plagued by sewage stink
AN ACTIVATED sludge
reactor will replace the firedamaged
trickling filters at
the Christchurch Wastewater
Treatment Plant to fix longstanding
odour issues impacting
local residents.
The city council and its insurer
have settled an $85 million insurance
claim following the fire
in 2021, which destroyed two
trickling filters at the plant in
Bromley.
The filters were a critical part
of the sewage treatment process,
and the damage impacted the
treatment process causing major
odour issues that have affected
the local community.
The settlement was approved
unanimously by city councillors
and followed complex negotiations.
Mayor Phil Mauger said the
significant milestone allows the
city council to move forward
with building both a more
resilient and environmentally
friendly wastewater treatment
plant for the city.
“From the day the fire started,
the community has been impacted
by the loss of these trickling
filters, the stench caused by the
interim solution was unbearable.
“It has been an incredibly
distressing time for locals, and
we acknowledge this has been a
lengthy process. While confidentiality
was necessary throughout
the negotiations, it resulted in
uncertainty for the community

In May, the city council asked

for road, safety, and accessibility
improvements on Marine Pde
between Hawke St and Bowhill

“The trickling filters are 50 years
old, and in that time technology
has moved forward in leaps and
bounds. This new activated sludge
system will provide us with the
opportunity to significantly reduce
emissions and has a smaller
footprint that can be upsized at a
lower cost to accommodate our
growing population,” Mauger said.
The current estimate cost is
$140 million, which will likely be
refined following detailed design.

Term Plan so there will be no
impact on rates.
“We’ll be able to build the
activated sludge reactor without
disrupting our current operations.
In the meantime, we’re working
hard to keep the damaged plant
running with minimal odour
and will continue to keep the
community updated on progress,”

“Keeping the plant running in
its damaged state is challenging
and there will always be an
element of unpredictability, but
our team is experienced and quick
to respond to whatever is thrown
at them.”

Shift proposed for rowing clubs
SPORTS FACILITIES at Kerrs
Reach could be relocated and a
new riverside landing developed
in the Ōtākaro Avon River
Corridor if a proposed change
to the District Plan goes ahead.
The city council has opened
consultation on the Kerrs Hub
Plan Change project to seek
early feedback on the plan
change notification.
The Kerrs Reach site is a key
hub in the OARC and is wellused
by the flatwater sports
community. Current facilities
at Kerrs Reach are crowded,
and many are no longer fit for
purpose.
The new location for the
flatwater clubs will better allow
for their growth, while geotechnical
reports show the area has
better quality land.
The land where the flatwater
club sites are situated is currently
designated as an activity
zone within the District Plan. A
plan change is required to uplift
this zone and relocate it to the
opposite side of the river.
If approved, the existing flatwater
facilities at Porritt Park
will be relocated to the opposite
bank, with the former location
being developed as a new
landing, known as the Wainoni
Landing.
Details of the new landing
would be finalised after the
plan change, but could include
a small commercial kiosk, a
pavilion that can be booked

The community feedback
from early consultation will
help inform city council’s draft
plan.
Once council has approved
the draft plan, the proposed
changes will be formally notified.
The public will then have
further opportunity to have
their say via the formal consultation
process.

October 27.
