Dry conditions begin to bite in Nth Canty
By STAFF REPORTERS
Dry conditions throughout North
Canterbury have forced water
restrictions, closed trails, and led to
health warnings about potentially toxic
algae (benthic cyanobacteria) in low
flowing rivers.
There is acomplete ban on all
watering systems, including hand held,
in force on the Ashley Scheme (south) in
the Hurunui District, which affects the
Waimakariri District around the Sefton
area.
Water is only to be used for domestic
purposes drinking, washing, and
drinking water for stock.’
Hurunui District Council residents
are also being encouraged to embrace a
kiwi brown lawn for the summer as
Level One restrictions are put in place
districtwide.
Chief Infrastructure Operations
Officer Dan Harris says in some areas
demand on the water supply had
doubled since spring.
This, combined with the dry
conditions and risk of low river flows,
was putting enormous pressure on the
districts supply networks.
‘‘Level 1means conserving water by
using it sensibly. The good news is that
small changes to daily habits can make a
significant difference in protecting our
precious water resources.’’
‘‘If you do water or irrigate in Level 1,
do so before 8am or after 8pm.
‘‘If you water during the hot, dry hours
during the day, almost all of that
precious water will be lost to
evaporation.’’
He encourages households to be
aware of where water was being wasted.
‘‘Conserving water usage during peak
hours allows the water supply network
to recover.
‘‘Unfortunately, if there is no change
in water habits, we will have to move to
Level 2restrictions.’’
There will be routine patrols and
monitoring across the district.
For water saving tips, go to the
council’s website at hurunui.govt.nz.
Meanwhile Health New Zealand Te
Whatu Ora has issued ahealth warning
for Ashley River/Rakahuri at the Ashley
Gorge Bridge due to toxic algae (benthic
cyanobacteria) being found.
It is also warning people to treat every
lowflowing river across North
Canterbury with caution due to them
also potentially having mats of the toxic
algae.
Historic racecourse to comealive
By ROBYN BRISTOW
Itwill be nearly 150 years on February 1,
2025, when horses line up at the Hurunui
Race and Gala Day at the historic
racecourse on Medbury Road, Hurunui.
It was April 1874 when the historic track
was first used for racing, which attracted a
strong attendance from across the region.
The eagerly awaited race day was
enhanced with the arrival of the railway in
the early 1880’s as it made it easier for
people to make the journey from far afield.
In March 1885, afew months after the
Medbury Station opened, several hundred
excursionists from Christchurch arrived
by train, according to areport in ‘‘The
Lyttelton Times’’.
Situated on a100 acres recreational
reserve, the HurunuiRacecourse itself
occupiespart of what was a3000 acre
block of Crown land at the forks of the
Hurunui and Waitohi rivers.
Administered by the HurunuiDistrict
Council throughanadvisory group, the
landcontains acaveat which states that
the racetrack must never be cultivated,
which has held true to this day.
However the race meetings have been
sporadic over the years.
But the local HurunuiRace and Gala
Association Incorporated committee have
been determined to host arace event
every two years since 2010.
Each meeting aworthy cause is named
to be the recipient of any excess funds
being raised.
In 2025 the committee are proud to be
partnering with the team at Ronald
McDonald House, says HurunuiMayor,
and committee spokesperson Marie Black.
‘We will be endeavouring to make this
event assuccessful as previous years and
be inaproud position to donate funds to
this extremely worthy cause and assist
family memberswhen they are in need.’’
Previous recipients have included the
local Fire Brigades, the HurunuiCancer
group, Canterbury West Coast Air Rescue,
and Amuri St John.
Mrs Black says these groups do alot to
assistpeople and the organising
committee, is proud to support them for
their significant voluntaryefforts.
On the day the betting will be completed
Station Challenge ... Station hacks race to the line at aprevious meet at the historic
Hurunui racecourse at Medbury.
under an equalisator system.
A$2bet is placed for awin only, the
ticket will bear an alphabet letter, the
same number as horses in each race.
Aballot will then allot the holders
alphabet to acolour.
‘‘Sounds complicated but it’s agreat way
to have some fun,’’ says Mrs Black.
The committee has collected up a
number of very old and historic cups —
some date back to the turn of the century.
She says its been very rewarding to have
these gifted back, allowing them to be
competed for again each race day.
The committee is busy organising the
February 1meeting with the first race at
11am.
The gates will be open by 8am so visitors
can select aspot to enjoy the races.
‘‘We welcome people to come early,
bring apicnic lunch or support the many
food stalls that will be cater for your needs.
‘‘It will be hot so plenty of water and
sunscreen is an essential,’’ Mrs Black says.
The committee has kept the entry price
at $10 per adult with kids under 12 free
making it as easy as possible for locals and
visitors to come along and have agreat day
out together.
This year’s President Ally Youngman
says sponsors are an incredibly important
part of the committee’s planning and each
year it is overwhelmed by the local
business generosity, who will be
acknowledged and thanked during race
day.
Paua, vehicle and diving gear seized
Agroup of people, who took 460 pāua from
aclosed area on the south coast of
Kaikoura, were caught by Fishery
Officers last week.
Their vehicles, dive gear and all pāua
have been seized and serious charges
under the Fisheries Act are likely.
Fisheries New Zealand District
ManagerMarlborough and Canterbury,
Stuart Moore says the recreational pāua
fishery is closed for the season, so taking
pāua is prohibited.
‘‘Our Fishery Officers responded to a
call on our poacher phone line,’’ he says.
‘‘To make matters worse, the three
divers refused to allow us to inspect their
catch.
‘‘One of the three had aknife on his belt,
placed his hand on it, and said they were
leaving with the pāua.’’
Mr Moore says Fishery Office work hard
to protect the shared fisheries and ‘‘will
not be intimidated by this sort of
behaviour’’.
‘‘With the assistance of New Zealand
Police, we stopped the three people the
following day in the Amberley area, and
found 460 pāua –many undersize –in
their vehicles.
‘‘We’re grateful to our colleagues at
Police for backup and support. The rules
are there for areason and when we find
evidence of them being broken –wetake
action, Mr Moore says. To report
Developments in Courtsystem
By DAVID HILL,
Local Democracy Reporter
Two proposed Waimakariri
developments are continuing to wade
through the Environment Court
process.
Aproposed housing development at
Ohoka, near Rangiora, and alandfill
and quarry consent application near
Oxford aredifferent stages in the
Courtprocess.
Carter Group (Waimakariri)
appealed to the Environment Court
against the WaimakaririDistrict
Council’s decision to decline its
private plan change for an 850home
development on a156 hectare sitelast
year.
The case had been on hold while the
Waimakariri District Council
continued to workonthe proposed
WaimakaririDistrict Plan.
While the hearings have been
completed, the council applied to the
Environment Minister for an
extension on the District Plan earlier
this month.
An Environment Court
spokesperson said the parties were
duetofile ajoint memorandum to the
court yesterday (December 18) on the
progress of the District Plan.
The proposed Ohoka development
has also been included in the Fast
Track Approvals Bill and it is unclear
how this legislation will effect the
progress of the court hearing.
Woodstock Quarries Ltd appealed
against adecision to decline its
application to create alandfill and
expand an existing quarry site earlier
this year.
Aspokesperson for the court said
the parties had until end of last week
to respond to the court with further
information requested by the
presiding judge.
The company submitted resource
consent applications in 2021 with
Environment Canterbury, and the
Waimakariri District Council, to
develop alandfill and expand an
existing quarry at 513 Trigg Road,
View Hill, near Oxford.
But it was rejected earlier this year,
with independent commissioners
concluding the applicant provided
‘‘insufficient information’’.
The Court recently rejected an
appeal against aconsent for aflyride
at Hanmer Springs.
The Wolffs Road pedestrian bridge over
the Eyre River is astep closer to
returning to its original state after
volunteers cleared ajungle of vegetation
from around the towers.
Volunteers,including two members of
the Wolff family, Doug Lilbrow and Lewis
Norris, undertook the arduous task of
removing years of undergrowth and
bracken from either end of the bridge.
Using heavy machinery, handheld
cutting devices and their hands, the
volunteers cleared around both
approaches to the bridge exposing the
ramps and walkways up to the bridge
itself.
Organiser Tim Fulton, acouncillor for
the Oxford Ohoka ward, said it was now
obvious the community wanted to push on
with plans to restore the bridge.
‘‘It's stepbystep but we've made big
progressthis weekend and the appetite is
there,' he said.
He says the Wolffs Bridge Restoration
Supporters Group understood there was
no council budget for the works so they
were determined to do as much as they
could out of donated goods and services.
‘‘It may be very similar to how, and why,
Rudolf Wolff (c.18801963), built the
bridge in the first place,’’ Mr Fulton said.
