Meadow Creek Spawning Channel 

It’s that time of year again! September brings you the chance to 

watch thousands of spawning salmon head up the waterways to 

release their eggs into the water. 

Meadow Creek spawning channels are very active and produce 

between 10–15 million fry annually with mean egg-to-fry 

survival rate of 45%. Here’s an overview of the stages: 

Spawners: At about four years, kokanee salmon mature and 

undergo dramatic changes in preparation for spawning. The 

male turns bright red and develops a slightly humped back and 

elongated jaw. Females turn a darker shade of red. 

Eggs: When spawners arrive at Meadow Creek, females use 

their tails to dig nests in the gravel. They then release as many 

as 1000 eggs for the males to fertilize. The female again uses her 

tail to cover the eggs with gravel. Once all the eggs are laid, the 

adults die. 

Alevins: Kokanee eggs remain in the gravel of the spawning 

stream, hatching out in January or February as “alevins” nourished 

by egg sacs attached to their bodies, but still remaining in 

the gravel. 

Fry: In a few months alevins develop into kokanee “fry” which 

emerge from the gravel and ride the currents downstream. 

Adults: Kokanee adults then complete the remainder of their 

life cycle in the fresh waters of the Kootenay Lake ecosystem to 

begin the cycle again. 

Join in to view the spawning kokanee, talk to biologists, learn 

about the Nutrient Restoration Program in Kootenay Lake, 

and about co-existing with grizzly bears. The free open house 

event, just west of Meadow Creek, is on Saturday, September 7, 

between 10am and 2pm PT, and is hosted by the Fish & Wildlife 

Compensation Program and the Province of B.C. 

During spawning season, Meadow Creek spawning channel 

is open daily for viewing between 10am and 2pm. If there is 

high bear activity, it could be closed at any time. For more information

Nav-CARE Volunteers assist individuals with declining 

health by creating connections and providing consistent support 

throughout their journey. Our volunteers provide both 

emotional and practical support including: 

• connection to helpful resources 

• encouragement to stay connected to their communities 

• support to get clients thinking about their goals 

• support to learn to advocate for themselves 

• attendance to medical appointments (if the client asks) as 

a second set of ‘ears’ 

• help with navigating the tough weeks between treatments 

• support to clients’ families through transitions 

• their time to spend with people and to listen – a luxury 

most health care staff don’t have 

Nav-Care training consists of six preliminary online modules 

and a facilitated in-person workshop to be held on Friday 

evening, Sept 20 (5 - 830pm) and Saturday September 21st (9 

am - 5 pm). Topics learned at the training include active listening 

skills, community resources review, navigating the healthcare 

system, Advance Care Planning, and an introduction to 

the new Nav-CARE Oncology program.

Audiences

first installments 

of the Kootenay 

Resilience Festival, 

live or via 

live stream, have been participating with positive feedback 

and their own ideas on how to positively turn the needle of 

food security and energy efficiency in the Kootenays. 

June 15th’s Food Forum’s key findings called for a collaboration 

between small producers as crucial for effective regional 

distribution, seasonal extension through high tunnels and 

greenhouses to increase local food production, innovative 

approaches to utilizing waste streams and preserving food, 

and the need to support young farmers by providing access to 

land and education as vital for the future of local agriculture. 

In July 20th’s Energy Expo, speakers emphasized the importance 

of community involvement, education, and political support 

in transitioning to renewable energy. They highlighted the 

benefits of decentralized power generation, energy efficiency, 

and a mix of renewable energy sources, including solar and 

micro-hydro, to create resilient and sustainable communities. 

Aug 24th’s Housing Highlight brought together panelists 

from all corners of the housing spectrum. Innovative local 

companies like Big Calm Tiny Homesteads, Twente Additive 

Manufacturing, Spearhead, Cover 

Architecture, Canadian Tiny Homes, 

Nelson Tiny Homes, North Mountain 

Construction, and Geoship Domes 

discussed best practices and new ideas 

focused to solve this existential crisis.

at Snk’mip Marsh Sanctuary. Any knowledge about nesting

Invasive Mussel Defence 

They may 

be small, but 

they’re a significant 

hazard. 

“Zebra and 

quagga mussels 

represent a 

serious threat 

to BC’s aquatic 

ecosystems and 

substantial economic 

impacts 

to sectors such 

as hydropower, agricultural irrigation, municipal water 

supplies, tourism and recreational boating.” So says 

Martina Beck, Unit Head of Freshwater Applied Science 

and Programs with the BC Ministry of Water, Land and 

Resource Stewardship. 

