PRESIDENT’S PERSPECTIVE
S
ince the beginning of my career, I’ve had the incredible
opportunity to surround myself with industry leaders.
For me, it all began in the mid 2000’s when I responded
to a Call For Action to help overturn a discriminatory
law called House Bill 4050. Seated at the table were inspiring individuals
like Frank Williams, Rafael Alvarado, Gaspar Flores Sr., Sonia Anaya, Sandra
Rosas, my first managing broker Griselda Ferreira and my now business
partner Joe Castillo.
Interacting with these leaders set me on my own leadership journey within
the association as a member of the Young Professionals Network Advisory
Board, the Chicago REALTORS ® Foundation Board of Trustees and the
Diversity Committee, The 77, to name just a few.
The connections made as a volunteer are invaluable. I truly love connecting
with my peers and sharing knowledge—it makes us all stronger and
smarter! This year, I encourage you to take the time to determine what
leadership opportunities are right for you—it could be joining a committee,
participating in our Leadership Accelerator program or becoming a mentor
or mentee.
Getting involved is one of the best ways to gain leadership skills to further
yourself in our industry and in our communities. Consider the legendary
Frank Williams, a leader in our association who uses his voice in these
leadership spaces and works tirelessly with state and national legislators to create more fairness in housing. I also think of our most recent
REALTOR ® Community Service Award winner Lourdes Fernando who, as a veteran herself, assists her fellow veterans by supporting VA
disability benefits, educational opportunities and community engagement.
These are just two inspiring leadership examples!
I see so many more leaders in the Chicago Association of REALTORS ® membership. There’s so much we can do to move the real estate
industry forward, and also use our expertise and influence to empower the communities we live in; it starts with getting involved.

I loved the out-of-the-box thinking and insights on creating memorable
experiences for guests.
Revenge of the Tipping Point: Overstories, Superspreaders, and the
Rise of Social Engineering by Malcolm Gladwell
A follow-up to Malcolm Gladwell’s “The Tipping Point: How Little Things
Can Make a Big Difference,” this book revisits and reframes some of the
original ideas. Chapter 3 features the Chicago real estate industry, offering
a poignant reminder of our past.
Hidden Potential: The Science of Achieving Greater Things by Adam Grant
This book explores the power of imperfection and delegation in achieving
big goals. It’s a must-read for anyone striving to accomplish more.

RE/MAX IN THE VILLAGE
It's 2006. An Illinois Predatory
Lending Database Pilot Program called
House Bill 4050 was signed into law. Long
before it passed, many REALTORS ® recognized
the unintentional negative impacts the bill would have
on consumers and their credit history, and the REALTOR ®
“Calls For Action” were underway.
Just a year before this, in 2005, Erika Villegas earned her real estate license and became a member
of the Chicago Association of REALTORS ® . She learned about the passing of the bill through the
Association and knew she had to do something. So, she demanded a seat at the table and alongside
her fellow Chicago REALTORS ® she helped overturn the bill.
This is what Villegas has always done. She is a staunch defender of those in need and takes action in
the face of injustices; after all, she has seen first-hand the hardships many families face in making the
American Dream a reality.

