Financial Inclusion According to the World Bank, 69% of adults in the

Middle East and North Africa remain unbanked. There is no doubt that

digital currencies have the potential to create a drastic change in the

access of citizens to financial resources and products. Nevertheless, a

project of this sensitivity should not be led by private companies alone.

TO ENSURE IT IS GEARED TOWARDS STABILITY AND INCLUSIVITY, IT

NEEDS TO BE BACKED BY NATIONAL CENTRAL BANKS.

THE MONETARY AUTHORITIES OF SAUDI ARABIA, Bahrain and the

THE GREAT ENERGY TRANSFORMATION

The Middle East is blessed with natural factors that are propitious to the

generation of renewable energy. Scaling up renewable energy would

allow oil and gas producing countries to free up more of their resources

for export, while decreasing the energy bill of oil and gas importers. To

showcase the potential of these technologies, Saudi Arabia, Kuwait and

the United Arab Emirates have auctioned off solar plants at record-low

prices, making the ensuing electricity cheaper than that generated by

fossil fuels. Global imperative: How can global cooperation catalyse a

transition to a more sustainable, secure and affordable energy system?

Implications for the Middle East: What policies need to be implemented

to ensure that such a transition does not impact the macroeconomic

environment of countries that still depend on hydrocarbons? As

countries look to pare back subsidies to energy, water and food, what

safety nets need to be in place to ensure that vulnerable segments of the

populations remain protected? Smart Cities Urbanization has been a

force for economic development and prosperity across the years. As this

trend continues in the Middle East, cities will continue to act as drivers

of economic growth and innovation.

Rapid urbanization in the previous decades has led to strained

infrastructure and suboptimal housing access. Studies have shown that

access to housing is an important driver of perceived inequality.

Global imperative: What standards need to be aligned at the global level

for internet of things (IoT) technologies and the management of data

related to smart cities? Implications for the Middle East: How can new

technologies – like AUTONOMOUS VEHICLES, the INTERNET OF THINGS

and BIG DATA – contribute to making cities in the region more

CONNECTED, EFFICIENT and LIVEABLE? What new approaches to publicprivate

collaboration can be employed to increase the stock of affordable

housing without further straining urban infrastructure?

Wild fires in Lebanon; floods in Jordan and the Gulf; water pollution in

Iraq; desertification in Egypt; dangerous rises in temperatures in the

Mediterranean basin: Climate change, previously perceived as a

secondary problem, is starting to impact the daily lives of citizens with

striking consequences for social stability.

A systematic regional approach will be required to provide a holistic

response to this challenge. Global imperative: What global financing

mechanism can be put in place to curb negative externalities and to

support in mitigation and adaptation efforts? Implications for the

Middle East: What policies are required to mitigate the impact of climate

change that is compromising the economic growth needed to create

employment for the next generation? How can regional collaboration

and dialogue address the systemic environmental risks that cannot be

addressed only at the national level?

THE FOURTH INDUSTRIAL REVOLUTION HARNESSING THE FOURTH

INDUSTRIAL REVOLUTION IS PARTICULARLY IMPORTANT FOR

COUNTRIES IN THE MIDDLE EAST as an opportunity to kick-start their

economies and respond to the aspirations of their youthful populations.

This presents the region with a unique challenge: Addressing the

immediate needs of its citizens by building on the momentum for

ongoing reform efforts, while at the same time implementing the policies

required to reap the benefits and mitigate the risks that this

transformation will bring about in the years to come. THE FOURTH

INDUSTRIAL REVOLUTION is such a complex, intricate and overarching

phenomenon that no segment of society can shape it on its own.

Most of all, we need to tap into the imagination of young people, who

will have to bear the consequences of the path that leaders set for the

region. Global imperative: How can collaboration be fostered between

business and government to design the policy and regulatory

frameworks required to benefit from new technologies, while keeping

the digital commons secure? Implications for the Middle East: How can

digitalization and the rise of successful startups in the region contribute

positively to job creation and economic growth? In the context of the

fragmentation in regional markets, how can the digital economy be

leveraged to create bigger markets in the Middle East?

ARABIA’S VISION 2030 BEEN SO FAR?

