Trash talk
By Rick Palsgrove
Groveport Editor
There was some trash talk at Groveport
City Council’s Nov. 25 meeting, but it was
not of the mean spirited kind, it was actually
about trash.
The meeting featured a presentation
from representatives of the Solid Waste
Authority of Central Ohio (SWACO), but
prior to their talk, resident Eric Dehays
also weighed in on a related topic - litter.
Dehays began by praising the city for its
street department, golf course, family
events, and other amenities and added the
city has “a top notch police force and is a
great community to live in.”
However, Dehays noted that on his
walks around his neighborhood and surrounding
area he picks up about “100
pounds of litter a month.”
“It’s just shocking,” said Dehays.
He suggested the city consider
installing “no littering” signs at appropriate
places around town.
City officials said they would consider
the signage.
SWACO Consortium
Groveport is part of SWACO’s
Consortium program where a group of
communities voluntarily work together to
leverage purchasing power when contracting
for solid waste, recycling, and yard
waste collection services.
Groveport’s consortium contract is up
for renewal Dec. 31, 2025. The contract
includes the processing of recycling at
Rumpke’s Materials Recovery Facility in
Columbus as well as curbside collection
services for trash, recycling, and yard
waste by Local Waste Services.
“SWACO is a political subdivision of the
State of Ohio formed under House Bill 592,
and we own and operate the Franklin
County Sanitary Landfill,” said SWACO
Communities Program Administrator
Karen Seidel. “Our mission is to ‘champion
transformational diversion programs and
safe disposal of the waste stream.’”
Recycling
According to SWACO officials, 76 percent
of what comes to the landfill could be
recycled or composted, but remains in the
landfill instead because it is not disposed of
in recycling bids. Of this 76 percent, 27
percent is compostable material, 25 percent
is recyclable material, and 24 percent
is other recoverable materials.
Seidel said SWACO does not process
recyclables itself, but offers many different
programs designed to increase recycling in
Franklin County. Their recycling programs
include:
•Facilitating the consortium program
for participating communities to ensure
they can provide the best trash, recycling
and yard waste services to their residents
at the most competitive rates;
•Public education and outreach. See
recycleright.org for a good example of its
recycling education efforts.
“It’s a great resource for residents with
questions about what can be recycled,” said
Seidel.
•Providing grants, resources and technical
assistance to communities, businesses,
non-profit organizations and schools
that want to recycle or improve their recycling
programs; and
•Offering recycling and safe disposal
options for hard-to-recycle items to
Franklin County residents at our
Recycling Convenience Center and
Household Hazardous Waste Facility.
“Our relationship with Local Waste and
other local haulers relates primarily to our
work to support Franklin County communities’
recycling programs,” said Seidel.
“For example, we encourage Local Waste
and other local haulers to use our recycling
education materials with their customers.”
As part of SWACO’s presentation to
council, the subject of community owned
recycling carts came up. These wheeled
carts range in sizes from 35 gallons to 65
gallons to 95 gallons based on customers’
needs. Currently Groveport residents use
18 gallon recycling bins.
“There will be no additional cost to the
residents (regarding the recycling carts),”
said Seidel. “It is written into Groveport’s
current contract that they could switch
from 18 gallon bins to 65 gallon carts with
no change in the monthly cost of service
with Local Waste. If Groveport decided to
participate in SWACO’s Recycling Cart
Grant, the city would acquire carts for
their residents at $5 per cart. They could
pay SWACO back over the course of three
years, one payment a year with no fees or
interest. The $5 per cart cost includes a 65
gallon cart, branding, and the distribution
of carts to each household by the cart manufacturer.
SWACO manages the entire
process on behalf of participating communities.
With a going rate of carts and
deployment at around $61, this grant
offers a huge cost savings to communities.”
She said Groveport also has the option
of specifying the use of carts in the bid, as

Glendening kindness
Each month, Glendening Elementary
School students focus on a life skill of the
month. December’s life skill is kindness.
On Dec. 2, students kicked off a simple
challenge: donate spare change for a good
cause, Groveport Madison Human Needs.
After just three days, they raised over
$1,400. Students are still busy counting
more donations and a final total will be
forthcoming.

