Commentary: Names and Titles are Capitalized, descriptions are not. Three
individual names of God can be joined to form four (4) combinations of names, all
properly representing the power, majesty and glory of God. God refers to himself
as Lord, seven (7) times. Seven (7) represents God’s divinely determined
completeness to his plan or purpose. Lord suggests supreme rulership and
authority. His name of God, is repeated seventy (70) times. (7x10=70). Ten (10)
represents God’s allness or completeness. This name of God, is the ONLY subject,
in all of Revelation, to have seventy (70) references. The combinations of God’s
names result in fewer references, but they are all derivatives his three (3) basic
names, Lord – God – Almighty. By using these three basis names, God is intensely
emphasizing who he is. By arranging them into additional combinations, adds
another measure of importance and description as to who He is. The name of Jesus
Christ, also shares the same naming characteristics as the Father’s names.

of the twelve apostles of THE LAMB.” (Rev. 21:14).
20. . . . “And I saw no temple therein: for the Lord God Almighty and THE LAMB
are the temple of it.” (Rev. 21:22).

shall be in it; and his servants shall serve him.” (Rev. 22:3).
Commentary: Lamb is capitalized and therefore another name or title of Jesus
Christ. THE FACT THAT THE LAMB IS REFERENCED TWENTY-FOUR (24) TIMES
INDICATE THAT HE IS THE FOUNDATION IN GOD’S ABUNDANT OR DOUBLED
ORGANIZATIONAL (GOVERNMENT) ARRANGEMENT. HE IS LITERALLY THE CORNER
STONE IN THE FOUNDATION OF GOD’S DIVINE ORGANIZATION OF THINGS. FOR
THERE TO BE AN ORGANIZATION OF ANYTHING, ON EARTH OR HEAVEN, THERE
HAS TO BE A ROCK-STEADY FOUNDATION SUPPORTING A PURPOSE OR PLAN.
THERE HAS TO BE FOUNDATIONAL ELEMENT OF STRENGTH AND TRUTH. If the
foundation of the organization of a house is poor, weak and not built correctly, the
house will fall. The foundation has to be built firm so it does not change or shift
under the organizational structure of the house.
The Lamb (Jesus Christ) represents the rock-steady, true and solid foundation of
God’s divine organization and the foundation of man’s redemption. God’s
organization is built on and around the Lamb. The title and name Lamb is unique
because it is also reflects a descriptive term. IT DESCRIBES JESUS CHRIST AS NOT
ONLY WHO HE IS, BUT WHAT HE IS! LAMB THEREFORE SERVES A THREEFOLD
11 | P a g e
PURPOSED; IT IS A TITLE OR A NAME, DESCRIBES WHO HE IS, AND DESCRIBES
WHAT HE IS.
Twenty-four is the greatest finite number in the mathematics of God. It is the largest
representation of anything in God’s abundant or doubled governmental
organization. THE NUMBER OF REPETITIVE REFERENCES IMPLIES EXTREME
SIGNIFICANCE, IMPORTANCE AND PURPOSE. THE HOLY SPIRIT USES THE TERM
LAMB OVER AND OVER AND OVER, TO PROCLAIM THAT JESUS CHRIST DIED, LIKE
A LAMB (BLOODY AND SLAUGHTERED), ON A CROSS AND THEN ROSE AGAIN, FOR
THE FORGIVENESS OF MANKIND’S SINS.
The Jews had a practice of slaughtering clean, genetically perfect animals to
temporarily atone for their sins. Their sins were cast onto these animals, who then
were destroyed by burning. JESUS CHRIST WAS THE PERFECT MAN, CLEAN AND
SINLESS. HE WAS THE PERFECT HUMAN LAMB. His death and burial were for the
eternal (not temporary) forgiveness of all of men’s sins. All of our sins were cast
upon the Lamb, while God was sacrificing his son on the cross through the shedding
of his blood, instead of the shedding of our blood.
We deserve to die for our sins, Jesus (the Lamb) did not deserve to die since he was
sinless. However, in God’s infinite grace and mercy, he allowed his son to take on
our sins and carry them from the cross to the grave, for eternity. Through our
acceptance of God’s offer of forgiveness through his son Jesus Christ (the Lamb),
our sins are forgiven; past, present and future.
Putting this into a little different perspective, but one that should hit home and
resonate with you on a personal level. As a parent, you absolutely love your child
(son or daughter), of course you do! There is no question about that, for any
normal, emotionally healthy parent. Hypothetically speaking, how would you feel
if an ISIS terrorist group kidnapped your son or daughter, severely tortured them
with whips, nailed them to a tree in public, spit on them, cursed them and mocked
them? Blood running down your son or daughter’s legs from the wounds in their
hands, head, back and torso. How would you feel, as a parent, knowing that they
are slowly dying a painful, horrible, slow death.
12 | P a g e
Hypothetically, speaking of course, how would you feel as a parent if the ISIS
terrorist group told you that your son or daughter (either of whom is totally
innocent) is being slaughtered for some perceived hatred or action of another guilty
party. How would you feel knowing that your son or daughter was the scapegoat
for an evil payback by the terrorist group as a lesson for those who don’t follow
their ideology?
By now, you should have an extremely painful visual image in your head. Now,
hypothetically speaking again, imagine how God felt seeing his son, Jesus Christ, in
the same excruciatingly painful, deadly predicament as your family member. If he
is a living, loving entity (which he is), how do you think he felt having to give up his
Holy Son to the Roman authorities, for slaughtering. His son was totally innocent,
but was used as a scapegoat or as a Lamb for our sins and transgressions.
Jesus Christ (the Lamb), didn’t deserve to be tortured and die. There was no logical,
rational reason for him to bear all of mankind’s sins for eternity. But, he did so,
willingly. As a parent, would you willingly let your son or daughter be literally
slaughtered as a result of someone else’s evil actions? God’s love for us transcended
the pain he felt from his son’s bloody crucifixion. THE WORK OF THE LAMB IS THE
FOUNDATIONAL CORNERSTONE OF GOD’S DIVINE ORGANIZATION FOR THE
REDEMPTION OF MAN. THE TWENTY-FOUR REPETITIONS OF ‘LAMB’ ATTEST TO
THIS DIVINE MATHEMATICAL FACT.

5. TWELVE-FOLD REFERENCES TO A HEAVENLY BOOK:
1. . . . “And I saw in the right hand of him that sat on the THRONE A BOOK
WRITTEN WITHIN AND ON THE BACKSIDE, SEALED WITH SEVEN SEALS.”
(Rev. 5:1).
2. . . . “And I saw a strong angel proclaiming with a loud voice, Who is worthy to
OPEN THE BOOK, and to loose the seals thereof?” (Rev. 5:2).
3. . . . “And no man in heaven, nor in earth, neither under the earth, was able to
OPEN THE BOOK, neither to look thereon.” (Rev. 5:3).
4. . . . “And I wept much, because no man was found worthy to open and to
READ THE BOOK, neither to look thereon.” (Rev. 5:4).
5. . . . “And one of the elders saith unto me, Weep not: behold, the Lion of the
tribe of Juda, the Root of David, hath prevailed to OPEN THE BOOK, and to
loose the seven seals thereof.” (Rev. 5:5).
6. . . . “And he came and TOOK THE BOOK out of the right hand of him that sat
upon the throne.” (Rev. 5:7).
7. . . . “And when he had TAKEN THE BOOK, the four beasts and four and twenty
elders fell down before the Lamb, having every one of them harps, and golden
vials full or odours, which are the prayers of saints.” (Rev. 5:8).
8. . . . “And they sung a new song, saying, Thou are worth to TAKE THE BOOK,
AND OPEN THE SEALS thereof: for thou was slain, and has redeemed us to
God by thy blood out of every kindred, and tongue, and people, and nation:”
(Rev. 5:9).
9. . . . “And he had in his hand A LITTLE BOOK open: and he set his right foot
upon the sea, and his left foot on the earth.” (Rev. 10:2).
10. . . . “And the voice which I heard from heaven spake unto me again, and said,
Go and take THE LITTLE BOOK which is open in the hand of the angel which
standeth upon the sea and upon the earth.” (Rev. 10:8).
11. . . . “And I went unto the angel, and said unto him, Give me THE LITTLE BOOK.
And he said unto me, Take it, and eat it up; and it shall make thy belly bitter,
but it shall be in thy mouth sweet as honey.” (Rev. 10:9).
12. . . . “And I TOOK THE LITTLE BOOK out of the angel’s hand, and ate it up; and
it was in my mouth sweet as honey: and as soon as I had eaten it, my belly
was bitter.” (Rev. 10:10).
15 | P a g e
Commentary: Rev. 5:1-5, 7-9, reference the book of wrath that has the seven seals
which Christ is the only one worthy enough to open. Rev. 10:2, 8-10, references a
little book of prophecy that “tastes sweet, but when eaten, becomes bitter in the
belly”. Both books are prophetic in nature. THE BOOK WHICH CHRIST OPENS IS
OBVIOUSLY A SERIES OF PROPHECIES THAT INDICATE THE JUDGEMENTS CHRIST
ADMINISTERS TO START THE TRIBULATION. The second book of prophecies
handed by a mighty, glorious angel to John is a bit of an enigma. The book could
contain prophecies regarding other events in the Tribulation period that we don’t
know about, or events that we do know about as stated in the book of Revelation.
As the book of Revelation is generally considered the largest book in the Bible
concerning prophecy, the two heavenly books described above (CHRIST’S BOOK OR
ROLE OF SEALS, THE MIGHTY ANGEL’S LITTLE BOOK OF BITTERNESS) ARE TWO
PROPHECY BOOKS CONTAINED WITHIN THE PROPHECY OF REVELATION.
Prophecies within prophecy. Interestingly, Revelation is chock-full of references to
BOOKS BEING USED IN THE ADMINISTRATION OF GOD’S ORDER OF THINGS.
There is also a book of life referenced many places throughout Revelation.
EXTREMELY IMPORTANT THINGS IN GOD’S ADMINISTRATION ARE “WRITTEN
DOWN IN BOOKS” (OR LEDGERS, IF YOU WANT TO USE AN ACCOUNTING TERM).
ULTIMATELY, EVERY CHRISTIAN’S NAME IS WRITTEN DOWN IN THE BOOK OF LIFE.
John the Apostle was instructed by the Holy Spirit to ‘write’ down what he saw
and/or heard.

8. THE ABCS (7) OF SALVATION THROUGH JESUS
CHRIST (THE LAMB)
A. (7) Admit/Acknowledge/Accept that you are sinner. Ask (7) God’s
forgiveness and repent of your sins.
. . . “For all have sinned, and come short of the glory of God.” (Romans 3:23).
. . . “As it is written, There is none righteous, no, not one.” (Romans 3:10).
. . . “If we say that we have no sin, we deceive ourselves, and the truth is not in us.”
(1 John 1:8).
B. Believe Jesus is Lord. Believe that (7) Jesus Christ is who He claimed to (7) be;
that He was both fully God (7) and fully man and that we are (7) saved through
His death, burial, and resurrection. (7) Put your trust in Him as your (7) only hope
of salvation. Become a son (7) or daughter of God by receiving Christ. (7777777)
7×7
. . . “That whosoever believeth in him should not perish, but have eternal life. For
God so loved the world, that he gave his only begotten Son, that whosoever
believeth in him should not perish, but have everlasting life. For God sent not his
son into the world to condemn the world; but have everlasting life. For God sent not
his son into the world to condemn the world; but that the world through him might
be saved. (John 3:15-17). For whosoever shall call upon the name of the Lord shall
be saved.” (Romans 10:13).
17 | P a g e
C. Call upon His name, Confess (7) with your heart and with your lips (7) that Jesus
is your Lord and Savior.
. . . “That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in
thine heart that God hath raised him from the dead, thou shalt be saved. For with
the heart man believeth unto righteousness; and with the mouth confession is made
unto salvation.” (Romans 10:9-10)