‘‘We know this is an ambitious project
but we have seen plenty of evidence from
around New Zealand to show it's doable.
‘‘If we do this right, Waimakariri will
have abridge to be proud of,’’ Mr Fulton
said.
Over 100 years ago, Mr Wolff was
elected to his local county council,
determined to build anew bridge over the
Eyre River.
PHOTO: JOHN COSGROVE
It’s been 75 years since he mostly built
it himself, spanning 73m with a
suspension bridge next to his farm.
Mr Fulton says the good turnout and
help offered by the community prove that
his old West Eyreton community want to
keep the story of his 'cando' alive. The
heritagelisted bridge was built with old
irons from the Christchurch tramway and
surplus World War 2cables.
Policeout and about
The festive summer season it’s agood time
to consider how to reduce the impacts of
crime and crashes in rural communities.
Senior Sergeant Anna Lloyd, Prevention
Manager –CanterburyRural Police, says
December is traditionally ahighrisk time
for most types of crime, in particular
burglary and assault. Burglaries occur
more frequently for several reasons, she
says.
‘‘For example, people tend to leave their
homes more open in the hotter weather,or
take extended breaks to their favourite
holiday destinations leaving their
properties vacant.
‘‘If you are planning atrip away it’s a
good idea to take some precautionary
measures, like storing any valuables away
somewheresafe and speaking to
neighboursthat you trust to keep an eye on
your property and report any suspicious
activity to Police.’’
Ms Lloyd says if possible don’t leave
vehicles parked on the street while you are
away.
‘‘There is also an increase in the number
of assaults reported to Police. This is often
due to more public events and concerts at
this time of year, Christmas parties and
family gatherings, particularly those
where alcohol overindulgence occurs.’’
Beware of low flows
From Page 1
Although there may be warning signs in
place, there are many river access
points, therefore people/dogwalkers
need to treat every low flowing river
cautiously.
The Ashley Gorge Bridge warning
comes after amoderate to high cover of
the algae was foundinthe river.
People should avoid the area, and
animals, particularly dogs, should not
be allowed near the water until the
health warning has been lifted.
There are also other access points
along the Ashley River/Rakahuri at the
Gorge Bridge that may have benthic
cyanobacteria present.
Dr Cheryl Brunton,Medical Officer
of Health for the National Public
Health Service, says the algae looks
like dark brown to black mats and can
produce toxins harmful to people and
animals.
‘‘Exposure may cause skin rashes,
nausea, stomach cramps, tingling and
numbness around the mouth and
fingertips.
‘‘If you experience any of these
symptoms, seek medical advice
urgently and let your healthcare
provider know you’ve had contact with
dark brown/black algal mats or water in
this area,’’ Dr Brunton says.
Pets that show signs of illness after
coming into contact with algal mats
should be taken to avet immediately.
She says Police teams will be out as
much as possible, and will have avisible
presence on roads.
‘‘Throughout December and January we
see more people crashing due to alcohol
and drug impairment, speeding and
driving when tired.’’
Between November 27 and 30, the rural
Road Policing team joined forces with the
Impairment Prevention Team (Booze Bus)
in rural Canterbury, setting up 25
checkpoints over breath testing over 3500
drivers. ‘‘Unfortunately, 19 drivers were
found to be over the legal alcohol limit.
Our team has also conducted checks of
some of our rural Licensed premises and
have subsequently worked with local
community officers to educate and
discourage local patrons from driving
home,’’ Ms Lloyd says.
Police will continue breath testing
drivers at every opportunity using all the
resources available —from high visibility
checkpoints to unmarked police vehicles
stopping drivers who leave licensed
premise carparks. ‘‘We encourage
everyone to make good plans before going
out, make good decisions about driving or
letting your mates drive, and make use of
courtesy transport. ‘‘We’d like to wish you
avery happy and safe Christmas break.’’
People and animals should remain
out of the waterways until the warnings
have been lifted.
Environment Canterbury is
monitoring the sites and the public will
be advised of any changes in water
quality.
Brilliance of men acknowledged
By SHELLEY TOPP
Amberley sculptor Sharon
Earl has always known girls
can do anything, but she has
now created an exhibition
acknowledging the brilliance
of men.
When her sister came
home from school in 1985
with asticker which said
‘‘girls can do anything’’, and
placed it on their bedroom
mirror, Sharon was
delighted and perplexed in
equal measure.
‘‘I had already assumed
that was the case, but Iwas
delighted it was now an
official governmental
directive,’’ she says.
Although Sharon had early
confidence in what females
could do, she greatly
admired her father and has
always had apersonality that
aligns easily with boys and
men.
‘‘They were
uncomplicated, used less
words, and everything they
did had apractical focus,’’
she said.
At school she played
cricket, rugby and soccer,
and thrived in metalwork,
woodwork and agriculture
classes.
Later, she slotted in well to
numerous allmale work
‘‘The men made sense, they
made jokes and they got stuff
done. Ifound their company
invigorating, predictable
and (mostly) enjoyable. Igot
to be ‘the fly on the wall' and
I became highly aware of
their skill sets, their
strength, their bias, their
foolhardiness, and their
bluster,’’ she said.
Her practical skills and
practiced reserve gave her a
rare opportunity to observe
men’s world in full
technicolour when health
and safety was a‘‘loose
idea’’.
However, in the years
sincethe ‘‘girls can do
anything’’ sticker gave
Sharon the green light for
driving tractors and trucks,
and farming and welding,
she has noticed the gender
equality objectives swing
way past the centre line to a
placewhere increasing
numbers of young men aren't
quite sure where they fit in
society, where physical risks
are all but eliminated and
jokes haverules.
‘‘They havebeen delicately
elbowed out of the way as
highlyencouraged young
women now flourish in
education, employment and
governance,’’ Sharon says.
‘‘A world that does not see
and acknowledge the
brilliance of men, and
champion their extreme
efforts, their daring, and
their commitment to tasks,
will see the progress and
prosperity of our country
fail, at speed.’’
With this in mind she has
created an exhibition of
artwork in reverence to the
male sex and what they have
achieved.
Sharon Earl
‘‘These sculptures are to
celebrate the men who have
built, and continue to build
the infrastructure of our
society,’’ she says.
‘‘I think of those linesman
that reconnect powerlines in
storms, our military
defenders, the miners, the
bridge builders, the
excavators, the farmers, the
fishermen, the drivers, the
loggers, the engineers, the
scaffolders, the shearers, the
mechanics, the road
workers, the slaughtermen,
the drillers, the painters, the
plumbers, the electricians,
the bricklayers and the
builders. Your work is
immeasurably important.’’
Blow flies arriving in big numbers in NC
ByJOHN COSGROVE
Hotter and dryer weather is attracting
unwelcome visitors into North Canterbury
homes —blowflies.
Unlike cluster flies, blowies are bigger,
noisier and more offensive to many.
Frustrated locals have taken to social
media to vent their frustration at the noisy
intruders, and try and find answers to rid
their homes of them.
Jack Grieve of Southern Pest Control
says he has noticed an increase in blowfly
numbers and flies in general.
“I’ve received many calls from clients
noticing the same thing over thelast few
weeks, which isn't uncommon when you
get the hot, dry weather that we've had to
start summer off.’’
He says he has noticed an increaseinall
fly numbers compared to previous years
when North Canterbury didn’thave such a
warm, dry start to summer.
“It's typical when we havethis kind of
weather.
‘‘All kinds of flies can multiply faster as
the warm weather speeds up their
metabolic rate, allowing them to go
through their lifecycle stages faster.’’
Mr Grieve says from what he has seen
and heard, people all over the district are
noticing the same trends.
‘‘People are looking to community
groups and pest controllers like myself for
advice on how to keep numbers down.’’
Those living next to paddocks with
animal and dog faeces on properties, or
where smelly food is being left in rubbish
bins for extended periods, are all things
that can contribute to higher numbers of
Got you ... Afly swat is just one of the many ways to deal with annoying flies this Summer.
flies.
The best cure for most pest controlrelated
issues, and flies in particular is
good hygiene practices.
‘‘People should consider picking updog
faeces regularly, keeping food in sealed
containers, keeping rubbish in sealed
bins, preferably bagged so smells don't
leech into the bin itself, otherwise washing
your bins regularly, not leaving meat or
food scraps in rubbish bins for extended
periods to minimize the odours which flies
are attracted to.”
‘‘Keeping windows and doors closed
when possible —fly screen doors are a
good option for this time of year to keep
cool air flowing through your house.
Combine these tips with getting your
house treated by aprofessional pest
control technician and you'll have the best
chance of keeping fly numbers down
through the warmer months.