That’s why, driving in and out of the Basin, you may have 

noticed watercraft-inspection stations on the side of the 

highway. Their goal is simple: to keep these hugely harmful 

invasive zebra and quagga mussels out of our waterways. 

And, so far, the Invasive Mussel Defence Program 

has managed to do just that. 

The good news is that there is currently no evidence of 

either species in BC waterways (whereas they’re now in 33 

American states and in four Canadian provinces: Manitoba, 

Ontario, New Brunswick and Quebec). 

“Unfortunately, though, we can’t let our guard 

down, as many waterways in this region offer suitable 

conditions for these mussels to survive,” says Beck. 

And the impacts are shocking. These creatures could 

clog water intakes, reduce the availability of nutrients 

essential for aquatic life, and cause beaches and 

docks to become encrusted with shells. Financially, 

the estimated annual cost of mitigation is upwards of 

$129 million provincially, including a minimum of 

$17 million targeting hydro infrastructure. 

To help keep them out, the Invasive Mussel Defence 

Program —delivered by the provincial government 

for more than a decade and supported by the Trust, 

Columbia Power, BC Hydro, FortisBC and others— 

has been diligently inspecting watercraft (as well as 

any sporting and recreational equipment that comes 

into contact with water) at inspection stations across 

the province—including the Basin. It has also been 

doing monitoring at lakes and educating boaters on 

the vital importance of practicing “clean, drain, dry” 

on watercraft and equipment after every use. 

In 2023, the program completed 20,900 inspections, 

discovering 14 mussel-fouled watercrafts. 

Fortunately, the monitoring of all samples from 

83 priority waterbodies 

across the province 

tested negative for zebra 

or quagga mussels.

Boundary 

(RDKB) 

has announced 

the launch of 

its Residential 

FireSmart 

Rebate Program, 

providing 

an 

incredible 

opportunity for residents to enhance the 

wildfire resiliency of their homes and communities. 

This initiative is the latest addition 

to the RDKB’s ongoing efforts to promote 

FireSmart practices, reinforcing the district’s 

commitment to wildfire mitigation. 

Homeowners who have taken advantage 

of a FREE FireSmart Home Assessment by 

an RDKB Wildfire Mitigation Specialist— 

and those planning to do so in the future— 

are now eligible to apply for rebates ranging 

from $500 to $5,000. This rebate is designed 

as a 50% cost-share, meaning that for every 

dollar spent on eligible FireSmart activities, 

homeowners can receive 50 cents back, up to 

the program’s maximum. 

“This is another great step forward for 

the RDKB’s FireSmart program,” said Carlene 

Pires, RDKB’s Emergency Program/

Key Details of the FireSmart Rebate 

Program: 

Rebate Amounts: Homeowners can apply 

for rebates between $500 and $5,000, with 

the rebate amount calculated as 50% of the 

total cost of eligible mitigation work. For 

instance, $1,000 of completed work qualifies 

for a $500 rebate, while $10,000 or more in 

work is needed for the full $5,000 rebate. 

Eligible Work: To qualify for the rebate, 

residents must complete the mitigation 

actions specified in the FireSmart assessment 

report provided by an RDKB Wildfire 

Mitigation Specialist. Only work done 

within 30 meters of the home is eligible. 

Application Process: Residents must document 

their work using the Rebate Application 

Form, tracking both personal labour 

(valued at $32.00/hour) and any hired contractors 

or materials. Completed applications, 

including photos and receipts, should 

be submitted to firesmart@rdkb.com. 

Timeline: Applications are open from 

August 15th to October 31st, 2024. For those 

who cannot complete their work within this 

period, the rebate program will reopen with 

an earlier intake in Spring 2025, ensuring 

that future application windows allow ample 

time for participation.

RDCK Local Conservation Fund 

Request for Proposals 

Kootenay Conservation Program (KCP) and the 

Regional District of Central Kootenay (RDCK) are 

seeking proposals for projects that will benefit conservation 

in the rural areas around Kootenay Lake 

and the Slocan Valley, specifically Electoral Areas 

A, D, E, F (*new for 2025), and H within the RDCK. 

The purpose of the fund is to provide local financial 

support for important projects that contribute to the 

conservation of our valuable natural areas. Funding is 

available through the RDCK Local Conservation Fund 

for conservation projects that result in the reduction 

to a known threat to biodiversity, and that support 

fish and wildlife, habitat, natural areas, and healthy 

watersheds. 

Priority will be given to projects that are technically 

sound and effective and provide value for money 

through partnerships with other funders. Proponents 

must be a registered non-profit organization, 

First Nation, or local government. Unqualified groups 

or organizations may partner with a qualified organization. 

