Letter from the Mayor<br />

Welcome to <strong>Sylacauga</strong>, Ala., also known as the Marble City! As Mayor of the City of <strong>Sylacauga</strong>, I would like to introduce you to the many<br />
features of our city which make it a great place to work and live. <strong>Sylacauga</strong> truly thrives by its focus to continually improve, provide<br />
excellent service, and enrich each and every member of our community. The amazing people of this community make me proud to serve<br />
<strong>Sylacauga</strong> and call it my home.<br />
The City of <strong>Sylacauga</strong> is a municipal government formed of five council districts and one mayor. <strong>Sylacauga</strong> is a mayoral form of government<br />
where the five council members work together to perform the legislative duties and the mayor performs the executive duties. There are<br />
nine departments responsible to carry out the municipal government functions: Administration and Finance Department, Animal Shelter,<br />
Building Services Department, E&L Department, Fire Department, Municipal Court, Police Department, Shop, and Street Department. The<br />
City of <strong>Sylacauga</strong> strives to make your experience a favorable one whether you are a citizen, business owner, or honored guest when assisting<br />
you in accomplishing whatever you set out to do in <strong>Sylacauga</strong>.<br />
<strong>Sylacauga</strong> has been fortunate to receive grant awards in the recent years that are significantly aiding much needed updates to the city’s<br />
infrastructure. In the most recent years, we have been able to complete paving projects, work on drainage replacements and improvements,<br />
and replace bridges through strategic planning and funding assistance from the State of Alabama as well as federal funding. With<br />
recent tax changes, the City of <strong>Sylacauga</strong> intends to continue making these vital improvements to our infrastructure as the city’s needs<br />
grow and change.<br />
In this area, community enrichment is a driving focus. We have multiple “Quality of Life” partners and organizations whose sole responsibility<br />
is to educate, encourage, and enrich <strong>Sylacauga</strong>’s citizens. <strong>Sylacauga</strong> City Schools are innovative and progressive in obtaining high<br />
standards of education for its students. Coosa Valley Medical Center is an award-winning medical facility located right here in <strong>Sylacauga</strong>.<br />
<strong>Sylacauga</strong> Alliance for Family Enhancement, also known as SAFE, is foundational in providing services to area residents that offer opportunities<br />
and provide education and enrichment to a broad segment of our population. The <strong>Sylacauga</strong> Arts Council, along with the Alabama<br />
Arts Council, are avid supporters of perpetuating local art endeavors such as the annual <strong>Sylacauga</strong> Marble Festival. Each one of these organizations<br />
make a life-long impact on <strong>Sylacauga</strong> each and every day.<br />
If sports and outdoors are your interest, then be sure to make use of the golfing, fishing, hunting, hiking, and cycling areas <strong>Sylacauga</strong> has to<br />
offer. <strong>Sylacauga</strong> Parks and Recreation offer numerous activities changing with each season including youth sports, a new disc golf course,<br />
and many beautiful parks. Our treasured Lake Howard and Sylaward Trail are just a few of the parks offering views of the awe-inspiring<br />
landscape of <strong>Sylacauga</strong>. Imerys - Gantt’s Quarry Observation Point is another breath-taking view of an area that makes <strong>Sylacauga</strong> unique<br />
by overlooking the active marble quarry. We welcome all adventure enthusiasts to come experience what <strong>Sylacauga</strong> has to offer.<br />
Industry, retail, and commerce are being revitalized and moving forward at a strengthening pace for <strong>Sylacauga</strong>. This is in no small part due<br />
to the wonderful resource we have with the <strong>Sylacauga</strong> Chamber of Commerce. This platform assists businesses large and small to grow<br />
through member networking and promotion. Membership with the <strong>Sylacauga</strong> Chamber of Commerce has proven invaluable to the over<br />
400 businesses and industries in the <strong>Sylacauga</strong> area.<br />

SYLACAUGA CITY COUNCIL<br />
The City Council meets at the Municipal Complex on the first and third Tuesdays<br />
of each month (unless the Tuesday follows a holiday, in which case the meeting<br />
is moved to the following Thursday, or unless otherwise rescheduled). Work<br />
sessions normally begin at 5:00 p.m., followed by council business meetings,<br />

