br />

growth in Amberleyand Ithink moving<br />

forward the south ward needs and<br />

deserves democratic representation<br />

that will support that growth.<br />

‘‘I know there are some associations<br />

and groups who feel they will lose their<br />

voice, but councillors will still have<br />

direct links with those groups.’’<br />

The residents’ associations will also<br />

be able to make deputations to the<br />

community board.<br />

Fellow south ward councillor Pauline<br />

White voted against establishing asouth<br />

ward community board.<br />

She says the 11 appeals was ‘‘another<br />

thread in athorough representation<br />

review process’’.<br />

‘‘The community is continuing to<br />

engage, and this is evidence of their<br />

vested interest in representation to fit<br />

the current needs of the south ward.’’<br />

The Local Government Commission<br />

will make its determination by April 10.<br />

In search of life-saving blood<br />

Jazmin (Jaz) Mead is searching for<br />

golden blood.<br />

Not the extremely rare blood type, just<br />

plasma so her uncle and many others<br />

can live.<br />

The former Kaiapoi High School<br />

student discovered last year her uncle<br />

needed regular infusions of life­saving<br />

blood products for the rest of his life.<br />

‘‘We call it golden blood as it comes<br />

from plasma,’’ she says.<br />

Plasma is the gold­coloured liquid<br />

part of blood that carries blood cells,<br />

water, proteins and clotting factors<br />

around the body.<br />

It is precious, as it helps save lives,<br />

hence why people often refer to it as<br />

liquid gold.<br />

Jaz set out to find how she could help<br />

increase the supply of plasma and blood<br />

to the New Zealand Blood Service and<br />

help her uncle.<br />

‘‘I wanted to find ways to help and one<br />

of the ideas was to hold ablood drive<br />

here at Kaiapoi High School.’’<br />

Ayear later, Jaz’s planning and<br />

determination were rewarded when<br />

over 90 parents, teachers and senior<br />

students lined up on Tuesday to donate<br />

blood at the Kaiapoi School auditorium.<br />

The goal was to help reduce the<br />

desperate shortage of plasma and blood<br />

products experienced in <strong>Canterbury</strong> at<br />

present, by NZ Blood.<br />

‘‘no­one misses out when they need<br />

blood, but we are so short of plasma,’’<br />

says Laura Jones, Clinical Nurse Leader<br />

with NZ Blood.<br />

‘‘Plasma is ahuge driver for us at the<br />

moment and every year the demand for<br />

blood products gets bigger and bigger.’’<br />

She says plasma is often called liquid<br />

gold, as it is worth more per gram than<br />

real gold.<br />

Plasma can be donated more<br />

frequently than blood, every two weeks,<br />

and is used to boost the immune system<br />

of people with low levels of antibodies;<br />

control autoimmune disorders; and<br />

provide clotting factor concentrates for<br />

people with bleeding disorders.<br />

‘‘It is great to see someone with<br />

enthusiasm like Jaz, organise the blood<br />

drive here at the school, as it inspires<br />

people to become blood donors for life.’’<br />

Kaiapoi High School principal Jason<br />

Reid was one of those donors and says<br />

the fact Jaz has returned to the school to<br />

continue the drive to donate blood after<br />

she has left to pursue acareer in<br />

hospitality, is indicative of her<br />

personality.<br />

‘‘She wants to help people and that’s<br />

Jaz’s nature.<br />

‘‘She saw aneed with the younger<br />

students last year, to help them get over<br />

the fear of donating blood and hopefully<br />

become life­long supporters of the<br />

service.’’<br />

Laura Jones says it has been three<br />

years since they last visited Kaiapoi<br />

High, but there is always agreat<br />

response to blood drives in <strong>North</strong><br />

<strong>Canterbury</strong>, with the next ones being<br />

held in Rangiora on September 3and 4,<br />

in Kaiapoi on October <strong>29</strong> and back in<br />

Rangiora on Christmas Eve, December<br />

24.<br />

Several other high schools in <strong>North</strong><br />

<strong>Canterbury</strong> have also asked Jaz to<br />

organise blood drives at their schools.<br />

Friends seeking `memories and tributes'<br />

Friends of <strong>North</strong> <strong>Canterbury</strong>‘‘equine<br />

legend’’ Florence West are seeking photos<br />

and information about her for abook they<br />

are creating to celebrate her 82nd<br />

birthday.<br />

‘‘We are inviting all friends and<br />

customers of our legendaryequestrian<br />

Florence West to help us celebrate and<br />

acknowledge her dedication to the <strong>North</strong><br />

<strong>Canterbury</strong>and wider equestrian<br />

community, as she has hung up her saddle<br />

for the last time,’’ they say.<br />

Florence, who is aformer New Zealand<br />

equestrian representative, is aresident at<br />

the Charles Upham Retirement Village in<br />

Rangiora.<br />

In her long equestrian career she has<br />

been involved in pony club, western<br />

riding, hunting, showing, trekking,<br />

showjumping and stock and station work.<br />

‘‘She has done it all and taught so many,’’<br />

her friends say. ‘‘In fact she has shared her<br />

expertise across generations of some<br />

families helping them to achieve their<br />

goals. We would love your help by sharing<br />

your story, or photos, on how she has<br />

impacted on your life.’’<br />

The aim is to collect ‘‘memories or<br />

tributes’’ and put them in the book for<br />

Florence ‘‘to help her reminisce and<br />

remember you all’’. Anyone who can help<br />

provide information and/or photos for the<br />

The council has been revising its<br />

reserve management plan, which helps to<br />

shape how large green spaces are used in<br />

the region.<br />

The Eastern Reserve attracted the most<br />

interest during the recent consultation<br />

with mixed views on the cricket ground<br />

proposal.<br />

Cricket isproposed to be the main sport<br />

at the four hectare reserve, while a<br />

potential play area, pump track and tennis<br />

courts are also being considered.<br />

In 2019, the council passed aresolution<br />

where it directed the Amberley Reserve<br />

Advisory Group to update its charter to<br />

include the Eastern Reserve, with the<br />

council retaining control of the reserve’s<br />

development.<br />

But Mr Dobbie said the wording of the<br />

resolution had created confusion over who<br />

made the final decision.<br />

Alongside the council, there are a<br />

number of interested parties including the<br />

council’sSouth Ward Committee, the<br />

AmberleyReserve Advisory Group,<br />

sporting organisations and local residents,<br />

all wanting to have asay.<br />

‘‘Officers are of the view that the council<br />

intended to retain direct governance of the<br />

Eastern Reserve throughout its<br />

development and that the council would<br />

work with the Amberley Reserve Advisory<br />

Group and the various sporting bodies,’’<br />

Donations sought for book fair<br />

The call has gone out for donations of<br />

books, magazines, puzzles and videos for<br />

the upcoming Rotary Club of Rangiora’s<br />

annual book fair in October.<br />

Over the past three years, the Rotary<br />

Club of Rangiora has distributed over<br />

$206,000 raised from the book sale and<br />

other events, into the <strong>North</strong> <strong>Canterbury</strong><br />

community.<br />

The annual book sale is one of its main<br />

funding sources and the money raised<br />

helps co­fund swimming lessons for<br />

young children, life changing leadership<br />

course participation for young people,<br />

adventure camp participation and a<br />

wide range of other community based<br />

