Dry conditions begin to bite in Nth Canty<br />

Dry conditions throughout <strong>North</strong><br />

<strong>Canterbury</strong> have forced water<br />

restrictions, closed trails, and led to<br />

health warnings about potentially toxic<br />

algae (benthic cyanobacteria) in low<br />

flowing rivers.<br />

There is acomplete ban on all<br />

watering systems, including hand held,<br />

in force on the Ashley Scheme (south) in<br />

the Hurunui District, which affects the<br />

Waimakariri District around the Sefton<br />

area.<br />

Water is only to be used for domestic<br />

purposes ­drinking, washing, and<br />

drinking water for stock.’<br />

Hurunui District Council residents<br />

are also being encouraged to embrace a<br />

kiwi brown lawn for the summer as<br />

Level One restrictions are put in place<br />

district­wide.<br />

Chief Infrastructure Operations<br />

Officer Dan Harris says in some areas<br />

demand on the water supply had<br />

doubled since spring.<br />

This, combined with the dry<br />

conditions and risk of low river flows,<br />

was putting enormous pressure on the<br />

districts supply networks.<br />

‘‘Level 1means conserving water by<br />

using it sensibly. The good news is that<br />

small changes to daily habits can make a<br />

significant difference in protecting our<br />

precious water resources.’’<br />

‘‘If you do water or irrigate in Level 1,<br />

do so before 8am or after 8pm.<br />

‘‘If you water during the hot, dry hours<br />

during the day, almost all of that<br />

precious water will be lost to<br />

evaporation.’’<br />

He encourages households to be<br />

aware of where water was being wasted.<br />

‘‘Conserving water usage during peak<br />

hours allows the water supply network<br />

to recover.<br />

‘‘Unfortunately, if there is no change<br />

in water habits, we will have to move to<br />

Level 2restrictions.’’<br />

There will be routine patrols and<br />

monitoring across the district.<br />

Meanwhile Health New Zealand Te<br />

Whatu Ora has issued ahealth warning<br />

for Ashley River/Rakahuri at the Ashley<br />

Gorge Bridge due to toxic algae (benthic<br />

cyanobacteria) being found.<br />

It is also warning people to treat every<br />

low­flowing river across <strong>North</strong><br />

<strong>Canterbury</strong> with caution due to them<br />

also potentially having mats of the toxic<br />

algae.<br />

Historic racecourse to comealive<br />

Itwill be nearly 150 years on February 1,<br />

2025, when horses line up at the Hurunui<br />

Race and Gala Day at the historic<br />

racecourse on Medbury Road, Hurunui.<br />

It was April 1874 when the historic track<br />

was first used for racing, which attracted a<br />

strong attendance from across the region.<br />

The eagerly awaited race day was<br />

enhanced with the arrival of the railway in<br />

the early 1880’s as it made it easier for<br />

people to make the journey from far afield.<br />

In March 1885, afew months after the<br />

Medbury Station opened, several hundred<br />

excursionists from Christchurch arrived<br />

by train, according to areport in ‘‘The<br />

Lyttelton Times’’.<br />

Situated on a100 acres recreational<br />

reserve, the HurunuiRacecourse itself<br />

occupiespart of what was a3000 acre<br />

block of Crown land at the forks of the<br />

Hurunui and Waitohi rivers.<br />

Administered by the HurunuiDistrict<br />

Council throughanadvisory group, the<br />

landcontains acaveat which states that<br />

the racetrack must never be cultivated,<br />

which has held true to this day.<br />

However the race meetings have been<br />

sporadic over the years.<br />

But the local HurunuiRace and Gala<br />

Association Incorporated committee have<br />

been determined to host arace event<br />

every two years since 2010.<br />

Each meeting aworthy cause is named<br />

to be the recipient of any excess funds<br />

being raised.<br />

In 2025 the committee are proud to be<br />

partnering with the team at Ronald<br />

McDonald House, says HurunuiMayor,<br />

and committee spokesperson Marie Black.<br />

‘We will be endeavouring to make this<br />

event assuccessful as previous years and<br />

be inaproud position to donate funds to<br />

this extremely worthy cause and assist<br />

family memberswhen they are in need.’’<br />

Previous recipients have included the<br />

local Fire Brigades, the HurunuiCancer<br />

group, <strong>Canterbury</strong> West Coast Air Rescue,<br />

and Amuri St John.<br />

Mrs Black says these groups do alot to<br />

assistpeople and the organising<br />

committee, is proud to support them for<br />

their significant voluntaryefforts.<br />

A$2bet is placed for awin only, the<br />

ticket will bear an alphabet letter, the<br />

same number as horses in each race.<br />

Aballot will then allot the holders<br />

alphabet to acolour.<br />

‘‘Sounds complicated but it’s agreat way<br />

to have some fun,’’ says Mrs Black.<br />

The committee has collected up a<br />

number of very old and historic cups —<br />

some date back to the turn of the century.<br />

She says its been very rewarding to have<br />

these gifted back, allowing them to be<br />

competed for again each race day.<br />

The committee is busy organising the<br />

February 1meeting with the first race at<br />

11am.<br />

The gates will be open by 8am so visitors<br />

can select aspot to enjoy the races.<br />

something for everyone with kids<br />

‘‘We welcome people to come early,<br />

bring apicnic lunch or support the many<br />

food stalls that will be cater for your needs.<br />

‘‘It will be hot so plenty of water and<br />

sunscreen is an essential,’’ Mrs Black says.<br />

The committee has kept the entry price<br />

at $10 per adult with kids under 12 free<br />

making it as easy as possible for locals and<br />

visitors to come along and have agreat day<br />

out together.<br />

This year’s President Ally Youngman<br />

says sponsors are an incredibly important<br />

part of the committee’s planning and each<br />

year it is overwhelmed by the local<br />

business generosity, who will be<br />

acknowledged and thanked during race<br />

day.<br />

Paua, vehicle and diving gear seized<br />

Agroup of people, who took 460 pāua from<br />

aclosed area on the south coast of<br />

Kaikoura, were caught by Fishery<br />

Officers last week.<br />

Their vehicles, dive gear and all pāua<br />

have been seized and serious charges<br />

under the Fisheries Act are likely.<br />

Fisheries New Zealand District<br />

ManagerMarlborough and <strong>Canterbury</strong>,<br />

Stuart Moore says the recreational pāua<br />

fishery is closed for the season, so taking<br />

pāua is prohibited.<br />

‘‘Our Fishery Officers responded to a<br />

call on our poacher phone line,’’ he says.<br />

‘‘To make matters worse, the three<br />

divers refused to allow us to inspect their<br />

catch.<br />

‘‘One of the three had aknife on his belt,<br />

placed his hand on it, and said they were<br />

leaving with the pāua.’’<br />

Mr Moore says Fishery Office work hard<br />

to protect the shared fisheries and ‘‘will<br />

not be intimidated by this sort of<br />

behaviour’’.<br />

‘‘With the assistance of New Zealand<br />

Police, we stopped the three people the<br />

following day in the Amberley area, and<br />

found 460 pāua –many undersize –in<br />

their vehicles.<br />

‘‘We’re grateful to our colleagues at<br />

Police for backup and support. The rules<br />

are there for areason and when we find<br />

evidence of them being broken –wetake<br />

action, Mr Moore says. To report<br />

through the Environment Court<br />

process.<br />

Carter Group (Waimakariri)<br />

appealed to the Environment Court<br />

against the WaimakaririDistrict<br />

Council’s decision to decline its<br />

private plan change for an 850­home<br />

development on a156 hectare sitelast<br />

year.<br />

The case had been on hold while the<br />

Waimakariri District Council<br />

continued to workonthe proposed<br />

WaimakaririDistrict Plan.<br />

While the hearings have been<br />

completed, the council applied to the<br />

Environment Minister for an<br />

extension on the District Plan earlier<br />

this month.<br />

An Environment Court<br />

spokesperson said the parties were<br />

duetofile ajoint memorandum to the<br />

court yesterday (<strong>December</strong> 18) on the<br />

progress of the District Plan.<br />

The proposed Ohoka development<br />

has also been included in the Fast­<br />

Track Approvals Bill and it is unclear<br />

how this legislation will effect the<br />

progress of the court hearing.<br />

Woodstock Quarries Ltd appealed<br />

against adecision to decline its<br />

application to create alandfill and<br />

expand an existing quarry site earlier<br />

this year.<br />

Aspokesperson for the court said<br />

the parties had until end of last week<br />

to respond to the court with further<br />

information requested by the<br />

presiding judge.<br />

The company submitted resource<br />

consent applications in 2021 with<br />

Environment <strong>Canterbury</strong>, and the<br />

Waimakariri District Council, to<br />

develop alandfill and expand an<br />

existing quarry at 513 Trigg Road,<br />

View Hill, near Oxford.<br />

But it was rejected earlier this year,<br />

with independent commissioners<br />

concluding the applicant provided<br />

‘‘insufficient information’’.<br />

The Court recently rejected an<br />

appeal against aconsent for aflyride<br />

at Hanmer Springs.<br />

The Wolffs Road pedestrian bridge over<br />

the Eyre River is astep closer to<br />

returning to its original state after<br />

volunteers cleared ajungle of vegetation<br />

from around the towers.<br />

Volunteers,including two members of<br />

the Wolff family, Doug Lilbrow and Lewis<br />

Norris, undertook the arduous task of<br />

removing years of undergrowth and<br />

bracken from either end of the bridge.<br />

Using heavy machinery, hand­held<br />

cutting devices and their hands, the<br />

volunteers cleared around both<br />

approaches to the bridge exposing the<br />

ramps and walkways up to the bridge<br />

itself.<br />

Organiser Tim Fulton, acouncillor for<br />

the Oxford Ohoka ward, said it was now<br />

obvious the community wanted to push on<br />

with plans to restore the bridge.<br />

‘‘It's step­by­step but we've made big<br />

progressthis weekend and the appetite is<br />

there,' he said.<br />

He says the Wolffs Bridge Restoration<br />

Supporters Group understood there was<br />

no council budget for the works so they<br />

were determined to do as much as they<br />

could out of donated goods and services.<br />

‘‘It may be very similar to how, and why,<br />

Rudolf Wolff (c.1880­<strong>19</strong>63), built the<br />

bridge in the first place,’’ Mr Fulton said.<br />