PHOTO: JOHN COSGROVE
‘‘However, fly numberswill continue to
increase the further into summer we get so
you're better to get in touch with someone
to come and help keep fly numbersdown
before you have an issue rather than
waiting until they get really bad.’’
Maybe just get out the fly swat, the salt
gun, or get to work on many of the home
made fly traps which can be found on line
to rid your property of the peskie, big black
beasts.
Ablast from Kaikoura’spast at the Mayfair
It will be ablast from the past at
Kaikōura’s iconic theatre on
Saturday.
The Mayfair Arts and Culture
Centre Te Whare Toi oKaikōurawill
be screening the iconic 1933 film 42nd
Street on Saturday, December 21.
The film was screened on opening
day at the old Mayfair Theatreon
December21, 1934.
‘‘It was the very first film shown in
the original Mayfair in 1934, but it
didn’t get reported in the newspaper
until the New Year, so everybody
thought it was opened in 1935,’’ board
chairperson John Wyatt said.
For the children, there will be a
screening of the Polar Express,which
is marking its 20th anniversary.
Mr Wyatt said the board has opted
for alow key celebration on Saturday
to markthe theatre’s 90th
anniversary.
‘‘We have had to listen to the
community and be realistic as
December is abusy time for atourist
down, so it is not agreat time to have
abig event.
‘‘We are thinking of doinga
celebration in June, during the down
time so it becomes more of a
community event.
‘‘It is about the community owning
and celebratingwhat is here.’’
The Mayfair started out life as a
movie theatre in 1934.
In its early days the theatrewas a
commercial operation, before
reverting to community ownership
morethan 30 years ago.
The theatre entered the digital age
in 2013, with the community raising
more than $120,000 to buy adigital 3D
projector, arollup screen and fire
proof curtains.
It was rebuilt after the 7.8
magnitude earthquake in 2016, as a
cultural centre, combiningfilm
screenings with life performances
and art exhibitions.
It was reopened in 2021, after a
$2.75 million project.
Since the reopening, the centre has
screened all the top films being
screened around New Zealand,
hosted some nationally known
entertainers and also provided a
platform for local artists.
Arecent exhibition has comprised
art from Kaikōura High School.
‘‘It is such an important thing for
our youngpeople. It is great for their
selfconfidence,’’ Mr Wyatt said.
‘‘They can show what they can do
and it shows adifferent side of young
people to what we often see in the
media. One of our challenges is to get
young people to use this space for
whatever and not just to exhibit or to
perform, but also to come and
experience it and to discuss it with
their friends.’’
Mr Wyatt and his wife Sandra have
been buying apiece of art from each
exhibition to build up a‘‘Mayfair
collection’’ for the centre.
The board has been investing in the
latest equipment to ensure locals get
the best experience.
The latest acquisition is an upgrade
to the sound performance system,
with 7.1 surround sound instead of
5.1, to give patrons ‘‘that immersive
experience’’.
Joining the No. 88 Squadron
(District of Waimakariri) Air
Training Corps six years ago is a
decisionCadet Warrant Officer
Emma Warwick would recommend
to any young person.
The squadron, which is based at
Rangiora Airfield, is part of the
New Zealand Cadet Forces with an
emphasis on leadership and flying.
The unit aims to train young
people to be leaders in the
community and Emma, aged 19,
from Oxford, says there is afocus
on providing a‘‘really safe
environment’’ which enables
participants to grow towards
achievingthat goal.
She says the squadron
environment fosters self discipline
within the team which builds
confidence and enables better
focus.
‘‘You want to support and help
each other. This builds confidence
in yourself and the unit which
enables better results.’’
The cadets do alot of community
work, helping out at public events
when asked to, which teaches them
new skills, builds connectivity with
the wider public and raises
awareness about the importance of
helping others.
Since joining the unit Emma has
attended amultitude of courses
and camps, including leadership
courses, aviation courses, and an
international cadet exchange
where she met with other air
cadets from around the world in
Australia.
She has also made many friends
since joining No. 88 Squadron
including25air cadets from the
Emma is atalented
photographer and hopes to make a
career in photography, but is
unsure yet whether that will be in
the air force or in the public sector.
An arts advocate has added his
voice to calls for an arts and
culture levy in Kaikōura.
Mayfair Arts and Culture
Centre Te Whare Toi o
Kaikōura board chairperson
John Wyatt said arts and
heritage play avaluable role in
the community.
The Kaikōura District
Council has been looking into
the option of introducing a
targeted rate to fund the
Kaikōura Museum and the
Mayfair theatre.
The idea was first floated by
apublic presentation to a
council meeting in April
For now the museum and the
mayfair compete for funding
each year with other
community groups for the
council’s $100,000
discretionary fund.
‘‘In terms of civic duties the
council should support sports,
heritage and the arts equally,
Mr Wyatt said. ‘‘We think the
ability of the arts to gather
people together is important
for health and wellbeing.
‘‘It is not about putting on
events as such, it is about
people being able to come here
and just sit and look at an
exhibition and the view.
‘‘It is aplace where you feel
safe and welcome and you are
able to engage with the arts and
beentertained.’’
Council staff have advised a
targeted rate would need to be
considered as part of aLong
Term Plan process, with the
next one being in 2027.
The Kaikōura Museum is run
by the Kaikōura Historical
Society and has been housed
on the ground floor of the
council building since
November 2016.
The former Mayfair Theatre
suffered extensive damage in
the 7.8 magnitude earthquake
in 2016. After extensive
fundraising, it reopened in
2020 as an arts and culture
centre, hosting art exhibitions
and live shows, as well as movie
screenings.
Mr Wyatt said the Mayfair
team is keen to work with the
council to come up with some
artworks to place along the
Kaikōura Link Pathway, along
the waterfront.
‘‘We have always imagined
we’d like some public art,
maybe acouple of sculptures
and seating across the road
from here to complement the
natural art.’’
While the council has
indicated it has funding left
over from the $2.1 million
project, Mr Wyatt said there are
other funding sources the trust
can tap into.
Local Democracy Reporter
Community feedback is sought on the
proposed design for the new Pegasus
Community Centre.
Acommunity centre has been in the
pipeline for severalyears,with funding set
aside in the 2021/31 Long Term Plan.
The Waimakariri District Council is
consulting on adesigned by Ignite
Architects,which previously designed the
Wellington Children's Hospitaland Aotea
Centre in Auckland.
The council’s community facilities
portfolioholder councillorRobbie Brine
said the existing temporary Pegasus
Community Centre is widely used by the
community.
The proposed new multiusefacility will
be almost 400 square metres,including
space for multiple events, functions or
meetings.
‘‘The main function room can be
partitioned into two sections with capacity
for 66 and 110 seats respectively or
combined into one large function space,’’
Cr Brine said.
‘‘This space is designed to cater for large
events including conferences, fundraisers,
balls andmore.’’
The entry, accessible from Pegasus Main
Street, will open into aspacious reception
area,complete with abook cave. The
design allows for an openplan kitchen,
which opens to afoyer area,asmall
meeting room and aformal boardroom
with akitchenette.
‘‘A paved deck area overlooking the
Pegasus Lake makes another idyllic
meeting space, enhanced with planters
andseating,’’ Cr Brine said.
‘‘We invite the community to have their
say on the community centre designas
well as the car parking and landscaping
amenities.’’
Adetailed designisexpected to be
completed by the middle of next year, with
the buildingopening in 2026.
The council has been leasing abuilding
inTahuna Street, Pegasus, since 2017 for a
temporary community centre, which is
being operated by thePegasus Residents
Group Inc.
Mayors challenged to turnwords into action
By DAVID HILL,
Local Democracy Reporter
Canterbury’s mayors havebeen
challenged to turn planning into action
on climate change.
As the region’s mayors gathered at the
Christchurch Town Hall to launchthe
Canterbury Climate Partnership Plan
on Friday, December 13, former Climate
Change Commission chairperson Dr
Rod Carr said it is actions whichwill
lead to change.
‘‘We are good at creatingplans and
enabling environments and we can
better understand behaviours, but the
only thing that will change the future is
what we do today and not tomorrow.’’
Dr Carr said Canterbury is ‘‘blessed
with some extraordinary opportunities’’
with several pathwayswhichcan lead to
alow emissions future and athriving
economy.
But it needs leadership to navigate the
challenges and to ‘‘make the most
prudent choices’’.
He warned North Canterburywill
become drier, with amore unstable
climate.
‘‘It is in Canterbury’s interests to have
conversations about water storage and
use.’’
Waimakariri Mayor Dan Gordon, who
has led the Canterbury Mayoral Forum’s
climate change reference group, said
the plan is acall to action.
‘‘We will do everything in our power to
create aclimate resilient future for
Canterbury.’’
He hoped the plan will lead to more
Government support.
