UNDER PRESSURE ratepayers 

could face more financial pain 

after the Government shaved 

$36 million off transport 

projects in the district. 

The shortfall will mean 

ratepayers may pick up 

the tab, or some projects 

may be delayed or cut 

from the council’s work 

schedule. 

Ratepayers were 

handed an average 14.9 

per cent rates increase in 

July and told to expect 

double digit increases for the next 

three years.

Mayor Sam Broughton said it 

was too early to say what effect 

the funding cut may have, but 

could not rule out ratepayers being 

impacted. 

He also said the completion 

of road safety upgrades 

could be affected. 

“Without the funding 

available, we are pushed 

into a position of trying to 

decide whether we make 

safety improvements 

outside schools, or at 

dangerous intersections,” 

Broughton said.

to receive funding for increased 

signage to improve safety, part of 

the previous government’s Road 

To Zero strategy. 

The funding the council 

receives is set out in the New Zealand 

Transport Agency’s National 

Land Transport Programme, 

which the council applies to every 

three years. The NZTA takes direction 

from the Government on 

what types of projects to fund. 

Broughton said it will take 

some time for the council to 

investigate the impact on its 

infrastructure planning, which 

projects are a priority, and how 

they can be funded.

arrived, we’ve been hit with 

another sledgehammer – the 

Government’s cutting of 

funding for roading projects 

in the district (see page 1). 

It is all part of the 

Government’s ongoing 

slashing to get, as it says, the 

books back in order. 

In Selwyn’s case it will 

mean numerous projects will 

either not happen, be delayed, 

or the funding shortfall will 

fall back on the council’s 

shoulders. If council decides 

it will take the shortfall on, 

then that will be borne by 

ratepayers.

FIRE BRIGADES are reminding 

people to check for fire bans and 

weather conditions before lighting 

fires. 

Until Monday there was a fire 

ban across Canterbury due to 

high fire risk and resources being 

stretched by a scrub fire in North 

Canterbury. 

Rolleston fire chief Marty Tier 

said his brigade attended five 

illegal fires and gave advice to 

landowners. 

“Most of them hadn’t seen them 

(warnings) on social media or the 

news so they didn’t know they 

were actually in a prohibited fire 

season,” he said. 

Tier urged people any time 

they were lighting a fire to use 

either the Fire and Emergency 

app or website and check weather 

conditions and if there were any 

bans in place and log the fire with 

FENZ before lighting. 

Along with Rolleston, Lincoln, 

Sheffield and Leeston also 

responded to illegal fires. 

Tier said along with complying 

with any restrictions in place, 

people also needed to be careful 

about where they are having fires. 

“People are burning hedge 

trimmings very close to the hedge 

instead of moving out into the 

middle of the paddock.”

The meeting between the iwi

arranged after Taumutu rūnanga

A Leeston house suffered minor 

damage on Saturday afternoon 

after a tree fell on it. Leeston 

firefighters were called to the 

High St house and referred the job 

to an arborist. The tree was one 

of many to fall due to high winds

Dunsadel area.

KIWI HEART Kid Ashley 

Farrell is training for the New 

York Marathon, to raise funds 

for the charity that’s still close to 

her heart. 

Now a second-year osteopathy 

student at Ara, Farrell needed 

cardiac surgery at just 12 weeks 

old. 

“I was born ventricular septal 

defect or VSD and mitral regurgitation 

or MR, so I have the 

‘zipper scar’ that many Heart 

Kids have in common,” Farrell 

said. 

“Fortunately, I’ve been in 

good health ever since with just 

a check-up every five years. But 

our family will never forget the 

incredible support we had from 

Heart Kids, and I’ve always 

wanted find ways to give back. 

Once a Heart Kid, always a 

Heart Kid.” 

Twelve babies are born with 

a congenital heart defect in 

New Zealand every week, with 

over 600 major heart surgeries 

or procedures performed on 

children or babies every year. 

Not-for-profit Heart Kids NZ 

supports more than 10,000 

members living with a heart 

condition nationwide. 