THE NEXT FIVE YEARS ARE LIKELY TO SEE AN ‘ACCELERATED

IMPLEMENTATION’ OF VISION 2030, SAYS ANALYST

FIVE (5) YEARS AGO, SAUDI (5) ARABIA ANNOUNCED ITS VISION 2030

PROGRAMME, a strategic framework to reduce the country’s

dependence on oil, diversify its economy, and develop public service

sectors such as (5) HEALTH, EDUCATION, INFRASTRUCTURE,

RECREATION, and TOURISM.

The impact of the coronavirus crisis, new VAT taxes, the suspension of

state subsidies and an unemployment rate that reached nearly 15

percent in the third quarter of 2020 have raised questions about the

effectiveness of VISION 2030.

But Crown Prince Mohammed bin Salman bin Abdulaziz (pictured

below), Deputy Prime Minister and chairman of the Council of Economic

and Development Affairs, this (5) WEEK HAILED THE PROGRAMME FOR

(5) MAKING “GREAT STRIDES” AND ADDRESSING (5) STRUCTURAL

CHALLENGES IN THE KINGDOM.

The council has now made recommendations necessary to move to the

next stage of the process of realizing VISION 2030, which continues until

2025. These include restructuring some of the current programs and

creating others such as establishing a health sector transformation

program, according to Saudi Press Agency.

It also plans to give flexibility to the implementation schedules of some

programs, setting priorities for implementing initiatives, and enabling

changes in legislative policies.

Scott Livermore, ICAEW economic advisor and chief economist at Oxford

Economics, told Arabian (5) BUSINESS THAT THE NEXT FIVE (5) YEARS

ARE LIKELY TO SEE (5) AN “ACCELERATED IMPLEMENTATION” OF

VISION 2030.

“This is signalled by recent developments to increase the resources

available to the Public Investment Fund. This means THE (5)

AUTHORITIES WILL PRESS AHEAD WITH (5) SIGNIFICANT MEGA- AND

GIGA PROJECTS, but we are also like to see more reform to the social and

business environment to narrow the attractiveness of the kingdom as a

place to work and live relative to other places in the GCC such as Dubai

and Bahrain.”

On the success of the strategy so far, he added: “There has been limited

progress towards meeting the main economic targets for VISION 2030

around diversification, unemployment and building local content. In

some respects, this is not surprising as the targets were very ambitious

and the impact of Covid-19 has disrupted progress. However, just looking

at where the Saudi economy stands relative macro targets for VISION

2030 probably underplays what has been achieved so far.

“The Saudi authorities have made significant social reforms,

implemented business-friendly measures that have propelled Saudi

Arabia up rankings such as the World Bank’s Ease of Doing Business, and

over the past year (5) PLANS AROUND MEGA-PROJECTS SUCH AS (5)

NEOM ARE STARTING TO EMERGE.

Livermore also said that the slump in oil prices has highlighted the

urgency of achieving VISION 2030 to reduce the economy’s vulnerability

to external shocks.

“Covid-19 hit all countries severely and didn’t particularly single out oil

producers, but it did serve to highlight the need to be able to drive

VISION 2030 domestically without relying too heavily on FDI. Another

key factor following Covid-19 is that the post-Covid era is likely to be

MUCH (5) MORE FOCUSED ON ACHIEVING ENVIRONMENTAL (5)

OBJECTIVES AND SLOWING CLIMATE CHANGE and this highlights the

need for Saudi Arabia – and other GCC economies – to reduce their

dependency on oil.”

So how successful has (5) THE FIRST FIVE YEARS BEEN? According to the

Council of Economic and Development Affair’s FIVE-YEAR REVIEW,

achievements include:

1. Facilitating access to emergency health services within 4 hours at

the rate of more than 87 percent compared to 36 percent prior to

the 2016 launch.

2. Reducing the percentage of traffic accident fatalities annually to

13.5 deaths per 100,000 from 28.8.

3. Increasing the percentage of people who participate in sports

activities at least once a week to 19 percent compared to 13

percent.

4. The percentage of home ownership has increased to 60 percent,

compared to 47 percent five years ago while obtaining housing

assistance is now immediate when it previously took up to 15 years.

5. The number of heritage sites that can be visited in the kingdom in

2020 has risen to 354 compared to 241 sites in 2017.

6. The issuance of the electronic tourist visa has helped create the one

of the fastest growing tourism markets in the world, with a growth

of 14 percent.

7. The number of companies operating in the entertainment sector

has doubled, reaching more than 1,000 and generating more than

101,000 jobs by the end of 2020.