‘‘We know this is an ambitious project<br />

but we have seen plenty of evidence from<br />

around New Zealand to show it's doable.<br />

‘‘If we do this right, Waimakariri will<br />

have abridge to be proud of,’’ Mr Fulton<br />

said.<br />

Over 100 years ago, Mr Wolff was<br />

elected to his local county council,<br />

determined to build anew bridge over the<br />

Eyre River.<br />

It’s been 75 years since he mostly built<br />

it himself, spanning 73m with a<br />

suspension bridge next to his farm.<br />

Mr Fulton says the good turnout and<br />

help offered by the community prove that<br />

his old West Eyreton community want to<br />

keep the story of his 'can­do' alive. The<br />

heritage­listed bridge was built with old<br />

irons from the Christchurch tramway and<br />

surplus World War 2cables.<br />

The festive summer season it’s agood time<br />

to consider how to reduce the impacts of<br />

crime and crashes in rural communities.<br />

Senior Sergeant Anna Lloyd, Prevention<br />

Manager –<strong>Canterbury</strong>Rural Police, says<br />

<strong>December</strong> is traditionally ahigh­risk time<br />

for most types of crime, in particular<br />

burglary and assault. Burglaries occur<br />

more frequently for several reasons, she<br />

says.<br />

‘‘For example, people tend to leave their<br />

homes more open in the hotter weather,or<br />

take extended breaks to their favourite<br />

holiday destinations leaving their<br />

properties vacant.<br />

‘‘If you are planning atrip away it’s a<br />

good idea to take some precautionary<br />

measures, like storing any valuables away<br />

somewheresafe and speaking to<br />

neighboursthat you trust to keep an eye on<br />

your property and report any suspicious<br />

activity to Police.’’<br />

Ms Lloyd says if possible don’t leave<br />

vehicles parked on the street while you are<br />

away.<br />

‘‘There is also an increase in the number<br />

of assaults reported to Police. This is often<br />

due to more public events and concerts at<br />

this time of year, Christmas parties and<br />

family gatherings, particularly those<br />

where alcohol over­indulgence occurs.’’<br />

Beware of low flows<br />

Although there may be warning signs in<br />

place, there are many river access<br />

points, therefore people/dog­walkers<br />

need to treat every low flowing river<br />

cautiously.<br />

The Ashley Gorge Bridge warning<br />

comes after amoderate to high cover of<br />

the algae was foundinthe river.<br />

People should avoid the area, and<br />

animals, particularly dogs, should not<br />

be allowed near the water until the<br />

health warning has been lifted.<br />

There are also other access points<br />

along the Ashley River/Rakahuri at the<br />

Gorge Bridge that may have benthic<br />

cyanobacteria present.<br />

Dr Cheryl Brunton,Medical Officer<br />

of Health for the National Public<br />

Health Service, says the algae looks<br />

like dark brown to black mats and can<br />

produce toxins harmful to people and<br />

animals.<br />

‘‘Exposure may cause skin rashes,<br />

nausea, stomach cramps, tingling and<br />

numbness around the mouth and<br />

fingertips.<br />

‘‘If you experience any of these<br />

symptoms, seek medical advice<br />

urgently and let your healthcare<br />

provider know you’ve had contact with<br />

dark brown/black algal mats or water in<br />

this area,’’ Dr Brunton says.<br />

Pets that show signs of illness after<br />

coming into contact with algal mats<br />

should be taken to avet immediately.<br />

She says Police teams will be out as<br />

much as possible, and will have avisible<br />

presence on roads.<br />

‘‘Throughout <strong>December</strong> and January we<br />

see more people crashing due to alcohol<br />

and drug impairment, speeding and<br />

driving when tired.’’<br />

Between November 27 and 30, the rural<br />

Road Policing team joined forces with the<br />

Impairment Prevention Team (Booze Bus)<br />

in rural <strong>Canterbury</strong>, setting up 25<br />

checkpoints over breath testing over 3500<br />

drivers. ‘‘Unfortunately, <strong>19</strong> drivers were<br />

found to be over the legal alcohol limit.<br />

Our team has also conducted checks of<br />

some of our rural Licensed premises and<br />

have subsequently worked with local<br />

community officers to educate and<br />

discourage local patrons from driving<br />

home,’’ Ms Lloyd says.<br />

Police will continue breath testing<br />

drivers at every opportunity using all the<br />

resources available —from high visibility<br />

checkpoints to unmarked police vehicles<br />

stopping drivers who leave licensed<br />

premise carparks. ‘‘We encourage<br />

everyone to make good plans before going<br />

out, make good decisions about driving or<br />

letting your mates drive, and make use of<br />

courtesy transport. ‘‘We’d like to wish you<br />

avery happy and safe Christmas break.’’<br />

People and animals should remain<br />

out of the waterways until the warnings<br />

have been lifted.<br />

Environment <strong>Canterbury</strong> is<br />

monitoring the sites and the public will<br />

be advised of any changes in water<br />

quality.<br />

An ECan spokesperson said the trail<br />

bike tracks at Kaiapoi Island will<br />

remain open, but all trail bikes used in<br />

the parks must be fitted with spark<br />

arrestors, carry afire extinguisher and<br />

cellphone, always ride with abuddy or<br />

onlooker and avoid using trail bikes in<br />

any areas with long grass.<br />

‘‘If you see afire in the regional parks,<br />

leave immediately and call 111.’’<br />

When her sister came<br />

home from school in <strong>19</strong>85<br />

with asticker which said<br />

‘‘girls can do anything’’, and<br />

placed it on their bedroom<br />

mirror, Sharon was<br />

delighted and perplexed in<br />

equal measure.<br />

‘‘I had already assumed<br />

that was the case, but Iwas<br />

delighted it was now an<br />

official governmental<br />

directive,’’ she says.<br />

Although Sharon had early<br />

confidence in what females<br />

could do, she greatly<br />

admired her father and has<br />

always had apersonality that<br />

aligns easily with boys and<br />

men.<br />

‘‘They were<br />

uncomplicated, used less<br />

words, and everything they<br />

did had apractical focus,’’<br />

she said.<br />

At school she played<br />

cricket, rugby and soccer,<br />

and thrived in metalwork,<br />

woodwork and agriculture<br />

classes.<br />

Later, she slotted in well to<br />

numerous all­male work<br />

environments.<br />

‘‘The men made sense, they<br />

made jokes and they got stuff<br />

done. Ifound their company<br />

invigorating, predictable<br />

and (mostly) enjoyable. Igot<br />

to be ‘the fly on the wall' and<br />

I became highly aware of<br />

their skill sets, their<br />

strength, their bias, their<br />

foolhardiness, and their<br />

bluster,’’ she said.<br />

Her practical skills and<br />

practiced reserve gave her a<br />

rare opportunity to observe<br />

men’s world in full<br />

technicolour when health<br />

and safety was a‘‘loose<br />

idea’’.<br />

However, in the years<br />

sincethe ‘‘girls can do<br />

anything’’ sticker gave<br />

Sharon the green light for<br />

driving tractors and trucks,<br />

and farming and welding,<br />

she has noticed the gender<br />

equality objectives swing<br />

way past the centre line to a<br />

placewhere increasing<br />

numbers of young men aren't<br />

quite sure where they fit in<br />

society, where physical risks<br />

are all but eliminated and<br />

jokes haverules.<br />

‘‘They havebeen delicately<br />

elbowed out of the way as<br />

highly­encouraged young<br />

women now flourish in<br />

education, employment and<br />

governance,’’ Sharon says.<br />

‘‘A world that does not see<br />

and acknowledge the<br />

brilliance of men, and<br />

champion their extreme<br />

efforts, their daring, and<br />

their commitment to tasks,<br />

will see the progress and<br />

prosperity of our country<br />

fail, at speed.’’<br />

With this in mind she has<br />

created an exhibition of<br />

artwork in reverence to the<br />

male sex and what they have<br />

achieved.<br />

the infrastructure of our<br />

society,’’ she says.<br />

‘‘I think of those linesman<br />

that reconnect powerlines in<br />

storms, our military<br />

defenders, the miners, the<br />

bridge builders, the<br />

excavators, the farmers, the<br />

fishermen, the drivers, the<br />

loggers, the engineers, the<br />

scaffolders, the shearers, the<br />

mechanics, the road<br />

workers, the slaughtermen,<br />

the drillers, the painters, the<br />

plumbers, the electricians,<br />

the bricklayers and the<br />

builders. Your work is<br />

immeasurably important.’’<br />

Blow flies arriving in big numbers in NC<br />

Hotter and dryer weather is attracting<br />

unwelcome visitors into <strong>North</strong> <strong>Canterbury</strong><br />

homes —blowflies.<br />

Unlike cluster flies, blowies are bigger,<br />

noisier and more offensive to many.<br />

Frustrated locals have taken to social<br />

media to vent their frustration at the noisy<br />

intruders, and try and find answers to rid<br />

their homes of them.<br />

Jack Grieve of Southern Pest Control<br />

says he has noticed an increase in blowfly<br />

numbers and flies in general.<br />

“I’ve received many calls from clients<br />

noticing the same thing over thelast few<br />

weeks, which isn't uncommon when you<br />

get the hot, dry weather that we've had to<br />

start summer off.’’<br />

He says he has noticed an increaseinall<br />

fly numbers compared to previous years<br />

when <strong>North</strong> <strong>Canterbury</strong> didn’thave such a<br />

warm, dry start to summer.<br />

“It's typical when we havethis kind of<br />

weather.<br />

‘‘All kinds of flies can multiply faster as<br />

the warm weather speeds up their<br />

metabolic rate, allowing them to go<br />

through their lifecycle stages faster.’’<br />

Mr Grieve says from what he has seen<br />

and heard, people all over the district are<br />

noticing the same trends.<br />

‘‘People are looking to community<br />

groups and pest controllers like myself for<br />

advice on how to keep numbers down.’’<br />

animal and dog faeces on properties, or<br />

where smelly food is being left in rubbish<br />

bins for extended periods, are all things<br />

that can contribute to higher numbers of<br />

The best cure for most pest controlrelated<br />

issues, and flies in particular is<br />

good hygiene practices.<br />

‘‘People should consider picking updog<br />

faeces regularly, keeping food in sealed<br />

containers, keeping rubbish in sealed<br />

bins, preferably bagged so smells don't<br />