Having notched up her first 

half-marathon with her dad 

at Mt Maunganui in August, a 

full marathon in New York on 

November 3 is now firmly in 

Farrell’s sights. 


Marathon a motivator to 

give back to Heart Kids

half marathon 

as part of her 

training for 

the New York 

Marathon. 

The Farrells are passionate 

athletes, with dad Shaun holding 

the New Zealand men’s 

record for the 400 metres. 

Farrell said staying fit on the 

track all her life has been good 

for her heart, but five training 

sessions a week for a marathon 

was next level. 

“Balancing everything is hard. 

Study-wise I just try to make 

sure I’m on top of things. But I 

need time out and to stay connected 

with friends. I’m lucky 

my flatmates also want to stay fit 

and even bike along with me as I 

run so I can train and hang out 

at the same time.” 

She said it was handy studying 

at Ara, as she can book into the 

osteopathy clinic to have any 

niggles looked at. 

“I love the hands-on nature of 

my study. You soon realise that 

there is no ‘normal’. Everyone is 

different and their bodies adapt 

to stresses differently. There’s no 

one size fits all.” 

Farrell’s initial fundraising goal 

is $2600, which equates to about 

$100 for every marathon mile – 

but she hasn’t ruled out converting 

her goal to kilometres. 

“I’ll try to push it to $4200 

which is to equal a hundred 

per k,” she said.

The proposal includes reducing 

the number of councillors from 10 

to eight, shifting West Melton to 

the Springs Ward and Burnham 

to Rolleston Ward, renaming the 

wards, and ending community 

boards. 

Since its last review in 2021, 

Selwyn’s population has grown 

about 13 per cent, resulting in 

an uneven number of people 

represented by each councillor. 

The proposal includes ward 

boundary adjustments that would 

see each councillor represent 

roughly 10,155 people. Malvern and 

Ellesmere wards would have one 

councillor each, while Rolleston 

and Springs wards would both have 

three councillors. 

Public hearings on the 

submissions will be heard from 

September 26, with the council 

expected to resolve the final 

proposal on October 23.

Anzac project moving 

closer to construction

FUNDRAISING for Kirwee’s 

Anzac memorial project is now 

well over the halfway point. 

Thanks to events, donations 

and grants, the Kirwee Community 

Association has raised 

just over $21,000 of the $32,000 

needed for construction, which 

will start once the funding target 

has been reached. 

“People are just so amazing. 

They really are. We’ve had grants 

and just lots of really good 

donations. We’re very lucky,” said 

committee member Sue Carline- 

Wright. 

The association is hosting an 

Anzac-themed garage sale and 

community fun day on Saturday 

to continue its fundraising work. 

The event will run from 10am to 

3pm at the community hall on 

High St. 

As well as the sale, there will 

be face painting, stone carving, 

kite making, a sausage sizzle and 

Devonshire teas. 

The project has been in 

development for more than two 

years, and will be built at Anzac 

Lane by the cemetery.

hopeful the memorial will be

“We can only do it once we get 

enough funding. It would be nice

The project came about because 

Kirwee does not have its own 

memorial, despite 123 men from 

the area having fought in both 

World Wars. 

Some names are featured on 

memorials in other parts of the 

district, while others are not. 

Once built, the memorial will 

include the names of every Kirwee 

man who fought in the wars. 

The association’s next 

fundraising event will be a quiz 

night planned for February.

The Road to Zero is wishful thinking 

INTERESTING debate on 

(increasing the speed limit on the 

Southern Motorway to 110 km/h), 

as there are many factors at play. 

As an emergency services 

worker for 25 years, my general 

perception is excessive speed or 

rapid deceleration during contact 

of another vehicle or an immovable 

object is obviously going to 

cause more trauma or death. 

If you exclude drink, drugs, 

excessive speed and fatigue, I 

have found the bulk of severe 

injury accidents are simply lack 

of concentration, not driving 

to the right conditions and 

distraction at intersections. 

