School board approves

placing bond on ballot

The Groveport Madison Board of

Education has approved placing a $77.2

million bond issue on the May 6 ballot.

According to Groveport Madison Schools

Communications Director Ty Debevoise,

board members Seth Bower, LaToya

Dowdell-Burger, and Libby Gray voted in

favor of the resolution to proceed for the

bond issue. He said board members John

Kershner and Kathleen Walsh were not

physically present at the meeting and that

Kershner was ill but “did join the meeting

via Google Meet, but he was not eligible to

vote.”

Kershner and Walsh have previously

voted against placing the bond issue on the

ballot.

Regarding the bond issue that will be on

the May 6 ballot, Debevoise said, “It’s

essentially the same (as the bond issue

that was defeated last Nov. 5), but there

were some minor/ancillary things that

were changed bringing the local share

down to $77.2 million (it was previously

$78.3 million). The millage went from 2.44

to 2.33.”

Debevoise said the new costs to taxpayers

would be as follows: “The bond issue

will cost the homeowner of a $100,000

(Franklin County Auditor appraised value)

home 22.3 cents per day ($6.69/month) –

under 17 cents daily ($5.10/month) for taxpayers

over 65. The median home value in

Groveport Madison School District is

$166,200. That would cost a homeowner

37.1 cents per day ($11.13/month). For taxpayers

over 65 (meeting income thresholds),

the cost would be under 28.5 cents

per day ($8.55/month).”

According to the resolution, the 37-year

bond issue would be for “the purpose of

constructing, improving, furnishing, and

equipping three new grades 5-8 middle

schools with related site improvements

and appurtenances thereto; constructing,

improving, furnishing, and equipping an

addition to Groveport Madison High

School, with related site improvements and

appurtenances thereto; abatement and

demolition of existing facilities; improving,

renovating, furnishing, and equipping

existing facilities; and replacing existing

equipment and constructing various permanent

improvements school districtwide...”

The board approved a resolution of

necessity for the bond earlier in January.

That, coupled with the resolution to proceed

with bond issue, must be certified by

the Franklin County Auditor and presented

to the Franklin County Board of

Elections no later than Feb. 5 to qualify the

bond issue for the May 6 ballot.

The district is in line to receive Ohio

Facilities Construction Commission

(OFCC) funding for 53 percent of the cost of

the project with local funding providing 47

percent.

Previous bond issue failed

On Nov. 5. 2024, voters rejected

Groveport Madison Schools’ $78.3 million,

37 year bond issue for new schools, by a

vote of 9,410 against and 7,715 for it,

according to the Franklin County Board of

Elections. It was a vote margin of 55 percent

to 45 percent.

Master Facility Plan

The proposed first phase of the district’s

Master Facility Plan, calls for replacing the

district’s three existing middle schools

with:

•Three new middle schools for grades 5-

8 with a capacity for 706 students each.

Two new middle schools would be built in

the northern part of the district - one at the

current Middle School North site and the

other on land the district owns on Noe-

Bixby Road. One middle school would be

built in the southern portion of the district

at the Middle School South site.

•An addition to the high school that

includes a two story classroom addition at

the southeast corner of the building.

•Middle School South and Middle

School North would be razed, while Middle

School Central will remain under district

control for alternative uses.

The proposed second phase of the

Master Facility Plan, which would occur at

a later date and was not part of the Nov. 5

bond issue and is not part of the May 6

bond issue, calls for replacing the district’s

existing six elementaries with:

•Three new elementary schools for

grades K-4 with a capacity of 866 students

each. There would be two new elementaries

built in the north - one at the current

The farmers at Metro Parks Slate Run

Living Historical Farm, 1375 State Route

674 North, Canal Winchester, recently

demonstrated how snow was cleared on

the farm for paths in the 1880s. The

farm’s horse drawn wooden snow plow is

similar to the one seen in the journal,

“Prairie Farmer” from 1886. According to

an article (at right) in the “Prairie

Farmer,” the home made snow plow is

made of two inch planks, 12 inches wide

and six feet long. “The planks are sawed

doubly beveling at the forward end, so as

to incline somewhat like a double moldboard

plow,” according to the article.

“The cross piece is a of plank of the

same width and thickness.” In the photo, the driver sits on a bale of straw atop the

wooden snow plow.

Not a winter wonderland

The heavy snowfalls of early January raised concerns

by city officials about uncleared sidewalks in the

city of Groveport.