ASHTON FOWLER - DISTRICT 1<br />
Ashton Fowler is a <strong>Sylacauga</strong> native and<br />
a 2009 graduate of <strong>Sylacauga</strong> High School.<br />
He earned a BA in Business Management<br />
from Auburn University. First elected to<br />
the council in 2016 and reelected in 2020,<br />
Fowler is liaison to the Board of Education,<br />
Commercial Development Authority, and<br />
Parks and Recreation and serves on the<br />
Lake Howard Authority.<br />
TIFFANY NIX - DISTRICT 2<br />
Tiffany Nix grew up in <strong>Sylacauga</strong> and<br />
educated in <strong>Sylacauga</strong> City Schools until the<br />
10th grade and graduated from Childersburg<br />
High School in 2000. First elected to the<br />
council in 2016 and reelected in 2020, she<br />
is Council President to the Beautification<br />
Council, Historical Commission, Library<br />
Board, Tree Commission and Utilities Board<br />
and serves on the Lake Howard Authority.<br />
NATE BREWER - DISTRICT 3<br />
Nathaniel "Nate" Brewer was born and<br />
raised in <strong>Sylacauga</strong>, educated in <strong>Sylacauga</strong><br />
City Schools, and is a graduate of <strong>Sylacauga</strong><br />
High School. He has served as an athletics<br />
volunteer with <strong>Sylacauga</strong>'s schools, a community<br />
volunteer with <strong>Sylacauga</strong> Parks<br />
and Recreation, and a volunteer at the<br />
First United Methodist Church. A member<br />
of the <strong>Sylacauga</strong> Kiwanis Club and Estelle<br />
Community Church, Brewer is employed<br />
by <strong>Sylacauga</strong> City Schools and Curtis & Son<br />
Funeral Home.<br />
Brewer was elected Council President<br />
Pro Tempore in <strong>2024</strong>. He is liaison to the<br />
Board of Adjustment & Appeals, Housing<br />
Authority, Nuisance Abatement Board,<br />
Shop Department, and Street Department<br />
and serves on the Lake Howard Authority.<br />
LEE PERRYMAN - DISTRICT 4<br />
Lee Perryman’s roots in the <strong>Sylacauga</strong><br />
area date back to 1838, when his paternal<br />
ancestors settled in nearby Fayetteville. He<br />
graduated from <strong>Sylacauga</strong> High School in<br />
1975 and earned a BA from the University of<br />
Alabama in 1979.<br />
Perryman began his broadcasting career<br />
as a teenager in local radio. In 1980, he<br />
joined The Associated Press as Broadcast<br />
Executive based in Tampa, relocating<br />
to Philadelphia in 1983. In 1985, he was<br />
named Deputy Director, Administration,<br />
for AP's Broadcast division in Washington.<br />
From 1987 until his retirement in 2015,<br />
he led international teams focused on<br />
development, marketing, and support of<br />
global news technology products. In early<br />
2012, Perryman purchased and rebuilt<br />
the <strong>Sylacauga</strong> radio station where he got<br />
his start and has since added more under<br />
the master RadioAlabama brand. In 2014,<br />
he was named Alabama’s Broadcaster of<br />
the Year and inducted into the Alabama<br />
Broadcasters Association’s Hall of Fame.<br />
Perryman serves on the Board of Visitors<br />
to the College of Communications and<br />
Information Sciences at the University<br />
of Alabama, the board of directors of the<br />
Alabama Broadcasters Association, and<br />
the board of directors of the <strong>Sylacauga</strong> City<br />
Schools Foundation.<br />
First elected to the City Council in 2016<br />
and reelected in 2020, Perryman is liaison<br />
to the Airport Authority, Health Care<br />
Authority, Industrial Development Board,<br />
Museum & Arts Center, and Planning<br />
& Code Enforcement. He also serves on<br />
the Planning Commission and the Lake<br />
Howard Authority.<br />
LAURA BARLOW HEATH - DISTRICT 5<br />
Elected to the City Council in 2020,<br />
Heath is liaison to the Chamber of<br />
Commerce, <strong>Sylacauga</strong> Alliance for<br />
Family Enhancement, Animal Shelter,<br />
Municipal Court, Fire Department, and<br />
Police Department. She serves on the<br />
Lake Howard Authority and was Council<br />
President in 2023-<strong>2024</strong>.<br />

