ALL CRAIG and Catherine Welsh<br />

want is the return of family heirlooms,<br />

including war medals, taken during the<br />

burglary of their home.<br />

They are now scouring social media<br />

sites, including Facebook Marketplace,<br />

and have been in contact with pawn<br />

shops, in the hope they will turn up.<br />

Their home in Goulds Rd, Rolleston,<br />

was broken into two weekends ago when<br />

they were away on holiday. It was one<br />

of four homes in the West Rolleston/<br />

Brookside which have been burgled in<br />

recent weeks, police say.<br />

Catherine said the burglary was<br />

devastating.<br />

The burglar took her late father<br />

Corporal Doug Stanton’s military<br />

medals. He served in Malaya, Borneo,<br />

and Vietnam where he was wounded in<br />

the leg on Valentine’s Day 1968.<br />

Lyall unrepentant amid backlash<br />

DEPUTY MAYOR Malcolm<br />

Lyall is not backing down about<br />

his comments towards a ratepayer<br />

who laid a complaint against him.<br />

Lyall called supporters of the<br />

Treaty Principles Bill “old Pākehā<br />

men living in the past” during a<br />

debate on the bill during the final<br />

council meeting of last year.<br />

That led to Lincoln resident<br />

Stuart McKinlay complaining<br />

to the council, calling Lyall’s<br />

remarks “racist” and “offensive”.<br />

Lyall was unapologetic about the<br />

complaint, which was dismissed,<br />

saying it was “a badge of honour”.<br />

Now McKinlay has responded,<br />

calling Lyall’s response “stupid”.<br />

“This ridiculous statement by<br />

Malcolm Lyall coupled with his<br />

lack of respect for ratepayers who<br />

elected him to represent their<br />

interests, suggests he is not fit<br />

to hold the office of councillor,’<br />

McKinlay told <strong>Selwyn</strong> <strong>Times</strong>.<br />

During the debate, Lyall said the<br />

council must continue supporting<br />

the treaty, “and not bow down to<br />

the pressure of Hobson’s Pledge<br />

and some old Pākehā men who are<br />

living in the past.”<br />

It was the phrase “some old<br />

Pākehā men who are living in the<br />

past” which was the subject of<br />

McKinlay’s complaint.<br />

Lyall told <strong>Selwyn</strong> <strong>Times</strong> while<br />

his comments in the meeting were<br />

directed at Hobson’s Pledge, a<br />

lobby group founded by former<br />

Act leader Don Brash in 2016, he<br />

also does not support “the old settler<br />

mentality”.<br />

Said McKinlay in response:<br />

“This racist comment by the<br />

deputy mayor was apparently<br />

quite acceptable to Mayor Sam<br />

Broughton and chief executive<br />

Sharon Mason when they decided<br />

no further action was to be taken<br />

in respect to my complaint.”<br />

Lyall, who would not say<br />

whether he is planning to run<br />

for council again in this year’s<br />

election, told <strong>Selwyn</strong> <strong>Times</strong><br />

McKinlay should “put his money<br />

where his mouth is” and run for<br />

council himself.<br />

The debate has sparked numerous<br />

letters to <strong>Selwyn</strong> <strong>Times</strong> on<br />

both sides of the issue (pages<br />

14-15).<br />

McKinlay also called out the<br />

other councillors who supported<br />

making a submission.<br />

mistaken belief that New<br />

Zealand is a bicultural society.<br />

Māori and non-Māori, and cogovernance<br />

of local government<br />

is therefore consistent with their<br />

understanding of the treaty.<br />

“Equality between Māori and<br />

non-Māori, the essence of Act’s<br />

Treaty Principles Bill, would<br />

see the end of co-governance<br />

and the abandonment of special<br />

rights and privileges for Māori,”<br />

McKinlay said.<br />

Lyall was aware his views on<br />

the issue could lose him votes if<br />

he decides to stand again, but said<br />

he was not worried.<br />

The majority of letters received<br />

rejected Lyall’s comments and<br />

opposed the council’s submission<br />

against the bill.<br />

Said Aylesbury resident Graham<br />

Bethell: “Stuart McKinlay<br />

was correct and his complaint<br />

should have been upheld. Just<br />

imagine if he had criticised ‘some<br />

old Māori men for living in the<br />

past’. All hell would have resulted,<br />

with Lyall and Broughton being<br />

the noisiest.”<br />

Along with the opposition,<br />

there was also support for Lyall<br />

and the council.<br />

Said Lincoln resident Ann<br />

Judson Farr: “It was a welcome<br />

change to read the positive<br />

comments from Mayor Sam<br />

Broughton.”<br />

During the meeting in December<br />

where Lyall made his comments,<br />

the council debated what<br />

would be included in its submission,<br />

as the views of ratepayers’<br />

had not been canvassed.<br />