‘‘We need to look at acofunding
model which is not just an ambulance at
the bottom of the cliff.’’
Environment Canterbury (ECan) chief
scientist Dr Tim Davie led the efforts of
staff acrossthe 11 councils in
developing the plan.
‘‘I think it really shows the power of
working across councils.
‘‘There are things in the plan that if
councils had to do them 10 or 11 times,it
would cost too much.’’
Timaru Mayor and Canterbury
Mayoral Forum chairperson Nigel
Bowen said the plan aims to build
collaboration between local councils,
iwi, communities, and businesses.
‘‘The impacts of climate change don’t
stop at territorialboundaries, so it was
important for us to work together, share
our resourcesand provide an equitable
responsetoclimate challenges in
Canterbury.’’
Climate Change MinisterSimon Watt
said the launch of the plan is ‘‘a major
milestone for Canterbury’’.
‘‘You know your communities best,
which is why your plan which you are
launching today is so important.’’
He said he is aware councils want
more clarity to manage costs around
climate change.
‘‘We all need play our role in
preparing for and responding to climate
change.
Hurunui Mayor Marie Black said the
plan will provide ablueprint for
councils to work together across the
region and it identifieswhere changes
can bemade.
Environment Canterbury chairperson
Craig Pauling acknowledged the young
people in the room who have ‘‘kept this
issue alive’’.
Waimakariri Youth Council cochair
Zack Lappin said addressing climate
change and working to find solutions is
an important focus for the group, such as
organising river cleanups.
He said the youth council benefited
from having Mr Gordon and
Waimakariri councillors Niki Mealings
and Jason Goldsworthy attending its
meetings.
‘‘They are definitely listening to us
and that was evident in the Long Term
Plan where they were open to the ideas
we presented.
Response to Devils onHorses ‘incredible’ -co-producer
ByJOHN COSGROVE
What started as adesire to retell ahorse
story, could soon become NewZealand’s
next big international cinematic
experience.
Filming had long since wrapped up, and
final editing work was still underway
when producers of Devils on Horses began
pitching it to international documentary
buyers last month in Auckland.
‘‘The response was incredible,’’says coproducer
Terry Kingi, founder of Erewhon
Films of Hanmer Springs.
‘‘Everyone lovedit, audiences were
crying at the end of atest screen we had
there because it’s such apowerful story.’’
The 90minute documentarytells the
story of New Zealandmountedriflemen
fighting not only the Turkish soldiers in
Sinai and Palestine during WW1 but also
battling against the harsh weather
conditions, excessive heat and poor water
supplies that severely impacted the horses
they took with them.
Of the almost 10,000 horses New
Zealand soldiers took to the Middle East,
only four returned following the end of
WW1.
In Australia, over 130,000 horses went to
war, but only one returned.
Devils on Horses:Inthe Words of the
Anzacs in the Middle East 191619, by
historian Terry Kinloch, used the soldiers’
original letters and diaries to describe the
crucial battles fought against the Ottoman
Turkish Forces in the harsh deserts.
The horses they took with them played a
Action ... Filming underway at Ashburton for the Devils on Horses documentary.
major part in the story, and the horses of
the Anzac Mounted Charitable Trust of
Hanmer Springs, portray this in the
documentary.
Horseman Terry Kingi says the rich
countryside in and around Ashburton and
North Canterbury served as the backdrop
for the action scenes.
‘‘The idea started in 2015 when Iran the
‘100 years 100 horses Anzac Day parade’ in
Waikari.
‘‘Ed SampsonofSampson Pictures of
Auckland,and Ithrough Erewhon Films,
began this project five years ago, with
many setbacks and broken promises, but
we finally finished filming the last part at
Bess Grave in Bulls last Labour weekend.
‘‘All the folks who took part were
volunteersfrom the Anzac Mounts
Charitable Trust and Hawarden.’’
Terry says filmmakers, Erewhon Films,
focused on the unique bond soldiers
formed with their equine companions,
transcending mere humananimal
relationships to embody the camaraderie
and trust they felt amidst the chaos of
battle.
‘‘The Devils on Horses documentary
PHOTO:SUPPLIED
sought to capture the power and
significance of this special connection
through stirring visuals and compelling
storytelling.’’
The documentary's official world
premierewill be in Palmerston North and
Christchurch later this year.
Terry says Anzac horses will be on
parade at both screenings. He is already
looking forward to his next filming project,
an Australian production about cattle
driving during the NZ gold rush period
over the Southern Alps.
showcase the local produce available
in the area.
‘‘We’re very grateful to be able to use
quality local produce in all our dishes.
‘The Local’ was fresh and full of
flavour because we utilised the very
best seasonal local produce.
‘‘We think that’s why it sold so well –
because it was just so freshand
‘‘All our staff were 100% behind The
particular mention as they really did
the bulk of the work in bringing this
fabulous dish to life,’’ Bridget said.
‘‘We were all so excited to hear The
annual North Course event.
Event organiser Kelly Lynch, from
Enterprise North Canterbury (ENC),
says the 2024 event was far and away
the most successful yet.
‘‘The North Course just keeps
growing, year on year. This year saw 33
eateries engaging in the event, up
from 21last year. We also had a58%
increase in the number of consumer
ratings, compared to last year’s event.
‘‘Our local hospitality providers
have really pushed the boat out this
year and presented some incredible
dishes, made especially for this event.
‘‘By doing so, they have used
ingredients from 48 local producers.
‘‘At its core, that’s what The North
Course is all about; showcasing our
fantastic food and beverage
producers, and connecting them with
our talented hospitality providers
here in North Canterbury.’’
In addition to the hospitality aspect
of the showcase, local supermarkets
Pak’nSave Rangioraand New World
Ravenswood got on boardwith
promotional displays of local produce
and exclusive ‘The North Course’
recipe cards created by two local
chefs –Jen Pomeroy of The Modern
Mess, and Clare Giffard of Urban
Revival.
An event at The Food Farm in
Amberley was also incorporated into
this year’s event, giving consumers
the chance to learn how to establish
their own garden beds and food
forests.
‘‘While November is the time to
celebrate North Canterbury food and
beverage in our local eateries, The
Food Farm event, our supermarket
activations and recipe cards give
consumers the knowledge and skills to
bring fresh, delicious North
Canterbury food into their homes,
yearround,’’ says Kelly.
‘‘It’s all about highlighting what we
can grow, buy, make and eat in this
Tiles brighten centre’sloos
Painting tiles on toilet walls is a
great incentive for young people to
become involved in community
art, and the future of Cheviot Knox
Community Centre, says Cheviot
woman Jane Maxwell.
She says the gem of an idea
began over ayear ago when she
was inspired by the work of an
Auckland artist, Nicola Francis of
Paint &Create Ceramic Painting,
who had decorated the tiles inside
public toilets along State Highway
One near Kaikoura.
As chair of the Cheviot Knox
Community Centre Trust, Mrs
Maxwell thought it would be a
great idea to continue the artistry
on the tiles inside the two original
toilets at the 60yearold centre in
Cheviot, which needed
renovation.
The difference is, the work is
done by the district's children.
‘‘We applied for funding in
November last year and were
successful in gaining financial
support from the NZ Lotteries
Grants Board community grants
scheme.
‘‘In June of this year, we asked
120 children from the Cheviot
Area School (CAS) primary school
to each paint atile, which was
then shipped to Nicola in
Auckland for glazing before they
were laid in the two toilets as part
of the planned upgrade in
August.’’
Because space inside the toilets
was limited, anumber of tiles
were later mounted on adisplay
wall in the church's foyer so every
child's tile could be displayed.
‘‘It is all part of our philosophy
for the continued growth of the
centre —‘‘this is our place, for the
Mine ... Lewis Nicol, aYear 4pupil at Cheviot Area School, proudly points
to the tile he painted, prominently displayed in the foyer of the Knox church.
people.’’
‘‘We want our children to grow
up knowing they have aspace in
their community that’s theirs to
use.
‘‘Already it’s very popular with
Frankies Dance Group, aUkulele
group, Plunket and the Village
Market which uses it every week.’’
Last week the area school
children visited the centre to see
where their tiles had been laid.
‘‘We wanted them to see where
their artworks were mounted and
instil in them asense of
involvement in the community
centre as they are its future,’’ says
Mrs Maxwell.
The young artists also learnt
PHOTO: SUPPLIED
more about the history of the
church and hall.
The Cheviot community stepped
up six years ago in 2018, when the
Presbyterian Church and Hall
came up for sale.
‘‘It's Cheviot's face to the world,
and we needed to preserve it,’’ Mrs
Maxwell says.
Rather than see it demolished
or used for other purposes, Mrs
Maxwell said the Cheviot
community banded together and
raised the money to buy the
buildings to use them as a
community centre. They upgraded
the buildings to make them fit for
purpose and created alarge mural
on the back wall of the hall.