More focus needs to be on 

driver training and not adjusting 

speed limits in a knee-jerk reaction, 

which is quite often the case 

post a serious accident. 

Within 4kms of where I live 

there are wide ranging speed 

restrictions – 30, 40, 50, 60, 70, 

80 and 100km/h, very confusing 

with more time spent looking for 

road signs speeds than focusing 

on driving. 

Unfortunately, there will 

always be severe injuries and 

fatalities. The Road to Zero is 

wishful thinking.

Compare that with the double 

digit rates increases proposed 

for the Selwyn District for the 

next two more years. Consider, 

as reported in your newspaper, 

council is looking to deliver 

$1.44 billion in capital works 

over the next decade. Is it any 

wonder if some of our residents, 

are considering selling, just like 

those in Wellington, simply because 

they won’t be able to afford 

rampant rates increases? 

Central Government is attacking 

wasteful spending in 

its departments. We need the 

same from our local bodies. 

They should also operate in the 

same fiscal environment as our 

households and small businesses, 

coping with inflation by being 

more economical, and concentrating 

on essentials only, not 

by simply raising their prices up 

because they can. In that regard 

the funding model is broken, 

but it’s something council and 

governments need to sort. The 

community are not stones out of 

which money can be squeezed. 

I’m petitioning for a law 

change to restrict regional/local 

councils from increasing the 

annual rates/levies at rates more 

than the current rate of inflation 

in any current year.

How mentorship helped 

propel a drone startup 

GEORGE KHELLA is on a mission to 

tackle wildfires using drone technology. 

His company, Narix FSD, is developing a 

system of autonomous drones to detect and 

suppress fires before they can spread. 

However, the project didn’t just spring 

from technical know-how; it was shaped 

by the guidance of a dedicated mentor 

through Business Mentors New Zealand. 

In mid-2022, George recognised the 

need for expert advice to overcome the 

hurdles of turning his concept into a viable 

product. 

Despite his engineering background and 

deep interest in drones, he faced challenges. 

“I needed business advice on commercialisation 

and production, especially in 

a complex field like unmanned aviation,” 

George recalls. 

This is where mentorship played a crucial 

role. George approached Business Mentors 

New Zealand and was paired with Michael 

Durie, whose expertise proved invaluable. 

“Michael helped me understand the 

business process, marketing needs, and the 

importance of networking and pitching,” 

George explains. 

One of the most significant impacts of 

the mentorship was on George’s approach 

to marketing and networking. Michael 

guided him through developing comprehensive 

marketing plans. 

The mentorship also opened doors. 

Michael facilitated introductions to 

technical experts and industry players, 

expanding George’s network and providing 

access to resources that were crucial for 

advancing the project.

School’s annual quiz night. 

Quiz night fundraiser 

brings in record result

A LINCOLN school has raised $15,000 at 

its annual quiz night, the most money the 

event has ever brought in. 

Ararira Springs Primary School’s PTA 

has been running a quiz night every year 

since 2019 to raise funds for necessities not 

included in the school’s yearly funding. 

PTA member Liberty Clayton said the 

event raised $13,000 last year and $10,000 

in 2023. 

“This year was quite amazing. We 

had quite a lot of donations from local 

businesses, so we were really lucky.” 

Clayton said the PTA is putting some of 

the money raised towards the school’s new 

playground, which is yet to be developed. 

Some money will also go towards the 

school’s annual Matariki celebration, as 

well as sports equipment. 

The quiz night had 25 teams competing, 

with some dressing up to fit the night’s 

“battle of the bands” theme. 

The overall winners was The Wiggles, 

with The Lonely Hearts Club winning the 

best dressed team award. 

More than 80 local businesses donated 

to the event, including Lincoln Grove, 

Challenge Lincoln, and Tekapo Springs. 

Clayton said the PTA really appreciated 

the support it gets from local businesses. 

“Because our quiz committee, we do put 

in quite a lot of work, so it’s nice to see it 

actually come through.”