programmes.<br />

Organisers say it is agreat opportunity<br />

to clear out the cupboards at home and<br />

donate old books, puzzles and videos to<br />

aworthy cause, and later at the fair pick<br />

anew book to read or puzzle to build.<br />

Marked collection bins have been<br />

placed in the Rangiora ZStation, Mitre<br />

10 Mega Rangiora, and New World<br />

Rangiora for people to donate old books<br />

for the sale.<br />

Working behind the scenes sorting<br />

and collating the donated books is a<br />

dedicated team of volunteers, including<br />

Lorraine Brydone, who has been part of<br />

the book sale for over 40 years.<br />

‘‘During the year we spend one day a<br />

week helping out in the storeroom,<br />

sorting the books and puzzles by topics<br />

and themes, then when the bins are put<br />

out in mid­<strong>August</strong> we start helping out<br />

every week­day to prepare it all so that<br />

the three day long book sale runs<br />

smoothly,’’ she says.<br />

The Rotary Club of Rangiora October<br />

Book Fair <strong>2024</strong> opens at the Rangiora<br />

A&P Showgrounds on Thursday,<br />

October 10, and runs to Saturday,<br />

October 12. Hours will vary. Lorraine<br />

says the hot topics among the over 40,000<br />

items on sale this year will be puzzles,<br />

sci­fi books and NZ non fiction.<br />

Garden competition in safe hands<br />

Kaiapoi’s garden competition will<br />

continue to bloom.<br />

The Kaiapoi Garden Club has stepped<br />

in to take over running the competition.<br />

In recent years it has been the domain<br />

of Altogether Kaiapoi, but with it<br />

winding up, the future of the garden<br />

competition was in limbo.<br />

Margaret Maw, the club’s president,<br />

says the club, plans to hold the<br />

competition at the end of January, 2025.<br />

Categories are Walk Around the Entire<br />

Garden; View from the Street; Town<br />

house; Garden under three years;<br />

Structured Landscape; Community<br />

Pride; Commercial; Sustainability and<br />

Best Vegetable Garden.<br />

Atrophy, plus acertificate will be<br />

awarded to the winner of each category.<br />

Second and third placings will receive a<br />

certificate. There is also aSupreme<br />

Garden Award which will be awarded to<br />

the garden that receives the most points<br />

overall.<br />

Mrs Maw says the 102­year­old club has<br />

about 55 members, is in goodheart and<br />

looking forward to the competition.<br />

to sustain farmers<br />

Farmers in <strong>North</strong> <strong>Canterbury</strong> are<br />

grappling with severe drought<br />

conditions and with lambingwell<br />

underway, it is tough time for many.<br />

Drought creeps in gradually, its<br />

effects accumulating over time, while<br />

the path to recovery can often be just as<br />

long and arduous.<br />

The prolonged dry spell has hit the<br />

Hurunui District particularly hard,<br />

leaving farms strugglingwith feed<br />

shortages and failed crops.<br />

While many farmers have<br />

implemented sound management<br />

practices such as reducing livestock<br />

numbers, the persistent dry conditions<br />

have pushed many to their limits.<br />

In amove that underscores the<br />

government's commitment to rural<br />

communities, our government is<br />

boosting support for drought affected<br />

farmers.<br />

The latest support package, totalling<br />

$68,000, combines government funding<br />

with contributions from industry<br />

partners.<br />

This includes $20,000from the<br />

government, matched by $18,000 from<br />

agricultural organisations to provide<br />

critical veterinary support.<br />

An additional $30,000 will bolster the<br />

Hurunui Mayoral Fund, targeting<br />

assistance to the most vulnerable<br />

farmers.<br />

This aid builds upon earlier<br />

measures, including amedium­scale<br />

adverse event classification in March<br />

that unlocked $170,000 for Rural<br />

Support Trusts.<br />

resilience is crucial.<br />

This support package not only<br />

addresses immediate needs but also<br />

signals the government's long­term<br />

commitment to rural communities'<br />

sustainability.<br />

Farmers in need are urged to reach<br />

out to their local Rural Support Trust,<br />

emphasising that help is available.<br />

As climate challenges persist, such<br />

proactive measures will be vital in<br />

maintaining the strength and<br />

adaptability of New Zealand's<br />

New Hanmerboard member<br />

Hurunui born and bred, Hanmer Springs<br />

Community Board’s newest member, is<br />

driven to serve her community.<br />

Stacey Inglis was sworn in to her new<br />

role at last week’s community board<br />

meeting, following the recent by­election<br />

to fill an extraordinary vacancy created by<br />

the passing of long­serving member<br />

Richard Tapper.<br />

The mum of two, who is of Ngati Porou<br />

descent, has lived in the township for 18<br />

years and is well­known for her<br />

volunteering spirit, including being on the<br />

bowlingclub committee and lending a<br />

hand with the school’s Kapa Haka group.<br />

She is also afamiliar face as the coowner,<br />

with husband Zane, of Rustic Café ,<br />

which they have been running since 2005.<br />

‘‘This community looks out for each<br />

other. Ilove the sense of community —that<br />

was really behind putting my name<br />

forward,’’Stacey says.<br />

River concerns<br />

Dear Editor,<br />

Kaiapoi and Cam Rivers<br />

Iwould like to know what has happened<br />

to our beautiful rivers around here.<br />

Ihave lived here now for six years and<br />

been whitebaiting and fly fishing on both<br />

rivers.<br />

Now, they have turned into adisgusting<br />

mess —noweed or watercress—and the<br />

fresh water mussels and cockabillies are<br />

dying.<br />

This is happening below Bramleys<br />

Bridge at Tuahiwi on the Came and<br />

below Three Streams on the Kaiapoi<br />

River.<br />

Why is this happening? Are the local<br />

council or Environment <strong>Canterbury</strong><br />

putting poison in our rivers so they don’t<br />

have to pay to clean them out with a<br />

dragline.<br />

They don’thave Lagarosiphon weed in<br />

the water like Lake Dunstan and Lake<br />

benmore.<br />

Ican’ttake my grandchildrenfly fishing<br />

there anymore —there is no mayfly<br />

hatches or invertebratesfor the fish to<br />

feed on.<br />

What can we do about the state of our<br />

rivers?<br />

Dog attack<br />

Dear Editor,<br />

Re your article on arogue dog attack in<br />

the <strong>August</strong> 22, <strong>2024</strong> edition.<br />

Dog owners need to be aware that their<br />

precious pets arepotential killers.<br />

More than once ownerswalking their<br />

dogs along the Kowai River Track let<br />

their dogs off leash to run free.<br />

Some dogs cross the river, and Ihave<br />

had sheep killed.<br />

The dogs then go back to their owners,<br />

hopefully.<br />

But the damage is done. The dog owner<br />

is unaware.<br />

The farmer is left with amess to clean<br />

up.<br />

One of my ewes was attacked on<br />

Tuesday, <strong>August</strong> 20, about 11.30am.<br />

The dog looked like an American<br />

Staffordshire Terrier from aGoogle<br />

search.<br />

It had gone by the time Igot arifle.<br />

Ihad to put the ewe down, and one of<br />

her lambs that had been bitten, died<br />

over night.<br />

The other is now apet.<br />

We got off lightly.<br />

It is the owners fault, not the fault of<br />

the dog.<br />

Variety concert<br />

The <strong>North</strong> <strong>Canterbury</strong> McAlpines Pipe Band will perform in the 50s up Brass Into<br />

Spring Family Variety Concert at 2pm on Sunday, September 1, at Isaac Theatre<br />

Royal in Gloucester Strett Christchurch. The concert will also feature Suzanne<br />

