Fly tipping
in Riccarton
Ward cost
city $35,000
THE RICCARTON Ward has
cost the city council $35,000 in
cleaning up illegally dumped
rubbish since the start of the
financial year.
It comes as the amount of
on-street fly tipping around the
city. and cost of cleaning it up. is
starting to come down.
“Our stats are showing we’re
getting back on the right track
with a 38% reduction in service
requests coming through and
a 27% reduction in costs to
ratepayers from the start of the
financial year until the beginning
of December,” said city council
city streets maintenance manager
Steve Guy.
From July 1 to November 30,
2023, contractors attended and
closed out 5742 tickets for fly
tipping costing the city council
$428,124.
For the same period in 2024,
contractors attended and closed
out 3548 tickets, at a cost to the
council of $313,122.
“While the $300,000 we’ve spent
on cleaning up fly tipping, is less
than last year, it’s still hundreds
of thousands of dollars that could
have gone towards maintaining,
resurfacing and resealing roads
around Christchurch and Banks
Peninsula,” Guy said.
The Burwood Ward was the
worst for fly tipping, with about
$100,000 spent collecting illegally
dumped rubbish, particularly
from around Aranui and the
red zone.
Dog’s second chance brings positive change
ADOPTING NINE-year-old
Dozer was one of the best things
to happen to Jay Lowe last year.
The pair are inseparable and
Lowe knew Dozer was the
perfect fit from the moment
they met.
“I was looking for a dog. I’m
big on responsible breeding
and rescuing so I had my heart
set on a rescue dog. I thought
I better check out the animal
shelter,” Lowe said.
“He’s so calm and knows
who he is which is just such a
sweetheart, the sweetest boy.
“I knew he was the one
instantly.”
And while Dozer may be
an older dog, Lowe said he
certainly doesn’t act like a nineyear-old.
“He’s really helped me getting
out and doing more things.
Going for walks, going to the
dog park and meeting new
people. Doing things like that
makes you feel better about
yourself.”
Dozer needed a bit of dental
work done but Lowe said the
city council’s animal shelter
team were open about that from
the beginning.
“The team really helped out,
so it was more manageable
financially,” Lowe said.
“I absolutely would encourage
anyone looking for a dog to have
a look at adopting a rescue, It’s
so cool to be able to give a dog
at home.”
Dog adoptions
• 95 dogs were adopted/
rehomed in 2024
• 79 dogs adopted/
rehomed in 2023
• People wanting to adopt
a dog from the shelter are
required to complete an
adoption application form
• Animal Services
undertake a property
inspection to ensure the
property is suitable for the
breed of dog. An adoption
agreement is required to
be completed and signed
Costs
• $80 for the adoption +$20
for the parvo vaccination+
microchipping is free + the
pro rata dog registration
fees.
Council
animal services
manager Lionel
Bridger said the
team works hard
to make sure
the dogs end up
in loving new
homes, like with Lionel
Lowe and Dozer. Bridger
“When you
adopt a dog from the animal
shelter, you can always be
assured they are in good health,
vaccinated and the costs are
minimal.
FOREVER FRIENDS: Jay Lowe
Strong start from stitchers
at sensory mat sewing bee
• By Jack Ward
A PLAN to make sensory mats
for the pupils at Ferndale School is
off to a roaring start, thanks to a
sewing bee on Saturday.
Organiser Heather Smith said
the Make Charity Fidget Mats for
Ferndale School sewing bee held at
Sew Far Sew Good in Hoon Hay
had been a success.
“It was a really positive day, people
were vibing and bubbling with
enthusiasm.”
“We had 20 ladies through,
people were jostling for sewing
machines, which is why we didn’t
make as many as we would have
liked.
“We had 22 made and I have
25 at home, so we’re aiming for at
least 50 by next week,” Smith said.
The mats are equipped with zips,
clips, button-holes, and laces to tie
to help students learn the skills for
dressing.
Smith said the sewing bee had
attracted participants from across
Canterbury.
“Two ladies came in from West
Melton and Darfield so word is
getting out, which means help for
many more people.”
Smith said the event had made
people excited to continue creating
the mats, and has led to her
branching out.
