TIM ASHTON is on a mission.<br />

He is aiming to stop the Government<br />

allowing more access<br />

to military style semi-automatic<br />

firearms.<br />

And he is well qualified to<br />

know why.<br />

Now retired, Ashton was<br />

a member of the police antiterrorist<br />

squad for <strong>10</strong> years, and<br />

part of the Christchurch team<br />

which engaged David Gray in a<br />

gun battle at Aramoana after his<br />

rampage through the tiny Otago<br />

coastal settlement in November<br />

1990.<br />

Gray killed 13 people with a<br />

military style .223 Norinco 84,<br />

and a .22-calibre Remington<br />

aim at Govt<br />

Nylon 66, both semi-automatic<br />

rifles.<br />

“Aramoana affected me moving<br />

forward. Seeing the children<br />

(killed) there and knowing the<br />

grief the loss of a loved one or<br />

child can cause. We could have<br />

prevented it then and can prevent<br />

more now if the politicians just<br />

listen,” he said this week.<br />

Ashton has written to Prime<br />

Minister Christopher Luxon,<br />

Associate Justice Minister Nicole<br />

McKee and major party leaders<br />

about his opposition to letting<br />

any more military-style semi-automatics<br />

back into public access.<br />

Currently military-style semiautomatics<br />

are only available for<br />

pest-control purposes.<br />

McKee from the ACT Party,<br />

and a former gun lobbyist, is<br />

leading the effort to reform the<br />

country’s gun laws. It includes a<br />

rewrite of the Arms Act 1983, a<br />

review of the firearms registry<br />

and a loosening of regulations on<br />

military-style, semi-automatic<br />

weapons for sporting shooters.<br />

McKee told <strong>The</strong> <strong>Star</strong> her office<br />

received Ashton’s email on <strong>October</strong><br />

2 and she will “endeavour to<br />

reply as soon as possible.”<br />

McKee said she has already<br />

given police more powers to<br />

search serious violent offenders<br />

and gang members subject to a<br />

firearms prohibition order for<br />

illegally held firearms.<br />

THE CANTERBURY Charity<br />

Hospital was overwhelmed by a<br />

huge public response to its free<br />

skin check day.<br />

<strong>The</strong> community-based hospital<br />

in Harewood Rd, Bishopdale,<br />

offered 250 places for the<br />

extensive one-day skin check<br />

on Saturday. Targeted at lowincome<br />

adults aged 50 and over,<br />

the appointments were quickly<br />

taken up.<br />

Hospital volunteer Jane Shaw<br />

said New Zealand’s high UV<br />

level means early detection of<br />

skin cancers is vital.<br />

“We check for squamous cell<br />

carcinoma and also melanoma,<br />

which people will have heard of.<br />

Each doctor is seeing multiple<br />

patients today.”<br />

She said its previous free<br />

skin check day was in 2019,<br />

and following the upsurge in<br />

demand, extra volunteers were<br />

bought in to assist on the day.<br />

Patients received a full<br />

head-to-toe examination at no<br />

charge. Anyone with concerning<br />

lesions was referred to their<br />

GP for further investigation or<br />

treatment.<br />

<strong>The</strong> charity hospital has been<br />

providing a free service for<br />

patients for more than 17 years.<br />

<strong>The</strong> team plugs a gap in the<br />

public health system, providing<br />

free surgical, medical, dental and<br />

counselling services to people<br />

who do not qualify for – or can<br />

not afford – health care.<br />

All patients have to be referred<br />

by their GP or dentist.<br />

each year – and demand for its<br />

services is increasing.<br />

“<strong>The</strong>re’s no Government<br />

funding. So funding comes from<br />

run things, really. We provide<br />

about $4 million worth of<br />

service every year for around<br />

about a quarter of that amount<br />

of money. So we need to raise<br />

about $1.1 million a year to run<br />

the service.”<br />

Arrest made after tiny home stolen<br />

A 40-YEAR-OLD has been<br />

arrested after a tiny house<br />

disappeared from a Beckenham<br />

property.<br />

<strong>The</strong> owners of the property<br />

appealed on Facebook in a<br />

desperate effort to find the<br />

stolen house.<br />

“With a heavy heart I am<br />

seeking information on a tiny<br />

home stolen from our family<br />