PrenticeOBE, who has performed internationally with many of the world's<br />

Soldiersblock still on track<br />

The restoration of an historic<br />

Hanmer Springs building remains<br />

on track, despite abudget blowout.<br />

The Hurunui District Council<br />

will seek a$300,00 grant from the<br />

Rata Foundation towards a<br />

$425,000 funding shortfall for the<br />

restoration of the former Soldiers’<br />

Block in the Queen Mary Historic<br />

Reserve.<br />

The Soldiers’ Block was opened<br />

in 1916 to rehabilitate soldiers<br />

returning from World War 1, and<br />

was later used as adrug and<br />

alcohol treatment facility,while<br />

the site also has cultural<br />

significance for Ngāti Kurī.<br />

Speaking at Tuesday’s (<strong>August</strong><br />

27) council meeting,chief strategy<br />

and community officer Judith<br />

Batchelor said project budget has<br />

been revised to $3.601 million,<br />

after $3.176 million was budgeted<br />

in the council’s 2023 annual plan.<br />

She said the funding shortfall<br />

was due to expected increases in<br />

materials costs and changes to the<br />

heating system, while the removal<br />

of linings and floor coverings<br />

revealed structural elements<br />

which were not shown on the<br />

original building plans.<br />

The remaining $125,000 will be<br />

funded from the Queen Mary<br />

Development Contributions Fund.<br />

The funding will allow the first<br />

two stages of the project to be<br />

completed, with the building on<br />

track to reopen on Anzac Day next<br />

year.<br />

Stage one is earthquake<br />

strengthening and bringingthe<br />

building to code, while stage two<br />

will see the main hall reinstated<br />

establish amuseum with an<br />

interactive experience called ‘‘A<br />

begun around creating a<br />

temporary exhibition.<br />

have alreadybeen held with the<br />

Funding infrastructure for<br />

tourist towns has no simple<br />

solution, says Hurunui District<br />

Council chief executive<br />

Hamish Dobbie.<br />

<strong>North</strong> <strong>Canterbury</strong>towns<br />

Hanmer Springs and Kaikōura<br />

are small communities which<br />

punch above their weight to<br />

service tourists.<br />

Mr Dobbie said the cost of<br />

providing additional<br />

infrastructure such as toilets<br />

and rubbish bins was largely<br />

borne by ratepayers.<br />

‘‘We appreciate visitors bring<br />

money into the local economy<br />

and sometimes we need to do<br />

things infrastructure­wise to<br />

support that.<br />

‘‘We don’t necessarily want<br />

that to be borne by ratepayers,<br />

but the cost has to be picked up<br />

somewhere.’’<br />

While local ratepayersmay<br />

not use the public toilets or<br />

rubbish, there were benefits<br />

with visitors spending money in<br />

the local community and<br />

improved environmental<br />

outcomes.<br />

Local Government New<br />

Zealand took the opportunity to<br />

promote its message of the<br />

need for alternative funding<br />

tools, during last week’s local<br />

government conference in<br />

Wellington.<br />

Anumber of councils have<br />

been calling for<br />

accommodation and tourism<br />

levies, with arecent opinion<br />

poll suggesting there was<br />

public support.<br />

But Mr Dobbie said<br />

accommodation and tourism<br />

levies would provide limited<br />

benefit in Hanmer Springs and<br />

he preferred raising the<br />

International Visitor Levy,<br />

which charged visitors at the<br />

border.<br />

‘‘If you just take the money<br />

where the tourists sleep, does<br />

that really enhance tourism<br />

infrastructure overall.’’<br />

Alternatively, alevy collected<br />

at the border could be<br />

distributed where it was<br />

needed or where there were<br />

opportunities, he said.<br />

The Mackenzie District<br />

Council increased its rates by<br />

one percent so it could clean its<br />

public toilets twice aday.<br />

Mr Dobbie said abed tax<br />

might make little difference as<br />

few of those visitors may stay<br />

the night in the district.<br />

Tourism Minister Matt<br />

Doocey said Tourism New<br />

Zealand was reviewing the<br />

International Visitor Levy and<br />

an announcement would be<br />

made soon on whether it willbe<br />

increased.<br />

While the levy was set $35<br />

per visitor, options were being<br />

considered to increase it to as<br />

much as $100 per visitor.<br />

The levy did not apply to<br />

Australians or Pacific<br />

Islanders.<br />

Mr Doocey said he was aware<br />

there was strong support for an<br />

accommodation levy, but the<br />

Government had yet to make a<br />

decision.<br />

He said the Government had<br />

an ambitious agenda to double<br />

export earnings.<br />

Multi-usechurch facilityrising in Rangiora<br />

The new multi­use John Knox<br />

Rangiora Presbyterian Church and<br />

John Knox Community Centre in<br />

Rangiora is taking shape.<br />

The centre’s exterior is now visible<br />

and work is well under way with the<br />

outfitting of the interior amenities,<br />

says Rangiora Presbyterianminister<br />

Reverend Jason King.<br />

‘‘Everything is on schedule and we<br />

expect the church to be opened early<br />

next year.’’<br />

This will be the third John Knox<br />

church on the site on the corner of<br />

High and King Streets.<br />

Its predecessor, the second John<br />

Knox Presbyterian Church, opened on<br />

September 28, 1922, 50 years almost to<br />

the day after early Rangiora settlers<br />

had built the first John Knox church<br />

across the road.<br />

Following the Christchurch<br />

earthquakes, the church had been<br />

classified as an earthquake­prone<br />

risk, and the congregation moved next<br />

door to use the John Knox Centre for<br />

services when the church buildingwas<br />

demolished in 2014.<br />

Rev King says the $3 million build is<br />

almost fully subscribed,but some<br />

funding must still be raised to outfit<br />

parts of the building.<br />

‘‘We have ordered some equipment<br />

nowaswefeel it is prudent to get it<br />

here before the costs risetoo much<br />

higher.’’<br />

He says ahuge thank you to all who<br />

have stepped up financiallytosupport<br />

the build.<br />

‘‘Especially the many amazingly<br />

generous supporters, parishioners<br />

and the Presbyterian Church.<br />

‘‘Thanks also to the Rata<br />

Foundation, who believed in the longterm<br />

value of this facility for the wider<br />

Rangiora community,<br />

‘‘Presbyterian Support next door<br />

