IUOE News Bulletin – American Manufacturing is Growing
An aggressive agenda by the Biden-Harris administration to return manufacturing jobs to American shores is paying dividends. A combination of Buy American policies, incentives in the tax code, and a new industrial policy are causing Corporate America to onshore jobs, reversing the flow that had hollowed out America’s manufacturing base.

American manufacturing is growing –
And IUOE is growing with it.
Thanks to investments from the CHIPS Act, we have created
739,000 more manufacturing jobs in the last 3 years.
Good-Paying Manufacturing Jobs Keep Growing
An aggressive agenda by the Biden-Harris administration to return manufacturing jobs to American
shores is paying dividends. A combination of Buy American policies, incentives in the tax code, and
a new industrial policy are causing Corporate America to onshore jobs, reversing the flow that had
hollowed out America’s manufacturing base.
In the last three years, the U.S. has created 739,000 new manufacturing jobs. 1 This has begun
reversing a trend that saw over 5 million jobs lost to outsourcing over the previous decades —
decimating the middle class, harming our communities, and undermining union strength.
CHIPS Act
A signature piece of legislation for the Biden-Harris
administration — the CHIPS Act — is bringing back
American jobs in semiconductor manufacturing.
Dozens of companies have committed to invest
nearly $400 billion to produce semiconductors across
this country.
“We’re creating good-paying union jobs up and down
the supply chain. We’re bringing down prices. And
we’re bringing production back where it belongs –
Sen. Sherrod Brown (D-OH) a
longtime friend of labor
to America,” said Ohio Senator Sherrod Brown. Brown was instrumental in passing the CHIPS Act,
making possible Intel’s $20 billion investment in a semiconductor plant in New Albany, which is
being built by Ohio Operating Engineers.
Sen. Bob Casey (D-PA), a champion
of prevailing wage.
When the CHIPs Act was debated in the Senate,
Republican Senator John Cornyn from Texas tried to
repeal the prevailing wage provision. Every Democrat and
six Republicans joined together to beat that amendment
and ensure that construction workers are paid good
wages on projects supported by our federal tax dollars.
A strong supporter of good union jobs, Pennsylvania
Senator Bob Casey said, “Good wages and union
members are the backbone of our community. I’m proud
to support Davis-Bacon!”
“This is a huge opportunity for
IUOE Local 18. Over $100 billion
invested and 10-plus years of
work thanks to the Chips and
Science Act. Over 400 operators
will be used at peak, and we will
be running 150 cranes of all sizes.
Some apprentices will do their
entire four-year apprenticeship
on this one single job. It’s lifechanging!”
MADE IN AMERICA
The insistence of the Biden-Harris team to include Buy American requirements in the law is a big
part of bringing Operating Engineers’ jobs back and increasing opportunity while strengthening our
communities and industrial base. It’s an agenda focused squarely on growing the middle class and
bolstering union labor. We must move forward, building upon this pro-worker agenda and not turn
back to the failed policies of the previous administration.