property in Beckenham,<br />

Christchurch,” they said.<br />

“It’s incredibly sentimental<br />

to me, as it was my mum’s<br />

home for years before she went<br />

into dementia care. It contains<br />

special items such as my mum’s<br />

artwork, and other Finnish<br />

things special to me. It was a<br />

home.”<br />

<strong>The</strong>y believed more than<br />

one person must have been<br />

involved.<br />

“A huge job to have moved<br />

this – they removed six metres<br />

of fence and must have had a<br />

reasonable vehicle for towing,<br />

and a number of people<br />

involved,” they said.<br />

<strong>The</strong> tiny home was spotted<br />

on the side of the road in<br />

the Opawa area last Monday<br />

afternoon.<br />

“Please watch out for me, if<br />

you are in the Christchurch<br />

area. <strong>The</strong>y have had five days to<br />

make it look very different,” the<br />

post said.<br />

“Those firearms will end up<br />

in the wrong hands and we will<br />

have a mass shooting event. We<br />

don’t need them. It’s that simple.<br />

It’s not complicated,” he said.<br />

“That kind of mindless violence<br />

is beyond comprehensible<br />

to most people,” said Ashton.<br />

How the terrorist got a gun licence<br />

THE TERRORIST responsible<br />

for the mosque attacks obtained<br />

his firearms licence in a system<br />

where police staff were stretched<br />

and not checking the full range<br />

of risks a licence holder might<br />

pose.<br />

<strong>The</strong> inquest into the March<br />

15, 2019, attacks, in which 51<br />

worshippers at Al Noor Mosque<br />

and Linwood Islamic Centre<br />

were murdered, re-convened for<br />

its second phase on Tuesday.<br />

<strong>The</strong> inquest<br />

heard how the<br />

way.<br />

<strong>The</strong> terrorist’s ability to obtain<br />

the guns he used in the attack is<br />

being examined.<br />

Michael McIlraith, who was<br />

the police national lead for<br />

firearms at the time of the attack,<br />

gave evidence in the coroner’s<br />

court.<br />

He said the firearms service<br />

was often not resourced enough<br />

to meet demands, putting<br />

significant pressure on staff.<br />

Every <strong>10</strong> years, there was a<br />

four-year period where demand<br />

would double as licences were up<br />

for renewal, McIlraith said.<br />

Training of new staff was<br />

left to existing arms staff<br />

on the job and working on<br />

files as they presented. <strong>The</strong>re<br />

was no nationally available<br />

material, meaning the Arms<br />

Act was interpreted and applied<br />

differently by arms staff across<br />

the country.<br />

At the time the terrorist<br />

obtained his licence in 2017,<br />

military-style semi-automatic<br />

rifles could only be possessed<br />

by people with a restrictive<br />

E-category firearms licence.<br />

But much of what differed<br />

from sporting centrefire semiautomatic<br />

rifles and MSSAs was<br />

cosmetic and did not affect their<br />

use or lethality.<br />

Crucially the changes the<br />

terrorist made to his rifle<br />

and his use of high-capacity<br />

magazines was not adequately<br />

regulated and he was able to<br />

buy those magazines without<br />

an E-category licence. That<br />

increased the rounds he could<br />

fire before having to reload the<br />

firearms.<br />

McIlraith said the process of<br />

obtaining a firearms licence in<br />

2017 included attending a two<br />

to three-hour safety course and<br />

having two referees – usually<br />

a relative and independent<br />

person – interviewed before<br />

the applicant was interviewed<br />

themselves. <strong>The</strong> applicant also<br />

had to show police they had a<br />

satisfactory place to store the<br />

weapons at their residential<br />

address. If the applicant was<br />

found “fit and proper” to hold<br />

a licence that decision would<br />

be made by an arms officer or<br />

supervisor and a plastic licence<br />

would be issued and posted to<br />

them.<br />

In the terrorist’s case, his sister<br />

and an independent person were<br />

given as referees. But as his sister<br />

did not live in New Zealand<br />

and the referee needed to be<br />

interviewed in person, she was<br />

negated as a possible referee.<br />

He then gave another<br />