The snowfalls blanketed the ground with several

inches of and piled up on sidewalks, making it tough

on pedestrians to move about. Because there was so

much lingering snow and temperatures were so cold, it

was difficult for people to shovel the white stuff off

their sidewalks.

At Groveport City Council’s Jan. 13 meeting,

Councilwoman Jean Ann Hilbert said residents and

businesses have not cleared snow on many sidewalks

and that has forced pedestrians to walk in the street.

“Maintain your property,” said Hilbert.

Walkers who did try to use the covered sidewalks

clambered over dirty piles of snow at intersections and

stepped into existing foot holes made by preceding people

who blazed a trail on the snowy sidewalks.

Groveport City Administrator B.J. King did note

that the city’s snow plow crews did a “tremendous job”

removing snow from the streets.

However, Council President Ed Dildine added,

“People should get their cars off the street when the

snow plows are out so the streets can be cleared.”

So, what are property owners legally required to do

regarding removing snow from the sidewalks in front

of their homes and businesses?

According to city of Groveport Law Director Kevin

Shannon, the Supreme Court of Ohio ruled in the 1993

of Brinkman v. Ross that property owners do not have

an obligation to remove snow and/or ice from sidewalks

on their property.

“The court’s rationale was that dangers from the

natural accumulation of ice and snow are ordinarily so

obvious and apparent that the property owner may

reasonably expect that guests and/or invitees will

readily discover any danger posed and take measures

to protect themselves,” said Shannon.

Despite this ruling, Shannon said municipalities

have enacted local laws requiring property owners to

keep their sidewalks clear of ice and snow. The city of

Groveport has such an ordinance, which states, “No

owner or occupant of abutting lands shall fail to keep

the sidewalks, curbs or gutters in repair and free from

of this ordinance is a minor misdemeanor, which

could involve the payment of a fine of up to $150 and

costs.

“However, to my knowledge we have not actively

enforced this ordinance and for good reason,” said

Shannon. “It’s a problem to have the highest court in

the state rule that there is no duty to remove snow

and/or ice in examining a property owner’s civil liability,

but, nevertheless, cite them criminally for violation

of a local ordinance.

According to Shannon, in Gober v. Thomas & King,

Inc., the Second District Court of Appeals of Ohio ruled

in 1997 that property owners who remove the natural

accumulation of snow ice and create an unnatural condition,

such as a slicker surface, may be liable if someone

slips and falls.

“As you can see, active enforcement could put property

owners in a ‘no-win, situation, and the city has no

desire to do that,” said Shannon.

December crime statistics, according to the

Groveport Police: 1 animal complaint, 29 arrests, 5

accidents, 2 assaults, 4 burglary, 14 domestic related

calls, 1 OVI, 3 drunk/disorderly conduct, 7 larceny/robberies,

3 stolen/unauthorized use, 1 missing person, 4

weapon related calls, 5 threats, 2 vandalism, 6 juvenile

complaints, 19/79traffic citations/traffic stops, 1

sex related crime, 12 school related calls, 21 suspicious

vehicles/persons, 14 disabled vehicles, 0 neighborhood

complaint, 7 suicide attempts/mental health call.

Township Police report

According to the Madison Township Police, during

December, MTPD officers responded to 262 dispatched

calls and logged 12,091 patrol miles. Officers impounded

25 vehicles and used 1,250 gallons of fuel. In addition,

4 OVI arrests were made; one in the unincorporated

regions north of U.S. Route 33, one near

Marwick Estates, one in Canal Winchester city limits,

and one outside the unincorporated regions of

Madison Township. Throughout 2024, Madison

Township officers arrested 88 impaired drivers.

City expands Hometown

Military Banner program

The city of Groveport is

expanding its Hometown

Military Banners program.

The program began in 2020

and each year from Memorial

Day to Veterans Day 12 veterans

are honored with banners

displayed at the primary

intersections on Main Street.

The program was created to

honor military personnel

(active, honorably discharged,

retired, or deceased) who

reside or previously resided,

in the city of Groveport. The

nominee must have served in

one of any branch of the

United States military,

including Army, Navy, Air Force, Marines,

National Guard, and Coast Guard. The

banners are removed after Veterans Day

and given to the nominator.

“The eligibility for recognizing a veteran

with a banner has expanded,” said

Groveport City Administrator B.J. King.