leech into the bin itself, otherwise washing<br />

your bins regularly, not leaving meat or<br />

food scraps in rubbish bins for extended<br />

periods to minimize the odours which flies<br />

are attracted to.”<br />

‘‘Keeping windows and doors closed<br />

when possible —fly screen doors are a<br />

good option for this time of year to keep<br />

cool air flowing through your house.<br />

Combine these tips with getting your<br />

house treated by aprofessional pest<br />

control technician and you'll have the best<br />

chance of keeping fly numbers down<br />

Kaikōura’s iconic theatre on<br />

Saturday.<br />

Centre Te Whare Toi oKaikōurawill<br />

be screening the iconic <strong>19</strong>33 film 42nd<br />

Street on Saturday, <strong>December</strong> 21.<br />

The film was screened on opening<br />

day at the old Mayfair Theatreon<br />

<strong>December</strong>21, <strong>19</strong>34.<br />

‘‘It was the very first film shown in<br />

the original Mayfair in <strong>19</strong>34, but it<br />

didn’t get reported in the newspaper<br />

until the New Year, so everybody<br />

thought it was opened in <strong>19</strong>35,’’ board<br />

chairperson John Wyatt said.<br />

For the children, there will be a<br />

screening of the Polar Express,which<br />

is marking its 20th anniversary.<br />

Mr Wyatt said the board has opted<br />

for alow key celebration on Saturday<br />

to markthe theatre’s 90th<br />

anniversary.<br />

‘‘We have had to listen to the<br />

community and be realistic as<br />

<strong>December</strong> is abusy time for atourist<br />

down, so it is not agreat time to have<br />

abig event.<br />

‘‘We are thinking of doinga<br />

celebration in June, during the down<br />

time so it becomes more of a<br />

community event.<br />

‘‘It is about the community owning<br />

and celebratingwhat is here.’’<br />

The Mayfair started out life as a<br />

movie theatre in <strong>19</strong>34.<br />

In its early days the theatrewas a<br />

commercial operation, before<br />

reverting to community ownership<br />

morethan 30 years ago.<br />

The theatre entered the digital age<br />

in 2013, with the community raising<br />

more than $120,000 to buy adigital 3D<br />

projector, aroll­up screen and fire<br />

proof curtains.<br />

It was rebuilt after the 7.8<br />

magnitude earthquake in 2016, as a<br />

cultural centre, combiningfilm<br />

screenings with life performances<br />

and art exhibitions.<br />

It was reopened in 2021, after a<br />

$2.75 million project.<br />

Since the reopening, the centre has<br />

screened all the top films being<br />

screened around New Zealand,<br />

hosted some nationally known<br />

entertainers and also provided a<br />

platform for local artists.<br />

Arecent exhibition has comprised<br />

art from Kaikōura High School.<br />

‘‘It is such an important thing for<br />

our youngpeople. It is great for their<br />

self­confidence,’’ Mr Wyatt said.<br />

‘‘They can show what they can do<br />

and it shows adifferent side of young<br />

people to what we often see in the<br />

media. One of our challenges is to get<br />

young people to use this space for<br />

whatever and not just to exhibit or to<br />

perform, but also to come and<br />

experience it and to discuss it with<br />

their friends.’’<br />

Mr Wyatt and his wife Sandra have<br />

been buying apiece of art from each<br />

exhibition to build up a‘‘Mayfair<br />

collection’’ for the centre.<br />

The board has been investing in the<br />

latest equipment to ensure locals get<br />

the best experience.<br />

The latest acquisition is an upgrade<br />

to the sound performance system,<br />

with 7.1 surround sound instead of<br />

5.1, to give patrons ‘‘that immersive<br />

experience’’.<br />

Squadron fostersself belief<br />

Joining the No. 88 Squadron<br />

(District of Waimakariri) Air<br />

Training Corps six years ago is a<br />

decisionCadet Warrant Officer<br />

Emma Warwick would recommend<br />

to any young person.<br />

The squadron, which is based at<br />

Rangiora Airfield, is part of the<br />

New Zealand Cadet Forces with an<br />

emphasis on leadership and flying.<br />

The unit aims to train young<br />

people to be leaders in the<br />

community and Emma, aged <strong>19</strong>,<br />

from Oxford, says there is afocus<br />

on providing a‘‘really safe<br />

environment’’ which enables<br />

participants to grow towards<br />

achievingthat goal.<br />

She says the squadron<br />

environment fosters self discipline<br />

within the team which builds<br />

confidence and enables better<br />

focus.<br />

‘‘You want to support and help<br />

each other. This builds confidence<br />

in yourself and the unit which<br />

enables better results.’’<br />

The cadets do alot of community<br />

work, helping out at public events<br />

when asked to, which teaches them<br />

new skills, builds connectivity with<br />

the wider public and raises<br />

awareness about the importance of<br />

helping others.<br />

Since joining the unit Emma has<br />

attended amultitude of courses<br />

and camps, including leadership<br />

courses, aviation courses, and an<br />

international cadet exchange<br />

where she met with other air<br />

cadets from around the world in<br />

Australia.<br />

She has also made many friends<br />

since joining No. 88 Squadron<br />

including25air cadets from the<br />

United States,the United<br />

Kingdom, Hong Kong andBelgium.<br />

Emma is atalented<br />

photographer and hopes to make a<br />

career in photography, but is<br />

unsure yet whether that will be in<br />

the air force or in the public sector.<br />

An arts advocate has added his<br />

voice to calls for an arts and<br />

culture levy in Kaikōura.<br />

John Wyatt said arts and<br />

heritage play avaluable role in<br />

the community.<br />

The Kaikōura District<br />

Council has been looking into<br />

the option of introducing a<br />

targeted rate to fund the<br />

Kaikōura Museum and the<br />

Mayfair theatre.<br />

The idea was first floated by<br />

apublic presentation to a<br />

council meeting in April<br />

For now the museum and the<br />

mayfair compete for funding<br />

each year with other<br />

community groups for the<br />

council’s $100,000<br />

discretionary fund.<br />

‘‘In terms of civic duties the<br />

council should support sports,<br />

heritage and the arts equally,<br />

Mr Wyatt said. ‘‘We think the<br />

ability of the arts to gather<br />

people together is important<br />

for health and wellbeing.<br />

‘‘It is not about putting on<br />

events as such, it is about<br />

people being able to come here<br />

and just sit and look at an<br />

exhibition and the view.<br />

‘‘It is aplace where you feel<br />

safe and welcome and you are<br />

able to engage with the arts and<br />

beentertained.’’<br />

Council staff have advised a<br />

targeted rate would need to be<br />

considered as part of aLong<br />

Term Plan process, with the<br />

next one being in 2027.<br />

The Kaikōura Museum is run<br />

by the Kaikōura Historical<br />

Society and has been housed<br />

on the ground floor of the<br />

council building since<br />

November 2016.<br />

The former Mayfair Theatre<br />

suffered extensive damage in<br />

the 7.8 magnitude earthquake<br />

in 2016. After extensive<br />

fundraising, it reopened in<br />

2020 as an arts and culture<br />

centre, hosting art exhibitions<br />

and live shows, as well as movie<br />

screenings.<br />

Mr Wyatt said the Mayfair<br />

team is keen to work with the<br />

council to come up with some<br />

artworks to place along the<br />

Kaikōura Link Pathway, along<br />

the waterfront.<br />

‘‘We have always imagined<br />

we’d like some public art,<br />

maybe acouple of sculptures<br />

and seating across the road<br />

from here to complement the<br />

natural art.’’<br />

While the council has<br />

indicated it has funding left<br />

over from the $2.1 million<br />

project, Mr Wyatt said there are<br />

other funding sources the trust<br />

can tap into.<br />

Community feedback is sought on the<br />

proposed design for the new Pegasus<br />

Community Centre.<br />

Acommunity centre has been in the<br />

pipeline for severalyears,with funding set<br />

aside in the 2021/31 Long Term Plan.<br />

The Waimakariri District Council is<br />

consulting on adesigned by Ignite<br />

Architects,which previously designed the<br />

Wellington Children's Hospitaland Aotea<br />

Centre in Auckland.<br />

The council’s community facilities<br />

portfolioholder councillorRobbie Brine<br />

said the existing temporary Pegasus<br />

Community Centre is widely used by the<br />

community.<br />

The proposed new multi­usefacility will<br />

be almost 400 square metres,including<br />

space for multiple events, functions or<br />

meetings.<br />

‘‘The main function room can be<br />

partitioned into two sections with capacity<br />

for 66 and 110 seats respectively or<br />

combined into one large function space,’’<br />

Cr Brine said.<br />

‘‘This space is designed to cater for large<br />

events including conferences, fundraisers,<br />

balls andmore.’’<br />

The entry, accessible from Pegasus Main<br />

Street, will open into aspacious reception<br />

area,complete with abook cave. The<br />

design allows for an open­plan kitchen,<br />

which opens to afoyer area,asmall<br />

meeting room and aformal boardroom<br />

with akitchenette.<br />

‘‘A paved deck area overlooking the<br />

Pegasus Lake makes another idyllic<br />

meeting space, enhanced with planters<br />

andseating,’’ Cr Brine said.<br />

‘‘We invite the community to have their<br />

say on the community centre designas<br />

well as the car parking and landscaping<br />

amenities.’’<br />

Adetailed designisexpected to be<br />

completed by the middle of next year, with<br />

the buildingopening in 2026.<br />

The council has been leasing abuilding<br />

inTahuna Street, Pegasus, since 2017 for a<br />

temporary community centre, which is<br />

being operated by thePegasus Residents<br />

Group Inc.<br />

Mayors challenged to turnwords into action<br />

<strong>Canterbury</strong>’s mayors havebeen<br />

challenged to turn planning into action<br />

on climate change.<br />

As the region’s mayors gathered at the<br />

Christchurch Town Hall to launchthe<br />

<strong>Canterbury</strong> Climate Partnership Plan<br />

on Friday, <strong>December</strong> 13, former Climate<br />

Change Commission chairperson Dr<br />

Rod Carr said it is actions whichwill<br />

lead to change.<br />

‘‘We are good at creatingplans and<br />

enabling environments and we can<br />

better understand behaviours, but the<br />

only thing that will change the future is<br />

what we do today ­and not tomorrow.’’<br />

Dr Carr said <strong>Canterbury</strong> is ‘‘blessed<br />

