Ten years of song, dance, and community

By Rick Palsgrove

Groveport Editor

The Groveport Madison Area

Community Choir will celebrate

a decade of song at its upcoming

10th anniversary show.

The show, entitled “Back to

the Future: A Musical Variety

Show,” will be held on March 1

at 1 p.m. and 7 p.m. at

Groveport Madison High School

4475 S. Hamilton Road,

Groveport.

The group will be pulling out

all the stops for this show with

fantastic costumes, props, and

more.

“We picked this theme

because we will revisit some

music from past shows, but also

new music as well as we look

to the future,” said Groveport

Madison Area Community

Choir Director Terri

Christensen.

She said there will be large

displays in the lobby from past

shows created by choir members.

During the show there will

be a special “memories” video

including

pictures

of the past 10 years.

“Our GMACC kids, many of

whom started when they were

in kindergarten are now

involved in more numbers as

they continue to mature and

find their passion for music and

dance,” said Christensen. “Our

tap dancers have become quite

popular and this year we are

adding a few men to that group.

You don’t want to miss that!”

Over the past 10 years the

Groveport Madison Area

Community Choir has evolved

and grown.

“The GMACC has seen so

much growth, and not just in

numbers, these past 10 years,”

said Christensen. “The family

that has been formed through

the

common

love of music and helping the

community is just amazing.

Like the song says, ‘We Are

Family’ and we care about each

other and our community.

When we started this adventure

with the large shows, we had 32

members and four volunteers.

We’ve grown into a choir of over

90 members and a group

of 25 to 30 volunteers. We are

proud of our growth but more

proud of the fact that we are all

volunteers. It’s amazing to me”

“I could not be more proud

and humble to lead this group,”

said Christensen. “They show

up, put in the time and give 100

percent in everything they do.

The countless volunteers that it

takes to put all of this together

is unbelievable. To our audience,

we hope you enjoy the

show and know that by buying a

ticket you are supporting local

charities and supporting the

arts in our community.”

A Successful Start in 2025

As we embark on this new year, I want to reflect on 2024

and share my gratitude for the incredible privilege of

serving you in the Ohio Senate. We achieved remarkable

milestones together, and I am optimistic about

what lies ahead. I was honored to take the oath of office

in January as we officially began the 136th General Assembly.

From day one, my commitment has been to

work with my constituents and the great people of

Ohio. I focus on crafting policies that uplift families,

strengthen communities, and create opportunities for

all Ohioans to thrive. Due to redistricting, my district will

now include parts of Franklin, Pickaway, and Madison

Counties. I am excited about this change and the opportunity

to expand my advocacy at the Statehouse to

my new constituents. One of the highlights of 2024 was

attending the Governor’s bill signings on several important

pieces of legislation I championed. It was indeed a

proud moment to see our collective efforts result in

meaningful changes that will positively impact lives

across the state:

● SB 95 – Authorizing the Use of Tele-Pharmacy

Services: This legislation expands access to

pharmaceutical care in underserved areas,

everaging technology to ensure that all Ohioans

have the resources to manage their health effectively.

● HB 8 – The “Parents Bill of Rights: ”A landmark

measure empowering parents with greater

involvement in their children’s education and

ensuring transparency in the decisions that

affect our future generations.

● HB 173 – Designating “Ohio Black Media Week:”

This bill celebrates the vital contributions

of Black media outlets in our state, recognizing

heir role in amplifying voices, sharing stories,

and fostering informed communities. I am pleased

to announce my committee assignments for the

136th General Assembly. These roles position me

These roles position me to address key issues

and advocate for policies that matter most to our

communities:

1. Housing (Chair): Leading efforts to address

housing affordability and accessibility across Ohio.

2. Judiciary (Vice Chair): Supporting a fair and

efficient judicial system.

3. Workforce Development (Vice Chair): Promoting

initiatives to build a skilled and competitive

workforce.

4. Small Business and Economic Opportunity:

Championing small businesses as drivers of

economic growth.