alsodeserves amentionasthey have<br />

been wonderful, helping us out by<br />

letting us share their space and use it<br />

as achurch on Sundays.’’<br />

He says once the complex is opened<br />

next year, the congregationwill need<br />

to find its feet as achurch.<br />

‘‘We are keenly looking ahead to<br />

finding out what the next church<br />

season will be like, and to discover<br />

what it means to be achurch in the<br />

middle of Rangiora.’’<br />

Rev King says this is nota<br />

traditional church building.<br />

It has been designed from the outset<br />

as amulti­use facility for the<br />

community.<br />

It will offer 800­900 sqm of space in<br />

its five main community spaces.<br />

There are also new offices for Rev<br />

King and church staff, plus storage<br />

and anew kitchen in the refurbished<br />

existingbuilding.<br />

‘‘A kind person donated acoffeemaking<br />

machine, which Iwill see gets<br />

warmed upeach day, it will be so<br />

helpful to invite groups into the centre<br />

with freshly brewed coffee,’’ he says.<br />

‘‘One way people can help us out<br />

now is by buying aseat for the 240­seat<br />

main auditorium,’’ he says.<br />

Bird song is returning<br />

As achild Joan Whillans learnt the<br />

benefits of trapping possums in native<br />

bush on her family’s coastal Otago<br />

property.<br />

Now the retiree is using those skills to<br />

lead the successful predatorcontrol<br />

programme at Silverstream Reserve in<br />

Clarkville.<br />

‘‘The difference apredator control<br />

programme makes to bird populations is<br />

spectacular,’’ Joan says.<br />

‘‘The effect on lizard and skink<br />

populations is also dramatic.<br />

‘‘Feral cats caught on Banks Peninsula<br />

were found to have 15 to 17 skinks in their<br />

stomachs from just one day’s feeding.’’<br />

The trapping programme began in 2019<br />

when Joan noticed despite the ‘‘valuable<br />

planting’’ being done in the east area of the<br />

reserve there were few birds there. It was<br />

the same in the west of the reserve, which<br />

had well­established planting.<br />

Fast forward five years and the reserve’s<br />

birdlife is thriving with traps having<br />

removed more than 2500 possums, rats,<br />

hedgehogs andmice, as well as some<br />

stoats, weasels and feral cats.<br />

‘‘The dawn chorus in September is<br />

incredible,’’ Joan says. It could not have<br />

happened without the dedicated work of<br />

the volunteershelping Joan. `<br />

‘‘They are all incredibly committed to<br />

this programme, and most have been part<br />

of this team for five years,’’ she says.<br />

Constant support from the Waimakariri<br />

District Council, notably greenspace<br />

community projects officer Mike Kwant<br />

and more recently Predator Free<br />

Waimakariri ranger Richard Chambers,<br />

who oversees predator control<br />

programmes in Waimakariri, have also<br />

played avital role in the trapping success<br />

at Silverstream.<br />

During arecent bird count, using the<br />

Department of Conservation's bird count<br />

system to maintain consistency in records,<br />

the reserve was found to have good<br />

populations of grey warblers/riroriro,<br />

bellbird/korimako, kingfisher/kōtare and<br />

fantail/pīwakawaka.<br />

Other birds seen in the reserve outside<br />

the time of the bird count include aNew<br />

Zealand pigeon/kererū,alittle owl/ruru<br />

nohinohi and atui/tūī.<br />

‘‘The kererū is also seen on adaily basis<br />

in late winter in apropertyneighbouring<br />

the reserve, feeding in atree lucerne tree<br />

and eating kōwhai leaves and flowers,’’<br />

Joan says. ‘‘We are hoping it finds amate.’’<br />

The biggest number of predators caught<br />

in the reserve are mice. More than 1100 of<br />

them have been removed since 2019.<br />

‘‘Mice may appear to be insignificant<br />

predators, but they can, and do, reach<br />

birds’ nests on finer branches that larger<br />

predators are too heavy to reach,’’ Joan<br />

says.<br />

Trapped predators are killed humanely<br />

in DOC­approved traps instant­kill traps,<br />

and returned to nature in the reserve.<br />

ConservationWeek call<br />

to `take action for nature'<br />

Take Action for Nature is the theme<br />

forthis year’s Conservation Week,<br />

which begins next Monday,<br />

September 2.<br />

The week is being celebrated in<br />

Rangiora by the Waimakariri<br />

District Council’s greenspace team<br />

with apublic tree planting day in<br />

Hegan’s Reserve at 2Dench’s Road.<br />

There will be the opportunity to<br />

plant native trees, build your own<br />

pest trap, complete ascavenger hunt<br />

and take home anative plant for<br />

your own garden.<br />

Asausage sizzle will also be held.<br />

Conservation Week was originally<br />

launched in 1969 by the New<br />

Zealand Scout Association, with the<br />

goal to promote greater interest in<br />

the environment and encourage<br />

people to take practical actions to<br />

look after it.<br />

It has been run by the Department<br />

of Conservation (DOC) since 1987.<br />

‘‘Every year Conservation Week<br />

sees thousands of New Zealanders<br />

getting involved with conservation<br />

workbydoing conservation<br />

activities at home or attending one<br />

of many events hosted across the<br />

country.<br />

‘‘Creating change can be big or<br />

small, when we pull together,wecan<br />

make abig difference,’’ aDOC<br />

spokesperson says.<br />

‘‘New Zealand’s wildlife is still in<br />

crisis with more than 4000 of our<br />

native animals and plants<br />

threatened or at risk.<br />

‘‘Conservation Week is achance to<br />

Bell ringers sought<br />

Numbersare dwindling and it’s<br />

hoped some new blood will come and<br />

join them to help create wonderful<br />

music.<br />

Call them Ringers or<br />

Carillonneurs, they would like to be<br />

known as handbell ringers or<br />

Rangiora Bells.<br />

Ahandbell is adesigned to be rung<br />

by hand.<br />

They are not unlike the oldfashioned<br />

school bells with iron<br />

clappers inside, but these produce<br />

delicate notes through asmaller,<br />

expertly crafted handbell that is<br />

made by Schulmerich Handbells<br />

from Pennsylvania, America.<br />

The tune of the bell depends on its<br />

size, and pitch, which can be further<br />

fine­tunedbyshaving off the metal.<br />

Ahandbell group (a team,<br />

ensemble, choir or orchestra) will<br />

have aset of handbells covering all<br />

the notes over two or more octaves<br />

(including all the sharps and flats).<br />

They play these together and in<br />