“The expansion now also includes veterans

that are employees of local businesses, veterans

of family of city of Groveport staff,

and veterans who are family of members of

our committees and boards.”

King said the banners will continue to

be displayed at the same major Main

Street intersections on Main Street from

Memorial Day to Veterans Day.

“The area of where the banners will be

displayed has not been changed,” said

King. “The design and look of the banners

will remain the same.”

King said a program like this is important

to the community.

“Any opportunity we get to recognize,

and say thank you, to our military veterans

is important,” said King. “There is no

greater sacrifice than serving our country.

Heiberger Paving, Inc., for the project.

$330,404.

“We are also going to be relocating the

shot put/discus area and adding some additional

fencing,” said Groveport Madison

$81,352. The reason for the new track is

that our existing track is deteriorating

after so many years of use.”

application (which can be obtained from

Groveport Town Hall), include a $50 check

payable to the city of Groveport (payment

may also be made by cash or credit card),

and a photo of the nominee. Send the information

resolution digital photo image (minimum

300 dpi) in jpeg format of the honoree in

official uniform (with no objects) must be

before Feb. 24 will be processed on a first

come, first served basis. Spaces limited to

12 banners per year.

Income tax revenue

The city of Groveport’s income tax collections

year-to-date as of Dec. 31 were

$25.4 million, which is 8 percent higher

than the same time in 2023, according to

Groveport Finance Director Jason Carr.

Carr noted the general fund balance was

$20.1 million as of Dec. 31, which is $5.5

million higher than the same time last

year. Income tax revenues year-to-date

comprised 61 percent of all city revenues.

Golden Cruiser Club

Groveport Madison Schools invites senior residents of

the district to attend athletic and performing arts programs

showcasing the talents of its students.

The Golden Cruiser Club is a free program for residents

of the Groveport Madison School District who are age 60

and older.

Membership provides free access to all school and district

sponsored athletic contests, plays, concerts, and other

events.

To become a member of the Golden Cruiser Club, obtain

applicants be age 60 or older and be a resident of

Magnolia Trail Hikes

The Magnolia Trail Winter Hike Series will be

held at Locke Meadow Park 154 Commerce St.,

Lockbourne. The next hike is Feb. 22 at 11 a.m.

Rain date is March 22 at 11 a.m. The hike goes

along the Magnolia Trail, which is a short, beginner-friendly

hike where participants can enjoy the

beauty of the season while looking for birds, animal

tracks, and a variety of trees. For information call

Winter hikes

Metro Parks is ready to welcome hikers during its 2024-

25 Winter Hike Series which runs December through

February. In January, refreshments will be offered from

10 a.m. to 1 p.m. as follows:

• Jan. 25 at Clear Creek; and

• Jan. 26 at Scioto Grove.

In February, enjoy hot drinks and treats from 10 a.m. to

1 p.m. as follows:

• Feb. 1 at Blendon Woods;

• Feb. 2 at Pickerington Ponds;

• Feb. 8 at Glacier Ridge;

• Feb. 9 at Quarry Trails; and

• Feb. 15 at Three Creeks.

A season wrap-up celebration will take place from 11

As we embark on this new year, I want to reflect on 2024

and share my gratitude for the incredible privilege of

serving you in the Ohio Senate. We achieved remarkable

what lies ahead. I was honored to take the oath of office

in January as we officially began the 136th General Assembly.

From day one, my commitment has been to

work with my constituents and the great people of

Ohio. I focus on crafting policies that uplift families,

strengthen communities, and create opportunities for

all Ohioans to thrive. Due to redistricting, my district will

now include parts of Franklin, Pickaway, and Madison

Counties. I am excited about this change and the opportunity

to expand my advocacy at the Statehouse to

my new constituents. One of the highlights of 2024 was

attending the Governor’s bill signings on several important

pieces of legislation I championed. It was indeed a

proud moment to see our collective efforts result in

meaningful changes that will positively impact lives

across the state:

● SB 95 – Authorizing the Use of Tele-Pharmacy

Services: This legislation expands access to

pharmaceutical care in underserved areas,

everaging technology to ensure that all Ohioans

have the resources to manage their health effectively.

● HB 8 – The “Parents Bill of Rights: ”A landmark

measure empowering parents with greater

involvement in their children’s education and

ensuring transparency in the decisions that

affect our future generations.

