A QUIET hero of the annual<br />
kite-flying event, Jim Nicholls<br />
returns to New Brighton beach<br />
each summer to delight crowds.<br />
The 84-year-old kite-flying<br />
enthusiast and YouTuber said<br />
ever since he started flying<br />
– about 15 years ago – he’s encouraged<br />
others to do the same.<br />
“To understand the pleasure<br />
that kites can provide, you need<br />
to actually experience it, so I<br />
encourage as many people as<br />
possible to bring a kite and join<br />
with other fliers – it’s a lot of<br />
fun,” Jim said.<br />
“Unlike some kite festivals,<br />
which are merely spectator<br />
events, Kite Day is open to<br />
participation by anyone. I enjoy<br />
seeing people, especially children,<br />
who don’t usually fly kites<br />
taking part and having a lot of<br />
fun,” said Jim.<br />
The Parklands resident has<br />
attended all but one Kite Day<br />
since he started flying, and has<br />
amassed a wide array of kites.<br />
“On Kite Day I try to fly kites<br />
that appeal to children, as it’s<br />
really their day, I feel. I’ve flown<br />
SpongeBob, Mickey Mouse,<br />
teddy bears, and various<br />
cartoon and game characters,<br />
as well as other colourful and<br />
attractive kites, including large<br />
octopus and other sea creatures,”<br />
he said.<br />
With the ability to fly large<br />
groups of kites all at once, Jim<br />
puts on a spectacularly colourful<br />
show.<br />
“What kites actually get<br />
flown depends a lot on the wind<br />
conditions. Last Kite Day was<br />
probably the best we’ve ever<br />
had, with sunshine and a steady<br />
easterly breeze all day.”<br />
Great weather conditions<br />
also assisted Jim in achieving<br />
his personal kite-flying record<br />
in May 2017, when he flew<br />
over 50 smiley kites on New<br />
Brighton beach to celebrate his<br />
1000th YouTube kite video.<br />
“It was fun until the time<br />
came to pack them all away,”<br />
he says.<br />
Jim’s channel has more than<br />
11,000 subscribers, about 7<br />
million views, and is watched<br />
by people around the world.<br />
“I have made many overseas<br />
friends because of it.”<br />
Kite Day is a free event for<br />
all ages, with entertainment<br />
hosted by The Hits, including<br />
a sandcastle competition. Food<br />
trucks and a kite shop will also<br />
be onsite at the event hub.<br />

Road closures proposed for red zone<br />

in the red zone are being<br />
considered to prevent rubbish<br />
dumping and help the land<br />
re-naturalise.<br />
Public feedback is being sought<br />
on a proposal to formally stop<br />
unused or rarely used roads<br />
around the Ōtākaro Avon River<br />
Corridor.<br />
The city council believes road<br />
closures could limit the places<br />
litter bugs can dump and help<br />
develop ‘green’ reserve areas.<br />
The corridor area once held<br />
more than 5000 homes and still<br />
has an extensive road network.<br />
Dallington Residents’ Association<br />
chair Bebe Frayle said the<br />
rubbish dumping is a “headache”<br />
for nearby residents.<br />
“People leave all sorts of stuff<br />
lying around. It’s an important<br />
issue to residents for council to<br />
sort out.”<br />
The littering has been a stubborn<br />
issue since redzone housing<br />
was demolished, and often<br />
requires residents asking the city<br />
council for clean-ups.<br />
Frayle is unsure if the road<br />
closures will prevent the dumping,<br />
but said the association<br />
was generally supportive of renaturalisation.<br />
Of particular interest to residents<br />
are the proposed closures<br />
of the north or south end of<br />
Cheam St, and parts of Kingsford<br />
Tce and Broomfield Tce.<br />
Cheam St is used by residents<br />
to access Sutton Rd, but the city<br />
council wants to close one end to<br />
prevent more red zone dumping.<br />
Consultation is open to residents<br />
to decide which end to close.<br />
Parts of Kingsford Tce and<br />
Broomfield Tce are also up for<br />
closure.<br />
“There is some concern there<br />
that people will have to drive<br />
further to access Burwood Park,”<br />