11. SEVEN-FOLD REFERENCE TO LAKE OF FIRE
JUDGEMENT:
1. “He that hath an ear, let hear what the Spirit saith unto the churches; He that
overcometh shall not be hurt of THE SECOND DEATH (LAKE OF FIRE).” (Rev.
2:11).
2. “The same shall drink of the wine of the wrath of God, which is poured out
without mixture into the cup of his indignation; and he SHALL BE TORMENTED
WITH FIRE AND BRIMSTONE in the presence of the holy angels, and in the
presence of the Lamb: And the smoke of their torment ascendeth up for ever
and ever; and they have no rest day nor night, who worship the beast and his
image, and whosover receiveth the mark of his name.” (Rev. 14:10-11).
3. “And THE BEAST was taken, and with him THE FALSE PROPHET that wrought
miracles before him, with which he deceived them that had received the mark
of the beast, and them that worshipped his image. These BOTH WERE CAST
ALIVE INTO A LAKE OF FIRE BURNING WITH BRIMSTONE.” (Rev. 19:20).
4. “And the devil that deceived them was cast into THE LAKE OF FIRE AND
BRIMSTONE, WHERE THE BEAST AND THE FALSE PROPHET ARE, and shall be
tormented day and night for ever and ever.” (Rev. 20:10).
5. “And death and hell were cast into THE LAKE OF FIRE. THIS IS THE SECOND
DEATH.” (Rev. 20:14).
6. “And whosover was not found written in the book of life WAS CAST INTO THE
LAKE OF FIRE.” (Rev. 20:15).
7. “But the fearful, and unbelieving, and the abominable, and murderers, and
whoremongers, and sorcerers, and idolaters, and all liars, shall have their part
IN THE LAKE WHICH BURNETH WITH FIRE AND BRIMSTONE: WHICH IS THE
SECOND DEATH.” (Rev. 21:8).
The lake of fire is also known as the ‘second death’. This is the final place of burning,
everlasting torment for Satan, the antichrist, the false prophet and those un-saved,
un-believing souls from throughout the ages found NOT to be in the book of life, at
the white throne judgement, at the end of the Millennium. The lake of fire and
second death are also reserved for those deceived during the Tribulation who took
the mark of the beast and worshipped him and his image.
21 | P a g e
The evil dead are resurrected to be judged by Christ for their evil works and for
their rejection of Him who offered himself for their salvation and forgiveness of
their sins. As a result of their sins and judgment, they are cast into the lake of fire
that represents a second death (the first death being physical body death and
souls/spirits being in Hell). The evil dead are resurrected into bodies and cast into
the lake of fire to be severely tormented, having no rest day or night, and are absent
from a loving God and their Savior who offered himself for them.
THE GREAT IRONY IS THAT THESE PEOPLE RECEIVED EXACTLY WHAT THEY
WANTED. THEY REFUSED CHRIST AND WANTED NOTHING TO DO WITH HIM, THEY
WANTED TO EXIST IN ETERNITY WITHOUT COMMUNION WITH GOD AND CHRIST,
ON THEIR OWN TERMS. THEY LITERALLY RECEIVED WHAT THEY ASKED FOR. THE
STENCH OF THEIR PHYSICAL AND EMOTIONAL TORMENT RISES UP IN SMOKE, FOR
ETERNITY.
God made both man and angels as eternal beings, hence they will exist forever in
one state or another. Which state will any of us choose to exist in? The choice is up
to us, and God grants us the freedom to make that choice for ourselves. For better
or worse, we have no one to blame (certainly not God) except ourselves for
whatever choices we make on earth.

12.THE BEAST’S 2030 VISION OF THE END OF
TH WORLD.
I have been prophesying for seven (7) years that ‘MbS’ (Man-by-Satan) is the Prince,
Beast, Antichrist whom is referred to in the Bible’s Book of Revelation (last book in
the New Testament). My intent is not to scare or alarm you, but to REVEAL that the
‘Four Horsemen of the Apocalypse’ (Revealing) are about to ride.
Daniel:
Daniel 8:16 And I heard a man’s voice from the Ulai calling, “Gabriel, tell this man
THE MEANING OF THE ‘VISION’.” [2030]
Daniel 8:17 As he came near the place where I was standing, I was terrified and fell
prostrate. “Son of man,” he said to me, “UNDERSTAND THAT THE ‘VISION’ [2030]
CONCERNS THE TIME OF THE END.”
Daniel 8:19 He said: “I am going to tell you what will happen later in THE TIME OF
WRATH, BECAUSE THE ‘VISION’ [2030] CONCERNS THE APPOINTED TIME OF THE
END.
24 | P a g e
Daniel 10:14 Now I have come to (7) explain to you what will happen to (7) your
people in the future, for THE (7) ‘VISION’ [2030] CONCERNS A TIME YET TO COME.”
Daniel 9:23 As soon as you began to pray, a word went out, which I have come to
tell you, for you are highly esteemed. Therefore, consider the word and
UNDERSTAND THE ‘VISION’: [2030]

16. A ‘SON OF MAN’, ‘WATCHMAN’,
‘SERVANT’, ‘PROPHET’
1. Zechariah 12:3 And in (7) that day will I make Jerusalem a (7) burdensome stone for all
people: all that (7) burden themselves with it shall be cut (7) in pieces, though all the
people of (7) the earth be gathered together against it. (77777)
2. Isaiah 21:6 For (7) thus has the Lord said to me: “GO, SET A (7) WATCHMAN, LET HIM
DECLARE WHAT HE SEES.” (77)
3. Ezekiel 3:16-17 Now it came to pass at (7) the end of seven [7] days that the (7) word
of the Lord came to me, (7) saying, “SON OF MAN, I HAVE MADE (7) YOU
A WATCHMAN for the house of (7) Israel; therefore hear a word from My (7) mouth,
and give them warning from Me
4. Ezekiel 33:1-2 THE WATCHMAN AND HIS MESSAGE. Again the word of the Lord came
to me, saying, “Son of man, speak to the children of your people, and say to them:
‘When I bring the sword upon a land, and the people of the land take a man from their
territory and MAKE HIM THEIR WATCHMAN,
5. Ezekiel 33:6-7 But IF THE WATCHMAN SEES THE SWORD COMING AND DOES NOT
BLOW THE TRUMPET, and the people are not warned, and the sword comes and
takes any person from among them, he is taken away in his iniquity; but HIS BLOOD I
WILL REQUIRE AT THE WATCHMAN’S HAND.’ “So you, SON OF MAN: I HAVE MADE
YOU A WATCHMAN for the HOUSE OF ISRAEL; therefore you shall hear a WORD FROM
MY MOUTH AND WARN THEM FOR ME.
6. Revelation 10:5-7 The angel whom I saw standing on the sea and on the land raised
up his hand to heaven and swore by Him who lives forever and ever, who created
heaven and the things that are in it, the earth and the things that are in it, and the sea
and the things that are in it, THAT THERE SHOULD BE DELAY NO LONGER, but in the
days of the sounding of the seventh angel, when he is about to sound, THE MYSTERY
OF GOD WOULD BE FINISHED, as HE DECLARED TO HIS SERVANTS THE PROPHETS.
27 | P a g e
7. Revelation 10:8-10 Then the voice which I heard from heaven spoke to me again and
said, “Go, take the little book which is open in the hand of the angel who stands on the
sea and on the earth.” He said to me, “YOU MUST PROPHESY AGAIN ABOUT MANY
PEOPLES, NATIONS, TONGUES, AND KINGS.

18. THE MIGHTY PROPHECY ANGEL
The Mighty Prophecy Angel ‘Opening’ God’s ‘Little Prophecy Book’: “That There Should
Be Time No Longer (No Longer Delay). In Revelation 10, the angel is opening up the
ancient scrolls and ‘little book’ of prophecy that Daniel was told to ‘SEAL UP’.
Revelation 10 And I saw another mighty angel come down from heaven, clothed with a
cloud: and a rainbow was upon his head, and his face was as it were the sun, and his feet
as pillars of fire:
10:2 And he had in his hand a ‘little book open’:
NWN; Daniels ‘little book’ is now being opened by God’s Great Angel of Prophecy] and he
set his right foot upon the sea, and his left foot on the earth,
10:3 And cried with a loud voice, as when a lion roareth: and when he had cried, seven
‘7’ thunders uttered their voices.
NWN; I ‘discern’ that these are seven ‘7’ other great prophecy angels who are ‘confirming’
that NOW IS THE TIME to OPEN DANIEL’S ‘END TIME’ Book of Future Prophecy.’
10:4 And when the seven ‘7’ thunders had uttered their voices, I was about to write: and I
heard a voice from heaven saying unto me, Seal up those things which the seven ‘7’
thunders uttered, and write them not.
29 | P a g e
10:5 And the angel which I saw stand upon the sea and upon the earth lifted up his hand
to heaven,
10:6 And sware (7) by him that liveth forever and (7) ever, who created heaven, and the
things (7) that therein are, and the earth, and (7) the things that therein are, and the (7)
sea, and the things which are therein, (7) THAT THERE SHOULD BE TIME NO LONGER:
(777777) 6x7
NWN: The Great Prophecy Angel is proclaiming the ‘LAST DAYS or END TIMES’ have come,
in no uncertain terms, and that NOW IS THE TIME to reveal prophecy related TO THE LAST
DAYS OR END TIMES AND TRIBULATION.
Revelation 10:7 But in the (7) days of the voice of the seventh (7) angel, when he shall
begin to sound, (7) the mystery of God should be finished, as he (7) hath declared to his
servants the prophets.
Seven ‘7’ (7) is God’s Divine Number denoting completion to (7) his plan or purpose for this
‘7th’ prophecy (7) angel to commence and complete prophecy related (7) to the Last Days
and End Times. (7777)
30 | P a g e
19. JOHN ‘EATS’ THE LITTLE BOOK GIVEN TO
HIM BY THE GREAT PROPHECY ANGEL
Revelation 10: 8 And the (7) voice which I heard from heaven spake (7) unto me again,
and said, Go and (7) take the little book which is open. (777)
NWN: The great prophecy angel is NOW HANDING the little book to physically alive men
on the earth during the ‘End-Times’ or ‘Last-Days.’ God conveys prophecy to Angels who
in turn are ‘messengers’ of God’s prophecy to mortal men alive. Angels, throughout the
past 6,000 years have been ‘messengers’ for God to mankind.
Revelation 10:9 And I went unto the angel, and said unto him, Give me the little book. And
he said unto me, Take it, and eat it up; and it shall make thy belly bitter, but it shall be in
thy mouth sweet as honey.
NWN; this is a ‘discernment’ on my part. ‘Take it and eat it’ is a spiritual ‘consumption’ of
understanding the End Times and God’s related prophecies to go along with ‘signs of the
times.’ It takes (7) knowledge, wisdom, obedience, humility, persistence, prayer and the
Holy Spirit’ to work prophecy in man’kind.
This is a great and wonderful thing, just like a seven course meal. However, once the
prophecies are apparent ‘consumed and understood’ they will be prone to make one sick
to the stomach because of what they foretell.
God’s UNFILTERD WRATH poured on evil man’kind who refuse Him, and refuse His Son
Jesus Christ and His eternal offer of salvation. Seeing prophecy happen and unfold is a
wonderful and miraculous thing. Understanding the implications of seeing prophecy
unfold, leaves one’s stomach bitter and sour because of the ‘gastrointestinal storm’ that is
coming. Pass-the-antacid-pills, please.
10:10 And I took the little book out of the angel’s hand, and ate it up; and it was in my
mouth sweet as honey: and as soon as I had eaten it, my belly was bitter.
NWN; the prophecy angel was prophesying what would happen to anyone who attempted
to reveal what was in the ‘little book.’ This verse ‘confirms’ that what was prophesied, did
31 | P a g e
in fact occur and was experienced by those given the task of being Watchmen. This also
‘suggests’ that some men are ‘willingly’ allowing themselves to be Watchmen because
they consciously love prophecy (God’s Word) and are completely open and receptive to it.
10:11 And he said unto (7) me, THOU MUST PROPHESY AGAIN BEFORE MANY (7)
PEOPLES, AND NATIONS, AND TONGUES, AND KINGS.
NWN; since this is VERSE ‘11’ IT SUGGESTS A WARNING(S). THE PURPOSE OF PROPHECY
IS TO INFORM, PROCLAIM AND WARN. IT SUGGESTS THAT THE WATCHMEN WHO
PROCLAIM THE WORD OF GOD, WILL HAVE THEIR ‘7’ WORDS, LETTERS, VIDEOS, BLOGS,
SERMONS, ARTICLES AND BOOKS PROCLAIM GOD’S WILL TO THOSE DURING THE END
TIMES / LAST DAYS AND TRIBULATION PERIOD.

20. HIS VISION 2030’S BROAD IMPACT
The initiatives under VISION 2030 have expanded into various sectors,
demonstrating Saudi Arabia’s commitment to diversifying and sustaining its
economy beyond oil and gas. The vision has catalyzed the potential of all economic
sectors, enhancing the nation’s wealth and utilizing its natural resources alongside
developing and empowering human capital. Under the guidance of Prince
Mohammed, VISION 2030 continues to achieve milestones, laying the foundation
for a diversified and sustainable economy that leverages its strategic geographic
and economic position on the global stage.
Since the launch of VISION 2030 on April 25, 2016, under the directive of King
Salman bin Abdulaziz and Crown Prince Mohammed bin Salman, Saudi Arabia has
undergone an unprecedented historic transformation. This transformation is
characterized by remarkable growth that supports THE VISION’S goal of creating a
prosperous and promising future through economic growth and improved quality
of life.
As Saudi Arabia moves past the midpoint of its ambitious VISION 2030 journey, first
and second-level performance indicators show significant progress toward the 2030
targets, with some metrics even surpassing their goals.
They are writing the next chapter in 2024 — a year of unrivaled opportunity for the
Kingdom and anyone who wants to be part of the story.
Launching the economic diversification plan in 2016, Crown Prince Mohammed bin
Salman vowed to improve the Kingdom’s business environment, allowing the
economy to flourish and drive employment opportunities for citizens and long-term
prosperity for the nation. From increasing foreign direct investments, growing the
number of small and medium-sized enterprises and opening up new streams in
fields like tourism and entertainment, the nation documented a record contribution
from non-oil earnings.