● HB 173 – Designating “Ohio Black Media Week:”

This bill celebrates the vital contributions

of Black media outlets in our state, recognizing

heir role in amplifying voices, sharing stories,

and fostering informed communities. I am pleased

to announce my committee assignments for the

Everyone involved in this movie is having a good time

A vital piece that has been missing in

the action-comedy genre as of late — besides

a truly original plot, that is — is the lack of

genuine movie stars featured within. In an

effort to be kind and courteous to the upand-coming

actors and the well-known

faces who are cast in their stead, they

(mostly) do an admirable job of selling

these humorously violent tales to the masses,

but it is the presence of the genuine

movie star that can make even the most

standard of the bunch pop off the screen.

“Back in Action,” the latest action-comedy

released by Netflix, understands the

power of the genuine movie star and it uses

that to their advantage. This is not a movie

that is propelled by a great script — it often

comes across as the first draft submission —

but it doesn’t have to be great because it

has Jamie Foxx and Cameron Diaz speaking

its words. It also does not contain that

much humor or quality action either but it

doesn’t have to because Foxx is there making

everything sound and look much cooler

than it is and Diaz is selling the material

with her expressive face that can go from

“Let’s be best friends” to “I am going to rip

off your face” in a matter of second. To be

honest, or even more honest, this movie

isn’t even particularly good, but once again

it doesn’t have to be because it has these

charming and charismatic individuals

throwing their charm and charisma all

over the place.

This is a film that knows it is not a great

piece of cinematic art, but it effortlessly

wields the power of the genuine movie star

look past all of its

flaws and have an enjoyable time.

“Back in Action” begins 15 years in the

past, when Matt (Foxx) and Emily (Diaz)

were two of the best agents in the CIA.

While on a mission to procure a device that

had the ability to control all of the world’s

most important infrastructure, the pair

were double-crossed and barely escaped

with their lives. This normally would have

been no big deal for the duo — after all, they

have had several brushes with death in the

past - but shortly before escaping the rogue

plane Emily discovered that she was pregnant

with Matt’s child. Believing that this

is some kind of sign to get out of the business

— “Kids don’t mix well with this line of

work,” quips Matt — they use their close

call with oblivion to say goodbye to the spy

game and fake their own deaths.

The film then leaps to the present and

we see that the former spies are living a

painfully ordinary life of suburban

American normalcy. Matt is the head coach

of a youth soccer team; Emily has a job selling

custom puzzles on Etsy; and their

teenage children Alice (McKenna Roberts)

and Leo (Rylan Jackson) think their parents

are hopelessly lame. That belief in the

lameness of their parents begins to change,

however, when they go viral after beating

up some college twerps who were hitting on

the underage Alice. This action, which

admittedly made Matt and Emily “feel

truly alive” for the first time in decades,

puts them back on the radar of some old

enemies and frenemies who believe they

have the device that can control the world’s

most important infrastructure.

Up until this point in the movie, things

were going quite well in the streaming feature.

Director Seth Gordon, who co-wrote

the film with Brendan O’Brien, was fully

cognizant of the fact that he had two

charisma bombs operating simultaneously

on the screen and decided to take a back

seat and let them do their thing. Whether

it was them being helicopter parents, bickering

over teenage boys with mustaches,

sparring in their bedroom, or just singing

along to Salt-N-Pepa, it was a blast to

watch them banter and perform. But then

the director takes their little film family

overseas where they can meet Emily’s

estranged former spy mother (a scenestealing

Glenn Close) and traipse around

London to throw some really big stunt

pieces into the mix. This was not the best

direction to take the film in because for

one, these set pieces, while competent,

weren’t all that impressive given their surroundings,

and for another, moving the

action into a kind of globetrotting mega-spy

sphere robbed “Back in Action” of some of

the immediacy and warmth promised by

the set up. Although these were not huge

disadvantages, it lost that sweet connection

it was forming in the first act and left

Diaz and Foxx to steer the movie through

choppy waters. Fortunately for the viewer,

these individuals are genuine movie stars

and they have what it takes to bring us

back into the action.

“Back in Action” is one of those movies

where you can tell that everyone involved

is having a good time. Those feelings translate

through the screen even if what is happening

around the cast is something lackluster,

unimaginative, and even a bit stale.

While this film is not a great piece of action

cinema, nor is it particularly hilarious, it is

a steadily entertaining piece of fun steered

by two genuine movie stars who want us to

have a good time too.