Retired firefighter and Firefighter 4
Kids volunteer John Jones said that new

How much is actually recycled?
When asked about reports from around the country
that only a percentage of recyclable material that is
gathered is actually recycled, Seidel said, “We have seen
these reports as well. Fortunately, they do not represent
the situation in Central Ohio at all. Rumpke, the company
that processes the majority of residential recycling
in Franklin County, indicates that the contamination
rate at their recycling facility is less than 10 percent,
meaning more than 90 percent of the material that is
delivered to their recycling facility is recycled (the rest
are things that aren’t recyclable). That is an amazingly
low contamination rate and is a result of good recycling
habits by our residents and businesses. It’s also a result
of the recycling education efforts made by SWACO and
others. In addition, more than 80 percent of what we
recycle in Central Ohio goes on to have new life in a new
product right here in Ohio. We’re fortunate to be in a
state with a strong circular recycling economy that supports
almost 400 recycling-reliant businesses employing
more than 5,000 of our Ohio neighbors.”
According to Seidel, virtually all the residential
recycling collected in Franklin County is processed at
a new, $100 million Rumpke Recycling facility in
Columbus.
“It’s the largest such facility in North America,” said
Seidel. “This state-of-the art facility employs 60 people
to process up to 250,000 tons of recycling each year
from nearly 50 Ohio counties. Rumpke offers tours of
the facility in operation — it’s worth seeing in person to
understand the efforts that are being made to get this
material to the manufacturers that can use it as a raw
material to be made into new items. Rumpke is also
expanding the list of items that can be recycled at its
new facility, including clear clamshell containers like
the ones that berries or pastries might come in.”
Recycled products and what can be recycled
When asked what kinds of products, etc. are produced
from materials that are recycled in central Ohio,
Seidel said, “A variety of items, including new cardboard
boxes, aluminum cans, and glass bottles, in

addition to things like plastic lumber and fiberglass

on our Circular Ohio website.”
According to Seidel, the Franklin County Sanitary
Landfill is the only landfill in Franklin County where
municipal solid waste (household and business trash) can
be disposed of. The current life expectancy for the landfill
is about 40 years. There are two other landfills in Franklin
County for construction and demolition material.
“Recycling is important for many reasons: It conserves
the natural resources that would be used to create
virgin material, it reduces energy consumption (for
instance, recycling aluminum cans uses 90 percent less
energy than virgin aluminum), it supports the circular
economy and Ohio businesses, and it reduces reliance
on the landfill and extends its life,” said Seidel.
Examples of recyclable material include: paper and
cardboard; plastic bottles and containers; glass bottles
and jars; metal cans and cups; and cartons.
Items not acceptable for recycling are: plastic bags,
wrap, or film; batteries, propane tanks, or other flammables;
tanglers like clothes hangers, hoses, chains,
wires, clothing, or electronics; and foam cups, plates,
and food containers.
SWACO recycling expansion
SWACO’s Recycling Convenience Center opened in
2023 as the first-of-its-kind facility in Franklin County
to accept hard to recycle household items like tires,
batteries, food waste and Styrofoam. SWACO is making
the center more convenient for residents to use by
removing paint fees and expanding the list of materials
accepted.
In addition to all the other items accepted, the center
will also now collect plastic prescription pill bottles
from residents for recycling. While over-the-counter
pill bottles can be recycled in curbside recycling carts,
plastic prescription bottles and their lids are not
accepted curbside. Plastic prescription bottles brought
to the Recycling Convenience Center should be empty,
and the bottles will be recycled with Industrial
Recyclers in Sydney, Ohio.
SWACO is removing the $1 per can fee previously
charged for the recycling of household latex paint. Now
latex and all other household paint are accepted for
free from residents.
The center is accepting several seasonal
items this year including pumpkins and
gourds, outdoor and holiday string lights,
live evergreen trees, wreaths and garland
(free from decoration) and leaves. These
items will be collected annually during the
seasons in which they’re in demand.
SPECIAL OFFER
•Bagged leaves will be accepted through
Jan. 31 (paper bags only, no plastic bags)
•Pumpkins and gourds will be accepted
through December (free of candles and
lights).
•Live holiday trees and greenery free of
decorations, tinsel and plastic will be
accepted through Jan. 31.
•Holiday string lights are accepted yearround
in the bins marked for electronic or e-
Waste.
Since opening a year ago, the center has
helped over 2,000 customers to divert more
than 190,000 pounds of material from the
landfill, the equivalent of six school buses.
The Recycling Convenience Center is
located at 2566 Jackson Pike in Columbus
and is operational Monday through Friday
from 10:30 a.m. to 6 p.m. and Saturday
from 9 a.m. to 4:30 p.m.