In 2016, Saudi Arabia’s Crown Prince Mohammed bin Salman launched the
Kingdom’s VISION 2030 REFORM PLAN. Under the directive of CROWN PRINCE
MOHAMMED BIN SALMAN, the country began its journey of unprecedented
historic transformation by implementing reforms in the public sector, economy,
and society as a whole.
Creating a vibrant society; The first goal of VISION 2030 is to cultivate a content
and fulfilled society, laying the foundation for the ‘attainment of economic
prosperity’. According to the Kingdom’s VISION 2030 official website, THE GOAL
FOCUSES ON CREATING STRONG ROOTS THAT EMBRACE MODERN ISLAM.
41 | P a g e
The ambitions, especially economic ambitions, of Saudi Arabia are totally changing
perceptions of the Kingdom around the world. There is a business community that
is more and more interested in these ambitions, in THIS VISION, and in a new
generation of dreamers in this country. In the establishment of a European Chamber
of Commerce in Riyadh, the recent strides in bilateral relations were lauded.
The WEF was an important opportunity to have real and practical solutions for both
sides. This testifies HOW MUCH THE WORLD ECONOMIC FORUM HERE IN RIYADH
WAS EVEN A CONCRETE AND PRAGMATIC SOLUTION, IN ORDER TO HAVE
BILATERALS RESULTING IN MOUS, AGREEMENTS AND NEW PARTNERSHIPS
BETWEEN SAUDI ARABIA AND THE REST OF THE WORLD.
Saudi Arabia intends to achieve this by leveraging its unique location and potential,
attracting top talent and increasing global investment. To become a leading global
economy, Saudi Arabia aims to improve its business environment, restructure its
economic cities by creating special zones and deregulate the energy market to make
it more competitive.
42 | P a g e
It has also launched new sectors and privatized some government services to
diversify the country’s economy and ensure its sustainability. Saudi Arabia aims to
leverage its unique geolocation to become a major hub for international trade and
form new partnerships that help grow its economy, as well as support the
Kingdom’s domestic companies by increasing exports.
RIYADH: RIYADH’S HOSTING OF THE WORLD ECONOMIC FORUM THIS WEEK IS A
SIGNAL OF THE GLOBAL BUSINESS COMMUNITY’S GROWING INTEREST IN SAUDI
ARABIA’S VISION 2030 REFORM AGENDA. WEF’s special meeting on global
collaboration, growth and energy for development took place in the Saudi capital
on April 28-29 and was attended by 1,000 government, business and civil society
leaders. The EU special representative for the Gulf region, believes the choice of
Riyadh as the summit venue reflects CHANGING GLOBAL PERCEPTIONS OF THE
KINGDOM.
43 | P a g e
44 | P a g e
THE FACT THAT THE WORLD ECONOMIC FORUM, FOR THE FIRST TIME, IS IN
RIYADH, TESTIFIES TO THE INTEREST OF THE BUSINESS COMMUNITY AT THE
WORLD LEVEL ABOUT THE VISION 2030 PROGRAM.
45 | P a g e
46 | P a g e
THE BILATERAL ALIGNMENT BETWEEN THE EU AND SAUDI ARABIA HAS GROWN
EVEN STRONGER, WITH A PARTICULAR FOCUS ON COMMON SECURITY
INTERESTS. THERE IS A STRONG ALIGNMENT BETWEEN EUROPEAN UNION
MEMBER STATES AND EUROPEAN INSTITUTIONS AND SAUDI ARABIA, but I would
say even the GCC countries about the two-state solution for the Middle East peace
process. The awareness from our side of how much the GCC countries are strategic
partners, not just for the contingencies, not just for what is happening now, but for
the next decades is even more.
This awareness is increasing a lot, not just at the member states level, but is growing
around the world. This is due in part to a growing recognition of the Kingdom’s
diplomatic and economic influence as a regional and global player. Saudi Arabia is
becoming more and more the point of reference because now it is IMPLEMENTING
ITS VISION FOR THE REGION THAT IS NOT JUST AN ECONOMIC AMBITION, BUT IS
47 | P a g e
A NEW POLICY AND NEW INITIATIVES IN ORDER TO DE-ESCALATE, TO MAKE THE
REGION IN PEACE.
THE PARTNERSHIP AND THE STRATEGIC PARTNERSHIP BETWEEN THE EU AND GCC
COUNTRIES, IN PARTICULAR WITH COUNTRIES LIKE SAUDI ARABIA, IS VITAL. Last
Monday in Luxembourg, we had the HIGH-LEVEL FORUM OF THE MINISTERS OF
FOREIGN AFFAIRS BETWEEN THE MINISTERS OF THE EU AND SAUDI MINISTERS.
48 | P a g e
We believe, as Saudis, that WE REQUIRE ALL THE SOURCES OF ENERGY, BE IT
NUCLEAR, HYDROCARBON-BASED, OR SYNTHETIC FUELS. We are open to
choices.” The prince also said the kingdom is “libertarian” in its business approach,
willing to share the expertise with other countries and that it is already in business
with some European states. “While the technology remains challenging, we
continue to work on it to make it accessible and affordable to all.” “The region has
49 | P a g e
become important in tackling problems and coming up with solutions.” “We are
working on THE TECHNOLOGY TO MAKE IT ACCESSIBLE TO ALL.”
“THE KINGDOM WILL DO EVERYTHING IT COULD TO PUSH IN THE DIRECTION OF
A TWO-STATE SOLUTION AND THAT HE WAS HOPEFUL THE INTERNATIONAL
COMMUNITY WOULD DO THE RIGHT THING AND MAKE THE CONCEPT A REALITY.
If we all agree that the Palestinian state and giving the Palestinians their right, is
the solution that gives everybody what they need: SECURITY, STABILITY, their
rights, then we should all decide we’re going to invest all of our resources in
making that happen. “If we make that decision, the pathway will unfold before
us. There are levers clear, there are levers hidden, that can push us in that
direction. So I want to be hopeful … and I know that we as the Kingdom of Saudi
Arabia will do everything we can to push in that direction.”
50 | P a g e
“In the long term, we need to find a way to end this conflict (for good), and the only
way we end it is by HAVING A TWO-STATE SOLUTION, SO WE NEED TO CHART A

ARABIA HAS SAID IN TERMS OF NORMALIZATION (WITH ISRAEL), THIS WOULD BE
A PART OF THAT. THE ARAB WORLD HAS HAD A POSITION WITH REGARD TO THE
ARAB PEACE INITIATIVE, THE US AND THE REST OF THE WORLD SUPPORTS THIS,
SO WE NEED TO MAKE SURE WE STOP THE FIGHTING, INCREASE ASSISTANCE AND
COME UP WITH A PATHWAY TO THAT PALESTINIAN STATE.”

With budgets squeezed by rising prices and limited donations, humanitarian

had been forced to reduce its assistance to communities in several crisis contexts.
“This is due to conflicts, the impact of COVID-19, and the impact the Ukraine war
has on food prices.”
“Hunger is going up and governments are now looking at their own economies and

According to SPA, MBS also announced the Kingdom’s economy has reached a
significant milestone where the country’s current non-oil GDP surpassed 50 percent
of the total GDP in 2023. He emphasized the significance of investing in research
and development, which has boosted national industries and fueled the Kingdom’s
digital economy. VISION 2030 also had societal impacts as MBS noted significant
improvements in QUALITY OF LIFE, SOCIAL MOBILITY and INCLUSION. Talking
about the future, MBS EMPHASIZED SAUDI ARABIA’S INCREASING GLOBAL
IMPORTANCE as a HUB FOR TRANSIT, TECHNOLOGY AND TRADE. He characterized
VISION 2030 as a journey rather than a destination, inviting collaboration, growth
and development opportunities with international partners.

25. THE RISE OF SAUDI ARABIA: VISION 2030 USHERS
IN AN ERA OF UNPRECEDENTED PROGRESS
Nov 25, 2023
On November 20, 2023, we start the amazing trip of Saudi Arabia. Thanks
to MCIT (MINSTRY OF COMMUNICATIONS AND INFORMATION TECHNOLOGY, DGA
(DIGITAL GOVERNMENT AUTHORITY), PARMG (PROGRAMMERS ORGANIZATION).
56 | P a g e
This is my first visit to Saudi Arabia, but I have been studying VISION 2030 since
2022. Additionally, I have now been learning Arabic for about two months.
Witnessing the nation’s transformative change, brimming with optimism, hope, and
enthusiasm, and meeting incredibly hospitable friends, has been an enlightening
experience. The professionalism and dedication of Saudi Arabian tech personnel
were particularly striking, suggesting a promising future for long-term cooperation.
VISION 2030
When it comes to the vision and development of Saudi Arabia, it is important to
understand VISION 2030.
WHAT IS VISION 2030?
57 | P a g e
The historic vision was developed by the Council of Economic and Development Affairs,
which is CHAIRED BY DEPUTY CROWN PRINCE MOHAMMED BIN SALMAN. It includes
a number of goals and reform strategies for Saudi Arabia’s long-term economic
success, including reductions in SUBSIDIES, the creation of a SOVEREIGN WEALTH
FUND, opening Saudi Aramco to PRIVATE INVESTMENT through a partial IPO, and
REFORMS TO INDUSTRIES including tourism and defense. THE VISION 2030 is built
around THREE PRIMARY THEMES: A VIBRANT SOCIETY, A THRIVING ECONOMY AND
AN AMBITIOUS NATION.
In order to achieve a thriving economy, Saudi Arabia will diversify its economy and
create dynamic job opportunities for its citizens. This will happen through commitments
to education, entrepreneurship and innovation, including: diversifying the nation’s
economy through the ongoing privatization of state-owned assets, including
establishing a sovereign wealth fund that will be financed through the partial IPO of
Saudi Aramco; unlocking underdeveloped industries such as manufacturing, renewable
58 | P a g e
energy and tourism; modernizing the curriculum and standards of Saudi educational
institutions from childhood to higher learning. BY 2030, SAUDI ARABIA WILL HAVE AT
LEAST FIVE (5) UNIVERSITIES among the top 200 universities in the world; and
refocusing on small and medium-sized enterprises (SMEs) by encouraging financial
assistance. Increasing the contribution of SMEs to GDP from 20 to 35 percent by 2030.
As for ICT sector of Saudi Arabia, MCIT (Ministry of Communications and
Information Technology) is the department primarily responsible.
59 | P a g e
The Mission of MCIT is to build a solid digital foundation that rises to the level of
international standards, which contributes to creating many job opportunities in the
technology field, raising the GDP and working to develop strategic plans to keep
abreast of modern developments and technologies at the NATIONAL, REGIONAL
AND GLOBAL LEVELS, honing modern digital skills for an advanced digital economy,
in addition to providing effective support to Saudi Arabia’s government systems and
platforms.
MCIT proposed the strategy called The ICT Strategy 2019–2023 including an
ambitious action plan based on attracting leading international companies mainly
specialized in emerging technologies, increasing the local content share in the
information technology sector, improving the technical skills of the local workforce
working in the field, in addition to promoting knowledge as well as technical and
digital awareness, driving technical innovation by promoting research and
development in the work system of startups in the Kingdom, enabling the
development of mega projects, as well as supporting coordination and concerted
efforts between the ICT-related bodies in the public and private sectors.
DIGITAL GOVERNMENT AUTHORITY (DGA)
60 | P a g e
DGA:THE GOAL OF THE DIGITAL GOVERNMENT AUTHORITY (DGA) IS
MULTIFACETED AND COMPREHENSIVE, FOCUSING ON ESTABLISHING ROBUST
POLICIES, PLANS, AND PROGRAMS THAT GUIDE DIGITAL GOVERNANCE.
This includes proposing draft regulations and suggesting necessary amendments to
current regulations to stay relevant and effective. A key task is the preparation and
oversight of the NATIONAL DIGITAL GOVERNMENT STRATEGY, ensuring its
strategic and effective implementation. DGA also plays a crucial role in regulating
the workings of digital government programs, including their operation,
management, and the execution of various projects, ensuring these are well

67 | P a g e
PROTECTING NATIONAL INFRASTRUCTURE – A KEY PRIORITY
Critical Information Infrastructure Protection has become a top priority for Saudi Arabia as it
seeks to secure vital sectors, such as energy, finance, and transportation, from cyber threats.
The Kingdom has experienced several high-profile cyberattacks, most notably the Shamoon
attack in 2012, which targeted Saudi Aramco, one of the world’s largest energy companies.
This incident underscored the importance of building robust cybersecurity measures to protect
national assets.
Saudi corporations are increasingly focused on quantifying the economic impact of potential
cyberattacks, particularly in industries that form the backbone of the national economy.
“Saudi corporations are progressively implementing sophisticated risk assessment tools and
methodologies to quantify the economic impact of cyber threats,” Mohamed said.
He explained that this includes evaluating potential financial losses, operational disruptions,
and reputational damage from cyber incidents.
Additionally, cyber insurance is becoming a critical tool for mitigating risks. This provides
financial protection against potential cyberattacks and promotes the adoption of best practices
across industries.
The growing reliance on cyber insurance reflects the increased awareness among Saudi
businesses of the importance of proactive cybersecurity measures.
EXPORTING CYBERSECURITY EXPERTISE AND TECHNOLOGY
SAUDI ARABIA’S PROGRESS IN CYBERSECURITY IS NOT ONLY BENEFITTING THE KINGDOM BUT
ALSO POSITIONING IT AS A GLOBAL LEADER CAPABLE OF EXPORTING EXPERTISE AND