with some extraordinary opportunities’’<br />

with several pathwayswhichcan lead to<br />

alow emissions future and athriving<br />

economy.<br />

But it needs leadership to navigate the<br />

challenges and to ‘‘make the most<br />

prudent choices’’.<br />

He warned <strong>North</strong> <strong>Canterbury</strong>will<br />

become drier, with amore unstable<br />

climate.<br />

‘‘It is in <strong>Canterbury</strong>’s interests to have<br />

conversations about water storage and<br />

use.’’<br />

Waimakariri Mayor Dan Gordon, who<br />

has led the <strong>Canterbury</strong> Mayoral Forum’s<br />

climate change reference group, said<br />

the plan is acall to action.<br />

‘‘We will do everything in our power to<br />

create aclimate resilient future for<br />

<strong>Canterbury</strong>.’’<br />

He hoped the plan will lead to more<br />

Government support.<br />

‘‘We need to look at aco­funding<br />

model which is not just an ambulance at<br />

the bottom of the cliff.’’<br />

Environment <strong>Canterbury</strong> (ECan) chief<br />

scientist Dr Tim Davie led the efforts of<br />

staff acrossthe 11 councils in<br />

developing the plan.<br />

‘‘I think it really shows the power of<br />

working across councils.<br />

‘‘There are things in the plan that if<br />

councils had to do them 10 or 11 times,it<br />

would cost too much.’’<br />

Timaru Mayor and <strong>Canterbury</strong><br />

Mayoral Forum chairperson Nigel<br />

Bowen said the plan aims to build<br />

collaboration between local councils,<br />

iwi, communities, and businesses.<br />

‘‘The impacts of climate change don’t<br />

stop at territorialboundaries, so it was<br />

important for us to work together, share<br />

our resourcesand provide an equitable<br />

responsetoclimate challenges in<br />

<strong>Canterbury</strong>.’’<br />

Climate Change MinisterSimon Watt<br />

said the launch of the plan is ‘‘a major<br />

milestone for <strong>Canterbury</strong>’’.<br />

‘‘You know your communities best,<br />

which is why your plan which you are<br />

launching today is so important.’’<br />

He said he is aware councils want<br />

more clarity to manage costs around<br />

climate change.<br />

‘‘We all need play our role in<br />

preparing for and responding to climate<br />

change.<br />

Hurunui Mayor Marie Black said the<br />

plan will provide ablueprint for<br />

councils to work together across the<br />

region and it identifieswhere changes<br />

can bemade.<br />

Environment <strong>Canterbury</strong> chairperson<br />

Craig Pauling acknowledged the young<br />

people in the room who have ‘‘kept this<br />

issue alive’’.<br />

Waimakariri Youth Council co­chair<br />

Zack Lappin said addressing climate<br />

change and working to find solutions is<br />

an important focus for the group, such as<br />

organising river clean­ups.<br />

He said the youth council benefited<br />

from having Mr Gordon and<br />

Waimakariri councillors Niki Mealings<br />

and Jason Goldsworthy attending its<br />

meetings.<br />

‘‘They are definitely listening to us<br />

and that was evident in the Long Term<br />

Plan where they were open to the ideas<br />

we presented.<br />

Response to Devils onHorses ‘incredible’ -co-producer<br />

What started as adesire to re­tell ahorse<br />

story, could soon become NewZealand’s<br />

next big international cinematic<br />

experience.<br />

Filming had long since wrapped up, and<br />

final editing work was still underway<br />

when producers of Devils on Horses began<br />

pitching it to international documentary<br />

buyers last month in Auckland.<br />

‘‘The response was incredible,’’says coproducer<br />

Terry Kingi, founder of Erewhon<br />

Films of Hanmer Springs.<br />

‘‘Everyone lovedit, audiences were<br />

crying at the end of atest screen we had<br />

there because it’s such apowerful story.’’<br />

The 90­minute documentarytells the<br />

story of New Zealand­mountedriflemen<br />

fighting not only the Turkish soldiers in<br />

Sinai and Palestine during WW1 but also<br />

battling against the harsh weather<br />

conditions, excessive heat and poor water<br />

supplies that severely impacted the horses<br />

they took with them.<br />

Of the almost 10,000 horses New<br />

Zealand soldiers took to the Middle East,<br />

only four returned following the end of<br />

WW1.<br />

In Australia, over 130,000 horses went to<br />

war, but only one returned.<br />

Devils on Horses:Inthe Words of the<br />

Anzacs in the Middle East <strong>19</strong>16­<strong>19</strong>, by<br />

historian Terry Kinloch, used the soldiers’<br />

original letters and diaries to describe the<br />

crucial battles fought against the Ottoman<br />

Turkish Forces in the harsh deserts.<br />

major part in the story, and the horses of<br />

the Anzac Mounted Charitable Trust of<br />

Hanmer Springs, portray this in the<br />

documentary.<br />

Horseman Terry Kingi says the rich<br />

countryside in and around Ashburton and<br />

<strong>North</strong> <strong>Canterbury</strong> served as the backdrop<br />

for the action scenes.<br />

‘‘The idea started in 2015 when Iran the<br />

‘100 years 100 horses Anzac Day parade’ in<br />

Waikari.<br />

‘‘Ed SampsonofSampson Pictures of<br />

Auckland,and Ithrough Erewhon Films,<br />

began this project five years ago, with<br />

many setbacks and broken promises, but<br />

we finally finished filming the last part at<br />

Bess Grave in Bulls last Labour weekend.<br />

‘‘All the folks who took part were<br />

volunteersfrom the Anzac Mounts<br />

Charitable Trust and Hawarden.’’<br />

Terry says filmmakers, Erewhon Films,<br />

focused on the unique bond soldiers<br />

formed with their equine companions,<br />

transcending mere human­animal<br />

relationships to embody the camaraderie<br />

and trust they felt amidst the chaos of<br />

battle.<br />

The documentary's official world<br />

premierewill be in Palmerston <strong>North</strong> and<br />

Terry says Anzac horses will be on<br />

parade at both screenings. He is already<br />

looking forward to his next filming project,<br />

an Australian production about cattle<br />

driving during the NZ gold rush period<br />

over the Southern Alps.<br />

Three first time entrants in the annual<br />

<strong>North</strong> Course event, took out the first<br />

three places.<br />

‘The Local’ Spring Hash from Black<br />

&White Coffee Cartel in Rangiora,<br />

received the most customer ratings.<br />

Second place went to Bocky Boo<br />

Rangiora with its Mountain View<br />

Produce StrawberrySorbet, followed<br />

by D.O.T.IBar &Eatery in Amberley<br />

which created aMiddlehurst Lamb<br />

Ribeye dish paired with HouseofBall<br />

‘The Merger’ wine from Waipara.<br />

Thirty­three eateries acrossthe<br />

Waimakariri and Hurunui districts<br />

entered adish in this year’s event,<br />

which is organised by MADE NORTH<br />

CANTERBURY, <strong>North</strong> <strong>Canterbury</strong>’s<br />

own food and beverage provenance<br />

brand, launched in 2020 by Enterprise<br />

<strong>North</strong> <strong>Canterbury</strong>, to celebrate the<br />

quality food, beverage andhospitality<br />

on offer in <strong>North</strong> <strong>Canterbury</strong>.<br />

To participate, eateries must enter a<br />

dish that uses at least one local<br />

ingredient and, if possible, match the<br />

dish with alocal beverage. Consumers<br />

are invited to taste and rate The <strong>North</strong><br />

Course dishes throughout November<br />

to be in to win a<strong>North</strong> <strong>Canterbury</strong><br />

weekendescape prize package.<br />

Black &White’s dish ‘The Local’<br />

received 107 ratings.<br />

Described as akumara, herb and<br />

feta hash with apoachedegg, grilled<br />

asparagus and options of crispy bacon,<br />

hot smoked salmon or grilled haloumi,<br />

the dish utilised ingredients from<br />

Benzie Free Range Eggs,Fernside<br />

Microfarm,<strong>North</strong> <strong>Canterbury</strong> Seafood<br />

Market, Behind the Hedge and<br />

Karikaas Cheese.<br />

The popular dish was created by<br />

chefs Bex Thompson, Natasha Pagan<br />

and Victoria Simmonds, who worked<br />

directly with local suppliers daily<br />

throughoutThe <strong>North</strong> Course to<br />

ensure asteady stock of fresh<br />

ingredients.<br />

‘‘All our staff were 100% behind The<br />

<strong>North</strong> Course, but our chefs deserve<br />

particular mention as they really did<br />

the bulk of the work in bringing this<br />

fabulous dish to life,’’ Bridget said.<br />

‘‘We were all so excited to hear The<br />

Local was the top­rated dish in this<br />

year’s event, and wish to thank our<br />

fabulous customers for tasting and<br />

rating our dish.’’<br />

Event organiser Kelly Lynch, from<br />

Enterprise <strong>North</strong> <strong>Canterbury</strong> (ENC),<br />

says the <strong>2024</strong> event was far and away<br />

the most successful yet.<br />

‘‘The <strong>North</strong> Course just keeps<br />

growing, year on year. This year saw 33<br />

eateries engaging in the event, up<br />

from 21last year. We also had a58%<br />

increase in the number of consumer<br />

ratings, compared to last year’s event.<br />

‘‘Our local hospitality providers<br />

have really pushed the boat out this<br />

year and presented some incredible<br />

dishes, made especially for this event.<br />

‘‘By doing so, they have used<br />

ingredients from 48 local producers.<br />

‘‘At its core, that’s what The <strong>North</strong><br />

Course is all about; showcasing our<br />

fantastic food and beverage<br />

producers, and connecting them with<br />

our talented hospitality providers<br />

here in <strong>North</strong> <strong>Canterbury</strong>.’’<br />

In addition to the hospitality aspect<br />

of the showcase, local supermarkets<br />

Pak’nSave Rangioraand New World<br />

Ravenswood got on boardwith<br />

promotional displays of local produce<br />

and exclusive ‘The <strong>North</strong> Course’<br />

recipe cards created by two local<br />

chefs –Jen Pomeroy of The Modern<br />

Mess, and Clare Giffard of Urban<br />

Revival.<br />

An event at The Food Farm in<br />

Amberley was also incorporated into<br />

this year’s event, giving consumers<br />

the chance to learn how to establish<br />

their own garden beds and food<br />

forests.<br />

celebrate <strong>North</strong> <strong>Canterbury</strong> food and<br />

beverage in our local eateries, The<br />

Food Farm event, our supermarket<br />

activations and recipe cards give<br />

consumers the knowledge and skills to<br />

Tiles brighten centre’sloos<br />

Painting tiles on toilet walls is a<br />

great incentive for young people to<br />

become involved in community<br />

art, and the future of Cheviot Knox<br />

