A Community <strong>of</strong> Success<br />
Since 1958, <strong>Silver</strong> <strong>Spring</strong><br />
<strong>Neighborhood</strong> <strong>Center</strong> has existed<br />
as an important stabilizing presence<br />
on Milwaukee’s northwest side. The<br />
<strong>Center</strong> is a comprehensive social<br />
service agency whose mission is to<br />
build a safer, stronger neighborhood<br />
and community. For fifty-two years,<br />
based on the settlement house model,<br />
<strong>Silver</strong> <strong>Spring</strong> has served the residents<br />
in the heart <strong>of</strong> Westlawn, the State <strong>of</strong><br />
Wisconsin’s largest low-income housing<br />
development, as well as residents<br />
from many nearby neighborhoods.<br />
Each year, the <strong>Center</strong> serves more<br />
than 8,652 individuals, from infants<br />
to senior citizens, as it helps them<br />
advance in social, emotional,<br />
academic, vocational, and health<br />
spheres <strong>of</strong> their lives. <strong>Silver</strong> <strong>Spring</strong> is<br />
widely recognized for its more than 40<br />
collaborations with community partners,<br />
diligent oversight and responsiveness,<br />
and consistent evidenced-based results.<br />

<strong>Neighborhood</strong> <strong>Center</strong>,<br />
Though our children and families face a constant struggle to stay safe, well educated,<br />
and to be work ready, in an era <strong>of</strong> drugs, alcohol, and premature sexual activities, we<br />
continue to have the city’s best record for teens – with only three pregnancies out <strong>of</strong> 800<br />
teen participants and only one felony conviction during the past eight years. Our focus is<br />
squarely on the children, starting at six weeks and continuing through their grade school<br />
education. When the staff works with youth, teens, and their parents, they share my belief<br />
that we are making a difference among those who most need Milwaukee’s support.<br />
We invite you to share in this success. Our work depends on the Greater Milwaukee<br />
community’s response to our mission. I welcome your calls, emails, and visits to our<br />
<strong>Center</strong>, serving 8,652 people at our facility and at four Community Learning <strong><strong>Center</strong>s</strong> in<br />
Milwaukee Public Schools in the neighborhood.<br />

Early Childhood Education <strong>Center</strong><br />
Last year, enrollment increased to 173<br />
children, from 6 weeks to 12 years <strong>of</strong><br />
age, representing an increase <strong>of</strong> 27%. Each<br />
child receives individualized assessment and<br />
attention, with lessons coordinated by a team<br />
<strong>of</strong> degreed early childhood teachers. Parents<br />
meet regularly with teachers and the <strong>Center</strong>’s<br />
director. Using the evidence-based Creative<br />
Curriculum, the <strong>Center</strong> reassesses goals<br />
frequently to meet each child’s needs. With<br />
an emphasis on early literacy and social skills,<br />
our pre-school children are ready to succeed in<br />
kindergarten and in life.<br />
Community Learning <strong><strong>Center</strong>s</strong><br />
<strong>Silver</strong> <strong>Spring</strong> <strong>Neighborhood</strong> <strong>Center</strong> serves<br />
as the lead agency for three <strong>of</strong>f-campus<br />
Community Learning <strong><strong>Center</strong>s</strong>, as well as for<br />
Browning School’s on-site “CLC.” These<br />
programs provide after-school and summer<br />
activities, including tutoring and academic<br />
enrichment, sports, arts and crafts, playground<br />
games, field trips, and a daily hot dinner<br />
or snack. In addition, teen pregnancy<br />
prevention, alcohol and other drug abuse<br />
and violence prevention are funded by the<br />
Fighting Back Initiative, the Medical College<br />
<strong>of</strong> Wisconsin’s Healthy Wisconsin Program,<br />
United Way, and Brighter Futures. Any student<br />
in Milwaukee County may attend our free<br />
activities at John Burroughs Middle School,<br />
Northwest Secondary School, Thurston Woods<br />
Campus, and Browning School’s CLC, located<br />
in our <strong>Center</strong>. In 20<strong>10</strong>, <strong>Silver</strong> <strong>Spring</strong> will<br />
operate a fourth <strong>of</strong>f-campus CLC at Custer High<br />
School.<br />
For children ages 8 – 12, Camp Rainbow<br />
Camps for Kids, sponsored by the Greater<br />
Milwaukee Foundation and the Milwaukee<br />
Star provides summer educational enrichment<br />
Journal Sentinel and coordinated by COA Youth<br />
and dozens <strong>of</strong> field trips designed to broaden<br />
& Family <strong><strong>Center</strong>s</strong>, provides an overnight<br />
children’s exposure to the world beyond<br />
camp experience. This is <strong>of</strong>ten the first<br />
Milwaukee. For many, camp provides their first<br />
time children can experience nature, group<br />
6 time venturing outside the central city. Field trips<br />
living and cooperation, and learn aquatic 7<br />
include the Milwaukee County Zoo, Milwaukee<br />
skills. Milwaukee Zoo Camp, <strong>of</strong>fered by the<br />
County parks and swimming pools, a train trip<br />
Milwaukee Zoological Society, holds four-day<br />
to Chicago, and Milwaukee Brewers games.<br />