How It Started
Villegas’s family’s journey to the United States started in 1922 when
her great-grandfather Nicanor Escobedo De La Rosa left Zacatecas for
El Paso, Texas with just $1 in his pocket, his Department of Labor card
and the hope of a better life. For years, he trekked back and forth from
the U.S. and Zacatecas to visit his wife, Victoria Valle Avalos and his
son Hilario, Villegas’s grandfather, who was born in 1942 in Mexico.
In 1967, at age 25, Hilario embarked on his own journey to the U.S.
and laid down roots in Chicago. Eight years later, his wife and six
children would join him.
This journey — leaving behind their families and everything they
know in search of more opportunities — is one which many
immigrants must take. In many ways, this perspective drove Villegas
to pursue a career in real estate where she can help families, like hers,
become homeowners.
Villegas’s Journey to President
Following her successful work on House Bill 4050, Villegas expanded
her involvement within the Association. She found communities
within committees, including service as Chair of the Chicago Young
Professionals Network Advisory Board and the Finance Committee.
Today, she is also active with the Chicago REALTORS ® Foundation
Board of Trustees and the Diversity Committee, the 77.
Her industry leadership has earned her impressive recognition; in
2017, she received the Chicago REALTOR ® Achievement Award and
has been featured on the National Association of Hispanic Real Estate
Professionals’ Top 250 list since 2013. A past member of the Board
of Directors for the National Association of Hispanic Real Estate
Professionals, she remains closely involved with them today.
Building on her many years of volunteer leadership, Villegas is the
broker and owner of RE/MAX in the Village. Her bilingual business
platform is rooted in her family’s history, where she can serve as
a REALTOR ® helping families who are learning a new culture and
perhaps a new language while pursuing the dream of homeownership.
She believes in giving back to Chicago, the city where her grandfather
planted roots and many of her family members call home.
The Year Ahead
During the 141 st annual Inaugural Gala in September, Villegas
reflected on her family’s journey and that of many other immigrants.
“These stories of resilience are something we can learn from when it
comes to navigating the current real estate market. On their journey
they had to adapt to a new culture — learn a new language, assimilate
and adjust. We are in a moment where we must embrace change,
help our clients achieve their American Dream of homeownership
and have the courage and compassion to help one another within our
REALTOR ® community,” she said.
The industry practice changes that went into effect in August
2024 due to the NAR settlement agreement are some of the most
significant changes we’re currently facing. “The REALTOR ® brand is
being scrutinized not only by the media but also by some consumers
within our communities. We are changing the way we communicate
with our clients and with each other— ensuring clear and transparent
conversations with our clients. We are adapting each day to new

technology including the emergence of AI. But change isn’t new.
Change isn’t bad, but how we respond to it matters,” Villegas said.
Villegas encourages her fellow REALTORS ® to turn to their
Associations in times like these. She points back to House Bill 4050
as a clear example of what can be accomplished when the REALTOR ®
community works together towards a common goal. But, she notes,
the future of our Association is up to us, as is what we gain from it.
“Our Association is guided by over 200 volunteers who create,
guide and shape the resources and tools available to you. Our forms
& contracts, including those that were recently released due to
practice changes resulting from the NAR settlement, are created in
partnership with our dedicated committee, who have your business
success in mind. Our business perks are chosen by REALTORS ® , for
REALTORS ® , so you have access to the tools that will help move your
business forward. Our dispute resolution services help to ensure we
are adhering to the Code of Ethics every day and hold one another
accountable when disputes arise,” she reminded Inaugural Gala
attendees.
It Starts With YOU
Villegas points to volunteering as a way she continues to learn and
grow even now. “I like to think of it as having a mini mastermind group
at your fingertips... The ability to share peer-to-peer knowledge and
learn from one another is powerful. I encourage you to get involved
today,” she said.
In the year ahead, Villegas aims to help the Association establish tools
and resources to help create more housing opportunities for families
like her own who come to this country to plant roots. “One initiative,
which is near and dear to my heart, is creating more accessibility to
homeownership through expanded language offerings,” she said.
In September, our affiliated school, the REALTORS ® Real Estate
School, hosted its first-ever course in Spanish, and Villegas hopes to
work with the school to expand more Spanish-language offerings.
She also hopes to begin the process of translating our top forms
& contracts into different languages, beginning with Spanish, to
continue to break down common barriers to homeownership.
As Villegas reminded us during her Inaugural speech, the Chicago
Association of REALTORS ® belongs to us and the Association is all
of us. So, let’s continue to work together with compassion, make
the American dream as accessible as possible and remember – the
Association is always here to help.