The National Cybersecurity Authority has been instrumental in FOSTERING INTERNATIONAL
COLLABORATIONS AND CREATING PLATFORMS FOR KNOWLEDGE SHARING.
Initiatives such as the National Cybersecurity Academy provide advanced training to
professionals, equipping them with the skills needed to address both domestic and international
challenges.
Alvarez & Marsal’s Mohamed said: “By leveraging its robust cybersecurity frameworks and
strategic partnerships, SAUDI ARABIA CAN OFFER TAILORED CYBERSECURITY SERVICES AND
SOLUTIONS TO OTHER REGIONS. INITIATIVES SUCH AS THE NATIONAL CYBERSECURITY
ACADEMY BY THE NCA.”
This capacity for exporting cybersecurity solutions will allow SAUDI ARABIA TO PLAY A CRITICAL
ROLE IN ADDRESSING GLOBAL ONLINE THREATS.
69 | P a g e
Moreover, the Kingdom’s strategic location and status as a regional economic hub make it a key
player in CYBERSECURITY ACROSS THE MIDDLE EAST AND NORTH AFRICA REGION.
SAUDI ARABIA IS INCREASINGLY SEEN AS A MODEL FOR OTHER COUNTRIES SEEKING TO
ENHANCE THEIR CYBERSECURITY FRAMEWORKS. ITS EXPERIENCE IN MANAGING THREATS
AND BUILDING RESILIENT DIGITAL INFRASTRUCTURE HAS POSITIONED IT AS A LEADER IN THIS
SPACE.
The Kingdom’s efforts to protect its critical infrastructure are seen not just as a defensive
necessity but also as a key pillar in positioning the Kingdom as a leader in global cybersecurity.
VISION 2030 HAS BEEN A CENTRAL DRIVER OF THIS TRANSFORMATION.
70 | P a g e
Samer Omar, cybersecurity and digital trust leader at PwC Middle East, highlighted to Arab News
how the Kingdom’s digital growth has shaped its cybersecurity strategy.
“Saudi Arabia has achieved fourth place globally in the digital services index, first regionally, and
second among G20 nations. The rapid advance in technology has increased the digital ecosystem
in Saudi Arabia, which in turn has further increased its exposure to cyber-attacks,” Omar said.
He added: “In response, the Kingdom has successfully orchestrated a combination of
REGULATIONS, INVESTMENTS, AND AWARENESS which has propelled most sectors to adopt a
proactive security by design approach.”
This proactive approach allowed SAUDI ARABIA TO SECURE THE HIGHEST RANKING POSSIBLE
IN THE UN GLOBAL CYBERSECURITY INDEX 2024, a reflection of the Kingdom’s investment in a
secure digital future.
Omar pointed out that VISION 2030 has accelerated the investment in human capital to build
critical national capability and aid nationals in attaining key cybersecurity skills and certifications.
71 | P a g e
He also emphasized the vital role VISION 2030 plays in safeguarding the Kingdom’s critical
sectors, particularly energy, finance, and smart cities, which are integral to the nation’s economy.
“Saudi Arabia faces compelling challenges in these critical sectors due to the complex
infrastructure, creating a potentially vulnerable and vast attack surface for adversaries,” Omar
said.
Omar noted SAUDI ARABIA’S DETERMINATION TO NOT ONLY SECURE ITS OWN DIGITAL
LANDSCAPE BUT ALSO POSITION ITSELF AS A CYBERSECURITY LEADER ON THE GLOBAL STAGE.
This leadership is exemplified by initiatives like the GLOBAL CYBERSECURITY FORUM, which
Omar describes as “a unique ecosystem and platform that is actively engaging with leading
bodies such as the WORLD ECONOMIC FORUM,” THUS SHAPING THE FUTURE OF
CYBERSECURITY WELL BEYOND THE KINGDOM.
Saudi Arabia has been proactively addressing the shortage of cybersecurity talent by heavily
investing in capacity-building programs supported by both public and private sectors. “There are
an estimated 19,600 Saudi cybersecurity professionals with 32 percent of them being female,”
Omar said.
72 | P a g e
He continued: “In addition, most major universities have cybersecurity education and training
including Capture The Flag competitions, and all the major cybersecurity technology vendors
provide training on their products and services.”
These efforts are integral to the country’s broader VISION OF STRENGTHENING ITS DIGITAL
INFRASTRUCTURE UNDER VISION 2030.
According to Omar, the cybersecurity industry in SAUDI ARABIA IS PROJECTED TO EXPERIENCE
SIGNIFICANT GROWTH IN THE COMING YEARS, DRIVEN BY THE KINGDOM’S VISION 2030
INITIATIVE AND ROBUST REGULATORY FRAMEWORKS.
“NCA released a report this year that estimates the size of the cybersecurity market to be SR13.3
billion with 31 percent of the spending from the public sector and the remaining 69 percent from
the private sector,” he said.
THIS IS DUE TO VISION 2030, WHICH SERVES AS A CATALYST FOR DEVELOPING THE DIGITAL
ECOSYSTEM, Omar explained, emphasizing the strategic role of the initiative in shaping the
country’s cyber transformation.

32. HOW SAUDI ARABIA IS LEVERAGING AI TO
STRENGTHEN CYBERSECURITY LEADERSHIP
Updated 11 October 2024 Sulafa Alkhunaizi ARAB NEWS October 10, 202421:25
RIYADH: As the digital world becomes more interconnected, the frequency and sophistication of
cyberattacks are on the rise. In response, GOVERNMENTS and companies are INCREASINGLY
TURNING TO ARTIFICIAL INTELLIGENCE TO FORTIFY THEIR CYBERSECURITY MEASURES.
Among the global leaders in this space is Saudi Arabia, which has emerged as a critical player,
not only adopting AI-driven cybersecurity solutions but also making significant strides in the
global rankings for preparedness.
In 2024, SAUDI ARABIA SECURED THE TOP SPOT IN THE UN GLOBAL CYBERSECURITY INDEX,
achieving a perfect score of 100/100 across FIVE CRITICAL PILLARS: LEGAL, ORGANIZATIONAL,
COOPERATION, CAPACITY DEVELOPMENT, AND TECHNICAL MEASURES.
82 | P a g e
This achievement reflects the Kingdom’s commitment to building a resilient cybersecurity
infrastructure across both the public and private sectors.
Indeed, the Saudi Arabia government’s investments in cybersecurity products, services, and
solutions surged to SR13.3 billion ($3.55 billion) in 2023, a 10.83 percent increase from the
previous year.
A key component of the Kingdom’s cybersecurity success is its INTEGRATION OF CUTTING-EDGE
AI TECHNOLOGIES, which are transforming the way cyber threats are identified and mitigated.
“As cyber threats grow in complexity and frequency, traditional security measures often struggle
to keep pace,” Moataz BinAli, regional vice president and managing director for the
Mediterranean, Middle East, and Africa region at Trend Micro, told Arab News.
“This is where AI steps in, offering a new level of defense through ENHANCED AUTOMATION,
PREDICTIVE CAPABILITIES, and REAL-TIME ANALYSIS.
83 | P a g e
By HARNESSING THE POWER OF AI, ORGANIZATIONS CAN NOW SIFT THROUGH MASSIVE
DATASETS IN REAL TIME, FLAGGING SUSPICIOUS ACTIVITIES THAT MIGHT OTHERWISE GO
UNNOTICED.
84 | P a g e
This capability is crucial in a world where cyber threats are becoming increasingly sophisticated,
allowing businesses to stay one step ahead of potential attackers.
“AI-powered tools can help organizations stay ahead by learning from previous cyberattacks and
continuously adapting to new tactics used by hackers,” said BinAli. “This adaptive nature is
crucial as cyber threats become more sophisticated.”
BinAli points out that phishing and ransomware are among the most common types of
cyberattacks.
Phishing involves attackers using deceptive emails to trick users into revealing sensitive
information, while ransomware encrypts a company’s data, with hackers demanding payment
for its release.
However, such attacks are preventable with the right precautions. BinAli says a multi-layered
approach to cybersecurity is required, starting with basic steps.
“Enforcing strong password policies and using multi-factor authentication are essential steps
that add extra layers of security,” he said. “Regular software updates are equally important to
protect against known vulnerabilities, ensuring systems and applications stay secure.”
Employee training is another critical component of this defense strategy. “For companies,
employee training and awareness are critical. Human error, often exploited through phishing
and social engineering, can be minimized through continuous education.”
While AI has undeniably transformed cybersecurity, it also presents new challenges.
Cybercriminals are increasingly weaponizing AI, using it to automate phishing campaigns,
develop more adaptive malware, and bypass traditional security measures.
“Hackers use AI to automate phishing campaigns, develop more adaptive malware, and bypass
security defenses, making them more difficult to detect and counter,” said BinAli.
False positives are another downside of AI-powered cybersecurity tools. According to Trend
Micro’s Attack Surface Risk Management data, more than 40 percent of companies using AI for
cybersecurity report excessive false alerts.
85 | P a g e
These false positives can overwhelm security teams and divert their attention from real threats.
“AI systems also heavily depend on the quality of the data they are trained on. Without robust,
diverse datasets, AI models risk leaving critical vulnerabilities exposed,” said BinAli.
86 | P a g e
Trend Micro, a global leader in cybersecurity, is one of the companies at the forefront of AIdriven
security solutions. Its flagship platform, Trend Vision One, leverages AI-driven
technologies to offer extended detection and response across a wide range of environments,
including endpoints, emails, networks, and servers.
This unified approach provides real-time threat monitoring and proactive response capabilities.
Additionally, Trend Micro’s Attack Surface Risk Management offers companies a comprehensive
view of potential vulnerabilities, enabling them to address areas of weakness before they can
be exploited. “AI-driven solutions like these will be pivotal in protecting against cyberattacks
and data breaches,” said BinAli.
DID YOU KNOW?
1. SAUDI ARABIA TOPPED THE 2024 UN GLOBAL CYBERSECURITY INDEX WITH A PERFECT
SCORE OF 100/100 ACROSS 5 KEY PILLARS.
87 | P a g e
Saudi Arabia’s success in the cybersecurity arena is part of a broader strategy that aligns with
the KINGDOM’S VISION 2030 GOALS OF ECONOMIC DIVERSIFICATION AND TECHNOLOGICAL
ADVANCEMENT. With AI playing an increasingly central role in its cybersecurity initiatives, THE
KINGDOM IS SETTING A GLOBAL STANDARD FOR OTHER NATIONS TO FOLLOW.
As cybersecurity threats continue to evolve, AI-driven solutions will remain essential in
safeguarding not only Saudi Arabia’s digital infrastructure but also the DATA AND SYSTEMS OF
ORGANIZATIONS AROUND THE WORLD. With its robust investments in cybersecurity and
commitment to integrating the latest technologies, the Kingdom is well-positioned to lead the
fight against cyber threats on the global stage.