sequence to create apiece of music,<br />

complete with melody and harmony.<br />

Rangiora Bells began as the<br />

Richmond Handbell Ringers in 2000,<br />

after apublic demonstration by a<br />

visiting Japanese specialist,<br />

encouraged the congregation at the<br />

Richmond Methodist Church in<br />

Christchurch, to learn the art of bell<br />

ringing.<br />

In 2022 the Rangiora Bells, under<br />

the baton of Clare Dolheguy, was<br />

formed after the Richmond Bells<br />

founder retired.<br />

Abasic knowledge of music is<br />

needed. Over the years the bell<br />

ringers have entertained at service<br />

clubs, retirement villages, weddings<br />

and funerals, plus been guest<br />

performers for singing groups such<br />

as the <strong>Canterbury</strong> Singers and the<br />

<strong>Canterbury</strong> Philharmonic. They have<br />

also played in Australia.<br />

mental health and wellbeing<br />

of men, women, families and<br />

communities across <strong>North</strong><br />

Tom’s Chop Shop barber,<br />

Charlie Knox, came up with<br />

the idea for the cut­a­thon<br />

which will run from 9am<br />

Saturday, September 21 to<br />

9am, Sunday, September 22.<br />

It is the third cut­a­thon<br />

Charlie has been involved<br />

with.<br />

Charlie has been at Tom’s<br />

Chop Shop for three years and<br />

has been barbering for nine.<br />

His motivation for the cuta­thon<br />

is driven by his own<br />

mental health challenges.<br />

‘‘I’ve had some battles with<br />

mental health,’’ says Charlie.<br />

‘‘I’ve got clients who have<br />

anxiety, kids who are<br />

depressed.<br />

‘‘Guys share their stories,<br />

their hardships with me. It’s<br />

important to help our clients.<br />

‘‘We do our best as barbers<br />

but we’re not mental health<br />

experts. That’s why Ithought<br />

it would be good to fundraise<br />

for Community Wellbeing.<br />

‘‘They’re local. They help<br />

people who are struggling<br />

with their mental health and<br />

all their services are free.’’<br />

plenty of practice, helped<br />

Weller to be crowned Pact Packaging<br />

Young Butcher of the Year after an<br />

intense meat­cutting contest last<br />

Thursday night.<br />

Sam, aged 30, was entered as the<br />

wild card for the competition, and says<br />

it all came down to presentation and<br />

finesse.<br />

‘‘I took on boardall the advice the<br />

judges have given me over the years,<br />

and Ijust worked hard trying to make<br />

every cut and display the best Icould.’’<br />

Sam says her partner Karen has<br />

been her biggest supporter over the<br />

years.<br />

‘‘She’s my PR agent, she’s always<br />

spurring me on to do better,and then<br />

she takes photos of everything and<br />

posts them on social media.’’<br />

Having apassion for creating<br />

different and interesting cuts and<br />

recipes suitable for customers to<br />

easily replicate at home, has long kept<br />

Sam interested in doing morewitha<br />

simple meat cut.<br />

‘‘When Istarted at New World<br />

Rangiora while Iwas still young and at<br />

school, Iwas only packing up beef cuts<br />

and chickens.<br />

‘‘But Iwas thinking about what I<br />

could do with the product and that has<br />

kept me wanting to learn more.’’<br />

She was offered abutcher's<br />

apprenticeship in 2015, and started<br />

learning how to be creative with meat<br />

products.<br />

‘‘I spend abit of time looking for<br />

inspiration online.<br />

‘‘I look at what others have done,<br />

then try and find ways to make it<br />

possible for my customers to recreate<br />

it in their kitchens.’’<br />

She entered her first competition in<br />

2016 and by 2018 was the World<br />

Champion Butcher Apprentice.<br />

Last Thursday night Sam Weller beat<br />

outfive other finalists in atwo­hour<br />

marathon in Auckland, where they<br />

prepared cuts such as abeef t­bone,<br />

chicken leg, pork leg, lamb shanks and<br />

the mystery cut of lamb saddle.<br />

The young butchers were judged for<br />

their skills including speed,<br />

organisation, health and safety and<br />

how clean bones were at the end.<br />

Her victory secured her aspot to<br />

compete next year in Paris against the<br />

world's top butchers.<br />

Funding announced<br />

Ayouth employment programme has<br />

received funding for another 12 months<br />

beyond 2025.<br />

Social Development and Employment<br />

Minister Louise Upston announced $9<br />

million in funding last week, which will<br />

allow the Mayors’ Taskforce for Jobs<br />

(MTFJ) programme to be extended to<br />

June 30, 2026.<br />

She made the announcement at the<br />

MTFJ annual meeting, which was held<br />

as part of the Local Government New<br />

Zealand conference in Wellington from<br />

Wednesday to Friday, <strong>August</strong> 21 to 23.<br />

The announcement followed calls<br />

from <strong>North</strong> <strong>Canterbury</strong>’s mayors<br />

recently for funding assurances for the<br />

programme, which helps young people<br />

get into employment.<br />

The MTFJ programme is funded by the<br />

Ministry for Social Development.<br />

Ms Upston said the Government’s<br />

focus is on getting people into<br />

employment and ‘‘supporting<br />

community­led programmes with a<br />

proven track record’’.<br />

The national unemployment rate<br />

continues to climb, reaching 4.6 percent<br />

in the June quarter, with young people<br />

aged 16 to 24­years the hardest hit.<br />

Kaikōura district councillor Vicki<br />

Gulleford said she was pleased with the<br />

announcement.<br />

‘‘We don't know how this will be<br />

distributed throughout the participating<br />

programmes or what the expected<br />

number of outcomes will be.<br />

‘‘However, we are very hopeful that<br />

the strong successes Kaikōura has<br />

achieved through our previous delivery<br />

of the programme will stand us in good<br />

stead for continuing with asimilar or<br />

increased contract for the next year.<br />

‘‘Kaikoura District Council will<br />

continue to partner with Te Hā o<br />

Mātauranga to deliver the programme<br />

locally.’’<br />

The Kaikōura MTFJ programme was<br />

contracted for 38 sustainable (at least 91<br />

days), full­time employment placements,<br />

for the year to June 30 and placed 48<br />

people, including 44 youth.<br />

The Hurunui programme is contracted<br />

for 15 placements, and placed 16 young<br />

people. Hurunui Mayor Marie Black said<br />

she was ‘‘thrilled there is alonger term<br />

vision to enable the programme to<br />

