Beloved Ben & Joy's closes after 40 Years

A cherished institution in Mount Sterling,

Ben & Joy's Restaurant, has closed its

doors after 40 years of serving the community.

On Jan. 25, the management of Ben &

Joy's announced the closing through a

heartfelt message to their 3,700 Facebook

followers:

Dear Valued Friends, Employees and

Guests of Ben & Joy's:

It is with humble gratitude and a heavy

heart that we announce the closing of Ben

& Joy's Restaurant. This has been a very

difficult and emotional decision, and we

are so sad to say goodbye. We will close our

doors on Feb. 2.

We would like to thank our staff, past

and present, for being such an integral

part of our business and for helping us to

provide so many wonderful experiences to

our countless guests over the years.

Restaurant work is not easy. It takes commitment,

thick skin, and a really good

sense of humor. Your efforts have never

gone unnoticed, you have shown grace,

warmth, and dedication. There are no

words that clearly express the love and

gratitude we feel for our staff that worked

so hard to keep the vision alive. It is so

rare to find such a committed, hardworking,

talented, and friendly staff anywhere.

We became a family. We are so very grateful

for the love and tremendous efforts, you

are all amazing.

Of course, we give immeasurable

thanks to everyone who has dined with us,

whether you've been dining with us for

years or just now found us. We are grateful

for your continued support and loyalty; you

are the direct reason for our success as we

are truly humbled and honored to have

served you.

However, as much as we love Ben &

Joy's and seeing you walk through our

doors, this is a bittersweet choice and a

most difficult decision, to say the least.

What an incredible journey it has been!

times, was met with an outpouring of support

and shared memories from the community.

Rotary Club will

present the firstever

Steve Saltsman

Service Above Self

First Responder

Award. This prestigious

award will be

given to two deserving

London Police

Officers: Officer

Dylan Fout and Officer

Denise Dye.

The award is named for Steve Saltsman, a

beloved member of both the Rotary Club

and the Madison County Sheriff's office who

passed away last fall. Saltsman left a legacy

of community service that the Rotary Club

hopes to continue through this award.

The presentation will take place during

the Rotary Club’s meeting at the Madison

County Senior Center (280 W. High Street,

London). In addition to recognizing the two

officers, the event will also celebrate the

Students of the Month from London High

School and Madison Plains High School.

“Service Above Self” is the principle tenet

of Rotary International and the award is a

fitting tribute to both Steve Saltsman and

the brave first responders who exemplify this

motto. Fout and Dye will be recognized for

their dramatic rescue of a missing five-yearold

child on Nov. 12. The officers spotted the

child, who has autism, floating face-up in a

creek. The officers' quick and heroic actions

saved the boy’s life.

London Police Chief Glenn Nicol praised

the officers for their humility and dedication.

A Successful Start in 2025

As we embark on this new year, I want to reflect on 2024

and share my gratitude for the incredible privilege of

serving you in the Ohio Senate. We achieved remarkable

milestones together, and I am optimistic about

what lies ahead. I was honored to take the oath of office

in January as we officially began the 136th General Assembly.

From day one, my commitment has been to

work with my constituents and the great people of

Ohio. I focus on crafting policies that uplift families,

strengthen communities, and create opportunities for

all Ohioans to thrive. Due to redistricting, my district will

now include parts of Franklin, Pickaway, and Madison

Counties. I am excited about this change and the opportunity

to expand my advocacy at the Statehouse to

my new constituents. One of the highlights of 2024 was

attending the Governor’s bill signings on several important

pieces of legislation I championed. It was indeed a

proud moment to see our collective efforts result in

meaningful changes that will positively impact lives

across the state:

● SB 95 – Authorizing the Use of Tele-Pharmacy

Services: This legislation expands access to

pharmaceutical care in underserved areas,

everaging technology to ensure that all Ohioans

have the resources to manage their health effectively.

● HB 8 – The “Parents Bill of Rights: ”A landmark

measure empowering parents with greater

involvement in their children’s education and

ensuring transparency in the decisions that

affect our future generations.

● HB 173 – Designating “Ohio Black Media Week:”

This bill celebrates the vital contributions

of Black media outlets in our state, recognizing

heir role in amplifying voices, sharing stories,

and fostering informed communities. I am pleased

to announce my committee assignments for the

136th General Assembly. These roles position me

housing affordability and accessibility across Ohio.

Ballah earns FFA degree

Each year, the National FFA Organization honors FFA members

who show the utmost dedication to the organization through their desire

to develop their potential for premier leadership, personal growth, and

career success through agricultural education.