Upcoming Groveport road projects
By Rick Palsgrove
Groveport Editor
Several big road projects will be undertaken
in Groveport in 2025.
Groveport City Council is currently considering
legislation to solicit bids for the
following projects.
Port Road reconstruction
According to Groveport City Engineer
Steve Farst, this project entails pavement
reconstruction between Speigel Drive and a
point just south of Rohr Road. Farst noted
the segment south of Speigel Drive was
completed in 2014. The final design for this
project is in progress.
“The expected construction cost will be
determined once bids are received,” said Farst.
“The estimated construction cost is expected to
be about $1.4 million. Bidding is expected to
occur during first quarter of 2025.”
The project will be funded with local
funds and funds from the Ohio Public
Works Commission in the form of grant
and loan.
“The pavement condition is poor and
distresses severe enough that a total
rebuild of the pavement section (installed
between 1997-1998) is appropriate,” said
Farst.
Directors Boulevard reconstruction
Farst said the project includes pavement
maintenance and dull-depth repair and
stormwater drainage maintenance. He said
•
the final construction cost is not yet completed
and it will be funded with local funds.
The city’s 2025 budget has $820,000 listed
for the Directors Boulevard reconstruction
and $105,000 for stormwater reconstruction.
“The pavement distresses are such that
pavement maintenance activities are
required,” said Farst.
SR 317/Firehouse Lane improvement
The intersection of State Route 317 and
Firehouse Lane is slated for more improvements
during Phase 2 at a budgeted cost of
$1 million possibly funded through the
Ohio Public Works Commission and the
Capital Projects Fund.
The Phase One improvements were done
in 2018-19. That improvement included
construction of the following: southbound
right turn lane into the Groveport Madison
High School campus; pedestrian accommodation
with sidewalks, crosswalk and
pedestrian signals; new traffic signal equipment
including controller, signal poles/mast
arms, signal heads; and a pre-emption system
to accommodate Madison Township
Fire Department emergency response.
Farst said the Phase 2 improvements
would include modification to the northbound
and southbound left turn lanes to:
realign them to a position similar to the
intersection at Directors Boulevard (known
as “positive-offset”); and to extend the

length of the southbound left turn lane to
provide for more vehicle storage, and to
include modifications to traffic signal
equipment for the changes. Other improvements
may be included related to pavement
resurfacing of the intersection area.
Farst said the improvements are needed
because the current intersection layout is
based on an older, out-of-date Ohio
Department of Transportation design standard
in place when the highway was
designed and constructed in the 1970s.
“Due to traffic volume growth over time
as a result of local and regional changes in
land-use, population, jobs, and businesses,
traffic conditions are such that the
improvement is now appropriate,” said
Farst. “The project will make the intersection
more efficient for movement of traffic,
reduce delays, and provide added safety.”
Street maintenance program
“The specific streets to be addressed have
not yet been identified and likely won’t be
until late January to late February,” said
Farst. “It will be funded with local funds
and the cost is not yet estimated.”
The city’s 2025 budget has allocated
$650,000 for this program.
Farst said the kind of work to be done on
these streets will be similar to previous
years.“Most are mill/fill pavement repairs
and spot-full depth repairs as needed,” said
Farst.