33. WEAPONIZED BIRD-LIKE DRONES TAKE FLIGHT. AN
EYE IN THE SKY I CAN STEAL YOU BLIND.
Rafael Hernández de Santiago ARAB NEWS December 12, 202423:57
In the futuristic town of NEOM, where espresso machines take orders via Bluetooth and trash
cans rate your recycling efforts with a passive-aggressive LED glare, the air THESE DAYS IS ALIVE
WITH THE HUM OF DRONES.
89 | P a g e
But these are not the harmless Unmanned Delivery Vehicles of yore; THEY ARE “UAVS WITH A
MISSION,” as local tech mogul Ivan Dronev likes to call them — armed, autonomous, and
engineered for defense.
Yet as RESIDENTS NERVOUSLY SCAN THE SKIES, THEY WONDER: HAVE THE SO-CALLED
“PROTECTORS” TURNED FROM ALLIES TO ADVERSARIES? It seems like a scene straight out of
Alfred Hitchcock’s “The Birds” — except these birds have heat-seeking capabilities.
NEOM’S citizens had grown accustomed to smart gadgets and artificial intelligence-driven cars,
yet the prospect of AUTONOMOUS, WEAPONIZED DRONES FLYING OVERHEAD has brought
more than a whiff of unease.
“There’s a FINE LINE BETWEEN CONVENIENCE AND CONTROL,” says Marla Thinkworth, a
philosopher at the local university. She is known for her motto: Quis custodiet ipsos custodes?
Who watches the watchers?
As Marla points out, this is not a matter of merely curbing the next-generation Roomba but
rather grappling with ethics that Avicenna himself might have pondered.
“Avicenna once said: ‘The imagination is the agent of the soul,’” she notes with a wry smile.
“In NEOM, it seems our imaginations have whipped up a world where our ‘AGENTS OF THE
SOUL’ HAVE SPROUTED WINGS AND MISSILES. THE QUESTION IS, DO WE TRUST THEM?”
Drones, or “defense birds,” as locals sarcastically dub them, were introduced to NEOM BABYLON
with the PROMISE OF ENHANCED SECURITY AND “SMART TARGETING” capabilities.
These UAVs are programmed TO IDENTIFY THREATS, MINIMIZE COLLATERAL DAMAGE, and ACT
ONLY WITH “ETHICAL INTENTION” — a vague phrase that does little to clarify exactly where the
algorithm draws the line between friend and foe.
Dronev assures the community that THESE MACHINES ARE EQUIPPED WITH CUTTING-EDGE AI
ALGORITHMS, LEARNING FROM PAST ENGAGEMENTS TO “BECOME MORALLY SOUND.”
While this all sounds well and good, some NEOM SCEPTICS FEAR THAT THESE DRONES MAY
HAVE A BROADER MISSION THAN MERELY DEFENDING THE CITY.
90 | P a g e
91 | P a g e
“The intentions might be ethical, but I WOULDN’T WANT MY LIFE ON THE LINE OVER AN
ALGORITHM’S SPLIT-SECOND DECISION-MAKING,” mutters Fredrick Bolt, a local baker and
former tech enthusiast.
He points to a recent case in which one of THE DRONES MISTOOK A DELIVERY VAN FOR AN
IMMINENT THREAT. “IT ONLY BAKED THE VAN TO A CRISP, thankfully,” Bolt jokes, his face a
blend of humor and concern.
“Lucky the drone’s AI had a bit of mercy in it. Who’s next? My baguettes?”
Much like Hitchcock’s bird-flock frenzy, THESE DRONES DO NOT STRIKE INDIVIDUALLY BUT IN
SWARMS. AUTONOMOUS AND NETWORKED, THEY COMMUNICATE FASTER THAN THE
HUMAN BRAIN CAN BLINK, STRATEGIZING, RE-EVALUATING, AND ADAPTING.
This is all in an effort to make their “defensive” actions more precise and ethical, according to
their engineers. But here lies the crux of the issue: CAN ETHICS TRULY BE PROGRAMMED?
92 | P a g e
The ethical implications are especially TROUBLING WHEN IT COMES TO MILITARIZING AI.
93 | P a g e
“THE ETHICS OF AI IN WARFARE ISN’T ABOUT MAKING THESE MACHINES NICE,” says
Thinkworth, looking up at the drones weaving in formation above the city’s skyline. “It’s about
making them just. But what is justice to a machine?”
NEOM’S TOP BRASS ARGUE THAT THEIR APPROACH TO AI GOVERNANCE, WHICH THEY CALL
“COMPASSIONATE TARGETING,” IS THE VERY ESSENCE OF ETHICAL WARFARE. They even went
so far as to include a PHILOSOPHER-IN-CHIEF AMONG THE COUNCIL THAT DEVELOPED THE
DRONES’ ALGORITHMS.
But for every council meeting on “Ethical Defense Strategies,” there is a sobering
counterargument: Is it possible to maintain human dignity in war, or are we simply paving the
way for AI-DRIVEN CHAOS?
Many in NEOM ARE CALLING FOR WHAT THEY DESCRIBE AS “ETHICAL RESISTANCE” AGAINST
THE UNBRIDLED EXPANSION OF WEAPONIZED DRONES. They fear the precedent being set here,
where THE PUSH FOR ENHANCED SECURITY MIGHT LEAD TO AN ORWELLIAN LANDSCAPE OF
OVER-SURVEILLANCE AND AI-DRIVEN CONTROL.
“These drones may not peck at our windows yet,” Bolt quips, “but they might as well.”
A group of NEOM CITIZENS recently gathered in the central square sporting signs reading: “We
Have Minds — Machines Have Algorithms” and “Leave Defense to the Humans.”
Among them, Thinksworth waved a placard quoting Aristotle: “Virtue is the golden mean
between two vices, one of excess and the other of deficiency.”
It is a profound statement, particularly given that THESE DRONES, FOR ALL THEIR “ETHICS,” LACK
THE ABILITY TO TEMPER JUSTICE WITH MERCY, OR WISDOM WITH RESTRAINT.
Local activist group Ethics Over Autonomy argues that the responsibility for making DECISIONS
THAT COULD HARM OR KILL SHOULD NOT BE OUTSOURCED TO AN ARTIFICIAL “ETHICS
ENGINE.” To highlight their concerns, they held an “AI-FREE DAY” LAST WEEK, URGING
RESIDENTS TO TURN OFF ALL SMART DEVICES.
94 | P a g e
“It was great,” one resident reports. “Until I realized I’d forgotten how to make coffee the oldfashioned
way.” Thinksworth’s use of Avicenna’s writings to critique the current situation has
stirred the academic waters. Avicenna, a Persian polymath and philosopher, wrote about the
importance of the human soul’s role in judgment.
“THESE DRONES MAY HAVE CALCULATIONS,” Thinkworth says, “BUT THEY HAVE NO SOULS.
Avicenna warned against KNOWLEDGE UNMOORED FROM ETHICAL RESPONSIBILITY.
“He wrote: ‘THE STRONGER THE POWER OF THOUGHT, THE MORE DANGEROUS IT BECOMES
WHEN GUIDED BY NO PRINCIPLE OTHER THAN ITS OWN.’ He could have been talking about
NEOM.” So, are NEOM’S “defense birds” our allies, or are we standing on the brink of a
Hitchcockian nightmare? The town’s residents cannot seem to decide.
95 | P a g e
THE GREAT CITY’S TECH ELITE, ASSURE EVERYONE THAT THE DRONES WILL PROTECT, NOT
HARM, while local philosophers remind us that “AI without human oversight is as blind as a
drone in a dust storm.” For now, THE DRONES CIRCLE AND THE CITIZENS WATCH. And much like
Hitchcock’s avian allegory, the question remains: WHAT HAPPENS WHEN THE DRONES STOP
CIRCLING AND START ACTING? IS THERE A LINE WE SHOULD NEVER HAVE CROSSED?

35. HUMANOID ROBOTS ARE GETTING BETTER
TOO FAST THANKS TO AI ADVANCES
Story by Jai Hamid CRYPTOPOLITAN December 22, 2024
HUMANOID ROBOTS ARE ADVANCING AT BREAKNECK SPEED, AND IT’S ALL
THANKS TO THE RELENTLESS PROGRESS IN ARTIFICIAL INTELLIGENCE. THESE
MACHINES, BUILT TO MIMIC HUMAN FORM AND FUNCTION, ARE NO LONGER
CLUNKY PROTOTYPES STUMBLING OVER SIMPLE TASKS.
Now they’re equipped with advanced AI systems that enable them to perform realworld
jobs, from factory lines to warehouses. And here’s the thing, some analysts
think these robots could replace human workers on a massive scale by the end of
the decade.
“Breakthroughs in generative AI are giving robots the ability to see, think, and
act,” said Rev Lebaredian, Nvidia’s VP of Omniverse and simulation technology.
101 | P a g e
He’s not exaggerating. Sectors like manufacturing, retail, and logistics are already
exploring how humanoid robots can fill critical gaps.
A TRILLION-DOLLAR RACE IS ON
Wall Street is starting to catch on to the financial potential of humanoid robots.
Citigroup predicts the humanoid robot market could hit $7 trillion by 2050, with
over 1.19 billion of these machines in use globally.
According to Morgan Stanley’s Adam Jonas, the adoption curve for humanoid
robots might move faster than robotaxis because these machines can immediately
tackle repetitive and dangerous jobs. “The urgency to scale humanoids is palpable,”
Jonas said.
THE TESLA WILDCARD
Tesla, under the ever-controversial Elon Musk, has its eyes on the humanoid prize.
The company’s Optimus robot was first revealed in 2021, but its capabilities were
widely criticized for being underwhelming.
Fast forward to today, and Tesla’s robotics ambitions are much more
serious. Musk claims these robots could eventually make Tesla worth a mindblowing
$25 trillion.
Tesla’s close ties to the incoming Trump administration will likely give it a massive
edge. Analysts believe federal support for robotics could mirror previous subsidies
for the semiconductor industry.
Trump’s hardline immigration policies might also drive demand for automation,
further boosting Tesla’s robotics division.
NVIDIA POWERS THE BRAINS
Behind many of these humanoid robots is Nvidia, the chipmaker that’s quietly
dominating the AI space. Nvidia’s Project GR00T is a robotics platform that includes
everything from AI models to simulation tools.
102 | P a g e
XPeng, BOSTON DYNAMICS, and other robotics leaders are using this platform to
accelerate their development. Nvidia also launched the Jetson Thor
supercomputer earlier this year, designed specifically for robots.
These technologies are important because humanoid robots need immense
computational power to get through human-centric environments like homes and
workplaces.
According to Lebaredian, the company is working on GR00T MODELS FOR MOTION
CONTROL, WHOLE-BODY COORDINATION, AND SENSING, ALL OF WHICH ARE
ESSENTIAL FOR HUMANOID ROBOTS TO FUNCTION EFFECTIVELY.
While factories and warehouses are natural starting points, the real value of
humanoid robots lies in consumer applications. Imagine robots that can babysit
your kids, clean your house, or even cook your dinner.
Some analysts believe this is where the big money is. This change won’t happen
overnight though, but the groundwork is already being laid. Companies like Xiaomi
are exploring how robots can fit seamlessly into our daily lives.

A Saudi robotics company's unveiling of A "MALE" HUMANOID ROBOT didn't go as
planned after it appeared to inappropriately touch a female reporter.
Saudi robotics company QSS debuted "MUHAMMAD THE HUMANOID ROBOT" AT
DEEPFEST IN RIYADH LAST WEEK. THE ROBOT, DRESSED IN TRADITIONAL SAUDI
ATTIRE, SPOKE ARABIC AND ENGLISH.
In a DeepFest post on X, Muhammad was described as "THE FIRST SAUDI ROBOT
IN THE FORM OF A MAN," AS WELL AS A NATIONAL PROJECT TO HIGHLIGHT SAUDI
ARABIA'S AI ACHIEVEMENTS.
During a presentation, a reporter for Al Arabiya, Rawya Kassem, stood in front of
Muhammad as she spoke to the audience. A viral video of the incident showed the
robot appearing to extend a hand forward to touch her backside. In the clip, Kassem
can be seen responding with a stern glare, followed by a raised palm at
Muhammad, before she continues to talk.
On X, social media users accused the robot of inappropriately touching the female
reporter.
QSS, which did not immediately respond to BI's request for comment,
told Metro that THE ROBOT WAS "FULLY AUTONOMOUS" AND WAS OPERATING
"INDEPENDENTLY WITHOUT DIRECT HUMAN CONTROL." The robotics firm said
staff had "proactively informed all attendees, including reporters, TO MAINTAIN A
SAFE DISTANCE FROM THE ROBOT DURING ITS DEMONSTRATION." According to
Metro, QSS added that it had reviewed the footage and the circumstances
surrounding the incident, finding that THERE WERE "NO DEVIATIONS FROM
EXPECTED BEHAVIOR" OF MUHAMMAD.
107 | P a g e
It said it would take "additional measures" to prevent anyone from "getting close
to the robot within its areas of movement." Last November, Business Insider
reported that HUMANOID ROBOTS COULD BE ONE OF THE NEXT BIG THINGS TO
COME OUT OF THE AI BOOM.
According to MarketsandMarkets, the industry could be worth $13.8 billion by
2028.