The National Land Transport 

Programme (NLTP), released 

last week, supports some of our 

investment priorities including 

maintenance, risk, and safety – 

but does little to bolster public 

transport and help build and 

upgrade our local roads. 

The number one priority 

in our Canterbury Regional 

Land Transport Plan is a wellmaintained 

network, so the $905 

million we’ve been allocated 

for maintenance and pothole 

prevention will certainly help 

with that. 

It’s great to see a focus on 

bridges, which are critical to 

the resilience of our network. 

Ultimately, we want to see a 

real pipeline of bridge projects 

developed across the South 

Island. The NLTP includes: 

• Progression of a second 

Ashburton Bridge 

• Funding to replace the Pages 

Rd Bridge in Christchurch 

• Two priority bridge 

replacements on State Highway 

82 

• Consideration of the Upper 

Ōrāri Bridge replacement 

planned for 2027-2030. 

It’s also pleasing that there is 

support for the state highway 

network in our high growth 

areas. This includes prioritising 

the State Highway 1 Belfast 

to Pegasus Motorway and 

Woodend Bypass as a new Road 

of National Significance, and 

continuing with improvements 

in Rolleston, Halswell and 

Hornby.

However, a gaping hole 

remains. 

Despite being the country’s 

second largest region, we’re 

receiving just over 7 per cent 

of total national contestable 

funding. More than last time, 

but disappointing, when you 

look at the metrics. 

The level of investment in 

Canterbury needs to be on 

par with our population, road 

network length and contribution 

to GDP (ours is around 12 per 

cent). 

Many low-cost, low-risk 

improvements sought by our 

local communities have been 

declined, while larger state 

highway projects get the goahead. 

That’s not a good enough 

balance. 

Funding is still required for 

intersection upgrades, new 

essential road links, relieving 

congestion and improving safety. 

We need equitable investment 

across the region – not just along 

state highways, but for local 

roads too. 

Another area of significant 

disappointment is the level of 

public transport investment – 

$350m for Canterbury. Most of 

this will go towards just running 

our existing network. 

We have heard time and 

time again about the need to 

improve public transport in 

Greater Christchurch, one of the 

country’s most rapidly growing 

areas outside of Auckland. 

The government itself states: 

“Christchurch is the economic 

powerhouse of the South Island, 

and transport is a critical enabler 

for economic growth and 

productivity.” 

The NLTP will allow us to 

improve frequency on one 

core route only, but we need to 

see substantial improvement 

across the network to drive

strong patronage growth, and 

to ensure we reap the benefits 

from investment towards a mass 

rapid transit system in Greater 

Christchurch. It’s a value-formoney 

solution to congested 

roads and the key to improving 

travel times. 

At this pace, we are more than 

a decade away from getting our 

public transport services near to 

where they need to be. 

Greater central government 

funding is essential to avoid 

delays. 

It’s important to note that 

funding for the NLTP is drawn 

from fuel taxes and road 

user charges. The money that 

comes from road use in our 

communities should therefore be 

put back into our communities. 

Our bread-and-butter funding 

is being spread like jam across 

other regions. 

In short, the South Island 

is being short-changed, with 

revenue derived here being 

directed to the North Island. 

Canterbury has 12 per cent of 

the population and more than 16 

per cent of the national roading 

network, but we generally only 

receive around 5-8 per cent of 

NLTP funding. 

All we’re asking for is our fair 

share.

rugby match

PREBBLETON Domain is ready 

to host its first ever Canterbury 

rugby match this weekend 

when the women’s team take on 

Hawke’s Bay in the Farah Palmer 

Cup. 

Club president Jeromy Knowler 

said he couldn’t wait for kickoff 

on Saturday. 

“It’s certainly exciting,” he said. 

“Great for our girls to get down 

and see that it’s not that far away 

for them to be able to reach those 

sort of grades.” 

He said the club appreciated 

Canterbury Rugby giving it the 

opportunity to showcase its 

grounds and facilities. 

“They are in top notch for 

rugby.” 