5. Agriculture and Natural Resources: Preserving

Ohio’s agricultural heritage and natural resources.

6. Rules and Reference: Ensuring legislative

priorities eflect the needs of our constituents.

Groveport finances

in good shape

By Rick Palsgrove

Groveport Editor

Last year was a good one for the city of Groveport financially.

Groveport Finance Director Jason Carr said that at the end of

2024 the city had a general fund cash balance of $20.1 million,

which is $5.5 million higher than the same time last year.

“That’s the highest it’s ever been,” Carr said at Groveport City

Council’s Jan. 27 meeting. “We had a very strong 2024.”

He said the city is looking to increase its debt rating and the

general fund balance helps that by enabling the city to obtain better

interest rates for funding for some of the big projects planned

this year.

Additionally, the city’s income tax collections for 2024 as of Dec.

31 were $25.4 million, which is 8 percent higher than the same

time in 2023, according to Carr. Income tax revenues comprised 61

percent of all city revenues exclusive of debt proceeds in 2024.

Two city funds - the recreation fund and the golf course fund -

that historically operate at losses and require annual transfers

from the general fund to break even, had better years in 2024.

Recreation fund operational receipts were up by $53,079 and the

golf course fund receipts were higher by $234,405 when compared

to the prior year.

Rounds of play at the Groveport Municipal Golf Course, located

at 1005 Richardson Road, have increased steadily over the past

seven years. In 2018 there were 21,978 rounds of golf played at the

course and in 2024 there were 36,436.

Groveport Recreation Director Seth Bower said 2024 was a

period of growth for both the recreation center and the aquatic

center.

“In 2023 we sold 7,606 recreation center memberships,” said

Bower. “In 2024 we sold 8,557 memberships which is a difference

of 951 memberships. This resulted in a 12.50 percent increase

compared to 2023.”

The recreation center also saw an increase in the number of day

passes purchased.

“In 2023 we sold 8,527 day passes,” said Bower. “In 2024 we

sold 8,926 day passes which is a difference of 399 day passes. This

resulted in a 4.67 percent increase compared to 2023.”

Aquatic center memberships also increased.

“In 2023 we sold 1,517 memberships,” said Bower. “In 2024 we

sold 2,458 memberships which is a difference of 941 memberships.

This resulted in a 62.03 percent increase compared to 2023.”

Pool day passes sold also increased.

“In 2023 we sold 17,778 day passes (for the pool),” said Bower.

“In 2024 we sold 22,730 day passes, which is a difference of 4,952

day passes. This resulted in a 27.85 percent increase compared to

2023.”

Four way stop at Bixby

and Ebright intersection

to begin Feb. 26

By Rick Palsgrove

Groveport Editor

Effective Feb. 26, a new traffic control

pattern will be put in place at the intersection

of Ebright Road and Bixby Road.

According to Groveport City Engineer

Steve Farst, this intersection will be

changed from a two-way stop sign control

to an all way/four way stop sign control.

Stop signs will be erected at each approach

into the intersection, creating a new all

way stop sign control there.

“Travelers are urged to use caution

when approaching the intersection,” wrote

Farst in a notice about the change.

“Drivers should expect increased queuing

and delays when travelling on Ebright

Road and Bixby Road with the new all way

four way stop control.”

Groveport City Council approved legislation

in December to install the four way

stop signs at the intersection of Bixby and

Ebright roads. The legislation also includes

new advance “stop sign ahead” signs on all

approaches to the intersection.

The installation of the four way stop

signs was prompted because vehicle crashes

have increased at the troubled, highly

traveled Bixby and Ebright roads intersection

over the past few years. Traffic flowing

through the intersection has increased due

to development growth in the area.

A consultant’s traffic engineering study

dated March 5, 2024, concluded that a

multi-way “stop warrant” was met for the

intersection and recommended the installation

the four-way stop signs on both

Ebright Road and Bixby Road at the intersection,

including new advance stop ahead

signs on all approaches to the intersection.