continue to grow’’.<br />

‘‘The mahi is important for our young<br />

people, to remain connected, confident<br />

and contribute to our district.<br />

‘‘This extended focus is important for<br />

our wonderful employers and our<br />

partnership with MSD.’’<br />

The Waimakariri District Council only<br />

joined the programme at the beginning<br />

of last year, but has enjoyed some<br />

positive outcomes, Mayor Dan Gordon<br />

said.<br />

Elizabeth Trevathan said around 130<br />

referrals or contacts from job seekers<br />

have been received in the last 12 months.<br />

‘‘On average we have around 40 job<br />

seekers actively engaged at any one<br />

time.’’<br />

While the Waimakariri programme<br />

was funded for 14 placements, it placed<br />

<strong>29</strong> people, including 26 youth in the year<br />

to June 30.<br />

Afurther 20 young people have been<br />

placed into part­time, casual or fixed<br />

term employment contracts.<br />

New chairman determined to rebuild show<br />

Former minister of agricultureand<br />

speaker of the House Sir David Carter is<br />

determined to rebuild the scaled­back<br />

<strong>Canterbury</strong>A&P Show into afinancially<br />

strong position.<br />

The Banks Peninsula farmer was<br />

elected chairman of the <strong>Canterbury</strong> A&P<br />

Association (Capa) board at its annual<br />

meeting in Christchurch.<br />

He said the ‘‘iconic’’ show week running<br />

since 1862, was part of Christchurch and<br />

<strong>Canterbury</strong>and would not exist without a<br />

strong show.<br />

‘‘So it’s been stopped by world wars and<br />

Covid­19 and I’m not going to see it stop<br />

because of the precarious financial<br />

position.’’<br />

Sir David said the goal was to run agood<br />

show this year and build momentum for<br />

next year with along­term ambition to<br />

cement it back into place for ‘‘at least<br />

another 160 years’’.<br />

New board membershad arrived<br />

knowing the finance director announced<br />

at the annual meeting the show’s financial<br />

position was ‘‘precarious’’, he said.<br />

‘‘So we have gone in with our eyes wide<br />

open, but with the determination ...and<br />

the support of our urban and rural<br />

community this show can survive and in<br />

fact it can prosper.’’<br />

Other shows breaking even or making<br />

asmall profit in asingle day with a<br />

smaller attendance showed it was<br />

possible to do this with athree­day show<br />

attended potentially by 100,000visitors,<br />

he said.<br />

The new board planned to put atight<br />

rein on costs and was asking the public<br />

to buy early tickets and going to business<br />

people, sponsors and trade exhibitors<br />

about providing financial backing.<br />

To return to astrong financial<br />

position and be along­term success,<br />

volunteers and other show supporters<br />

needed wide support, he said.<br />

‘‘My phone has been red hot today<br />

with people saying this is wonderful and<br />

we want the show to survive. Well it<br />

won’t survive with lip service. It will<br />

only survive if everyone gets behind it.<br />

‘‘It’s an important connection between<br />

rural and urban and we have got to make<br />

sure we don’t destroy that linkage and<br />

that’s what I’m determined to do by<br />

making sure the show survives.’’<br />

Sir David said when he heard there<br />

was talk of not having ashow this year<br />

he was ‘‘absolutely dismayed’’.<br />

The last show had lost alot of money<br />

and there was no point dwelling on<br />

postmortems as there was aneed to<br />

move forward positively, he said.<br />

‘‘The show is afundamental part of<br />

Christchurch’s history —ithas been<br />

running in some form since 1862 and is<br />

the longest­running agricultural show in<br />

the South Island. While it is called the<br />

Christchurch show this year, we want to<br />

return to the New Zealand Agricultural<br />

show in 2025. The show is literally the<br />

country coming to town.’’<br />

Sir David has been amember of Capa<br />

for 50 years and has along history of<br />

serving the rural community politically<br />

and at governance level.<br />

He was about 17­years­old when he<br />

first attended the show. Amember of the<br />

association since at least 1972, he was an<br />

exhibitor as aSimmental breeder for<br />

about 10 years until committing to<br />

politics.<br />

He said backing already received<br />

from local businesses was positive.<br />

‘‘Our event partners Event Hire are<br />

underwriting parts of the Christchurch<br />

Show, and we can’t thank them enough.<br />

They have stepped up and said the show<br />

must go on.’’<br />

Christchurch mayor Phil Mauger said<br />

there were solid plans in place to ensure<br />

its longevity.<br />

‘‘This is part of our history, and it is<br />

important that it continues for our city.<br />

So, Ihope that everyone will get behind<br />

it and get to the show rain, hail or shine.<br />

As acommunity we need to support this<br />

iconic event.’’<br />

said they were shocked when they heard<br />

the show wasn’t going to run. He said<br />

while the show would be scaled back<br />

slightly all the things people loved about<br />

it would still take place. Livestock<br />

displays, stock judging, trade sites,<br />

competition events and entertainment<br />

would continue.<br />

To bring the crowds in, the entry price<br />

has been halved for for adults to $20 for<br />

adults and Event Hire is seeking a<br />

sponsor to subsidise the cost of children<br />

tickets.<br />

In another change the show will be<br />

shifted to Thursday, Friday and<br />

Saturday, rather than Wednesday to<br />

Friday. Mr Anderson said this would<br />

reduce previous queues and parking<br />

pressure on the traditional last day of<br />

Friday.<br />

Christchurch City Council managers<br />

have assured the board of its full<br />

support and appreciated the value of a<br />

healthy show continuing for the local<br />

community and economy.<br />

He said the lesson from previous years<br />

was the need for the show community<br />

working constructively with the board.<br />

‘‘There is ageneral committee which<br />

is large, but it’s made up of very<br />

dedicated show people and in the past<br />

that general committee has had a<br />

dysfunctional relationship with the<br />

board. The board Iput together is now<br />

50% independent members and 50%<br />

general committee members. That sort<br />

of trust in each other and co­operation<br />

between the general committee and the<br />