Jaiden Ballah, a member of the London FFA chapter, was awarded

the American FFA Degree at the 97th National FFA Convention & Expo

on Oct. 26. After being recognized at the national convention, each recipient

of the American FFA Degree receives a gold American FFA Degree

key and certificate.

To be eligible, FFA members must have earned at least $10,000 outside

of class time through a supervised agricultural experience (SAE)

program in which they own their own business, hold a professional position

as an employee or conduct research. Recipients must also complete

50 hours of community service and demonstrate outstanding leadership

abilities and civic involvement through the completion of a long list of

FFA and community activities. Less than one percent of FFA members

achieve the American FFA Degree.

Ballah achieved her degree by earning $32,434 over four years in her

SAE’s. This included her job placement at TriGreen Equipment, establishing

her own business, Ballah Equipment and raising and selling

market goats, lambs and turkeys at the Madison County Fair.

Mercy Health invites community

to 2025 Heart Month Dinner

As Mercy Health prepares to kick off

American Heart Month this February, the

health system is once again inviting the

community to a special event aimed at raising

awareness about cardiovascular health

and encourage individuals to take action for

better heart health.

“Cardiovascular disease is the number

one killer of both men and women, but it’s

often preventable with the right lifestyle

choices and early intervention,” said Mercy

Health cardiologist Dr. Muhammad Ashraf.

“Our goal is to ensure people understand

how they can reduce their risk and take

proactive steps to protect their hearts.”

To start, Mercy Health — Springfield is

inviting the community to a special Heart

Month Dinner on Feb. 27 at 5:30 p.m. The

2025 Mercy Health Springfield/Urbana

Heart and Vascular Dinner will be held at

the Courtyard by Marriott hotel in downtown

Springfield. Attendees will enjoy cocktails

and a meal along with presentations

from physicians providing education on

heart health and stroke awareness. There

will also be emotional testimonials shared

from both stroke and heart attack survivors

who can speak firsthand to the importance

a significant boost in its mission to

serve local families in need, thanks to a generous

food drive organized by Kroger London

on Jan. 25 and 26.

Leading up to the event, Kroger reached

out to the pantry to gather a list of the most

needed items. The list was then printed and

distributed to shoppers entering the store.

The response was overwhelming - a total

of 60 banana boxes filled with essential items

were collected. Additionally, the pantry received

generous cash donations.

“Our customers were thrilled and grateful

because the items we had donated at Kroger

were items we often don’t have to give out -

things like cereals, crackers or tins of tuna,”

said pantry director John Mitchell.

Kroger Food Drive Helps Pantry

“The volunteers who work at the pantry

were amazed by the generosity of the people

of Madison County who donated. Truly a

win, win, win!”

The Madison County Food Pantry provides

no-cost food to low-income residents in

a non-judgmental and positive way. Clients

may visit once each calendar month and receive

enough food for a family of four to have

three meals a day for at least five days. The

pantry is completely staffed by volunteers

and is funded by donations and grants.

The Madison County Food Pantry welcomes

donations year-round. The pantry is located

at 125 S. Oak St. in London. It is open

on Wednesdays and Saturdays from 9:00 a.m.

to 11:45 a.m.

to be with his Lord and Savior Jesus Christ on Wednesday, January

29, 2025. Ralph loved Jesus, his recently deceased wife of 69 plus

years, Connie, his family, and studying and teaching the Bible. He

was a member of the West Jefferson First Baptist Church for 60 plus

years where he served in many roles – Sunday School teacher, deacon,

pulpit committee, choir member, finance committee, and song

leader to name a few. Ralph served for two years in the US Army,

worked for Westinghouse for over 40 years, and retired from Steffens-

Schultz Inc. in 1997.

Ralph is preceded in death by his beloved wife Connie, his son Timothy

A. Little, parents Bruce and Luella Little, brother and sister-inlaw

Forrest and Beverly Little, and niece Pam Metsker.

NEWMAN

Walter Theodore “Newt” Newman, 90, of

London, died peacefully on Jan. 30 at home

surrounded by his family.

Born Feb.27, 1934, in Akron, Ohio, he

was a son of Paul Newman and Mamie

(Burnside) Newman.

Following high school, Walter went on to

serve in the United States Air Force where

he was proud to be stationed overseas in

Korea. Upon returning to the States, he dedicated

a twenty-seven-year career to the London

Correctional Institution. Walter made

sure to stay active after retirement with

much of his time spent outdoors mowing on

his John Deere. An avid gun enthusiast and

NRA member, Walter also enjoyed watching

old black and white westerns or anything

starring John Wayne. Walter was also a

proud cancer survivor who always looked forward

to the annual Relay for Life survivor

dinner and parade in Madison County.