In its submission, the council<br />

focused on how the bill would<br />

affect its operations and<br />

partnerships, which includes<br />

providing a seat around the<br />

council table for local iwi.<br />

Rd property which resulted in pugging,<br />

devegetation and exposed bare earth in<br />

He also pleaded guilty to permitting<br />

the discharge of dairy effluent from a<br />

cow onto land which may have resulted<br />

in that contaminant entering the water<br />

downstream into the L II River and<br />

subsequently Te Waihora Lake Ellesmere.<br />

EARLY SURVEY results suggest<br />

growing dissatisfaction between<br />

Prebbleton residents and the<br />

council.<br />

The Prebbleton Community<br />

Association is currently analysing<br />

the results of a survey, carried<br />

out at the end of last year,<br />

to gauge the public’s needs and<br />

whether residents still felt the<br />

association was relevant.<br />

Half of the responses have<br />

been accounted for so far, with<br />

almost all saying the association<br />

is needed, PCA chair Jane Elms<br />

said.<br />

The survey has revealed dissatisfaction<br />

with the lack of<br />

progress over a new community<br />

centre.<br />

“It’s upset a lot of people,” said<br />

Elms.<br />

it should be and where it should<br />

go, something he was not sure<br />

they had done.<br />

The council’s latest long-term<br />

plan includes investigating a<br />

new community centre, with<br />

a plan to build between 2026-<br />

2033.<br />

In 2016, council identified five<br />

‘fast track projects’ including a<br />

community centre for Prebbleton.<br />

The others were completed,<br />

but the Prebbleton project did<br />

not get off the ground.<br />

In 2018, the community centre<br />

was planned again for 2019-2021<br />

at a cost of $5.5m.<br />

The council’s 2021-2031 Long<br />

Term Plan then allocated $6.3m<br />

to build a community centre in<br />

<strong>2025</strong>-2026.<br />

The lack of transparency has<br />

been especially frustrating for<br />

the hall committee, Gemmill<br />

said, as it has left them uncertain<br />

about how much renovation<br />

should be done on the current<br />

facility.<br />

The PCA and hall committee<br />

is looking to move forward in<br />

conjunction with the council,<br />

Gemmill said.<br />

He emphasised the<br />

importance of being realistic<br />

with the design of the new<br />

centre and understands the<br />

restrictions rate rises have had<br />

on council decisions.<br />

The SPCA has taken over<br />

security camera footage of a<br />

man violently attacking a dog<br />

in Rolleston. Initially handled<br />

passed on to the SPCA last week.<br />

Said SPCA national inspectorate<br />

manager Alan Wilson: “We are<br />

currently conducting inquiries<br />

into the matter. As such, we are<br />

unable to provide further details<br />

Police have arrested two offenders<br />

following a report of suspicious<br />

behaviour by some quickthinking<br />

people in a Rolleston<br />

supermarket car park. The<br />

arrest followed a vehicle being<br />

stolen from Gloucester St in<br />

Christchurch in the early hours<br />

of Saturday morning. About<br />

3.20pm Saturday, members of the<br />

public spotted two people acting<br />

suspiciously around vehicles in<br />

the Rolleston car park. Police<br />

were able to identify and locate<br />

the two men involved in a stolen<br />

vehicle nearby, and take them<br />

into custody. The vehicle has since<br />

been returned to its owner.<br />

The Arthur’s Pass community kicked off <strong>2025</strong><br />

with their annual summer series of free events,<br />

which has been running for over 50 years<br />

and is supported by several local and<br />

conservation organisations.<br />

The Council’s contribution through the <strong>Selwyn</strong><br />

Community Fund helps cover extra costs that<br />

continue to enhance the summer programme,<br />

supporting the tradition that brings locals and<br />

bach holders together over the New Year period<br />

to explore the beauty of the Arthur’s Pass National<br />

Park on their doorstep.<br />

Fi Neale, event organiser for <strong>2025</strong> says the<br />

programme is a great chance to remind people of<br />

local conservation efforts around our kea, kiwi and<br />

back country huts and share local history.<br />

“It also gives people the opportunity to experience<br />

the National Park with enthusiastic and<br />

knowledgeable locals. The Community Fund is<br />

great because it enables participants to take<br />

part in activities with no cost and with<br />

quality materials.”<br />

She says this year’s programme was very<br />

successful with lots of events that a wide variety<br />

of people could enjoy, from guided walks to crafts<br />