board is going to be absolutely essential<br />

to get the show working.’’<br />

Rising lamb prices are providinglittle<br />

relief for<strong>North</strong> <strong>Canterbury</strong> farmers,who<br />

have already sent stock awayasamild<br />

winter follows adry autumn.<br />

The region was declared in drought in<br />

March.<br />

Leading up to winter, farmers had<br />

jettisoned stock, including productive<br />

animals, by 20% to 30% becauseofthe<br />

ongoingdry conditions compounded by<br />

lower scanning.<br />

The result of the smallercarry­over is<br />

meat companies are reacting to fill their<br />

chains, with prices nosing towards the<br />

high $6 per kilogram mark last week.<br />

Front of mind for farmers as they ride<br />

the winter out with lambing at their<br />

doorstep is feeding remaining breeding<br />

stock, as replenishing rain is still in short<br />

supply.<br />

Atough year financially is on the back of<br />

rising costs and earlier low returns,<br />

although banks are responding with lower<br />

interest rates after the Reserve Bank cut<br />

the official cash rate.<br />

Point Station farmer Sara Black said<br />

rising prices were too late for many<br />

farmers.<br />

‘‘I know for us the trading stock we<br />

would sell coming into the springwehad<br />

to get rid of at the end of autumn. Even<br />

though there is ablip and somegreat<br />

prices around it does seem to be asupply<br />

issue born out of scarcity rather than a<br />

long term trend coming from the external<br />

markets.<br />

‘‘It’s probably not sustainable and<br />

somethingalot of farmers who are going<br />

through this situation won’t be able to<br />

benefit from.’’<br />

High prices showed there must be few<br />

stock around, she said.<br />

She said farmers in their area had come<br />

through amild winter so far, with some<br />

15°C days.<br />

‘‘It’s adouble edged sword, as winter<br />

can be such acold, dark and miserable<br />

time and I’m sure for many farmers it’s<br />

the least enjoyable time of the year.<br />

This year it’s been more bearablefrom<br />

aliving point of view, but the added<br />

stress of not topping up the moisture<br />

levels means the dry doesn’t really go<br />

away as aresult.’’<br />

For some farmers, June rain was the<br />

first ‘‘double­digit’’ rainfall<br />

experienced since mid­December.<br />

Mrs Black said they had 50mm in the<br />

first two weeks of June, which was the<br />

most substantial rain received this<br />

year.<br />

Other properties ranged from 10mm<br />

to 50mm in Cheviot.<br />

‘‘It was agood rain,but we are<br />

dealing with low moisture levels in the<br />

soiland lots of creeks and water ways<br />

just aren’t even running. Even our<br />

riversare at reasonably low levels at<br />

the moment.<br />

‘‘Everyone has been looking towards<br />

spring since autumn and hoping alittle<br />

bit of moisture will get us through the<br />

traditionally dry summers. But the<br />

systems have been few and far between<br />

and when they do come —30mm or<br />

50mm —itgets slurped up very quickly.<br />

So moreisneeded.’’<br />

Another 27mm of rain and 25mm of<br />

snow last week at Marble Point leaves<br />

them with abit moremoisture when the<br />

heat arrives.<br />

Farmersmade early decisions by<br />

bringing in costly feed or finding<br />

grazing and offloading dry ewes when<br />

scanning results wereback or exiting<br />

breeding ewes with triplets to reduce<br />

stocking rates.<br />

They knew once they were in winter<br />

and set stocking into lambing options<br />

would be limited as they held on until<br />

feed arrived in spring.<br />

‘‘Everyone pulled as many levers as<br />

they could in the autumn. Going<br />

through adry summer isn’t unusual in<br />

this part of the country, but staying dry<br />

into autumn is.’’<br />

Mrs Black said awinter without long<br />

cold periods had helped stretch<br />

supplementary feeding, as budgets<br />

were tight.<br />

Many farmers in lower areas had<br />

started lambing.<br />

For farmers on steeper hill country,<br />

suchasMrs Black and her husband,<br />

Matt, who farm Marble Point’s 2388ha<br />

between Hanmer and Culverden, this<br />

won’t start until mid­September.<br />

They are in an equity farming<br />

partnership running 4100 Corriedale<br />

ewes and 430 Angus beef cattle.<br />

Mrs Blacksaid putting their 1100 twotooths<br />

on an irrigated blockfor the first<br />

time and another 1200 ewe hoggets<br />

going out to grazing had proven to be<br />

the right move.<br />

‘‘It was agood decision and we<br />

wouldn’t have been able to keep them<br />

home anyway.Itwas probably the only<br />

decision we could have made. Idon’t<br />

know of any other alternative.’’<br />

Farmers would continue to farm<br />

conservatively until the weather<br />

turned, she said.<br />

‘‘We’ve held on and hopefully feed<br />

comes away and the little bit of rain we<br />

had is enough to start it off, but we<br />

wouldn’t mind afollow up. All farmers<br />

are trying to do the best with what<br />

they’vegot.<br />

there was no carbon price, one fifth of<br />

to be converted to pine forest to meet<br />

‘‘This must be of huge concern to the<br />

Farmers has consistently called for<br />

them to be scrapped, with anew focus<br />

put on replacing the broken RMA<br />

‘‘If the Government want farmers to<br />

increase the value of our exports and<br />

adapt to changing conditions, we need to<br />

be able to change our land use as<br />

opportunities pop up.<br />

New CEO at HortNZ<br />

Kate Scott has been appointed chief<br />

executive officer of HorticultureNew<br />

Zealand (HortNZ).<br />

Ms Scott has been working in<br />

agribusiness for 20 years and has<br />

significant experience in resource<br />

management, environmental policy and<br />

planning and stakeholder engagement.<br />

She is executive director of<br />

environmental consultancy Landpro,<br />

chairs the New Zealand Rural Leadership<br />

Trust and is deputy chair of Thriving<br />

Southland. Kate was aNuffield scholar in<br />

2018 and was arecipient of the Rabobank<br />

Australasian Emerging Leader award last<br />

year.<br />

Her qualifications include aBachelor of<br />

Arts (Geography &Political Science)<br />

degree from Victoria University. She<br />

completed the Leading Professional<br />

Service Firms programme at Harvard<br />

Business School and the Institute of<br />

DirectorsGovernance Development<br />

Programme.<br />

Barry O’Neil, chair of HortNZ, says Ms<br />

Scott is astrong and effective leader, a<br />