8. Assets of the Public Investment Fund have doubled to reach

approximately SR1.5 trillion in 2020.

9. Foreign direct investment inflows in Saudi Arabia have increased to

reach SR17.6 billion, an increase of 331 percent since the launch of

VISION 2030.

1. Mega- and giga-projects have been launched including NEOM,

Qiddiya and the Red Sea Project.

2. Foreign investors’ holdings in the Tadawul stock market have

increased by 195.9 percent to reach SR208.3 billion by the end of

2020.

3. Non-oil GDP ratio reached 59 percent in 2020, compared to 55

percent in 2016. Non-oil revenues also increased to reach SR369

billion in 2020, up 222 percent.

4. The number of factories has increased by 38 percent to 9,984

compared to 2016.

5. In the field of digital economy, the kingdom has achieved first place

in the world in 5G internet speed, covering more than 60 percent of

major cities and 45 percent of other cities by deploying more than

12,000 towers.

6. Renewable energy project have been announced to generate more

than 3,600 megawatts and provide energy for more than 600,000

homes in addition to several clean energy projects to produce

hydrogen and ammonia.

7. Anti-corruption settlements have reached SR247 billion in the past

three years, representing 20 percent of the total non-oil revenues,

in addition to tens of billions of non-cash assets transferred to the

finance ministry.

8. The number of volunteers in 2020 reached 409,123 compared to

just 23,000 in 2016.

DAVOS: Some 3,000 leaders from the worlds of business, public policy,

culture and technology are due to arrive in the Alpine town of Davos for

the annual meeting of the World Economic Forum (WEF), which begins

on Tuesday.

The meeting this year — under THE THEME “STAKEHOLDERS FOR A

COHESIVE AND SUSTAINABLE WORLD” — IS THE 50TH TIME THE

ANNUAL MEETING has been held in the Swiss resort, but it comes at a

time of growing global tensions over climate change and geopolitical

confrontation.

Last week, the WEF published its annual global risk report, one of the

snowy Davos, where the temperature rarely rises above freezing.

Greta Thunberg, the young environmental campaigner, is also taking

environmentally damaging public transport.

GEOPOLITICS AND INTERNATIONAL COMPETITION TO A DEFAULT OF

In an effort to change the event’s image as a showy gathering of the

Yesterday, Saudi Arabia announced the National Strategy for Data and

Artificial Intelligence with the goal of establishing the Kingdom as a

global leader in the field of AI.

As part of the strategy, the Kingdom has set SEVERAL GOALS IT WANTS

TO ACHIEVE BY 2030. Overall, it hopes to attract $20 billion in local and

foreign direct investment. Also, Saudi Arabia will train 20,000 Saudi data

and AI specialists and establish 300 AI startups.

conference on Thursday to discuss the coronavirus epidemic, the Saudi

secretariat said, amid criticism that the group has been slow to respond

to the global crisis.

One source said the G20 sherpas, who are THE LEADERS’ EMISSARIES,

would speak on beforehand to prepare. Summits typically take months

to prepare, with deputies gathering in person to hash out differences

before leaders arrive, but in this case, because of health precautions,

they are convening remotely, which could make reaching compromises

harder.

The summit will be complicated by an oil price war between two

members, Saudi Arabia and Russia, and rising tensions between two

others, the United States and China, over the origin of the virus, which

has infected nearly 400,000 people globally and killed more than 17,200.

IMF Managing Director Kristalina Georgieva has welcomed the fiscal and

monetary steps taken by some countries, but said more would be

needed, especially in the fiscal arena. Surveys show the pandemic is

battering the global economy.

Agathe Demarais, global forecasting director at the Economist

Intelligence Unit, said given monetary policy constraints, the G20

countries’ only option to support growth might be fiscal stimulus, but

that could raise the risk of a debt crisis, with “devastating effect on global

growth.”

“This is something that G20 leaders will have in mind if they go for

stimulus packages,” Demarais added.

RIYADH: Saudi Arabia’s Crown Prince Mohammed bin Salman

recommended that going forward, the Group of Twenty (G20)

organization should hold two annual summits, a virtual one in the middle

of the year, and a physical summit at the end.

Minutes before the closing remarks of the Kingdom’s G20 presidency,

the crown prince said: “I would like to thank all of our ministers and

officials for their active participation during many meetings, and the

succession of this year’s programs despite the difficult circumstances.”