ECan opposition
By DAVID HILL,
Local Democracy Reporter
Canterbury’s regional council
has added its voice to
opposition to the Treaty
Principals Bill.
Environment Canterbury
(ECan) voted by 124on
Wednesday, December 11, to
make asubmission to the
Justice Select Committee,
calling on the Government to
abandon the Bill.
The Bill, which seeks to
redefine the principals of Te
Tiriti oWaitangi, was
introduced to Parliament last
month, with submissions
closing on January 7.
Councillors Ian Mackenzie,
John Sunckell, Nick Ward and
David East voted against the
submission presented by staff,
dismissing it as ‘‘political’’.
Cr Sunckell said he had ‘‘no
sympathy’’ for the Bill, but
believed making the
submission would ‘‘inflame’’
the situation.
Cr Mackenzie said the
council had apartnership with
NgāiTahu and he did not think
it was ‘‘dependent on whether
this Bill goes forward’’.
North Canterbury
councillors Claire McKay and
Grant Edge backed the
submission.
But Cr McKay said she
shared Cr Sunckell’s concerns.
Cr Edge said Te Tiriti o
Waitangi is ‘‘a partnership of
shared values’’.
Cr Greg Byrnes agreed it was
apolitical decision, but
‘‘staying silent is not staying
neutral’’.
‘‘We are politicians, like it or
not.’’
Chairperson Craig Pauling
said not speaking up was not
an option for him.
‘‘Are we political? I’m pretty
sure we are politicians. Every
decision we make is political.
‘‘There are many times in
human history where people
should have said something,
and they didn’t.
‘‘I don’t believe that
speaking out on this issue will
inflame the situation –instead,
our submission provides
clarity and gives our view.’’
Mr Pauling said ECan’s
submission highlighted the
absence of consultation with
Māori during the development
of the Bill.
He said the Bill limited
flexibility, and did not appear
to take into account progress
achieved through years of
goodfaith dialogue and
collaboration in Canterbury.
‘‘People have mentioned
that our partnership should be
strong enough to remain,
should the Bill be passed into
law,’’ Mr Pauling said.
‘‘But it is hard to make a
partnership work when one
partner’s rights have been
diminished.
‘‘Partnerships have to be
mutually beneficial, or it just
won’t work.’’
Mr Pauling said the Bill
would likely result in
increased costs to undo
‘‘operational efficiencies’’
achieved through the
partnership approach.
Cheviot is agreat place to stop on
your way to or from Kaikoura, with
fabulous eateries, awell stocked
supermarket, hardware store,the
renowned butcheryaswell as agreat
Sharingameal
By ROBYN BRISTOW
For many Christmas is alonely time.
Memories of Christmases past are often
the only company on the day.
Rangiorabased Hope Community Trust
is stepping in to help thosewho have no
family to enjoy ‘‘good company, delicious
food, and festive music’’ at afree Christmas
Eve Kiwi barbecue.
The Trust says there hasn’t been a
community Christmas meal in the
Waimakariri for at least the last two years,
and it wants to give people an opportunity
to share aChristmas Eve meal together.
‘‘We will serve typical Kiwi Christmas
fare, lamb, chicken and sausage, salads,
pavlova, and fruit salad with afew added
surprises,’’ the trust says.
‘‘There is no cost, as we do not want to
exclude anybody or family.
‘‘We will have adonation box for koha for
anybody wanting to contribute to the cost.’’
Meanwhile it is continuing its tradition of
Christmas Community Kai, Christmas food
parcels, and Operation Christmas dinner.
‘‘But we are aware that even with these
three Christmas options there are still gaps
to fill when it comes to Christmas.
‘‘Food has always been agreat gatherer,
and we wanted to provide aplace for
people to come and gather and share a
meal.
‘‘And hopefully, Christmas may not be so
lonely for some this year.’’
The Christmas Eve barbecue meal is not
only for the lonely and isolated, it is also for
people new to the community who may
want an opportunity to meet others.
‘‘It is about belonging, community and
family.’’
Afree ticket is required so the trust
knows how many to cater for at the
barbecue at 5pm on December 24, at its
home at 115 East Belt.
New resource to help visitors
Helping visitors to the Hurunui District
to be prepared for an emergency event
has been made easier with anew
resource that’s available to the district’s
motels, guest homes and other
accommodation.
Hurunui District Council Emergency
Management officer Allan Grigg says it’s
important for everyone to think about
what could happen while away from
home these holidays.
‘‘There’s alot we take for granted
when we’re at home —from being aware
of local emergency arrangements, being
able to communicate with family, having
astocked emergency bag on hand.
‘‘But what happens when you’re on
holiday in astrange environment with
none of these resources and an
emergency strikes?’’
Mr Grigg has prepared an emergency
guide that is available to holiday
accommodation venues throughout the
Hurunui to help visitors through an
event.
‘‘The guide includes important
information on where to find
information in an emergency that is
Hurunui specific, as well as some
important local numbers and tips,’’ he
says.
Mr Grigg says recent history with
flooding events at holiday parks in both
North and South Island is asobering
reminder that an emergency could
happen at any time.
‘‘Think things through before you
travel and update your household
emergency plan to accommodate your
trip.
‘‘Include where you can get
information while you’re away, and how
your family can locate you.
‘‘In an emergency, start with the local
council website, talk to locals, and tune
in to the local radio station for updates.
‘‘If you need to evacuate, register with
the local Civil Defence Centre.
‘‘This information gets shared with
Police and, if you’ve already captured
this in your household emergency plan
and shared it with family, you’ve taken
away alot of the stress.’’
Updates to recreation mapintime for summer
By SHELLEY TOPP
Environment Canterbury (ECan) has
updated its public access to recreation
map in time for the summer holidays.
The map showcases access points for
waterbased recreation spots in ECan’s
areas of responsibility, as well as helpful
information to plan trips.
‘‘We know lots of Cantabrians love to
head out to our local waterways for
kayaking, hunting, fishing, rafting and
other adventurous activities so if you are
thinking of doing this check out our map
(on the ECan website) to find out where
the best access point is for the site you
are heading to, and the conditions you
can expect when you arrive,’’ an ECan
spokesperson says.
You can search for aspecific place or
Shining alight on Xmas
By JOHN COSGROVE
The number of
residential Christmas
lights displays continues
to grow in North
Canterbury this year.
The second Pegasus
Residents Group Inc.
Christmas Lights Map,
attracted 22 houses listed
on their guide to
Christmas light and
decoration displays in
the Pegasus community,
while the popular Devlin
Real Estate Group
released their 19th
Annual Christmas Lights
Display map for the
Rangiora/Kaiapoi
areas with 18 addresses
listed on them.
In other areas, the
availability of affordable
Christmas lights and
inflatable decorations
has seen many houses
adorn their front yards to
celebrate the season.
‘‘It’s always afun event
and we do it for the
children in our
neighbourhood,’’ said
Pegasus Boulevard
resident Justin
Hendtless.
Justin’s large blowup
Santa and archway
display withstood the
high winds recently but
their colourful LED
archway display was
wrecked.
year for the children to
Just down the road
Tony and Gail Mathie
said this will be the last
year they'll be building
their annual light show in
their front garden.
‘‘It’s getting too hard to
build it each year at our
age. This year we called
on one of our grandsons
to do all the roof and high
work, so this will be our
last.’’ Tony says it’s been
alot of fun over the years
and they had met many
wonderful people looking
at their display.
‘‘We have boxes and
boxes of lights to unravel
and put up each year on
our garden and roof. Now
it’s time someone else on
the street took it over at
Christmas time.’’
Backlog cleared
By DAVID HILL,
Local Democracy Reporter
Canterbury’s regional council says it has
finally caught up with its backlog of
consents.
Environment Canterbury’s (ECan) has
made headlines in recent months as it
struggled with processing resource
consents on time.
But chairperson Craig Pauling
announced on Friday [November 29] staff
had finished processing the last of the
1225 consents which were lodged before
August 1last year.
Some were dating back to 2002.
Now all of those consents have either
been decided or have an action plan in
place for getting to adecision.
‘‘We couldn’t have done this without
the tremendous effort of our staff/
kaimahi and the applicants and their
consultants who have worked with us to
have their consents sorted,’’ Mr Pauling
said.
‘‘Over the last year and ahalf, as we
worked on the backlog, we have put in
place several initiatives from hiring
more staff, introducing new processes
and automation, to working with
consultants on lodging quality
applications.
‘‘It is great to see that all this hard work
has paid off.’’
CORRECTION
27
But there is still work to do, he said.
As of November 28, staff report just 48.4
percent of consents are being processed
within the statutory 20working day
timeframe for this financial year.
