Türkiye plans to reduce
financing costs to
encourage exporters
The Turkish government said it was carrying out works that
would reduce financing costs for exporters and would make
related announcements next month as part of a broader
strategy to enhance trade.
The government aims to implement 77 concrete steps in
2025, increasing the export support budget to approximately
TL 33 billion ($930 million), with TL 25.5 billion allocated to
goods shipments and TL 7.3 billion to services exports.
A total of 27,700 exporters are set to benefit from these
initiatives, Trade Minister Ömer Bolat told an event in
Istanbul to announce the “2025 Export Action Plan.”
“Next month, we will deliver good news about a new
reduction in the financing costs for our exporters,” Bolat said,
part of an adjustment he said was being worked on together
with the central bank and the Treasury and Finance Ministry.

disinflation to a more perceptible level and speed up
structural reforms, Treasury and Finance Minister Mehmet
Şimşek said.
Speaking at the event, organized by the Independent Industrialists

evaluated global economy trends, the path of disinflation and
key aspects of the program the government has been implementing
since mid-2023 to rein in elevated prices.

during the pandemic have upset cross-continent supply chains
while leading some global giants to move their production to Türkiye,
a major alternative to China in terms of quality production,
logistics infrastructure and incentive system. This trend is likely to
continue with the country attracting more investors from Europe.
Actually, sustaining the stable growth process, increasing employment,
securing the fiscal discipline, narrowing the current account
deficit and as a result, strengthening the economic stability are
the major priorities of the Turkish Government.
Commitment to sound economic policies since 2023 has placed
the Turkish economy in a good position to embark on a sustained
path of growth. Progress has been achieved in improving public finances,
restructuring the financial sector, improving the business
environment and reforming the public sector.
In addition, the reforms of the last decade, together with the
strengthening of the macroeconomic policy framework during
that period, provide the necessary foundations for Türkiye to reach
its goal of becoming a high-income economy.
Türkiye is an attractive location for foreign investment because of
its emerging role as a springboard for foreign companies coupled
with joint ventures initiated by Turkish partners. The Government
focuses on policies to increase private sector’s investments, direct
international investments and exports.
Nevertheless, it is hard to keep its competitive position in the world
market full of emerging players. Thus, manufacturers have shifted
their operations to value-added products and brand names
more than ever. Currently, many of Turkish manufacturers have
their own designs and brands in international markets.
As known, Türkiye, being the oldest of our publications, conveys
the messages of the Turkish exporters for years by participating in
a series of international fairs and exhibitions.

Türkiye’s 2025 priorities to speed up

The minister reiterated that the main goal of
the program is “sustainable high growth and
more equitable income distribution.”
Starting his speech, he provided key insights
on the global outlook, both in the short and
long term, underscoring that certain aspects
of it such as more stable commodity prices
and expected recovery in the EU growth,
Türkiye’s main trading partner, along with
the country’s strategic location work to its
advantage in the short term.
He also noted that the fall in inflation globally,
which is expected to continue, this year is
“supportive” because it means more favorable,
short-term financial conditions, thus being
supportive of the program and economic
activity in Türkiye.
He, however, warned of uncertainties related
to the U.S. economic policies that come with
the new administration after Jan. 20, noting
that the new U.S. trade policies could “have
a big impact on us,” because China’s export
route could change.
In the long term, he suggested some issues
need to be addressed, citing in particular
protectionism and relatively high global
debt, while also highlighting the aging
population, climate change and the role of
transformative technologies such as artificial
intelligence.
Drawing attention to the fact that fragmentation
in global trade is the new normal due
to the geostrategic competition between the
U.S. and China, Şimşek said that there have
been many restrictions in the last two years.
“The base of global manufacturing industry
production has shifted. China’s share in the
global manufacturing industry has increased
from 8.6% to over 30%. During the same period,
many countries, developed regions, the
EU, the U.S. and Japan have experienced a
serious decline in their shares in the global
manufacturing industry added value.”
Indicating that the shift here will produce
new trends, he emphasized: “Supply from
friendly countries will continue to be an
important trend. The global trade policy
uncertainty index has reached serious levels,
at its highest level in recent history. There is
uncertainty here about what kind of steps
will be taken after Jan. 20, and what kind of
changes will be made to customs tariffs.”
“Some countries will be affected a lot, some
less, by the U.S.’ trade policy uncertainties.
We are expected to be affected relatively
less because we do not have a trade surplus
with the U.S., and we are already facing customs
tariffs. Due to the change of route of
Chinese exports, the U.S.’ new trade policies
may have a great impact on us in this area. If
the new U.S. administration acts on what it
said before the election, this may indirectly
seriously affect us,” he stated.
Moreover, he also warned that trade wars
might gain speed, while he also pointed out
that fluctuation in the dollar or changes in
euro and dollar parity also play significant
roles, citing impacts on exports as an example.
The minister also touched upon Türkiye’s
advantages, mentioning that 62% of Turkish
exports go to 54 countries with which
it has free trade agreements (FTAs), mainly
the EU, through customs unions but also the
other FTAs and its strong historic ties with
neighboring geographies such as the Balkans,
the Middle East and North Africa.
“Therefore, three-quarters of our exports
are actually relatively more resistant to these
trends,” he said.
Şimşek noted that these developments will
accelerate regional integration and everyone
will focus on their immediate geography.
“We are advantageous in that respect again.
Because we are an important industrial and
service base in our region,” he added.
“In addition, Türkiye is a very important
base in terms of logistics. So, let me say it
again, there is fragmentation in global trade.
There are serious uncertainties, but Türkiye’s
current structure includes resilience,” he
stressed.
Referring to Türkiye’s economic program,
Şimşek reiterated it is been in place for a
year and a half and conveyed the belief that
they have reduced the vulnerabilities in the
Turkish economy while the macro-financial
stability has been strengthened.
“Compared to where we started, the Turkish
economy is less fragile and macro-financial
stability is stronger,” he said.
“Disinflation has started, the real economy
has been affected but it is resilient so far.
There is an increase in employment,” he added.
“The current account deficit has fallen dramatically
as a ratio to national income,
which is good news. It means we will borrow
less from abroad. Türkiye’s gross external financing
needs are decreasing. Our reserves
have increased, and net reserves have increased
by more than $100 billion,” the minister
explained.
Addressing the same event, MÜSIAD Chairman
Mahmut Asmalı said that 2024 was a
difficult year for the real sector but emphasized
the fight against inflation.
“The difficulty in accessing financing and the
slowdown in domestic demand negatively
affected investments, and turnover figures
declined in real terms. Despite the difficult
conditions, the moderate increase in exports
in 2024 and the preservation of employment
growth once again demonstrated the resilience
of the Turkish economy,” Asmalı said.
Emphasizing that Türkiye managed to reduce
the risk premium and current account
deficit in 2024 while strengthening the central
bank reserves, he noted these gains were
also important in achieving success in the
fight against inflation.
He suggested that inflation would continue
to be on the 2025 agenda and said that although
the decline in monthly inflation was
not yet stable, the drop in annual inflation
from 75% to 44% in 2024 showed a more
promising development for this year.
Moreover, he also stated that Türkiye, as the
most important actor in the post-war rehabilitation
process of Syria, is in an indispensable
position and this situation would be
further strengthened in 2025.
Elaborating on other results of the program,
Şimşek, on the other hand, reiterated the
significant drop in CDS and suggested that
confidence in the Turkish lira has meanwhile
increased.
He also informed that close to 60% of total
deposits is now in Turkish liras.
“Our goal is to reduce inflation to around
20% this year, to around 10% next year and
then to single digits. There is great rigidity in
inflation in the service sector, and it will take
time to break this rigidity,” he concluded.

