This data, or Coordinated Universal Time (UTC), as it is known, is the basis for timekeeping all over the Earth's surface. Occasionally, we are all called on to make adjustments our time machines by adding what is known as 'leap seconds'. These adjustments have to be made on either 30 June or 31 December. Another restriction is that leap seconds can only be made once every 18 months — the last one was in December 2016, when the International Earth Rotation and Reference Systems Service (IERS) also announced that the next possible date for a leap second change will be 30 June 2025. Some time experts also believe that leap seconds could be abolished in the future because they will become unnecessary. DAYLIGHT SAVING The nature of time, and how we measure and co-ordinate our lives by it, is of course, not a new preoccupation for scientists. In 1784, the American scientist, statesman, inventor, and newspaper publisher, Benjamin Franklin, wrote an essay that introduced the idea of daylight saving. However, it wasn't until 1907 that a serious proposal for daylight saving time was made in Britain Angry at the waste of daylight during summer mornings, he selfpublished a pamphlet called 'The Waste of Daylight'. Two other notable names in the history of time are William Willet, a builder who was born in Farnham, Surrey, and George Hudson, an English railway financier and politician who, because he controlled a significant part of the railway network was known as the 'The Railway King' William Willett died in 1915 and never saw his idea become a reality — which it did a year later when Germany became the first country to adopt daylight saving time as did, a few weeks later, the UK, along with many of the other nations involved in the First World War (1914-1918). Within a few years other countries officially adopted Daylight Saving Time despite its benefits being an ongoing debate. During World War II, British Double Summer Time — two hours in advance of Greenwich Mean Time (GMT) was temporarily introduced to help increase productivity. In the winter months, clocks were also kept one hour in advance of GMT. After the war, Britain returned to British Summer Time except for an experiment between 1968 and 1971 when the clocks went forward but were not put back. The experiment was discontinued because it was impossible to assess the advantages and disadvantages. Campaigners have sought a return to having British Double Summer Time, or a permanent British Summer Time, to save energy and increase the time available in the evenings.
