Turkish Vice President Cevdet Yılmaz said the Government

inflation after official data suggested what he said signaled

Turkish exports to
African nations exceed
$15B in first 10 months
Türkiye’s exports to African countries have surpassed
$15 billion between January and October this year,
according to a report citing foreign trade data.
The volume of shipments to African nations increased
by 1.8% in the first 10 months of the year compared
to the same period in 2023, reaching $15.1 billion,
the data compiled by Anadolu Agency from Turkish
Exporters Assembly (TIM) revealed.
Apart from robust trade, Türkiye has become an
important partner for development and investment
in Africa, strengthening cooperation in areas such as
construction and energy.
Relations between Ankara and African countries have
gained momentum in recent years and there are 44
Turkish embassies in Africa, compared to 12 in 2003.

The current account balance
has posted a surplus for a fourth
consecutive month in September,
data from the Central Bank has
shown.
In September, Türkiye posted a
current account surplus of $2.99
billion, higher than economists’ expectation
of a $2.7 billion surplus
for the month.
The current account surplus rose
from $769 million in June to $1.45
billion in July and to $4.85 billion
in August.
“We expect the annual current account
deficit to decline to 0.8 percent
of GDP in the third quarter
and the downward trend to continue
in the final quarter,” Finance
Minister Mehmet Şimşek wrote on
X, commenting on the latest data
from the Central Bank.
The improved current account balance,
reduced external financing
needs and increased capital inflows
contribute to reserve accumulation
and support macro stability, Şimşek

Treasury and Finance Minister Mehmet Şimşek
warned about negative risks originating from rising
protectionism on global trade, issuing a stark warning
how if this trend continues we could witness declines
in global gross domestic product (GDP).
Speaking at the panel titled “Addressing Global

exceed $15B in first 10 months

Sales to Africa constituted 7% of Türkiye’s total
exports in the 10 months. The continent ranked
sixth among the 12 country groups to which Türkiye
exported the most during this period.
In comparison, Türkiye exported $79.9 billion to
European Union countries in the first 10 months
of the year and $23.3 billion to the Middle Eastern
countries.
In the first 10 months of the year, Türkiye exported
the most to Egypt among African countries,
with nearly $3 billion, along with other North
African countries, which were closely followed by
sales to South Africa and Nigeria.
Accordingly, exports to Egypt were determined
at $2.9 billion, Morocco at $2.5 billion, Algeria at
approximately $2 billion, Libya at $1.9 billion and
Tunisia at $859.2 million.
South Africa came in next with $514.5 million, Nigeria
with $482.1 million, Djibouti with approximately
$343 million, Ghana with approximately
$313 million and Senegal with $301.1 million.
When examined sectorally, the sectors with the
highest exports to African countries in the period
in question were chemicals and products
with $2.5 billion, grains, pulses, oilseeds and its
products with $2.3 billion, steel with $1.7 billion,
the automotive industry with $1.2 billion and the
electrical and electronics sectors with $1.1 billion.
The sectors that increased their exports the most
over the same period were chemicals and products
with $248.5 million, jewelry with $137.7
million and textiles and raw materials with $98.6
million, respectively.
The jewelry sector made $309.7 million in exports
to African countries, while the textiles and raw
materials sector’s export volume reached $1.1 billion,
and the machinery and components sector
also exported $1.1 billion worth of goods in 10
months.
The sectors with the least exports to the continent
were other ornamental plants with $2.1 million,
olives and olive oil with $12.9 million, and fresh
fruits and vegetables with $20.2 million.
For the January-October period, Türkiye’s total
exports totaled $216.4 billion, up 3.2% year-over-year.

energy strategy, which focuses on five
areas: increasing renewable energy capacity,
improving energy efficiency, expanding nuclear
power generation, adopting new technologies
such as hydrogen and battery storage,
and investing in critical minerals and rare
earth elements.
Bayraktar noted that by 2035, Türkiye aims
to achieve ambitious goals, including expanding
its combined wind and solar energy
capacity from 30 to 120 gigawatts. He also
emphasized that meeting these targets would
require an investment of at least $80 billion.

