10 Centers of Excellence
A Community of Success
Since 1958, Silver Spring
Neighborhood Center has existed
as an important stabilizing presence
on Milwaukee’s northwest side. The
Center is a comprehensive social
service agency whose mission is to
build a safer, stronger neighborhood
and community. For fifty-two years,
based on the settlement house model,
Silver Spring has served the residents
in the heart of Westlawn, the State of
Wisconsin’s largest low-income housing
development, as well as residents
from many nearby neighborhoods.
Each year, the Center serves more
than 8,652 individuals, from infants
to senior citizens, as it helps them
advance in social, emotional,
academic, vocational, and health
spheres of their lives. Silver Spring is
widely recognized for its more than 40
collaborations with community partners,
diligent oversight and responsiveness,
and consistent evidenced-based results.
Dear Friend of Silver Spring
Neighborhood Center,
Though our children and families face a constant struggle to stay safe, well educated,
and to be work ready, in an era of drugs, alcohol, and premature sexual activities, we
continue to have the city’s best record for teens – with only three pregnancies out of 800
teen participants and only one felony conviction during the past eight years. Our focus is
squarely on the children, starting at six weeks and continuing through their grade school
education. When the staff works with youth, teens, and their parents, they share my belief
that we are making a difference among those who most need Milwaukee’s support.
We invite you to share in this success. Our work depends on the Greater Milwaukee
community’s response to our mission. I welcome your calls, emails, and visits to our
Center, serving 8,652 people at our facility and at four Community Learning Centers in
Milwaukee Public Schools in the neighborhood.
On behalf of our board of directors and participants, please know how much we are
committed to making a difference, every single day. Our 10 Centers of Excellence are the
way -- your support can make and has made all the difference. (See pages 6-15 for more
information.)
Essential to our growth and
accomplishments is our tireless staff.
These are the people who meet the
challenge every day, often seven days a
economy. Yet, this has not deterred us
from providing even more direct and effective solutions to our participants’ many needs.
Early Childhood Education Center
Last year, enrollment increased to 173
children, from 6 weeks to 12 years of
age, representing an increase of 27%. Each
child receives individualized assessment and
attention, with lessons coordinated by a team
of degreed early childhood teachers. Parents
meet regularly with teachers and the Center’s
director. Using the evidence-based Creative
Curriculum, the Center reassesses goals
frequently to meet each child’s needs. With
an emphasis on early literacy and social skills,
our pre-school children are ready to succeed in
kindergarten and in life.
Community Learning Centers
Silver Spring Neighborhood Center serves
as the lead agency for three off-campus
Community Learning Centers, as well as for
Browning School’s on-site “CLC.” These
programs provide after-school and summer
activities, including tutoring and academic
enrichment, sports, arts and crafts, playground
games, field trips, and a daily hot dinner
or snack. In addition, teen pregnancy
prevention, alcohol and other drug abuse
and violence prevention are funded by the
Fighting Back Initiative, the Medical College
of Wisconsin’s Healthy Wisconsin Program,
United Way, and Brighter Futures. Any student
in Milwaukee County may attend our free
activities at John Burroughs Middle School,
Northwest Secondary School, Thurston Woods
Campus, and Browning School’s CLC, located
in our Center. In 2010, Silver Spring will
operate a fourth off-campus CLC at Custer High
School.
For children ages 8 – 12, Camp Rainbow
Camps for Kids, sponsored by the Greater
Milwaukee Foundation and the Milwaukee
Star provides summer educational enrichment
Journal Sentinel and coordinated by COA Youth
and dozens of field trips designed to broaden
& Family Centers, provides an overnight
children’s exposure to the world beyond
camp experience. This is often the first
Milwaukee. For many, camp provides their first
time children can experience nature, group
6 time venturing outside the central city. Field trips
living and cooperation, and learn aquatic 7
include the Milwaukee County Zoo, Milwaukee
skills. Milwaukee Zoo Camp, offered by the
County parks and swimming pools, a train trip
Milwaukee Zoological Society, holds four-day
to Chicago, and Milwaukee Brewers games.
sessions throughout the summer, which our
children attend with scholarship support from
an anonymous donor.
“Our students keep us young
at heart. In just the first few
weeks of the school year, we
see that children become
more respectful of each other’s
needs.” Esther Baldwin,
assistant teacher, and Shalonda
Earl, lead teacher in the ages
5 - 12 after-school program
“The staff is dedicated to ensuring that the children have a nurturing,
safe environment in which to explore their inner ability to be creative
and grow into responsible adults.” Roslyn Johnson, parent
“I believe it is a moral obligation
to give back to the less fortunate
children in Milwaukee. My
parents provided for my private
school education, and I believe
that education is the way out of
poverty.” Jeff Knox, Community
Learning Center coordinator,
Thurston Woods Campus
2
“I appreciate the help I get with
my homework, and I love all the
great activities we do!” Michael
Howard, 8th grade, Thurston
Woods Campus

3
The Center’s teen programming includes:
homework help and tutoring, computer
lab, unique social development programs
L.A.D.Y. (Loving and Developing Yourself) and
M.A.L.E. (Maturing and Loving Everyone),
Teen Talk, cultural arts, Growing Power’s urban
gardening project, fitness activities, open gym,
and games room. United Neighborhood
Centers of Milwaukee has received a fouryear
grant from the Robert Wood Johnson
Foundation to combat childhood obesity, with
the assistance of a broad-based community
coalition. Free drivers education is coordinated
by COA Youth & Family Centers and MPS. The
Center also provides free ACT test preparation
classes and tutoring.