The coronavirus disease (COVID-19) represented an unprecedented

global threat, prompting the Kingdom to hold two summits during its

presidential year, which has not happened in any previous presidency

since the group’s founding in 1999.

The crown prince said that based on the success of the Saudi experience

in holding an extraordinary G20 summit last March, and the success of

the Riyadh summit, he proposed that going forward, two annual summits

be held instead.

“We hope that Italy will crystallize THIS IDEA WITH THE AIM OF

SUPPORTING JOINT INTERNATIONAL COORDINATION AND

INTENSIFYING THE ROLE, TO COME UP WITH POLICIES AND INITIATIVES

As this year is an extraordinary year for the whole world due to the

COVID-19 pandemic, Saudi Arabia was honored to host the G20 Leaders’

Summit virtually over two days, on Nov. 21-22, 2020.

After King Salman’s closing remarks and the handing over of the

presidency to Italy, Crown Prince Mohammed ended the summit by

highlighting the G20’s achievements since its foundation.

“(THE G20) HAS BEEN AN ESSENTIAL LINK AMONG OUR COUNTRIES. IT

HAS DEMONSTRATED THE VITALITY OF ITS ROLE, OVER THE YEARS, TO

DEAL WITH ECONOMIC, FINANCIAL, SOCIAL, AND ENVIRONMENTAL

ISSUES,” he said.

The crown prince emphasized the importance of cooperation in light of

the outbreak of COVID-19 , and its health, economic, and social

repercussions.

and to address the PROFESSIONAL INTERACTION LED BY THE KINGDOM

TO UNITE EFFORTS TO CONFRONT THE COVID-19 PANDEMIC.

“We stand today at the end of an exceptional year in which we had the

privilege and responsibility of the G20 presidency,” he said. “This year,

were not left out, according to a final summit communique which,

however, gave few specifics.

As the coronavirus pandemic rages – having so far infected 58 million

people globally and killing 1.3 million – THE CLUB OF THE WORLD’S

RICHEST NATIONS ADOPTED A UNIFIED STANCE ON THE CHALLENGES

AHEAD DURING THE VIRTUAL GATHERING HOSTED BY SAUDI ARABIA.

In Sunday’s communique, THE G20 COUNTRIES SAID THEY SUPPORTED

A GLOBAL PROJECT FOR VACCINES, TESTS AND THERAPEUTICS – CALLED

ACCESS TO COVID-19 TOOLS (ACT) ACCELERATOR – AND ITS COVAX

FACILITY TO DISTRIBUTE VACCINES.

the statement said.

But after a weekend of “digital diplomacy”, their closing communique

lacked details on many of the issues dominating the meeting.

“Some of these commitments were made earlier in the year, they are not

new,” said James Bays, Al Jazeera’s diplomatic editor.

“There were some very specific demands coming from the aid sector,

from charities, from international aid groups and THE UN ITSELF,” he

added.

UNITED NATIONS CHIEF ANTONIO GUTERRES had said another $28bn

(£21bn) WAS NEEDED TO DEVELOP VACCINES, diagnostics and

therapeutics, including $4.2bn before the end of this year, but the final

communique made no mention of these sums.

While richer nations plan their vaccination programmes – with the

United States expecting to launch in mid-December – experts warn that

developing countries face hurdles that could deny billions THE FIRST

PROVEN PROTECTION AGAINST THE VIRUS.

On Sunday, German Chancellor Angela Merkel expressed concern that

no major vaccine agreements had been struck yet for poorer countries.

“WE WILL NOW SPEAK WITH (GLOBAL VACCINE ALLIANCE GROUP)

GAVI about when these negotiations will begin because I am somewhat

worried that nothing has been done on that yet,” Merkel told reporters

in Berlin after the virtual G20 meeting.

The G20 summit’s final communique was approved unanimously by all

countries, but Turkey wanted its “voice to be heard”, according to Saudi

Arabia’s Finance Minister Mohammed al-Jadaan. A separate statement

from Ankara detailing its views towards the communique was expected

to be released later.

Saudi Arabia’s human rights record has cast a shadow on the gathering,

as campaigners and families of jailed activists launched vigorous drives

to highlight the issue.

But HUMAN RIGHTS BARELY SURFACED OVER THE WEEKEND, with

Western officials indicating they prefer to use bilateral forums to discuss

the issue with Riyadh.