It is well ahead of the 2023/24 financial
year, which was just 26%.
Staff aim to get to 95% compliance by
the 2025/26 financial year, but anticipate
an influx of consent renewals over the
next 12 months and have put plans in
place.
‘‘With legacy consents addressed, we
can now focus solely on the new
applications and how we can further
improve consenting delivery,’’ Mr
Pauling said.
In October, staff received 35% more
new applications than the month before
and 2443 consents are due for renewal
over the next four years.
Staff said the backlog was due to the
‘‘increasing complexity’’ of consent
applications, the speed and complexity of
new central government regulations, and
the way land and water is used in
Canterbury. Last year the council voted
to inject an extra $3.5 million to address
the backlog. The cost blew out to $5.4m.
The council has more than 26,000 active
consents in Canterbury, more than any
other regional council.
Sefton takes another win
By LINDSAY KERR
Competition leader Sefton was
made to work hard before heading
off Peninsula Harbour in the
latest round of the Canterbury
Country premier cricket
competition last Saturday.
Batting first, Sefton amassed
228/7 in its allocated 45 overs
before the home side set about
seeking to chasethe total down.
In asterling effort Peninsula
Harbour fell 19 runs short after
batting for 43.3 overs.
Ohoka also played away, but this
proved no hindrance to its effort
against LincolnLeeston
Southbridge.
Batting first it reached 218/7
before dismissing its opponents
Viewing platform gets the go ahead
By DAVID HILL
Local Democracy Reporter
Aproposed viewing platform for the
Ashley RakahuriRiver estuary has
been given the goahead.
The Waimakariri District Council
voted to accept agift from the
Ashley RakahuriRivercareGroup
to build aviewing platform
overlooking the estuary, at acouncil
meeting on Tuesday, December 3.
Mayor Dan Gordon said the offer
of the viewing platform was ‘‘a
generous offer’’.
‘‘It is abeautiful area and it is
well used and this will really add to
it.’’
The decision follows an
endorsement by the Woodend
Sefton Community Board last
for 146.
Darfield had little trouble in
putting Cheviot away.
Chasing only 72, Darfield
reached the target in only 14.3
overs for the loss of 1wicket.
Oxford’s winning spurt came to
an end when it was
comprehensively outplayed by
Weedons.
Chasing 154, Oxford was all out
for 93 in its 30th over.
Points after ten rounds:
Sefton73, Weedons 56, Ohoka 40,
Peninsula Harbour 38, Darfield
30, Cheviot 25, Oxford and Kaiapoi
21.
The competition has abreak
until January 11.
At Mainpower Oval, the
Canterbury Country
month.
‘‘It is awonderful gift. It is
absolutely amazing and it is the
perfect location,’’ board
chairperson Shona Powell said
after last month’s board meeting.
‘‘I can see everyone enjoying it,
from bird watchers, photographers,
locals and visitors.
‘‘The estuary is areally precious
place and the more people we can
get along there to look at it and
enjoy it and learn about the worldrenowned
bird life the better.’’
The Ashley Rakahuri Rivercare
Group received a$20,000 bequest
from the Annie Currie Legacy Fund
and wishes to use the funds to build
aviewing platform in the estuary.
Group spokesperson Nick
Ledgard said the bequest was a
representative side had no trouble
in beating Buller by an innings
and 165 runs in the second of its
Hawke Cup elimination
campaign.
After dismissing the visitors for 74,
centuries from Archie Redfern
and Robbie Foulkes enabled
Country to declare at 304/2.
Buller also struggled in its second
innings scoring only 66.
Heading the Country bowling
attack in Buller’s first innings was
spinner Ronnie Kapur who
snatched 5/16 from 17 overs.
The emphatic scoreline
demonstrated the gap between
one of the biggest district cricket
associations in New Zealand and
Buller, which is one of the
smallest.
welcomed surprise.
The bequest came with a
stipulation for the money to be used
for atangible asset associated with
volunteers.
The rivercare group has worked
with council staff on adesign for the
viewing platform and will provide
volunteer labour to build and install
it.
The viewing platform has a
simple design and will be
wheelchair accessible, Mr Ledgard
said.
Once complete by the end of this
summer, the group plans to gift the
viewing platform to the community.
The council will cover the costs of
the consent, the upgrade of an
access path and ongoing
maintenance costs.
Devastationafter Cyclone Tracy recalled
By ROBYN BRISTOW
Asthe 50 year anniversary of Cyclone
Tracy rolls around in Darwin, North
Canterbury’s David Carr, who was caught
up in the fateful Christmaseve disaster,
still recalls much of the event vividly.
The absolute destruction of the city of
40,000 remains fixed in his memory. He
likens it to the ‘‘bombing of London’’, but
in this case the whole city was hit, as were
properties up to 32kms inland from the
port.
He recalls the tops being sliced out of
palm trees by corrugated iron flying
through the air, cars shunted metres by
the force of the wind, the lack of power,
and food.
Cyclone Tracy, which started as aweak
tropical low in waters north of Darwin,
slammed the city as acategoryfour
system, killing 66 people and forcing the
evacuation of thousands of others.
David, who lives in Amberley, hasn’t
returned to Darwin in more than four
decades, as the anniversary of Cyclone
Tracy nears, but the memories he has are
still raw.
He was one of agroup of kiwis living in
Fitzer Drive Ludmilla, Darwin,on
Christmas eve, 1974.
Most were truckies, young, reasonably
affluent, fearless and not scared of work,
says David.
Christmas Eve began like anyother
holiday night.
‘‘Yes there was acyclone warning, but
there were always cyclone warnings, so
life went on.’’
Three or four of them who worked
together at Gulf Transport went out to
stock up on `liquid supplies’promising
they wouldn’t be long.
They ended up at Tommy’s–workshop
foreman forGulf –out Nightcliff way.
‘‘Of course by then we had our supplies
with us.’’
‘‘The power went out pretty early,
guessing 9.30pm, and the wind and rain
started to get up abit!’’
The sliding doors on both the windward
and leeward side of the house, upstairs,
were opened as was the norm in Darwin.
‘‘Although it was abit draughty it
certainly helped as this house remained
fairly well off. Looking to the nextdoor
neighbours however we saw atwostorey
brick wall bow an incredible distance
before it crashed in aheap on the ground.
As the eye of the cyclonecame over the
call was made for the party to adjourn to
two cars parked underneath Tommy’s
house.
‘‘The cars were sandblasted on one side
and actually shoved sideways against the
uprights in the garage, but we had little
choice but to sit out until daylight.
‘‘Fortunately we had aheap of cassette
tapes on board, most probably all Slim
Dusty and Charlie Pride.
The background music helped sooth the
wind noise and keep their minds focused
on things other than our predicament.
‘‘Mr Dewars helped also, as two of us
drank two litres and still vouch for being
cold sober,’’ says David.
Daylight was reality as they took the two
hour trip back to their flat moving debris,
power wires, power poles and skirting
round flood waters.
‘‘Ithink there was over 13 inches of rain
(325mm) that night.’’
‘‘There was utter devastation, all the
greenery was stripped off trees, there was
no bird life —usually it was very noisy —
anduncannily the majority of the
aboriginal population had left town in the
daysbefore.’’
They were greeted with tears and relief
by the crew at the flat who stood basically
on aflat floor, with one small wall and a
toilet bowl.
Stories were exchanged and important
stuff rescued. The only food they could
find was in an upturned fridge.
‘‘However sometime later Idiscovered a
Christmas cake that an Auntie had sent
from New Zealand jammed under the bed
–itwas soaking wet, but boy did it taste
good.’’
Worried about their mates they went to
Jim and Jenny Coopers, the owners of Gulf
Transport in Aralia Street, Nightcliff.
‘‘Of course things there were the same,
but at leasteveryone was still alive. Abit
of aloose plan was formulated and acrew
was dispatched to the Gulf Depot
CoonerwarraRoad to check for damage.
Although damage to the workshopand
office was significant the trucks and
trailers werelargely unscathed.
By nightfall Christmas Day aplan was
falling into place.
‘‘Along with hundreds of others, Jim and
Jenny decided to take their young family,
by road, south. Iplus my then girlfriend,
now my wife of 47 years, were taking a
road trainsouth to Alice Springs on the
provisothat Icould return as soon as
possible.
‘‘After spending the night in my truck I
headed away early on the 26th with astop
in Katherine to find ashower and a
change of clothes.
‘‘At this stageIhave to mention the
Sallies (Salvation Army) for the job they
did over the early cyclone emergency,
whether it was food, drink, clothing or
whatever their efficiency in Darwin,
Katherine and Alice Springs was
outstanding.’’
Thatefficiency went as far as
documentation. They had lists of evacuees
up and running very early on as cars, utes
and trucks in various states of repair
headed south.