With a true heart of gold, his unwavering

devotion to the wellbeing of others was always

evident through his love of charity

where he was sure to donate to what he

could to help others. Always loving his fellow

soldier, he was a regular supporter of

the Wounded Warrior Project, but also the

Buckeye State Sheriff’s Association, American

Heart Association, many local food

pantries, and numerous other organizations,

even ensuring to send letters to notify

the charities if he was unable to help one

particular month. Always a man of strong

faith, Walter was sure to savor time with the

Lord by reading His word through scripture

each and every night. His family always

served as his pride and joy, cherishing the

time spent together while being proud of all

their accomplishments. Walter truly left a

lasting impact on all who had the privilege

of knowing him, and although his passing

has left our hearts heavy, the love our hearts

have known from him shall carry on as our

lasting tribute to an irreplaceable man.

Left to continue Walter’s legacy include

his children: Dan (Rhoni) Newman, Tonita

Newman, and Rick (Jodi) Newman; grandchildren:

DJ (Markee) Newman, Samantha

(Brett) Newman, Phil (Molly) Newman,

Kelsea (AJ) Vincent, and Abrielle Newman;

Charles Eugene Rinehart, Jr., 53, of Galloway,

died unexpectedly on Jan. 30 in his

residence.

Born Nov. 16, 1971, in London, Ohio, he

was a son of Charles Eugene Rinehart, Sr.

and Margaret (McGowan) Dillion.

A long-time truck driver, Charles enjoyed

working on cars in his free time.

Left to cherish his memory include his

wife Billi (Johnson) Rinehart; children

Marissa Rinehart, Brianna Secor, Selena

Rinehart, and Christopher (Denay) Johnson;

grandchildren Taiveon, Lamontai,

Thanks toy drive donors!

The Tri-County Firefighter’s Association and the Mt. Sterling Community

Center would like to thank again all those who donated to the

2024 toy drive this year. Again, there was an overwhelming response

from the community and businesses to help families in our area.

We would like to thank those of you that gave generously of your

time to help bag and distribute the toys on pick-up day. Thanks also

to those that gave monetary funds as well as toys and gift cards for

the children and young adults in our community. There were a lot

of children that got their Christmas wishes granted this year. The

community helped 23 families and 60 plus youth.

We would also like to thank all the local businesses that put a

“fire boot” in their establishment to collect funds for this drive:

Rapp’s Hardware, Ben & Joy’s and Sterling One Stop. Thanks also

to the Firefighter’s that stood out in the cold to collect funds during

the street collection drive as well.

Some of the local organizations and businesses that donated

funds this year were: Gerald T. Baynes, Atty at Law, Jay Car Construction,

Meijers at 665, Mt. Sterling American Legion Post #417

Charitable Fund, Knights of Pythias, Sterling One Stop, EDF Renewals,

Meadow View Village Apartments.

The Firefighter’s Association and the Mt. Sterling Community

Center could not do what we do at Christmas or at other times during

the year for families and their children in need without community

support. So, thanks again and we hope to do this again

Christmas 2025. We hope you and yours had a Merry Christmas

Lennox Anderson wrestled in the Girls 8-U 62-68 weight class for the Madison Plains

team, and is shown here working towards a 22-6 Tech Fall (15 point advantage) win over

Charlee Hart of Logan Elementary. Lennox won two of her three matches and finished

in second place. She finished seventh amongst her team who had 24 wrestlers at the

tournament and stayed in the top half of the 41 teams finishing 19th.

The Central Ohio Buckeye Youth wrestling Association ( COBYWA ) is a league made up

of 965 wrestlers from 42 teams, ages four through 12 from Central and Southern Ohio.

The league holds there matches throughout January and culminates with a Championship

at the end of the season. This years COBYWA Overall Championship took place

at the Marion County Fairgrounds Coliseum on Feb. 2.

below 175% of the Federal Proverty Guidelines for a household

of up to seven members and 60% of State Median income for a

household of eight or more members to pay their heating bills.

This invitation is supplied in duplicate. Submit one copy of the completed bid in a properly addressed

In order to be considered, your bid must be accompanied by a thorough description of the Air Classified

Hydrated Lime Slurry product offered for purchase. The Mid-Ohio Water and Sewer District reserves

the right to inspect the Air Classified Hydrated Lime Slurry before purchasing. The winning bidder must

make the Air Classified Hydrated Lime Slurry available for delivery to the Mid-Ohio Water and Sewer

District within 14 days after receipt of award notification and within 14 days after receipt of a purchase

order. If the Air Classified Hydrated Lime Slurry product is deemed to not be provided within the established

a stabilized aqueous suspension of Calcium Hydroxide produced from high purity hydrated lime.