Tight monetary policy, fiscal measures and
base effects brought annual inflation down
to 48.58% in October from a peak of 75.45%
in May. The country’s central bank raised its
year-end inflation forecasts for this year and
next to 44% and 21%, respectively. It previously
forecast year-end inflation of 38% in
2024 and 14% next year.
The government anticipates end-2024 and
end-2025 inflation of 41.5% and 17.5%, respectively.
The Turkish economy grew by 3.8% in
the first half of this year, and the government
projects growth of approximately 4% in 2025,
with further acceleration to 4.5% and 5% in
2026 and 2027, respectively.
Separate data showed retail trade and construction
sector confidence improved in November,
while services sector confidence fell.
The sub-index for the services sector decreased
by 2.9% on a monthly basis to 111 in November,
according to the Turkish Statistical
Institute (TurkStat). The retail trade and construction
sector confidence indices rose 0.9%
to 111.7 and 1.7% to 87.8, respectively.
Calculated from a monthly survey, results
are evaluated within a range of 0-200. Sectoral
confidence indices above 100 signal an
optimistic outlook, and a pessimistic outlook
when below 100.
Another data by the CBRT showed the capacity
utilization rate of Türkiye’s manufacturing
industry increased in November, reaching
76.1%.
That marked an improvement of 1.2 percentage
points. On a seasonally adjusted basis, the
rate rose b
y 0.4 percentage points, reaching 75.6% in
November.
Intermediate goods production had the highest
utilization rate at 75.5%, while durable
consumer goods recorded the lowest at 72%.
The figures are derived from responses to a
business tendency survey conducted among
local manufacturing units. The CBRT reported
that 1,755 companies participated in the
survey, noting that the results reflect the participants’
feedback and not the bank’s predictions
or policy views.
The capacity utilization rate is a key indicator
of how much of an industry’s productive potential
is being used, providing insights into
overall economic activity.
Türkiye’s per capita income could exceed
$15,000 by the end of the year, a top finance
official said while also reiterating the aim
to achieve sustainable high growth as the
main objective of the medium-term program
(MTP).
Speaking at the event organized by state lender
Halkbank, Treasury and Finance Minister
Mehmet Şimşek outlined the performance
of the Turkish economy, highlighting the
narrowing trade gap since last year and the
improvement in the risk premium, among
others.
“The main goal of the MTP is to achieve sustainable
high growth and a more equitable
distribution of the income from this growth,”
Şimşek said.
The government updated the program to cover
the period between 2025 and 2027 earlier
this year, presenting expectations regarding
main macroeconomic indicators such as
growth and inflation.
The economic growth is projected to be realized
at 3.5% this year, while authorities expect
the gross domestic product (GDP) per capita
to reach $15,551 at current prices. This is further
expected to increase to $17,028 next year
and $20,420 in 2027, respectively.
The minister noted the main subcomponents
of the program to be price stability, lowering
inflation, fiscal discipline, sustainable current
account deficit, structural transformations
and reducing the current account deficit.
“We have had a good performance so far,” he
said.
“Our current account deficit was $56 billion
in the middle of last year, but now it has dropped
below $10 billion. We have narrowed the
current account deficit significantly,” he explained.
He also pointed out the recovery in reserves
and further noted that while the risk premium
of developing countries has declined by
45 points “ours has fallen by 448 points.”
“So, it means that our program exists and it
works. Our credit rating has increased. We
are the only country in the world whose rating
has been increased twice in a row in one
year by the three major credit rating agencies
in 2024,” he added.
“If the MTP was not working ... how would
we have convinced the rating agencies,” he
questioned.
Şimşek took the helm of the ministry nearly
1.5 years ago, following the presidential elections,
pivoting the country’s return to a more
conventional monetary policy that included
hiking the interest rates by 4,150 basis to tackle
inflation.
Inflation has been falling, touching 47.09% in
November, official data showed.. The authorities
expect this momentum to continue, with
the ultimate goal of lowering it to single digits.
This view was echoed by Şimşek, who recalled
although that inflation is still high, it is declining
and it will continue to fall.
The minister also touched upon the global
issues, issues experienced in the global area
regarding the population, and said: “Our
working age population is still increasing well
compared to similar countries. However, we
have great potential, and that is our women.
If we can bring our women into the workforce
by reforming, encouraging and providing
education, we have tremendous potential.”
At the same time, he noted Türkiye’s foundations
were “solid,” as it has been growing at
an average annual rate of 5.5% for the last 20
years, which he said is a good performance.
“We are slowing down temporarily now. Sometimes
we need to rest to run again,” he
said. “We have made great progress in solving
many issues, but some of them need time,” the
minister concluded.
Turkish trade