A GROUP OF year 10 students from<br />
Catholic Cathedral College have been<br />
working with the Estuary Trust to clean up<br />
the shoreline of the estuary.<br />
For 14 consecutive school days, teacher<br />
Wendy Crossen would arrive every<br />
morning with a different group of 10<br />
students to collect discarded rubbish from<br />
Bridge St to the end of Southshore Spit<br />
Reserve, a distance of about five kilometres.<br />
Said Crossan: “Our focus has been on<br />
collecting small pieces of plastic that birds<br />
often mistake for food.<br />
“During this time, we have collected<br />
16.5 large bags full of rubbish, including<br />
hundreds of milk bottle lids, straws, lollipop<br />
sticks, discarded beer bottles, McDonald’s<br />
packaging, cans, and other waste.<br />
“As part of this project, we have learned<br />
about specific bird species and taken a<br />
special interest in helping the godwits<br />
survive.”<br />
Estuary Trust manager Tanya Jenkins<br />
said the estuary was a designated site of<br />
international importance for migratory<br />
waterbirds and the work done by the<br />
students was crucial for its maintenance.<br />
“A total 129 different bird species reside<br />
or migrate via our estuary which is just<br />
amazing considering this wetland is<br />
surrounded by housing and used intensively<br />
for recreation purpose.<br />
“It has been fabulous to see this school<br />
allowing students to take a practical<br />
approach to learning about our local natural<br />
environment and how to help look after it.”<br />

station strengthens<br />
network<br />
Orion recently marked another milestone in its major works<br />
programme to upgrade its electricity network with the official<br />
opening of the Milton Street Switching Station. The opening was<br />
celebrated with the project’s many partners at an event on the site.<br />
“This programme of work is the largest cable project Orion has<br />
ever undertaken. This section is the first project in a programme<br />
of work to replace older oil-filled power cables in the city. The<br />
switching station allows us to switch between power circuits<br />
meaning that we have alternatives in an outage and can restore<br />
power quicker,” says Orion GM Electricity Network Steve Macdonald.<br />
“They’ve also been designed to carry the capacity needed as<br />
our region continues to evolve and grow.”<br />
On the outside of the new switching station building, artist<br />
Hori-Te-Ariki Mataki from Ariki Creative designed a special<br />
piece of cultural art telling the story of the natural environment<br />
of Ōpāwaho Heathcote River.<br />
Ōpāwaho was also an important travel route connecting<br />
peninsular settlements with Ōtākaro and north to Kaiapoi.<br />
“The inspiration behind the design came from Te Ngāi<br />
Tūāhuriri. Ōpāwaho was an important mahinga kai, or source<br />
of plentiful food, the design incorporates different elements of<br />
flora and fauna, particularly tuna (eels), pātiki (flounder), and<br />
inaka (whitebait),” says Hori.<br />
The Milton Street switching station is a purpose-built, secure<br />
building housing high voltage switchgear and is located next<br />
to Faraday Street. Native trees and shrubs have been planted<br />
around the switching station, to enhance biodiversity on the<br />
site and complement the tukutuku pattern on the building’s<br />
facade. Information boards on the site share the kōrero<br />
behind the artwork.<br />
Work is set to begin in 2025 on the next stage of the project<br />
to upgrade the city’s underground electricity cable, a section<br />
spanning from Milton to Halswell via Hoon Hay.<br />