children attend with scholarship support from<br />
an anonymous donor.<br />

The <strong>Center</strong>’s teen programming includes:<br />
homework help and tutoring, computer<br />
lab, unique social development programs<br />
L.A.D.Y. (Loving and Developing Yourself) and<br />
M.A.L.E. (Maturing and Loving Everyone),<br />
Teen Talk, cultural arts, Growing Power’s urban<br />
gardening project, fitness activities, open gym,<br />
and games room. United <strong>Neighborhood</strong><br />
<strong><strong>Center</strong>s</strong> <strong>of</strong> Milwaukee has received a fouryear<br />
grant from the Robert Wood Johnson<br />
Foundation to combat childhood obesity, with<br />
the assistance <strong>of</strong> a broad-based community<br />
coalition. Free drivers education is coordinated<br />
by COA Youth & Family <strong><strong>Center</strong>s</strong> and MPS. The<br />
<strong>Center</strong> also provides free ACT test preparation<br />
classes and tutoring.<br />

Teen Programming<br />
The Teen Leadership Club meets weekly, with<br />
a focus on healthy living habits, college and<br />
career planning, academic achievement, and<br />
workplace skills. Members have volunteer and<br />
paid jobs, attend college and career fairs, learn<br />
entrepreneurial skills, and earn the opportunity<br />
to take the annual tour to historically black<br />
colleges. Each year, the Club elects <strong>of</strong>ficers to<br />
recruit members, run meetings, take minutes,<br />
and monitor the budget. Teens must attend<br />
70% <strong>of</strong> the meetings to qualify for membership.<br />
Spartans Sports Leagues<br />
Our nationally renowned Spartans<br />
basketball and track and field teams<br />
participate in tournaments throughout the year.<br />
All team members must maintain good grades<br />
and regular school attendance. All teen athletes<br />
must participate in our ACT preparation classes.<br />

and Jerry Johnson, we emphasize<br />
discipline, diligence, and<br />

The Spartans basketball team made it to the<br />
Final 8 in Las Vegas and the Final 4 <strong>of</strong> the<br />
invitational tournament in Kansas City. The<br />
team won the NY2LA Invitational. For the<br />
fourth consecutive year, each high school senior<br />
went on to play college basketball. 22 <strong>of</strong> the<br />
24 participating team members since 2007<br />
have received a full college scholarship.<br />

<strong>10</strong> teens raised money all year for this annual<br />
trip to historically black colleges in Florida and<br />
Georgia, including Savannah State University,<br />
Bethune Cookman College, and Florida A<br />

The Adult Education Program, <strong>of</strong>fering<br />
Basic Skills, English as a Second<br />
Language, and GED instruction, served 160<br />
students this year. Nine recent graduates now<br />
attend post-secondary schools or have jobs,<br />
and more than 40 will continue to work on their<br />
Adult Education Programming<br />
goals during the next year <strong>of</strong> enrollment. The<br />
computer lab is open four days a week, with<br />
full costs provided by MATC. Since 2007, SER<br />
Jobs for Progress has staffed a free drop-in child<br />
care classroom.<br />