Separately, summit organisers said G20 nations have contributed more

than $21bn to combat the pandemic and injected $11 trillion to shore up

the battered world economy. But the group faces mounting pressure to

help stave off possible credit defaults among poorer nations, as their

debt soars amid the economic catastrophe stoked by the virus.

It has extended a debt service suspension initiative (DSSI) for developing

countries until June next year, but Guterres has led calls for a

commitment to extending it until the end of 2021.

The communique did not offer a firm guarantee, an outcome that is sure

to disappoint campaigners.

Instead, G20 finance ministers will examine the recommendation when

the International Monetary Fund and World Bank meet next spring “if

the economic and financial situation requires” an extension by another

six months, they said.

With the world in disarray after months of border closures and

lockdowns, the group also struck a unified tone on trade, saying that

SUPPORTING A MULTILATERAL SYSTEM “IS NOW AS IMPORTANT AS

This pandemic knows no borders. It has reached all countries and affected,

directly and indirectly, every person living on this planet, which has

necessitated the activation of the pivotal role played by the G20. To this end,

the G20's leaders met twice during one presidency, a precedent since the

foundation of the G20.

In order to confront this global threat facing all of humanity, the G20 took the

initiative to adopt unprecedented measures and coordinated actions to deal

with the pandemic and its aftermath.

We stand today at the end of an exceptional year in which we had the

privilege and responsibility of the G20 presidency. Since the beginning of this

year, we set one goal, “REALIZING OPPORTUNITIES OF THE 21ST CENTURY

FOR ALL,” which includes themes such as: EMPOWERING people,

SAFEGUARDING the planet, and SHAPING new frontiers.

This year, the G20 adopted priorities that we worked on together to

implement, on top of which is addressing the HEALTHCARE, ECONOMIC, and

SOCIAL IMPACTS of the pandemic. We also took all necessary measures to

protect lives and livelihoods and support the most vulnerable groups. To

achieve this, the G20 took the following actions:

The G20 countries pledged, after the outbreak, more than $21 billion to

support the immediate funding needs, notably for the development of

diagnostic TOOLS, VACCINES and effective THERAPEUTICS. THE KINGDOM (5)

CONTRIBUTED $500M TO SUPPORT THESE EFFORTS.

FIRST, we immediately provided the necessary resources to those at the

frontline of the battle against COVID-19.

SECOND, we took extraordinary measures to support our economies and

peoples, as part of this year's G20 Action Plan.

We injected over $11 trillion into the global economy to support businesses

and protect individuals' livelihoods. This is an unprecedented G20 economic

stimulus. We also extended the social safety nets to better protect those

prone to losing their jobs or source of income.

THIRD, we provided emergency support to the most vulnerable countries in

the world, where the pandemic risks jeopardizing decades of development

progress already achieved.

With the Debt Service Suspension Initiative, we made available more than $14

billion in debt relief to the most vulnerable countries, whose collective

population exceeds one billion. We have also extended this initiative and we

will continue to assess the situation to see if another extension is needed.

In addition, more than $300 billion has been mobilized via development banks,

the IMF, and the World Bank which are working with the G20 to assist

emerging and low-income countries.

(5) WE HAVE DEMONSTRATED THAT, TOGETHER, our (5) STRENGTH LIES IN

OUR UNITY. THIS (5) IS EXACTLY WHAT THE G20 (5) WAS CREATED FOR – TO

These themes are now more relevant than ever for overcoming this

global crisis, building an INCLUSIVE, RESILIENT, and SUSTAINABLE

recovery, and shaping a better world for all.

The Saudi G20 Presidency has focused its efforts to build a stronger,

more resilient and more sustainable world. THIS IS ALIGNED WITH

SAUDI ARABIA undergoing major economic and social transformation,

GUIDED BY OUR VISION 2030 which aims to ensure that all of our

Within the framework of the Saudi G20 presidency, the G20 members

agreed on a number of vital initiatives that will act as a foundation for

We have launched the RIYADH INITIATIVE ON THE FUTURE OF THE WTO

TO PROVIDE NECESSARY SUPPORT FOR WTO REFORMS, UNDER WTO'S

OWN UMBRELLA.

We continued our efforts to empower women and youth through quality

education and financial inclusion.

The Saudi G20 Presidency greatly emphasized safeguarding the planet.

