Gas appliances ‘to be banned in Oxford in 2025’
Oxford City Council has announced
plans to ban the installation of gas
hobs and boilers in all new homes
starting in 2025.
The move is part of the council’s
aim to become net zero by 2040,
and would implement the ban
a decade earlier than the UK
Government’s 2035 target.
The ban will apply to most
commercial developments, and
homes currently in the pipeline, in
which builders will be barred from
installing fossil fuel appliances.
The Home Builders Federation
(HBF) has urged the council not

CIOB survey highlights homeowners’ concerns
over the quality of newbuild homes

New research from The Chartered Institute of Building
(CIOB) shows more than half of UK adults would not buy
a newly built property due to quality concerns.
The CIOB survey of 2,000 adults, published as part of
its ‘New Build Housing: How regulation can improve the
consumer journey’ report, found 55% believe older
homes are of better quality than newbuilds. Just 21%
said they think new builds are better. Almost a third of
survey respondents (32%) chose to describe new build
housing as ‘poor quality’.

choice of homes can be limited, it’s important consumers
understand instances of poor-quality new builds are less
common and have an awareness of the measures in

Sewage spills a timely reminder to better care
for water, says ACO Technologies
ACO Technologies is calling for the industry to better
care for water to avoid treatment plants being
overwhelmed, following news of Welsh Water admitting
it illegally spilled untreated sewage in environmentally
protected areas.
The BBC revealed that Welsh Water, the water
company that serves three million people across Wales,
has been releasing untreated sewage across many of its
treatment plants. Often, sewage plants spill untreated
water due to heavy rain and stormwater overwhelming a
treatment plant’s capacity.
Between 40 and 50 of Welsh Water’s wastewater
treatment plants have reportedly been in breach of their
permits. David Smoker, Technical Director of ACO
Technologies, has urged the industry to work together
on a common goal of creating sustainable drainage
systems to avoid stormwater overwhelming treatment
plants in future.
David said: “It is distressing to hear that untreated
sewage has been entering our natural environment
again, and particularly worrying to see that it is
happening on a regular occurrence at multiple
wastewater sites. Everybody in the construction industry
must do what they can to prevent stormwater from
surging into treatment plants and overwhelming them.
“Rainwater must be managed correctly if we are to
avoid not just sewage spills, but also an impending
water scarcity crisis. In 2023 regions in the South of
England ran out of water supplies [and] in June we saw
rivers drying up in the Lake District.
“We must all work together to better collect rainwater
upstream and appropriately cleanse it of pollutants, hold
the water onsite and aim to reuse it. Only by doing this
can we care for water better.”

and spending more time at home, excessive levels of moisture
vapour in the air are increasingly common.
Selecting an air permeable LR underlay can mean that no vapour
control layer (VCL) is required in the ceiling. It’s also unnecessary
to ensure that ceilings are constructed as ‘well-sealed’, as described
in BS 9250, however the ceiling should be convection tight. Moist
air passes into the roof space and, in quick succession, to the
outside air.
Knowing that insulation can be installed right into the eaves

performance point of view, and from the point of view of avoiding
condensation in the roof space.

PASSIVENT MAKES THE GRADE AT
HISTORIC NORTHUMBERLAND HALL
Natural ventilation solutions manufacturer Passivent has helped breathe new life
into the Grade II-listed Matfen Hall in Northumberland following an extensive
refurbishment programme designed by Doonan Architects.
Grade II-listed Matfen Hall in Northumberland is a former
stately home set in 300 acres of landscaped gardens
and woodlands. The gothic hall dates back to 1832
and is now a hotel and wedding venue.
Passivent worked closely with specialist building environment
and services engineers Skelly & Couch to develop a natural
ventilation strategy for the hall’s newly covered external
courtyards. This led to the use of Passivent’s high-performance
maintain a fresh air supply to the enclosed area that has now
been created. In total, 10 Aircool wall ventilators were installed
by Passivent’s client, JP Westhall, in the lower courtyard, with
seven in the upper courtyard. Passivent also supplied a twozone
iC8000 intelligent controller which monitors the internal
and external temperature and carbon dioxide level to allow the
facilities team to control the natural ventilation system.
CLOSE COLLABORATION LEADS TO SUCCESS
Close collaboration was key to the successful delivery of the
ventilation system, with Skelly & Couch working with Passivent
very early in the design stage to access the relevant technical
product information and calculate the required free area. This
information was then passed back to Passivent so the Aircool
wall ventilator’s aperture could be sized accordingly.

complex restoration project as this, it was essential that we
provided us with all the product information we needed in a
range of formats so we could advance the technical design

THREE IS THE MAGIC NUMBER

legislation which will mandate Sustainable Drainage Systems and explains why their
adoption will require new skills for specifiers and developers.

Flood and Water Management Act
2010, which will make the adoption
of Sustainable Drainage Systems
(SuDS) mandatory in England, as
it has been in Wales since 2019. In
Scotland, Schedule 3 has not been
implemented, but SuDS is generally
a requirement within planning
legislation.

adoption, is expected in late 2024.

stormwater quality management,
reducing the extent of additional
treatment required elsewhere in the
SuDS system.
It is expected that Schedule 3
will change the assessment and
adoption of SuDS to become SuDS
approving bodies (SABs), which
will be within unitary councils or
county councils. And new statutory
guidance will be introduced, taking
over from DCG to cover design,
construction and operation over an
asset’s lifetime.
The statutory requirements in
England may be more onerous
than both the DCG and the current
non-statutory standards in terms
of what will be acceptable for
planning approval and adoption
after construction. SuDS adoption
becoming mandatory, with few
exceptions, will raise the bar.
Happily, poor quality products and
poorly executed designs are likely to
be challenged and disappear from
the market. For anyone looking to
start the upskilling process now,
training and CPDs are already
available from some manufacturers
and should include information
on legislation, best practice and
comparable systems.