My network. I have been intentional in

Commercial Contracts Pro. I am amazed that
more solo practitioners and small boutiques
do not use this as their source for vetted
documents that are ready to plug and play.

and why?
There are too many to name, but if I had to
pick one, the Garfield Park Conservatory is
my favorite. My family and I love the tropical
feel on a cold winter day, visiting plants we’ve
known their whole lives and, of course, the
Axolotl and the huge koi pond. Plus, it’s free!
What is one tool you cannot live without
in your professional life?
I love the app Zenlist. I use it to communicate
with my buyer, generate leads and schedule
tours. It’s really simplified the process of
helping buyers find the perfect place.

I believe this is the year to be as

Soldier Field is my favorite place in Chicago
because Da Bears! While many want a new
stadium, I love the nostalgia of Soldier Field,
being on the lakefront, and feeling the fresh
air, even in the coldest of days! I love the
energy of walking into the stadium for a game
or concert and have so many memories there.

Coffee with your GAD. On the second Tuesday
of the month, we host a virtual meeting on
legislative issues affecting our real estate
market. It is a great way to keep your clients up
to date on what's affecting them.

My favorite place in Chicago is the South
Shore neighborhood. It’s not only where I live
and work, but it’s also a vibrant community
with rich history and culture. I love how it
blends the beauty of the lakefront with a
strong sense of community.

As of December 5, 2024
Our legislative advocacy efforts are an impactful member benefit that
protects property owners’ rights and our industry. Below are two recent
legislative issues that your Government Affairs Directors and fellow
Chicago REALTORS ® have worked on as the voice for real estate in Chicago.
PROPERTY TAXES
We oppose any property tax increases, as any increase will impact
housing affordability and potentially displace residents. In early
November, Mayor Johnson proposed a 3% increase in property taxes,
equating to about $ 300 million, to balance a projected shortfall in
the city’s 2025 budget. Following the announced proposal, Chicago
REALTORS ® submitted messages to their alderpeople through a Call For
Action urging them to vote against the increases. When the proposal
was heard in City Council in November, President Erika Villegas and
Director Staci Slattery submitted testimony on behalf of Chicago
REALTORS ® about the potential negative impacts of the increase. Later
that month, Chicago City Council voted down the proposal.
As of early December, the Mayor’s Office is proposing a reduced
property tax increase of $ 150 million. Chicago has until December 31 st to
finalize a budget. We are, and continue to be, active opponents to any
property tax increase.
NORTHWEST HOUSING
PRESERVATION ORDINANCE
In September, the Chicago City Council approved a pilot program that
would increase the demolition surcharge fee and establish a tenant
“right of first refusal” for the neighborhoods of Avondale, Hermosa,
Humbolt Park, Lower West Side (Pilsen), West Town and Logan
Square. This ordinance will increase housing costs and taxes in our city.
Its demolition surcharge fee is arbitrarily quadrupled and the “right of
first refusal” would delay transactions. Following its passing, Chicago
REALTORS ® submitted messages to their alderpeople through a Call For
Action urging them to delay and amend the ordinance. In December, our
Government Affairs Directors, President Erika Villegas and Public Policy
Coordinating Committee Chair Sheila Dantzler met with lead sponsors of
the ordinance to discuss the implications of the original ordinance. After
this meeting, an amendment to the ordinance was introduced at City Hall
with changes we fought for.

WHAT’S NEXT?
Our Government Affairs Directors (GADs) both locally and statewide
will continue to fight for homeownership rights and ways to encourage
homeownership. Using input from Chicago REALTORS ® leadership
and through the fall 2024 public policy priorities survey, our GADs will
determine what issues to put additional emphasis on when meeting with
lawmakers. We will continue to have conversations with lawmakers on
these issues and share your perspective on these issues with them.