Therefore, we, at the G20, endorsed the CIRCULAR CARBON ECONOMY

PLATFORM TO BETTER MANAGE CARBON EMISSIONS ACROSS ALL

ECONOMY SECTORS and ensure access to CLEANER, more

SUSTAINABLE, and AFFORDABLE energy.

We launched the G20 Initiative to reduce land degradation and preserve

coral reefs in order to protect our planet's essential ecosystems and

biodiversity, both on land and in our oceans.

We stepped up our collective efforts to ensure that everyone on earth

has access to safely-managed freshwater while addressing the key

challenge of ensuring food security for everyone at a time when both

demand and environmental pressures are growing.

It has been an exceptional challenge but an absolute honor to hold the

G20 Presidency during this trying year. We wish we convened this

summit in person in our capital, Riyadh, the city that tells the story of a

nation proud of its ancient history, its genuine people, and its prosperous

future thanks to its youths’ resolution and determination.

The coronavirus pandemic has required the summit to be held online.

The conference centre in Riyadh will lie empty. The capital itself, greened

for the occasion, can expect no visitor rush. Photo-ops of leaders shaking

hands on red carpets will be replaced by the now familiar divided video

screen. The meat and drink of summits – the personal bilateral and

artificial late-night “drama” over communique wording in leaders’ hotel

rooms – will all be replaced by soulless, virtual discussions.

But it comes at a critical time for Saudi Arabia itself. Trump was a great

David Rundell, a former US diplomat with 20 years’ experience in Riyadh,

even claimed this week that Saudi Arabia’s definition of success at the

summit will be maintaining its connection to the rest of the world, which

Joe Biden’s election has put into question. “Saudi Arabia has to make its

case,” he said.

It is busy doing so, pointing to the painstaking efforts it has put into

hosting the G20. Abdulaziz Sager, in charge of the summit, said there had

been 127 online pre-meetings involving academics, city mayors,

businessmen and ministers. By one estimate, 17,000 people have been

involved in engagement groups.

Hanaa Almoaibed from the King Faisal Research Centre admitted “it had

been a huge disappointment that the event had to be taken online”, but

said the year had sparked unprecedented civic engagement.

The country’s most senior diplomat, its US ambassador Reema Bandar Al

Saud, used a keynote speech this week to send a message to the

incoming Biden administration. She said HER COUNTRY WAS AMERICA’S

GREATEST ALLY IN THE FIGHT AGAINST EXTREMISM AND TERRORISM

AND CLAIMED THAT SOME SAUDI CRITICS, BY CONTRAST, “JUST WANT

Reprising buzzword claims about the country’s VISION 2030 project, she

said her country was an inclusive society committed to gender equity.

“Some critics cling to OUTDATED, OUTMODED and COMPLETELY

OBSOLETE VIEWS of the Kingdom,” al-Saud said. “We recognise we need

to do a better job at CORRECTING AN INACCURATE AND DISTORTED

VIEW OF THE KINGDOM. When we are challenged on human rights we

need to better explain that progress does not happen overnight, change

is incremental, progress is not a straight line, but a curve, and the bend

of the curve is towards equity.”

She may be right, but even a hint by her brother Khalid – the UK

ambassador – that a case could be made for clemency for some of the

country’s imprisoned women ahead of the G20 was disowned.

As for the war in Yemen, seen by many democrats as a pointless and

immoral venture, she blamed the Houthis for walking away from the

table, and pointed out that more than 300 ballistic missiles had been

fired into Saudi Arabia. And on Saudi Arabia’s great rival, Iran, she said

there was a reason why Saudi Arabia was chairing the G20, and Iran was

isolated. Saudi graduates, she said, were flocking to return to Riyadh. In

Tehran there was nothing but a brain drain.

BUT FOR ALL THEIR ADVOCACY, SAUDI DIPLOMATS HAVE FOUND

THEMSELVES CHALLENGED ON HOW ALL THIS ESPOUSAL OF DIVERSITY

AND EMPOWERMENT SQUARES WITH THE REALITY. There is a

particular focus on the imprisonment of the women’s rights

campaigner Loujain Al-Hathloul.

Hathloul, who campaigned for the right to drive, could have been a

symbol of a new, emancipated Saudi Arabia, but is instead on the 23rd

day of a hunger strike. She has been detained without charge since May

2018 for campaigning for women’s rights.