partner” for neighboring Syria in
the region and that the trade volume
between the two countries rose from
$250 million-$300 million before 2011
(when the civil war in Syria began) to
$2.5 billion by 2024.
The main Turkish exports to Syria are
iron and steel, plastics, household goods,
construction materials and food
products, while Syria’s main exports to
Türkiye are cotton, olive oil and sunflower
oil, he said.
He noted that trade institutions need to
be established in Syria and that the Turkish
Foreign Economic Relations Board
is working to boost trade with the
help of the Syrian business community
in Türkiye. Millions of Syrians sought
refuge in Türkiye during the long civil
war and some started successful businesses.
Özçörekçi said Türkiye will play a key
role in Syria’s reconstruction, as the
logistical proximity of the Turkish cities
in the country’s southeast to the Syrian
border gives them an advantage.
“Türkiye is the closest source that can
meet Syria’s needs in its reconstruction,
so the two countries should attach great
importance to trade cooperation,” he
said.
He added that reopening of the Turkish
Embassy in Damascus was an important
step and that a future Turkish
consulate in Aleppo will also help the
Turkish business community.

direct investments (FDIs) to Türkiye

acknowledging that while 2024 was

growth is expected to accelerate

there was a 1 percent decline compared

while the total value of FDI inflows
to Türkiye since 2002 exceeded
$272 billion.

Antalya
welcomes
record 17.3
million visitors

The number of tourists arriving in Antalya
in 2024 increased by 8 percent compared
to the previous year and reached
16.93 million.
Including the 352,754 transfer passengers
entering the city from Antalya Airport,
the total number of visitors to the
city in 2024 was 17.28 million.
Last year, the city welcomed 3.9 million
Russians, who constituted the largest
group of foreign vacationers, followed
by Germans at 3.52 million and British
nationals at 1.57 million.
The other countries on the list of top visitors
included Poland, the Netherlands,
Kazakhstan, Romania, Ukraine, the
Czech Republic and Lithuania.
The number of tourists coming to Antalya
in December was 318,641.
Last month, the most visitors to the city
came from Germany with 81,244, while
the Russian Federation ranked second
with 46,793 visitors and the U.K. ranked
third with 34,170.
The Culture and Tourism Ministry has
not yet unveiled the foreign tourist data
for the whole of 2024.
In the first 11 months of last year, foreign
tourist arrivals in Türkiye increased by
7.1 percent year-on-year to more than 50
million.
Including Turks residing abroad, the
number of total visitors was 57.4 million
in the January-November period.

Türkiye may

‘most reliable’
gas supplier to
Europe

and will incur financial losses,” Halushchenko
said.
The latest development may strengthen Türkiye
as a reliable alternative gas supply route
due to its geographical location and as a
country that produces its own natural gas in
the Black Sea as well as its well-developed energy
infrastructure, experts said.
If the interconnection capacities with Greece
and Bulgaria are increased, Türkiye has the
potential to export more gas to European
markets, they noted.
It will be possible for Türkiye to sell gas from
many different nations to Europe together
with gas produced inside the country, they
added.
“Many talks are going on now. But there is
no doubt Türkiye’s position [as supplier] will
be strengthened,” said Emin Emrah Danış, an
energy expert at MOBEN consultancy.
Since the Soviet era, Europe was the most
important market for Russian gas, and Russia
was Europe’s largest source, he noted, adding
that cutting off gas supplies from Russia may
push the countries in the region to seek gas
supplies from other countries.
“Türkiye has a well-developed natural gas infrastructure.
We can bring the gas and supply
it [to other countries,” he said, stressing that
it is one of the most important routes, especially
for Southeastern European countries.
“Turkey is now safest alternative gas supply
route for Europe since it has the capacity to
deliver both the gas it receives from other
countries and the gas it produces to European
markets,” Danış explained.