RESOLUTION:
A MEMBER BENEFIT TO
SAVE YOU TIME & MONEY
As REALTORS ® , we are guided professionally by the Code of Ethics, which
ensures that we cooperate with one another and work in the best interest
of our clients. This sets us apart from other real estate professionals.
Even with the best intentions, planning and preparation, internal
disagreements may arise between REALTORS ® and/or between
REALTORS ® and their clients.
With both informal and formal filing options, the Code of Ethics and
our dispute resolution services provide you with opportunities to hold
unethical conduct accountable and resolve compensation disputes
efficiently and at little to no cost, rather than litigating these disputes
through the courts.
So, what should you do if a dispute arises?
Open A Discussion
with The Individual or
Their Principal Broker
Many difficulties between real estate professionals (whether REALTORS ®
or not) result from misunderstanding, miscommunication or lack of
adequate communication. If you have a problem with a real estate
professional, you may want to speak with them or with a principal broker
in their firm. Open, constructive discussion often resolves questions or
differences, eliminating the need for further action.
If, after discussing matters with your real estate professional or a
principal broker in that firm, you are still not satisfied, it’s time to contact
the association.
Know Your Options:
Informal and Formal
You have multiple options to explore for dispute resolution.
Informal: The Ombudsman program serves as an intermediary in disputes
or questions that relate to real estate transactions. This free service
allows the Chicago Association of REALTORS ® to tap the expertise of
experienced real estate professionals who are trained in problemsolving.
These professionals, called ombudsmen, can provide guidance
on what steps to take, suggest resources for additional help, and in some
cases can act as an intermediary in resolving basic problems.
The Chicago Association of REALTORS ® has found many disputes
are easy to resolve and do not require a formal hearing process.
Since a formal hearing process can be lengthy, this process may
be able to offer speedier resolution to many disputes. Typically,
those requesting assistance of an ombudsman are those who
need immediate assistance with a real estate-related dispute
or issue. Many times, those involved hit a wall and emotions
get the best of them. It is during these times that having an
intermediary to assist helps move the transaction forward. The
ombudsman will determine the needs of the parties involved
and help to achieve that goal.
Formal: Filing An
Ethics Complaint
If, after taking these steps, you still feel you have a grievance, you
have the option to file an ethics complaint. You will want to keep in
mind that:

1. Only REALTORS ® and REALTOR ® associates are subject to the
Code of Ethics of the National Association of REALTORS ® .
2. If the real estate professional (or their broker) you are dealing with
is not a REALTOR ® , your only recourse may be the state real estate
licensing authority or the courts.
3. The association determines whether the REALTORS ® Code oF
Ethics has been violated, not whether the law or real estate
regulations have been broken. Those decisions can only be made
by the licensing authorities or the courts.
4. The association can discipline REALTORS ® for violating the Code
of Ethics. Typical forms of discipline include attendance at courses
and seminars designed to increase REALTORS ® ’ understanding of
the ethical duties or other responsibilities of real estate professionals.
Additional examples of authorized discipline are a letter of reprimand
and appropriate fines. For serious or repeated violations, a
REALTOR ® ’s membership can be suspended or terminated.
Procedures For Filing
a Complaint:
Here are some general principles to keep in mind.
• Ethics complaints must be filed with us within 180 days from the
time a complainant knew (or reasonably should have known) that
potentially unethical conduct took place or within 180 days after
the conclusion of the transaction or event, whichever is later.
• The REALTORS ® Code of Ethics consists of 17 Articles. The duties
imposed by many of the Articles are explained and illustrated
through accompanying Standards of Practice or case interpretations.
Your complaint must cite one or more of the 17 Articles of the
Code of Ethics which may have been violated.
• Your complaint should include a narrative description of the
circumstances that led you to believe the Code of Ethics may have
been violated.
Once the complaint is filed, the Grievance Committee reviews the
complaint and determines whether or not it should be moved to a
hearing. If it is moved to a hearing, both sides will have the opportunity
to present evidence and testimony to a hearing panel. The hearing panel
will determine if an Article from the Code of Ethics was violated. If a
violation is found by a majority of the hearing panel, they will determine
the appropriate discipline.
Through these services, we help our members maintain their relationships
with other professionals, hold REALTORS ® accountable to the Code of
Ethics and offer a quick and cost-effective way to handle disputes outside
of the court system.