The city had previously taken several

steps in an effort to make the intersection

safer. It had continued to upgrade pavement

conditions and markings and stop

signs, and added “stop signs ahead” signage

at the intersection. Stop signs were

made larger, with a “cross-traffic does not

stop” sign added on the Bixby Road

approaches. Reflective surface strips were

added as well on sign posts. On Ebright

Road, the city ordered and installed an

advance warning sign system to advise

Ebright Road travelers with flashing beacons,

when a vehicle is at the Bixby Road

stop bar. Also, overhead lighting was

added a few years ago.

City officials note there had been “a

spike of crashes” at the intersection with

23 wrecks from 2021-23 and several more

in 2024. From 2015-19 there were 19

crashes and seven more in 2020.

Ebright Road is a county road, except

for a 700 foot long segment that is in

Groveport, beginning at a point about 530

feet north of the Bixby Road intersection,

and ending at a point about 173 feet south

of the intersection. The intersection is in

the city of Groveport.

When asked what it is about this intersection

that has makes it dangerous,

Groveport Police Chief Casey Adams said

that, on the accident reports he has read,

many of the drivers passing through this

intersection are “in a hurry” and that,

though they may stop at the stop sign, they

are not yielding to oncoming vehicles

because they are trying to beat the traffic.

When there is a traffic back up on nearby

U.S. Route 33, drivers often bail out on

U.S. 33 and pour onto Bixby Road.

stop signs at the intersection, call (614)

As a young lad I had a penchant for pennants.

Editor’s Notebook

As a kid in the

1960s I had a small

collection of felt pennants

pinned on my

childhood bedroom

wall, but now I only

have three left - a

Groveport Cruiser

pennant, a Cleveland

Browns pennant, and

a small Baltimore

Colts pennant.

I had other pennants,

but I gave

some away and just

lost track of others.

I like the look and feel of my three long,

Rick

Palsgrove

A case of old pennant fever

triangular pieces of felt and that pennants

have a history dating back to the Middle

Ages when knights flew pennants from

their lances. Pennants flew from sailing

ships and were used by cavalry units. These

pennants served to identify their carriers.

Pennants were adopted by athletic

leagues in the late 19th century, primarily

baseball teams which awarded them to the

championship teams who then flew the

pennants above their stadiums. This is

when the term “pennant fever” arose as

players and fans could sense a special season

was in the works.

Soon all kinds and levels of amateur and

professional sports teams adopted pennants

made of felt as a way for fans to show

support of their teams by either waving

them at games or displaying them in their

homes. Athletic pennants display team colors

and mascots.

The colors on my three pennants have

faded with time, but I still enjoy getting

them out of storage and occasionally looking

at them.

My sister gave both me and my brother

each a Groveport Cruiser pennant that she

obtained while she was still in high school

in the 1960s. This pennant included a thin

wooden cane that could be slipped through

a slot in the pennant so it could be waved.

I have no idea whatever happened to the

cane. I particularly like the look of this

pennant because it has a great image of

Cruiser in black on a red field and

“Groveport” in black block lettering. It’s a

clean and simple design.

The Cleveland Browns pennant is white

with brown lettering. My brother and I

used an order form from the back of a

Street and Smith’s pro football magazine to

get this pennant and others. I like the elf

logo that appears on this pennant because

this elf looks crazy.

My small Baltimore Colts pennant was

purchased during a family trip to the Pro

Football Hall of Fame in Canton. The logo

on this pennant is a cool one featuring a

horse diving over a goal post cross bar.

One pennant I always looked for in my

younger days and never could find was a

Columbus Jets pennant. The Jets were a

minor league baseball team in the

International League and I was a huge fan

of them in my youth until they left town in

Groveport Madison Cruiser pennant from the 1960s.

My three old remaining pennants

are worn and faded, but I like the

style and art work on them. They

are not just pieces of felt, they are

pieces of memories.