There has been a lot of talk about our country’s<br />
infrastructure lately. In this rapidly evolving world,<br />
the need for prudent and efficient investment in<br />
our infrastructure has never been more critical.<br />
As an infrastructure provider, we make decisions<br />
in the long-term interest of our customers. What<br />
we do now sets up a positive future for us and for<br />
generations to come.<br />
As we strive to maintain and improve our electricity<br />
network, we are constantly faced with the<br />
challenge of balancing the demands of modern<br />
technology with the reality of increasing costs.<br />
The electricity sector has been under scrutiny,<br />
highlighting the importance of proactive investment<br />
to ensure our network remains safe, reliable, and<br />
resilient. We all rely heavily on electricity and<br />
expect to have it when we need it. It’s essential for<br />
the growth and prosperity of our region that we can<br />
continue to deliver the level of service that you, our<br />
customers, require and expect.<br />
By addressing these challenges head-on, we can<br />
prevent the pitfalls of underinvestment, which<br />
often lead to higher costs and reduced service<br />
quality. We’ve seen this happen across other<br />
infrastructure sectors, as well as electricity. Our<br />
commitment to investing in our network is not<br />
just about meeting current needs but also about<br />
preparing for future demand and ensuring that you<br />
can continue to rely on us.<br />
As signalled previously in our Asset Management<br />
Plan and Annual Report, Orion has been<br />
considering an application for a Customised<br />
Price-quality Path (CPP) with the Commerce<br />
Commission. You may have seen the recent news<br />
about the Commission’s Default Price-quality Path<br />
(DPP) reset, which will result in higher distribution<br />
charges in customer’s power bills from April 2025.<br />
With a CPP, we are looking to increase investment<br />
in our network, over and above the investment<br />
levels allowed by the DPP. We’ve done a lot of<br />
work to test the ability of the DPP allowance to fund<br />
what we need to maintain our network, and it<br />
simply won’t suffice. We’re confident that seeking a<br />
CPP now is the most prudent option for Orion and<br />
our customers, and that delaying this investment<br />
will only mean we have a bigger hill to climb later.<br />
Our journey to get to this point began in the<br />
aftermath of the earthquakes, where our primary<br />
focus was on restoring the network and supporting<br />
the rebuild and recovery. While we were<br />
undertaking substantial repairs to the network,<br />
there were some elements of our normal work<br />
programme that were deferred. That had the effect<br />
of keeping prices down post-earthquakes, however<br />
it does mean we have to get on with that work now.<br />
With the rebuild of the network largely complete<br />
we’re now in a new phase of our asset<br />
management lifecycle, and it has become clear<br />
that the Default Price-quality Path allowances are<br />
not going to be sufficient for us to maintain a safe,<br />
reliable, and resilient network. Underinvesting risks<br />
reducing reliability and resilience, making it more<br />
expensive to manage and maintain the network in<br />
the longer term. By increasing expenditure now,<br />
we aim to preserve the quality of our network,<br />
keep costs manageable, and maintain the level of<br />
service our customers expect.<br />
This is an exciting time for our region. Ōtautahi<br />
Christchurch and Selwyn are seeing considerable<br />
growth, and with that comes increasing prosperity<br />
across our region. Looking ahead, our purpose<br />
remains the same - to provide a safe, reliable,<br />
resilient network that powers a cleaner and brighter<br />
future with our community. We are committed to<br />
proactive investment, which is more cost-effective<br />
and sustainable in the long run.<br />
We’ll continue to keep you updated on our journey<br />
with this CPP application, and what it means for<br />
you. In the meantime, I encourage you to read our<br />
Community Update to find out more about how<br />
we’re continuing to strengthen our network, as well<br />
as embracing technology to drive greater efficiency<br />

What’s a CPP and what<br />
does it mean for me?<br />
Orion funds its operations through debt, equity,<br />
and customer revenue from lines and connection<br />
charges. Orion's customer revenue and the<br />
quality of the service we provide is regulated by<br />
the Commerce Commission using a Default Pricequality<br />
Path (DPP), which sets the total allowable<br />
revenue.<br />
The DPP4 reset, released on 20 <strong>November</strong><br />
<strong>2024</strong>, falls short of the investment forecasted in<br />
Orion's Asset Management Plan (AMP), potentially<br />
impacting the ability to deliver long-term value for<br />
our customers and maintain a safe, reliable, and<br />
resilient network.<br />
The DPP is a one-size-fits-all approach. When the<br />
DPP doesn’t provide enough revenue to meet<br />
customers’ needs, the regulatory process allows<br />
Orion to apply for a Customised Price-quality Path<br />
(CPP). This is a tailored approach that enables<br />
necessary investment, but does mean higher<br />
costs for customers. Applying for a CPP is a<br />
significant effort, requiring us to demonstrate to<br />
the Commerce Commission that the forecasted<br />
investment is necessary and prudent in our<br />
customers’ long-term best interests.<br />
We value your views as a customer on the<br />