DEVELOPMENT: THE RISE OF MODERN<br />
MANUFACTURING PROGRAMS<br />
The establishment of the first Modern<br />
Manufacturing Center of Excellence program<br />
in Workforce Region 2 marked a significant<br />
milestone in addressing the escalating<br />
demand for skilled workers within<br />
the manufacturing industry. Launched<br />
in fall 2022, this initiative aimed to arm<br />
high school students with the requisite<br />
knowledge, skills, and practical experience<br />
needed to embark on rewarding careers in<br />
manufacturing.<br />
Initially catering to eight students from<br />
five high schools, the program swiftly garnered<br />
momentum and expanded across<br />
the region, owing to the urgent need for<br />
proficient manufacturing professionals.<br />
Conducted by retired Honda engineers at<br />
the AIDT training center in Lincoln, Ala.,<br />
the curriculum was meticulously crafted<br />
to adhere to industry standards, ensuring<br />
that students received comprehensive<br />
training aligned with local manufacturers'<br />
requirements.<br />
The program's success manifested in<br />
the outcomes achieved during its inaugural<br />
year. Seven students secured direct<br />
employment with Honda of Alabama upon<br />
completing the program, underscoring the<br />
efficacy of the curriculum in preparing students<br />
for immediate integration into the<br />
workforce. This favorable outcome not only<br />
validated the program's relevance but also<br />
underscored the potential for similar initiatives<br />
to bridge the gap between education<br />
and industry demands.<br />
As the program burgeoned, currently<br />
enrolling 108 students from Talladega<br />
County Schools, with 14 seniors undergoing<br />
the hiring process with Honda and other<br />
manufacturers, the need for expanded<br />
curriculum and resources became increasingly<br />
apparent. “Relocating to the Lincoln<br />
High campus facilitated greater capacity to<br />
accommodate the rising demand for manufacturing<br />
education, ensuring broader<br />
access to high-quality training and employment<br />
prospects in this critical sector,”<br />
said Kim Knight, NBCT, Career Technical<br />
Advisor at Talladega County Schools.<br />

Here's a breakdown of the future plans for the EARTH campus:<br />
1. Economic Development Focus: EARTH aims to foster economic<br />

It is set to create over 500 jobs during construction and an added value<br />
to the state of $8.6 million annually while producing approximately $68<br />

community garden, and an amphitheater. The reenvisioned<br />
site will house the Rural Innovation Center<br />
-- the new location for <strong>Sylacauga</strong> Alliance for Family<br />
Enhancement (SAFE). Creating the ecosystem of the<br />
site, SAFE functions as the central component to keeping<br />
the pieces of the campus in play.<br />

Hailing from <strong>Sylacauga</strong>, Dr. Emily<br />
Allen McInnis's journey to becoming<br />
an OB-GYN is as fascinating as<br />
it is inspiring. Despite initially considering<br />
a career in plastic surgery during her<br />
time at Auburn University, her perspective<br />
shifted dramatically during her OB-GYN<br />
clerkship when she assisted in delivering<br />
her first baby. From that moment, she was<br />
captivated by the field's dynamism and<br />
its unique opportunity to support women<br />
across all stages of life. “I realized right<br />
then that this is what I want to do forever.”<br />
Dr. McInnis said, “It is exciting and fun, and<br />
this is the only field of medicine where you<br />
are taking care of people from adolescence<br />
through menopause. You have a relationship<br />
with your patients like no other field.”<br />
For Dr. McInnis, the cornerstone of her<br />
practice lies in fostering meaningful connections<br />
with her patients. Whether celebrating<br />

