Meadow Creek Spawning Channel<br />

It’s that time of year again! <strong>September</strong> brings you the chance to<br />

watch thousands of spawning salmon head up the waterways to<br />

release their eggs into the water.<br />

Meadow Creek spawning channels are very active and produce<br />

between 10<strong>–</strong>15 million fry annually with mean egg-to-fry<br />

survival rate of 45%. Here’s an overview of the stages:<br />

Spawners: At about four years, kokanee salmon mature and<br />

undergo dramatic changes in preparation for spawning. The<br />

male turns bright red and develops a slightly humped back and<br />

elongated jaw. Females turn a darker shade of red.<br />

Eggs: When spawners arrive at Meadow Creek, females use<br />

their tails to dig nests in the gravel. They then release as many<br />

as 1000 eggs for the males to fertilize. The female again uses her<br />

tail to cover the eggs with gravel. Once all the eggs are laid, the<br />

adults die.<br />

Alevins: Kokanee eggs remain in the gravel of the spawning<br />

stream, hatching out in January or February as “alevins” nourished<br />

by egg sacs attached to their bodies, but still remaining in<br />

the gravel.<br />

Fry: In a few months alevins develop into kokanee “fry” which<br />

emerge from the gravel and ride the currents downstream.<br />

Adults: Kokanee adults then complete the remainder of their<br />

life cycle in the fresh waters of the Kootenay Lake ecosystem to<br />

begin the cycle again.<br />

Join in to view the spawning kokanee, talk to biologists, learn<br />

about the Nutrient Restoration Program in Kootenay Lake,<br />

and about co-existing with grizzly bears. The free open house<br />

event, just west of Meadow Creek, is on Saturday, <strong>September</strong> 7,<br />

between 10am and 2pm PT, and is hosted by the Fish & Wildlife<br />

Compensation Program and the Province of B.C.<br />

During spawning season, Meadow Creek spawning channel<br />

is open daily for viewing between 10am and 2pm. If there is<br />

high bear activity, it could be closed at any time. For more information<br />

Nav-CARE Volunteers assist individuals with declining<br />

health by creating connections and providing consistent support<br />

throughout their journey. Our volunteers provide both<br />

emotional and practical support including:<br />

• connection to helpful resources<br />

• encouragement to stay connected to their communities<br />

• support to get clients thinking about their goals<br />

• support to learn to advocate for themselves<br />

• attendance to medical appointments (if the client asks) as<br />

a second set of ‘ears’<br />

• help with navigating the tough weeks between treatments<br />

• support to clients’ families through transitions<br />

• their time to spend with people and to listen <strong>–</strong> a luxury<br />

most health care staff don’t have<br />

Nav-Care training consists of six preliminary online modules<br />

and a facilitated in-person workshop to be held on Friday<br />

evening, Sept 20 (5 - 830pm) and Saturday <strong>September</strong> 21st (9<br />