independent referee who<br />

was accepted by police as a<br />

replacement.<br />

<strong>The</strong> two referees were<br />

interviewed after the terrorist<br />

was, which was not standard<br />

practice but did happen at times,<br />

McIlraith said.<br />

In the days after the attack,<br />

McIlraith was asked to look over<br />

the terrorist’s file and determine<br />

whether the firearms licence<br />

should have been granted. In<br />

his view, the two referees being<br />

interviewed after the terrorist<br />

made no difference to the final<br />

decision as no risks were raised.<br />

But months later, McIlraith<br />

said he was made aware of who<br />

the two referees were and the<br />

“exact nature” of the relationship<br />

and frequency of contact.<br />

Given one of the referees was<br />

a gaming friend, most of their<br />

interactions were done online.<br />

<strong>The</strong> second referee, the gaming<br />

friend’s parent, was “even less<br />

suitable” as he had only met the<br />

terrorist briefly during a small<br />

number of visits to the family<br />

home.<br />

<strong>The</strong>re was also no training for<br />

arms staff to identify any racist<br />

or extremist views, McIlraith<br />

said.<br />

This has since been updated<br />

and questions on these views<br />

remain in the applicant and<br />

referee questionnaires.<br />

<strong>The</strong> second phase of the<br />

inquest is set to last three weeks<br />

with about 15 witnesses to be<br />

want <strong>The</strong> Arts Centre to host a<br />

permanent food truck market.<br />

<strong>The</strong> rest were divided over<br />

whether the market should be<br />

allowed and whether the centre<br />

should continue top get city<br />

council funding.<br />

<strong>The</strong> Arts Centre Trust has<br />

applied for resource consent<br />

to establish the market which<br />

would see 25 food trucks operate<br />

from the site 12 hours a day,<br />

seven days a week.<br />

But the proposal is facing opposition<br />

from the Central City<br />

Business Association. It says it<br />

would be unfair for <strong>The</strong> Arts<br />

Centre to host competitors and<br />

receive funding from ratepayers.<br />

<strong>The</strong> association says the market<br />

could hurt the businesses it<br />

represents.<br />

<strong>The</strong> starnews.co.nz poll had 746<br />

respondents, with 46 per cent in<br />

favour of allowing the food truck<br />

market to operate while the<br />

centre continues to get council<br />

funding. Twenty-seven per cent<br />

supported the market but say the<br />

centre should not receive<br />

council funding.<br />

of respondents were<br />

opposed to the market<br />

but want the centre to<br />

continue to be funded<br />

by the council and 9<br />

per cent were against<br />

the market and said the<br />

centre should receive no<br />

city council funding.<br />

<strong>The</strong> city council told the trust<br />

in June the centre must become<br />

more financially sustainable after<br />

it approved $5.5 million in funding<br />

for the centre over the next<br />

decade.<br />

the views of business owners not<br />

public opinion.<br />

“We’re here to represent<br />

our members, of course, and<br />

make sure that their voices are<br />

heard.”<br />

She said association’s members<br />

would be less opposed to the<br />

food trucks if they weren’t<br />

paying rates to support the<br />

centre.<br />

“<strong>The</strong> thing that’s upsetting<br />

our members is that they are<br />

subsidising their competitors.”<br />

<strong>The</strong> resource consent process is<br />

currently on hold while the city<br />

council receives legal advice.<br />

READERS ARE divided over a proposal<br />

to let passengers bring pets onto public<br />

buses.<br />

Of 413 respondents to the <strong>Star</strong> News<br />

poll, 52 per cent were in favour of the<br />

draft plan to allow people to bring pets<br />

onto buses, while 45 per cent were against<br />

and three per cent did not care.<br />

Environment Canterbury’s draft regional<br />

public transport plan, if approved,<br />

would allow pets to be brought onto<br />

public buses as long as they can be placed<br />

in an approved carrier.<br />

Adult passengers could bring one pet<br />

only on board during off-peak travel<br />