The drone in action at Norwood<br />

out of the<br />
box<br />
The old adage that the sky's the limit is<br />
certainly proving true for Orion, with some<br />
innovative use of drone technology.<br />
An automated drone is being used to<br />
monitor the new Norwood substation<br />
located in rural Selwyn. Following over<br />
250 successful trial flights throughout<br />
2023, Orion’s partner, Unmanned Aerial<br />
Vehicle (UAV) supplier Ferntech has<br />
received permission from the Civil Aviation<br />
Authority (CAA) to operate the drone<br />
autonomously at the Norwood site and<br />
for one of our 66,000 volt lines between<br />
substations.<br />
The so-called ‘drone in a box’ launches<br />
from a secure charging station on site,<br />
completes its inspection and then returns<br />
to the station to recharge.<br />
“The work we did in the trial phase<br />
showed we can safely conduct these<br />
operations, so we’re excited to now have<br />
the drone regularly inspecting the site,<br />
which is a first for New Zealand,” says<br />
Orion Network Access Manager Peter<br />
Allen. “The possibilities are limitless with<br />
this technology and we're excited to see<br />
where we can take it next”<br />
The inspections will be overseen by<br />
our UAV supplier Ferntech, from their<br />
remote operations centre in Auckland. All<br />
Ferntech’s commercial UAV operations<br />
are conducted under Part 102 Certification<br />
issued by CAA.<br />
Orion has been using UAV technology for<br />
several years to improve efficiency and<br />
speed with finding faults on the network<br />
and assist with inspecting network assets<br />
in hazardous or inaccessible terrain.<br />
“The use of this technology has so many<br />
benefits, crucially it improves safety and<br />
reduces fatigue for our workers and makes<br />
difficult tasks easier. It also increases our<br />
resilience and reliability by finding faults<br />
before they become a problem, allowing<br />
us to restore power faster. Our operators<br />
can often find a network fault with a drone<br />
in minutes, versus sometimes spending<br />
hours quite literally in the dark,” says Peter.<br />
"Remote, automated drone flights eliminate<br />
many of the risks and costs associated<br />
with traditional inspections. Receiving this<br />
approval from the CAA marks a significant<br />
step forward. This deployment represents<br />
the future of UAV operations, and we're<br />
proud to partner with Orion to enhance<br />
the safety, productivity, and sustainability<br />
of New Zealand's power industry," says<br />
Ferntech General manager Tom Goodwin.<br />

09.00am-05.00pm, weather permitting.<br />

Marathon futsal effort for Movember<br />

HAVE YOU ever played a sport<br />
for 24-hours straight?<br />
That’s what Canterbury and<br />
New Zealand futsal player<br />
Hamish Mitchell did last week<br />
in a bid to raise funds for mental<br />
health awareness and the<br />
Movember Foundation.<br />
Mitchell hosted a 24-hour<br />
futsal match at Shirley Boys’ High<br />
School, open for anyone to play<br />
for as long as they liked.<br />
The game kicked off at 7pm<br />
on Friday. By the time the final<br />
whistle blew a day later, Mitchell<br />
was knackered, had feet riddled<br />
with blisters, and had run more<br />
than 60km.<br />
As of Tuesday he had raised<br />
nearly $1200 to go towards<br />
Movember’s mental health<br />
services.<br />
“I never really thought about<br />
how much I wanted to raise.<br />
“It was never about the money<br />
for me, whatever gets raised is<br />
amazing and I’m stoked with that,<br />
it’s the awareness more<br />
than anything that I was hoping<br />
to get, so with those now being<br />
achieved, it’s a win-win situation,”<br />
Mitchell said.<br />