In October alone the foreign trade deficit
was $5.9 billion, the data showed. This
correlated to a 10.5% decrease compared
to the same month in 2023.
In October 2024, the exports to imports
coverage ratio was realized at 79.9%
compared to 77.5% in October last year,
TurkStat said. A positive trend was observed
when looking at the exports-imports
coverage ratio for 10 months as
well, and it was realized at 76.7% versus
69.0% in January-October 2023, according
to the data. Türkiye has seen a relatively
long period of solid exports, starting
from May this year, which resulted
in a more positive trade balance.
In the January-October period, exports
were $216.2 billion with a 3.1% increase
and imports were around $282 billion
with a 7.2% decrease compared with January-October
2023, TurkStat data revealed.
In October alone, exports stood at
$23.5 billion, with a rise of 3.1%, while
imports remained unchanged compared
to the same month in 2023 and were realized
at $29.4 billion. The foreign trade
deficit, excluding energy products and
non-monetary gold, was $627 million in
October. The top receiver of Turkish goods
last month was Germany, with nearly
$1.8 billion. Other major destinations
that got most goods from Türkiye included
the U.S. with $1.56 billion, the U.K.
with nearly $1.3 billion, Iraq with $1.24
billion and Italy with nearly $1.2 billion,
the data showed. The ratio of the first
five countries in total exports was 30.0%
in October 2024. Similarly, these five
countries also stood at the forefront of
Türkiye’s exports for the first 10 months.
Türkiye imported the most from China
in October, at $4.2 billion, Russia with
$3.1 billion, Germany with $2.3 billion,
Italy with $1.78 billion and the U.S. with
nearly $1.3 billion.

Minister Alparslan Bayraktar
outlined Türkiye’s long-term
energy strategy, which focuses on
five areas: increasing renewable
energy capacity, improving energy

that FDI in Türkiye reached
$7.67 billion in the first three
quarters of 2024, an 8 percent
year-on-year increase.
Bolat highlighted the
country’s economic progress,
noting that FDI in Türkiye
totaled just $1 billion between
1950-1980, rose to $15 billion
from 1980 to 2002, and
surged to $271 billion between
2003 and 2024.
“While the number of foreign
investors in Türkiye
was 5,600 until 2002, it has
now grown to 83,000 direct
investors,” Bolat added, emphasizing
the country’s improving
investment climate.
According to YASED, citing
Turkish Central Bank figures,
equity capital inflows accounted
for $4.33 billion of
the total FDI between January
and September 2024. The
wholesale and retail trade
sector led with $932 million,
representing 22 percent of
equity inflows.
Real estate investments from
foreign buyers remained a
significant contributor, bringing
in $2.2 billion during
the nine-month period.
The Netherlands emerged as
the leading source of FDI,
responsible for 19 percent
of total inflows, followed by
Germany at 12 percent and
the United States at 11 percent.
Bolat also noted improvements
in Türkiye’s trade
balance, reporting a decrease
of $27.5 billion in imports
and a $35.5 billion reduction
in the foreign trade deficit.
The current account deficit

stood at $5.3 billion, a significant

“Türkiye is steadily increasing
its share of world trade.
We have raised our share in
goods exports to 1.08 percent
and in services exports
to 1.35 percent,” Bolat said,
adding that total exports of
goods and services have reached
$375 billion.

political stability, legal framework
and overall economic
growth.