The face of Groveport’s downtown is going to change

By Rick Palsgrove

Groveport Editor

The street alignments in Groveport’s

historic downtown have been the same for

more than 100 years, but that’s about to

change.

The project

The city recently purchased four parcels

in the city’s downtown on the south side of

Main Street that extend west from Wirt

Road at a cost of $225,000 for the purpose

of reconfiguring streets and parking in

Groveport’s historic downtown area.

According to Groveport City

Administrator B.J. King, the city plans to:

demolish the former hot rod building at the

corner of Main Street and Wirt Road, as well

as the nearby KidSpace building located at

630 Wirt Road; reconfigure Wirt Road to create

a right angle intersection of Wirt Road

and Front Street; and create more parking

in the municipal lot located along Wirt Road,

Crooked Alley, and Cherry Street.

“Design is currently underway,” said

King. “Construction will commence in late

summer 2025. I anticipate construction

will take approximately 10 months. Once

plans are completed, we will have a better

idea of the construction schedule.”

King said the former hot rod building

will not be demolished until construction

on the roadway begins. The hot rod building

was built in the mid-20th century and

was once a car dealership.

“It will all be part of a construction bid

package,” said King. “Demolition of the hot

road building prior to construction could

result in the creation of an unsafe situation.

KidSpace will be torn down post July 4.”

The 3,100 square foot KidSpace building,

was built in 1955 and was originally

the Groveport Municipal Building for many

years and later was home to the senior center.

KidSpace moved into the building in

the early 2000s after the senior center

moved to the Groveport Recreation Center.

The plan is to move KidSpace to the second

floor of the Rarey’s Port building

(Delaney’s Diner is located on the first

floor). When asked when that site would be

ready for KidSpace and when the move

could take place, King said, “Construction

plans have been submitted for review. I

anticipate construction to commence in the

next three to four weeks”

City officials said the large project will

not only remove the dangerous angled

Main Street/Wirt Road intersection by

replacing it with a safer Front Street/Wirt

Road traditional intersection, it will also

expand public parking in the historic downtown

area. Currently the downtown public

parking lots south of Main Street along

Wirt Road are often full. Another downtown

public parking lot with about 99

spaces is located on the north side of Main

Street near Ace Hardware and Delaney’s.

Wirt Road as it looks today from the approximate perspective of the 1908 photo. The

city of Groveport plans to realign Wirt Road to form a right angle intersection with

Front Street. The city also plans to demolish the former hot road shop building at the

corner of Main Street and Wirt Road as well as KidSpace at 630 Wirt Road so the

municipal parking lot can be reconfigured.

The reconfigured municipal parking lot

along Wirt Road could increase the parking

capacity there to about 100 to 112 spaces

from the current 60 spaces.

Impacts during construction

When asked what problems are anticipated

when work on the project begins,

particularly concerning what may or may

not be buried underground where the Ohio

and Erie Canal route passed through (such

as buried trash, maybe a buried Main

Street bridge, canal bridge abutments,

etc.), King said, “We are not sure yet what

problems will be encountered. Certainly,

with an older downtown area and infrastructure,

there is always the likelihood

that problems will be encountered. If/when

problems are encountered, we will address

them accordingly to make sure this legacy

project is completed to serve the community

for many, many years to come.”

While the project is under construction

there could be impacts on area downtown

businesses, such as customer parking.

“There will be disruptions to parking

during this project,” said King.

“Unfortunately, that is unavoidable for the

long-term benefit that will be realized once

the project is complete. As the construction

schedule becomes more firm, we will work

with businesses to accommodate as best as

possible.”

The project could also affect the amount

of traffic on Main Street once the existing

Wirt Road access is cut off and before the

new Wirt Road/Main Street intersection

opens.

“We are taking the opportunity during

the project to not only realign the road, but

to replace very aged underground infrastructure

on adjacent areas on Main Street

and Wirt Road,” said King. “There will be

traffic impacts. This is a big project, and

will have some challenges. We ask for

patience from the community as we undertake

this project. The long-term benefits to

improve motorist and pedestrian safety,

will outweigh the inconveniences that will

occur during the construction.”