Community Centre, says Cheviot<br />

woman Jane Maxwell.<br />

She says the gem of an idea<br />

began over ayear ago when she<br />

was inspired by the work of an<br />

Auckland artist, Nicola Francis of<br />

Paint &Create Ceramic Painting,<br />

who had decorated the tiles inside<br />

public toilets along State Highway<br />

One near Kaikoura.<br />

As chair of the Cheviot Knox<br />

Community Centre Trust, Mrs<br />

Maxwell thought it would be a<br />

great idea to continue the artistry<br />

on the tiles inside the two original<br />

toilets at the 60­year­old centre in<br />

Cheviot, which needed<br />

renovation.<br />

The difference is, the work is<br />

done by the district's children.<br />

‘‘We applied for funding in<br />

November last year and were<br />

successful in gaining financial<br />

support from the NZ Lotteries<br />

Grants Board community grants<br />

scheme.<br />

‘‘In June of this year, we asked<br />

120 children from the Cheviot<br />

Area School (CAS) primary school<br />

to each paint atile, which was<br />

then shipped to Nicola in<br />

Auckland for glazing before they<br />

were laid in the two toilets as part<br />

of the planned upgrade in<br />

August.’’<br />

Because space inside the toilets<br />

was limited, anumber of tiles<br />

were later mounted on adisplay<br />

wall in the church's foyer so every<br />

child's tile could be displayed.<br />

‘‘It is all part of our philosophy<br />

for the continued growth of the<br />

centre —‘‘this is our place, for the<br />

people.’’<br />

‘‘We want our children to grow<br />

up knowing they have aspace in<br />

their community that’s theirs to<br />

use.<br />

‘‘Already it’s very popular with<br />

Frankies Dance Group, aUkulele<br />

group, Plunket and the Village<br />

Market which uses it every week.’’<br />

Last week the area school<br />

children visited the centre to see<br />

where their tiles had been laid.<br />

‘‘We wanted them to see where<br />

their artworks were mounted and<br />

instil in them asense of<br />

involvement in the community<br />

centre as they are its future,’’ says<br />

Mrs Maxwell.<br />

The Cheviot community stepped<br />

up six years ago in 2018, when the<br />

Presbyterian Church and Hall<br />

came up for sale.<br />

‘‘It's Cheviot's face to the world,<br />

and we needed to preserve it,’’ Mrs<br />

Maxwell says.<br />

Rather than see it demolished<br />

or used for other purposes, Mrs<br />

Maxwell said the Cheviot<br />

community banded together and<br />

raised the money to buy the<br />

buildings to use them as a<br />

community centre. They upgraded<br />

the buildings to make them fit for<br />

purpose and created alarge mural<br />

on the back wall of the hall.<br />

ECan opposition<br />

<strong>Canterbury</strong>’s regional council<br />

has added its voice to<br />

opposition to the Treaty<br />

Principals Bill.<br />

Environment <strong>Canterbury</strong><br />

(ECan) voted by 12­4on<br />

Wednesday, <strong>December</strong> 11, to<br />

make asubmission to the<br />

Justice Select Committee,<br />

calling on the Government to<br />

abandon the Bill.<br />

The Bill, which seeks to<br />

redefine the principals of Te<br />

Tiriti oWaitangi, was<br />

introduced to Parliament last<br />

month, with submissions<br />

closing on January 7.<br />

Councillors Ian Mackenzie,<br />

John Sunckell, Nick Ward and<br />

David East voted against the<br />

submission presented by staff,<br />

dismissing it as ‘‘political’’.<br />

Cr Sunckell said he had ‘‘no<br />

sympathy’’ for the Bill, but<br />

believed making the<br />

submission would ‘‘inflame’’<br />

the situation.<br />

Cr Mackenzie said the<br />

council had apartnership with<br />

NgāiTahu and he did not think<br />

it was ‘‘dependent on whether<br />

this Bill goes forward’’.<br />

<strong>North</strong> <strong>Canterbury</strong><br />

councillors Claire McKay and<br />

Grant Edge backed the<br />

submission.<br />

But Cr McKay said she<br />

shared Cr Sunckell’s concerns.<br />

Cr Edge said Te Tiriti o<br />

Waitangi is ‘‘a partnership of<br />

shared values’’.<br />

Cr Greg Byrnes agreed it was<br />

apolitical decision, but<br />

‘‘staying silent is not staying<br />

neutral’’.<br />

‘‘We are politicians, like it or<br />

not.’’<br />

Chairperson Craig Pauling<br />

said not speaking up was not<br />

an option for him.<br />

‘‘Are we political? I’m pretty<br />

sure we are politicians. Every<br />

decision we make is political.<br />

‘‘There are many times in<br />

human history where people<br />

should have said something,<br />

and they didn’t.<br />

‘‘I don’t believe that<br />

speaking out on this issue will<br />

inflame the situation –instead,<br />

our submission provides<br />

clarity and gives our view.’’<br />

Mr Pauling said ECan’s<br />

submission highlighted the<br />

absence of consultation with<br />

Māori during the development<br />

of the Bill.<br />

He said the Bill limited<br />

flexibility, and did not appear<br />

to take into account progress<br />

achieved through years of<br />

good­faith dialogue and<br />

collaboration in <strong>Canterbury</strong>.<br />

‘‘People have mentioned<br />

that our partnership should be<br />

strong enough to remain,<br />

should the Bill be passed into<br />

law,’’ Mr Pauling said.<br />

‘‘But it is hard to make a<br />

partnership work when one<br />

partner’s rights have been<br />

diminished.<br />

‘‘Partnerships have to be<br />

mutually beneficial, or it just<br />

won’t work.’’<br />

Mr Pauling said the Bill<br />

would likely result in<br />

increased costs to undo<br />

‘‘operational efficiencies’’<br />

achieved through the<br />

partnership approach.<br />

For many Christmas is alonely time.<br />

Memories of Christmases past are often<br />

the only company on the day.<br />

Rangiora­based Hope Community Trust<br />

is stepping in to help thosewho have no<br />

family to enjoy ‘‘good company, delicious<br />

food, and festive music’’ at afree Christmas<br />

Eve Kiwi barbecue.<br />

The Trust says there hasn’t been a<br />

community Christmas meal in the<br />

Waimakariri for at least the last two years,<br />

and it wants to give people an opportunity<br />

to share aChristmas Eve meal together.<br />

‘‘We will serve typical Kiwi Christmas<br />

fare, lamb, chicken and sausage, salads,<br />

pavlova, and fruit salad with afew added<br />

surprises,’’ the trust says.<br />

‘‘There is no cost, as we do not want to<br />

exclude anybody or family.<br />

‘‘We will have adonation box for koha for<br />

anybody wanting to contribute to the cost.’’<br />

Meanwhile it is continuing its tradition of<br />

Christmas Community Kai, Christmas food<br />

parcels, and Operation Christmas dinner.<br />

‘‘But we are aware that even with these<br />

three Christmas options there are still gaps<br />

to fill when it comes to Christmas.<br />

‘‘Food has always been agreat gatherer,<br />

and we wanted to provide aplace for<br />

people to come and gather and share a<br />

meal.<br />

‘‘And hopefully, Christmas may not be so<br />

lonely for some this year.’’<br />

The Christmas Eve barbecue meal is not<br />

only for the lonely and isolated, it is also for<br />

people new to the community who may<br />

want an opportunity to meet others.<br />

‘‘It is about belonging, community and<br />

family.’’<br />

New resource to help visitors<br />

Helping visitors to the Hurunui District<br />

to be prepared for an emergency event<br />

has been made easier with anew<br />

resource that’s available to the district’s<br />

motels, guest homes and other<br />

accommodation.<br />

Hurunui District Council Emergency<br />

Management officer Allan Grigg says it’s<br />

important for everyone to think about<br />

what could happen while away from<br />

home these holidays.<br />

‘‘There’s alot we take for granted<br />

when we’re at home —from being aware<br />

of local emergency arrangements, being<br />

able to communicate with family, having<br />

astocked emergency bag on hand.<br />

‘‘But what happens when you’re on<br />

holiday in astrange environment with<br />

none of these resources and an<br />

emergency strikes?’’<br />

Mr Grigg has prepared an emergency<br />

guide that is available to holiday<br />

accommodation venues throughout the<br />

Hurunui to help visitors through an<br />

event.<br />

‘‘The guide includes important<br />

information on where to find<br />

information in an emergency that is<br />

Hurunui specific, as well as some<br />

important local numbers and tips,’’ he<br />

says.<br />

Mr Grigg says recent history with<br />

flooding events at holiday parks in both<br />

<strong>North</strong> and South Island is asobering<br />

reminder that an emergency could<br />

happen at any time.<br />

‘‘Think things through before you<br />

travel and update your household<br />

emergency plan to accommodate your<br />

trip.<br />

‘‘Include where you can get<br />

information while you’re away, and how<br />

your family can locate you.<br />

‘‘In an emergency, start with the local<br />

council website, talk to locals, and tune<br />

in to the local radio station for updates.<br />

‘‘If you need to evacuate, register with<br />

the local Civil Defence Centre.<br />

‘‘This information gets shared with<br />

Police and, if you’ve already captured<br />

this in your household emergency plan<br />

and shared it with family, you’ve taken<br />

away alot of the stress.’’<br />

Updates to recreation mapintime for summer<br />

Environment <strong>Canterbury</strong> (ECan) has<br />

updated its public access to recreation<br />

map in time for the summer holidays.<br />

The map showcases access points for<br />

water­based recreation spots in ECan’s<br />

areas of responsibility, as well as helpful<br />

information to plan trips.<br />

‘‘We know lots of Cantabrians love to<br />

head out to our local waterways for<br />

kayaking, hunting, fishing, rafting and<br />

other adventurous activities so if you are<br />

thinking of doing this check out our map<br />

(on the ECan website) to find out where<br />

the best access point is for the site you<br />

are heading to, and the conditions you<br />

can expect when you arrive,’’ an ECan<br />

spokesperson says.<br />

You can search for aspecific place or<br />

discover new sites across different areas.<br />

All the places displayed are accessible<br />

to the public without the need for the<br />

landowner's permission.<br />

‘‘You can also find out more about a<br />

site’s vehicle or pedestrian accessibility,<br />

the terrain and obstacles present, what<br />

facilities are available, such as toilets,<br />

boat ramps or play equipment and key<br />

features.<br />

‘‘There is also alink to summer water<br />

quality results (where available) and a<br />