Preserving History at<br />
B.B. COMER MEMORIAL LIBRARY<br />

The B.B. Comer Memorial Library has<br />
long been dedicated to the mission of<br />
collecting and safeguarding local history,<br />
but the urgency to assist families in preserving<br />
their personal legacies became especially<br />
poignant for library director Tracey<br />
Thomas. As she witnessed her own grandfather,<br />
a WWII Veteran, grappling with fading<br />
memories and the struggle to recall names<br />
in old photographs, Thomas recognized the<br />
fleeting opportunity to capture cherished<br />
family stories before they were lost forever.<br />
"We realized that he was the last generation<br />
that could fill in the blanks about our<br />
family history and there was this sudden<br />
urgency to glean as much from him as we<br />
could," remarked Thomas.<br />
However, Thomas also understood that<br />
the process of digitizing and preserving<br />
old media often came with financial barriers.<br />
Determined to ensure that all families,<br />
regardless of their economic circumstances,<br />
had the means to safeguard their<br />
treasured memories, Thomas spearheaded<br />

efforts to secure grant funding. With support from the Institute of<br />
Museum and Library Services, administered by the Alabama Public<br />
Library Service, and a generous donation from the Campbell Family<br />
through the Comer Library Foundation Fellowship, the library was<br />
able to acquire equipment and establish the Laura and Bill Campbell<br />
Memory Lab.<br />
The Laura and Bill Campbell Memory Lab, housed within the<br />
library and available to patrons by reservation, offers free access to<br />
state-of-the-art digitization equipment. Library staff provide training<br />
on the use of the equipment and help as needed, ensuring that<br />
patrons can preserve their family memories with ease.<br />
Buoyed by the success of the Memory Lab, the library launched<br />
the "Memory Swap" program, encouraging community members<br />

to help identify individuals in the library's<br />
vast photo archive. These identified faces<br />
are then digitized and added to a searchable<br />
database, ensuring that the contributions<br />
of local residents are preserved for<br />
future generations.<br />
In addition to these initiatives, the library<br />
is engaged in other preservation projects,<br />
including the scanning of old newspapers<br />
and the digitization of a collection of<br />
Avondale Mills memorabilia donated by<br />
the late Tommy Bivin. Bivin's donation,<br />
made with the intention of preserving the<br />
legacy of Avondale Mills, exemplifies the<br />
importance of recognizing and safeguarding<br />
our community's history for posterity.<br />
"Mr. Bivin was someone who recognized<br />
the value of preserving history, and<br />
we are so grateful that he made his wishes<br />
known," said Thomas. "Now, his collection<br />
will be preserved for future generations to<br />
understand the tremendous impact that<br />
Avondale Mills had on our community. We<br />
could all take a lesson from Mr. Tommy."<br />

The Pinhoti Trail is well over 300 miles<br />
in length and spans two states, Alabama<br />
and Georgia. The southern terminus is on<br />
Flagg Mountain, known as the southernmost<br />
Appalachian peak at over 1,000 feet.<br />
The trail’s lowest point above sea level is<br />
close to Weogufka Creek at 545 feet. The<br />
trail's northern terminus is where it joins<br />
the start of the Benton MacKaye Trail. The<br />
trail’s highest point is Buddy Cove Gap, with<br />
an elevation of 3,164 feet near the Cohutta<br />
Wilderness. The Pinhoti Trail is a part of<br />
the Eastern Continental Trail and the Great<br />
Eastern Trail, both very long-distance US<br />
hiking trails connecting multiple states.<br />
The Pinhoti Outdoor Center serves as a<br />
hostel and offers a much-needed shuttle<br />
service for hikers. The Alabama portion of<br />
the trail takes several days to complete. “On<br />
any given day, we can have half a dozen hikers<br />
come through in need of rest, a shower,<br />
or a place to park their car as they set out on<br />
the trail,” said Kimm. “We are here to be a<br />
resource and safe space for hikers.”<br />
Hikers know the beauty and solitude<br />
of the Pinhoti Trail. Yet, the trail offers a<br />
unique value to the state as a whole, trail<br />