History

The heavily traveled and quirky angular

intersection of Main Street and Wirt

Road has been an ongoing safety concern

to Groveport city officials and residents.

“It’s a dangerous intersection,” said

King. “This project will certainly be a

tremendous improvement and a long term

enhancement for motorists and residents

who travel and walk in the area.”

Wirt Road was created after the Ohio

and Erie Canal ceased operations in the

early 20th century. The canal came

through Groveport at an angle from the

northeast to the southwest. When the

canal was abandoned, buildings were built

on Main Street west of the canal route.

Wirt Road sits where the canal towpath

ran along side the canal and, because of

this, the current road alignment maintains

the same angled junction with Main Street

as the canal route once did.

Groveport to tackle several road projects in 2025

By Rick Palsgrove

Groveport Editor

Groveport City Council approved several big road projects

in January.

The projects are as follows:

Port Road reconstruction

According to Groveport City Engineer Steve Farst, this

project entails pavement reconstruction between Speigel

Drive and a point just south of Rohr Road. Farst noted the

segment south of Speigel Drive was completed in 2014.

The final design for this project is in progress.

“The estimated construction cost is expected to be about

$1.4 million. Bidding is expected to occur during first quarter

of 2025,” said Farst.

The project will be funded with local funds and funds

from the Ohio Public Works Commission in the form of

grant and loan.

“The pavement condition is poor and distresses severe

enough that a total rebuild of the pavement section

Directors Boulevard reconstruction

Farst said the project includes pavement maintenance

and dull-depth repair and stormwater drainage maintenance.

He said it will be funded with local funds.

The city’s 2025 budget has $820,000 listed for the

Directors Boulevard reconstruction and $105,000 for

stormwater reconstruction.

The road is located in a commercial area that sees a lot

of heavy truck traffic.

“This work is long overdue,” said Groveport City

Administrator B.J. King.

SR 317/Firehouse Lane improvement

The intersection of State Route 317 and Firehouse Lane

will see more improvements during Phase 2 at a budgeted

cost of $1 million possibly funded through the Ohio Public

Works Commission and the Capital Projects Fund.

The Phase One improvements were done in 2018-19.

That improvement included construction of the following:

southbound right turn lane into the Groveport

Madison High School campus; pedestrian accommodation

with sidewalks, crosswalk and pedestrian

signals; new traffic signal equipment including controller,

signal poles/mast arms, signal heads; and a

pre-emption system to accommodate Madison

Township Fire Department emergency response.

Farst said the Phase 2 improvements would

include modification to the northbound and southbound

left turn lanes to: realign them to a position

similar to the intersection at Directors Boulevard

(known as “positive-offset”); and to extend the

length of the southbound left turn lane to provide

for more vehicle storage, and to include modifica

“The specific streets to be addressed have not yet

been identified and likely won’t be until February. It will

be funded with local funds and the cost is not yet estimated.”

- Steve Farst, city engineer on the street

maintenance program

tions to traffic signal equipment for the changes. Other

improvements may be included related to pavement resurfacing

of the intersection area.

Farst said the improvements are needed because the

current intersection layout is based on an older, out-ofdate

Ohio Department of Transportation design standard

in place when the highway was designed and constructed

in the 1970s.

“Due to traffic volume growth over time as a result of

local and regional changes in land-use, population, jobs,

and businesses, traffic conditions are such that the

improvement is now appropriate,” said Farst. “The project

will make the intersection more efficient for movement of

traffic, reduce delays, and provide added safety.”

Street maintenance program

“The specific streets to be addressed have not yet been

identified and likely won’t be until February,” said Farst.

“It will be funded with local funds and the cost is not yet

estimated.”

The city’s 2025 budget has allocated $650,000 for this

program.

Farst said the kind of work to be done on these streets

will be similar to previous years.

“Most are mill/fill pavement repairs and spot-full depth

repairs as needed,” said Farst.