“There was one lady from
Ashburton who came to learn how
to make them for her husband’s
FINISHED PRODUCT: From
left; Heather Smith, Rachael
Oakey and Jo Lim proudly
display completed sensory
mats at the sewing bee on
Saturday. The event attracted
more than 20 people.
nursing home, so I’m going to do
a teaching day down there at the
library.”
Heather is committed to making
120 sensory mats for the students.
“That’s the end goal. In the next
few months, they will get them.
“Many of the ladies (who took
part) are going to make more at
home and get them to me, so help
is on the way.”
COST: The city council spent $1m on cleaning up illegally
dumped rubbish during the 2023/24 financial year.
PHOTO: CCC
Fly tipping cost down
• From page 1
The Central Ward cost the city
council $60,000 in fly tipping
since the start of the financial
year.
In the 2023-24 financial year
the city council spent just over
$1 million collecting illegally
dumped rubbish from roadsides.
“One area that has had the
biggest impact is how we have
streamlined the way we attend
callouts, collect and dispose of
waste,” Guy said.
“We’ve also increased the
number of cameras we have
around Christchurch so we can
investigate offenders.”
Guy said the cameras are
mobile, have very clear day/night
visibility, record sounds and are
monitored 24 hours a day. The
council has been placing them
in locations where dumping
has been occurring frequently,
and Guy said they have had a
significant effect in many areas to
change behaviours.
Costs have been steadily
increasing over the last few years
in line with the Government’s
waste levy increasing from $10 a
tonne in 2021 to $60.
Guy said the best thing people
can do is use the facilities already
offered.
“The council provides fantastic
red bin service, and the EcoDrop
Transfer Station is open for any
bigger loads.”
Kaupapa Māori school’s ground-breaking
project receives top international award
THE KAUPAPA Māori school
Te Pā o Rākaihautū has been
named winner of the 2025 Zayed
Sustainability Prize in the global
high schools – East Asia and the
Pacific category.
The school was recognised
in Abu Dhabi for its groundbreaking
Puku Māra project,
which uses indigenous
biocultural technology to
address global challenges such as
climate change, food insecurity
and land degradation.
The Puku Māra project draws
on sustainable practices of Māori
ancestors, integrates traditional
knowledge and applies modern
solutions to restore ecosystems
and strengthen communities, the
NZ Herald reported.
The project will benefit over
100,000 people, including Te
Pā’s 280 students, their families
and wider community networks,
by promoting food sovereignty,
carbon sequestration, land
restoration, waste reduction, and
cultural empowerment.
Zayed Sustainability Prize
director Lamya Fawwaz praised
the school’s initiative, the
Herald reported.
“Te Pā o Rākaihautū’s project
exemplifies how indigenous
wisdom can lead the way in
tackling modern challenges.
By combining traditional
practices with innovative
approaches, the school
has created a blueprint for
sustainability that not only
preserves the environment but
also strengthens cultural identity
and community resilience.”
Te Pā o Rākaihautū principal
Terina Ranginui Tahau said the
school wanted to grow the next
generation of explorers, leaders,
gardeners and navigators, the
Herald reported: “Culturally
grounded, connected, smart,
taiao literate, pā kids – Tū ki
te ao, tau ana! Mō tātou, mā
tātou, e ai ki a tātou – for us, by
us, our way. Guiding our Puku
Māra project is tika (correct
and appropriate), pono (true
and genuine) and aroha (love).
Giving back to our taiao is the
right thing to do. It is honest
work and true to our Māori
values. Love is the heart of
everything – without it this
project would not be possible.”
The $267,000 (US$150,000)
award will allow Te Pā o
Rākaihautū to consolidate
current efforts of the Puku Māra
project and extend it into new
areas such as Te Waipapa on
Banks Peninsula.
The Herald said the initiative
will also establish long-term
platforms for knowledgesharing,
including eco-networks
and partnerships, empowering
the next generation to lead
sustainability efforts grounded
in indigenous practices.