and story time.<br />

Over 30 people attended the quiz night which<br />

was a great event with lots of laughs and fun<br />

prizes donated kindly by locals and from Fire<br />

and Emergency NZ and Forest and Bird North<br />

Canterbury. Some of the other popular events<br />

included the alpine pirate treasure hunt, and<br />

the miniature back country hut building.<br />

her father’s wedding ring, her own<br />

engagement ring, a kotuku bone carving<br />

given to her on her 21st birthday and a<br />

pair of greenstone earrings.<br />

She said her father would be angry about<br />

the theft.<br />

“He’d be pretty furious, not only did he<br />

serve but when he retired he was the area<br />

rep for the Hawke’s Bay Vietnam Association<br />

and president of the Taradale RSA,”<br />

she said.<br />

The medals represented much more<br />

than her father’s service.<br />

“It was everything he did, the ethos<br />

he lived by, his conduct as a soldier and<br />

a veteran. To us, as a family, you cannot<br />

replace that.”<br />

Catherine said she noticed immediately<br />

“something different” when they returned<br />

home – some of the curtains had been<br />

drawn. Once inside they quickly realised<br />

there had been a burglary.<br />

TVs had been unscrewed from walls and<br />

left on the floor, possibly indicating the<br />

burglar was going to return.<br />

Said Craig: “Drawers had been turned<br />

upside down, tools are missing, the kids’<br />

Christmas cash – looks like stuff they can<br />

shove in their pockets.”<br />

They soon realised the medals were also<br />

gone.<br />

The emotional damage of being broken<br />

into, particularly for their sons, was also<br />

evident.<br />

“In our family, medals are passed to the<br />

eldest sibling – they are not given, they are<br />

entrusted to – was hard calling my brother<br />

in Australia and hearing his voice crack,”<br />

she said.<br />

They said they’ve been lucky with support<br />

from neighbours, and urged people<br />

to check in on each other if they notice<br />

something out of place.<br />

Said Craig: “I know how hard this is<br />

hurting Catherine, out of everything that<br />

was taken if Doug’s medals were returned<br />

it would help Catherine a lot – that one<br />

thing would make a big difference.”<br />

Said Catherine: “The mana and tapu of<br />

the medals is of such value that you cannot<br />

buy and sell.<br />

“For us, especially the medals, there’s no<br />

real monetary value for the thieves<br />

and buyers, but they’re invaluable to the<br />

ones who know and love the people who<br />

earned them.”<br />

In February and March we will be using<br />

helicopters for aerial spraying of targeted<br />

weeds on rivers across the region including:<br />

THE NEW Lincoln Town<br />

Centre is set to start with the<br />

construction of the northern<br />

and southern car parks next<br />

month.<br />

The project will get under<br />

way after the council awarded<br />

the contract to Fulton Hogan.<br />

The 100 new car parks will<br />

be situated between Lyttleton<br />

St and Maurice St, and off<br />

Gerald St beside Maurice St.<br />

The council says the car<br />

parks are designed to support<br />

access to the town centre and<br />

improve the availability of<br />

parking for residents, visitors,<br />

and businesses, enhancing<br />

accessibility to the town’s<br />

amenities and services.<br />

Once the car parks have<br />

been built the council plans to<br />

remove about 80 angled and<br />

on-street car parks from Gerald<br />

St, a move that has drawn<br />

criticism from businesses which<br />

were concerned people would<br />

no longer stop due to the lack of<br />

convenience.<br />

Construction of the car<br />

parks is expected to take about<br />

five months to complete.<br />

SELWYN ATHLETIC Club<br />

members were successful at the<br />

South Island Colgate Games at Ngā<br />

Puna Wai, which ran from Friday<br />

to Sunday.<br />

The club took home six medals,<br />

with Hayley Hoare winning the<br />

13th grade girls’ 1600m race walk,<br />

Judah Lokoviko claiming the 14th<br />

grade boys’ 400m, and Christian<br />

Cooper winning in high jump and<br />

long jump for 13th grade boys.<br />

The boys’ and girls’ 13th grade<br />

4x100m relay teams won as well<br />

– the boys’ team was made up<br />

of Cooper, Atel Sarwary, Ezra<br />

Readers react to deputy mayor Lyall’s<br />

HAVING tolerated a distinct<br />

decline in the democratic<br />

process, and intention of our<br />

council for some time now, I’m<br />

shocked to see them making<br />

political submissions on behalf of<br />

the community they are elected<br />

and paid to represent.<br />

This is exactly why the discussion<br />