A chemical analysis of product for antimony, arsenic, barium, beryllium, cadmium, chromium,

copper, lead, mercury, selenium, thallium, fluoride must be provided by the successful bidder.

Additional Requirements:

Each shipment of air classified hydrated lime slurry may be tested at the time of delivery to assure a

percent total solid between 33% and 37% and a specific gravity of 1.231 to 1.267 g/ml. Any air classified

hydrated lime slurry shipment not meeting these parameters will be refused and then returned to the

provider at the provider’s expense.

The driver of each air classified hydrated lime slurry delivery shall have and provide to the water plant

staff a certified stamped scale weight for each shipment upon delivery. A chain of custody record shall

also be provided to assure the product delivered is the same as indicated on the certified scale weight

certificate.

Delivery tankers shall be solely used for shipping Air Classified Hydrated Lime Slurry and equipped

with a pumping system to recirculate product prior to unloading. Tankers shall also be equipped with

pumps to unload product. Delivery tankers must be rinsed of all lime slurry product when loading at

delivery site.

The Supplier shall certify no quicklime is used in the slurry manufacturing process and only finely

ground air-classified hydrated lime is used for preparation of the lime slurry product.

The slurry solids will have 99.99% or higher passing 30 mesh screen. Delivery tankers shall be solely

used for shipping lime slurry and equipped with a system to avoid spillage during the off-loading. The

delivery driver shall be responsible for adding the correct amount of dilution water if requested by the

District and request inspection and analysis of the delivery by the on-site District staff. The driver shall

be responsible for complete cleanup of any spill(s) originating from the unloading process. Safety Data

Sheets shall be provided with each bid submitted.

The supplier agrees to allow District employees to have full access to the slurry production and/or shipping

facilities on normal workdays during normal business hours. The supplier will advise staff about

site safety procedures and personal protection equipment before entering the property.

The supplier will be responsible for the removal and disposal cost of unsuitable product and/or sediment

as well as any necessary equipment repairs caused or clogged by the product up till the chemical

application point. The supplier will offer on-site technical support at no charge to the District with regards

to chemical feeding, equipment operation/repair and mineralization technology, as needed.

Supplier shall provide a minimum of three (3) surface source drinking water treatment plant references

within a 250 mile radius of the Mid-Ohio Water and Sewer District Water District 1 Water Treatment Facility

that are currently using this product and have been for a period no less than 12 months. Other

references are also encouraged.

Supplier must have a primary and secondary blending location for surety of Air Classified Hydrated

Lime Slurry as required by the District. Supplier must have the ability to monitor tank levels of the Air

PUBLIC HEARING

PY 2025 Madison County Small Cities Program

Madison County intends to apply to the Ohio Department of Development

for funding under the Community Development Block

Grant (CDBG) Small Cities Program and other related state and federally

funded programs administered by the State of Ohio. The

County is eligible for several different types of PY 2025 programs

providing the County meets applicable program requirements.

These programs include but are not limited to the CDBG Critical Infrastructure;

Economic Development and Public Infrastructure Program;

Residential Public Infrastructure Program; Discretionary

Program; and the Homeless and Supportive Housing Programs. The

State of Ohio anticipates it will receive approximately $64 million

from HUD to distribute on a statewide basis, based on the Consolidated

Plan submitted to HUD. The Consolidated Plan contains additional

information on the Community Development Block Grant

(CDBG) Small Cities Program, a federally funded program administered

by the State and funded by HUD.

A Public Hearing to discuss the programs available through the Ohio

Small Cities Program will be held on February 25, 2025, at 9:30 a.m.,

in the Commissioners’ Hearing Room, Madison County Courthouse,

1 N. Main Street, London, Ohio.

Madison County anticipates it will be eligible to apply for up to

$500,000 in Critical Infrastructure grants, and grants of up to

$500,000 are available for Economic Development and Public Infrastructure.

The CDBG applications are due to the State in June 2025.

The other grants have an open cycle beginning July 1, 2025.

The Public Hearing will provide citizens, communities and local organizations

with explanation of eligible activities and program requirements

for the CDBG Small Cities program, including the CDBG

community development programs, the CDBG economic development

programs, housing programs, and other HUD funded programs.

The programs can fund a broad range of activities including,

but not limited to, economic development projects, infrastructure

improvements, development and rehabilitation of housing, and

neighborhood facilities improvements. The activities must be designed

to primarily benefit low- and moderate-income persons, aid

in the elimination of slum and blight, or meet an urgent need of the

community. Citizens of Madison County are encouraged to attend

the public hearing to provide their input on the County's CDBG