Pea is for preparing perfect provisions
If you have dried or
frozen peas, you’re
well on your way to a
super-delicious store
cupboard supper,
writes Nigel Slater
Pea and mushroom cakes
Ingredients
(Makes six cakes)
400g frozen peas
40g butter
200g button mushrooms
20g tarragon
2 egg yolks
6 soft burger buns
salad leaves to serve
For the sauce:
200ml yoghurt or kefir
4 Tbsp mint, tarragon and parsley
chopped
To coat and fry:
2 eggs
6 Tbsp white breadcrumbs
vegetable oil for shallow frying
Method
• Bring a pan of water to the
boil, salt lightly and add the peas.
Cook for 3 minutes, then drain in
a colander. Tip the peas into the
bowl of a food processor and add
the butter, button mushrooms and
tarragon. Process for a few seconds,
then add the egg yolks and
continue until you have a smooth,
green paste.
• Transfer the paste to a mixing
bowl. Take out one sixth of the
mixture and shape it into a thick
cake about the diameter of a
digestive biscuit. Place on a baking
sheet lined with baking parchment
or foil and continue with the rest
of the mixture. Put the tray of pea
cakes in the fridge and leave to
chill for 30 minutes.
• Put the yoghurt or kefir into
a bowl, stir in the chopped herbs
and a little salt. Set aside, in the
fridge, until you need it.
• Scatter the breadcrumbs on a
plate. Break the eggs into a shallow
dish and beat them lightly
with a fork. When the cakes have
been chilling for a good half hour,
remove them from the fridge, then
one at a time, lower them first
into the beaten egg, then into the
breadcrumbs, turning and patting
the crumbs into them until they
are lightly coated.
• Warm a thin layer of oil in a
shallow nonstick pan, then lower
the cakes into the hot oil. Keeping
the heat at no higher than a
moderate level, let the cakes cook
until golden, then turn and lightly
brown the other side. As they are
ready, lift out on to a warm baking
sheet or plate.
• Halve the buns and toast
lightly. Spread with some of the
herb sauce and add a few of the
salad leaves. Lay a pea cake on top
and put the top of the bun in place.
Split pea soup with
roast carrots
Ingredients
(Serves 6)
250g yellow split peas
2 litres hot vegetable stock
2 medium onions
3 Tbsp olive or groundnut oil
2 garlic cloves
2 bay leaves
2 tsp ground turmeric
2 tsp ground coriander
2 tsp yellow mustard seeds
1x400g tin chopped tomatoes
small handful of mint leaves
For the roast carrots:
18 spring carrots
3 Tbsp olive or groundnut oil
8 thyme sprigs
2 Tbsp sunflower seeds
Method
• Put the peas in a large, deep
saucepan, cover with 1.5 litres of
stock (you can use water at a push)
and bring to the boil.
• Lower the heat, scrape off and
discard the froth that accumulates
on the surface, then partially cover
with a lid and leave to simmer for
about 20 minutes, until tender.
• Meanwhile, peel the onions,
then roughly chop them. Warm
the oil in a large, deep pan, add the
onions and let them cook over a
low heat for a good 10 minutes or
until they are pale gold in colour
and soft enough to crush between
finger and thumb. Give them a
regular stir.
• Peel and finely slice the garlic,
then stir into the onions with the
whole bay leaves, ground turmeric,
coriander and mustard seeds.
• Continue cooking for 5
minutes until fragrant, stir in the
chopped tomatoes and cook for
a further 5 minutes, then pour
in the remaining stock. Bring to
the boil, then lower the heat and
simmer for 10 minutes. When the
peas are tender, add them, together
with their liquid, to the tomato
and onions, add salt and simmer
for about 20 minutes, stirring from
time to time.
• Ladle some of the soup into a
blender, taking care to fill no more
than half of the jug. Process until
smooth, pour into a saucepan and
continue with the rest of the soup.
Cover and set aside.
• Roast the vegetables. Set the
oven at 200°C. Trim and scrub the
carrots, then slice them lengthways.
They will cook more quickly
that way. Put them in a roasting
tin, pour over the olive oil, tuck in
the thyme sprigs and season generously
with salt and black pepper.
• Roast in the preheated oven for
about 40 minutes, turning once or
twice until spoon soft.
• A few minutes before they are
ready, scatter the vegetables with
the sunflower seeds, then return
them briefly to the oven. Reheat
the soup, ladle into wide bowls,
add the roasted carrots and a few
mint leaves and serve.