hours during weekdays from 9am to 3pm<br />

and after 6pm, and on weekends.<br />

If the move is adopted, an additional<br />

proposal would be made to allow leashed<br />

and muzzled dogs on buses and increase<br />

the limit to two pets per<br />

passenger.<br />

Second-hand bookshops buck trend<br />

IN THE MIDST of the cost<br />

of living crisis, news of small<br />

businesses going under has<br />

become the norm, but secondhand<br />

bookshops are bucking<br />

that trend.<br />

In Edgeware, Reverie Booksellers<br />

owner Ry McGinn has<br />

had to adapt to trying times.<br />

“Small businesses are especially<br />

feeling the cost of living,”<br />

he said.<br />

Despite this, in a city that lost<br />

many second-hand bookshops<br />

in the 2011 earthquake,<br />

McGinn<br />

has seen a “resurgence<br />

in reading<br />

and books”.<br />

He has had<br />

people coming<br />

back to reading or<br />

even getting into<br />

reading for the Ry McGinn<br />

first time.<br />

McGinn attributes this, in<br />

part, to their new store website<br />

set up to “help in the quiet<br />

times” and to make book buying<br />

more convenient for customers.<br />

“People go online to shop late<br />

at night when they are watching<br />

the news and that, so this is a<br />

way we can get more customers<br />

who can’t visit the store in person,”<br />

said McGinn.<br />

“<strong>The</strong> online element has<br />

absolutely helped us.”<br />

second-hand books can also be<br />

attributed to the high price of<br />

new books which can retail for<br />

$30-$40.<br />

According to Nielsen Book<br />

Scan, New Zealand saw a 7.5 per<br />

cent decrease in total copies of<br />

books sold in 2023 compared to<br />

2022 and a 5.4 per cent decrease<br />

in the total value of sales.<br />

McGinn has had tourists telling<br />

him they couldn’t believe<br />

how much a new book costs in<br />

New Zealand, compared to their<br />

home countries.<br />

He said second-hand bookshops<br />

are also a “mainstay” in<br />

the community and quotes an<br />

old saying: “You can’t call a town<br />

a town without a bookshop”.<br />

In Bishopdale, manager Morris<br />

North moved Dove Bookshop<br />

into larger premises in 2020 after<br />

operating from a small tight<br />

space for 15 years.<br />

He said while his customers<br />

are struggling with the cost<br />

of living, one thing they have<br />

done to adapt and help their<br />

customers is to keep their prices<br />

the same.<br />

<strong>The</strong>y charge $1 for children’s<br />

books “in the hope that it fosters<br />

a love of reading and books in<br />

children and families’’.<br />

Newer books are $8, which<br />

North says is a “fraction” of the<br />

prices charged by big retailers.<br />

Mike Ling, owner of Steadfast<br />

Books on Ferry Rd, has adapted<br />

by selling mostly non-fiction<br />

titles which he calls his “niche”.<br />

As well as the array of nonfiction<br />

titles, Ling says he is also<br />

able to sell any type of book<br />

including the “not so politically<br />

correct ones”, and ones that tell<br />

the “hard parts of history”.<br />

“<strong>The</strong>re will always be people<br />

Unlikely film star’s life of emus,<br />

IN THE tiny settlement of<br />

Birdlings Flat, Patrick McNulty<br />

spends his advancing years<br />

tending to a menagerie of emus,<br />

pigs and chickens and reflects on<br />

his life’s loves and losses.<br />

Little did he know he would<br />

become the star of a short film.<br />

First time director Loren Kett,<br />

29, met the bearded man in his<br />

70s about five years ago when his<br />

colourful property caught her eye<br />

during a visit to the settlement.<br />

“He was the most gentle and<br />

sweet man, living his fullest life<br />

blasting Irish music from the<br />

porch covered in disco balls,<br />

showing me the sewing machines<br />

he’d fixed up, all of his polished<br />

gemstones, even introduced me<br />

to his emus,” she said.<br />

She had climbed over the fence<br />

to give his kunekune pigs a pat.<br />

Although the house looked<br />

a little scary from the outside,<br />

covered in bicycles and other<br />

knick-knacks, she was completely<br />

drawn to it.<br />

“I don’t do my house up for<br />

people to think ‘oh what a lovely<br />

house.’ I just put in what I think<br />