am - 5 pm). Topics learned at the training include active listening<br />

skills, community resources review, navigating the healthcare<br />

system, Advance Care Planning, and an introduction to<br />

the new Nav-CARE Oncology program.<br />

and their own ideas on how to positively turn the needle of<br />

food security and energy efficiency in the Kootenays.<br />

June 15th’s Food Forum’s key findings called for a collaboration<br />

between small producers as crucial for effective regional<br />

distribution, seasonal extension through high tunnels and<br />

greenhouses to increase local food production, innovative<br />

approaches to utilizing waste streams and preserving food,<br />

and the need to support young farmers by providing access to<br />

land and education as vital for the future of local agriculture.<br />

In July 20th’s Energy Expo, speakers emphasized the importance<br />

of community involvement, education, and political support<br />

in transitioning to renewable energy. They highlighted the<br />

benefits of decentralized power generation, energy efficiency,<br />

and a mix of renewable energy sources, including solar and<br />

micro-hydro, to create resilient and sustainable communities.<br />

Aug 24th’s Housing Highlight brought together panelists<br />

from all corners of the housing spectrum. Innovative local<br />

companies like Big Calm Tiny Homesteads, Twente Additive<br />

Manufacturing, Spearhead, Cover<br />

Architecture, Canadian Tiny Homes,<br />

<strong>Nelson</strong> Tiny Homes, North Mountain<br />

Construction, and Geoship Domes<br />

discussed best practices and new ideas<br />

focused to solve this existential crisis.<br />

to BC’s aquatic<br />

ecosystems and<br />

substantial economic<br />

impacts<br />

to sectors such<br />

as hydropower, agricultural irrigation, municipal water<br />

supplies, tourism and recreational boating.” So says<br />

Martina Beck, Unit Head of Freshwater Applied Science<br />

and Programs with the BC Ministry of Water, Land and<br />

Resource Stewardship.<br />

That’s why, driving in and out of the Basin, you may have<br />

noticed watercraft-inspection stations on the side of the<br />

highway. Their goal is simple: to keep these hugely harmful<br />

invasive zebra and quagga mussels out of our waterways.<br />

And, so far, the Invasive Mussel Defence Program<br />

has managed to do just that.<br />

The good news is that there is currently no evidence of<br />

either species in BC waterways (whereas they’re now in 33<br />

American states and in four Canadian provinces: Manitoba,<br />

Ontario, New Brunswick and Quebec).<br />

“Unfortunately, though, we can’t let our guard<br />

down, as many waterways in this region offer suitable<br />

conditions for these mussels to survive,” says Beck.<br />

And the impacts are shocking. These creatures could<br />

clog water intakes, reduce the availability of nutrients<br />

essential for aquatic life, and cause beaches and<br />

docks to become encrusted with shells. Financially,<br />

the estimated annual cost of mitigation is upwards of<br />

$129 million provincially, including a minimum of<br />

$17 million targeting hydro infrastructure.<br />

To help keep them out, the Invasive Mussel Defence<br />

Program —delivered by the provincial government<br />

for more than a decade and supported by the Trust,<br />

Columbia Power, BC Hydro, FortisBC and others—<br />

has been diligently inspecting watercraft (as well as<br />

any sporting and recreational equipment that comes<br />

into contact with water) at inspection stations across<br />

the province—including the Basin. It has also been<br />

doing monitoring at lakes and educating boaters on<br />

the vital importance of practicing “clean, drain, dry”<br />

on watercraft and equipment after every use.<br />

In 2023, the program completed 20,900 inspections,<br />

discovering 14 mussel-fouled watercrafts.<br />

the launch of<br />

its Residential<br />

FireSmart<br />

Rebate Program,<br />

providing<br />

an<br />

incredible<br />

opportunity for residents to enhance the<br />

wildfire resiliency of their homes and communities.<br />

This initiative is the latest addition<br />

to the RDKB’s ongoing efforts to promote<br />

FireSmart practices, reinforcing the district’s<br />

commitment to wildfire mitigation.<br />

Homeowners who have taken advantage<br />

of a FREE FireSmart Home Assessment by<br />

an RDKB Wildfire Mitigation Specialist—<br />

and those planning to do so in the future—<br />