Knowler is hopeful of a good 

crowd, with tickets $10 from Ticketek 

and kids under 10 free. 

“It’ll be just a really awesome 

atmosphere being played at a 

grass-roots ground and I really 

hope that people do roll out for it,” 

he said. 

Canterbury and Hawke’s Bay 

sit fourth and sixth respectively 

in the FPC premiership, with 

Canterbury winning 24-0 against 

Northland on Saturday and 

Hawke’s Bay going down 44-12 to 

Waikato on Sunday. 

The match kicks off at 2.05pm. 


ELLESMERE HAVE claimed 

the inaugural Plains Rivalry 

under 18 trophy with a 36-15 

victory over South Canterbury 

on Saturday. 

The trophy was introduced 

this year and is contested 

between under 18 teams from 

Ellesmere, North Canterbury, 

Mid Canterbury and South 

Canterbury. It’s aimed at adding 

some meaning to the matches 

already played between the sides 

each year. 

Ellesmere head coach Dan 

Brown said the competition had 

been beneficial for his side. 

“Moving forward it’s definitely 

a positive thing. I think you need 

to embrace it and keep it, make 

sure it’s used every year so that 

every year it will get bigger and 

bigger and hopefully become 

a big deal moving forward 

between the four unions,” he 

said. 

Brown highlighted a few 

players from his team who had 

the potential to go far in future. 

“Tom Turner has been really 

good for us, he scored every 

point against North Canterbury 

(an 18-14 win),” he said.

Top title Riley’s ‘proudest moment’ 


SELWYN RIDERS stood 

out at the South Island 

secondary schools equestrian 

championships in Dunstan, 

Central Otago, last week. 

Darfield High School’s Riley 

Slaven was best performing rider 

in the year 11-13 age group, beating 

104 others to take the title. 

West Melton’s Lily Ellis, who 

attends St Andrew’s College, was 

second. 

Rolleston’s Abbie Duncliff, 

who attends Christchurch Girls’ 

High School, won the year 9-10 

category. 

Riley said it was the first time 

she had won a big competition. 

“It meant so much to 

me. Definitely my proudest 

achievement, I was so happy 

with it,” she said. 

“They (her opponents) are all 

really great riders, so it made me 

really nervous competing against 

them. I don’t usually do better 

than them, but we just had such 

a great week.” 

Riley rode her sister Alissa’s 

horse Eldunari, which she has 

been competing on this year. She 

said he was “amazing.” 

“He put his heart on the line 

for me, I was just so proud of 

him after all of it,” she said. 

They won the 10km competitive 

trail riding (CTR) and the 

speed showjumping and were

second in eventing. Eldunari was

Evelyn were third and fourth 

best performing rider for the 

year group respectively. 

Darfield High equestrian coordinator 

Jo Beswick said it was 

special for the school to be able 

to compete on the big stage. 

“We’re a pretty small country 

school, and we don’t have our 

own equestrian programme as 

such,” she said. 

“We just put teams together 

based on who’s interested and 

who’s keen to give it a crack, 

so to just come out shining 

the way we did, with little 

practise as a team, was pretty 

awesome.” 

She hoped Riley’s and the year 

7/8 team’s achievements would 

make the sport more popular at 

the school. 

“We’re trying to grow the confidence 

in our riders to just take 

a chance and put themselves out 

there,” Beswick said. 

Riley, who is in year 11, said 

she was already excited for next 

year’s secondary schools tournament. 

“I’m looking forward to doing 

it next year as well.”

Have your say on representation review 

Feedback on the Council’s initial proposal for 

our representation arrangements at the 2025 

elections is closing Thursday 12 September 2024. 

So make sure you get your submission in on time 

at selwyn.govt.nz/repreview 

The consultation asks for feedback on a proposal 

to reduce the number of councillors, adjust the 

ward boundaries and not have community boards. 

Councils must review their representation 

arrangements at least once every six years 

to ensure they are still fairly and effectively 

representing their community. 