“The Teen Leadership Club is
a wonderful opportunity for
young people to grow beyond
their expectations…and the
expectations the community has
wrongfully set for them.” Anthony
McHenry, assistant executive
director and club advisor
Teen Programming
The Teen Leadership Club meets weekly, with
a focus on healthy living habits, college and
career planning, academic achievement, and
workplace skills. Members have volunteer and
paid jobs, attend college and career fairs, learn
entrepreneurial skills, and earn the opportunity
to take the annual tour to historically black
colleges. Each year, the Club elects officers to
recruit members, run meetings, take minutes,
and monitor the budget. Teens must attend
70% of the meetings to qualify for membership.
Spartans Sports Leagues
Our nationally renowned Spartans
basketball and track and field teams
participate in tournaments throughout the year.
All team members must maintain good grades
and regular school attendance. All teen athletes
must participate in our ACT preparation classes.
“Our Spartans track team is
among the top three track clubs
in the Midwest. With help from
coaches Lee Bullock, Jerry Gillie,
and Jerry Johnson, we emphasize
discipline, diligence, and
dedication.” David L. Conner,
head volunteer coach since 1992
The Spartans basketball team made it to the
Final 8 in Las Vegas and the Final 4 of the
invitational tournament in Kansas City. The
team won the NY2LA Invitational. For the
fourth consecutive year, each high school senior
went on to play college basketball. 22 of the
24 participating team members since 2007
have received a full college scholarship.
8 9
10 teens raised money all year for this annual
trip to historically black colleges in Florida and
Georgia, including Savannah State University,
Bethune Cookman College, and Florida A
& M University. Thanks to the Helen Bader
Foundation for making this year’s tour possible.
“The Center encouraged me to
look forward to my future and
to begin making decisions that
would positively impact my
future.” Antoinette Johnson,
Lane College graduate and
Custer High School Community
Learning Center coordinator
4
“With nine years of training
and advice from the Spartans
track coaches, I have won a
State championship, National
Indoor championship, and an
invitation to the 2010 Youth
Games in Houston. I’m a
Spartan for life!” Jalen Gillie,
junior at Riverside University
High School

The Adult Education Program, offering
Basic Skills, English as a Second
Language, and GED instruction, served 160
students this year. Nine recent graduates now
attend post-secondary schools or have jobs,
and more than 40 will continue to work on their
Adult Education Programming
goals during the next year of enrollment. The
computer lab is open four days a week, with
full costs provided by MATC. Since 2007, SER
Jobs for Progress has staffed a free drop-in child
care classroom.
“The program has been
very successful in helping
me complete my GED.
Miss Kathy is a very
patient and thorough
teacher. She actually cares
whether you are learning
or not.” Jim Smith, GED
preparation class
Transitional Jobs Programming
This Center of Excellence began in 2010
with start-up funding from the Greater
Milwaukee Foundation and support from
Silver Spring’s longstanding collaboration
with the Havenwoods Economic Development
Corporation. The State of Wisconsin, as part
of the Federal stimulus funding, awarded
the Center $635,000 to fund a two-year
broad-based transitional jobs training and
placement program. As initiated and led by
Executive Director Jim Bartos, the coalition
“We gathered a committed group
of community and corporate
partners who share a goal – to
help create good-paying jobs near
where our participants live. We
includes neighborhood corporations that will
hire participants at family-sustaining wages
and benefits upon their completion of a workreadiness
certificate program and transitional
jobs. During the first six months of their
employment, participants will meet monthly
with program staff to ensure their success. This
model program will find 60 good matches
between applicants and jobs over the next two
years.
10 11
“We see real progress every
day, whether we help people
find jobs, go on to college, or
improve their skills. We know
that we are making a difference.”
Eric Woulfe, IT manager/adult
education instructor
hope to see our pilot program
replicated throughout Wisconsin
and the United States.” Jim Bartos,
Silver Spring Neighborhood
Center executive director and board
member, Havenwoods Economic
Development Corp.
6
“Having a family to feed,
struggling to find a job, and
constantly meeting dead ends
have weakened me. I say
to myself every day, ‘You’re
only a quitter when you give
up.’ I haven’t given up, and
this program has opened the
door for me.” Gregory Felder,
former Westlawn resident

7
Free Family Nights, featuring dinner and
a variety of educational and recreational
activities for parents and children, take
place throughout the school year. Events
include: Back-to-School Night, when children
receive backpacks and school supplies; Safe
Halloween; Reading Is Fundamental book
distribution; and Black History Month.