are now eligible to apply for rebates ranging<br />

from $500 to $5,000. This rebate is designed<br />

as a 50% cost-share, meaning that for every<br />

dollar spent on eligible FireSmart activities,<br />

homeowners can receive 50 cents back, up to<br />

the program’s maximum.<br />

Key Details of the FireSmart Rebate<br />

Program:<br />

Rebate Amounts: Homeowners can apply<br />

for rebates between $500 and $5,000, with<br />

the rebate amount calculated as 50% of the<br />

total cost of eligible mitigation work. For<br />

instance, $1,000 of completed work qualifies<br />

for a $500 rebate, while $10,000 or more in<br />

work is needed for the full $5,000 rebate.<br />

Eligible Work: To qualify for the rebate,<br />

residents must complete the mitigation<br />

actions specified in the FireSmart assessment<br />

report provided by an RDKB Wildfire<br />

Mitigation Specialist. Only work done<br />

within 30 meters of the home is eligible.<br />

Application Process: Residents must document<br />

their work using the Rebate Application<br />

Form, tracking both personal labour<br />

(valued at $32.00/hour) and any hired contractors<br />

or materials. Completed applications,<br />

including photos and receipts, should<br />

be submitted to firesmart@rdkb.com.<br />

Timeline: Applications are open from<br />

August 15th to October 31st, 2024. For those<br />

who cannot complete their work within this<br />

period, the rebate program will reopen with<br />

an earlier intake in Spring 2025, ensuring<br />

that future application windows allow ample<br />

time for participation.<br />

RDCK Local Conservation Fund<br />

Request for Proposals<br />

Kootenay Conservation Program (KCP) and the<br />

Regional District of Central Kootenay (RDCK) are<br />

seeking proposals for projects that will benefit conservation<br />

in the rural areas around Kootenay Lake<br />

and the Slocan Valley, specifically Electoral Areas<br />

A, D, E, F (*new for 2025), and H within the RDCK.<br />

The purpose of the fund is to provide local financial<br />

support for important projects that contribute to the<br />

conservation of our valuable natural areas. Funding is<br />

available through the RDCK Local Conservation Fund<br />

for conservation projects that result in the reduction<br />

to a known threat to biodiversity, and that support<br />

fish and wildlife, habitat, natural areas, and healthy<br />

watersheds.<br />

Priority will be given to projects that are technically<br />

sound and effective and provide value for money<br />

through partnerships with other funders. Proponents<br />

must be a registered non-profit organization,<br />

First Nation, or local government. Unqualified groups<br />

or organizations may partner with a qualified organization.<br />

A Technical Review Committee will review<br />

project proposals and make recommendations to the<br />

RDCK for final funding approval.<br />

With great sadness we<br />

announce the passing of<br />

Bernarene Stedile (Feeney)<br />

on June 6th, 2024 at the<br />

age of 92.<br />

Bernarene was born in<br />

<strong>Nelson</strong>, BC on Sept 6th, 1931.<br />

Her unusual name was the<br />

combination of her parent’s<br />

names: Bernard and Irene.<br />

She grew up on the 700-acre<br />

family farm near <strong>Salmo</strong> that<br />

had been originally settled<br />

in the 1880s by her grandfather.<br />

As a very small child<br />

a forest fire destroyed the<br />

family’s farm and left them<br />

with only a few dishes, some<br />

bedding, a piano, a team of<br />

horses and a wagon. Growing<br />

up in the 1930s on the<br />

edge of the wilderness, and<br />

with very little, would teach<br />

her the hard work and resilience<br />

that would carry her<br />

through life. Bernarene always<br />

preferred the outside<br />

chores and spent most of her<br />

time tagging along with her<br />

older brother Bayman. She learned to drive<br />

work horses, milk cows, garden, shoot<br />

guns and pretty much anything the men<br />

could do. She aspired to be a veterinarian<br />

but that was considered to be “unladylike”<br />

in that era.<br />

After graduating from high school,<br />

Bernarene worked at the Hudson’s Bay<br />

Company and the Royal Bank in <strong>Nelson</strong>.<br />

At 19, she married Nello Stedile. They<br />

were married for 45 years until he was<br />

killed in a logging accident. In 1956, they<br />

had a daughter Mary-Anne, who passed<br />