Fair representation looks at population size, and 

seeks to ensure each councillor is representing

brakes for wear and tear and ensure the 

pads, pedals, discs, lines, hoses, and rotors 

are in good condition. 

Check windscreen wipers: Chances are 

you’ve had to use your wipers more often 

during the winter. Replace them if they 

are damaged or do not clear your screen 

adequately for optimal visibility. 

Test the air conditioning: As 

temperatures rise, you’ll want your 

air conditioning system to be in good 

working order. Test it to ensure it’s blowing 

cold air and that there are no unusual 

noises. Regular recharging (regassing) is 

recommended every 1-2 years to keep the 

air cool, improve fuel efficiency, and help 

prevent costly repairs. 

Spring clean your car: Start the season 

by thoroughly cleaning your vehicle 

and removing dirt. Clean your car’s 

exterior, consider using car wax for extra 

protection, or visit a car wash 

for convenience. Don’t neglect 

the interior - remove any 

rubbish, wipe down surfaces,

New season means plenty of planting 

It’s Spring! There’s so 

much to do in the garden. 

Nobody panic, instead, 

check out this guide for all 

the help you need 

Vegetables 

This month, a start can be made 

on sowing the hardier vegetables 

but the likes of runner beans, 

pumpkins and corn should be 

left until all likelihood of frost 

has gone. However, these tender 

vegetables can be started in seed 

trays in a glasshouse or in a 

corner of the laundry. 

To have peas over a long 

period, start sowing them now 

and continue to sow small 

amounts about once a fortnight. 

Although broad beans can 

be sown, they do not produce 

as well as those put down in 

autumn and also seem more 

prone to rust. 

If you want potatoes for 

Christmas, start planting early 

varieties (Jersey Benne, Swift) 

and cover them until frost 

danger has passed. Potatoes do 

best in a rich, slightly acidic soil, 

so add no lime. Compost, rotted 

turf and decayed lawn clippings 

can be added to the soil, which 

should be moist but well drained. 

Maris Anchor is a useful early 

potato that can be planted after 

Jersey Benne for, as well as being 

used as a new potato, Maris 

Anchor shaws can be left to 

mature and older potatoes eaten 

mashed. 

Using cloches enables seeds 

to be sown about a month 

earlier than in the open ground. 

Cabbage, lettuce, cauliflower and 

silverbeet seedlings can be raised 

in one large cloche with the ends 

closed up. 

Shallots can be planted in rich 

soil and a sunny site. Plant 20cm 

apart with 30cm between rows. 

Keep asparagus plots clear 

of weeds. As soon as the first 

asparagus growths appear, 

apply nitrate of soda (28g per 

sq m) or apply liquid manure at 

fortnightly intervals. 

A top dressing of blood and 

bone forked lightly into the 

surface of the soil will improve 

rhubarb stems. 

Flowers 

Sweet peas have been a popular 

garden annual since first being 

introduced into England at the 

end of the 17th century and the 

original variety, Cupani, is still 

available. A burst of hybridising 

at the end of the 19th century and 

early 20th century marked the 

development of the modern sweet 

pea, particularly the Spencer 

types. Dwarf sweet peas such as 

Bijou need no staking, so can be 

grown in an open area. Sow sweet 

pea seed outdoors in early spring. 

Chrysanthemum cuttings can 

be taken now. 

Seedlings and cuttings that have 

been grown under shelter since 

autumn should now be hardened 

off. Give them ventilation and 

expose to full sunshine during 

the day but keep them protected 

at night. Start planting gladiolus 

corms from now until early 

November, as staggering planting 

will provide a succession of 

flowers. 

Fruit 

Prepare the greenhouse now 

for tomatoes, capsicums and 

aubergines. Wash the inside of the 

glass with a disinfectant solution 

and if the tomatoes are to be 

grown in the soil, rather than pots 

or bags, replace the soil. Leave the 

top of the greenhouse open until 

planting begins. Material removed 

from the greenhouse is excellent 

for the vegetable garden or can be 

used to top up flowerbeds.