photo of each location.<br />

‘‘We are committed to providing this<br />

information in the context of responsible<br />

use and behaviour in the outdoors,’’ the<br />

spokesperson says.<br />

‘‘The Walking Access Commission<br />

provides achecklist of access rights and<br />

responsibilities, which covers topics<br />

such as dogs, vehicles, fire risk, caring<br />

for the environment and Māori land.’’<br />

It is about taking responsibility for<br />

your actions, following any advice or<br />

guidance offered, being considerate and<br />

respecting the interests of others, caring<br />

for the environment, seeking permission<br />

for access to private or Māori land,<br />

learning and respecting the tikanga<br />

Māori so that behaviour does not cause<br />

cultural offence and getting the correct<br />

permits for hunting and fishing.<br />

of Conservation's website about things to<br />

know before your trip and how to behave<br />

around wildlife.<br />

Backlog cleared<br />

<strong>Canterbury</strong>’s regional council says it has<br />

finally caught up with its backlog of<br />

consents.<br />

Environment <strong>Canterbury</strong>’s (ECan) has<br />

made headlines in recent months as it<br />

struggled with processing resource<br />

consents on time.<br />

But chairperson Craig Pauling<br />

announced on Friday [November 29] staff<br />

had finished processing the last of the<br />

1225 consents which were lodged before<br />

August 1last year.<br />

Some were dating back to 2002.<br />

Now all of those consents have either<br />

been decided or have an action plan in<br />

place for getting to adecision.<br />

‘‘We couldn’t have done this without<br />

the tremendous effort of our staff/<br />

kaimahi and the applicants and their<br />

consultants who have worked with us to<br />

have their consents sorted,’’ Mr Pauling<br />

said.<br />

‘‘Over the last year and ahalf, as we<br />

worked on the backlog, we have put in<br />

place several initiatives from hiring<br />

more staff, introducing new processes<br />

and automation, to working with<br />

consultants on lodging quality<br />

applications.<br />

‘‘It is great to see that all this hard work<br />

has paid off.’’<br />

But there is still work to do, he said.<br />

As of November 28, staff report just 48.4<br />

percent of consents are being processed<br />

within the statutory 20­working day<br />

timeframe for this financial year.<br />

It is well ahead of the 2023/24 financial<br />

year, which was just 26%.<br />

Staff aim to get to 95% compliance by<br />

the 2025/26 financial year, but anticipate<br />

an influx of consent renewals over the<br />

next 12 months and have put plans in<br />

place.<br />

‘‘With legacy consents addressed, we<br />

can now focus solely on the new<br />

applications and how we can further<br />

improve consenting delivery,’’ Mr<br />

Pauling said.<br />

In October, staff received 35% more<br />

new applications than the month before<br />

and 2443 consents are due for renewal<br />

over the next four years.<br />

Staff said the backlog was due to the<br />

‘‘increasing complexity’’ of consent<br />

applications, the speed and complexity of<br />

new central government regulations, and<br />

the way land and water is used in<br />

<strong>Canterbury</strong>. Last year the council voted<br />

to inject an extra $3.5 million to address<br />

the backlog. The cost blew out to $5.4m.<br />

The council has more than 26,000 active<br />

consents in <strong>Canterbury</strong>, more than any<br />

other regional council.<br />

The Waimakariri District Council<br />

voted to accept agift from the<br />

Ashley RakahuriRivercareGroup<br />

to build aviewing platform<br />

overlooking the estuary, at acouncil<br />

meeting on Tuesday, <strong>December</strong> 3.<br />

Mayor Dan Gordon said the offer<br />

of the viewing platform was ‘‘a<br />

generous offer’’.<br />

‘‘It is abeautiful area and it is<br />

well used and this will really add to<br />

it.’’<br />

The decision follows an<br />

endorsement by the Woodend­<br />

Sefton Community Board last<br />

for 146.<br />

Darfield had little trouble in<br />

putting Cheviot away.<br />

Chasing only 72, Darfield<br />

reached the target in only 14.3<br />

Once complete by the end of this<br />

summer, the group plans to gift the<br />

viewing platform to the community.<br />

The council will cover the costs of<br />

the consent, the upgrade of an<br />

access path and ongoing<br />

maintenance costs.<br />

Devastationafter Cyclone Tracy recalled<br />

Asthe 50 year anniversary of Cyclone<br />

Tracy rolls around in Darwin, <strong>North</strong><br />

<strong>Canterbury</strong>’s David Carr, who was caught<br />

up in the fateful Christmaseve disaster,<br />

still recalls much of the event vividly.<br />

The absolute destruction of the city of<br />

40,000 remains fixed in his memory. He<br />

likens it to the ‘‘bombing of London’’, but<br />

in this case the whole city was hit, as were<br />

properties up to 32kms inland from the<br />

port.<br />

He recalls the tops being sliced out of<br />

palm trees by corrugated iron flying<br />

through the air, cars shunted metres by<br />

the force of the wind, the lack of power,<br />

and food.<br />

Cyclone Tracy, which started as aweak<br />

tropical low in waters north of Darwin,<br />

slammed the city as acategoryfour<br />

system, killing 66 people and forcing the<br />

evacuation of thousands of others.<br />

David, who lives in Amberley, hasn’t<br />

returned to Darwin in more than four<br />

decades, as the anniversary of Cyclone<br />

Tracy nears, but the memories he has are<br />

still raw.<br />

He was one of agroup of kiwis living in<br />

Fitzer Drive Ludmilla, Darwin,on<br />

Christmas eve, <strong>19</strong>74.<br />

Most were truckies, young, reasonably<br />

affluent, fearless and not scared of work,<br />

says David.<br />

Christmas Eve began like anyother<br />

holiday night.<br />

‘‘Yes there was acyclone warning, but<br />

there were always cyclone warnings, so<br />

life went on.’’<br />

Three or four of them who worked<br />

together at Gulf Transport went out to<br />

stock up on `liquid supplies’promising<br />

they wouldn’t be long.<br />

They ended up at Tommy’s–workshop<br />

foreman forGulf –out Nightcliff way.<br />

‘‘Of course by then we had our supplies<br />

with us.’’<br />

‘‘The power went out pretty early,<br />

guessing 9.30pm, and the wind and rain<br />

started to get up abit!’’<br />

The sliding doors on both the windward<br />

and leeward side of the house, upstairs,<br />

were opened as was the norm in Darwin.<br />

‘‘Although it was abit draughty it<br />

certainly helped as this house remained<br />

fairly well off. Looking to the next­door<br />

neighbours however we saw atwo­storey<br />

brick wall bow an incredible distance<br />

before it crashed in aheap on the ground.<br />

As the eye of the cyclonecame over the<br />

call was made for the party to adjourn to<br />

two cars parked underneath Tommy’s<br />

house.<br />

‘‘The cars were sandblasted on one side<br />

and actually shoved sideways against the<br />

uprights in the garage,but we had little<br />

choice but to sit out until daylight.<br />

‘‘Fortunately we had aheap of cassette<br />

tapes on board, most probably all Slim<br />

Dusty and Charlie Pride.<br />

The background music helped sooth the<br />

wind noise and keep their minds focused<br />

on things other than our predicament.<br />

‘‘Mr Dewars helped also, as two of us<br />

drank two litres and still vouch for being<br />

cold sober,’’ says David.<br />

Daylight was reality as they took the two<br />

hour trip back to their flat moving debris,<br />

power wires, power poles and skirting<br />

round flood waters.<br />

‘‘Ithink there was over 13 inches of rain<br />

(325mm) that night.’’<br />

‘‘There was utter devastation, all the<br />

greenery was stripped off trees, there was<br />

no bird life —usually it was very noisy —<br />

anduncannily the majority of the<br />

aboriginal population had left town in the<br />

daysbefore.’’<br />

They were greeted with tears and relief<br />

by the crew at the flat who stood basically<br />

on aflat floor, with one small wall and a<br />

toilet bowl.<br />

Stories were exchanged and important<br />

stuff rescued. The only food they could<br />

find was in an upturned fridge.<br />

‘‘However sometime later Idiscovered a<br />

Christmas cake that an Auntie had sent<br />

from New Zealand jammed under the bed<br />

–itwas soaking wet, but boy did it taste<br />

good.’’<br />

Worried about their mates they went to<br />

Jim and Jenny Coopers, the owners of Gulf<br />

Transport in Aralia Street, Nightcliff.<br />

‘‘Of course things there were the same,<br />

but at leasteveryone was still alive. Abit<br />

of aloose plan was formulated and acrew<br />

was dispatched to the Gulf Depot<br />

CoonerwarraRoad to check for damage.<br />

Although damage to the workshopand<br />

office was significant the trucks and<br />

trailers werelargely unscathed.<br />

By nightfall Christmas Day aplan was<br />

falling into place.<br />

‘‘Along with hundreds of others, Jim and<br />

Jenny decided to take their young family,<br />

by road, south. Iplus my then girlfriend,<br />

now my wife of 47 years, were taking a<br />

road trainsouth to Alice Springs on the<br />

provisothat Icould return as soon as<br />

possible.<br />

‘‘After spending the night in my truck I<br />

headed away early on the 26th with astop<br />

in Katherine to find ashower and a<br />

change of clothes.<br />

‘‘At this stageIhave to mention the<br />

Sallies (Salvation Army) for the job they<br />

did over the early cyclone emergency,<br />

whether it was food, drink, clothing or<br />

whatever their efficiency in Darwin,<br />

Katherine and Alice Springs was<br />

outstanding.’’<br />

Thatefficiency went as far as<br />

documentation. They had lists of evacuees<br />

up and running very early on as cars, utes<br />

and trucks in various states of repair<br />

headed south.<br />

‘‘Some of those vehicles should not have<br />

been on the road, no windows, bent<br />

panels, but in desperation families<br />

headed south, some with no money, very<br />

little fuel and the clothes they were<br />

standing up in —all their worldly<br />

possessions crammed in the back seat.<br />

‘‘If Iremember correctly there was a<br />

cash handout upon registration ($200 per<br />

family?).’’<br />

On arrival in Alice Springs, late on the<br />

26th, David was on to the Telex machine,<br />

firstly to Canberra, who at that stage did<br />

not understand the problems that we were<br />

facing —itwas atypicalpublic service<br />

type response at that stage—and then on<br />

behalf of the eight Kiwi’s in his old house,<br />

letting families at home in New Zealand<br />