I want and it’s mine. It’s like my<br />

own little castle,” McNulty says<br />

in the film.<br />

Called My Dying Place, the film<br />

was accepted into the Show Me<br />

Shorts Film Festival which runs<br />

from <strong>October</strong> 11-23.<br />

<strong>The</strong> festival, held in cities<br />

nationwide, features 85 films<br />

including 26 made by New<br />

Zealanders.<br />

My Dying Place will be<br />

showcased during the festival’s<br />

Christchurch opening night at<br />

Alice Cinemas.<br />

Kett, from Christchurch, is a<br />

freelance editor, with eight years<br />

of experience working on commercials<br />

and music videos.<br />

“I’ve always enjoyed messing<br />

around with a camera. When<br />

I was little, I always had a film<br />

camera on me,” she said.<br />

<strong>The</strong> film initially follows<br />

McNulty’s daily routine with his<br />

sometimes demanding animals.<br />

<strong>The</strong>n the story delves into his<br />

experience with depression and<br />

anxiety, mostly brought on by his<br />

brother’s untimely death in a car<br />

accident.<br />

“Those are hard things in life,<br />

but it just makes you tougher,”<br />

he said.<br />

McNulty spends much of the<br />

film reflecting on life at an older<br />

age in his quiet sanctuary.<br />

“Memories, they’re all locked<br />

away. You can sit out here and<br />

think of them all.”<br />

After moving to Birdlings Flat<br />

from Christchurch nearly 30<br />

years ago to escape the busy-ness<br />

of the city, McNulty started collecting<br />

his animals.<br />

“Birdlings Flat, it’s unusual.<br />

<strong>The</strong>re’s nothing like it anywhere<br />

in New Zealand. It’s like there’s<br />

an atmosphere that calms you<br />

and the township has all sorts of<br />

people,” he said.<br />

He now has more than 50<br />

chickens, a flock of ducks,<br />

two pigs, three piglets, three<br />

peacocks, and a shih tzu dog.<br />

“<strong>The</strong>y rule my life,” McNulty<br />

said.<br />

Two of his most prized animals<br />

are his emus which were close to<br />

laying eggs during filming.<br />

Kett was encouraged to pursue<br />

her interest in directing by<br />

colleagues in the film industry<br />

and realised McNulty would be<br />

the perfect subject for a short<br />

documentary film.<br />

Patrick’s property my gut instincts<br />

told me there was a great story to<br />

be told here.”<br />

<strong>The</strong> film has also been<br />

selected to screen at the Kerry<br />

International Film Festival in<br />

Ireland which starts on <strong>October</strong><br />

17.<br />

“That’s where Patrick is from so<br />

that was a really, really special one<br />

for us,” Kett said.<br />

McNulty was born in Ireland,<br />

but grew up in Christchurch.<br />

After his brother’s death, he<br />

escaped back to his birth country<br />

for a time before returning to New<br />

Zealand and getting married.<br />

“That didn’t work out, probably<br />

me again. I thought we were<br />

happy,” said McNulty.<br />

Kett sat on her film idea for<br />

more than two years after first<br />

meeting McNulty, but eventually<br />

got up the courage to approach<br />

him with the idea.<br />

“He had opened up to me about<br />

some pretty deep stuff. So he<br />

definitely left a mark on me which<br />

made me want to go back to it,”<br />

Kett said.<br />

“As soon as we reached out he<br />

said he was keen. He was really<br />

welcoming. He invited us around<br />

for a cup of tea and a chat and we<br />

got to know him better.”<br />

Kett and McNulty then spent<br />

the next two years filming the<br />

CARE: A focus of the film is McNulty’s care for his animals. He has an eclectic collection of<br />

pets including chickens, pigs and emus.<br />

pleased as well. He’s excited to<br />

Another boon from making<br />

the film has been the blossoming<br />

connection between Kett and<br />

McNulty.<br />

“We’ve got a really lovely<br />

friendship which is so special. I<br />

think it ended up being a little<br />

bit of therapy for both of us, just<br />

talking about life.”<br />

Kett says she and McNulty are<br />

“extremely proud” of the film.<br />

“It’s sort of his legacy. When I<br />

showed him a cut he said he can’t<br />

wait to leave something behind.<br />

He’s going to leave his mark on<br />

people through the film.”