away at 4 months of age. Bernarene and<br />

Nello spent much of their spare time in the<br />

outdoors: fishing, hunting, snowmobiling,<br />

hiking, and skiing. Bernarene also worked<br />

for CP rail cleaning diesel locomotives and<br />

Bit-Co as a parts salesperson.<br />

Bernarene spent several years in northern<br />

Alberta catching and training wild horses<br />

from the Willmore Wilderness near Jasper,<br />

AB. Thus, providing an alternative to the<br />

“shoot them out of a helicopter method”<br />

the government had proposed to remove<br />

the “feral wild horses”. This meant at times<br />

living in a tent in the middle of winter 20<br />

miles from the nearest road. Bernarene’s<br />

second daughter was born in 1962 in a tent<br />

surrounded by recently caught wild horses.<br />

They were flown into town the next day by<br />

helicopter and a few days later Bernarene<br />

rode back to camp on her palomino stallion<br />

with her baby in a blanket sling.<br />

This was a life of wilderness and adventures<br />

which Bernarene loved. She rode<br />

wild horses, spent time with bighorn<br />

sheep just to see how close she could get,<br />

and was once trapped in a tiny cabin with<br />

a jammed rifle by a grizzly bear. Another<br />

time she was snowshoeing alone after<br />

dark and was flanked by a wolf pack following<br />

in the trees. During her time in Alberta,<br />

she also worked as a guide outfitter<br />

and camp cook on geological surveys and<br />

hunting trips.<br />

In 1969 Bernarene returned back to <strong>Nelson</strong><br />

and the family farm in <strong>Salmo</strong>. She brought<br />

with her 20 of the once wild horses that<br />

were then used on the farm for guided trail<br />

rides for many years.<br />

In the early 1970s she and<br />

Nello ran a hardware store<br />

in Lumby BC for 4 1/2 years<br />

before again returning to<br />

<strong>Nelson</strong>.<br />

Bernarene was the kind of<br />

person you would want on<br />

your side if you had a cause to<br />

fight. When the department<br />

of highways planned to widen<br />

the highway through the<br />

massive ancient cedar trees<br />

on the farm, negotiations<br />

started with her standing in<br />

front of a bulldozer with two<br />

dogs and her rifle. She then<br />

worked tirelessly to bring<br />

awareness and changes to<br />

the part of the highways<br />

act that at one time could<br />

expropriate 1/20th of your<br />

land without payment.<br />

Bernarene volunteered as an<br />

SPCA special constable for<br />

the West Kootenay area for<br />

many years.<br />

Bernarene always found a<br />

small way to help anyone in<br />

need. People coming to the<br />

farm nearly always left full of bannock and<br />

with a bag of veggies from the root cellar.<br />

Her family was always a priority to her and<br />

her “friends were family”.<br />

She was a member of the <strong>Nelson</strong> riding<br />

club, and often participated in horse<br />

shows, clinics, and trail rides. She also<br />

enjoyed riding in local parades. Bernarene<br />

had a vast knowledge of local history.<br />

Since 2000 Bernarene lived in Langley with<br />

her sweetheart Gerry Smith until his passing<br />

3 years ago. They worked side-by-side<br />

and hand-in-hand at Gerry’s business selling<br />

and delivering nails, screws and other<br />

fasteners to construction sites all over the<br />

Fraser valley making many friends along<br />

the way.<br />

Bernarene is survived by her daughter<br />

Lola (Aaron Monty), grandchildren Robert<br />

Monty and Laree (Mike Radcliffe) and<br />

great granddaughter Avery.<br />

Jessie MacLaughlan Kennedy Herreshoff<br />

The family of Jessie MacLaughlan Kennedy Herreshoff are saddened to announce her passing on July 21, 2024, in Kaslo BC at the<br />

age of 92. Jessie was a smart, funny, witty (and direct), and caring person. Jessie was born in Glasgow Scotland on March 27, 1932,<br />

to John Kennedy and Elizabeth MacLaughlan Kennedy. Jessie grew up an only child, in Port Glasgow, Scotland during WWII. One of<br />

the signature events of her life, was experiencing the bombing of Port Glasgow shipyards on the river Clyde, where her father had<br />

worked. She was subsequently evacuated to the Scottish Countryside, as were many other school aged children, to live with a family<br />

removed from the danger. Jessie made many lifelong friendships in Scotland. Although she emigrated to the United States with her<br />