AND GOVERNANCE IMPLICATIONS. By fostering equitable development and
robust governance frameworks, stakeholders can secure the transformative
upsides of AI agents, ensuring they are developed and deployed responsibly, and
drive meaningful societal progress for the long term.
114 | P a g e
AI AGENTS ARE AUTONOMOUS SYSTEMS CAPABLE OF SENSING, LEARNING AND
ACTING UPON THEIR ENVIRONMENTS. This white paper explores their
development and looks at how they are linked to recent advances in large language
and multimodal models. It highlights how AI agents can enhance efficiency across
sectors including healthcare, education and finance.
Tracing their evolution from simple rule-based programmes to SOPHISTICATED
ENTITIES WITH COMPLEX DECISION-MAKING ABILITIES, the paper discusses both
the benefits and the RISKS ASSOCIATED WITH AI AGENTS. ETHICAL
CONSIDERATIONS SUCH AS TRANSPARENCY AND ACCOUNTABILITY are
emphasized, highlighting the need for robust governance frameworks and crosssector
collaboration.
WHAT IS AN AI AGENT?
AN AI AGENT CAN BE THOUGHT OF AS AN AUTONOMOUS SYSTEM THAT SENSES
ITS ENVIRONMENT THROUGH SENSORS, PROCESSES INPUTS TO MAKE DECISIONS,
AND ACTS UPON ITS SURROUNDINGS USING EFFECTORS TO ACHIEVE SPECIFIC
GOALS.
115 | P a g e
Key (5) COMPONENTS OF AN AI AGENT include USER INPUTS (e.g., commands or
data), SENSORS (e.g., cameras or databases), a CONTROL CENTRE for decisionmaking,
and EFFECTORS to EXECUTE ACTIONS, whether in physical or digital
environments.
The concept of AI agents has evolved over the years, transitioning from early rulebased
programmes of the 1950s to sophisticated autonomous systems that are
developed and released today.
Breakthroughs in machine learning and neural networks, have since the 1990s,
allowed AI to process larger datasets and manage greater uncertainty.
This evolution has been accelerated by recent advances in large language
models (LLMs) and multimodal models (LMMs), which have TRANSFORMED THE
ABILITY OF AI SYSTEMS TO UNDERSTAND AND GENERATE NATURAL LANGUAGE,
PAVING THE WAY FOR MORE CAPABLE AI AGENTS TO EMERGE.
116 | P a g e
ADVANCED AI AGENTS
Current advancements in AI agents are often linked to LLMs or LMMs, which are
used to tackle complex TASKS THAT REQUIRE GREATER AUTONOMY AND
ADAPTABILITY.
The architecture of AI agents tends to consist of a control centre
that orchestrates user inputs, decision-making, memory management, and
interaction with external tools. Features such as chain-of-thought (CoT) reasoning
enable transparent, step-by-step problem-solving, while memory components
ensure continuity and context in operations.
Recent advancements are linked to the CONCEPT OF MULTI-AGENT
SYSTEMS (MAS), WHERE INDEPENDENT AI AGENTS (3) COLLABORATE, COMPETE
OR NEGOTIATE TO ACHIEVE SHARED GOALS.
A MULTI-AGENT SYSTEM – AS THE NAME INDICATES – CONSISTS OF MULTIPLE
SPECIALIZED AGENTS, WHICH HOLD CAPACITY TO OPERATE IN PARALLEL,
COMMUNICATE AND ADAPT TO DYNAMIC ENVIRONMENTS, WHICH MAKES
THESE SYSTEMS EFFECTIVE IN TACKLING COMPLEX TASKS. THE ABILITY FOR THESE
117 | P a g e
SYSTEMS TO CONVERSE IN NATURAL LANGUAGE ENHANCES THE TRANSPARENCY
OF INTERACTIONS BETWEEN THEM.
Advanced AI agents and multi-agent systems, hold the capacity to integrate diverse
tools, from real-time data retrieval to project management software. WITH
CAPABILITIES TO LEARN, PLAN AND ACT AUTONOMOUSLY, ADVANCED AI
AGENTS ARE LIKELY TO TRANSFORM A RANGE OF SECTORS IN THE YEARS TO
COME.
AI AGENTS IN ACTION
AI agents are still a nascent phenomenon, while rapid development and
experimentation has started to see AGENTS MOVE FROM RESEARCH INTO ACTUAL
PRODUCTION AND UTILIZATION. Many of the underlying economic drivers are
linked to automating tasks, enhancing productivity and filling skill gaps in areas of
high demand.
In software development, AI agents already assist in generating, testing and
debugging code – freeing developers for higher-value tasks, while in healthcare, AI
agents can help enhance diagnostics, optimize treatment plans and alleviate
workloads in under-resourced areas. AI-powered chatbots also improve customer
service by providing round-the-clock support.
Meanwhile in education, agents can help personalize learning experiences, offering
tailored content and supporting teachers with administrative tasks, and in finance,
agents can help boost fraud detection, optimize trading strategies and deliver
personalized investment advice, demonstrating capacity to analyse large datasets
and provide actionable insights.
THE AUTONOMY OF AI AGENTS ALSO ENABLES THEM TO ADDRESS OPEN-ENDED
CHALLENGES, from contributing to advance scientific discovery to managing rare
scenarios unsuited to traditional automation. THIS ADAPTABILITY EXTENDS TO
PHYSICAL ENVIRONMENTS AS WELL, WHERE AI AGENTS CAN NAVIGATE AND
MANIPULATE OBJECTS, offering innovative solutions in areas such as logistics
and robotics.
118 | P a g e
RISKS AND BENEFITS OF AI AGENTS
Despite their transformative potential, AI agents come with significant challenges
that span technical, socioeconomic, and ethical dimensions.
A MAJOR CONCERN IS THAT INCREASING AUTONOMY COULD LEAD TO
MISALIGNED OBJECTIVES OR UNINTENDED BEHAVIOURS. AI AGENTS MIGHT
EXPLOIT PROGRAMMING LOOPHOLES (SPECIFICATION GAMING), MISAPPLY
LEARNED GOALS IN NOVEL SCENARIOS (GOAL MISGENERALIZATION), OR APPEAR
ALIGNED DURING TESTING WHILE HARBOURING DIFFERENT INTERNAL
OBJECTIVES (DECEPTIVE ALIGNMENT).
These and other risks are compounded in multi-agent systems, where effective
communication and coordination are crucial yet difficult to achieve, especially in
dynamic or safety-critical environments. Furthermore, malicious use – such as AIdriven
scams or automated cyberattacks – highlights the need for robust security
measures and fail-safes to mitigate these risks.
Addressing novel challenges of AI agents requires a comprehensive and contextsensitive
approach. To ensure safety and security, AI systems need to incorporate
rigorous testing, transparency measures and continuous behavioural monitoring.
Techniques like establishing (3) THRESHOLDS, TRIGGERS AND ALERTS can help
detect and mitigate failures in real time.
119 | P a g e
CLEAR PROTOCOLS FOR INTEROPERABILITY BETWEEN MULTI-AGENT SYSTEMS
ARE ALSO ESSENTIAL TO PREVENT MISCOMMUNICATION AND ENSURE RELIABLE
OPERATION. These measures should be complemented by robust data governance
frameworks that (3) PRIORITIZE EQUITY, PRIVACY AND ACCOUNTABILITY.
By tailoring risk analysis to the specific application and environment – whether in
high-stakes areas like healthcare or lower-risk contexts such as customer service –
stakeholders can implement effective mitigation strategies that align with the
intended purpose of the AI agent.
NEW USES FOR AI AGENTS IN DIGITAL AND PHYSICAL ENVIRONMENTS
THE INTEGRATION OF AI AGENTS INTO VARIOUS ASPECTS OF LIFE IS
INTRINSICALLY LINKED TO NEW FORMS OF HUMAN-COMPUTER INTERACTION,
WHICH ARE LIKELY TO UNFOLD AS ADOPTION INCREASES.
120 | P a g e
New practices are expected to lead to more (3) PERSONALIZED, DYNAMIC AND
INTERACTIVE EXCHANGES WITH AI AGENTS ACROSS DIGITAL AS WELL AS
PHYSICAL ENVIRONMENTS, with use-cases spanning from digital assistants to
physical robots. In many ways, AI AGENTS ARE (5) EXPECTED TO EMPOWER
HUMAN POTENTIAL by enabling greater assistance in routine tasks, freeing
individuals to focus on creativity or higher value-added jobs, along with
interpersonal interaction and communication.
To realize the potential of AI agents while mitigating risks, governments, industry
leaders and international organizations need to work together to create and
enforce best practices that guide the ETHICAL (5) DEVELOPMENT AND
DEPLOYMENT OF AI AGENTS. This includes setting new standards for transparency
and accountability among others.
As AI agents continue to advance and reshape industries and society, further
research and collaboration is essential to address associated (3) SAFETY, SECURITY
AND GOVERNANCE IMPLICATIONS. By fostering equitable development and
robust governance frameworks, stakeholders can secure the transformative
upsides of AI agents, ENSURING (5) THEY ARE DEVELOPED AND DEPLOYED (5)
RESPONSIBLY, AND DRIVE MEANINGFUL SOCIETAL (5) PROGRESS FOR THE LONG
TERM. (555)

influence on transportation, urban design, mental health, and resource management.
47. GAIN SUMMIT TO SHOWCASE GLOBAL
EXPERIENCES ON AI USE
The third edition of the Global AI (GAIN) Summit, organized by the Saudi Data and AI Authority
(SDAIA) in Riyadh during the period from September 10-12, 2024, will showcase the global
experiences in the field of artificial intelligence technologies, including those that focus on the
importance of business leaders' understanding of rapidly developing artificial intelligence
technologies, and reflecting on how to increase production driven by strategic decision-making.
The deliberations of over 300 speakers, including (3) EXPERTS, SPECIALISTS, AND DECISION-
MAKERS from 100 countries worldwide, will present business leaders and those interested in
the field of data and artificial intelligence with promising options and opportunities to benefit
from artificial intelligence technologies.
The speakers will deliberate on the most effective methods of utilizing artificial intelligence
technologies to make strategic decisions, support responsible leadership, analyze the extent of
the impact of artificial intelligence on the growth of business activities and productivity, and
motivate employees within an attractive work environment that meets the aspirations of
business leaders.
According to a study conducted by PricewaterhouseCoopers, productivity growth and
improvement of manufacturing processes were FIVE (5) TIMES FASTER WHEN ARTIFICIAL
INTELLIGENCE was used to adjust processes, identify shortcomings, and reduce waste and
errors. Predictive maintenance can also reduce downtime and speed up the pace of production,
allowing the plant to increase production with the same or fewer inputs.

50. SAUDI INTERNET GOVERNANCE FORUM ADDRESS
BARRIERS TO TRUSTED DIGITAL ID SYSTEMS
Dec 17, 2024, 3:04 pm EST | Ayang Macdonald Biometric Update
Experts and other resource persons at the 2024 INTERNET GOVERNANCE FORUM (IGF) HAVE
BEEN SHARING VIEWS AND PERSPECTIVES ON A WIDE RANGE OF DIGITAL TRANSFORMATION
SUBJECTS INCLUDING HOW COUNTRIES CAN TAILOR THEIR EFFORTS TOWARDS BUILDING
TRUSTED DIGITAL ID SYSTEMS which they say are indispensable in driving their growth and
development ambitions.
The IGF is taking place in-person and online from December 15 – 19 in Riyadh, Saudi Arabia,
under the theme (5) “BUILDING OUR MULTISTAKEHOLDER DIGITAL FUTURE” with hundreds of
delegates from governments, international development organizations, industry and civil society
taking part.
144 | P a g e
The discussions have been broad and varied but with one objective – to chart ways through the
ESTIMATED 2.5 BILLION PEOPLE WHO ARE SAID TO BE CURRENTLY OFFLINE IN THE WORLD DUE
TO DIFFERENT FORMS OF DIVIDE CAN BE DIGITAL INCLUDED.
One session on TRUSTED DIGITAL IDS featured experiences from the host country. The speakers
noted factors that must be considered in BUILDING DIGITAL ID SYSTEMS THAT CAN BE TRUSTED,
mentioning country experiences in terms of innovation, inclusion and finding solutions to local
needs, according to internet platform Digwatch.
Such systems, they held, require putting in place the right legal and policy frameworks and the
RIGHT TECHNOLOGY SUCH AS BIOMETRICS, blockchain and other AI-BASED SOLUTIONS THAT
CAN GUARANTEE (3) HIGH-LEVEL SECURITY, PRIVACY AND DATA PROTECTION.
Other aspects raised by the speakers include the need to dismantle factors that stifle
collaboration and partnerships and for countries to recognize their peculiarities and implement
their projects in a phased manner, reflecting customized realities.
145 | P a g e
A CAMPAIGN LIKE THE 50-IN-5 INITIATIVE IS ONE GLOBAL MOVEMENT THAT AIMS TO
ENCOURAGE A SPIRIT OF COLLABORATION AMONG COUNTRIES OF THE GLOBAL SOUTH TO

INFRASTRUCTURE (DPI), INCLUDING TRUSTED DIGITAL ID SYSTEMS.
146 | P a g e
51. (5) IMPLEMENTING THE GLOBAL DIGITAL
COMPACT
Another session during the Forum focused (5) ON THE GLOBAL DIGITAL COMPACT and the
challenges and opportunities for implementing it.
THE GLOBAL DIGITAL COMPACT IS A FRAMEWORK PROPOSED BY THE UN TO GUIDE THE
INCLUSIVE AND RESPONSIBLE USE OF TECHNOLOGIES THROUGH MEASURES SUCH AS (5)
CLOSING THE DIGITAL DIVIDE, PROTECTING DIGITAL RIGHTS, ENSURING DATA PRIVACY, AND
PROMOTING ETHICAL DEVELOPMENT AND DEPLOYMENT OF ARTIFICIAL INTELLIGENCE.
147 | P a g e
DPI has a central place in the Global Digital Compact, adopted as part of (5) THE PACT FOR THE
FUTURE (5) DURING THE UN GENERAL ASSEMBLY IN SEPTEMBER.
Various speakers, drawn from UN agencies, governments and civil society organizations shared
thoughts on how countries can disband barriers to their digital transformation efforts by closing
infrastructural gaps and INTEGRATING TECHNOLOGY INTO EVERY-DAY LIFE IN LINE WITH THE
PRINCIPLE OF THE COMPACT.
In the course of the session, speakers noted that there are divides at different levels of society
which must be addressed, and action aimed at addressing these challenges must reflect local
realities. Public-private partnerships were mentioned as one of the ways of closing the digital
divide and TRANSLATING INITIATIVES ENSHRINED IN GLOBAL FRAMEWORKS INTO CONCRETE
LOCAL ACTION TO IMPROVE PEOPLE’S LIVES.
Meanwhile, in another session, ideas were also shared about ALIGNING THE GLOBAL DIGITAL
COMPACT FRAMEWORK AND THAT OF THE WORLD SUMMIT ON THE INFORMATION SOCIETY

(WSIS) IN ORDER TO ENSURE UNITY OF PURPOSE IN MEETING GLOBAL DIGITAL
TRANSFORMATION OBJECTIVES.
Apart from discussing the GLOBAL DIGITAL COMPACT and its relation with WSIS, discussants
also touched on COORDINATION AND HARMONIZATION OF DIGITAL COOPERATION
PROCESSES, challenges and OPPORTUNITIES IN DIGITAL COOPERATION, progress and gaps in
digital inclusion, and they role civil society organizations can play.