the bill proposes is essential<br />

for New Zealand to have, moving<br />

forward with clarity to shape a<br />

society rid of any racism.<br />

How dare SDC submit on my<br />

behalf, something I and many<br />

others have done individually.<br />

I congratulate councillors who<br />

spoke up against the submission<br />

but can clearly see they were<br />

disregarded and were not about<br />

to sway the views of Sam and<br />

his buddies, who are pushing<br />

hard for less regulations around<br />

accountability and meaningful<br />

consultation.<br />

Stuart McKinlay was correct and<br />

his complaint should have been<br />

upheld. Just imagine if he had<br />

criticised “some old Māori men<br />

for living in the past”. All hell<br />

would have resulted, with Lyall<br />

if the council refrained from<br />

sticking it’s nose into nationwide<br />

politics. Council should carry out<br />

the core duties that we pay it to<br />

good governance by the <strong>Selwyn</strong><br />

District Council. Ratepayers<br />

of <strong>Selwyn</strong> could consider<br />

compliance with the Treaty of<br />

Waitangi as a positive factor in<br />

Canterbury’s future and continue<br />

voting for Sam Broughton.<br />

with actions, it enables us to assess<br />

Councillor Lyall has revealed<br />

himself in a most unflattering<br />

ratepayers in <strong>Selwyn</strong> has been<br />

clearly displayed. He compounds<br />

his vacuity by proudly doubling<br />

down on his rant.<br />

Our mayor reveals his unsuitability<br />

as a mayor by arrogantly<br />

allowing Lyall his rant, but also<br />

by allowing our council to speak<br />

supposedly on our behalf, to the<br />

Treaty Principles Bill.<br />

Mr Mayor and your council,<br />

tend your duties and do not allow<br />

personal prejudices divert you<br />

from the reasons you are elected<br />

to tend.<br />

‘Pakeha’ comment: SDC’s submission<br />

It was disappointing and<br />

surprising to read that our mayor,<br />

deputy mayor and council boss<br />

have taken it on themselves to<br />

seek to influence others to their<br />

point of view on this contentious<br />

bill.<br />

They have no right whatsoever<br />

to represent ratepayers on this<br />

issue, but of course do have a<br />

right to make their personal<br />

submission and that is where it<br />

should stop. Councils should stay<br />

out of national politics on this<br />

issue.<br />

Given the poor performance<br />

of our council in almost every<br />

respect these three individuals<br />

would be better to focus on their<br />

primary roles and leave the<br />

individual ratepayers to make<br />

their own minds up and submit<br />

accordingly. Sadly our leaders<br />

seem to think they know better<br />

than everyone else and want to<br />

foist their opinion on others.<br />

The Coalition Government<br />

is doing exactly what it said it<br />

would do with this bill and would<br />

rightly be castigated had it not<br />

gone ahead with this process.<br />

I encourage our council<br />

to stick to their knitting and<br />

improve their performance<br />

for the sake of ratepayers, for<br />

example the return on council<br />

funds invested is below 5% which<br />

is absolutely pathetic. I am an<br />

“old grey-haired Pakeha” but I<br />

achieve double the council level<br />

on a conservative investment<br />

portfolio.<br />

In reference to the idiotic and<br />

condescending comments from<br />

another old Pakeha man, the<br />

syncophantic Malcolm Lyall<br />

who has never done anything<br />

constructive in his time at the<br />

<strong>Selwyn</strong> council.<br />

The worst result has been the<br />

apparent endorsement of his<br />

insulting words by our mayor<br />

“Sam”. Clearly, the culture and<br />

mindset of this council has now<br />

been exposed.<br />

As to the council’s decision to<br />

make submissions with regard<br />

to the Treaty Principles Bill, on<br />

whose authority does this<br />

council presume to speak on<br />

behalf of its employers on any<br />

external issue?<br />

So us ratepayers are just to sit<br />

back and let a cabal of individuals<br />

make decisions outside of their<br />

core responsibilities to the<br />

ratepayers. Surely attending to<br />

the needs of their constituents<br />

and listening to their concerns is<br />

of higher priority than inserting<br />

their personal opinions into<br />

national and political issues.<br />

Whilst I may, or may not, agree<br />

with the contents of this council’s<br />

current submission, I strongly<br />

object to this council taking upon<br />

itself the right to speak on behalf<br />

of <strong>Selwyn</strong> residents without<br />

any attempt to consult, or even<br />

communicate its intentions.<br />

I would urge those who think<br />