Moreover he pointed out that aging
world population is another “structural
headwind” for growth. He also
cited effects of rising geopolitical
tensions and conflicts, in addition to
transformative risks such as rise of
frontier technologies like AI and the
climate crisis.
Detailing the trade fragmentation,
the minister noted the root cause is
to do with “geostrategic competition”
between the U.S. and China as
he reported of trade restrictions in
the past two years, noting it is possible
to see “a lot of concentration”
in both countries.
He also highlighted the growing
number of “new trade restrictions,”
recalling that protectionism has risen
following the global financial
crisis but that in recent years this has
been even more evident.
He said if this was to continue it
could trim global GDP growth by as
much as 7%.
Şimşek also touched upon “friendshoring”
as a growing trend, while he
explained the measures to be taken
and evaluated the potential risks under
presidency of Donald Trump in
the United States.
He forecasted the risk is that “there
would be more tariffs,” not only of
China but also against other countries,
based on the pre-elections rhetorics.
“If that is the case, there might actually
be higher inflation in the U.S.
but also higher longer-term interest
rates in the U.S.,” noting this is a
“bad news” for emerging economies,
essentially everyone.
He also cited as further risks to be
China rerouting their exports to
other markets and that would also
mean slower growth in China and
ultimately slower global growth.
In face of this risks, the minister
said Türkiye was “likely to be resilient”
to the current climate, noting
the country has 54 free trade agreements
(FTAs), including a customs
union agreement with the EU, which
covers 62% of total exports.
He also noted Türkiye was currently
negotiating comprehensive FTAs
with Gulf Cooperation Council
(GCC) countries and other countries,
adding that hopefully in the
next few years about three quarters
of the exports would be covered
by the rule-based free trade agreements.
“If that is the case, its highly likely
that Türkiye will be a lot more resilient
than other relative open economies,”
he said.
The minister noted Türkiye, technically
looking could benefit from
both nearshoring and possibly friendshoring
citing ties with Central
Asia, Middle East, Balkans, EU and
North Africa and Africa in general.
Şimşek also underscored the focus
on enhancing regional integration
and connectivity citing the example
of new Development Road project.
Moving onto question of high debt,
he said global debt has been rising,
adding that Türkiye’s overall debt,
including public, private sectors,
household, companies is lower compared
to advanced and developing
countries.
“Türkiye’s debt to GDP ratio is 99%
including all forms of debt while
emerging market average is 245%,”
he said.
The minister also drew attention to
Türkiye’s untapped demographic
potential, adding that considering
ageing global population Türkiye
was in “relatively good shape.” He
also highlighted Türkiye’s diplomatic
footprint and defense industry
capabilities.
The minister also touched upon
growth outlook and structural reform
agenda, noting it is a “comprehensive
agenda” and they continue
to take steps.
He underscored importance of boosting
productivity and enhancing
competitiveness, saying it is how you
can produce “sustained prosperity.”

He highlighted the country’s
road map to expand wind and solar
energy capacity from the current
31,000 megawatts (MW) to 120,000
megawatts by 2035.
Addressing nuclear energy’s role
in decarbonization, Bayraktar said
Türkiye aims to develop its nuclear
capacity by 2050. He said with
the opening of the Akkuyu Nuclear
Power Plant in the south, Türkiye
will meet 10% of its electricity needs
from nuclear energy.
Germany in recent years has also
built upon its green ambitions to enhance
energy efficiency by introducing
initiatives such as refurbishing
buildings and promoting plug-insolar
systems on people’s balconies,
while aiming to generate more electricity
from renewable sources, such
as wind and solar power.
However, unlike many other developed
economies and European peers,
the country last year shut down three
remaining nuclear power plants
through a decision that came following
the Fukushima disaster in
Japan.
Before the Russian-Ukrainian war,
Europe’s largest economy relied largely
on gas imports from Russia and
had faced an energy crisis afterward
while looking to diversify its energy
mix and supply.
Following the ceremony, Bayraktar
and Habeck held bilateral talks and
participated in a roundtable with
energy executives.
As part of the meetings, several agreements
were signed, including
partnerships for wind turbine installations
and joint research.