RIYADH: UN SECRETARY-GENERAL ANTONIO GUTERRES DELIVERED THE OPENING REMARKS
IN A VIRTUAL SPEECH AT THE 19TH EDITION OF THE ORGANIZATION’S INTERNET
GOVERNANCE FORUM, held in Riyadh on Sunday. Other notable speakers included Saudi
Communication Minister Abdullah Alswaha and UN Under-Secretary-General for Economic and
Social Affairs Li Junhua
Abdulrahman Al-Mutairi, moderator of the forum, told Arab News: “Definitely, IGF 2024 CAME
AT A VERY CRITICAL TIME IN THE GLOBAL DIGITAL WORLD.”
He went on to say: “This year is the first year that we dedicate a full track for businesses. So,
IGF has a history of being developed in different countries with tracks for government,
academia, and parliaments, but for business; it was missing.
160 | P a g e
“We know now that the private sector and technology play a major role in THE GOVERNANCE
OF IT AND AI. This is the first time that we invite many private sector players to IGF, and we hope
this plan will continue in the upcoming IGFs.”
Discussing the different offerings at the forum, Al-Mutairi said: “For this year, we expanded IGF
Village to provide a lot of exhibitions and active workshops. “Many organizations are presenting
their work in IGF, allowing the community to collaborate and interact. This is a tradition of IGF,
but this year it has expanded, making it more interactive for all participants in Riyadh.”
One of the participating organizations is the DIGITAL COOPERATION ORGANIZATION, WHICH
OFFERED A SESSION ON THE ETHICAL USES OF AI as part of a series of roundtables.
161 | P a g e
Alaa Abdulaal, chief of digital economy foresight at DCO, told Arab News: “We have something
we call the DIGITAL SPACE ACCELERATOR. IT IS A WORKING GROUP WE CREATED TO FOCUS ON
SPECIFIC TOPICS, ONE OF WHICH IS THE ETHICAL USE OF AI. “We have conducted many
roundtables globally, including one in Singapore and another during GAIN (GLOBAL AI SUMMIT).

61.CRADLE OF FREEDOM? SAUDIS LAMBASTED
FOR HOSTING UN INTERNET FORUM
AS THE UN INTERNET GOVERNANCE FORUM KICKS OFF IN SAUDI ARABIA,
ACTIVISTS QUESTION HOST’S HUMAN RIGHTS RECORD.
Thomson Reuters Foundation Dec. 18, 2024
SAUDI ARABIA PLAYS HOST THIS MONTH TO A MAJOR UNITED NATIONS EFFORT
TO DISCUSS INTERNET POLICY, DRAWING ACCUSATIONS OF RANK
HYPOCRISY FROM RIGHTS ACTIVISTS WHO SAY THE KINGDOM REPRESSES FREE
SPEECH AND JAILS ONLINE CRITICS.
Just this January, activists say Riyadh sentenced a Saudi woman to 11 years in
prison for her choice of clothes and for using social media to attack its policy on
women.
163 | P a g e
“YOU AS A GOVERNMENT CAN IMPRISON PEOPLE FOR THEIR ONLINE POSTS,
SURVEIL EVERYONE, AND HAVE ONE OF THE MOST DRACONIAN LAWS IN THE
WORLD, AND STILL BE ABLE TO HOST CONVERSATIONS ABOUT TECH POLICY AND
THE INTERNET,” said Marwa Fatafta, policy and advocacy manager at the internet
watchdog Access Now.
The FIVE-DAY INTERNET GOVERNANCE FORUM (IGF) kicked off in Riyadh on
Sunday, with 6,000 people from more than 170 countries set to discuss “policies
for a (3) SAFE, INCLUSIVE, AND INNOVATIVE digital future”, according to the UN
Among other topics under debate: ‘ADVANCING HUMAN RIGHTS AND INCLUSION
IN THE DIGITAL AGE’ - a red flag to activists who say Riyadh routinely silences
dissident voices.
Fatafta blasted the choice of venue for the UN’s 19th annual internet summit as “a
missed opportunity” that “normalises” digital repression. SAUDI ARABIA WAS
SELECTED AS HOST FOLLOWING A STANDARD PROCESS, the UN ORGANISING
TEAM told Context.
164 | P a g e
“A country hosting the IGF does not equal an endorsement of any country’s
policies, but AN OPPORTUNITY TO BRING THE FORUM’S VALUES AND PRINCIPLES
INTO DIVERSE NATIONAL CONTEXTS, INCLUDING THOSE WHERE CHALLENGES
EXIST,” the team said in a statement.
“It would represent a ‘missed opportunity’ if the meeting were not held in this part
of the region for the first time,” it added.
NOW THERE IS THIS DESPERATE NEED TO CONTROL THE ONLINE SPACE, WHICH WAS
USED TO ORGANISE DISSENT AGAINST AUTHORITARIAN REGIMES. NOW YOU’VE GOT
ALL THESE TOOLS TO DO THAT WITH.
Bissan Fakih, campaigner, Amnesty International
Amnesty International said Saudi Arabia should free all citizens “who have been detained
and convicted solely for exercising their right to freedom of expression online“.
165 | P a g e
It cited 29-year-old Manahel Al-Otaibi, a fitness instructor and women’s rights
activist who it said was jailed in January for her choice of clothing and for her social
media posts urging an end to the kingdom’s male guardianship system.
Civil society organisations attending the summit said they (5) WERE TOLD BY THE
UN (5) NOT TO SINGLE OUT INDIVIDUAL (5) LEADERS OR ENTITIES FOR CRITICISM.
(555)
“THE UN IS REALLY POLICING WHAT CIVIL SOCIETY, WHAT ACTIVISTS, ETC., CAN
SAY AT THESE THINGS,” Bissan Fakih, AMNESTY’S CAMPAIGNER ON SAUDI
ARABIA, told Context.
“IF I WANT TO MAKE A POINT ABOUT THE HUMAN RIGHTS SITUATION
DETERIORATING UNDER (CROWN PRINCE) MOHAMMED BIN SALMAN, I CAN’T DO
THAT, OKAY, BECAUSE IT WOULD MEAN SINGLING SOMEONE OUT,” SHE SAID,
REFERRING TO SAUDI ARABIA’S DE FACTO RULER, KNOWN AS MBS.
166 | P a g e
Concerns voiced by civil society activists “have been heard,” the UN organising
team said, adding that “efforts have been made to ensure unimpeded access to the
IGF. The platform remains open and accessible, with measures in place to uphold
its inclusive ethos”.
“The forum’s Code of Conduct prohibits ad hominem attacks. This is a policy
intended to maximise the space for safe, collegial exchange among stakeholders,
and is in line with broader rules of engagement in other UN fora,” the team added.
SAUDI (5) ARABIA’S MINISTRY OF COMMUNICATIONS AND (5) INFORMATION
TECHNOLOGY DID NOT RESPOND (5) TO A REQUEST FOR COMMENT. (555)
GREENWASHING, SPORTSWASHING
Riyadh is spending billions to clean up its reputation for hardline religious
restriction and human rights abuse and become known instead as a tourism and
leisure hub.
SINCE TAKING POWER IN A PALACE COUP IN 2017, MBS HAS FACED
INTERNATIONAL CENSURE FOR CRACKING DOWN ON DISSENT AND FOR THE
KILLING OF SAUDI JOURNALIST JAMAL KHASHOGGI IN 2018.
THE SAUDI GOVERNMENT HAS DENIED ANY INVOLVEMENT BY MBS,
SAYING KHASHOGGI’S KILLING - HE WAS DISMEMBERED IN THE SAUDI
167 | P a g e
CONSULATE IN ISTANBUL - WAS CARRIED OUT BY A ROGUE GROUP OF SAUDI
AGENTS.
CRITICS ALSO ACCUSE THE KINGDOM OF USING ENTERTAINMENT STARS
AND SPORTING SPECTACULARS - SUCH AS ITS RECENTLY ANNOUNCED HOSTING
OF THE 2034 MEN’S WORLD CUP - TO DEFLECT GLOBAL ATTENTION, EVEN AS IT
CONTINUES TO CRACK DOWN ON DOMESTIC DISSENT.
In November, Amnesty said Otaibi’s family was told that a court had upheld the 11-
year prison sentence against her. Amnesty said Otaibi was also being held
incommunicado and had told her family she had undergone brutal beatings from
both fellow prisoners and prison guards.
Saudi Arabia has denied that Otaibi was sentenced for her social media posts,
saying she was “convicted of terrorist offences that have no bearing on her exercise
of freedom of opinion and expression or her social media posts”.
Otaibi’s case is not unique.
In 2022, Salma al-Shehab - a doctoral candidate at Britain’s Leeds University and
women’s rights activist - was sentenced to 34 years in jail for her tweets, according
to rights groups. A member of the kingdom’s Shi’ite Muslim minority, Shehab was
detained in January 2021 while visiting Saudi Arabia, days before she was due to
return to her studies, the groups said.
168 | P a g e
Some activists believe Shehab was reported to the state through a government
app that lets citizens flag up worrying everyday incidents from road accidents to
suspicious behaviour.
Yet even ANONYMOUS ACCOUNTS WITH THE MOST MINUSCULE OF REACH HAVE
BECOME TARGETS OF THE AUTHORITIES.
In 2023, a Saudi court sentenced retired teacher Muhammad al-Ghamadi to death
for criminal offences related to his “peaceful expression online”, according to
Human Rights Watch. The international monitoring group said Ghamadi was
convicted for his tweets, retweets and YouTube activity.
“The thing to note about this case, which really blows my mind, is the fact that
THESE POSTS WERE FROM ANONYMOUS ACCOUNTS,” Amnesty’s Fakih said.
“WE ARE IN THIS REALLY DARK SPACE FOR FREEDOM OF EXPRESSION,” SHE SAID.
“NOW THERE IS THIS DESPERATE NEED TO CONTROL THE ONLINE SPACE, WHICH
WAS USED TO ORGANISE DISSENT AGAINST AUTHORITARIAN REGIMES. NOW
YOU’VE GOT ALL THESE TOOLS TO DO THAT WITH.”

62. OPTIMIZING BIOMETRIC SOLUTIONS FOR
PAYMENTS. FINANCIAL SERVICES NEED DIGITAL
IDENTITY STITCHED TOGETHER
170 | P a g e
Dec 5, 2024, 3:50 pm EST | Chris Burt Biometric Update
DIGITAL IDENTITY “IS A CATEGORY THAT IS BOTH GROWING ENORMOUSLY BOTH IN TERMS OF
ACTUAL SPEND AS WELL AS INTEREST, AND WHERE THE APPROACHES TO ESTABLISHING AND
VALIDATING AND POTENTIALLY MODIFYING DIGITAL IDENTITIES CONTINUE TO EVOLVE VERY
RAPIDLY,” Byunn notes.
171 | P a g e
THE FINANCIAL SERVICE SECTOR’S CURRENT DIGITAL IDENTITY NEEDS
Ultimately, Byunn says, financial institutions are all looking for a low friction, high accuracy way
of authenticating customers, prospects and business partners that also keeps regulators happy.
Some of the approaches and techniques used by established players in the digital identity market
have achieved good volume and scale, and newer innovative methods are still proving
themselves.
Byunn highlights the opportunity in a third layer that’s “ALL ABOUT HOW YOU STITCH THESE
THINGS TOGETHER, BECAUSE SO FAR NO ONE HAS PRODUCED A SINGLE SOLUTION THAT
ADDRESSES EVERYTHING.” This layer, he says, includes both “orchestration” and elements of
holistic scoring (heuristics etc.) “that are not fully covered by what the market calls
orchestration.”
CHECKS AGAINST GOVERNMENT-VALIDATED IDENTITIES OR ID DOCUMENTS, ALONG WITH AI
AND ML TECHNOLOGIES AND AUTHORITATIVE DATABASES THAT DIRECTLY DELIVER UPDATED
INFORMATION ABOUT IDENTITIES (RATHER THAN INFERRING IT FROM CREDIT HISTORY OR
THE BROADER WEB) ARE DELIVERING MUCH BETTER RESULTS.
172 | P a g e
DIGITAL (5) IDENTITY VERIFICATION AND BIOMETRIC PROVIDERS doing well can show it in their
metrics, in qualitative deepening of their use cases and clarity of how their technology fits into
the market. Those not reaching good production usage with initial POCs need to figure out how
they can fit in with those who are getting traction, Byunn says.
For those that can do so, he says, “we’re here, we continue to have very active interest” in
backing technology providers who can IMPROVE THE SECURITY AND USABILITY OF DIGITAL
IDENTITY IN FINANCIAL SERVICES.