first husband, Archie Edwards in 1958, her heart never left Port Glasgow. Jessie arrived in New York via Steamer in 1958. She had<br />

travelled with her 3-year-old daughter Margaret and was met by her husband<br />

Archie who had travelled ahead the year before to obtain a job and prepare<br />

for their arrival. They traveled to Detroit, MI where they built a life together for<br />

many years. (Their son, John, was welcomed to the family in 1962).<br />

One of Jessie’s proudest achievements was returning to University in her 40’s<br />

and eventually obtaining her PH. D. from Wayne State University. During these<br />

years, she once again met many wonderful people, particularly her second<br />

husband David Herreshoff and developed numerous lifelong friendships. One<br />

of the highlights of this period of her life was travelling to Romania with David<br />

who had obtained a Fullbright fellowship to teach at the University of Cluj in the<br />

early 1980’s. Those years in Romania left a lasting imprint on Jessie.<br />

Upon retirement Jessie and David moved to Kaslo, BC in 1986. This would prove<br />

to be the happiest time in Jessie’s life. She found a home reminiscent of her<br />

beloved Scotland. Majestic Mountains, Kootenay Lake and a welcoming community<br />

of thoughtful people on a constant quest for knowledge. People who care<br />

about their community and their friends deeply.<br />

Jessie outlived her beloved husband, David Herreshoff, and her daughter,<br />

Margaret Bowles (Robin). She is survived by her son, John Kennedy Edwards<br />

(Kara), as well as her grandchildren Colin Bowles (Abigail), Anne Edwards Bowles<br />

(Pierre), Ian Kennedy Edwards (Heather) , Meredith Kuntzman (Matthew)<br />

and Isobel Edwards-Rahme (Maurice) and great grandchildren Lucy, Norah,<br />

Masie, Adelaide, Calum, Maren, Eleanor, Archie, Sebastien.<br />

As her own health deteriorated, Jessie received amazing long-term care from<br />

the wonderful people at the Kaslo Victorian Hospital. The thoughtfulness and<br />

respect that was extended to her could never be duplicated anywhere else but<br />

Kaslo. Her family is forever grateful and extends their heartfelt gratitude to each<br />

of them. The family is planning a celebration of Jessie’s life in the Summer of<br />

2025 and details will be released as soon as they are finalized.<br />

The siblings of Joanne Partridge, of Fruitvale, are<br />

sad to announce that she passed away in the company<br />

of family and longtime friend Sally.<br />

Joanne was predeceased by her parents Bill and Doris<br />

Partridge, a brother Gordon and his wife Patricia. She<br />

is survived by siblings Ruth, Jim (Lorraine), Lindsay<br />

(Janice), and Kathie; nieces Zoë, Tara, Tessa, Grace;<br />

nephews Dale, Jeff, Greg, Marcus, Colin; 13 grandnieces/grandnephews.<br />

Also mourning her passing<br />

is Midas the rescue cat.<br />

Joanne had a strong social conscience and spent<br />

much of her life devoted to left wing political causes.<br />

Her grass roots campaign organizing expertise was<br />

well known and she was often sought out to turn<br />

about the results in ‘difficult’ polling districts. She<br />

worked on many campaigns throughout BC,<br />

Western Canada and Ontario.<br />

Joanne’s hobbies were philosophical discussions, reading, gardening and fishing. Those that know Joanne<br />

will remember her as well read, strong-willed and principled. Possessing a large vocabulary she was a<br />

formidable Scrabble opponent; she used an on-line form to keep in touch with her old friend Cathy<br />

living in the Yukon. Joanne liked long walks in the quiet of nature. Her favourite short walk was along<br />

the railway tracks to Beaver Falls. Please think of her when you take that walk. Joanne enjoyed a simple<br />

lifestyle and remained true to it.<br />

As per Joanne’s wishes there will be no funeral service.<br />

Her cremated remains will be placed in the Fruitvale Memorial Cemetery during a small family gathering.<br />

Donations in Joanne’s memory can be made to your local animal shelter.<br />