‘‘Some of those vehicles should not have
been on the road, no windows, bent
panels, but in desperation families
Flattened ... Part of Darwin following Cyclone Tracy.
standing up in —all their worldly
possessions crammed in the back seat.
‘‘If Iremember correctly there was a
cash handout upon registration ($200 per
family?).’’
On arrival in Alice Springs, late on the
26th, David was on to the Telex machine,
firstly to Canberra, who at that stage did
not understand the problems that we were
facing —itwas atypicalpublic service
type response at that stage—and then on
behalf of the eight Kiwi’s in his old house,
letting families at home in New Zealand
know that we were all safe and well.
‘‘My parents were veryupset, I
remember getting abollocking for not
being in touch earlier.
‘‘ They, plus thousands of others,
including the powers that be in Canberra
Little things could quickly become big
things in the tropical heat with no power
—food perishing, poor hygiene, no water,
plus it was the middle of the wet
commonly known as the `silly season’
because of the humidity etc.
‘‘Finally after kicking stones and arse I
was allowed to load the perishables that
were the standardorder for Coles, both
fridge boxes and adry box (20foot
containers) plus asmall pop top caravan (
from the Gulf yard to live in if required!).
‘‘It was only after becoming aparent
had heard was that the was total
devastation and loss of life!’’
Tough times in early days
From Page 30
Lunch time on December 27
David headed his Road Train
north again. Not necessarily
easy even then, because there
was road blocks all the way
north.
‘‘It was only with abit of
bull…. and luck that Irolled
back into Darwin on the
morning of the 28th.
‘‘I was not involved again
with that load, it was
commandeered by the powers
that be and distributed from
there. At that stage there was
still no way of lifting the boxes
off the truck so Ijust
transferred to another.’’
The next few days were a
blur to David. There were
loads of supplies from the
airport to be distributed round
the town, and ensuring his own
food supply was OK, he had
somewheretocamp, shower
and relax.
‘‘One hiccup Iran into was
that alot of personal items that
we had locked in adownstairs
room had vanished, the room
had been broken into, so
consequently there were
missing passports etc. Even
after reporting the loss to
police there was never any sign
of the numerous personal
documents again.
‘‘I never saw any of the
fridges or transistor radios that
were distributed, but as aKiwi
with arural background I
survived. Isomehow ended up
in aroom at amotel situated on
the Stuart Highway not far
from the airport gates. It
became my base, when in town,
Trek acrosstown ... David and
his mate had to trek through
piles of timber, and household
goods from wrecked homes on
their way back to their flat.
for the next eight months or
so.’’
David says with the arrival of
the Navy on New Years Day
things took anew turn for a
while.
‘‘Days spent on alanding
barge, ferrying urgent supplies,
everything from medical
supplies to roofing iron and
heavy machinery, from the
ships to town.
‘‘Two whole road trains
loaded on to the landing barge,
sail on the tide and spend the
next 12 hours on the brine.
‘‘Because of the tides there
was only awindow of acouple
ofhours to load or unload the
road trains back at shore so
everything was military style by
the clock.
‘‘While loading along side
the ships —mainly HMAS
Melbourne —asadriver Iwas
welcomed on board and
treated like royalty. Nothing
was too much, whether it be a
feed, ahaircut, abeer or a
sleep, it was all there. The bliss
of an air conditioned room,
clean clothes after aweek of
living out of asleeper cab, was
almost too much.’’
Reality hit acouple of days
later when we were called to
start carting from Alice again.
Instead of atrip aweek, with
time to chill between trips, it
became anonstop round and
round Darwin –Alice, Alice –
Darwin.
‘‘The bank balance looked
good because of the hours, but
by the time the Australian
Government offered airfares
home for the people that had
stayed in Darwin, Ijumped on
that big tin bird home fairly
quickly.
‘‘After nearly amonth in
New Zealand, Iheaded back
and stayed until near the end
of the year.’’
But things had changed.
‘‘There was only one other
from the original flat still in
town, there was an influx of
outsiders, the mood had
changed from the Darwin I
knew, and besides Ihad a
girlfriend to make an honest
woman of. ‘‘I haven`t been
back since, but we may go over
in afew months or so.’’
Water-related solutions, issues shared
Arecentfield trip in the
Hurunui district has produced
some fresh ideas to improve
freshwater outcomes.
The Kaikōura Water Zone
Committee and Environment
Canterbury councillor Grant
Edge ventured into the
Hurunui district recently to
hear from local farmers
trialling new solutions to
pressing waterrelated issues.
The group visited the Amuri
Irrigation Company’s Delany
Wetland and John Faulkner’s
Culverden farm.
The Delany Wetland project
is apilot programme studying
constructed wetlands on farms.
A1.6ha section of retired
pasture at JerseylandDairies
in Culverden has been turned
into wetland in collaboration
withlandowners Tim and Jo
Delany.
The trial draws on findings
from afouryear NIWAstudy
which shows artificial
wetlands are effective at
removingcontaminants, like
nitrogen, sediment and
phosphorus, from freshwater.
The design and construction
of the wetland features asnake
like pattern of raised land
which guides draining water
through the system slowly,
allowing for maximum
filtration.
The site is also home to 4800
native riparian plantings, with
more to come.
Peaty soil over aclay base
provides optimal conditions,
slowing drainage to ensure
water remains in the wetland
long enough for effective
treatment.
Historical survey maps
dating back to the 1860s
indicate the site was once part
of anatural wetland drained
for agricultureinthe early 20th
century.
Mr Faulkner invited the
committee to visit his riparian
restoration and weed
eradication programme, which
spans 2.5ha of land on the edge
of the Waiau Uwha River.
The river is an important
braided river system which
provides habitat for avariety of
native fish and bird species.
Mr Faulkner is working to
protect the nationally
threatened New Zealand
dotterel/tūturiwhatu and ngutu
pare/wrybill.
Both are shorebird species
vulnerable to habitat loss from
human activity.
With support from the
Ministry of Primary Industries’
One Billion Trees Fund, Mr
Faulkner enlisted native plant
specialistSue McGaw to plan
the planting of 9500 indigenous
plants.
Since then 64 species of
plants have been planted in
specific groupings called
biodiversity nodes, collections
of species often found in
nature together.
The site’s purpose is to
enhance local access to
traditional mahinga kai
activities.
Nohoanga refers to the
seasonal occupation of sites
NgāiTahu whānui utilised as
they travelled Te Waipounamu
/the South Island to gather kai
and other natural resources.
Mr Faulkner is also working
with anetwork of landowners
to restore an 18km stretch of
river leading to Waiau
township.
This projectwill create a
biodiversity corridor of
indigenous fauna to keep pest
plants and predators at bay and
increase the biodiversity and
mahinga kai values of the area.
‘‘This field trip was agreat
opportunity for our committee
to meet and network with
others, and to draw inspiration
from catchments that are
working at the local level to
tackle tricky issues when it
comes to water management
and biodiversity,’’ Kaikōura
Zone Committee facilitator
Jodie Hoggard said.
‘‘It’s inspiring to see the
mahi landowners are driving to
achievebetter outcomes for
the environment.’’
BankCEO grilled during banking enquiry
BNZ’s banking practices were publicly
aired last week as members of
Parliament’s banking inquiry grilled the
bank’s CEO and chair on some of its
lending practices.
Earlier in the day Federated Farmers
had sounded the alarm about the risk of
banks defunding petrol stations by 2030 as
part of their commitment to the NetZero
Banking Alliance.
Federated Farmers has also lodged a
formal complaint with the Commerce
Commissionabout potentially anticompetitive,
coordinated, cartellike
behaviour from the big banks.
‘‘That seemed to have caught the
attention of the select committee because
it became areal line of inquiry it
pursued,’’ says Federated Farmers
banking spokesperson Richard McIntyre.
‘‘Federated Farmers has raised some
fair questions about the future of the rural
petrol stations our communities depend
on, and whether farmers could expect
similar treatment soon.
‘‘Unfortunately, all we got in response
from BNZ’s CEO when questioned
yesterday was nothing but banking spin
that I’mnot even sure he believed
himself.’’
BNZ denied its decision to debank
petrol stations was driven by their
emissions reduction targets or the bank’s
involvement with the NetZero Banking
Alliance.
This is despite the fact the NetZero
Banking Alliance is clearly referenced in
BNZ’sinternal policies and
communications with petrol station
owners.
‘‘It was really acredit decision for us.
We’ve looked at our exposure to petrol
stations,’’BNZ CEO Dan Huggins told the
committee.
‘‘Then we look at the longtermfuture of
those businesses, recognising that we
would expect that we’re going to see
conversion to electric vehicles demand
change for fuel services.’’