section hikers or hikers ready to tackle the<br />
entire trail bring adventure tourism to the<br />
community.<br />
Kimm and Nathan knew that hikers<br />
needed to feel safe, have access to resources<br />
like food, water, places to sleep, network of<br />
trail angels and a positive experience. “The<br />
hiking community is large yet tight knit.<br />
They share information globally. We want<br />
hikers of all stages to know the Pinhoti Trail<br />
and feel comfortable exploring it,” stated<br />
Kimm. “We wanted to build a community<br />
of hikers and locals (businesses, volunteers,<br />
leaders) to create positive experiences people<br />
would share.”<br />
In addition to the center, Kimm and<br />
Nathan operate the Pinhoti Experience<br />
Foundation. The purpose of the foundation<br />
is to teach outdoor education through inperson<br />
and electronic classrooms, school<br />
partnerships, and events that focus on hiker<br />
safety and preparedness, trail maintenance<br />
and sustainability. The Foundation serves<br />
as an advocate for tourism in the communities<br />
surrounding the Pinhoti Trail.<br />
Pinhoti Experience Foundation cofounder<br />
Nathan Wright’s dream was to find<br />
ways to serve the Pinhoti through interactions<br />
with hikers and various state organizations<br />
regarding the Pinhoti Trail. Nathan<br />
serves as President of the Alabama Hiking<br />
Trail Society and serves on the Advisory<br />
Board of the Alabama Trails Commission.<br />
Nathan completed the Appalachian and the<br />
Pinhoti Trails with future plans to hike the<br />
Benton MacKaye Trail, the Vermont Long<br />
Trail, and the Florida Trail.<br />
Each year the foundation hosts Pinhoti<br />
Fest, an annual event to kick-off the official<br />
hiking season. Members of the hiking<br />
community, outdoor enthusiasts and<br />
community members fill Noble Park in<br />
downtown <strong>Sylacauga</strong> for a multi-day festival<br />
complete with camping, speakers, live<br />
music, representatives from Pinhoti Trail<br />
towns, gear vendors and more.<br />
“Hikers, really anyone who enjoys the<br />
outdoors, come to learn, see the latest in<br />
gear and spend time with the community,”<br />
said Kimm. This year’s third annual<br />
Pinhoti Fest is scheduled for September<br />
27-29, <strong>2024</strong>.<br />

THE GREATER SYLACAUGA AREA<br />
WOMAN OF THE YEAR<br />
Each year, the <strong>Sylacauga</strong> Chamber of Commerce proudly honors outstanding women in the community<br />
through The Greater <strong>Sylacauga</strong> Area Woman of the Year award. This cherished tradition not only<br />
celebrates individual achievements but also underscores the remarkable strength and spirit of the<br />
potential honorees who contribute tirelessly to the betterment of <strong>Sylacauga</strong> and its surrounding areas.<br />
Inaugurated in 2021, the award has since recognized<br />
exemplary women who embody qualities of genuineness,<br />
selflessness, generosity, and encouragement,<br />
among others. The recipients, hailed as beacons of<br />
inspiration, are selected based on their significant<br />
contributions and unwavering commitment to making<br />
a positive impact.<br />
The legacy began with Sondra Epperson in 2021, followed<br />
by Priscilla Cleveland in 2022, and continued to<br />
shine brightly in 2023 with Dr. Tara Douglas receiving<br />
the prestigious honor.<br />
Dr. Douglas epitomizes the essence of community<br />
leadership. Returning to her hometown of <strong>Sylacauga</strong><br />
from Washington state, Dr. Douglas, alongside her<br />
husband, established a chiropractic practice, Broadway<br />
Spinal Care. Even before her return, she displayed a<br />
deep-rooted dedication to her community, actively<br />
engaging in various initiatives and organizations.<br />
Her involvement extends far beyond her professional<br />
endeavors. Dr. Douglas has taken up leadership<br />
roles in numerous community-focused organizations,<br />
including the <strong>Sylacauga</strong> Beautification<br />
Council, the <strong>Sylacauga</strong> Arts Council, the Historical<br />
Commission, and the Animal Rescue Foundation. Her<br />
altruistic nature is evident as she dedicates her time<br />
to caring for shelter animals, participating in community<br />
clean-up efforts, and spearheading events such<br />
as the Fall Pilgrimage and the Marble Festival.<br />
Dr. Douglas's multifaceted contributions and<br />
unwavering commitment serve as an inspiration<br />
to all. Her tireless efforts to uplift and enhance the<br />