Grand opening for $50m wetlands site<br />

THE $50 MILLION Te Kuru<br />

Wetlands in Halswell will be<br />

officially opened by Mayor Phil<br />

Mauger tomorrow.<br />

Construction began on the<br />

<strong>10</strong>9ha facility in the upper<br />

catchment of the Ōpāwaho<br />

Heathcote River in 2019 and is<br />

now complete.<br />

<strong>The</strong> project has been opened in<br />

stages during construction, with<br />

the wetlands walking and cycling<br />

tracks proving popular with the<br />

public, the city<br />

council said.<br />

Te Kuru features<br />

expansive<br />

wetland areas,<br />

stormwater storage,<br />

and filtration<br />

basins. <strong>The</strong> basins<br />

can hold more<br />

than one million<br />

cubic metres of<br />

floodwater during major rain<br />

events, aimed at significantly<br />

reducing the risk of downstream<br />

flooding.<br />

<strong>The</strong> filtration basins also<br />

treat stormwater runoff from<br />

surrounding residential areas<br />

to improve water quality in<br />

Cashmere Stream.<br />

Te Kuru features large areas<br />

of native plantings, including<br />

150,000 trees and 650,000 plants,<br />

along with bridges and about<br />

14km of shared recreational paths<br />

for pedestrians and cyclists.<br />

wetlands will be of huge benefit<br />

to the community, both in reducing<br />

flood risk in the area and by<br />

creating new recreational and<br />

biodiversity opportunities.<br />

“This project has taken an incredible<br />

effort from staff, contractors<br />

and community volunteers.<br />

“We are immensely proud of<br />

what we have achieved through<br />

collaboration with all parties,”<br />

he said.<br />

“Improving our floodplain<br />

and stormwater management<br />

was the catalyst for this project<br />

Cost breakdown<br />

• $15m for planting and establishment of 800,000 native<br />

trees and plants<br />

• $14.8m for earthworks for basins, wetlands, stream<br />

realignments and bunds<br />

• $<strong>10</strong>.7m for 1<strong>10</strong>ha land purchases<br />

• $7.2m for floodgates, inlet/outlet structures, siphons,<br />

bridges, culverts, etc<br />

• $2.3m for about 14km of recreational path, carpark<br />

but a lot of work has gone into<br />

ensuring this area delivers longterm<br />

ecological and recreational<br />

benefits for the city.<br />

“People can enjoy this area<br />

when the stormwater basins aren’t<br />

being used to store flood water.”<br />

<strong>The</strong> wetlands’ name Te Kuru<br />

was recommended to the city<br />

council by Ngāi Tūāhuriri<br />

Rūnanga. Te Kuru (‘the blow<br />

with the fist’) was used by mana<br />

whenua to reference the area in<br />

the past.<br />

Kuru tomorrow will be held<br />

from <strong>10</strong>.30am-12.30pm. It<br />

is an opportunity for people<br />

to learn about the area and<br />

the wider project and to<br />

take a walking tour of the<br />

to Te Kuru is from the new<br />

carpark at 600 Cashmere<br />

day will be held on Saturday<br />

Support Regiment from Burnham Military<br />

Camp in the vicinity of Sugar Loaf, Stodart<br />

Point (Diamond Harbour), New Brighton<br />

Olympic Ground, Loburn Domain, Wooded<br />

Gully Reserve, Spencer Park/ Glentui Picnic<br />

Area, Godley Head and Cust Arena.<br />

Training will involve soldiers in the stated areas<br />

conducting and setting up Antenna Farms<br />

using military equipment and vehicles.<br />

<strong>The</strong> exercise will also involve movement of<br />

soldiers and vehicles during this period.<br />