Some Christmas songs
Who doesn’t love traditional Christmas
carols?
Editor’s Notebook
Rick
Palsgrove
We embrace them
every Christmas season
and revel in the
warmth, meaning,
and nostalgia they
generate within us.
Sure, by January
our ears are ready to
put them aside for
another year, but in
December they are
beloved.
But I want to talk
about a few non-traditional
Christmas
songs that I look forward to hearing this
time of year. These are pop songs that
often pop up this time of year that I took a
liking to.
Here they are in no particular order:
• “Father Christmas” by the Kinks.
This 1977 single was released during
the height of the punk rock era. It is sort of
a punk carol. The b-side of the single reinforces
this connection to the punk rock
movement with the song, “Prince of the
Punks.” “Father Christmas” features the
signature, roaring, distorted guitar sound
pioneered by Kinks’ guitarist Dave Davies
and has cynical lyrics by lead singer Ray
Davies. The song is aggressive and challenges
the listener: You can enjoy the
Christmas season, but remember those
who have less than you.
Notable lyric:
“Have yourself a merry merry Christmas
Have yourself a good time
But remember the kids who got nothin’
While you're drinkin’ down your wine”
• “A Christmas Song” by Jethro Tull.
This song appears on 1972’s “Living in
the Past” album. Musically it sounds like it
could be an old English folk carol and I
have read that it may be based on a 19th
century poem and tune. The song prompts
the listener that, though one may be awash
in the revelry of the season, it’s important
to also consider the true spirit of the season.
So look past the excesses and commercialization
and seek the simplicity and
beauty that is before you.
Notable lyric:
“You're missing the point
I'm sure does not need making,
that Christmas spirit is not what you drink”
• “2000 Miles” by the Pretenders.
This 1983 song from their “Learning to
Crawl” album is a beautiful tune about
Groveport history
Two documentary films on the history of
Groveport, produced by the Groveport
Heritage Society and Midnet Media, are
now available for viewing online on
YouTube. The films are: “Groveport: A
missing someone who is far away. There is
speculation about who Chrissie Hynde of
the Pretenders was writing about, but only
she knows for sure. The thing is, the lyrics
are written in a personal way that the listener
can connect the song with one’s own
experiences of longing and loss. It could be
about two friends who are far apart, two
lovers separated by cold, distant miles, or
someone close to you who has passed away.
Notable lyric:
“Two thousand miles
Is very far through the snow
I'll think of you
Wherever you go”
• “River” by Joni Mitchell.
This song is from Mitchell’s masterpiece
“Blue” album from 1971. The Christmas
season often brings on thoughts of times
past and of people who no longer are part
of our lives. This song taps into that and it
drips with feelings of melancholy. The song
seems to wrap itself in melancholy while
trying to flee from it at the same time.
Notable lyric:
“Oh, I wish I had a river
I could skate away on
I wish I had a river so long
I would teach my feet to fly
Oh, I wish I had a river
I could skate away on”
• “Christmas Time is Here” by Vince
Guaraldi.
If you are a baby boomer, or just someone
with a fondness for the simple beauty
of the 1965 television special and
Christmas album, “A Charlie Brown
Christmas,” you know and love this song.
The song was composed by jazz great Vince
Guaraldi, who also provided music for the
rest of the album. I first learned of
Guaraldi’s talents when hearing his
instrumental song, “Cast Your Fate to the
Wind” on the radio in 1962. Reportedly, it
was this song that prompted the producers
of the “Peanuts” Christmas television special
to seek out Guaraldi to do the music for
the show. A wise decision because the
music on the “A Charlie Brown Christmas”
album has become a Christmas mainstay
with songs that blend well with traditional
carols and pop Christmas songs. This song
appears on the album in two forms - an
instrumental version and a vocal version.
It is a sentimental and hopeful song that
brings light to one’s soul.
Notable lyric:
“Christmastime is here
Families drawing near

City of Groveport helps out with toy drive

Firefighter 4 Kids program, enough to fill five large bags and one
big box that were collected by Santa’s elves (aka Madison
Township firefighters) to be distributed to children.
The toys included assorted balls, dolls, games, hula hoops,
stuffed animals, action figures, puzzles, cars, clay, preschool toys,
art supplies, and much more.
Retired firefighter and Firefighter 4 Kids volunteer John Jones
said, “We could not do this without the help of the citizens and the
citizens of central Ohio are exceptionally generous.”
Groveport City Council President Ed Dildine said the program
“comes from the heart.”
Dildine related a story about the program where a young girl in
a hospital burn unit, who despite encouragement from family and
hospital workers, would not try to walk. But one day, Jones,
dressed in the “Sparky the dog firefighter mascot costume came in
with some toys. The little girls saw Sparky, took his “paw,” and
summoned up the strength to walk.
“That’s why we do what we do,” said Dildine, who also serves in
the Madison Township Fire Department.
Jones said that donated, new unwrapped toys will be collected
at all Madison Township fire stations for distribution to kids until
Christmas Day.

New ramp at food pantry
Messenger photo by Rick Palsgrove
The Greater Groveport Food Pantry building, located at 595 Cherry St., now has a
new handicap accessible ramp. According to Greater Groveport Food Pantry
Director Becky Soles, Lifeway Mobility installed the ramp at the front of building at a
cost of $28,000. The ramp was funded by an estate inheritance the food pantry
received. “The pantry was not totally handicap accessible so this allows folks in
wheelchairs, walkers, etc., to enter our pantry to select their food choices,” said
Soles. The food pantry is open by appointment only on Thursdays between 3-6 p.m.
Only residents who reside within the Groveport Madison School District are eligible
to use the food pantry. For information visit Groveportfoodpantry.com or see
Facebook. The phone number is 614-836-7652.

The building at the left was a general store that sold groceries, boots, shoes, and
“provisions.” The photo shows a transition in transportation as there is a car parked
along the street, but also hitching posts for horses in front of the general store.
Main Street was still a dirt road at the time as it was not paved until 1911.