A Technical Review Committee will review 

project proposals and make recommendations to the 

RDCK for final funding approval.

Sept 6, 1931 Bernarene Stedile June 6, 2024 

With great sadness we 

announce the passing of 

Bernarene Stedile (Feeney) 

on June 6th, 2024 at the 

age of 92. 

Bernarene was born in 

Nelson, BC on Sept 6th, 1931. 

Her unusual name was the 

combination of her parent’s 

names: Bernard and Irene. 

She grew up on the 700-acre 

family farm near Salmo that 

had been originally settled 

in the 1880s by her grandfather. 

As a very small child 

a forest fire destroyed the 

family’s farm and left them 

with only a few dishes, some 

bedding, a piano, a team of 

horses and a wagon. Growing 

up in the 1930s on the 

edge of the wilderness, and 

with very little, would teach 

her the hard work and resilience 

that would carry her 

through life. Bernarene always 

preferred the outside 

chores and spent most of her 

time tagging along with her 

older brother Bayman. She learned to drive 

work horses, milk cows, garden, shoot 

guns and pretty much anything the men 

could do. She aspired to be a veterinarian 

but that was considered to be “unladylike” 

in that era. 

After graduating from high school, 

Bernarene worked at the Hudson’s Bay 

Company and the Royal Bank in Nelson. 

At 19, she married Nello Stedile. They 

were married for 45 years until he was 

killed in a logging accident. In 1956, they 

had a daughter Mary-Anne, who passed 

away at 4 months of age. Bernarene and 

Nello spent much of their spare time in the 

outdoors: fishing, hunting, snowmobiling, 

hiking, and skiing. Bernarene also worked 

for CP rail cleaning diesel locomotives and 

Bit-Co as a parts salesperson. 

Bernarene spent several years in northern 

Alberta catching and training wild horses 

from the Willmore Wilderness near Jasper, 

AB. Thus, providing an alternative to the 

“shoot them out of a helicopter method” 

the government had proposed to remove 

the “feral wild horses”. This meant at times 

living in a tent in the middle of winter 20 

miles from the nearest road. Bernarene’s 

second daughter was born in 1962 in a tent 

surrounded by recently caught wild horses. 

They were flown into town the next day by 

helicopter and a few days later Bernarene 

rode back to camp on her palomino stallion 

with her baby in a blanket sling. 

This was a life of wilderness and adventures 

which Bernarene loved. She rode 

wild horses, spent time with bighorn 

sheep just to see how close she could get, 

and was once trapped in a tiny cabin with 

a jammed rifle by a grizzly bear. Another 

time she was snowshoeing alone after 

dark and was flanked by a wolf pack following 

in the trees. During her time in Alberta, 

she also worked as a guide outfitter 

and camp cook on geological surveys and 

hunting trips. 

In 1969 Bernarene returned back to Nelson 

and the family farm in Salmo. She brought 

with her 20 of the once wild horses that 

were then used on the farm for guided trail 

rides for many years. 

In the early 1970s she and 

Nello ran a hardware store 

in Lumby BC for 4 1/2 years 

before again returning to 

Nelson. 

Bernarene was the kind of 

person you would want on 

your side if you had a cause to 

fight. When the department 

of highways planned to widen 

the highway through the 

massive ancient cedar trees 

on the farm, negotiations 

started with her standing in 

front of a bulldozer with two 

dogs and her rifle. She then 

worked tirelessly to bring 

awareness and changes to 

the part of the highways 

act that at one time could 

expropriate 1/20th of your 

land without payment. 

Bernarene volunteered as an 

SPCA special constable for 

the West Kootenay area for 

many years. 

Bernarene always found a 

small way to help anyone in 

need. People coming to the 

farm nearly always left full of bannock and 

with a bag of veggies from the root cellar. 

Her family was always a priority to her and 

her “friends were family”. 

She was a member of the Nelson riding 

club, and often participated in horse 

shows, clinics, and trail rides. She also 

enjoyed riding in local parades. Bernarene 

had a vast knowledge of local history. 

Since 2000 Bernarene lived in Langley with 

her sweetheart Gerry Smith until his passing 

3 years ago. They worked side-by-side 

and hand-in-hand at Gerry’s business selling 

and delivering nails, screws and other 

fasteners to construction sites all over the 

Fraser valley making many friends along 

the way. 

Bernarene is survived by her daughter 

Lola (Aaron Monty), grandchildren Robert 

Monty and Laree (Mike Radcliffe) and 

great granddaughter Avery.

Lakeside Park Rotary Shed.