UWM Silver Spring Community Nursing Center
Since 1986, the UWM Silver Spring
Community Nursing Center, staffed
by nurses and nursing students from the
University of Wisconsin-Milwaukee College
of Nursing, has provided a large variety of
health promotion and prevention services to
community residents. Current health services
include: health information and referrals,
primary health care, minor illness checks,
health exams and screenings, prenatal care
coordination, and flu vaccinations. Fees
for services are charged on a sliding fee
“We have an awesome
team of nurses, and we’re
here to serve people
who have limited access
scale according to income, with limited onsite
laboratory services available. Health
promotion programs occur regularly, both in
conjunction with Silver Spring Neighborhood
Center programs and as standalone events
and classes. Last year, the nurses and nursing
students served 1,851 people in 3,874 visits or
group programs.
12 13
“Family Nights not only
promote family literacy, but
give families time to enjoy
a special meal together, and
have a lot of fun, conversation,
and laughs. In our busy
world of school and work,
this doesn’t happen as often
as it should.” Sandy Diekvoss,
Early Childhood Education
Center director
Family Programming
“Family Nights are a great
inspiration to me and my
grandchildren. We love them,
and there is always so much to
look forward to.” Kim Wright
to nursing and health
services.” Jean Bell-
Calvin, UWM Silver
Spring Community
Nursing Center
“Everyone treats you
with respect. There is
always concern and
follow-up. I’m thankful
for the care and
treatment I get here.”
The emergency food pantry and clothing
bank served 3,194 people, representing
a 200% increase from 2007. Many people
use the food bank regularly, with 8,294 visits
to the pantry last year. The Milwaukee County
Emergency Food and Shelter program provided
an additional grant in 2009. The Hunger Task
Force and Feeding America Eastern Wisconsin
supply the Center with weekly deliveries of food
“Without the pantry, some
days I wouldn’t have food. I’m
paying high rent and utilities,
so the pantry helps me and
also helps me have a chance to
feed my grandchildren when
Milwaukee generously supports program
staffing.
Community Connections
Many services that assist neighborhood
residents in their everyday lives exist
at Silver Spring. These include: senior
programming; access to the Havenwoods
Economic Development Corporation’s
programs; the Community Intervention Program
of the Milwaukee Police Department and the
District Attorney’s office, which helps those
who are convicted of minor drug dealing; the
Foreclosure Take Root Milwaukee program; a
jobs kiosk, provided by the Milwaukee Area
Workforce Investment Board; administrative
services of free photocopying and facsimiles;
social bingo; and the current $100 million
makeover by the Housing Authority of the City
of Milwaukee of Westlawn. Many families
have already moved to new housing for the
duration of this long-anticipated redevelopment
project. The Housing Authority sponsors an
annual spelling bee and poster contest, in
which Center youth participate.
“The Center has been a great
resource for me in finding out
more about schools and jobs.
If it weren’t for the Center, I
would never have known who
to turn to.” Victoria Brooks,
Westlawn resident
14 15
they visit me.” J. T., Westlawn
resident
“I’ve seen an increase in the
numbers of seniors using our
emergency food program, as
our neighborhood has a high
rate of children living with their
grandparents. It’s important
that children in need are
receiving better nutrition than
they would otherwise.” April
Gross, Food Pantry & Clothing
Bank coordinator
“When neighborhood residents
have problems, questions, or
concerns, they can come to
me. The Resident Council of
Westlawn exists so that our
residents never have to feel
alone or unsupported when
faced with difficult situations.”
Gracie Leonard, president,
Resident Council and Silver
We Appreciate Your Generous Support How We Do What We Do
Operating Support
Gifts to support general operations of our
10 Centers of Excellence can be made
through checks, credit cards, online
at www.ssnc-milw.org, or via gifts of
appreciated securities. We also welcome
your designation of the Center among
your named beneficiaries as part of your
United Way gift. Unrestricted operating
support is the lifeblood of our agency,
and we welcome your telling your friends,
neighbors, and colleagues about the
Center to help us expand our circle of
community support.
Endowment Needs
Silver Spring Neighborhood Center is
in the quiet phase of raising endowment
support from our long-time and new
friends. These gifts can be made in current
gifts of cash, deferred gifts from your
estate, and tax-advantaged charitable lead
or remainder trusts. This source of revenue
will provide the Center with the revenues to
make our program services sustainable for
decades into the future.
In-Kind Gifts
Our programs have current needs for
educational materials for all ages,
donations of food and clothing for our
Emergency Services, office and computer
equipment, and tickets to cultural and
sports events. Your organization or
company can also participate by hosting
a meal for one of our regularly scheduled
Family Nights or assisting in a campus
clean-up and improvement day. Please call
Leslie Dietz at x 53 for a list of our current
needs.