Transitional Jobs Programming<br />
This <strong>Center</strong> <strong>of</strong> <strong>Excellence</strong> began in 20<strong>10</strong><br />
with start-up funding from the Greater<br />
Milwaukee Foundation and support from<br />
<strong>Silver</strong> <strong>Spring</strong>’s longstanding collaboration<br />
with the Havenwoods Economic Development<br />
Corporation. The State <strong>of</strong> Wisconsin, as part<br />
<strong>of</strong> the Federal stimulus funding, awarded<br />
the <strong>Center</strong> $635,000 to fund a two-year<br />
broad-based transitional jobs training and<br />
placement program. As initiated and led by<br />
Executive Director Jim Bartos, the coalition<br />

help create good-paying jobs near<br />
where our participants live. We<br />
includes neighborhood corporations that will<br />
hire participants at family-sustaining wages<br />
and benefits upon their completion <strong>of</strong> a workreadiness<br />
certificate program and transitional<br />
jobs. During the first six months <strong>of</strong> their<br />
employment, participants will meet monthly<br />
with program staff to ensure their success. This<br />
model program will find 60 good matches<br />
between applicants and jobs over the next two<br />
years.<br />

Free Family Nights, featuring dinner and<br />
a variety <strong>of</strong> educational and recreational<br />
activities for parents and children, take<br />
place throughout the school year. Events<br />
include: Back-to-School Night, when children<br />
receive backpacks and school supplies; Safe<br />
Halloween; Reading Is Fundamental book<br />
distribution; and Black History Month.<br />
UWM <strong>Silver</strong> <strong>Spring</strong> Community Nursing <strong>Center</strong><br />
Since 1986, the UWM <strong>Silver</strong> <strong>Spring</strong><br />
Community Nursing <strong>Center</strong>, staffed<br />
by nurses and nursing students from the<br />
University <strong>of</strong> Wisconsin-Milwaukee College<br />
<strong>of</strong> Nursing, has provided a large variety <strong>of</strong><br />
health promotion and prevention services to<br />
community residents. Current health services<br />
include: health information and referrals,<br />
primary health care, minor illness checks,<br />
health exams and screenings, prenatal care<br />
coordination, and flu vaccinations. Fees<br />
for services are charged on a sliding fee<br />

students served 1,851 people in 3,874 visits or<br />

The emergency food pantry and clothing<br />
bank served 3,194 people, representing<br />
a 200% increase from 2007. Many people<br />
use the food bank regularly, with 8,294 visits<br />
to the pantry last year. The Milwaukee County<br />
Emergency Food and Shelter program provided<br />
an additional grant in 2009. The Hunger Task<br />
Force and Feeding America Eastern Wisconsin<br />
supply the <strong>Center</strong> with weekly deliveries <strong>of</strong> food<br />

Community Connections<br />
Many services that assist neighborhood<br />
residents in their everyday lives exist<br />
at <strong>Silver</strong> <strong>Spring</strong>. These include: senior<br />
programming; access to the Havenwoods<br />
Economic Development Corporation’s<br />
programs; the Community Intervention Program<br />
<strong>of</strong> the Milwaukee Police Department and the<br />
District Attorney’s <strong>of</strong>fice, which helps those<br />
who are convicted <strong>of</strong> minor drug dealing; the<br />
Foreclosure Take Root Milwaukee program; a<br />
jobs kiosk, provided by the Milwaukee Area<br />
Workforce Investment Board; administrative<br />
services <strong>of</strong> free photocopying and facsimiles;<br />
social bingo; and the current $<strong>10</strong>0 million<br />
makeover by the Housing Authority <strong>of</strong> the City<br />
<strong>of</strong> Milwaukee <strong>of</strong> Westlawn. Many families<br />
have already moved to new housing for the<br />
duration <strong>of</strong> this long-anticipated redevelopment<br />
project. The Housing Authority sponsors an<br />
annual spelling bee and poster contest, in<br />
which <strong>Center</strong> youth participate.<br />

in the quiet phase <strong>of</strong> raising endowment<br />
support from our long-time and new<br />
friends. These gifts can be made in current<br />
gifts <strong>of</strong> cash, deferred gifts from your<br />
estate, and tax-advantaged charitable lead<br />
or remainder trusts. This source <strong>of</strong> revenue<br />
will provide the <strong>Center</strong> with the revenues to<br />
make our program services sustainable for<br />

In-Kind Gifts<br />
Our programs have current needs for<br />
educational materials for all ages,<br />
donations <strong>of</strong> food and clothing for our<br />
Emergency Services, <strong>of</strong>fice and computer<br />
equipment, and tickets to cultural and<br />
sports events. Your organization or<br />
company can also participate by hosting<br />
a meal for one <strong>of</strong> our regularly scheduled<br />
Family Nights or assisting in a campus<br />