they could make contributions<br />

to <strong>Selwyn</strong>’s future and curb<br />

the irresponsible spending and<br />

arrogance of this temporary<br />

group to step forward. They<br />

can be assured of massive<br />

support.<br />

Mr McKinley and Geoff Hill.<br />

Councils should be apolitical.<br />

To that end, <strong>Selwyn</strong> council had<br />

no right to put in a submission.<br />

I object to council straying from<br />

their core role. Their argument<br />

on how it effects their operation<br />

does not wash. Mr Broughton<br />

and Mr Lyall will not be getting<br />

my vote at the next elections.<br />

I am a 61-year-old Pakeha<br />

woman and I agree 100% with<br />

Mr Lyall’s comments. I have also<br />

made a submission opposing the<br />

bill.<br />

Hobson’s Pledge is a racist,<br />

backward looking group who are<br />

attempting to stoke division.<br />

I applaud Malcolm Lyall in<br />

standing up for what he believes.<br />

The council is quite correct to<br />

make a submission opposing the<br />

bill, and I congratulate them for<br />

doing so.<br />

read the positive comments from<br />

Mayor Sam Broughton:<br />

“We are committed to fostering<br />

meaningful partnerships,<br />

grounded in dialogue, mutual<br />

respect and shared aspirations.”<br />

This bill undermines these<br />

efforts by introducing changes<br />

that are unnecessary and<br />

unhelpful.<br />

Partnership is central to Te<br />

Tiriti. The absence of meaningful<br />

engagement with Māori during<br />

the development of the bill is<br />

concerning and undermines the<br />

Crown’s obligations under Te<br />

Tiriti.<br />

The unilateral approach<br />

taken by this bill fails to respect<br />

the principles of partnership,<br />

participation and protection.<br />

Broughton said the bill<br />

creates unnecessary uncertainty<br />

for established legislative<br />

frameworks like the Resource<br />

Management Act and Local<br />

Government Act.<br />

Council remains committed to<br />

fostering meaningful bicultural<br />

relationships and supporting<br />

positive outcomes for all our<br />

communities.<br />

These comments build<br />

strength, a renewed sense of wellbeing,<br />

and hope for our shared<br />

future.<br />

In this uncertain world with<br />

the climate, survival for people<br />

and animals, rising costs, loss of<br />

jobs, it means so much to have a<br />

council which supports people<br />

working together for everyone’s<br />

benefit.<br />

In a twitter about birds<br />

The mild winter just passed has left<br />

its mark in one regard – birdlife has<br />

increased, across <strong>Selwyn</strong>. While that<br />

sounds charming, if birds are nesting in<br />

your roof and guttering you’re probably<br />

seeing their mess on your walls, windows<br />

and car, freshly renewed most days.<br />

It’s important to realise there will also<br />

be consequences you can’t see.<br />

If your spouting is blocked by the<br />

results of bird activity, you will see it<br />

overflowing. What you can’t see is the<br />

back of the spouting, where it is attached<br />

to the bargeboard. The spouting is<br />

lower at the back, so damage will also<br />

be happening here. When spouting and<br />

downpipes become blocked, flooding into<br />

the eaves and soffit (overhanging section<br />

of roof), and from there, into the house, is<br />

a common – and costly – consequence.<br />

Installing Gumleaf Gutter Guard<br />

for houseplants, as many people<br />

head away. It is important<br />

to understand the needs of<br />

your houseplants – watering,<br />

preferred light conditions,<br />

and nutritional requirements.<br />

Clean leaves with a moist<br />

sponge and remove any dead<br />

leaves or flowers. Remember<br />

the bathroom, with its high<br />

humidity, can revive ailing<br />

houseplants.<br />

Vegetable garden<br />

Almost all summer vegetables<br />

can be harvested this month,<br />

including beans, carrots,<br />

eggplants, beetroot, cucumbers,<br />

courgettes, peas, potatoes,<br />

radish, and sweetcorn. Keep your<br />

vegetable garden’s productivity<br />

going through till the end<br />

of summer with succession<br />

planting – regularly plant fast<br />

maturing vegetables like dwarf<br />

beans, lettuce, and radish.<br />

Flowering annuals<br />

<strong>January</strong> is an excellent month<br />

for these plants, providing<br />

dazzling displays of flowers.<br />

Regular maintenance includes,<br />

‘dead-heading’, weeding,<br />

watering and in some instances,<br />

replanting. Summer flowering<br />

annuals to plant include alyssum,<br />

cornflower, cosmos, marigolds,<br />

petunias, salvias, poppies,<br />

portulacas, and zinnias.<br />

the West Melton Rifle Range area over the<br />