PROFESSIONALISM:
A Step-By-Step Checklist
These professional courtesies were created by the National Association of REALTORS ® ; they are meant to complement the Code of Ethics and cannot
form a basis for a professional standards complaint.
RESPECT FOR THE PUBLIC
1. Follow the "Golden Rule”: Do unto other as you would have
them do unto you.
2. Respond promptly to inquiries and requests for information.
3. Schedule appointments and showings as far in advance as
possible.
4. Communicate promptly if you are delayed or must cancel an
appointment or showing. If a prospective buyer decides not to
view an occupied home, promptly communicate the situation
to the listing broker or the occupant.
5. When entering a property ensure that unexpected situations,
such as pets, are handled appropriately.
6. Never criticize property in the presence of the occupant.
7. When showing an occupied home, always ring the doorbell
or knock— and announce yourself loudly before entering.

8. Present a professional appearance.
9. If occupants are home during showings, ask their permission
before using the bathroom.
10. Encourage the clients of other brokers to direct questions to
their agent or representative.
11. Communicate clearly; ensure specialized language and real

12. Be aware of and respect cultural differences. Show courtesy
and respect to everyone.
13. Be aware of—and meet—all deadlines.
14. Promise only what you can deliver— and keep your promises.
15. Do not tell people what you think—tell them what you know.
RESPECT FOR PROPERTY
1. When showing a property, be responsible for your clients/
customers and keep the group together.
2. Make reasonable and timely accommodations to provide
access to listed properties.
3. Make reasonable and timely requests to access listed
properties.
4. Leave the property as you found it (lights, heating, cooling,
drapes, etc.) If you think something is amiss (e.g. vandalism),
contact the listing broker immediately.
5. Be considerate of the seller's property. Do not allow anyone to
eat, drink, smoke, dispose of trash, use bathing or sleeping
facilities, or bring pets. When instructed or appropriate,
remove footwear when entering property.
6. Obtain permission before photographing, videographing or
streaming the interiors or exteriors of properties, or allowing
others to do so.
RESPECT FOR PEERS
1. Respond to other real estate professionals' communications
promptly and courteously.
2. Contact the listing broker if there appears to be a
discrepancy in the listing information.
3. Inform anyone accessing the property about important
information, (e.g., pets, security systems, video and audio
recording equipment).
4. Inform if sellers or listing agent will be present during the
showing.
5. Show courtesy, trust and respect to other real estate
professionals.
6. Avoid the inappropriate use of endearments or other
denigrating language.
7. Do not prospect at other REALTORS ® ' open houses or
similar events.

Boys & Girls Club Carnival
Part of the Chicago Association of REALTORS ® Foundation’s mission is to
contribute to the future of our diverse communities through charitable
outreach and volunteerism. And, as REALTORS ® , you understand that
your jobs go beyond helping people find homes – you also help build
communities.
How has the Foundation impacted the city of Chicago? Here are just a
few ways:
• Furnishing homes for individuals coming out of homelessness
in partnership with Humble Design, which would usually take
1
about 18 years for these individuals to do on their own.
• Partnering with Renaissance Social Services, whose mission is
to end homelessness in Chicago.
• Providing scholarships for prospective REALTORS ® , helping
to cover the cost of continuing REALTOR ® education, creating
opportunities to attend professional conferences and more.
• Working with the National Public Housing Museum to create
a recreational space in the city.
Additionally, the Foundation hosts volunteer opportunities throughout
the city of Chicago, including the annual Boys & Girls Club Carnival.
During this event, held at the end of summer, we distribute backpacks
filled with school supplies for the children at True Value Boys & Girls
Club. We also host a carnival featuring face painting, games, bounce
houses and food.
Thank you to everyone who volunteered their time in the fall of
2024 to set up the children of the Boys & Girls Club for a successful
school year.