Jessie MacLaughlan Kennedy Herreshoff 

The family of Jessie MacLaughlan Kennedy Herreshoff are saddened to announce her passing on July 21, 2024, in Kaslo BC at the 

age of 92. Jessie was a smart, funny, witty (and direct), and caring person. Jessie was born in Glasgow Scotland on March 27, 1932, 

to John Kennedy and Elizabeth MacLaughlan Kennedy. Jessie grew up an only child, in Port Glasgow, Scotland during WWII. One of 

the signature events of her life, was experiencing the bombing of Port Glasgow shipyards on the river Clyde, where her father had 

worked. She was subsequently evacuated to the Scottish Countryside, as were many other school aged children, to live with a family 

removed from the danger. Jessie made many lifelong friendships in Scotland. Although she emigrated to the United States with her 

first husband, Archie Edwards in 1958, her heart never left Port Glasgow. Jessie arrived in New York via Steamer in 1958. She had 

travelled with her 3-year-old daughter Margaret and was met by her husband 

Archie who had travelled ahead the year before to obtain a job and prepare 

for their arrival. They traveled to Detroit, MI where they built a life together for 

many years. (Their son, John, was welcomed to the family in 1962). 

One of Jessie’s proudest achievements was returning to University in her 40’s 

and eventually obtaining her PH. D. from Wayne State University. During these 

years, she once again met many wonderful people, particularly her second 

husband David Herreshoff and developed numerous lifelong friendships. One 

of the highlights of this period of her life was travelling to Romania with David 

who had obtained a Fullbright fellowship to teach at the University of Cluj in the 

early 1980’s. Those years in Romania left a lasting imprint on Jessie. 

Upon retirement Jessie and David moved to Kaslo, BC in 1986. This would prove 

to be the happiest time in Jessie’s life. She found a home reminiscent of her 

beloved Scotland. Majestic Mountains, Kootenay Lake and a welcoming community 

of thoughtful people on a constant quest for knowledge. People who care 

about their community and their friends deeply. 

Jessie outlived her beloved husband, David Herreshoff, and her daughter, 

Margaret Bowles (Robin). She is survived by her son, John Kennedy Edwards 

(Kara), as well as her grandchildren Colin Bowles (Abigail), Anne Edwards Bowles 

(Pierre), Ian Kennedy Edwards (Heather) , Meredith Kuntzman (Matthew) 

and Isobel Edwards-Rahme (Maurice) and great grandchildren Lucy, Norah, 

Masie, Adelaide, Calum, Maren, Eleanor, Archie, Sebastien. 

As her own health deteriorated, Jessie received amazing long-term care from 

the wonderful people at the Kaslo Victorian Hospital. The thoughtfulness and 

respect that was extended to her could never be duplicated anywhere else but 

Kaslo. Her family is forever grateful and extends their heartfelt gratitude to each 

of them. The family is planning a celebration of Jessie’s life in the Summer of 

2025 and details will be released as soon as they are finalized. 

Lois Joanne Partridge 

The siblings of Joanne Partridge, of Fruitvale, are 

sad to announce that she passed away in the company 

of family and longtime friend Sally. 

Joanne was predeceased by her parents Bill and Doris 

Partridge, a brother Gordon and his wife Patricia. She 

is survived by siblings Ruth, Jim (Lorraine), Lindsay 

(Janice), and Kathie; nieces Zoë, Tara, Tessa, Grace; 

nephews Dale, Jeff, Greg, Marcus, Colin; 13 grandnieces/grandnephews. 

Also mourning her passing 

is Midas the rescue cat. 

Joanne had a strong social conscience and spent 

much of her life devoted to left wing political causes. 

Her grass roots campaign organizing expertise was 

well known and she was often sought out to turn 

about the results in ‘difficult’ polling districts. She 

worked on many campaigns throughout BC, 

Western Canada and Ontario. 

Joanne’s hobbies were philosophical discussions, reading, gardening and fishing. Those that know Joanne 

will remember her as well read, strong-willed and principled. Possessing a large vocabulary she was a 

formidable Scrabble opponent; she used an on-line form to keep in touch with her old friend Cathy 

living in the Yukon. Joanne liked long walks in the quiet of nature. Her favourite short walk was along 

the railway tracks to Beaver Falls. Please think of her when you take that walk. Joanne enjoyed a simple 

lifestyle and remained true to it. 

As per Joanne’s wishes there will be no funeral service. 

Her cremated remains will be placed in the Fruitvale Memorial Cemetery during a small family gathering. 

Donations in Joanne’s memory can be made to your local animal shelter.