But as of 2023, plugin electric vehicles
made up only 2.2% of New Zealand's
national vehicle fleet.
‘‘That’s absolute nonsense and a
complete copout from BNZ, who are
trying to justify an unjustifiable decision
they know will be incredibly unpopular
with most Kiwis,’’ Mr McIntyre says.
‘‘Yes, electric vehicle numbers are
slowly increasing, but in reality, the vast
majority of New Zealanderswill still be
driving petrol or diesel vehicles come 2030
and beyond.’’
McIntyresays that’s particularly true for
farmers and remote rural communities,
where petrol stations are avital lifeline
and provide an important service.
‘‘It’s not just farmers who depend on
these small rural petrol stations. It’s
families trying to get their kids to school,
local businesses, contractors, freight and
tourists too.’’
Last year BNZ’s chief sustainability
officer Rebekah Cain participated in a
podcast with interest.co.nz on the bank’s
involvement with the NetZero Banking
Alliance.
‘‘If you fund it, it happens; if you don’t
fund it, it doesn’t happen,’’ she said at the
time.
‘‘I think that’s the exact mentality we’re
seeing on full display now,’’ Mr McIntyre
says.
‘‘BNZ are effectively defunding petrol
stations despite the huge implications for
everyday New Zealanders.
‘‘If the NetZeroBanking Alliance has
nothing to do with the bank’s decision,
then Iwant to know why it’s mentioned in
their internal policies and
communications with petrol station
Biggest win of young trainer’scareer
By SHELLEY TOPP
The biggest win of Tom Bamford’s
short harness racing career left him
shaking after Rakero Rocket won the
$182,000 Group One Christian Cullen
Mobile Pace at Addington Raceway.
Tom is aprivate trainer for brothers
Ron and Kevin Dawe and their father
Ray, of Rangiora, and they are having
aseason to remember with 18 wins to
date amassing morethan $300,000 in
stake money.
Much of it has come from Rakero
Rocket who has won six races this
season earning morethan $175,000,
not bad for ayoung horse purchased
for just $16,000 at the 2021 National
Ron said he wanted to buy Rakero
Rocket because of his maternal
family.
His In The Pocket dam, Motu Pocket
O'Jewels, won four races and all of her
foals have also been winners.
However, on sales day the young
Rock NRoll Heaven colt was not a
standout.
‘‘He was light framed and not
looking great so nobody really wanted
him,’’ Ron says.
‘‘He has filled out alot now though.
Ron and Kevin were both at
Addington Raceway on December 6
for Rakero Rocket’s big win.
‘‘We were really happy when he
crossed the line first,’’ Ron says.
‘‘Until the siren went.’’
The stipendiary stewards called an
inquiry into the race after Rakero
Rocket ‘‘struck and punctured the
sulky tyre’’ of Don't Stop Dreaming
near the 250m mark.
Authorisation of first placing was
withheld after Don’t Stop Dreaming’s
driver, Blair Orange, viewed the race
replays and confirmed he did not want
to proceed with aprotest. Stewards
were satisfied that given the length of
the winning margin there were no
grounds for aprotest to be lodged.
However, Rakero Rocket’s driver
Gavin Smith had his licence
suspended for four days after
admitting driving carelessly when
shifting ground and striking Don’t
Stop Dreaming’s sulky wheel near the
250m mark. Ron says he had hoped to
start Rakero Rocket at the Rangiora
Harness Racing Club’s Christmas
meeting this Sunday, but he was ‘‘too
highly assessed now’’ for the only race
there for him, and would be off a
50metre handicap, so he would go to
Invercargill instead for the Group One
$100,000 Invercargill Cup on
Daniel Hayes is adept at
juggling life.
The Kaiapoi dad has recently
been named joint Fire Learner
of the Year by the Fire
Protection Association of New
Zealand (FPANZ), along with
Toni Couchman.
Both are employed by
Johnson Controls (formerly
Wormald), Daniel in
Christchurch, Toni in
Hamilton.
Daniel achieved his award
while juggling his fulltime job
with single parenting two
neurodivergent children, while
completing NZ Certificate in
Fire Detection and Alarm
Systems (Level 3), and NZC in
Fire Protection Systems
Technology (Inspections)
(Level 4).
He has also recently become a
Competenz workplace verifier
—sohecan help others in his
workplace who are working
towards their qualifications —
and is aregistered IQP
(Independent Qualified
Person) for the South Island.
Competenz training adviser
John Terry was so impressed by
Daniel’s efforts that he
nominated him for the award.
‘‘Daniel relentlessly strives
to support his colleagues while
maintaining abusy workload
and personal life, and he has
big aspirations to be at the top
of his industry in years to
come,’’ John says.
Daniel Hayes
He’s certainly on the right
track. Being jointly named Fire
Learner of the Year is an
outstanding achievement, and
one Daniel describes as a‘‘huge
thrill’’ —although he admits it
hasn’t been acakewalk.
‘‘It took some mental
fortitude to put in the hours to
get the study done, and I’ll
admit Iwas overwhelmed at
times,’’ he says.
“But this award means so
much. In fact, aside from my
two wonderful children, I
would say it’s one of my greatest
achievements.
‘‘To be recognised by people
you revere in the industry is
something to be proud of, and
I’m very thankful.’’
However, study is nothing
new for Daniel. Before entering
the fire protection sector he
completed an electrical
apprenticeship and forged a
career as asparkie.
‘‘I fell into fire by chance.I
was working as an electrician
on alarge site in Christchurch
and we were coming to the end
of the project.
‘‘A colleague had acontact in
the fire industry and knew I’d
be looking for work. He said,
‘Hey Dan, have you ever tried
working in fire?’, and the rest
was history.’’
It was agood move. According
to employer Gary Holden,
Daniel has an extremely bright
future ahead.
‘‘Daniel is eager to learn and
consistently seeks
opportunities to expand his
knowledge,’’ says Gary.
‘‘He demonstrates astrong
understanding of theory, often
researching ahead.
‘‘Highly adaptable, Daniel
embraces change and shows
leadership by helping
colleagues grasp complex
systems. He’s dedicated to his
career and continuously
pursues additional training to
further his development.’’
From new public toilets to a
coastal pathway and
infrastructure projects, Kaikōura
is ready for the summer influx of
tourists.
Kaikōura District Council chief
executive Will Doughty says a
range of projects are completed or
nearing completion thanks to
Government funding.
‘‘As asmall council we would
never have been able to do some of
these projects, so you’ve got to
leverage off these opportunities,’’
Mr Doughty said.
New prefabricated toilet units
were installed at West End, Mill
Road (northern end of town) and
Churchill Park last month, ready
for the summer.
Mr Doughty said council staff
were pleased to replace the old
West End public toilets.
‘‘We had so many issues with the
old toilets, and the cost of the
maintenance was getting quite
high, so it was really overdue.’’
The project was funded by a
$900,000 grant from the previous
Government’s Better Off fund and
$135,860 from the Ministry of
Business, Innovation and
Employment’s Tourism
Infrastructure Fund (TIF).
ABetter Off fund grant also
allowed the Kaikōura Dark Sky
Trust to employ aproject coordinator,
which led to its
successful international dark sky
sanctuary application.
Mr Doughty said work has begun
on the last major section of the
Link Pathway, which runs from
West End to the seal colony at
Point Kean.
Asmall concrete wall has been
built on the most dangerous
section, with hand rails to be
added.
The $2.1 million project has
been funded by a$1.9 million TIF
grant and $200,000 from
ratepayers, and is expected to be
completed under budget.
‘‘It looks like we will have some
funds left over for the
accessories,’’ Mr Doughty said.
‘‘We don’t want it too cluttered,
but there’s afew things we can
look at along the way.
‘‘This is the sort of ‘nice to have’
project we probably wouldn’t be
allowed to do now.’’
Ideas have been put forward
including art sculptors,
information boards and making it
child friendly.
Work has been completed on
infrastructure to allow for the new
Vicarage Views subdivision,
while planning is under way for
more housing in the Ocean Ridge
subdivision.
The infrastructure has been
funded by $7.8 million grant from
Kainga Ora’s accelerated
infrastructure fund to allow for
affordable housing and older
person’s units.
Developer Garry Robertson said
the earthworks have been
completed on the Vicarage Views
site ready to build the first homes.
‘‘It has been avery tough year in
terms of planning, the uncertainty
in the New Zealandwide market
and the unstable economy.
‘‘But Ibelieve next year will be
abig year for us.’’
His company Cargill Station Ltd
is planning to lodge aprivate plan
change with the council early next
year to open up more sections at
Ocean Ridge.
With the harvest under way in
South Bay Forest, across the road,
Mr Robertson said Ocean Ridge
residents can look forward to
better ocean views.
