the Christchurch Wastewater<br />
Treatment Plant to fix longstanding<br />

The city council and its insurer<br />
have settled an $85 million insurance<br />
claim following the fire<br />
in 2021, which destroyed two<br />
trickling filters at the plant in<br />
Bromley.<br />
The filters were a critical part<br />
of the sewage treatment process,<br />
and the damage impacted the<br />
treatment process causing major<br />
odour issues that have affected<br />
the local community.<br />
The settlement was approved<br />
unanimously by city councillors<br />
and followed complex negotiations.<br />
Mayor Phil Mauger said the<br />
significant milestone allows the<br />
city council to move forward<br />
with building both a more<br />
resilient and environmentally<br />
friendly wastewater treatment<br />
plant for the city.<br />

the community has been impacted<br />

filters, the stench caused by the<br />
interim solution was unbearable.<br />

“The trickling filters are 50 years<br />
old, and in that time technology<br />
has moved forward in leaps and<br />
bounds. This new activated sludge<br />
system will provide us with the<br />
opportunity to significantly reduce<br />
emissions and has a smaller<br />
footprint that can be upsized at a<br />
lower cost to accommodate our<br />
growing population,” Mauger said.<br />
The current estimate cost is<br />
$140 million, which will likely be<br />
refined following detailed design.<br />
Funding is included in the Long<br />
Term Plan so there will be no<br />
impact on rates.<br />
“We’ll be able to build the<br />
activated sludge reactor without<br />
disrupting our current operations.<br />
In the meantime, we’re working<br />
hard to keep the damaged plant<br />
running with minimal odour<br />
and will continue to keep the<br />
community updated on progress,”<br />
Mauger said.<br />
“Keeping the plant running in<br />
its damaged state is challenging<br />
and there will always be an<br />
element of unpredictability, but<br />
our team is experienced and quick<br />
to respond to whatever is thrown<br />
at them.”<br />

in the Ōtākaro Avon River<br />
Corridor if a proposed change<br />
to the District Plan goes ahead.<br />
The city council has opened<br />
consultation on the Kerrs Hub<br />
Plan Change project to seek<br />
early feedback on the plan<br />
change notification.<br />
The Kerrs Reach site is a key<br />
hub in the OARC and is wellused<br />
by the flatwater sports<br />
community. Current facilities<br />
at Kerrs Reach are crowded,<br />
and many are no longer fit for<br />
purpose.<br />
The new location for the<br />
flatwater clubs will better allow<br />
for their growth, while geotechnical<br />
reports show the area has<br />
better quality land.<br />
The land where the flatwater<br />
club sites are situated is currently<br />
designated as an activity<br />
zone within the District Plan. A<br />
plan change is required to uplift<br />
this zone and relocate it to the<br />
opposite side of the river.<br />
If approved, the existing flatwater<br />
facilities at Porritt Park<br />
will be relocated to the opposite<br />
bank, with the former location<br />
being developed as a new<br />
landing, known as the Wainoni<br />
Landing.<br />
Details of the new landing<br />
would be finalised after the<br />
plan change, but could include<br />
a small commercial kiosk, a<br />
pavilion that can be booked<br />

location on the City to Sea<br />
Pathway and its proximity to<br />
the nearby flatwater sports<br />
clubs.”<br />
The community feedback<br />
from early consultation will<br />
help inform city council’s draft<br />
plan.<br />
Once council has approved<br />
the draft plan, the proposed<br />
changes will be formally notified.<br />
The public will then have<br />
further opportunity to have<br />
their say via the formal consultation<br />
process.<br />