Supporting Ohio’s
Education System
Dear Friends,
As your State Senator, I’m dedicated to policies
that strengthen education and empower
local communities, I’m excited to announce
that Senate Bill 168, my legislation to reduce
burdensome regulations on Ohio’s education
system, officially took effect on October 24th!
This law empowers Ohio schools to better
serve students by addressing critical teacher
shortages and cutting unnecessary red tape,
allowing for greater flexibility and innovation.
Key highlights of this legislation include:
• Enabling local school boards to address
staffing needs by hiring qualified
individuals who bring valuable real-world
expertise into the classroom, ensuring
schools can fill critical positions
efficiently while maintaining local oversight.
• Granting schools the ability to design
teacher evaluation systems tailored to
their unique priorities, fostering a more
adaptable and effective approach.
• Repealing outdated mandates to allow
the Ohio Department of Education and
Workforce to focus on supporting schools,
rather than enforcing one-size-fits-all
regulations.
This legislation also supports broader
changes to Ohio’s education governance, including
transitioning oversight of the Department
of Education to a governor-appointed
director—streamlining operations and improving
efficiency.
By removing barriers, we’re equipping schools
with the tools they need to focus on what
matters most: preparing Ohio’s students for
success.
Thank you for your support. Together, we’re
building a stronger future for our children and
our state!
Results Matter! Let's make a difference together.

The budget anticipates an increase of about 24 percent in estimated

Main Street land purchase revised
By Rick Palsgrove
Groveport Editor
Groveport City Council approved revised
legislation regarding the purchase of four
parcels in the city’s downtown on the south
side of Main Street that extend west from
Wirt Road.
At Groveport City Council’s Oct. 28 meeting,
council authorized City Administrator
B.J. King to enter the city into a contract to
purchase, at a cost of $225,000, these four
parcels that include the vacant former hot rod
building and the green space between it and
the veterinarian’s office. The original proposed
purchase excluded an approximate 2.65
foot wide strip near the veterinarian’s office.
However, at council’s Nov. 25 meeting,
Groveport Law Director Kevin Shannon told
council that an ALTA survey of the properties
produced new information showing that
the 2.65 foot wide strip of land to be excluded
needed to increase in size to a 5.63 foot
wide strip of land. Therefore, revised legislation
was needed to reflect that.
“The purchase price is still $225,000,”
said Shannon. “The strip of land in question
is that portion of the property necessary for
the seller to maintain its existing three
parking spaces. No other terms of the contract
have changed.”
The city is purchasing the properties in
order to reconfigure streets and parking in
Groveport’s historic downtown area.
According to King, the city plans to:
demolish the hot rod building, as well as the
nearby KidSpace building located at 630
Wirt Road; reconfigure Wirt Road to create a
right angle intersection of Wirt Road and
Front Street; and create more parking in the
municipal lot located along Wirt Road,
Crooked Alley, and Cherry Street.
The heavily traveled and quirky angular
intersection of Main Street and Wirt Road
has been an ongoing safety concern to
Groveport city officials and residents.
“It’s a dangerous intersection,” said King.
“This project will certainly be a tremendous
improvement and a long term enhancement
for motorists and residents who travel and
walk in the area.”
King said the project is expected to begin
in the late summer of 2025 and be completed
by the late spring of 2026. He said details
on the design and costs for the intersection
reconfiguration and the parking lot will be
available at a future date.
Wirt Road was created after the Ohio
and Erie Canal ceased operations in the
early 20th century. The canal came through
Groveport at an angle from the northeast to
the southwest. Wirt Road sits where the
canal towpath ran along side the canal and,
because of this, the road maintains the
same angle junction with Main Street as the
canal route once did.
The 3,100 square foot KidSpace building,
was built in 1955 and was originally the
Groveport Municipal Building for many
years and later was home to the senior center.
KidSpace moved into the building in the
early 2000s after the senior center moved to
the Groveport Recreation Center.
The former hot rod building was built in
the mid-20th century and was once a car
dealership.
Earlier this year, council voted to
approve the demolition of KidSpace to make
room for more downtown parking. City officials
said demolishing the building allows
for the creation of expanded public parking
in the downtown area. Currently the downtown
public parking lots south of Main
Street along Wirt Road are often full.
Another downtown public parking lot with
about 99 spaces is located on the north side
of Main Street near Ace Hardware and
Delaney’s.
The reconfigured municipal parking lot
along Wirt Road could increase the parking
capacity there to about 100 to 112 spaces
from the current 60 spaces.
The city also has plans to complete the
buildout of the second floor of the Rarey’s
Port building on Main Street (above
Delaney’s Diner).
“That space will be used as the new location
of KidSpace activities as well as conference
room space,” said King earlier this
year.

They began at Greenfield Place and
then traveled to Senior Village delivering