Equally, the house arrest since March of the former crown

prince Mohammed bin Nayef has lost the ruling family more prestigious

friends. His treatment at the hands of his successor and cousin

Mohammed bin Salman is now the subject of an inquiry by an

independent panel in the UK led by the Conservative MP Crispin Blunt.

His treatment reveals how bin Salman, once feted by the west, seems in

the minds of western politicians unable to rule through consensus.

Lina Al-Hathoul, sister of Loujain, understands the summit’s potential

value for her sister’s jailers. “Hosting major events such as the G20 not

only affords the kingdom the image of a powerful, modern country and

global economic power, but also draws international attention away

from the reality of rights abuses that occur mere miles away.” She urged

Saudi leaders to be smarter and “not embarrass themselves” by failing

to turn a new page ahead of Biden’s arrival.

The house arrest of former crown prince Mohammed bin Nayef is also

seen as a sign of the kingdom cracking down on critics.

She has been supported in the UK by Helena Kennedy, the author of a

new report on the treatment of female detainees in Saudi Arabia. “NO

DECENT NATION SHOULD BE ATTENDING THIS G20 CHARADE WITHOUT

MAKING DEMANDS THAT THESE WOMEN WILL BE RELEASED,” Lady

The shadow foreign secretary, Lisa Nandy, said she could see “THE

PRINCIPLED AND DEEPLY HELD ARGUMENTS” FOR A COMPLETE

BOYCOTT OF THE SUMMIT, but added: “I tend to feel it is better to be in

to do so.”

But she said it was not clear the UK government was building the

RIYADH: The second day of the G20 summit focused on education and

safeguarding the planet — issues critical to humanity — which could

easily have been forgotten in the middle of a health and economic crisis.

However, the Saudi presidency ensured that the G20 looked beyond the

immediate economic and health challenges, true to the theme of

“Realizing Opportunities of the 21st Century for All.”

Day 1 had focused on the G20 ensuring access to coronavirus (COVID-19)

vaccines for all and access to finance for the poorest nations. This

included supporting the ACT ACCELERATOR AND GAVI AS WELL AS A

QUEST FOR STRENGTHENING MULTILATERAL EFFORTS, and the WHO

went toward the first.

The debt service suspension initiative had 73 countries which qualified

for it, and 46 of these have so far availed themselves of this.

These are some of the most pressing issues the world faces, because

COVID-19 has thrown the global economy into a recession not seen since

the Second World World. The fiscal and monetary stimulus packages

Al-Sheikh explained the Saudi model, in which the curriculum went

online using a learning management system. He admitted that reliable

online education, while a big opportunity for the future of education,

may not be that easy to achieve for poorer countries and poorer

segments of the population. Nonetheless, he praised the educational

groups within the G20 for focusing on the future of education for the

whole world. Education proves once more that cooperation at the G20

is vital during and after the pandemic.

If there ever was one issue requiring global cooperation and which is

taking us well into the 22nd century, it is the ENVIRONMENT AND

CLIMATE CHANGE. It was the big global topic before the pandemic struck

and was somewhat on the backburner after that.

The side event, “SAFEGUARDING THE PLANET — THE CIRCULAR

CARBON ECONOMY APPROACH,” was important in that context: King

Salman was joined on the virtual stage by leaders from the world’s most

populous countries, as well as Japan, Australia, the US and Italy, which

holds next year’s G20 presidency.

The king stressed that it was critical to safeguard the planet and that “we

must create the conditions conducive of robust, inclusive, balanced and

sustainable economies.” He explained the concept of the circular carbon

economy, which aims to reduce, reuse, recycle and remove carbon from

industrial processes and energy production.

The leaders may have their own views on how to safeguard the planet,

however they needed to work together to do so. In the words of China’s

President Xi Jinping they needed to “WORK TOGETHER FOR A CLEAN

AND BEAUTIFUL WORLD.” THE FINAL COMMUNIQUE ENDORSED THE

CIRCULAR CARBON ECONOMY.

WHAT IT MEANS FOR THE WORLD

THE G20 HIGHLIGHTED ONCE MORE THE IMPORTANCE OF

MULTILATERALISM AND WORKING TOGETHER. There is no way that the

multilateral lending agencies could have achieved the debt service

suspension initiative without the support of THE (5) GLOBAL

HEAVYWEIGHTS OF THE G20.