collaborative relationship builder and a<br />

practical problem solver.<br />

marathons is returning at Labour<br />

Weekend.<br />

The Kaikōura Mountains to Sea<br />

Marathon attracts people from <strong>North</strong><br />

<strong>Canterbury</strong>, Christchurch, Nelson,<br />

Marlborough and beyondwho come to<br />

enjoy the beautiful scenery, organiser<br />

Carys Laugesen says.<br />

‘‘We had an entrant from the United<br />

States one year, who justhappened to be<br />

on holiday, and we get afew from<br />

Australia and the <strong>North</strong> Island.<br />

‘‘It has that grassroots charmtoit, but<br />

we’vegot our feet on the ground now and<br />

we’re ready to start making it areally big<br />

event and another reason to get<br />

Kaikoura on the map.<br />

‘‘It you’ve not been to Kaikoura<br />

before, it is agreat way to see the land<br />

The event is afundraiser for Kaikōura<br />

High School and the Kaikōura Lions<br />

Club, with funds from last year’s event<br />

going to support outdoor education.<br />

Once again there are four distances on<br />

offer, including 5km, 10km, half<br />

marathon (21km) and full marathon<br />

(42km), and there is ateams event,<br />

where teams of four complete the<br />

marathon distance as arelay.<br />

The call has gone out to schools in<br />

<strong>North</strong><strong>Canterbury</strong> and Marlborough to<br />

waterfront at South Bay, with the 5km<br />

event starting at the Point Kean seal<br />

colony.<br />

Courses take in acircuit of the<br />

Kaikoura Peninsula, with the half<br />

marathon heading over to the Kowhai<br />

River and the marathon climbing to the<br />

Mt Fyffe car park.<br />

All events finish back at the South Bay<br />

Racecourse.<br />

Participants can walk the 5km, 10km<br />

and half marathon courses, as long as<br />

they specify their intention when<br />

signing up, and there is acut off time to<br />

complete the event.<br />

The Kaikōura Mountains to Sea<br />

Marathon will be held on Saturday,<br />

October 26.<br />

Nth Canty builds toward Southbridge Shield<br />

The <strong>North</strong> <strong>Canterbury</strong> rugby sides<br />

build up fixture before facing<br />

Ellesmere might not have gone the way<br />

it hoped following a31­49 loss at the<br />

hands of the <strong>Canterbury</strong> Pasifica side<br />

last Saturday.<br />

But lessons learned will assist this<br />

week’s training sessions.<br />

Played at Belfast’s Sheldon Park, the<br />

game was unconventional.<br />

Thirteen tries were scored, many of<br />

them involving inventive play, and<br />

others weak defence from the<br />

respective opposition line ups.<br />

Added to this was the unpredictable<br />

nature of astrong north west wind.<br />

<strong>North</strong> <strong>Canterbury</strong> started the better,<br />

scoring an excellent solo try from full<br />

back Anthony Tavendale.<br />

It attacked again and looked to have<br />

scored, but then from an attacking line<br />

out five metres out, the ball was lost<br />

and the home team had aturn on<br />

attack.<br />

It took full advantage of aseries<br />

penalties in their favour and scored the<br />

first of their eight tries.<br />

Another try followed five minutes<br />

later before Tavendale was on hand<br />

again to slice through the defence to<br />

score his second try.<br />

Pasifica scored two more tries in the<br />

half and with the oranges nearing they<br />

enjoyed a22­12lead.<br />

Into injury time <strong>North</strong> <strong>Canterbury</strong><br />

clawed aslice of the deficit back when<br />

left wing speedster Takaya Saito<br />

scored atry with Scott Allin converting.<br />

The pattern of the second half began<br />

in asimilar fashion to the first, but this<br />

time it was Pasifica that scored first.<br />

<strong>North</strong> <strong>Canterbury</strong> responded almost<br />

immediately from the kick off and the<br />

forwards charged at the line to score.<br />

With the scoreline at 24­27, the game<br />

was still up for grabs from either side.<br />

Pasifca scored next and <strong>North</strong><br />

<strong>Canterbury</strong> looked to follow suit five<br />

minutes later.<br />

The try was denied and the<br />

momentum again swung in Pasifica’s<br />

favour. It scored the next try and the<br />

advantage was then 17 points.<br />

Two minutes from time, replacement<br />

half back Jayden Stokes scored from a<br />

blindside move with Allin converting<br />

from the sideline, and into the wind.<br />

Pasifica had the last say when the<br />

pack powered over the line to score.<br />

Tavendale’s attacking skills in the<br />

<strong>North</strong> <strong>Canterbury</strong> backline was a<br />

feature of their play, and loosie Dan<br />

Brooker led the charge for the 80<br />

minutes.<br />

Golf Club the certainty it needs to hold<br />

its annual Kaiapoi New World Golf<br />

Open.<br />

Kaiapoi New World'sowner/operators<br />

Gareth and Laura Caldwell have been<br />

reintroduction three years ago.<br />

Southbrook Rubbish PitClosedon<br />

30 and31<strong>August</strong><br />

The general rubbish pit at Southbrook Resource<br />

Recovery Park will be closed to the public for<br />

scheduled maintenance on Friday 30 and<br />

Saturday 31 <strong>August</strong>.<br />

Contractors will beonsite torenew asection of<br />

the floor that has reached the end ofits life.<br />

To ensure safety of the public and to keep<br />

disruption to aminimum, weneed to close the<br />

general rubbish pit toreplace asection of the pit.<br />

This includes constructing reinforcing and steel<br />

floor runners, and pouring anew layer of concrete.<br />

The concrete needs time to cure before the<br />

general rubbish pit can be opened up again, and<br />

we will be using high-strength fast-curing concrete<br />

to limit the closure to two days.<br />

During these two days the green waste area,<br />

recycling centre and Resale Shop will remain open,<br />

and wewill still accept Council-branded rubbish<br />

bags at the recycling area. The site will be fully<br />

operational onSunday 1September.<br />

Styx Mill, whichisopenfrom7am–4.30pmdaily.<br />

Station was built over 25years ago.<br />

“More than 416,000 tonnes ofrubbish has been<br />

dropped into the pit and pushed into the compactor<br />

since the site opened in mid-1998, and this section<br />

of the pit floor has reached the end ofits life.<br />

“This renewal will ensure that we can keep providing<br />

the expected level of service toour customers until<br />

we can complete our planned site upgrades.”<br />