Most popular dog names

in Franklin County

The Franklin County Auditor’s office

released the list of the county’s most popular

dog names in 2024 — and also some of

the more rare ones.

It appears “Bella” once again reigns

queen, with 1,622 dogs registered in

Franklin County bearing that name. Here

are the top five names as of December

2024:

•Bella (1,622)

•Lucy (1,147)

•Max (1,025)

•Daisy (971)

•Charlie (924)

As is often the case, some of this year’s

more interesting names are actually at the

bottom of the list. Coming in with a total

count of one dog to the name are “Stamp

Von Smush Smucher The First,” “Socks the

Wonder Dog,” “Phoenix Rising from The

Ashes,” “Sir Earl Of Clevenger” and “Puck

Stanley Cup Morgan.”

Brutus, with 409 dogs, remains popular

at number 36, while Buckeye with 202 dogs

is the 108th most popular. Besides names

from movies, foods, drinks, athletes and

celebrities, Anime proved to be an inspiration

for some dog names this year. The

Dragon Ball franchise (movies and comic

books) inspired owners to name their dogs

Goku (8), Piccolo (5), Trunks (2) and Gohan

(2). One Piece characters might also have

been an inspiration for names: Luffy (4),

Zoro (4) and Nami (4). Smurfs villain

Gargamayle (2) also made the list.

The top five dog breeds across the county

remain similar to last year. Here are the

top five breeds of currently licensed dogs in

Franklin County:

•Mixed Breed (10,089)

•Golden Retriever (2,632)

•Labrador Retriever (2,621)

•Pit Bull (2,492)

•German Shepherd (2,359)

Owners can always purchase or renew a

dog’s license online at doglicense.franklincountyohio.gov,

or at the Franklin County

Auditor’s office license counter, 373 S. High

St., 21st Floor. Counter hours are Monday

through Friday, from 8 a.m. to 4 p.m.

Winter Crisis Program

With icy temperatures and severe winter

weather hitting much of Ohio, the state

of Ohio is urging residents to take advantage

of a program designed to keep homes

warm and families safe.

The Ohio Department of Development’s

Home Energy Assistance Winter Crisis

Program provides income-eligible Ohioans

one-time assistance managing their home

energy bill. The program runs through

March 31.

“With some of the coldest weather of the

season expected to come our way, it’s more

important than ever to ensure every

Ohioan stays safe and warm,” said Lydia

Mihalik, director of the Department of

Development. “The Winter Crisis Program

is here to provide that critical support in

these bitter and challenging conditions.”

The Winter Crisis Program assists

Ohioans facing service disconnection, those

who have already been disconnected, individuals

needing to establish new service,

those required to pay for a service transfer,

and those with a Percentage of Income

Payment Plan (PIPP) default or who need

to make their first PIPP payment. It also

supports households with 25 percent or less

of bulk fuel in their tank to maintain service.

Qualifying households must have a

gross annual income at or below 175 percent

of the federal poverty level. For a family

of four, that is $54,600. Last year, the

Winter Crisis Program assisted nearly

77,000 households in Ohio, providing a

total of $23.5 million in benefits.

Households serviced by a Public

Utilities Commission of Ohio (PUCO)-regulated

utility must sign up for PIPP or

another payment plan if there is still an

outstanding balance on the utility bill after

receiving assistance.

Ohioans can start their application

online but must schedule an appointment

with their local energy assistance provider

to complete the application. Depending on

February 9, 9, 2025 - GROVEPORT MESSENGER - PAGE 9

the agency, the appointment may be in person,

on the phone, or remotely. The application

and list of providers can be found

online at energyhelp.ohio.gov.

Clients need to bring copies of the following

documents to their appointment:

•Copies of their most-recent energy

bills, if available

•A list of all household members and

proof of income for the last 30 days or 12

months for each member

•Proof of U.S. citizenship or legal residency

for all household members

•Proof of disability, if applicable

For more information about the Winter

Crisis Program, visit energyhelp.ohio.gov.