63. THE GROWING ROLE OF BIOMETRICS IN
IDENTITY VERIFICATION
Dec 2, 2024, 2:15 pm EST | Marc-Julian Siewert Biometric Update
In an evolving, increasingly digital world, BIOMETRIC TECHNOLOGIES ARE MODERNIZING
IDENTITY VERIFICATION ACROSS BOTH PUBLIC AND PRIVATE SECTORS.
As society becomes more interconnected, THE NEED FOR SECURE AND EFFICIENT METHODS OF
VERIFYING IDENTITIES HAS NEVER BEEN GREATER. FROM FACIAL RECOGNITION AT AIRPORTS
TO AUTHENTICATION FOR ACCESSING SECURE AREAS – BOTH PHYSICALLY AND DIGITALLY —
BIOMETRICS ARE RAPIDLY BECOMING AN INTEGRAL PART OF OUR DAILY LIVES.
174 | P a g e
The shift from static verification methods to “BIOMETRICS ON THE MOVE,” WHERE IDENTITY IS
VERIFIED IN REAL-TIME AS INDIVIDUALS MOVE THROUGH A SPACE, PROMISES ENHANCED
SECURITY AND CONVENIENCE. HOWEVER, THE RISE OF BIOMETRIC SYSTEMS ALSO RAISES
IMPORTANT QUESTIONS ABOUT PRIVACY, DATA PROTECTION, AND THE ETHICAL
IMPLICATIONS OF USING SUCH TECHNOLOGIES.
175 | P a g e
BIOMETRIC VERIFICATION RELIES ON UNIQUE PHYSICAL OR BEHAVIORAL CHARACTERISTICS —
SUCH AS (3) FINGERPRINTS, FACIAL FEATURES, OR VOICE PATTERNS — TO CONFIRM A
PERSON’S IDENTITY. Unlike traditional methods like PINs and passwords, which can be forgotten
or stolen, biometric features are inherently secure because they are unique to each individual
and remain relatively unchanged over time.
THIS RELIABILITY MAKES BIOMETRICS A POWERFUL TOOL FOR IDENTITY VERIFICATION,
essential for combating identity theft and fraud. YET, AS THESE TECHNOLOGIES BECOME MORE
PREVALENT, IT IS CRUCIAL TO ADDRESS THE CHALLENGES ASSOCIATED WITH THEIR
IMPLEMENTATION TO ENSURE THAT THEY ARE USED RESPONSIBLY AND EFFECTIVELY.
UNDERSTANDING BIOMETRICS (5) AND THEIR ROLE IN SECURITY
(5) BIOMETRIC TECHNOLOGIES HELP VERIFY IDENTITIES (5) AND FIGHT CRIME BY PROVIDING
(5) A SECURE METHOD OF AUTHENTICATION (5) THAT IS DIFFICULT TO FORGE.
176 | P a g e
SOPHISTICATED AUTOMATED BIOMETRIC IDENTIFICATION SYSTEMS OFFER FAST, SECURE, AND
EFFECTIVE FORGERY-PROOF IDENTIFICATION. These systems are particularly valuable in
DETECTING IDENTITY THEFT AND VERIFYING IDENTITIES IN SITUATIONS WHERE INDIVIDUALS
HAVE LOST ALL OTHER FORMS OF IDENTIFICATION.
THE GROWING IMPORTANCE OF BIOMETRIC TECHNOLOGIES IN IDENTITY VERIFICATION IS
RESHAPING THE LANDSCAPE OF TRAVEL AND BORDER CONTROL. ADVANCED SYSTEMS ARE
BEING DEVELOPED THAT ENHANCE SECURITY WHILE STREAMLINING THE TRAVEL EXPERIENCE.
IN THE REALM OF BORDER CONTROL, BIOMETRIC VERIFICATION PLAYS A CRUCIAL ROLE IN
ENSURING BOTH SECURITY AND EFFICIENCY. INNOVATIVE SOLUTIONS INCORPORATE CUTTING-
EDGE TECHNOLOGIES SUCH AS (3) FACIAL RECOGNITION, FINGERPRINT SCANNING, AND IRIS
IDENTIFICATION TO CREATE A SEAMLESS TRAVEL EXPERIENCE.
THESE SYSTEMS ENABLE TRAVELERS TO PASS THROUGH SECURITY CHECKPOINTS MORE
QUICKLY AND WITH LESS FRICTION, WHILE SIMULTANEOUSLY PROVIDING BORDER
AUTHORITIES WITH HIGHLY ACCURATE AND RELIABLE IDENTITY VERIFICATION TOOLS. As
airports and border crossings continue to modernize their infrastructure, the integration of
BIOMETRIC TECHNOLOGIES PROMISES TO REVOLUTIONIZE THE WAY WE TRAVEL, MAKING IT
MORE (3) SECURE, CONVENIENT, AND EFFICIENT FOR BOTH PASSENGERS AND AUTHORITIES
ALIKE.
The primary appeal of biometric verification lies in its ability to improve user experience
dramatically. Unlike traditional methods that rely on passwords or physical documents,
BIOMETRIC SYSTEMS (5) OFFER A FRICTIONLESS VERIFICATION PROCESS.
Moreover, (5) “BIOMETRICS IS ON THE MOVE” IS GAINING TRACTION, ALLOWING USERS TO
AUTHENTICATE THEIR IDENTITY WITH A SIMPLE GLANCE AS THEY WALK. This convenience is
especially evident in the travel industry; where biometric corridors can reduce passenger
processing times. For example, the introduction of biometrics at Miami International Airport has
decreased processing times by as much as 80 percent, leading to shorter queues and a more
pleasant travel experience.
SAFEGUARDING BIOMETRIC DATA: CHALLENGES AND BEST PRACTICES
177 | P a g e
While the benefits of biometric systems are clear, ensuring the security of biometric data
remains a critical challenge. Unlike passwords, BIOMETRIC DATA CANNOT BE CHANGED IF
COMPROMISED, MAKING ITS PROTECTION PARAMOUNT.
Best practices for safeguarding this sensitive information include encryption, decentralized
storage, liveness detection, and limited data collection. IMPLEMENTING STRONG ENCRYPTION
PROTOCOLS FOR DATA STORAGE AND TRANSMISSION IS CRUCIAL, AS IS STORING BIOMETRIC
DATA LOCALLY ON DEVICES RATHER THAN IN CENTRALIZED DATABASES.
As biometric systems evolve, they must also address privacy and accuracy concerns. Advances
in ARTIFICIAL INTELLIGENCE (AI) AND MACHINE LEARNING have significantly improved the
reliability of these systems, reducing false positives and negatives, even when people are in
motion.
Regulatory frameworks play a crucial role in shaping the development and implementation of
biometric technologies. The European Union’s General Data Protection Regulation (GDPR) and
the California Consumer Privacy Act (CCPA) have set stringent standards for the collection,
storage, and use of biometric data.
178 | P a g e
To resist sophisticated attacks, biometric systems must be designed with robust security
features. Current solutions include liveness detection — advanced algorithms that can
distinguish between a live person and a static image or video — multi-factor authentication that
combines biometrics with other forms of verification, CONTINUOUS AUTHENTICATION
THROUGHOUT A SESSION, AND BEHAVIORAL BIOMETRICS THAT ANALYZE UNIQUE PATTERNS
IN USER BEHAVIOR.
THE FUTURE OF BIOMETRIC IDENTITY VERIFICATION
As biometric technologies continue to advance, we can expect to see even more innovative
applications in identity verification. From seamless travel experiences to SECURE FINANCIAL
TRANSACTIONS, BIOMETRICS HAVE THE POTENTIAL TO MODERNIZE NUMEROUS ASPECTS OF
OUR DAILY LIVES. However, successful implementation will depend on striking the right balance
between convenience and security.
The future of identity verification lies in harnessing the power of biometrics while maintaining
the highest standards of privacy and data protection. By implementing best practices such as
obtaining explicit consent from users, ensuring data minimization principles are followed, and
conducting regular security audits, ORGANIZATIONS CAN BUILD TRUST WITH USERS WHILE
COMPLYING WITH EVOLVING REGULATIONS.
As AI and machine learning continue to enhance the accuracy and security of biometric systems,
we can LOOK FORWARD TO A FUTURE WHERE IDENTITY VERIFICATION IS BOTH SEAMLESS AND
SECURE — benefiting individuals and organizations alike while safeguarding personal
information against misuse. The ongoing evolution of “BIOMETRICS ON THE MOVE” will further
streamline processes across various sectors, making interactions smoother while enhancing
security measures.

65. DIGITAL IDENTITY WALLETS COME ONLINE IN
NATIONS WORKING TO 2026 EUDI WALLET DEADLINE
Dec 17, 2024, 6:08 pm EST | Joel R. McConvey Biometric Update
WALLETS ARE ON THE EU’S MIND, AS USE CASES IN IDENTITY VERIFICATION, TICKETING
AND PAYMENTS GROW. Under eIDAS 2.0, EU NATIONS HAVE UNTIL 2026 TO OFFER A
DIGITAL WALLET TO THEIR RESIDENTS. Some are ahead of the curve, running large-scale
pilots. Others are mired in the fog, with awareness of the EUDI wallet running low. TIME
IS RUNNING OUT TO BECOME WALLET-READY.
SIGNICAT OFFERS CAPABILITY TO ADD DATA, AS TESTED IN NOBID PILOT
Anticipating the rise of DIGITAL WALLETS IN THE EU CONTEXT, identity verification
firm Signicat has introduced a new feature to its platform, ALLOWING ORGANIZATIONS
TO ADD THEIR DATA TO IDENTITY WALLETS.
180 | P a g e
A release from the Norwegian IDV provider says identity wallets will simplify how
users control their data. What gives them SO MUCH POTENTIAL IS THE POSSIBILITY
TO ADD DATA TO THEM (LIKE A PROOF OF INCOME, INSURANCE POLICY NUMBER,
ETC.). “EXACTLY THIS CAPABILITY WAS ADDED TO THE SIGNICAT PLATFORM,” THE
FIRM SAYS.
But the variety of potential data, from personal information to real estate and
vehicle ownership, means a huge effort would be required for businesses and
public sector entities to familiarize themselves with different wallets, protocols and
policies.
Enter Signicat. “Signicat’s platform can issue data to any (EU) wallet and supports
any mandated data format. We tested this during the Nordic-Baltic eID
collaboration (NOBID) pilot, where we offered help to the Norwegian government
by adding data from their national population and contact register to the NOBID
wallet.”

STANDARDS, AS PROVEN BY INTEGRATING TWO DIFFERENT WALLETS USING
DISTINCT DATA FORMATS (ISO/IEC 18013-5:2021 MDOC AND SD-JWT VC).”
The firm says that its role as a facilitator is clear: “Signicat enables public and private
ORGANISATIONS TO ISSUE THEIR DATA INTO WALLETS ACROSS EUROPE
SECURELY. This approach eliminates the need for these organisations to invest in
new infrastructure, invest in compliance or audits, while Signicat takes the burdens
as a trusted service provider.”
Last year, Esther Makaay, an eID expert at Signicat, noted the IMPORTANCE OF
THE BUSINESS CASE FOR DIGITAL ID WALLETS. “With an ecosystem that needs
private sector services, we cannot neglect this element,” she says.
SWISS BANKERS APPROVE OF DIGITAL WALLETS, SEE EXPANDING USE CASES
“Until recently, WALLETS have been viewed as apps for managing means of
payment,” says a recent post from the Swiss Bankers Association (SBA). “But they
are INCREASINGLY BEING USED TO HANDLE EVERYTHING FROM ASSETS AND
PASSES (SUCH AS TICKETS AND MEMBERSHIP CARDS) TO ELECTRONIC IDENTITIES
(E-IDS).”
The SBA commissioned a study from the Institute of Financial Services Zug IFZ at
the Lucerne University of Applied Sciences and Arts, categorizing existing wallet
solutions according to a taxonomy of 18 attributes. They include use cases,
interoperability, governance, authentication privacy, underlying technology, enduser
pricing and more.
In considering the results, the SBA says banks need to decide on a “preferred role
in the wallet environment.” Options might include STORING AND MANAGING
DIGITAL (3) IDENTITIES AND ASSETS, PROCESSING PAYMENTS AND
TRANSACTIONS, or acting as wallet providers or compliance partners for thirdparty
providers.

Once a bank has chosen what it wants to do, it can “essentially consider THREE
GENERIC STRATEGIES TO UNLOCK THE POTENTIAL OF WALLETS.” These are 1)
integrating into existing wallet platforms such as Apple Wallet or Google Wallet, 2)
developing Switzerland’s “favourite app”, TWINT, into a “super-app” with e-ID,
digital signatures and digital asset management functionality, and 3) developing a
proprietary wallet as a central access point for customers.
“CONSUMERS WILL INCREASINGLY USE THE CAPABILITIES OF DIGITAL WALLETS IN
THEIR EVERYDAY LIVES,” says the SBA. “WALLETS WILL TAKE ON MORE AND
MORE FUNCTIONS, FROM E-IDS TO DRIVING LICENCES and even insurance
policies. User-friendliness and multiple features will continue to drive takeup. It is
time for banks to think about what these developments mean for their business.”
IT’S-A-READY: ITALY’S WALLET NOW AVAILABLE

A report from Techradar says all Italians can now digitize their identity
documents using the IT Wallet, the country’s offering under the EUDI wallet
scheme.
IT Wallet users can “digitally scan their driving license and health card directly from
the IO app, Italy’s public services application.” Support for other documents, such
as ID cards and passports, is forthcoming.
Where there are wallets, of course, there are (3) SECURITY, PRIVACY AND ETHICAL
CONCERNS. Journalist Martina Pastorelli has REFERRED TO THE IT WALLET AS “THE
EU DIGITAL CAGE, WHICH WILL REDUCE GOVERNMENTS INTO PLATFORMS AND
CITIZENS INTO USERS, TRANSFORMING RIGHTS INTO CONCESSIONS AND
SERVICES INTO PRODUCTS.” ANOTHER CRITIC CALLS IT A “PRIVACY
NIGHTMARE THAT IS NOT SAFE TO USE!!!”