know that we were all safe and well.<br />

‘‘My parents were veryupset, I<br />

remember getting abollocking for not<br />

being in touch earlier.<br />

‘‘ They, plus thousands of others,<br />

including the powers that be in Canberra<br />

had no understanding of the situation.<br />

Little things could quickly become big<br />

things in the tropical heat with no power<br />

—food perishing, poor hygiene, no water,<br />

plus it was the middle of the wet<br />

commonly known as the `silly season’<br />

because of the humidity etc.<br />

‘‘Finally after kicking stones and arse I<br />

was allowed to load the perishables that<br />

were the standardorder for Coles, both<br />

fridge boxes and adry box (20foot<br />

containers) plus asmall pop top caravan (<br />

from the Gulf yard to live in if required!).<br />

‘‘It was only after becoming aparent<br />

myself that Ireally understood what our<br />

parents went through back home. All they<br />

had heard was that the was total<br />

devastation and loss of life!’’<br />

‘‘I was not involved again<br />

with that load, it was<br />

commandeered by the powers<br />

that be and distributed from<br />

there. At that stage there was<br />

still no way of lifting the boxes<br />

off the truck so Ijust<br />

transferred to another.’’<br />

The next few days were a<br />

blur to David. There were<br />

loads of supplies from the<br />

airport to be distributed round<br />

the town, and ensuring his own<br />

food supply was OK, he had<br />

somewheretocamp, shower<br />

and relax.<br />

‘‘One hiccup Iran into was<br />

that alot of personal items that<br />

we had locked in adownstairs<br />

room had vanished, the room<br />

had been broken into, so<br />

consequently there were<br />

missing passports etc. Even<br />

after reporting the loss to<br />

police there was never any sign<br />

of the numerous personal<br />

documents again.<br />

‘‘I never saw any of the<br />

fridges or transistor radios that<br />

were distributed, but as aKiwi<br />

with arural background I<br />

survived. Isomehow ended up<br />

in aroom at amotel situated on<br />

the Stuart Highway not far<br />

from the airport gates. It<br />

became my base, when in town,<br />

Trek acrosstown ... David and<br />

his mate had to trek through<br />

piles of timber, and household<br />

goods from wrecked homes on<br />

their way back to their flat.<br />

the Navy on New Years Day<br />

things took anew turn for a<br />

while.<br />

‘‘Days spent on alanding<br />

barge, ferrying urgent supplies,<br />

everything from medical<br />

supplies to roofing iron and<br />

heavy machinery, from the<br />

ships to town.<br />

‘‘Two whole road trains<br />

loaded on to the landing barge,<br />

sail on the tide and spend the<br />

next 12 hours on the brine.<br />

‘‘Because of the tides there<br />

was only awindow of acouple<br />

ofhours to load or unload the<br />

road trains back at shore so<br />

everything was military style by<br />

the clock.<br />

‘‘While loading along side<br />

the ships —mainly HMAS<br />

Melbourne —asadriver Iwas<br />

welcomed on board and<br />

treated like royalty. Nothing<br />

was too much, whether it be a<br />

feed, ahaircut, abeer or a<br />

sleep, it was all there. The bliss<br />

of an air conditioned room,<br />

clean clothes after aweek of<br />

living out of asleeper cab, was<br />

almost too much.’’<br />

Reality hit acouple of days<br />

later when we were called to<br />

start carting from Alice again.<br />

Instead of atrip aweek, with<br />

time to chill between trips, it<br />

became anon­stop round and<br />

round Darwin –Alice, Alice –<br />

Darwin.<br />

‘‘The bank balance looked<br />

good because of the hours, but<br />

by the time the Australian<br />

Government offered airfares<br />

home for the people that had<br />

stayed in Darwin, Ijumped on<br />

that big tin bird home fairly<br />

quickly.<br />

‘‘After nearly amonth in<br />

New Zealand, Iheaded back<br />

and stayed until near the end<br />

of the year.’’<br />

But things had changed.<br />

‘‘There was only one other<br />

from the original flat still in<br />

town, there was an influx of<br />

outsiders, the mood had<br />

changed from the Darwin I<br />

knew, and besides Ihad a<br />

girlfriend to make an honest<br />

woman of. ‘‘I haven`t been<br />

back since, but we may go over<br />

in afew months or so.’’<br />

Arecentfield trip in the<br />

Hurunui district has produced<br />

some fresh ideas to improve<br />

freshwater outcomes.<br />

The Kaikōura Water Zone<br />

Committee and Environment<br />

<strong>Canterbury</strong> councillor Grant<br />

Edge ventured into the<br />

Hurunui district recently to<br />

hear from local farmers<br />

trialling new solutions to<br />

pressing water­related issues.<br />

The group visited the Amuri<br />

Irrigation Company’s Delany<br />

Wetland and John Faulkner’s<br />

Culverden farm.<br />

The Delany Wetland project<br />

is apilot programme studying<br />

constructed wetlands on farms.<br />

A1.6ha section of retired<br />

pasture at JerseylandDairies<br />

in Culverden has been turned<br />

into wetland in collaboration<br />

withlandowners Tim and Jo<br />

Delany.<br />

The trial draws on findings<br />

from afour­year NIWAstudy<br />

which shows artificial<br />

wetlands are effective at<br />

removingcontaminants, like<br />

nitrogen, sediment and<br />

phosphorus, from freshwater.<br />

The design and construction<br />

of the wetland features asnake<br />

like pattern of raised land<br />

which guides draining water<br />

through the system slowly,<br />

allowing for maximum<br />

filtration.<br />

The site is also home to 4800<br />

native riparian plantings, with<br />

more to come.<br />

Peaty soil over aclay base<br />

provides optimal conditions,<br />

slowing drainage to ensure<br />

water remains in the wetland<br />

long enough for effective<br />

treatment.<br />

Historical survey maps<br />

dating back to the 1860s<br />

indicate the site was once part<br />

of anatural wetland drained<br />

for agricultureinthe early 20th<br />

century.<br />

Mr Faulkner invited the<br />

committee to visit his riparian<br />

restoration and weed<br />

eradication programme, which<br />

spans 2.5ha of land on the edge<br />

of the Waiau Uwha River.<br />

The river is an important<br />

braided river system which<br />

provides habitat for avariety of<br />

native fish and bird species.<br />

Mr Faulkner is working to<br />

protect the nationally<br />

threatened New Zealand<br />

dotterel/tūturiwhatu and ngutu<br />

pare/wrybill.<br />

Both are shorebird species<br />

vulnerable to habitat loss from<br />

human activity.<br />

With support from the<br />

Ministry of Primary Industries’<br />

One Billion Trees Fund, Mr<br />

Faulkner enlisted native plant<br />

specialistSue McGaw to plan<br />

the planting of 9500 indigenous<br />

plants.<br />

Since then 64 species of<br />

plants have been planted in<br />

specific groupings called<br />

biodiversity nodes, collections<br />

of species often found in<br />

nature together.<br />

Nohoanga refers to the<br />

seasonal occupation of sites<br />

NgāiTahu whānui utilised as<br />

they travelled Te Waipounamu<br />

/the South Island to gather kai<br />

and other natural resources.<br />

Mr Faulkner is also working<br />

with anetwork of landowners<br />

to restore an 18km stretch of<br />

river leading to Waiau<br />

township.<br />

This projectwill create a<br />

biodiversity corridor of<br />

indigenous fauna to keep pest<br />

plants and predators at bay and<br />

increase the biodiversity and<br />

mahinga kai values of the area.<br />

‘‘This field trip was agreat<br />

opportunity for our committee<br />

to meet and network with<br />

others, and to draw inspiration<br />

from catchments that are<br />

working at the local level to<br />

tackle tricky issues when it<br />

comes to water management<br />

and biodiversity,’’ Kaikōura<br />

Zone Committee facilitator<br />

Jodie Hoggard said.<br />

‘‘It’s inspiring to see the<br />

mahi landowners are driving to<br />

achievebetter outcomes for<br />

the environment.’’<br />

BankCEO grilled during banking enquiry<br />

BNZ’s banking practices were publicly<br />

aired last week as members of<br />

Parliament’s banking inquiry grilled the<br />

bank’s CEO and chair on some of its<br />

lending practices.<br />

Earlier in the day Federated Farmers<br />

had sounded the alarm about the risk of<br />

banks defunding petrol stations by 2030 as<br />

part of their commitment to the Net­Zero<br />

Banking Alliance.<br />

Federated Farmers has also lodged a<br />

formal complaint with the Commerce<br />

Commissionabout potentially anticompetitive,<br />

coordinated, cartel­like<br />

behaviour from the big banks.<br />

‘‘That seemed to have caught the<br />

attention of the select committee because<br />

it became areal line of inquiry it<br />

pursued,’’ says Federated Farmers<br />

banking spokesperson Richard McIntyre.<br />

‘‘Federated Farmers has raised some<br />

fair questions about the future of the rural<br />

petrol stations our communities depend<br />

on, and whether farmers could expect<br />

similar treatment soon.<br />

‘‘Unfortunately, all we got in response<br />

from BNZ’s CEO when questioned<br />

yesterday was nothing but banking spin<br />

that I’mnot even sure he believed<br />

himself.’’<br />

BNZ denied its decision to de­bank<br />

petrol stations was driven by their<br />

emissions reduction targets or the bank’s<br />

involvement with the Net­Zero Banking<br />

Alliance.<br />

This is despite the fact the Net­Zero<br />

Banking Alliance is clearly referenced in<br />

BNZ’sinternal policies and<br />

communications with petrol station<br />

owners.<br />

‘‘It was really acredit decision for us.<br />

We’ve looked at our exposure to petrol<br />

stations,’’BNZ CEO Dan Huggins told the<br />

committee.<br />

‘‘Then we look at the long­termfuture of<br />

those businesses, recognising that we<br />

would expect that we’re going to see<br />

conversion to electric vehicles demand<br />

change for fuel services.’’<br />

But as of 2023, plug­in electric vehicles<br />

made up only 2.2% of New Zealand's<br />

national vehicle fleet.<br />

‘‘That’s absolute nonsense and a<br />

complete cop­out from BNZ, who are<br />

trying to justify an unjustifiable decision<br />

they know will be incredibly unpopular<br />

with most Kiwis,’’ Mr McIntyre says.<br />

‘‘Yes, electric vehicle numbers are<br />

slowly increasing, but in reality, the vast<br />

majority of New Zealanderswill still be<br />

driving petrol or diesel vehicles come 2030<br />

and beyond.’’<br />

McIntyresays that’s particularly true for<br />

farmers and remote rural communities,<br />