The $11 trillion worth of stimulus fiscal and monetary stimulus packages

also necessitated close cooperation at the G20 level.

The collaboration on the ACT ACCELERATOR AND GAVI WOULD ALSO

NOT HAVE BEEN POSSIBLE TO THAT DEGREE WITHOUT THE G20. THIS

HOLDS ESPECIALLY TRUE WITH REGARD TO FUTURE SUPPORT AND

FUNDING OF THE WHO.

It is to the credit of the Saudi presidency that it did not let its theme of

“Realizing Opportunities of the 21st Century for All” be derailed by the

pandemic, which could have happened all too easily. Instead, the G20

addressed other major issues such as the future of education and climate

change.

WHAT IT MEANS FOR GCC

IT WAS IMPORTANT FOR THE ARAB WORLD THAT ONE OF THEIR OWN,

SAUDI ARABIA, THE ONLY ARAB MEMBER OF THE G20 AND ONE OF

ONLY THREE MUSLIM MAJORITY COUNTRIES IN THE CLUB OF THE

WORLD’S MOST POWERFUL NATIONS, HOSTED THE SUMMIT.

In the words of King Salman: “Due to its unique stature regionally and

internationally, and its unique location which interconnects three

continents and lies at the intersection of emerging and developed

markets, THE KINGDOM WILL CONTINUE TO PLAY A KEY ROLE WITHIN

THE G20 TO ACHIEVE GLOBAL COOPERATION AND FIND SOLUTIONS TO

THE WORLD’S MOST PRESSING CHALLENGES.”

The focus on education is important to GCC, the whole Arab world, and

many developing countries, because they have huge and growing young

populations. If education cannot be provided on a sustained basis, due

to COVID-19 restrictions, the world risks losing a generation.

CLIMATE CHANGE AND THE ENVIRONMENT ARE THE DEFINING GLOBAL

ISSUES. They are especially important to a major energy producer such

as Saudi Arabia, which has to address the conundrum of uninterrupted

energy supplies to the world to ensure economic stability while

safeguarding the planet. To that end, it was important that the Kingdom

could present its approach on the circular carbon economy.

Saudi Arabia is set to host the G20 Leaders Summit this weekend, the

main event involving the heads of the 20 nations chaired virtually by the

Kingdom due to the Coronavirus pandemic.

The 15th G20 Summit, under the presidency of Saudi Arabia for the first

time, will follow on a year of focused meetings all held virtually during

an unprecedented pandemic crisis. The G20 Leaders Summit will make

On that subject, the nations of the G20, which are the richest countries

in the world, are moving towards a consensus on the release of

FUTURISTIC CITY OF NEOM TO DEVELOP A $5 BILLION HYDROGEN-

BASED AMMONIA PLANT powered by renewable energy, according to

reports.

The renewable-energy powered plant will produce ammonia for export,

and is scheduled to begin operating in 2025. The project will integrate

more than four gigawatts of renewable power, including solar and windgenerated

electricity, to produce 1.2 million tons per year of ammonia,

according to a statement.

When completed, it will be the world’s largest green hydrogen project

and will supply 650 tons per day of carbon-free hydrogen for

transportation globally, and save the world three million tons per year of

CO2, the company said.

The joint venture project “is the first partnership for NEOM with leading

international and national partners in the renewable energy field and it

will be a CORNERSTONE FOR ITS STRATEGY TO BECOME A MAJOR

PLAYER IN THE GLOBAL HYDROGEN MARKET,” Air Products

and Chemicals said. Air Products will be the exclusive off-taker of the

green ammonia and intends to transport it around the world to be

dissociated to produce green hydrogen for the transportation market.

Saudi Arabia’s ambassador to the United States HRH Princess Reema bint

Bandar recently shared on twitter a 60-second video showing all the

steps that Saudi Arabia has taken to combat the spread of the

Coronavirus, or COVID-19, within the Kingdom.

The video includes steps taken not only to protect its citizens from

contracting the Coronavirus, but also economic measures to ensure that

workers and others who must stay home still receive payment from

public and private companies, and regulations prohibiting unfair

practices by businesses during the crisis.

Saudi Arabia’s Crown Prince Mohammad bin Salman gave an interview

that will air on the CBS program, 60 Minutes, on September 29, one of

two features on the Saudi leader set to appear in the United States this

fall.

The interview, with Norah O’Donnell, the anchor of the CBS Evening