where petrol stations are avital lifeline<br />

and provide an important service.<br />

‘‘It’s not just farmers who depend on<br />

these small rural petrol stations. It’s<br />

families trying to get their kids to school,<br />

local businesses, contractors, freight and<br />

tourists too.’’<br />

Last year BNZ’s chief sustainability<br />

officer Rebekah Cain participated in a<br />

podcast with interest.co.nz on the bank’s<br />

involvement with the Net­Zero Banking<br />

Alliance.<br />

‘‘If you fund it, it happens; if you don’t<br />

fund it, it doesn’t happen,’’ she said at the<br />

time.<br />

‘‘I think that’s the exact mentality we’re<br />

seeing on full display now,’’ Mr McIntyre<br />

says.<br />

‘‘BNZ are effectively de­funding petrol<br />

stations despite the huge implications for<br />

everyday New Zealanders.<br />

‘‘If the Net­ZeroBanking Alliance has<br />

nothing to do with the bank’s decision,<br />

then Iwant to know why it’s mentioned in<br />

their internal policies and<br />

communications with petrol station<br />

owners. If it is simply an issue of risk, the<br />

normal response would be for the bank to<br />

require the borrower to have more equity<br />

and perhaps pay aslightly higher interest<br />

rate.’’<br />

shaking after Rakero Rocket won the<br />

$182,000 Group One Christian Cullen<br />

Mobile Pace at Addington Raceway.<br />

Tom is aprivate trainer for brothers<br />

Ron and Kevin Dawe and their father<br />

Ray, of Rangiora, and they are having<br />

aseason to remember with 18 wins to<br />

date amassing morethan $300,000 in<br />

stake money.<br />

Much of it has come from Rakero<br />

Rocket who has won six races this<br />

season earning morethan $175,000,<br />

not bad for ayoung horse purchased<br />

for just $16,000 at the 2021 National<br />

NC RESULTS<br />

Ron said he wanted to buy Rakero<br />

Rocket because of his maternal<br />

family.<br />

His In The Pocket dam, Motu Pocket<br />

O'Jewels, won four races and all of her<br />

foals have also been winners.<br />

However, on sales day the young<br />

Rock NRoll Heaven colt was not a<br />

standout.<br />

‘‘He was light framed and not<br />

looking great so nobody really wanted<br />

him,’’ Ron says.<br />

‘‘He has filled out alot now though.<br />

‘‘We are really lucky to get ahorse<br />

like this. To beat the two favourites,<br />

Merlin and Don’t Stop Dreaming, the<br />

The stipendiary stewards called an<br />

inquiry into the race after Rakero<br />

Rocket ‘‘struck and punctured the<br />

sulky tyre’’ of Don't Stop Dreaming<br />

near the 250m mark.<br />

Authorisation of first placing was<br />

withheld after Don’t Stop Dreaming’s<br />

driver, Blair Orange, viewed the race<br />

replays and confirmed he did not want<br />

to proceed with aprotest. Stewards<br />

were satisfied that given the length of<br />

the winning margin there were no<br />

grounds for aprotest to be lodged.<br />

However, Rakero Rocket’s driver<br />

Gavin Smith had his licence<br />

suspended for four days after<br />

admitting driving carelessly when<br />

shifting ground and striking Don’t<br />

Stop Dreaming’s sulky wheel near the<br />

250m mark. Ron says he had hoped to<br />

start Rakero Rocket at the Rangiora<br />

Harness Racing Club’s Christmas<br />

meeting this Sunday, but he was ‘‘too<br />

highly assessed now’’ for the only race<br />

there for him, and would be off a<br />

50­metre handicap, so he would go to<br />

Invercargill instead for the Group One<br />

$100,000 Invercargill Cup on<br />

<strong>December</strong> 20.<br />

Old4New lifejacket project<br />

Coastguard's Old4New lifejackets<br />

initiative returns to <strong>North</strong> <strong>Canterbury</strong><br />

early in the New Year.<br />

This summer, their hero water safety<br />

initiative, Old4New is again travelling<br />

across the country, visiting 74 boating<br />

spots between November 30, <strong>2024</strong> and<br />

February 2, 2025.<br />

Ateach location, people can exchange<br />

their old, worn­out lifejackets for<br />

discounted brand­new Hutchwilco<br />

lifejackets.<br />

Their Old4New team will also provide<br />

lifejacket advice, including fitting and<br />

servicing, along with local boating safety<br />

tips and information about education<br />

courses ­making it aone­stop shop for<br />

preparing for afun summer on the<br />

water.<br />

Their <strong>Canterbury</strong> leg of the initiative<br />

starts on January 3, 2025, at Coastguard<br />

Kaiapoi, 76A Charles Street, Kaiapoi,<br />

from 12pm to 4pm.<br />

Toni Couchman.<br />

Both are employed by<br />

Johnson Controls (formerly<br />

Wormald), Daniel in<br />

Christchurch, Toni in<br />

Hamilton.<br />

Daniel achieved his award<br />

while juggling his full­time job<br />

with single parenting two<br />

neurodivergent children, while<br />

completing NZ Certificate in<br />

Fire Detection and Alarm<br />

Systems (Level 3), and NZC in<br />

Fire Protection Systems<br />

Technology (Inspections)<br />

(Level 4).<br />

He has also recently become a<br />

Competenz workplace verifier<br />

—sohecan help others in his<br />

workplace who are working<br />

towards their qualifications —<br />

and is aregistered IQP<br />

(Independent Qualified<br />

Person) for the South Island.<br />

Competenz training adviser<br />

John Terry was so impressed by<br />

Daniel’s efforts that he<br />

nominated him for the award.<br />

‘‘Daniel relentlessly strives<br />

to support his colleagues while<br />

maintaining abusy workload<br />

and personal life, and he has<br />

big aspirations to be at the top<br />

of his industry in years to<br />

come,’’ John says.<br />

He’s certainly on the right<br />

track. Being jointly named Fire<br />

Learner of the Year is an<br />

outstanding achievement, and<br />

one Daniel describes as a‘‘huge<br />

thrill’’ —although he admits it<br />

hasn’t been acakewalk.<br />

‘‘It took some mental<br />

fortitude to put in the hours to<br />

get the study done, and I’ll<br />

admit Iwas overwhelmed at<br />

times,’’ he says.<br />

“But this award means so<br />

much. In fact, aside from my<br />

two wonderful children, I<br />

would say it’s one of my greatest<br />

achievements.<br />

‘‘To be recognised by people<br />

you revere in the industry is<br />

something to be proud of, and<br />

I’m very thankful.’’<br />

However, study is nothing<br />

new for Daniel. Before entering<br />

the fire protection sector he<br />

completed an electrical<br />

apprenticeship and forged a<br />

career as asparkie.<br />

‘‘I fell into fire by chance.I<br />

was working as an electrician<br />

on alarge site in Christchurch<br />

and we were coming to the end<br />

of the project.<br />

‘‘A colleague had acontact in<br />

the fire industry and knew I’d<br />

be looking for work. He said,<br />

‘Hey Dan, have you ever tried<br />

working in fire?’, and the rest<br />

was history.’’<br />

It was agood move. According<br />

to employer Gary Holden,<br />

Daniel has an extremely bright<br />

future ahead.<br />

‘‘Daniel is eager to learn and<br />

consistently seeks<br />

opportunities to expand his<br />

knowledge,’’ says Gary.<br />

‘‘He demonstrates astrong<br />

understanding of theory, often<br />

researching ahead.<br />

‘‘Highly adaptable, Daniel<br />

embraces change and shows<br />

leadership by helping<br />

colleagues grasp complex<br />

systems. He’s dedicated to his<br />

career and continuously<br />

pursues additional training to<br />

From new public toilets to a<br />

coastal pathway and<br />

infrastructure projects, Kaikōura<br />

is ready for the summer influx of<br />

tourists.<br />

Kaikōura District Council chief<br />

executive Will Doughty says a<br />

range of projects are completed or<br />

nearing completion thanks to<br />

Government funding.<br />

‘‘As asmall council we would<br />

never have been able to do some of<br />

these projects, so you’ve got to<br />

leverage off these opportunities,’’<br />

Mr Doughty said.<br />

New prefabricated toilet units<br />

were installed at West End, Mill<br />

Road (northern end of town) and<br />

Churchill Park last month, ready<br />

for the summer.<br />

Mr Doughty said council staff<br />

were pleased to replace the old<br />

West End public toilets.<br />

‘‘We had so many issues with the<br />

old toilets, and the cost of the<br />

maintenance was getting quite<br />

high, so it was really overdue.’’<br />

The project was funded by a<br />

$900,000 grant from the previous<br />

Government’s Better Off fund and<br />

$135,860 from the Ministry of<br />

Business, Innovation and<br />

Employment’s Tourism<br />

Infrastructure Fund (TIF).<br />

ABetter Off fund grant also<br />

allowed the Kaikōura Dark Sky<br />

Trust to employ aproject coordinator,<br />

which led to its<br />

successful international dark sky<br />

sanctuary application.<br />

Mr Doughty said work has begun<br />

on the last major section of the<br />

Link Pathway, which runs from<br />

West End to the seal colony at<br />

Point Kean.<br />

The $2.1 million project has<br />

been funded by a$1.9 million TIF<br />

grant and $200,000 from<br />

ratepayers, and is expected to be<br />

completed under budget.<br />

‘‘It looks like we will have some<br />

funds left over for the<br />

accessories,’’ Mr Doughty said.<br />

‘‘We don’t want it too cluttered,<br />

but there’s afew things we can<br />

look at along the way.<br />

‘‘This is the sort of ‘nice to have’<br />

project we probably wouldn’t be<br />

allowed to do now.’’<br />

Ideas have been put forward<br />

including art sculptors,<br />

information boards and making it<br />

child friendly.<br />

Work has been completed on<br />

infrastructure to allow for the new<br />

Vicarage Views sub­division,<br />

while planning is under way for<br />

more housing in the Ocean Ridge<br />

sub­division.<br />

The infrastructure has been<br />

funded by $7.8 million grant from<br />

Kainga Ora’s accelerated<br />

infrastructure fund to allow for<br />

affordable housing and older<br />

person’s units.<br />

Developer Garry Robertson said<br />

the earthworks have been<br />

completed on the Vicarage Views<br />

site ready to build the first homes.<br />

‘‘It has been avery tough year in<br />

terms of planning, the uncertainty<br />

in the New Zealand­wide market<br />

and the unstable economy.<br />

‘‘But Ibelieve next year will be<br />

abig year for us.’’<br />

His company Cargill Station Ltd<br />

is planning to lodge aprivate plan<br />

change with the council early next<br />

year to open up more sections at<br />

Ocean Ridge.<br />

With the harvest under way in<br />

South Bay Forest, across the road,<br />

Mr Robertson said Ocean Ridge<br />

residents can look forward to<br />

better ocean views.<br />
